On Election Day, voters will cast their votes for president, U.S. Senate, Congress and state legislators. In Suffolk County, voters also have a once-in-a-generation chance to safeguard the future of Suffolk County’s surface and groundwater in Proposition 2.

The proposition allows Suffolk County to begin the process of updating our wastewater infrastructure for the 21st century. Whether it is sewering our downtowns or supporting neighbors installing I/A systems to combat nitrogen pollution, the successful passage of Proposition 2 gives us the tools we need.

Passage of Prop 2 establishes Suffolk’s eligibility for state and federal funding. Recouping as many tax dollars from New York state is important to operate Suffolk County.

Proposition 2 also continues the highly successful Suffolk County Drinking Water Protection Program (SCDWPP), which has preserved thousands of acres of environmentally sensitive land, stabilized sewer rates and supported clean water efforts.

We don’t have to look far to see the need for improved wastewater infrastructure. Harmful algal blooms, brown tides, rust tides, mahogany tides and hypoxia fill our summer headlines and cause many beach closures each season.

We know, though, that with sewers, smart zoning and open space preservation, the damage is reversible. The obstacles we face are steep but not insurmountable.

Building sewage infrastructure creates jobs and helps small businesses and downtowns flourish. Advancing our downtowns creates permanent jobs in our communities and expands housing options for young people starting out and older folks looking to downsize. Our legacy fishing industry and emerging aquaculture industry will be able to expand employment and production as the environment improves.

It’s no exaggeration to say that passage of Proposition 2 is the most important measure voters have had on the ballot in generations. Its passage will strengthen our environment and protect the way of life that is a cornerstone of Suffolk County. This is not a political issue; it affects every present—and future—resident of Suffolk County and beyond.

As Election Day nears, it is becoming increasingly evident that our local elections here in Suffolk County will hinge upon the people’s vision for wastewater treatment.

The state of our wastewater systems is a crucial policy concern for residents and environmentalists alike. Our existing system of disparate sewer districts and individually operated septic tanks is inadequate, impairing our environment, drinking water and quality of life.

Responsible wastewater treatment countywide can ensure our communities remain clean, healthy and safe. However, as years pass, our county’s wastewater infrastructure will continue showing its age — and the consequences could be devastating.

The first and most immediate impact of deteriorating wastewater infrastructure is public health. A failure to address these issues could result in an uptick in health crises, increasing the demand for health care services and leading citizens to question the competence of local governments to meet even their most basic human needs.

Residents expect their elected officials to take proactive approaches in maintaining critical infrastructure. If this does not happen, it can erode trust in government.

Our people ask for clean drinking water. We desire fewer fish kills and algal blooms in our local surface waters. Perhaps above all, our citizens long for political representation that actually advances their needs over the wants of powerful, monied interests that finance political campaigns in this county.

Money talks in Suffolk County, as elsewhere. Powerful special interest groups here — notably developers and organized labor — often curry favor with politicians. For developers, sewers allow for increased building height and density. For labor unions, sewers produce lucrative government contracts.

As we inch closer to November, we remind prospective officeholders that they must be careful not to allow campaign contributors to drive policy, that the people are the prime movers of our democracy.

The paramount stakeholder group in this election is the taxpaying citizens of Suffolk County. Though not cutting large campaign checks, this group will be the ultimate judge deciding who ascends to county office.

Shamefully, the county Legislature failed to put the Suffolk County Water Quality Restoration Act on November’s ballot. So, this election season voters must listen carefully to candidates from both major parties. Only those who demonstrate a firm commitment to the popular will should earn our votes.

Candidates must develop a plan for modernizing our wastewater infrastructure. They should be prepared to answer difficult questions on this most critical issue, demonstrating their commitment to the betterment of our county.

To our fellow residents, listen closely during this election cycle, especially to conversations surrounding wastewater.

Water is a basic need and should be considered a right. In the Earth Day Legislative Package in June, the New York State Legislature included a proposed amendment to the New York State Constitution that would ensure that clean water and air are treated as fundamental rights for all New Yorkers. The bill prioritized keeping contamination like dangerous chemicals and pesticides out of our drinking water. Unfortunately, although it passed in the Assembly, it was not passed in the Senate.

All the water for Long Islanders comes from our three underground aquifers, including the water in our bays and harbors, lakes, ponds and streams. Experts tell us that some of the water in the uppermost aquifer is no longer safe to drink. 

In the deeper aquifer (the Magothy), nitrogen and pesticides have increased by 200 percent between 1987 and 2005. Nitrogen pollution creates algal blooms in most of our bays, breeds weeds that choke lakes and ponds and threatens our fisheries and our recreation. 

The deepest and oldest of aquifers (the Lloyd) is small; water is being withdrawn from it, resulting in salt water intrusion in the Sound and Great South Bay. Although surface waters require nutrients, such as nitrogen, to support healthy ecosystems, excessive nitrogen can cause aquatic weed growth that draws oxygen from the water, producing “dead zones” where dissolved oxygen levels are so low that aquatic life cannot survive. 

To preserve its land, the five eastern towns (Southampton, East Hampton, Riverhead, Southold and Shelter Island) in 1998 created a community preservation fund, paid for by a 2 percent real estate transfer tax to purchase land to provide watershed protection through open space. (Recently, out of concern with nitrogen, referenda in the eastern towns have made it possible to use up to 20 percent for nitrogen removal.)  

Nitrogen intrusion has been attributed to two factors: wastewater from cesspools and runoff from lawn and agricultural fertilizer. In 2017, County Executive Steve Bellone (D) introduced a Septic Improvement Program to replace existing cesspools and septic tanks with new systems that averaged an output of 9.2 mL of nitrogen, compared with systems that discharged anywhere from 40 to 120 mL in influent flows. To encourage homeowners to enroll in the program, the state, the county and Southampton and East Hampton offered grants and loans to cover the cost of the installation. The homeowner pays the maintenance.

The 2015-16 New York State budget appropriated funds to the Long Island Regional Planning Council (LIRPC) and the New York State Department of Environmental Conservation, in consultation with the Indian Nations, local governments and interested organizations, to create the Long Island Nitrogen Action Plan, or LINAP. Data, sorted by watershed, will make it possible to assess conditions and assist with prioritization. A project management team is responsible for LINAP administration and management, but local ownership and direction in its development is key. 

In addition to public education, a bill to reduce the intrusion of discarded pharmaceuticals into the water supply through the Drug Take Back Act passed in both the Assembly and the Senate and was signed by Gov. Andrew Cuomo (D) in early July. 

In April of 2018, Assemblyman Steve Englebright (D-Setauket) introduced a bill to prohibit the sale of any lawn fertilizer in Suffolk and Nassau counties with more than 12 percent nitrogen, with at least half of it water insoluble. It passed in the Assembly but when introduced in the Senate by Kemp Hannon (R-Garden City), it failed on the grounds that it is not certain that the nitrogen in the fertilizer is the major cause — that the 12 percent limit is arbitrary and unscientific.  

Many local coalitions and organizations are involved in the campaign to keep our waters clean. They have lobbied and raised awareness. But even more action by Suffolk County voters is needed. On Nov. 6, voters will elect New York State Assembly and Senate members. If you are concerned about the quality of our water supply, let the candidates in your districts know that nitrogen intrusion is an important issue and urge them to support measures to remove it.
