Most parts of North America will begin Daylight Saving Time on March 8, 2020, at 2:00 a.m., respective to their time zones. In the European Union, “Summer Time” begins at 1:00 a.m. on the last Sunday in March, which this year will be March 29. The change is made at the same absolute time across all time zones respective to Greenwich Mean Time, which also is known as Universal Time.

One reason DST is still practiced in many areas of the world is to push an hour of daylight from the morning to the evening and make better use of this daylight. There are various origin stories linked to DST, including one that involves Benjamin Franklin. DST also has been touted as a way to save resources during times of war or as a means to helping farmers be more prosperous.

However, despite the many proclaimed benefits of DST, there are many detractors who insist that there are no perceived benefits. Some of these DST naysayers say switching the clocks twice a year can negatively affect the body’s natural circadian rhythm. Various efforts both domestically and abroad have been instituted to abolish DST, but as of 2020, it remains on the calendar.

Kings Park resident Jim Girvan was thrilled when he heard he would be this year’s grand marshal in the hamlet’s St. Patrick’s Day parade.

“As a Scout in parades, I never thought I would be a grand marshal,” he said, adding that when he was a kid, he would march in fire department parades.

Kevin Johnston, chair of the parade committee, said Girvan was the perfect choice for grand marshal. He remembered Girvan saying that when he was younger, he wanted a place where he had friends, a job and a town, and he found that in Kings Park.

“He epitomizes what we consider Kings Parkers,” Johnston said.

The committee chair described this year’s grand marshal as a delight to be around.

“It’s that Irish smile of his that is just beaming,” Johnston said. “He has a very welcoming and endearing smile and that’s what kind of brings people in.”

The 88-year-old Girvan has a deep connection with Ireland. His father, John Girvan, was raised there, and while his mother Mary McGuckin was born in Scotland, she was of Irish descent.

It’s Kings Park though where Girvan has established deep roots.

His father worked in a naval yard in Staten Island, and as a semiprofessional soccer player, would travel out to Kings Park to entertain patients at the psychiatric hospital. Girvan said when his father broke his leg and lost his job at the naval yard, he was offered a position as a kitchen helper at the hospital and worked his way up to head cook.

That move was a fateful one for Girvan, who has lived in Kings Park most of his life except for two years when he was a nurse in Philadelphia. He and his wife have also raised six children in the hamlet.

After graduating from St. Joseph’s R.C. Church’s grammar school, he said he received a scholastic scholarship to Bishop Loughlin High School in Brooklyn. Girvan said he attended the school for two years until he asked his father if he could go to Kings Park High School. The grand marshal said he loved playing basketball, but couldn’t participate while commuting to the city to attend school, sometimes not returning home until 8 p.m.

He would go on to not only graduate from Kings Park High School but to also be part of the basketball team that won the 1950 Suffolk County Championship, the first time the school won a county title in the sport.

Girvan went into nursing and worked at the Kings Park Psychiatric Center and then Northport Veterans Hospital. He said he was drafted by the army in 1966 but then was commissioned by the navy to work as a nurse in Philadelphia Naval Hospital, where he supervised the Acute PTSD Admissions Unit.

After two years living in New Jersey with his wife and children, and commuting to the Pennsylvania hospital, Girvan  and family returned to Kings Park. Through the decades the grand marshal has been involved in the Knights of Columbus, Ancient Order of Hibernians, the Kings Park Fire Department and Ambulance Committee and more. To this day, he is an usher at St. Joseph’s R.C. Church.

When it comes to Kings Park, Girvan realizes there has been a lot of development through the years, but he said when it comes to charm, it’s stayed the same.

“We didn’t change that much, believe it or not,” he said. “The town is pretty much the same.”

He and wife Irene, known by her nickname Rene, said they remember when the Northern Parkway ended in Nassau County and Smithtown was filled with farms. They also still call Commack “Comac” as many longtime residents do, the original spelling and pronunciation of the neighboring hamlet.

Girvan has marched in the Kings Park parade before with the Ancient Order of Hibernians, but this year will be special, he said. He and his wife said friends and family are coming from all over to see him lead the parade, including Texas, Maryland and Florida, and many will also walk with him. A good friend from San Antonio recently came up to surprise him for the Grand Marshal Ball that was held back in January.

“The Girvan family feels very good about it, and it will be in our hearts forever this day,” Girvan said.

Johnston said this year the parade will feature more than 20 bands, 15 of which will be bagpipes, as well as more than 10 fire departments and several local businesses.

The Kings Park 10th annual St. Patrick’s Day Parade kicks off at noon Saturday, March 7, rain or shine. It begins at the corner of Lou Avenue and Pulaski Road, continues down Main Street and turns onto Church Street and ends down Old Dock Road at William T. Rogers Middle School.

Local and state officials, along with citizen advocates voiced a collective message to the Metropolitan Transportation Authority and New York City during a press conference at Ronkonkoma train station on March 2: “Stop shortchanging Long Island.” 

The group called on the MTA to abandon its plan for a systemwide 4 percent fare increase in 2021 for Long Island Rail Road customers, including those in Nassau and Suffolk counties. The decision was a part of the NYC Outer Borough Rail Discount plan which offers an up to 20 percent discount for city riders.

“Long Island is not the cash cow for New York City,” said Ed Romaine (R), Brookhaven Town supervisor. “This is unconscionable, this is a handout to the city at the expense of Long Island.”

Romaine said a typical Ronkonkoma LIRR commuter who purchases a monthly parking pass, monthly train ticket and unlimited ride Metrocard would have to pay $7,224 annually. 

“The MTA has not made the capital investments it should on Long island — what about our riders?” Romaine said. 

The supervisor added that Long Island has already been shortchanged regarding electrification, as there is no electrification east of Huntington and none past the Ronkonkoma station.

The discounts were mandated by the state Legislature as a condition of its approval of congestion pricing legislation, which would create new tolls for drivers in Manhattan to help fund the authority’s $51.5 billion capital program. The plan will go into effect in May of this year. 

Assemblyman Anthony Palumbo (R-New Suffolk) also took issue with the MTA’s decision. 

“We had the congestion pricing vote, which I voted against it,” he said. “This is completely counterintuitive to the folks using the trains. Congestion pricing was meant to get individuals to start using public transportation and not use their vehicles.”

He added that the MTA has billions of dollars of subsidies from the state and federal government. 

“This is a New York City problem — we should not bear the brunt of it,” he said. “Mayor [Bill] de Blasio [D] should pay for this — they are overwhelmingly serviced [by the MTA].”

The MTA board is made up of 21 stakeholders appointed by Gov. Andrew Cuomo (D), including people recommended by unions and municipalities such as the city and surrounding counties. Kevin Law represents Suffolk County, and was nominated by Suffolk County Executive Steve Bellone (D). The other Long Island representative, David Mack, represents Nassau.

Despite their differences, officials continued to agree with the planned change at a Feb. 26 board meeting, saying they expect the up to 20 percent discount to entice Queens and Brooklyn commuters to use the LIRR if they live far from a subway line.

MTA officials say this is a pilot program up to one year’s duration. 

However, on Long Island, other local officials voiced their displeasures.

Ed Smyth (R), Huntington Town councilman, said commuters will essentially be paying for their ticket and for somebody in NYC. 

“Everything is being pushed out to Long Island in terms of expenses and it won’t be long until you’re expected to buy them a coffee and a bagel as well,” he said. 

Kevin LaValle (R-Selden), Brookhaven Town councilman, said the MTA plan would negatively affect the progress they’ve made to bring transit-oriented development to the area. 

“On a town level, this is something we’ve been working on for years,” he said. “The Tritec [Ronkonkoma Hub] development is an example of that. It will make it easier for Long islanders to get into the city. With these fee increases it will make it harder for them to afford to live here and ride here.”

Palumbo added he will be writing a letter to Cuomo in the coming days and will ask Long Island representatives from both political parties to sign it. The assemblyman is hopeful the plan can be changed before the NYS budget deadline next month. 

“Hopefully he can see it, and this can be fixed on April 1 — I’m just hoping that it doesn’t fall on deaf ears,” he said.

Civic groups from two neighboring townships joined forces March 2 to advocate for additional studies of a development along Route 25A.

Members of the civic group We Are Smithtown organized a rally on the corner of Mills Pond Road and Route 25A in St. James to protest the proposed Gyrodyne property development at the site. The group was joined by representatives from the Greater Stony Brook Action Coalition, Three Village Civic Association, Town of Brookhaven Citizens Advisory Committee for Route 25A, Setauket Harbor Task Force and Smithtown activist Amy Fortunato.

The company is hoping to build an assisted living home, hotel, medical offices and sewage treatment plant on the property. 

James Bouklas, president of We Are Smithtown, said all in attendance opposed the development and were concerned about possible toxins in the soil of the former helicopter manufacturer’s land, along with a list of other concerns.

He and other protesters called on the Town of Smithtown and New York State Department of Environmental Conservation to take action and conduct an independent and rigorous forensic environmental study.

He described the potential development as “akin to building a new Smith Haven Mall on this rural, country stretch of Route 25A.”

The civic group president gave examples of former aviation manufacturers such as Lawrence Aviation and Grumman that he said, “operated behind a huge wall, often in secrecy, and in the end, they all left a legacy of pollution and toxic plumes.”

“Here is what we do know,” he added. “Gyrodyne was a defense manufacturer in those pre-Earth Day years of the 1950s, 1960s and 1970s when America wasn’t exactly careful about what went in the ground.”

The civic president also expressed concern that through the decades auto repair and photography businesses have operated on the Gyrodyne grounds as well as above-ground vehicle storage among others that may have released chemicals into the soil. The property is a short distance from Stony Brook Harbor.

“What goes into our groundwater quickly winds up as our drinking water,” he said. “There is no margin for error.”

In addition to environmental concerns, Bouklas cited traffic congestion on both 25A and Stony Brook Road.

Justin Bryant, who grew up in Smithtown and now lives in Stony Brook, said he too is concerned about chemicals in the ground at Gyrodyne, saying it’s been too long since a forensic environmental analysis was done.

“It’s important to remember where about 2,000 feet behind you a Superfund site, regulated by the [Environmental Protection Agency],” he said. “This site is on the national priorities list, which means it’s a site most at risk to the people who live in the area.”

According to the EPA, there is a groundwater contamination site in the villages of Nissequogue and Head of the Harbor. Since the pollution was discovered in 1997, the agency has been monitoring the area’s ground and surface water. 

Herb Mones, chair of the Three Village Civic Association land use committee and a 30-year resident of Stony Brook, said the historic corridor should be protected and preserved and any development should be done in a reasonable and sensible way to protect the surrounding communities.

George Hoffman, 1st vice president of the Three Village Civic Association, was co-chair of the Citizens Advisory Committee for Route 25A, where the Town of Brookhaven met with residents to gather their thoughts about what needed improvement on the corridor.

“You can’t save one part of the highway without saving the entire highway,” he said. “This is a really historic corridor.”

He pointed to an environmental study done more than 10 years ago, when the State University of New York bought 250 acres of Gyrodyne property, that found several chemicals in the soil. However, both Hoffman and others at the rally said the chemicals did not show up in the recent environmental study Gyrodyne paid for in the location of the potential subdivision.

“We’re really suspicious of how one part of the property could have had a lot of chemicals in it, where this part of the property now has apparently been given a clean bill of health,” he said.

Cindy Smith, chair of the Greater Stony Brook Action Coalition/United Communities Against Gyrodyne, held the first protest against the Gyrodyne development on the steps of Smithtown’s Town Hall Nov. 2017. After the March 2 press conference, she said she is pleased with the bond that has been formed with “like-minded civic groups in Smithtown and Brookhaven.”

As a member of Friends of Stony Brook Road, she has helped addressed the impact of the overcapacity street. 

“We knew that the additional traffic from the proposed Gyrodyne development would cause even more quality-of-life and safety issues on our road, not to mention the increased financial burden to Brookhaven residents,” she said, adding she is also concerned about water quality, historical impact, increased taxes and more.

Smith said the organizations have given both town residents voice, and Greater Stony Brook Action Coalition/United Communities Against Gyrodyne has worked with environmentalists, including Carl Safina, Dick Amper of the Long Island Pine Barrens Society and John Turner conservation chair of the Four Harbors Audubon Society.

Smithtown spokesperson Nicole Garguilo said in a statement that the Town has been vigilant in following New York’s State Environmental Quality Review Act requirement and law,

“It would be negligent, not to mention a dangerous, unethical precedent to ask the hard-working taxpayers of our community to foot a $500,000 (minimum) bill for a private property owners’ Environmental Impact Statement. Especially, when the EIS process requires the Town’s planning, engineering and environmental professionals to thoroughly review and verify the analysis,” Gargulio said.

A representative from Gyrodyne could not be reached for a comment about the protest or environmental study. 

At the Suffolk County Legislature’s March 3 general meeting, a vote for a comprehensive planning study for the corridor was tabled until March 17.

With six cases of coronavirus Covid-19 in New York state confirmed as at March 4, state, local institutions are preparing for the potential spread of the virus.

New York lawmakers earlier this week passed a $40 million spending bill. The funds will allow the Department of Health to hire staff, purchase equipment and gather additional resources to address a virus for which a travel ban no longer seems sufficient to ensure containment.

A 50-year old Westchester man tested positive for the virus, even though he didn’t travel to areas of contamination, which include China, South Korea and Italy, and didn’t have known contact with anyone who has traveled to those areas. Through the so-called community spread of the virus, which has a mortality rate of more than 3 percent, can infect a wider range of people.

Northwell Health Labs said earlier this week it expects to begin testing for Covid-19 within a week. The health facility, which announced the future testing at a news conference March 2 with U.S. Sen. Chuck Schumer (D-NY), said manual testing could involve 75 to 100 tests each day. After it automates the tests, the facility could process hundreds and even thousands of tests on a daily basis. Mather Hospital in Port Jefferson is part of Northwell Health group.

Meanwhile, Brookhaven National Laboratory, Cold Spring Harbor Laboratory and Stony Brook University have made recommendations to staff who might travel to areas of infection.

BNL is following the recommendations of the Centers for Disease Control and the State Department regarding health notices and travel advisories. The U.S. State Department has a do-not-travel restriction on trips to China and Iran, along with specific areas of Italy and South Korea, while it also recommends reconsidering travel to Italy, South Korea and Mongolia.

Also, BNL is asking visiting scientists if they traveled to China or live with someone who visited China within 14 days. If the answer to either question is “yes,” these individuals have to complete a 14-day period away from China without symptoms before returning to the lab.

BNL canceled the International Forum on Detectors for Photon Science conference, which was scheduled for March 29 through April 1 at Danfords Hotel in Port Jefferson. The conference was expected to have 40 participants.

CSHL has canceled or postponed all upcoming conferences and courses bringing participants to campus through April 5th. The laboratory will reevaluate future offerings on a rolling basis.

Also, CSHL is cleaning common areas including bathrooms, counters and dining areas more frequently, is providing more hand sanitation stations, is enhancing the readiness of its Center for Health & Wellness and is providing secure transfer protocols for at-risk people with potential symptoms of the virus.

SBU discouraged school-related and personal travel to China, Italy, Iran and South Korea. The school also created a mandatory preapproval requirement for all publicly funded university-sponsored travel plans to China, Italy, Iran and South Korea. SBU has not canceled the Florence University of the Arts program, since the university is continuing classes as usual and the Tuscany region doesn’t have any reported cases of the virus.

On a national level, the Federal Reserve, in a move similar to decisions from other central banks, cut interest rates by half a percentage point, the biggest cut since the financial crisis of 2008. The cut was designed to stave off an economic slowdown caused by business disruptions from the coronavirus.

“The coronavirus poses evolving risks to economic activity,” the Federal Reserve said in a statement.

While receiving treatment for leukemia, Dave Wolmetz distracted himself with plans to open an indoor adventure park, and now that business is allowing him to give back to the center that enabled him to carry on with his dream.

Wolmetz, of Commack, and his business partner and childhood friend, Keith Handler, have pledged to raise $100,000 for the Hematologic Malignancies and Stem Cell Transplant team at Stony Brook University Cancer Center over the course of five years. On Feb. 27, they presented doctors and nurses with the first installment of $20,000 at their Urban Air Lake Grove adventure park. The business opened in November 2019 and includes an indoor coaster, ropes course, indoor playground and more.

Dr. Huda Salman, director of both the Hematologic Malignancies Service and the CAR T Cellular Therapy Program, said Urban Air’s pledge will be a big help to the research program, which recently received approval for its first trial by the U.S. Food and Drug Administration.

At the Feb. 27 press conference, Wolmetz called the members of the medical team at Stony Brook “heroes.” The date of the installment presentation had a special meaning for him.

“My motivation was to recognize that I have a second opportunity around — second birthday today, Feb. 27, it’s the date of my stem cell transplant,” he said. “And this serves my purpose on the Earth at this point, to give back and create lives for cancer survivors.”

Wolmetz underwent total body irradiation and chemotherapy at the hospital after being diagnosed with acute lymphocytic leukemia in 2018. His treatment at Stony Brook inspired him to start the nonprofit Why Not Us Foundation, with the hopes of raising funds for the chimeric antigen receptor T-cell research program at the cancer center. The program supports Stony Brook scientists who work on developing personalized cell therapy to treat blood cancers.

Wolmetz said patients spend a lot of time alone and planning Urban Air with Handler helped him get through some difficult times.

The business partners, who both graduated from Ward Melville High School in 1988, said they were tired of seeing so many people engaged in a digital world. It inspired them to create a place where children could get out and be physical, which plays into healthy habits.

“We talked about things over the years, but we never got serious until two years ago, and one thing led to another,” Handler said, adding the best reviews they get are when parents say they got their best night’s sleep because their children slept in after running around the indoor park.

Wolmetz and Handler said the decision to donate locally was an easy one for them. Wolmetz said it was excellent medical care, a positive attitude and faith that got him to a place where you could think of other things, including giving back to those going through the same experience that he had.

“We both agreed it was an important initiative that when we serve the community with our business to give a percentage and proceeds back to a meaningful campaign,” he said.

Police said an East Setauket woman, who had been trying to assist people involved in a separate crash in Islandia, was struck and killed by a passing vehicle the morning of Monday, March 2.

Suffolk County Police said a 2005 Toyota was rear-ended by a 2002 Toyota on eastbound Suffolk Avenue, west of Casement Avenue, at around 5:40 a.m. Jennifer Burgess, 36, of East Setauket, who was not involved in the crash, stopped to render assistance to the involved drivers.

A 2014 Toyota and a 2003 Chevrolet then struck the 2005 Toyota, causing Burgess to step into the westbound lane of Suffolk Avenue where she was struck by a 2018 Honda.

Burgess was transported to Southside Hospital in Bay Shore where she was pronounced dead.

The driver of the Honda, Chris Cardinale, 59, of St. James, was not injured.

The Honda was impounded for a safety check. Detectives are asking anyone with information on this crash to call the 3rd Squad at 631-854-8352.

It was the best of the best competing in the Long Island Elite Meet at St. Anthony’s High School Saturday, Feb. 29.

Ward Melville senior Megan Wood shined in the final event before states. Wood tossed a pair of throws 43 feet, 6 inches along with 42’11” good enough for third in the weight throw event but was the class of the field in the shot put throwing 42’3” and a pair of 41’4” for the top spot in the event against competitors from all over Long Island.

Wood has her sights set for her next competition at the New York State Championships at the Ocean Breeze Athletic Complex in Staten Island.

“The next step is to show up to states and be a competitor next Saturday,” Wood said. “I’ll try to get in some higher reps in the beginning of the week but then we’ll tone it down so I’m well rested for the day”.

Teammate Allison D’Angio, a senior, clocked at 9.44 in the 55-meter hurdle event, and sophomore Arianna Gilbride placed fourth in the 300 dash in the Frosh/Soph event with 43.70.

Kings Park senior Richard Mangogna cleared 13 feet 3 inches in the pole vault event, placing him seventh overall in the Long Island Elite Meet at St. Anthony’s High School Feb. 29.

Teammate Sam Estherson, a junior, competed in the 55m hurdle event with a time of 8.17 seconds and clocked in at 8.98 at the 60m distance.

 

 

 

 

Advocates say businesses asking applicants if they’re convicted felons often leaves them jobless. Stock photo

A piece of legislation that would restrict employers from asking about criminal histories in job applications could be voted on by Suffolk lawmakers in the near future.

At a county Legislature meeting earlier this month, legislators said that they had reached a bipartisan agreement on “Ban the Box” legislation and plan to present the bill at a later date. 

County Legislator Samuel Gonzalez (D-Brentwood) along with Legislators Susan Berland (D-Dix Hills) and Kevin McCaffrey (R-Lindenhurst) plan on making amendments on the bill.

More than 20 people came out in support of the bill at a Feb. 11 meeting. Those who spoke agreed that it would allow former convicts the ability to become better contributing members of a community while helping them rehabilitate and reacclimate into society. 

“I would like applaud the Legislature for making progress in supporting fair hiring practices in Suffolk County — it’s about time,” said Serena Liguori, executive director of New Hour, a Long Island nonprofit organization advocacy group that supports women, mothers and children impacted by incarceration. “We have worked with more than a thousand women across the county who have convictions. Most of them need employment when they come home.” 

The executive director of the nonprofit said she hopes a potential passage of the legislation could lead to making strides around other issues. 

Besides employment, “many of the women we help talk about housing and the lack of it, [and] transportation,” Liguori said. 

Melissa Bennett, Huntington resident, said she believed individuals deserved a second chance. 

“People makes mistakes in their lives, I’m sure each of you have made mistakes,” she said. “We’re human, it happens. Without banning the box, you are essentially [putting people] in a box.”

Elizabeth Justesen, community outreach director of the Legal Aid Society of Suffolk County, also stressed the need to eliminate the application question. 

“Last year this bill lost by one vote,” she said. “For those who came out here every month [to the Legislature] it was a blow. We sat in disbelief in the Legislature’s inability to vote on human dignity.”

The community outreach director pointed out that one in three people have a criminal record in the U.S. Other advocates of such legislation, such as New York Gov. Andrew Cuomo (D) have also made the claim in the past, though according to PolitiFact, a fact-checking website, the FBI considers anyone who has been arrested on a felony to have a criminal record, even without a conviction. Effectively, one in three adults in the U.S. have a criminal record, but less have actually been convicted. 

Though Justesen said with Suffolk County’s numbers of people on parole, people with convictions have it harder than it needs to be.

“In Suffolk County … with the largest parole population in the state, how can we expect them to get up on their feet and reintegrate to our communities if they cannot work,” Justesen said. “The time has come to do what is right and give people the chance to interview.” 

Supporters have contended the ban would give applicants a chance to explain their crimes, in turn increasing their chance of getting hired, reducing crime and the number of repeat offenders being sent back to jail. More than 150 municipalities and 33 states in the U.S. have implemented “Ban the Box” laws. 

Gonzalez spoke on the future of the legislation. 

“We have been fighting the fight on this bill for a very long time, and we have been continuing to come together to iron out our differences,” he said. “We all felt that we needed to get this thing put in. … I think we are headed in the right direction on this issue.” 

Local business owners are concerned about what the legislation could mean for them. The Suffolk County Alliance of Chambers encouraged members to voice their opinions on the issue. 

“It is imperative that you know what your elected officials are voting on and have a chance to share your concerns before additional regulations are forced on you which ultimately might make it harder to operate a business here in Suffolk County and New York state,” the organization said in an email. 

Last year, county legislators voted 9-8 against the measure. Lawmakers were concerned about putting too much onus on the employers. The previous version of the bill required employers to wait until after an initial interview to inquire about an applicant’s arrest or conviction record, and disclose to applicants the reason why they were not hired. 

At the time, Berland did not support some of the requirements. The legislator said she didn’t think people who have a criminal record should get more benefits than others, noting that people with no criminal records do not learn why they were passed over for a job.

Elected officials and residents are weighing in on proposed and possible developments along the Route 25A corridor in St. James and Stony Brook.

While the development of Gyrodyne — which would include subdividing its 75-acre land for a hotel, assisted living facility, offices and sewage plant — has been a hot topic of conversation on both sides of the town line, many are also keeping their eyes on the sites of the International Baptist Church in Stony Brook and BB & GG Farms and Nursery in St. James.

On The Northwind Group website, under the proposed developments tab, is listed a 55-and-over community called Stony Brook Meadows that will stand on approximately 12 acres of property.

According to the website, it “will address a need for housing for a valued regional resource and at the same time, help to alleviate various housing concerns.”

On its site, Northwind said the development will result in little or no impact on local streets and, as far as the economic impact, the property is currently not taxed due it being occupied by a religious institution, and “the redevelopment will result in increased tax dollars for the Town of Brookhaven, Suffolk County and New York State.” The website also claims it will provide much-needed jobs during the construction phase, and any new community residents will support local businesses.

In the Town of Brookhaven’s Route 25A — Three Village Area: Visioning Report, the International Baptist Church was cited as an ideal spot for an assisted living facility due to residents not driving and staff members coming and going at various hours. In order for the development to go ahead, a zoning variation would be needed from the town.

As for BB & GG, Suffolk County Executive Steve Bellone (D) signed legislation in October that gave the county Legislature the go ahead to appraise the land for possible county purchase under the Drinking Water Protection Program. According to the resolution, an application was made by William Borella for the property to be considered for inclusion in the Suffolk County Farmland Purchase of Development Rights Program, which was approved by the Legislature in July. County Legislator Kara Hahn (D-Setauket) said the farm is currently in the appraisal status.

Resolution Proposed

At its Feb. 11 general meeting, the county Legislature tabled a resolution to study a segment of road in the vicinity of the Smithtown and Brookhaven border. The resolution, introduced by Hahn, would allow the county to analyze the Route 25A corridor in St. James and Stony Brook to determine the regional impacts associated with proposed and planned development projects in this area. It would also identify vacant and preserved parcels as well as existing zoning, amongst other criteria. The resolution will be voted on at a future Legislature general meeting. The next general meeting, March 3, will be held in Riverhead.

State Assemblyman Steve Englebright (D-Setauket), who has addressed the Smithtown Planning Board at past public meetings about the downfalls of development along the corridor, said in a phone interview that the stretch of road in the area was recognized by the state in the early 1970s for its historic importance and a number of structures along or right off the route are on the National Register of Historic Places.

Englebright said nearby Stony Brook Harbor is the last unspoiled harbor in the vicinity. He added it has been sheltered by the Head of the Harbor village and wise land-use policies, and the proposed county legislation is important to reconcile some of the issues in the area.

Hahn said there needs to be real discussions in Smithtown, because while she understands development is needed, she said there needs to be smart planning.

“There’s just a lot of availability in an area that is bucolic and historic, and it would be wonderful if there could be a check on development,” she said.

The county legislator added, regarding the sewage treatment plant that is planned for the Gyrodyne property, that other spots may be more beneficial to many areas of the town. The property is located on the northern part of Smithtown. Currently, plans are to hook up Lake Avenue businesses to the sewage plant. She said there is a lot of state money for downtown development if it is done properly, and if a sewage plant would be positioned centrally, it can not only benefit St. James, but also Nesconset, Smithtown and Jericho Turnpike to get businesses off antiquated cesspools and hooked up to sewers.

“It’s shortsighted to propose a project that would only address one downtown, when properly placed it could help several, and spur economic development, help water quality, and help out development where it should be in our downtowns and by our transportation zones,” Hahn said.

“We take our responsibility as stewards extremely seriously. This plan has been a long time in the making. We have worked closely with the Town of Smithtown to accomplish their goals.”

Gyrodyne the Catalyst for Controversy

At the Legislature meeting, residents spoke for and against the resolution. Richard Smith, a member of the Gyrodyne board of trustees and mayor of Nissequogue, asked legislators to vote “no” when it came to the resolution.

Smith said he and the Gyrodyne board have worked with the Smithtown Planning Department to fulfill the requirements of the town, which he said has done comprehensive studies of what the community needs for their downtown areas.

He said the company has worked more than three years on a “smart plan” and added that Gyrodyne would have the right to subdivide more extensively than they have, but chose now to. There will be a 200-foot setback from Route 25A, and he said he feels the sewage treatment plan will protect the groundwater and Stony Brook Harbor. He also cited the benefits of the tax revenues to the town and county as well as the St. James Fire Department.

“I don’t think there’s anyone who is more concerned with this area than myself and my colleagues on the board,” Smith said. “We take our responsibility as stewards extremely seriously. This plan has been a long time in the making. We have worked closely with the Town of Smithtown to accomplish their goals.”

Recently, the civic group We Are Nesconset changed its name to We Are Smithtown to address all development issues in the town instead of just in their hamlet. The civic group originally worked to oppose a boutique hotel near the Watermill Inn on Route 347 and the proposed Nesconset development The Preserve at Smithtown.

“Our focus currently is Gyrodyne and its effect on the environment, especially given what’s going on with Grumman Aerospace,” Phyllis Hart, vice president of the group, said, referring to the so-called Grumman plume in Bethpage.

In a recent email to members to explain the name change, the group called the Nesconset projects and Gyrodyne a “terrible trio” of projects. The group said the three, as well as other developments, were “all but dead until 2018, when the town council “decided to prioritize development at all costs.”

Hart said the civic group asked the town to place a moratorium on any new building until Smithtown’s master plan is complete.

However, Smithtown’s public information officer, Nicole Garguilo, said in an email that a moratorium on development before the master plan is completed would be a reckless decision.

“The financial ramifications that a moratorium on development would have, not just on the town’s fiscal stability but on the taxpaying residents and small business owners, would be catastrophic,” she said. “Demanding a moratorium on development makes for a great press soundbite … but there’s not a planner or engineering professional on the Island that would make a recommendation like this and for good reason.”

Garguilo said a moratorium would not only hurt developers but homeowners and small business owners. She said a moratorium could also cause a rush to the town’s building and planning departments to submit site plans before it takes effect.

“The answer here is balance and moderation, as well as removing outdated ordinances and loopholes in the town’s existing master plan, to avoid unwanted types of development,” she said. “All of which we are currently doing.”

Gerry Duff, a 30-year resident of Stony Brook who lives on Stony Brook Road, said he recently joined the Three Village Civic Association due to his concerns about the proposed development at Gyrodyne and talk of others in the area. He said the congestion at the end of Stony Brook Road around rush hour, which he said starts around 3:30 p.m., backs up to the Stony Brook University entrance. He added he and others feel that Smithtown will receive the tax benefits of developments such as Gyrodyne, while Stony Brook will inherit the headaches.

“[Smithtown has] blinders on, and they look at one project at a time,” he said. “They’re looking at Gyrodyne for example. They’re not looking at the fact that 100 feet to the left and 100 feet to the right are two more developments going on. All of this should be taken into consideration, because all of this is going to add to the traffic and the congestion and the pollution.”
