According to the New York State Weather Risk Communication Center, Stony Brook recorded 9.4 inches of rain, in the 24 hours between Sunday, Aug. 18, and Monday, Aug. 19, amounting to a rainfall that is not just a once in a lifetime event —but a one-in-a-thousand year-event.

At a Monday press conference, County Executive Ed Romaine (R) spoke about the shock many Long Islanders experienced.

“This storm was not predicted for northern Suffolk,” he said. “This storm was over Connecticut and probably traveled south. When you get almost 10 inches of rain, that’s a once [in a lifetime event]. Unfortunately, these once-in-a-lifetime events seem to be coming more than that. I don’t think we’re going to have to wait another hundred years for another storm like this.”

“It tells you the impact that climate change is having on our weather,” the county executive added.

Stony Brook

In Stony Brook village, Harbor Road was split in half, and the pond at Avalon Nature Preserve ran off into nearby Stony Brook Harbor, taking dead fish and turtles with it.

“We have put drones up to document the before and after. We believe the damage will [amount to] $25 million, minimum. A minimum, between cleanup that’s required [not just here, but] other parts of the county, like Rocky Point,” Romaine said.

“We will document everything that we do, and all the expenditures that will be made, because we will be seeking some hope of state [and] federal reimbursement, because this is a huge hit on local government, on the town and on the villages along the North Shore,” he added.

At the press conference, Gloria Rocchio, president of The Ward Melville Heritage Organization, expressed her sadness and frustration, but was able to provide a small glint of hope.

“We did have a structural engineer come already, to check the [historic] Grist Mill … and it is, [fortunately] structurally sound. It was built in 1699. In 1750 the dam broke for the first time, and then once again in the 1800s, and the last time it broke was 1910,” she said.

Over at Stony Brook University, Judy Pittigher, an office administrator at the Renaissance School of Medicine, suffered an office full of water damage and a collapsed ceiling, forcing her to work from home for, at least, the remainder of the week.

“The squares of one doctor’s tile roof collapsed; the floor is disgusting, covered in mush. By the time I got there, half the rugs had already been pulled up … anything on them was destroyed, like boxes. One box had this past graduation’s programs, and someone picked it up and put it on my desk, and it was sopping wet,” she said.

Smithtown

In Smithtown, the Nissequogue River dam broke from the nearly 10 inches of rain. Two residents were saved by members of the Smithtown Fire Department, as they were trapped on the second floor of their home.

This is despite the town’s recent stormwater and drain infrastructure upgrades. However, Supervisor Ed Wehrheim (R) said that Smithtown was lucky, in comparison to the nearby villages, as a result of these proactive measures.

Rocky Point

Rocky Point was extensively impacted, as well.

“I tried to take a tour of most of the damage this morning … and several catchment basins overflowed,” Romaine said. “I went down Hagerman Landing Road, and the tops of all the cars in sight had mud. The mudslide that came down Hagerman Landing Road was, easily, 7 to 9 feet. It left its mark on the trees, and the houses, right up to the windows. We had to rescue someone down there from their rooftop.”

Port Jefferson

At about 3 a.m., Monday, a rush of stormwater cascaded down Main Street, past CVS, affecting local property and flooding the Port Jefferson fire station.

According to Fire Commissioner Thomas Meehan, the flooding rose to about 36 inches in the station, bringing sewage and other debris into the building.

“We were just recovering from the flooding we had three years ago,” he said.

Port Jefferson village officials assisted the fire station in the initial cleanup in the early hours of Monday morning.

Several businesses along the Main Street corridor were impacted, including Theatre Three [see editorial].

Huntington

According to a Town of Huntington press release, “The Highway Department took to the roads at the early onset of the storm. After surveying the town, they reported approximately 10 sink holes and minimal trees down. Flooding, however, was the predominant issue, with the town reporting heavy flooding in a few areas.”

All areas will be rebuilt

The Town of Brookhaven’s superintendent of highways, Dan Losquadro (R), explained how the topography of the North Shore created a disastrous alignment of storm conditions.

“Water picks up velocity, as it travels down into these natural drainage points,” he said. “Many of these areas were built a very long time ago. They just have catch basins, and do not have sumps recharge basins, as we call them. [Even so] recharge basins, optimally, can only store 8 inches of water, and a catch basin, no more than 2 to 3.”

“This exceeded even the capacity of a modern sump. So, we saw our systems completely overwhelmed by this volume of water in such a short period of time,” he elaborated.

As for what’s next, Losquadro said, “We will get into the engineering and estimating phase, throughout the day, and, probably, for days to come. We have, unfortunately, been through this process with FEMA, and the state before, even back to the recovery from [Hurricane] Sandy. We will do our best to secure funding, from the higher levels of government, to ease the burden on our local taxpayers because as the county executive and the supervisor [Dan Panico (R)] rightly pointed out, many of these projects are beyond our ability to fund on a local level.”

“This process will take a great deal of time,” Romaine said. “[This damage behind me] will require permitting, not only from D.C., but from the EPA, and from the Army Corps of Engineers as well.”

Both Losquadro and Romaine expressed that the parts of the county hit by this storm will be built back “stronger and better.”

“We will clean this up, whatever it takes. These are our communities, these are our friends, our neighbors. We’re one county, one people and we will work together,” Romaine said.

Earlier this month, Asharoken officials voted to bring an end to the multiyear-long dune restoration project with the Army Corps of Engineers.

The village had been working with the Army Corps to create a proposal to replenish the community’s eroding beaches, but part of the plan included creating public access points at certain private properties, which many residents rejected.

Mayor Greg Letica wrote in a letter to residents that the decision to no longer go forward with the plan was a result of surveying residents and opinions from public hearings.

“I was not surprised by the outcome because this is what the residents wanted,” Letica said in a phone interview. “It was a combination of the public access points, the liability and the cost.”

According to Letica, residents would have been liable for any injuries or mishaps that happened when the public was on the shoreline of the property — if new public access points had been created.

The village would have been expected to pay 10.5 percent of the $21.5 million cost for the initial placement of sand, and then 15 percent of the future sand placement costs, which were left undefined.

Back in December, village officials looked over the results of a public survey where it was revealed 85 percent of the 427 surveyors were against moving forward with the plan. Ninety percent of the homeowners that own Long Island Sound beach property that responded were opposed. If the remaining homes on the Sound property all responded with approval of going ahead, opposition would still be at 73 percent. Half of the beach lot owners in Asharoken responded.

“The responding property owners sent a comprehensive, resounding, unambiguous and nearly unanimous message to the board of trustees — we do not want to do the ASDRP,” Letica said in the letter. “You were heard loud and clear.”

Village trustees said repeatedly during previous board meetings they wouldn’t approve a plan without resident approval, and Letica said he was grateful for resident participation throughout the process.

“I would like to sincerely compliment the residents of Asharoken for their participation in the process to help guide the board of trustees in their decision on the ASDRP,” he said. “You were engaged every step of the way, provided very helpful insight into aspects of the plan that otherwise may have gone unnoticed, communicated passionately to the board about how you felt, responded to the survey in very high numbers and provided polite, concise and clear comments at the public hearing. Everyone who took time to be involved in this historic decision should be proud of their efforts.”

The village originally entered an agreement with the Army Corps in 2001 to perform a Coastal Storm Risk Management Feasibility Study, but it did not obligate the village to move forward with any of the proposals suggested. The resolution was approved with a 4-0 vote, with Trustee Laura Burke being absent.

In previous meetings, some residents expressed the need for a plan to protect the beaches.

“We need to protect the beaches,” Asharoken resident Christine Peterson said in a previous interview. “I understand the residents that don’t want to give access to their private property, but I think this is something we need to do. It’s not like we’re opening up a new beach and expect many new visitors to come and use it.”

Councilwoman Jane Bonner is getting by with a little help from a friend.

Bonner (C-Rocky Point) has aided the Town of Brookhaven to begin a long overdue jetty reconstruction project in Mount Sinai Harbor. She, along with Supervisor Ed Romaine (R) and others on the town board, helped secure $5.6 million in town funding to go toward rebuilding the east and west jetties at the mouth of the harbor. The project will increase boater safety making navigation easier and could allow dredging that will bring back the winter shell-fishing season.

The issue has been a top priority for Bonner since 2010, when her office commissioned a study along with the Army Corps of Engineers to assess the need for improvements to the jetties, she said during a press conference Sept. 19 at Mount Sinai Yacht Club.

At the time, rocks had collapsed, submerging the seaward ends of the jetties at high tide, and the elevation of the jetty stones above the water at high tide was less than four feet in some places. Bonner and Romaine saw a more pressing need to address the problem after Hurricane Irene, Superstorm Sandy and other storms caused further damage, though they weren’t able to secure enough funding to complete the project until this year.

Bonner reached out to state Sen. Ken LaValle (R-Port Jefferson) to see if his department could kick in some additional funds to help the town reach the $10 million budget needed to complete the project.

Initially, LaValle offered Bonner $1 million.

“I was not shy, I was not embarrassed to tell him it wasn’t good enough and that we needed more money,” she said. “He actually called me at home to let me know. His first words were, ‘How’s $3 million, is that enough?’ And I said, ‘It’ll have to do Senator,’ so thank you from the bottom of my heart.’”

LaValle helped secure an extra $2 million with the help of senate majority leader John Flanagan (R-East Northport).

“From day one I’ve always had as my mantra that local control was very, very important,” LaValle said. “It is nothing but a pleasure working with Supervisor Romaine and [Councilwoman Bonner], who is always looking out for her council district, and always says, ‘Senator, I could use your help.’ It’s working with the localities to identify the problems, and make it a priority. That’s how we started with $1 million and ended up with $3 million to get this done.”

Reconstructing the jetties, according to Bonner, is critical for thousands of residents who utilize Mount Sinai Harbor for recreational and commercial reasons.

“This peninsula is not just a yacht club — we have working boatyards, we have recreational fisherman, we have fishermen and women that derive their income from this harbor,” Bonner said standing on the porch of the club. “This is truly a hub — it’s a working harbor and we are very fortunate and very blessed to be surrounded by so many people that will benefit from this project being done.”

He said he’s boated through Hell Gate, a narrow tidal straight in the East River that has the reputation of being unsafe, and said even that doesn’t compare to his harbor.

“I’ve been through Hell Gate many times through many conditions, and I can attest that our little entrance here is worse than Hell Gate,” he said.

The undertaking will help improve boater safety, as there is a large sand bar that extends deep through the middle of the channel that boats get stuck on, but according to Romaine, as part of replacing the jetties, Suffolk County has agreed to also do interface dredging at the mouth of the harbor once the jetty has been rebuilt and stabilized. As a result, winter shell fishing could resume. The harbor was closed for shell fishing for the first time last winter.

The Town of Brookhaven is hoping for added assistance from the neighboring Village of Port Jefferson, which will directly benefit from the project.

According to Romaine, the east jetty is collapsing and creating an erosion problem at Port Jefferson Village Beach. Brookhaven Town is the only municipality in charge of a jetty. The Army Corps of Engineers maintains all other jetties on Long Island but the Mount Sinai Harbor’s. While the town has always budgeted the $5.6 million, it could never get the rest of the funding needed, so now with LaValle’s contribution, Bonner said she hopes Port Jefferson Village will “step up to the plate with the difference” because the area would “benefit greatly from these two jetties.”

Port Jefferson Village Mayor Margot Garant did not respond to requests for comment.

Ralph Davenport, from Ralph’s Fishing Station & Marina in Mount Sinai, said he is excited to hear the harbor will be a safer place for recreational and commercial boaters.

“If you were a person who didn’t know this harbor and were looking for a safe place to come in, odds are that you would crash on the way in,” he said. “Big boats used to be able to come in and out of this harbor years ago, with no problem at all, and now it’s a hazard. It used to be the easiest harbor on the North Shore to navigate in, and now it’s one of the worst. So hopefully next year’s time we’ll dig the sandbar out of the way enough where the people can navigate safely again.”
