Port Jefferson village has long been dealing with issues of parking and attracting more people into the downtown, but proposals put forward by village officials and other property owners have received stern opposition from residents living close to these proposed projects.

The upstairs meeting room in the Port Jefferson Village Hall was packed March 14 as residents came out to get answers on several major developments coming to Port Jefferson. One details the planned development for a mixed-use apartment and retail space in the building that is currently Cappy’s Carpets, while another includes a new parking lot on Barnum Avenue.

The Port Jefferson planning board was originally allowing additional comments from residents until March 24, but they agreed to extend that until March 29 for the planned Cappy’s development.

Several Port Jeff residents said the Shipyard apartment complex, which only started receiving tenants little more than a year ago, left a bad taste in their mouths. Many who spoke at the March 14 meeting decried the Tritec Real Estate Company’s four-story 112-unit rental complex, and asked that if development were to continue, then they should learn from the last development.

The Capobianco family, which owns the property, along with real estate firm Brooks Partners LLC unveiled plans in February for creating a three-story apartment and retail space in the current Cappy’s Carpet shop at 440 Main St. The development would replace the existing carpet store along with the boat storage lot to the rear of the property.

The proposed plans call for 1,200 square feet of retail space, a 1,500-square-foot restaurant and a 750-square-foot fitness center on the ground floor. Above that would be 44 one-bedroom and two, two-bedroom apartments on the second and third floors. Also included was a roof deck and rooftop fire pits. Village Mayor Margot Garant previously said the building had remained at three stories in direct response to criticism over the Shipyard development.

In terms of parking, the project would include 78 spaces, with the 37 set in a parking garage within the development and 41 spaces outside. The parking spaces would require the developer to pay for four spaces in lieu of parking fees, due to village code parking requirements.

Sayville-based attorney Eric Russo, representing Brooks Partners, said the project would enhance the village’s walkability, especially north of the majority of downtown’s businesses. 

“As part of your village’s master plan, your goal was you wanted to create a walking downtown and expand on the town, so it would move forward where it was on Main Street and continue upward toward this particular area,” Russo said. 

Residents were quick to criticize the idea of a roof deck, saying that people standing up so high would likely be heard throughout parts of the village.

“We live in a bowl here, and if somebody has a roof deck on top of that building, that’s going to travel uphill into our residential area,” said Marge McCuen, resident on Tuthill Street. “I think it was very inconsiderate.”

The development would also go along with new projects to remediate traffic concerns in that area. The New York State Department of Transportation has said it will amend traffic concerns surrounding Barnum Avenue, including removing the triangle median where Barnum and Main Street connect, making one egress and ingress and eliminating the need for pedestrians to make two crossings along one road. The next project is to install a traffic light at the intersection of Old Post Road and Main Street in hopes of eliminating some problems of the accident-prone intersection during rush hour. Patrick Lenihan, an engineer with Hauppauge-based VHB engineering firm, said the state DOT has also recommended removing four street-level parking spaces on Main Street near the expected curb cut for the development.

Resident Michael Mart said removing those four spaces on Main Street would mean the village would be even further in the hole when it comes to parking spaces, not counting the four spaces the developer is willing to pay in lieu of parking for.

As part of the application, Brooks Partners conducted a traffic study with VHB. Results showed the weekday average traffic for Main Street was less than 18,000 vehicles per day in the vicinity of the project site as of March 2016. Saturday and Sunday daily volume during the same week was recorded at less than 20,000 and 15,000 cars, respectively. Some residents criticized the traffic study, especially for the limited time it was conducted, saying it should have also shown traffic patterns for weekdays, especially in mornings when buses take children to school and when cars arrive on the morning ferries.

“With your traffic study, instead of doing just one day in July, you should have done a day in April or May, preferably a weekday, make it when the ferries arrive,” said village resident Drew Biondo. “I think you’d get a better sense.”

Biondo later in the meeting asked if the building would be built on pilings, which the developer responded with yes, on over 200, which would take about three weeks to install during code-allowed times. 

Mart added he hopes this new apartment complex would not get a similar payment in lieu of taxes plan the Shipyard complex received from the Suffolk County Industrial Development Agency. Another $10.8 million planned apartment complex called Overbay, being built by the Hauppauge-based development company, The Northwind Group, has also received an extended PILOT agreement from the Brookhaven town IDA.

“We as taxpayers then have to pay the cost burdens from it,” he said.

At the village’s March 18 board meeting, Garant asked the board to look at the village’s code regarding roof decks, agreeing at the rate in which sound travels within the area. 

Parking lot on Barnum Avenue

Port Jefferson officials are planning for a 44-space parking lot located on the west side along Barnum Avenue just after the turn on Roessner Lane that goes toward Rocketship Park. 

The space currently exists as a gravel lot, and officials have allowed town workers to park in it for the time being. The site was once a house that Garant described as an illegal rental property. Officials agreed to purchase and demolish the building in 2017. 

Plans for the parking lot give it a 53-foot buffer from Barnum Avenue and a 23-foot buffer from Caroline Avenue. These plans also include a new sidewalk with plantings along the edges of the proposed site. The board has stated its intention to eliminate parking along the northern side of Caroline Avenue.

Garant said the proposed lot would include a managed parking system with meters but no overnight parking and limits to the number of hours a car is allowed to park in that lot. A gate would be installed to prevent people from parking in the lot overnight. 

Barbara Ransome, the director of operations for the Port Jefferson Chamber of Commerce, said the new parking was desperately needed. 

“We really haven’t had a new parking lot in downtown in 50 years,” Ransome said. “From the business perspective we really do support the additional 44 parking spots.”

The mayor added the plans for lighting include goosenecked, directional lighting that would focus their rays on the parking lot itself, and they would be automated to turn off at midnight.

“We’re very sensitive to the lighting,” Garant said. “The light will not penetrate beyond parking area.”

Despite her attempts at assurances, some residents who would border the proposed lot were not so convinced. Kathleen Loper, who lives on Caroline, said she has already had problems with lighting from the nearby baseball field disturbing her ability and her neighbors to maintain their sleep schedules. 

“People have different work schedules — those lights are very distracting, so I can imagine what the parking lot lights are going to do,” Loper said. “If I wanted to live in Manhattan, I would have bought a house in Manhattan.”

Pat Darling Kiriluk, a Port Jeff resident, said she was concerned about the beautification of that space, especially with the Drowned Meadow House nearby along the same street.

Others who live in the area already feel the area is dangerous for pedestrians due to high traffic along Barnum and Caroline. Tony Dutra, who lives at the corner of Caroline and Barnum, asked why the project couldn’t have an entrance off Barnum and an exit on Caroline. Anthony Cucuzzo of D&B Engineers and Architects said they could look at the idea but believed large traffic volumes along both roads would cause delays.

Garant has previously said if the project gets approval, she would want construction to start by fall of this year.

The mayor added the village may be able to enhance the crosswalk features. Other residents feared illicit activity happening in the parking lot at night.

Kevin Wood, village parking administrator, said current parking lots already have surveillance cameras and parking ambassadors, which would be extended to this new parking lot.

With a cool, sunny day preceding the coming Spring, families sat along Route 25A from the Rocky Point Business District all the way into Miller Place and watched as members of the Miller Place, Rocky Point and Sound Beach fire departments walked in step to members of local family farms, the fife and pipe bands, marching bands, baton twirling teams and many, many more.

Before the parade even began, children and adults alike walked through the streets blasting from green plastic trumpets and horns, painted their faces with clovers and even brought their pets out dressed in Irish flair.

North Shore communities have found a partner in the battle against ticks and the diseases they carry.

On March 6, Suffolk County Executive Steve Bellone (D) announced the SuffolkSHARE Public Health Partnership. A part of the county’s shared services initiative, the new partnership will leverage the efforts of 10 local governments and the Suffolk County Department of Health Services to research and combat ticks and tick-borne illness, according to a press release from the county.

“This new partnership is another example of local governments working together to save taxpayer dollars and protect the public health of our residents,” Bellone said in the statement. “By taking collective action, we are expanding education, collection, and analysis to ensure that we have the information and resources at our disposal to deal with these illnesses head on.”

With the new partnership, towns and villages will be able to strengthen their efforts to combat ticks in ways that were previously prohibitive due to high cost and limited resources, according to the release.

The new partnership draws on efforts that include collecting data and procuring materials at lower costs while tracking progress over time. These processes are already underway by the Suffolk County Tick Control Advisory Committee, which researches and combats ticks and associated illnesses. According to the county, each year approximately 650 Suffolk residents contract a tick-borne illness, including Lyme disease.

Eight villages and two towns will work in conjunction with the county, including Asharoken, Northport, Head of the Harbor, Old Field and Belle Terre, according to the press release.

“Protecting public health is a priority for the Village of Belle Terre, and mitigating the risk of ticks and tick-borne illness is an important mission,” Bob Sandak, the Village of Belle Terre mayor, said in a statement. “Having the ability to work with other local governments and Suffolk County on this issue will give us the opportunity to address it effectively and affordably.”

Recently, Belle Terre moved to allow deer hunting within the village, citing that New York State is the only governing body that can restrict hunting. Sandak said at a Jan. 15 village meeting, where the possibility of deer culling in part with Port Jefferson Village was discussed, that in the near-mile radius of the village boundaries, there could be as many as 300 deer. It was expected that culling could bring the number of deer down to approximately 50.

The Department of Health Services will provide resources and guidance when it comes to ticks, while the county will facilitate testing of samples, collection of data and additional analysis. The cooperative procurement of corn, tickicide and other materials, as well as municipalities working together to collect samples to have them analyzed will happen at a cheaper rate due to consolidation, according to county officials.

The county health department and Suffolk County Department of Public Works Vector Control Unit will consult with villages launching their initial efforts at tick mitigation, tick-borne illness mitigation and deer mitigation, which may include municipalities sustaining a four-poster (also known as a deer feeder); using environmental controls, such as landscaping; and utilizing birth control. The participating local governments will assist the Department of Health Services with community education regarding the risk of ticks and how to avoid bites, tick collection for testing and health monitoring of residents.

According to the press release, North Haven, Saltaire and Shelter Island already operate four-posters. The deer feeders brush tickicide onto the animals to keep them free of ticks.

“While tick-borne illnesses remain a major concern amongst our community, we continue to look for new and innovative ways to protect the public’s health,” said Michael Levine, Village of Old Field mayor, in a statement. “Thanks to the work of County Executive Bellone and the creation of this new partnership, we will now be able to asses tick conditions, develop a comprehensive plan to combat this public health issues, and educate our residents on ways to stay safe.”

It’s Sunshine Week (March 10-16), time for recognizing and celebrating the importance of freedom of information  laws and open government in our democracy.

Newsrooms nationwide are participating in the weeklong event, which specifically aims to help people better understand their everyday right-to-know under federal and state laws. Sponsored since 2005 by The Reporters Committee for Freedom of the Press and the American Society of News Editors, TBR News Media is joining in for this year’s tribute. 

We’re focusing on New York State’s Freedom of Information Law. First enacted in 1974, the law succinctly states: “The people’s right to know the process of governmental decision-making and to review the documents and statistics leading to determinations is fundamental to our society. Access to such information should not be thwarted by shrouding it with the cloak of secrecy or confidentiality.” The law applies to schools and all government entities within the state.  

We’ve taken a look at the websites of towns and villages within our circulation area on Long Island’s North Shore to gauge whether or not the process is user-friendly. 

What we’ve found is most entities acknowledge their obligation to respond to Freedom of Information Law, or FOIL, requests. The towns of Huntington, Smithtown and Brookhaven post their record access codes online, along with most incorporated villages.   Rather than posting their FOIL codes, the villages of Huntington Bay, Nissequogue, Head of the Harbor and Port Jefferson simply provide a link to a one-page preprinted FOIL request form. Port Jefferson village online code explicitly directs the public to visit Village Hall during business hours to examine its record access policy.

It’s important to note that state legislators created a special unit within New York State to answer the public’s questions and render legal opinions about open government practices. The unit, known as the Committee on Open Government, has determined government entities should not mandate the use of record request application forms. 

Villages that currently require the public to use their application forms to request records may need to revise their practices to align with state’s legal advisory opinions. 

“There’s no obligation on behalf of the requester to travel to town or village offices to view records,” said Robert Freeman, the executive director of New York State Committee on Open Government.

Fortunately, requesting records in the electronic age is easier than ever. If documents aren’t already posted online, people can simply request copies of records via an email to the record access officer. Instructions can be found on the state department’s website: https://www.dos.ny.gov/coog/freedomfaq.html#howrequestemail. The record request template clearly outlines requesters basic rights within the form letter. 

Christian Trejabal is the open government chair for the Association of Opinion Journalists.  In a blogpost for Sunshine Week he opined on the need for journalists in this day and age.

“Thousands of newspapers have closed over the last 20 years,” Trejabal said. “Tens of thousands of journalists have lost their jobs. Without them, government is under less scrutiny, and that isn’t healthy for democracy.”

The Town of Brookhaven is boasting of its finances while promising to improve town infrastructure, both in its railways and along its streets.

The town will be offering up $150 million to fix and aid town-owned roadways in 2019. Town spokesmen declined to offer more details but said more information will be coming later in the week.

“We need to ensure solid infrastructure is in place,” town Supervisor Ed Romaine (R) said. “We cannot wait any longer … we have to bite the bullet, we can’t wait any longer for federal or state assistance.”

During a 45-minute speech March 11, Romaine boasted of the town’s finances, citing its 2019 $304.2 million budget which stayed within the tax cap while not using any of the town’s fund balance. The supervisor added that fund balance was another point of pride, saying the fund balance grew by 9.4 percent across the six major funds while the town’s bond rating remained at Triple A, according to Standard and Poor’s. He said this fund balance should the town suffer any unexpected financial issues, such as the 2008 recession.

Further, he promised explicitly to keep taxes as low as possible, despite the town making up approximately 8 percent of residents’ overall tax bill.

“Our residents cannot pay more in taxes,” Romaine said. “I don’t have to tell you, but too many people, young and old, are leaving Long Island.”

The town also boasted of its Brookhaven United Consolidation and Efficiency Plan, which has started to look at creating shared services between other local municipalities and the town. The plan is due to a $20 million state grant the town received in June 2018 for the purpose of consolidation. In February, the town went into an agreement with Port Jefferson Village to consolidate its tax receiving methods with the town, using $478,000 of the grant funds. Brookhaven Town Receiver of Taxes Louis Marcoccia has said he expects the program will be extended to other villages.

In addition to tax receiving, the supervisor said the town has also consolidated services with local municipalities in purchasing road salt and sand, paving, as well as doing road clearing during snows such as with the Village of Shoreham. In April, the town has advised it will launch a municipal market portal, which will enable villages and special districts to have full access to all town contracts.

Romaine said the plan, once fully implemented over the next few years, will generate an estimated $61 million in savings for the town.

Romaine had complaints about the speed of development by New York State, not only on its roads but also the rail network in the town. Brookhaven has three Long Island Rail Road lines, one going through Port Jefferson, the Montauk line and the Ronkonkoma line, the most trafficked, which goes through the center of the town. He continued calls for electrification of these rail lines which has also been supported by state Sen. Ken LaValle (R-Port Jefferson), who appropriated funds for an electrification study on the Port Jeff line.

“We cannot compete in the 21st-century economy with a 19th-century rail system,” Romaine said. “We collect a ton of money for the MTA, but we don’t see it here.”

The LIRR has also agreed to relocate the Yaphank train station so it is adjacent to William Floyd Parkway, just south of the Long Island Expressway. He said this will could take much of the burden off the Ronkonkoma train station, whose parking lot is often way past its max capacity.

While touting town savings, Romaine said officials were still concerned about the loss of $1.8 million in state aid through the NYS Aid and Incentives for Municipalities program.

“We need to start working as a region, or we will watch the rest of the country pass us by,” the supervisor said.

He also discussed environmental measures, including the town’s solar projects, the water table underground and fears of rising tides.

Suffolk County officials have set their sights on the wallet of a disgraced ex-police chief, looking to recoup costs of litigation.

Nearly three months after Suffolk County legislators tabled a proposal to sue former police chief James Burke over the $1.5 million settlement it paid out to his victim, the Suffolk County Legislature passed a measure March 5 to begin a lawsuit in an attempt to recoup compensation and salary Burke had received up to when he resigned in October 2015. 

“Burke clearly breached the oath he took as an officer and the duty he owed the county to serve in his capacity faithfully and lawfully,” Legislator Rob Trotta (R-Fort Salonga) said. The Smithtown legislator was the main sponsor of the bill. 

The bill would authorize the county attorney to file a lawsuit by using “the faithless servant doctrine,” which dates back to the 19th century and allows employers to recoup all compensation paid to an employee while they acted in a disloyal manner. 

The resolution was drafted to recover the compensation paid specifically to Burke and no other county employee. 

“It feels great,” Trotta said. “Finally a victory for Suffolk County taxpayers.”

Originally, Trotta wanted to recoup money from a 2018 settlement the county paid to Christopher Loeb, who was shackled and beaten by Burke back in 2012 as part of a cover-up. County attorney Dennis Brown said at a December 2018 Ways and Means Committee public hearing there was no basis for a possible lawsuit and there was no way to recover or recoup the settlement dollars paid in the lawsuit, according to previous reporting by TBR News Media.  

In the federal civil lawsuit, the county agreed to pay the settlement amount for the civil rights offenses as they were the ex-police chief’s employer at the time. The county also paid the settlement for the actions of six other police officers who helped cover up Burke’s actions when he allegedly beat a handcuffed man for stealing a duffle bag from his vehicle.  

At the same hearing, Howard Miller, a Garden City-based attorney with the law firm Bond Schoeneck & King, presented a case for the county suing Burke for his wages and compensation paid by the county under the faithless servant doctrine.

Miller mentioned that he had successfully represented clients at the state level in similar lawsuits, including the William Floyd School District.

“This doctrine is designed to create a deterrent to future acts like this, of corruption and misconduct,” Miller said at the December 2018 public hearing.

Brown also said in a statement that the Suffolk County Charter authorizes either the county executive or the Legislature to direct legal action. The resolution that was passed by the Legislature provides a framework specific to that action, but does not limit the ability of the county executive to pursue additional legal action.

Trotta hopes the measure sets a precedent that anyone, whether in government or not, will be held accountable for their actions. 

“Former District Attorney Spota empowered and conspired with Jim Burke and Chris McPartland,” County Executive Steve Bellone (D) spokesperson Jason Elan said in a statement. “Clearly, all three fall under the faithless servant doctrine so any legal action to recoup taxpayer-funded salary and benefits should include each individual.”

According to a representative from the county executive’s office, Bellone signed the legislation to recover salary and benefits from Burke on March 11 and further directed a similar suit be filed against ex-District Attorney Thomas Spota and his top aide who have also been indicted on related charges.

ShopRite held a grand opening celebration for its newest store, a state-of-the-art, full-service supermarket in Port Jefferson Station, on Friday, March 8. Located at 5145 Nesconset Highway in Port Jefferson Station, the 68,000-square-foot supermarket will be operated by the Gallagher family.

During the ribbon cutting, the Gallagher family presented a check for $10,000 to Long Island Cares food bank, as well as $1,000 to the Veterans of Foreign Wars Post 6249, Rocky Point.

The existing retail space was completely renovated to make way for a new ShopRite with a convenient shopping format. The store was outfitted with the latest energy-saving and sustainable technologies, including LED lighting and environmentally friendly, energy-efficient refrigerant systems. The parking lot was refreshed with new landscaping and lighting. The store will employ approximately 250 people, many of them local residents.

An in-store, registered dietitian will provide free nutrition and wellness counseling to customers, associates and the community, and the new store will also offer a large selection of organic, local and gluten-free foods and fresh produce. Expanded gluten-free options are available in grocery, bakery and the frozen aisle, and the store also offers a refrigerated dairy-free section.

“We are very excited to bring ShopRite to Port Jefferson with the opening of this state-of-the-art shopping destination. This new supermarket is committed to providing low prices, outstanding service and health and wellness options to the local community,” said Charles Gallagher, president of Gallagher Family Markets.

A Port Jefferson school for children and young adults with developmental disabilities announced it would be shutting down gradually over the next two years.

The Maryhaven Center of Hope, whose entrance is located along Myrtle Avenue in Port Jefferson, announced it will shut down the school over time, regularly moving the children, aged 5 through 21, along with faculty to different Maryhaven facilities on Long Island.

“We have to stay open, and we want to stay open until every student is placed,” said Chris Hendriks, a Catholic Health Services of Long Island spokeswoman. “This population requires one-to-one care.”

Representatives from Catholic Health Services, which runs Maryhaven, said it would begin winding down the residential school program at the end of the 2018-19 school year. It’s 71 students will need to be placed in other programs.

“It is a very difficult decision to close this important program that we have been running for more than 50 years, and we are heartbroken that we must do that,” said Maryhaven President and CEO Lewis Grossman in a press release. “But this action is the only fiscally responsible option to secure a strong and vital future for Maryhaven’s many other needed programs.”

In a letter posted to the Maryhaven website, Grossman added he anticipates the program would be active throughout the 2019-20 school year.

Maryhaven, which aids over 1,500 children and young adults in total, has experienced a significant operating loss at the Port Jeff from 2018 at approximately $1.7 million, according to the press release. The facility off Myrtle Avenue is also aging at an unsustainable rate, Hendriks said. The school said it would cost more than $10 million to renovate the building, which was originally constructed in the 1930s. The spokeswoman added the reimbursement rates New York State supplies to the organization has declined in recent years.

“The state’s rates that give us the money for caring for these children has not kept up with the pace of cost of living.” the spokeswoman said. “For example, as of this week we got the rates for 2016, so we’re paying well in advance and then have to wait to be reimbursed back.”

Several Maryhaven students will be older than 21 after June, Hendriks said. The letter by the Maryhaven CEO said those age 21 or older will be eligible for adult placement through the New York State Office for People with Developmental Disabilities, and some will be able to transfer to other adult programs within Maryhaven.

Hendriks said Catholic Health Services is offering monetary incentives for the near 200 workers at the facility to stay on with the health care service provider until the end. Those who stay on will be moved to other Maryhaven or other service centers within the orbit of CHSLI. 

For the students, Hendriks said where they attend after the Port Jeff facility is closed will be up to their respective school districts.

“The way it works is if, for example, the [Smithtown] school district can’t care for a child because they often have behavioral social, medical or behavioral issues, the school districts send them to our facilities and we take care of them,” she said. “Now, in this case it’s up to the school district to find a new location for them with the help of the state, and there are other locations to go to.” 

Parents of children in the Maryhaven programs were brought in for a special meeting March 12 to discuss their options.

Many people who knew of the facility voiced their disappointment of the news on social media. Now a Change.org petition called Save Maryhaven’s Children Services!! has reached more than 8,500 people in support. The petition calls for U.S. Rep. Lee Zeldin (R-Shirley) or Gov. Andrew Cuomo (D), along with other state and federal representatives, to step in and give support to the ailing facility. Some signing the petition said they had children who attend the facility, others claimed they had worked with Maryhaven and were devastated to see it go.

“I’ve worked here for 10 years, and the dedication of staff is priceless,” said Jennifer Moore, of Brentwood, on the petition. “Everyone is like second family, we care so much for our clients. I am devastated for my fellow employees but even more so for the kids.”

Maryfran Fantigrossi, who has worked with the school for 30 years, said she has seen the good work the school does for its students.

“Special needs children need and deserve a residential school that will help [them] in all facets of their lives to be the best person they can,” Fantigrossi said on the petition. “Maryhaven has done that for years.”

A familiar face in the Three Village and Port Jefferson areas was honored for her career achievements the day before International Women’s Day.

On March 7, Suffolk County Legislator Kara Hahn (D-Setauket) received the Brookhaven Community Leadership Award at a ceremony held at the Holiday Inn Express Stony Brook. At the event, which was sponsored by the hotel and Gold Coast Bank, Hahn was surrounded by family members, friends and community members, including Brookhaven Town Councilwoman Valerie Cartright (D-Port Jefferson Station), Setauket Fire District Fire Commissioner Jay Gardiner, and Jane Taylor and Carmine Inserra, Three Village Chamber of Commerce 2nd vice president and executive director, respectively.

John Tsunis, owner of the Holiday Inn Express Stony Brook and CEO and chairman of Gold Coast Bank, said as a resident of Hahn’s legislative district he is a proud supporter of her and her work. The CEO admired her passing of policies that helped ensure emergency workers were trained in the use of Narcan to revive patients who overdose and a bill that increased background checks of daycare workers. He also called her a tireless advocate for domestic abuse survivors and a “champion of our environment,” citing her work to help to protect ground and drinking water along with her promotion of recreational activities at local parks.

“As we all know, Kara cares deeply for our community, because of her thoughtful leadership Kara was elected to serve as legislature majority leader in 2016 and again in 2017,” he said.

Cartright said when she first ran for town office in 2013 she felt “blessed” to know Hahn. The councilwoman described her county counterpart as a worker bee who looks at her job from different perspectives.

“What’s so special about Kara Hahn is that she not only looks at things from a legislator perspective, but she looks at it from a community member perspective — a perspective that she’s one of us,” Cartright said. “She’s gone through the process. She understands the struggles and tribulations that many of us have to face within our communities.”

Hahn said she was humbled and honored to represent the community. She described the legislative district as an area where people work together to help make it an even better place to live. She cited a recent example where a member of Cartright’s office reached out to her to ask how they could help members of a Port Jefferson Veterans of Foreign Wars post attend the Rocky Point St. Patrick’s Day Parade so they wouldn’t have to park too far away. Hahn reached out to the Holiday Inn Express, and Tsunis offered the hotel’s shuttle bus for the veterans’ use.

“That’s the kind of community we have,” Hahn said. “Everybody wants to chip in. Everybody wants to help. Everybody knows it’s a great place to live and knows that it can be even better. We have a vision for that, and we keep every day trying to find a way to make things better whether it’s for our environment or our schools.”

The Brookhaven Community Leadership award has been presented annually since 2014. Past winners include Charlie Lefkowitz, Three Village Chamber of Commerce vice president; Leah Dunaief, TBR News Media publisher; and Gloria Rocchio, president of The Ward Melville Heritage Organization.

Matthew Chan, a Comsewogue High School senior and Boy Scout in Troop 354, has volunteered at the Long Island Explorium since seventh grade. Now in his last year of high school, he took his help one step further when he constructed a magnetic ball track for the Port Jefferson nonprofit.

Boy Scouts looking to gain their Eagle Scout recognition often provide a service to the community, whether it’s reconstructing fences, planting trees, building benches or painting old buildings. 

The Comsewogue High School senior took it a step further and constructed a magnetic ball run at the Long Island Explorium. It allows children to create their own looping track where they can send a small marble careening down a path of their own design.

“I thought about how I could make my project very hands on,” Chan said.

In order for a Boy Scout to make the rank of Eagle Scout, he first has to perform a service project in the community. The Port Jefferson Station resident used his Eagle Scout project as an opportunity to aid the explorium even further. Three years ago, the explorium underwent renovations, including installing two large steel sheets on one of the walls. This was all part of an idea hatched by Angeline Judex, the executive director of the explorium, and Chan to create this ball run.

“The Explorium is always pleased to work with Boys and Girls Scouts to help them develop skills and experience to become leaders of the future,” said Judex. “Matt’s project added tremendous value to the Explorium. The giant magnetic ball run helps promote STEM learning in a fun and engaging manner that is enjoyed by visitors of all ages.”

The project took quite a bit of time to come about. While Chan proposed the project initially in November of 2017, it took until May 2018 for him to gather all the materials together. In June of that year, he gathered around 15 other Boy Scouts to help him construct the track. The Scouts drilled holes in planks of wood where they could affix the magnets, then drilled holes in PVC pipe, some pieces cut horizontally in half. When it was all installed by late 2018, Chan got to witness firsthand children using, playing and learning with his creation.

“I think it encourages a lot of creativity,” he said. “It trains kids to think for themselves and create their own solutions.”

Troopmaster of troop 354 Bob Pearsall said he was proud of what Chan was able to do at the Explorium.

“His eighteenth birthday is March 22, and he has to finish up his paperwork and hand it in before then to make the Eagle Scout rank official, and we will make sure he does that,” Pearsall said.

Chans court of honor will come up in the next few months, with a date and time still to be determined.

The senior is expecting to graduate come June. From there he is looking forward to attending The College at Brockport where he will enroll in its nursing program.

“The Boy Scouts has a lot to do with first aid and life saving,” the Eagle Scout said. “I was a lifeguard, and I used to be very interested in first aid and health. I thought helping people through nursing would be a very good career path for me.”
