News of the COVID-19 vaccine was met with immense excitement and demand after the pandemic ravaged for almost a year with no apparent light at the end of the tunnel. 

Excitement stifled among New Yorkers, many say, as the distribution of the vaccine supply in New York state has been filled with supply issues, appointment cancellations and an online portal that is difficult to navigate.

Distribution began with health care workers in December (Phase 1a) and on Jan. 11 (Phase 1b) expanded to other frontline workers such as teachers and police officers, along with anyone ages 65 and older. 

This seems to have been when the demand surged out of control. Long Islanders have been trying to access the portal to make an appointment only to find available appointments to be both miles and months away, leaving residents to consistently call the New York State hotline, hoping for a cancelation and appointment to open up — a process especially challenging for elderly residents. As of Feb. 8, the state has received 2,808,825 vaccinations and administered 2,228,567. On Long Island, 82% of the vaccine doses distributed have been used. There are about 7 million eligible residents throughout the state. 

On Feb. 15, those with certain comorbidities and underlying conditions will be eligible to sign up for appointments.

“The entirety of our week seven allocation was delivered to providers yesterday and already New York has administered 90% of its first doses while prioritizing fairness and equity,” Gov. Andrew Cuomo (D) said in a statement. “Week after week we exhaust our vaccine supply and are basically left waiting for the next week’s delivery. This is not unique to New York. It’s happening in states across the nation because the previous administration grossly mismanaged and politicized the vaccine distribution process from the beginning by not ordering enough vaccines from manufacturers. With new leadership in Washington, the light at the end of the tunnel is in sight but we must manage our expectations. Production of the vaccine alone will take six to nine months. In the meantime, we will continue to distribute the supply we do get quickly and fairly as we have from the start.”

To try to find out the best way to go forward, TBR News Media spoke with a bipartisan group of local elected officials to ask what we can hope for in the future, where they think the biggest problems are in the distribution chain and whether or not they have received the vaccine.

Congressman Lee Zeldin (R-NY1) 

“We need to make it easier, not harder, for New Yorkers to get the coronavirus vaccine who want it,” Zeldin said in a statement. “New York’s rollout has been an unmitigated disaster: Unused coronavirus vaccines sitting in freezers for weeks, doses ending up in the trash, local health departments overwhelmed with vaccine demand, thousands of appointments canceled, New Yorkers showing up to appointments only to be turned away and more. While these drug companies need to continue ramping up the production and distribution of vaccines, the state needs to ramp up its strategy, rules and communications.”

“While I believe vaccine distribution should be prioritized to those who need it most — the elderly, frontline workers and more — as soon as the doctors say it’s my turn, I won’t hesitate to get it.”

When asked about the state health department lacking vaccine supply from the federal government he said, “Drug companies need to continue ramping up production and distribution, but when these vaccines get to states around the country, they need to be put into people’s arms effectively and efficiently, not thrown in the trash.”

Brookhaven Town Councilwoman Jane Bonner (R-Rocky Point)

Bonner said that the issue with the distribution is at the federal level. “President Biden [D] said throughout the entire campaign that he had a plan [for vaccine rollout] and clearly he doesn’t,” she said. “Never make campaign promises that you can’t keep.”

Bonner has been working with her elderly constituents to try and guide them to the New York State website, or to the hotline.

“Seniors have lost so much throughout this pandemic,” she said. “They really need to be able to socialize and go out again. We need to work together for our seniors, and to get the schools and businesses open.”

Bonner has not yet received the vaccine, as she wants elderly people to receive it before she does.

County Legislator Sarah Anker (D-Mount Sinai)

Anker has sent letters to Cuomo, as well as U.S. Sens. Chuck Schumer (D-NY) and Kirsten Gillibrand (D-NY) seeking answers for the failures in the vaccine rollout.

In a letter to the governor dated Jan. 11, Anker conveyed the frustrations of senior citizens and  essential workers trying to get appointments immediately after the  Phase 1b distribution, only to find out they were already booked

“As the Suffolk County chairwoman of both the health and seniors committees, I am writing to acknowledge my frustration and concerns regarding the disbursement of the COVID-19 vaccine in the county,” she wrote. “With my district having one of the largest senior populations in Suffolk County, I offer the suggestion of providing accessible locations, including community on-site availability, to our senior communities who are more at risk of COVID-19. While I appreciate the many Suffolk County staff members doing their best to facilitate the vaccination process and the patience and cooperation of the residents eagerly awaiting their turn in getting inoculated, I ask that a more cohesive process be implemented as soon as possible as we move forward in dealing with the COVID-19 pandemic.”

Anker wrote to Cuomo again Feb. 3. “Since the county is not able to provide vaccinations to our senior citizens under New York State executive order 202.91, it would be helpful to have a comprehensive list that outlines all locations, including pharmacies and other vaccination sites,” she said. “Without this information, we as elected officials cannot provide our constituents, in particular our senior citizens who may not have the ability to register online, with accurate information and guidance about how and where to receive the COVID-19 vaccine.”

Anker also stated in the letter the Suffolk County Disabilities Advisory Board advised her that accommodations were not being made for disabled people at state-run vaccination sites. For instance, the New York State COVID-19 vaccine form, which patients are required to fill out before receiving the vaccine, does not have a braille version nor is it compatible with screen reading software for the blind. Anker also reached out to Schumer and Gillibrand on Feb. 3. expressing concern with the limited federal supply of the vaccine being distributed to the county.

“Currently, the vaccinations that are available are a mere fraction of what our constituents need, and the current climate is getting more desperate. Increasing vaccinations are not only the best way to combat the pandemic, but paramount to keeping our large population of seniors and others healthy,” the letter read.

“I say I’m like a dog with a bone,” Anker said. “I will not let this go until I’m assured that this process is fixed. I don’t want to wait a week. I don’t want to wait a month. I know that we may not have the vaccines right now, I understand that,but while we’re waiting fix the process.”

She said she has been working with local pharmacies to try and get them a supply of vaccines, as well as local senior communities to figure out their vaccination plans.

Anker has not yet received the vaccine but said that she “probably will” once she is eligible.

County Legislator Nick Caracappa (R-Selden)

“I believe I share the same view as many residents of Suffolk County in that the initial rollout of the vaccine was a disaster, with the short supply and limited venues of distribution,” he said in a statement. “Recently, this office has aligned with other county, town and state officials in demanding that the governor stops ignoring the needs of Suffolk County. Additionally, I’d love to see the New York State health commissioner and local government agencies collaborate to expedite supply and distribution of the COVID-19 vaccine to our frontline workers, essential workers and vulnerable senior citizens.”

“The time is now to get our residents a sufficient supply of the vaccine to combat this deadly virus once and for all,” he added. “I encourage all those who are eligible for the vaccine to sign up as quickly as possible. Although I haven’t received the vaccine to date, I intend on doing so once I qualify in accordance with New York State guidance.”

When asked to expand on what he meant by the governor “ignoring the needs of Suffolk County,” as well as how specifically the state health department and local governments could collaborate, he said, “The governor should have sent more doses to Suffolk County and more specifically to Brookhaven Town. County and town agencies have the venues available to provide ample locations to receive these much-needed vaccinations and easing the overcrowding we are experiencing at the limited locations currently available. We should work collectively with the state, county and town to arrange for these vaccines to be expedited and administered to those who need them. We all knew this vaccine was coming but the preparation to distribute was completely mishandled.”

State Assemblyman Steve Englebright (D-Setauket)

“New York’s vaccination rollout and its online system for determining eligibility and booking appointments has resulted in a great deal of anger and frustration for residents anxious to get vaccines for their parents or themselves,” Englebright said in a statement. “We need to have a simple, more user-friendly system for signing up online for  vaccines.  A universal preregistration system where eligibility can be approved, and appointments allotted as doses arrive would save us all a lot of time and angst.”

Although he has yet to be vaccinated, he knows the importance of getting it to Long Island seniors. 

“It makes little sense for residents of retirement communities to make appointments and travel separately to mass vaccination centers when medical teams can bring vaccines to them. For seniors who have their homes in the community and, soon, residents with comorbidities, there should be pop-up vaccine centers run by hospitals or the County Department of Health at local libraries and senior citizen centers. Elected officials on the state, county and town levels could help get the word out to their local communities.”

Hahn shared constituents frustrations regarding the New York State online registration system and expressed regret that she is limited in what she can do to reform it as a county legislator. She called the process of seniors trying again and again to get an appointment without success as “dehumanizing.”

“I feel their pain,” she said.

Hahn has been working with the county to establish distribution locations within the community for when supply is more abundant.

She has not received the vaccine, as she is not yet eligible but said she will when she is.

Smithtown Town Supervisor Ed Wehrheim (R)

Wehrheim said that he signed a letter to the governor Jan. 14, in coordination with the Suffolk County Supervisors Association asking that essential town workers be vaccinated. He said that a lot of town workers were exposed to COVID-19 in recent weeks and he was concerned, but if they were still quarantined when the storm hit, town workers would still be quarantined.

“The majority of our employees still are not included in any vaccine schedule as of today, endangering our abilities to provide essential services like senior meal delivery, animal shelter staffing, duties of the town clerk and the functions of our building departments,” the letter read. “Should these workers be included in a phase in the near future … allow us to help the process by setting up vaccination sites in each of our towns and by including municipal workers in the next phase of vaccine rollout to ensure that our essential services are not disrupted.”

Wehrheim said that he had not yet heard back from the governor. He also has not personally received the vaccine.

Smithtown Town spokeswoman, Nicole Garguilo, said the town has received approval from the county to use Nesconset and Branch Brook elementary schools as vaccine distribution sites as supply becomes more widely available. “If the county doesn’t get the number of vaccines from the state that they require, they’re not going to greenlight any other vaccine distribution sites,” she said.

Another roadblock is the fact the site needs to be staffed with certified vaccinators, a process that takes four-to-six weeks. While the site must be supervised by a nurse practitioner, physician’s assistant or a licensed physician, pharmacists, midwives, EMTs, medical students, podiatrists, dentists, dental hygienists and students in medical studies programs can get certified to give the vaccine, pursuant to New York State guidelines.

Garguilo said the town is working on partnering with a private pharmacy or hospital in order to streamline the vaccine process. The town’s priority would be to get vaccinations for teachers, as well as seniors in assisted living communities who live on a fixed income and are generally not technically savvy.

“That would make the biggest impact in the shortest amount of time,” she said. You would give the schools everything they need to get back to in-person learning and you would help the people who have those who are in that high-riskcategory that have suffered the most through this pandemic,” she said. Ideally, they would have “targeted vaccine weeks” in which they would focus on vaccinating the schools, and the senior population, one at a time.

Mattera said the “whole” problem with the vaccine distribution is a lack of federal supply being delivered to the state. “Every CVS, every Walgreens, every pharmacy, just like with the flu shot, could go and get the supplies and give it, our residents could go right around the corner from their home to go and make this easy … the problem is the federal government releasing as many [vaccines] as they can.”

When asked what he thinks the realistic timeline for the vaccine to be widely available is, Mattera said, “I really wish I could answer that. If I had the crystal ball, I guess I would be a hero. I just really feel the more companies that the FDA approves … there’s going to be more that’s going to be distributed out there.”

He is specifically optimistic for the Johnston & Johnson vaccine, which will be administered in a single dose. He also said that he has not personally received the vaccine, as he “wants everyone else to go” first. He emphasized the importance of following social distancing measures and wearing a mask to continue to curb the spread of the virus.

Trotta said the state should have granted eligibility to a smaller population, such as those 85 years old and over, studied the backlog, and then opened it up to other groups such as teachers.  Cuomo “created the panic,” he said. Trotta added the state was “giving people the hope that they’re going to get [the vaccine], and in doing so “clogged the system up.”

“Anybody with common sense would never do that,” he said.

Trotta has not yet received the vaccine because he is not yet eligible, but he was able to secure his parents an appointment at Jones Beach after spending hours on the computer attempting to secure one.

“Everyone was very nice,” he said. “The National Guard’s running it. It went very smoothly, and it could have all been like that if they would have just opened it up slower.”

State Assemblyman Steve Stern (D-Dix Hills) 

“The COVID-19 vaccine is a light at the end of the tunnel and our best hope for recovery from the pandemic for our health standpoint and for our economic recovery,” Stern said in a statement. “I share the frustration that my neighbors feel about the scarcity of vaccines, difficulty securing appointments and a hard-to-navigate system. New York has been receiving 250,000 vaccines a week for the entire state, which has 19 million residents, seven million of whom are eligible under current CDC guidelines. This is clearly inadequate and totally unacceptable. Our new administration in Washington is actively working to procure and produce more vaccines, vials, syringes and to develop logistical support to enable the states to vaccinate at least 150 million Americans by the end of March. Our office has been working with our partners in state government to ensure that we receive our fair share of vaccines and that residents are kept informed about how they are vaccinated when they are eligible. I have not received the COVID vaccine and like my neighbors, will wait until it is my turn. It is in all of our interests to have as many of our neighbors vaccinated as soon as possible to bring an end to the pandemic.”

“Suffolk County is ready with the infrastructure and personnel necessary to help vaccinate the public,” she said in statement. “The problem we’re facing now is that we don’t have enough vaccines. Recognizing that demand is clearly outpacing supply, I will continue to advocate for increased supply from the state and federal governments so we can reach our goal of vaccinating 75% of our eligible residents as soon as possible.”

Berland said she is “neither eligible for, nor has she received, the vaccine.”

State Sen. Jim Gaughran (D-Northport)

“What we’ve seen so far has been problematic,” Gaughran said. “The biggest issue is twofold: One is the lack of supply coming out from Washington, and what I think made it even worse was that the state was told it was going to get a supply that it never got; and two, the rollout itself, including at the state level, has been problematic.”

He acknowledged that there have been issues with the state website crashing, and appointments being made when there was a lack of supply. 

“It’s been a mess, but I believe it’s going to get significantly better,” he said “I think you’re going to see an addition to the large state-run sites, large county-run sites. Eventually it will be distributed even more on a community-by-community basis.” He is hopeful that the senior population can be vaccinated within “the next month or so.”

Gaughran added he has pushed for additional community pop-up distribution sites, as well as a plan to vaccinate seniors that are “shuttered in their homes.” He also acknowledged seniors are having difficulty navigating the vaccine website and there needs to be a solution to make it more accessible. He said that he worries that once the vaccine becomes more widely available, people are going to be making cancelations to try and get an earlier appointment which could create a “bureaucratic nightmare,” and feels as though there needs to be a system in place to prevent that from happening.  

The state senator said that he has not yet received the vaccine, as he is not a member of any occupational group that is eligible, nor is he over 65. 

“I’m waiting for millions of other people to get the vaccine before it’s my turn,” he said. “But once it is, I’m going to sign up.”

Spencer said that his office has been getting calls from seniors, who are having trouble getting on the phone, or going on the computer to make an appointment. 

“For seniors that may be less tech savvy, to go online and make the appointment is not so easy for them,” he said. “My wife was able to do it for her parents, but she had to do it, they would never have been able to do it. Sometimes the website is down, sometimes the hotline is down, so I think that that’s probably one of the biggest things is expanding that infrastructure once you’re actually doing the vaccines. I think this is almost as much as an IT job as it is a health department job.”

Spencer stressed the importance of making sure the vaccine is going into underserved areas, not only in the United States but around the world. 

“I believe there’s a lot of nationalism that’s going on right now. People are like, ‘We’ve got to get enough vaccines for people in our country,’ and I can understand that, but there’s definitely been some reports that if we don’t vaccinate in a lot of our third-world countries, it will become  not only a humanitarian crisis, but it’s an economic crisis too.”

Spencer is focused on ensuring that vaccines get to communities of color hard hit by the pandemic. 

“If we don’t get enough vaccinations in areas where there are Hispanic and African American populations, where they may be in close quarters there’s less opportunity for social distancing, we’re not going to be able to control the virus as effectively,” he said. He added that he is advocating to place vaccine sites in communities like Brentwood, Huntington Station, Central Islip and Gordon Heights that are walkable.

Spencer has not yet received the vaccine but will do so once he has “the opportunity.”

 

 

The county legislature passed a bill to crack down on reckless bicycling this week, Port Jefferson officials created a village task force that will help prevent problems and keep patrons safe. File photo from SCPD

The Suffolk County Legislature recently approved a bill to crack down on “reckless biking,” which could stop riders from endangering themselves and others on the road. 

Sponsored by county Legislator Rudy Sunderman (R-Mastic), the bill claims to crack down on trick riding — like popping wheelies and swerving into traffic — and biking while intoxicated.

While it was approved 13-4, Deputy Presiding Officer Kara Hahn (D-Setauket) abstained from the vote.

“There were pieces of his bill that I really liked,” she said, “And there were some things I didn’t agree with.”

Hahn, who is still in public hearing with her complimentary bike bill, said hers focuses more on the education for drivers when put in contact with bikers on the road. 

“Legislator Sunderman’s bike bill regulated dangerous behaviors by bicyclists, while my bill tries to clarify the laws about drivers and how they should pass bicyclists on the road,” she said. 

She added that motor vehicle law states that a driver must pass a bicyclist at a safe distance.

“My bill states drivers need to give them at least three-feet [space],” she said. 

Hahn said two legislators from the East End had some concerns regarding her bill, and she is “working to address them.”

The next general meeting is March 2 where Hahn hopes she can close the public hearing so the bill can move to the Public Safety Committee on March 11. If her bill passes, it can be voted on by the full Legislature on March 16.

Meanwhile, the Village of Port Jefferson has implemented their own policies. 

According to trustee Kathianne Snaden, a new code was introduced in the fall of 2019 to pre-vent problem bikers causing issues in the village. 

It started when Snaden and her daughter were outside and a young person was recklessly riding his bike in front of them, doing tricks.

“When the bicycle just about came over me and my daughter’s heads and landed in the street in front of a car, I said, ‘That’s it, I’m done. We need to do something about this.’” 

That’s when the village brought in the new code, which enforces code officers to confiscate a bike from a bicyclist involved in any type of reckless behavior. The bike then must be picked up and signed for by a parent. 

“Because of COVID, things were quiet in the village,” Snaden said. “But then we put together the outdoor dining and the ‘trouble’ bicyclists saw it as a beautiful stage to start performing their acts in front of the patrons.”

She said that’s when code enforcement “really put down the hammer and started implementing that code.”

Snaden said that since summer 2020, bikes have been taken and bikes have been returned to parents, with the majority of them “mortified by their children’s behavior.”

“I want to be proactive and just get them off the street, so no one gets hurt,” she said. 

Along with code enforcement, the village has recently started up a task force for business owners, the Port Jefferson Chamber of Commerce, the commissioner of public safety, the code chief, the village attorney and a representative from the Suffolk County Police Department. 

“It’s eyes on the street,” she said.  “And now we’re working more as a team.”

Before she gets to the long list of initiatives she wants to act on this year, Suffolk County Legislator Kara Hahn (D-Setauket) said combating the coronavirus is priority number one. 

After just four weeks into the new year, the deputy presiding officer for the county Legislature said that while she has a lot of goals to accomplish before the end of 2021, COVID-19 is the biggest hurdle to overcome. 

“The most important thing that anyone can be working on right now is COVID response and recovery for residents, for businesses, for communities as a whole,” she said. “A lot of things have been kind of put on the backburner because of the need to focus on COVID.”

Hahn said that while the pandemic has been ongoing for nearly a year now, she keeps reminding the county Department of Health Services that notes need to be taken and research must continue. 

“We have to be looking at this not only in the now,” she said. “What are we learning from this? How can the next time this happens — because there will be a next time, it’s just a matter of when — how can we have learned from this?”

Hahn said in order to move forward, the virus and the issues it brought on throughout 2020, like food insecurity and evictions, will have to be addressed even after the vaccine. 

“Getting through this from a health perspective, and then recovering from it for every person’s financial impact, mental health … people are just going to start to hurt even more,” she said. “We haven’t seen the full repercussions.”

Hahn made it clear that while the county recovers from the aftermath of COVID-19, she keeps busy with some of her other plans to help the environment, reduce traffic and keep people safe on Long Island. 

Infrastructure 

Hahn is hoping that the federal government with disperse funding to county infrastructure projects, she said, and two of the most prominent projects in her district include the electrification of the Long Island Rail Road from Port Jefferson Station, and an overpass on Route 347 going over Nicolls Road. 

The decades-long debate about electrifying the LIRR has been discussed by many and will continue to be debated, along with the possibility of EPA Superfund site, the Lawrence Aviation property, to become a rail yard for electric trains. 

“So that if that happens, it is the most critical thing that could happen for my district from an infrastructure perspective,” she said. “Right now, the electric train stops at Huntington and the time it takes to get into Manhattan to Penn Station more than two hours.”

With the electrification, she said, 20 to 25 minutes will be cut off the journey, with no switches in Huntington.

“They can go a little bit faster, they are much more efficient in energy and obviously less polluting,” she added. “Once you cut off almost a half an hour from that trip, the property values around those stations go up significantly, just being within that kind of vicinity to Manhattan.”

Hahn said that electric trains could help students at Stony Brook University, revitalizing the downtown, and allowing students to live in the village, close enough to hop on a train to class. 

“You can create different things with an electric line that would make for better movement of people between Huntington and Stony Brook, Huntington and Port Jeff, or Port Jeff and Stony Brook,” she said. 

And that could help eliminate traffic on Nicolls Road. The overpass there, which has also been heavily discussed for years, is another project she’d like to see through.

“The intersection of Nicolls Road and 347 is incredibly unsafe,” Hahn said. “There are accidents there all the time. I’ve witnessed more than one in my lifetime.”

The overpass would be federally funded and wouldn’t be completed for many years, she said, but it would be critical in alleviating traffic that comes from the university and the hospital. 

“Having that intersection function better is critical to a number of regional objectives,” she said. “So, having those funds would be terrific.”

Retail recycling

As chair of the Environment, Parks & Agriculture Committee in the county Legislature, as well as chair of the Economic Development, Planning & Housing Committee, Hahn hopes to see the launch of a recycling retail campaign called Reclaim Our Land.

“Every year the amount of land left to preserve and protect is smaller and smaller,” she said. 

So, in an effort to buy back land for greenery and parks, Hahn said the vision is to reclaim areas that have been built on and have abandoned. 

In terms of development, reclamation costs more than preservation, she said, so building on an empty acre is cheaper than buying a previously built building, demolishing and rebuilding something new. But now with constant bankruptcies and the fall of big-box stores, Hahn said the number of vacant buildings across Suffolk County, alone, is constantly increasing. 

“I’ve been noticing it in the last two years prepandemic, but COVID just really accelerated it,” she said. 

Bookstores, supermarkets and stores like Sears or JCPenney in the Smith Haven Mall have left huge spaces with nothing to fill.

“When JCPenney’s was going out of business, I thought, ‘This is great place to have some housing, have some maybe office space,’” Hahn said. “It’s large, it’s got parking, it’s got sewers, it’s got electric — it’s already there. There’s already a bus that goes to the university campus.”

With problems of students living in communities or causing issues with illegal housing, Hahn said there has been discussion on how to create a place that young people can live, that’s convenient and appealing.

“Wouldn’t it be great if we could encourage these stores that have been vacant for a long time to be recycled into something the community needs?” she said. By creating affordable micro apartments for single, young people, it could help smaller shops and reduce traffic. 

“That’s what was so important to me about the recycling retail,” she said. “Let’s try to incentivize developers to recycle what already exists, so that we don’t have to build on the green space.”

The decade-long, multimillion-dollar project to spruce up Mount Sinai Harbor and its jetties is finally looking more complete, as the dredging project was finalized this past week.

In November of last year, the Town of Brookhaven permitted Suffolk County to complete the dredging at a total cost of $2 million with close to 80,000 cubic yards of sand.

“This is just another project where the layers and layers and layers of government all the way up to the federal level worked together,” said Village of Port Jefferson Mayor Margot Garant. 

But the project is more than baskets of sand returning to the local shorelines. After many years of planning, both the east and west jetties in Mount Sinai Harbor were repaired in May 2020. For 10 years, both have been largely submerged at high tide, with water and sand leaking through breaks in the stones and settling into the mouth of the harbor. 

Garant added that after about 60 days, “basketfuls of sand” were brought back to Port Jefferson’s East Beach, which included sand from the postponed Stony Brook Harbor dredging project, to replenish the erosion caused throughout the years. 

“We’re just so thrilled to have our beach back,” she said. 

Brookhaven Councilwoman Jane Bonner (R-Rocky Point) said the completion of the project was a long time coming.

She said there were numerous issues with the jetties, the inlet and the harbor itself. 

“We rebuilt the fishing pier that has been subjected to numerous nor’easters, built two new jetties and a complete dredge of the beaches,” Bonner said. “I’m hopeful it lasts a long time.”

In November, the New York State Department of Environmental Conservation and the U.S. Army Corp of Engineers designated that most of the sand be primarily brought to the Port Jefferson side of the harbor. While Bonner admitted she hoped for an equitable split of sand, she’s happy that the goals of keeping recreational boaters and fishermen safe, while enhancing the North Shore’s water quality, have been achieved. 

“All levels of government have put a lot of money and resources into this project,” Bonner said. “It’s a win-win.”

It’s not completely done, though. Garant said the next phase is to repair the retaining wall going down the hill and revegetate the bluff. 

“It’s just an ongoing process of protecting our shoreline,” she said.

While a Jan. 27 Suffolk County Council on Environmental Quality meeting was canceled, the letters the council requested of residents regarding a proposed rapid transit system along Nicolls Road were received.

Originally the council members were to meet to begin the decision-making process to determine the implications of the State Environmental Quality Review Act for the bus system. The proposal to create Suffolk’s first north-south multimodal transportation corridor was introduced by Suffolk County Executive Steve Bellone (D) in 2015. The proposed corridor would feature dedicated lanes for rapid transit buses traveling along Nicolls Road between Stony Brook and Patchogue, as well as high occupancy vehicle lanes in some sections, with the goal of relieving traffic congestion.

Rebecca Sinclair, county deputy commissioner of economic development and planning, commented on the canceled meeting in an email.

“The Department of Economic Development and Planning had become aware of community concerns not previously raised during outreach and project briefing sessions, and needs time to properly consider, while also being consistent with the requirements and regulatory framework of both the county and the federal funding agency.”

State Assemblyman Steve Englebright (D-Setauket) was one of the letter writers. In his letter of Jan. 20 that he shared with TBR News Media, Englebright expressed his concerns about the project and asked the council to require a full environmental review accompanied by the preparation of a Draft Environmental Impact Statement.

“For my constituents Nicolls Road is much more than just a transportation corridor; it is the gateway to our community,” he wrote.

According to Englebright, the project could add 75 acres of impermeable pavement to the corridor, and he was informed that it would span “34 subwatershed areas and crosses the regional groundwater divide that defines the center of the deep-flow recharge of our sole-source aquifer system.”

Englebright said the road was originally designed to be a north-south greenway, noting this is most relevant to the section of Nicolls from Route 25A to 347. He added the area “was central to the vision of Ward Melville who was our community’s original planning genius and patron.” Melville donated the land that Stony Brook University is situated on.

“Stony Brook University straddles Nicolls Road in this stretch of roadway,” Englebright wrote. “Expanses of green grass fill the wide median and stands of native woodland trees create the natural feel of a linear parkway and provide a green screen for the university campus as per Mr. Melville’s expectation. This legacy should not be compromised.”

The Three Village Civic Association also shared its CEQ letter with The Village Times Herald. Like Englebright, the TVCA is urging the CEQ to recommend a SEQRA Positive Declaration and a full environmental impact statement for the transit project.

“Nicolls Road is the gateway to the Three Village community which includes Stony Brook and the Setaukets,” the letter read. “It’s more than just a transportation corridor; it defines the rural and historic character of the Three Villages.”

Both Englebright and the civic association feel that there should be more public input when it comes to the project.

“To date the outreach by Suffolk County has been deficient and poorly carried out,” the TVCA letter stated. “In fact the only hearing in which the public was invited to attend to learn about the bus transit project was held on December 13, 2016, several days before Christmas and at Suffolk Community College, a location miles away from the Three Village community.”

“Walk a mile in my shoes” -— an old popular folk song is so appropriate as we begin the New Year 2021. We were all hopeful that with a new year and a new presidential administration we would embrace a new beginning for our nation; realizing that we are not going to agree on everything but hoping that we would all work for healing and unifying of the soul of our nation.

Unfortunately, this New Year began with a violent insurrection on the People’s House in Washington D.C. Powerful voices in leadership incited an angry mob to desecrate the capital and they were the direct cause of the loss of five innocent lives. Violence always begets violence.

No matter what you believe, the videotapes and audiotapes of that horrific day don’t lie. We all saw and heard firsthand the reprehensible behavior and language on January 6, 2021. It will go down in American history as one of our darkest days. Despite that beginning, the validly elected president spoke of unity, healing and peace in his inaugural address. Since that day, our legally elected new president has tried to lead by example.

The polarization of our nation is a very destructive force paralyzing any possibility for bridge building and genuine healing. Painfully, there are elected leaders with powerful voices who are paralyzing our nation and not listening to the people.

As someone in the trenches who has committed his life to reaching out to the most vulnerable among us, I am profoundly saddened by the hateful rhetoric, the violent and threatening behavior and the lack of compassion, especially among some of those we’ve elected to lead this nation forward.

We need courageous leaders — men and women who are not afraid to speak and stand for the truth. Honestly, why would anyone want to volunteer to be an elected representative in Washington after witnessing what has happened this past year? The vice president and the speaker of the house were threatened with murder and unspeakable violence. Other public officials who have spoken out for justice and peace have had family members threatened. 

The silence on both sides of the aisle is reprehensible. Their complicity is a disgrace. We the people must speak out about the social injustice and challenge the landscape of hate and disrespect. We are capable of being so much more. We can no longer remain silent and support this mediocrity and disrespect.

Freedom of speech is one of our greatest gifts and does not mean the freedom to lie, slander and demean another. The framers of the Constitution did not intend it to be a weapon to incite insurrection and/or violence. I believe the intent of freedom of speech was to support a platform to express the diversity of ideas and opinions within our nation and to look for consensus that supports the majority.

The majority of Americans from all ends of the political spectrum deplored the violence that was provoked at the People’s House on January 6; however, the loud boisterous minority dominated the headlines with endless excuses and unacceptable explanations for this senseless violence and loss of life.

“Walk a mile in my shoes” — we should all attempt to walk in another’s shoes especially the homeless, the poor, the addict, the mentally ill and the returning veterans. Think about the growing number of children, teenagers and young adults that are battling mental and emotional illness due to the growing challenges and stresses of the pandemic.

Despite living in the midst of all of this stress and suffering, I see hope, which is the real soul of America. I see people giving their stimulus checks to programs that support young people at risk; a middle school student standing up before his class and raising money for a project the benefits drug addicts and countless unsolicited random acts of kindness that inspire me to continue to “Walk a mile in someone else’s shoes” and stay the course! Our local community is the America that I love and support!

The Village of Northport Board of Trustees held a virtual conference via Zoom Feb. 2 to extend outreach to the community and welcome any questions, comments or concerns that the residents had about the village police force.

The meeting was part of an ongoing effort to comply with Gov. Andrew Cuomo’s (D) executive order for police reform and reinvention.

Speaking with 37 participants, the board of trustees discussed reformation plans for the Northport Village Police Department moving forward. Representatives said that they have already taken the village’s residents and their thoughts into consideration through a series of surveys directed towards different demographics of those residing in Northport.

“We had done random survey sampling of residents within the Northport zip code,” said Mayor Damon McMullen, referring to one of the five surveys that the Northport local government had sent out to the general public as a means to receive feedback. “We put that survey online so additional residents could partake, and we could get more comment and opinion in that venue.”

According to Joe Schramm, a marketing and communications executive and member of the Northport Village Police Review Committee, the committee has been seeking input from the community to understand how the public perceives the work of the village’s police force. There were a variety of methods for gathering public feedback that the committee had been using.

An anonymous survey was mailed out two weeks ago to residents in the 11768 area code, to which 78 percent responded. Schramm said the results were primarily positive. Another anonymous survey targeted seniors of Northport High School. However, the committee had only seen a 5 percent response rate, which Schramm detailed as “not quite reliable.”

Regardless of their location, surveyors were also able to answer yet another anonymous survey on the Village of Northport official website, which had shown an attractive response rate of over 200 participants. All surveys had closed at 5 p.m. Jan. 31.

“We are listening to 100 percent of your commentary,” Schramm said to the participants. “We are taking every single comment into consideration. We’ll have the chance to review things. We’re going to take all the comments people had made about the previous four tactics as well.”

While the police committee received positive feedback, it did not come without criticism. A common concern was addressed by a couple of participants in the call regarding an alleged altercation between a former Northport policeman and a resident, which caused the ex-officer to draw his weapon on the other individual.

First brought to the board’s attention by a Zoom participant and village resident known as Mary, the quarrel occurred Sept. 28 when “a Trump supporters caravan” with concealed license plates had rolled down Woodbine Avenue exhibiting flags and signs in support of the former president.

Stuart Besen, village attorney, said that the board could not comment. However, an ongoing investigation is being made in  cooperation with the Suffolk County District Attorney’s Office.

Another resident, Patricia Naples, addressed her concerns about the incident by calling the situation worrying. “Who gives anybody the right to draw a gun because you legally have the right to own one?” she said. “Carry a gun, sure, but you cannot take it out in this village.”

McMullen closed the meeting by reinforcing the idea that it was through public outreach that any changes would transpire in the Village of Northport.

“We’ve been doing a very good job compared to a lot of other municipalities,” the mayor said. “Village residents are not the only ones that are impacted by the Northport Village police. We wanted to get a reaction from the rest of the community.”

St. James resident Mario Mattera (R) started off the new year as a freshman senator in Albany, and he’s looking forward to getting back to business as usual in the 2nd District, which includes Smithtown and parts of Brookhaven and Huntington.

Fresh on the job

The state senator was sworn into office Jan. 5 by his wife, Terry, who is a notary with his daughters, Jessica and Jayme, on hand. He said he is overwhelmed by the support of constituents who voted for him because he feels they trust he can get the job done.

“From Huntington to Smithtown to Brookhaven, I’m looking forward to doing whatever I need to do,” he said.

A former business agent with the United Association of Plumbers and Pipefitters with Plumbers Local #200 for more than four decades, the state senator will serve as the chief Republican on the Consumer Protection Committee, as well as the Corporations, Authorities and Commissions Committee. He has also been appointed as a member of the Labor and Transportation standing committees.

Mattera said he’s traveled to Albany and interacted with his fellow senators, which has been a little different than previous years where elected officials are practicing social distancing and wearing facial coverings. Some legislators are even working remotely due to the pandemic.

“I’ve been up every week,” he said. “I feel it’s important. I need to get the feel of the chamber and meet people.”

COVID-19 vaccinations

Mattera said the biggest obstacle right now is getting life back to normal. He is currently pushing for pharmacies to be able to administer the COVID-19 vaccine. He and other legislators held a press conference in Hauppauge Jan. 14 calling out Gov. Andrew Cuomo (D) on the state’s failed vaccine rollout.

Mattera said even if the proper inventory of vaccines isn’t available, there needs to be a better rollout plan, which would include residents being able to get the vaccine in their own neighborhood instead of traveling to larger sites, such as at colleges, where he said many may feel uncomfortable.

“Let’s have a facility that our residents can go to that is local, and they’ll feel comfortable, just like with the flu shot,” he said. “There’s no reason why we can’t go to Walgreens or CVS and our local pharmacies where people feel comfortable.”

Mattera said his office has been helping veterans get the information they need to get the vaccine. He said the Northport Veterans Affairs Medical Center has been helpful and applauded Fred Sganga, executive director of the Long Island State Veterans Home at Stony Brook University, for ensuring veterans associated with the home are vaccinated.

“There’s no reason why veterans have to be sitting and worrying,” Mattera said, adding having chain pharmacies going into nursing homes was a good plan.

“We’ve always put the blame game on the federal government that there are not enough of the vaccines, but let’s have a plan in place when we do get it that’s more convenient for our residents and especially our seniors,” he said.

“Let’s have a facility that our residents can go to that is local, and they’ll feel comfortable, just like with the flu shot.”

Businesses

Mattera said he’s a big supporter of small businesses and believes they can operate like normal by following safety protocols closely. He believes business owners are capable of enforcing COVID-19 health guidelines. He added Cuomo should have reopened New York businesses deemed nonessential sooner than he did.

The state senator gave the example of New York City where many companies currently still have employees working from home which causes a ripple effect. He said restaurants suffer as fewer people are ordering lunch from them and even breakfast and dinner.

“Now we realize that the most vibrant city in the world is in dire straits,”
he said.

Schools

In addition to businesses reopening fully, Mattera said it’s also imperative for schools to once again offer five-day, in-person instruction. He said he feels students interacting with their teachers and coaches is important.

“Our children are suffering from this,” he said, noting that his youngest daughter is a high school senior.

He added that at the same time it’s important for districts to keep an eye on infection rates to see if they are spiking.

“Safety is always first,” he said.

Infrastructure

Mattera is looking for his district to have the best treatment plants.

“We need to make sure that we have the state-of-the-art treatment plants that are put in place to protect our precious water supply for our future,” he said.

While there have been talks during the last few years in Smithtown over a proposed sewage treatment plant on the Gyrodyne property in St. James, Mattera said it’s important to look at plants for businesses along the Jericho Turnpike corridor also. He added it’s imperative that treatment plans replenish local aquifers and not dump into the Long Island Sound or ocean.

“That’s a problem, and that’s been a problem for a lot of counties like Nassau County,” he said. “Nassau County did not plan for replenishing. It dumps into the Sound. It dumps out into the bay millions of gallons per day.”

He added improving the Route 110 corridor by replacing the main sewer line is another priority, and he is working with Town of Huntington Supervisor Chad Lupinacci (R) to secure the funds.

“Our infrastructure is really important for proper growth in the future,” he said.

The state’s field hospital set up on the Stony Brook University grounds earlier this year has looked a little different over the past few weeks.

At the end of April, five climate-controlled structures were completed by the U. S. Army Corps of Engineers to provide SBU Hospital and other local medical centers with more beds due to the COVID-19 pandemic. Residents passing by the alternate care facility structures recently have noticed that they are roofless and the interior walls — used to create mini rooms — are now dismantled.

According to state officials, several temporary state field hospitals were prepared for the December winter storm, which included snow. Part of that prep work included emptying the structures of equipment and fixtures. At SBUH, the fabric tenting materials were also removed. However, the field hospital is not being dismantled completely in case it needs to be opened for patients. The 1,000-bed facility in Stony Brook has never been used.

According to state officials, all of the components that were removed were inventoried and are ready for use wherever needed, whether in Stony Brook, on Long Island or across the state.

The hospital extension was slated for patients with health care issues outside of COVID-19 in order to free up bed space in the hospital and other local medical centers to treat patients with the virus. The final cost for the alternate care facility was some $155 million, according to the U.S. Army Corps of Engineers. All work done by USACE for the construction of alternate care facilities was funded by Federal Emergency Management Agency mission assignments to USACE.

State Assemblyman Steve Englebright (D-Setauket) said when the alternate care facilities were assembled little was known about the pandemic’s course.

“At the time that they were built, the hospitals in Queens had so many bodies that they were tying refrigeration trucks together in the parking lots, just to store the bodies,” he said, adding the hospitals couldn’t process and bury the bodies fast enough.

“To put it in perspective, that was the environment in which the governor’s office basically made a decision,” he said. “I think they were informed by the seriousness of space limitations.”

He added early on no one knew that the infection rates would be down by the summer.

“The reality is that hindsight is 20/20,” Englebright said. “At that point in time, they did not have the benefit of knowing the scale, magnitude or speed of the pandemic. The governor was successful in suppressing New York’s acceleration in those months in the spring. And so, I think you have to look at the current dismantlement of the hospital as a testament, not of wastefulness, but of merciful success in suppressing the acceleration of the pandemic in New York.”

The Town of Smithtown is asking the courts to dismiss a lawsuit filed by the Hauppauge Union Free School District.

Earlier this month, the district filed a lawsuit against the town. The case, which would be heard in the Suffolk County Supreme Court, asked that the court annuls town zoning that would allow developers for the first time to build apartments in an overlay district in the Long Island Innovation Park at Hauppauge.

The district alleged that the Town Board didn’t conduct a meaningful environmental review or consider potential impacts related to traffic, wastewater and an increase in enrollment in the Hauppauge school district.

In August, the Town Board approved a plan for developers to apply for special exceptions for mixed-use buildings that would include retail and restaurant space as well as apartments. Any apartments built would be on main roadways in the industrial park such as Motor Parkway and New Highway, and there would have to have a 1,000 square-foot buffer between a residential and commercial property.

Smithtown spokesperson Nicole Garguilo said the town is asking for a dismissal as it is believed that many residents have misunderstood reports about the upcoming development. While there are 13 light-industry lots in that park where mixed-use buildings might be a viable option in the future, news of 1,000 units and a possible 300 new students in the district have been misreported.

She said if developers wanted to flip a property, they would have to go through an environmental review process which includes soil and water samples, among other requirements. Developers would also have to go before the town’s Planning Board and Board of Zoning Appeals before any building could start — a process that could take a few years.

Any possible development will most likely feature studio and one-bedroom units.

That’s “either kids out of college or people who are just starting out in life, or the 55-and-older community who might want to downsize to an apartment who work in the area,” Garguilo said.

She noted that studies show young people who rent in an area tend to buy houses in the same neighborhood when they are ready, and numbers such as 300 new students were speculation of what could happen over a few decades.

Hauppauge Industrial Association of Long Island and the Long Island Builders Institute released a joint statement supporting the town’s zoning change after hearing of the school district’s legal challenge.

“The town engaged in a fair, open and transparent process all along the way,” said Terri Alessi-Miceli, president and CEO of HIA-LI. “I applaud Supervisor Ed Wehrheim [R] and the Town Board for including input from a broad spectrum of community stakeholders before voting for this zoning change.”

Mitch Pally, CEO of LIBI, said it was essential “to create conditions for sustained economic growth on Long Island” and to act strategically “to promote workforce attraction and retention.”

“Modern businesses are mobile, and we’re competing every day with other parts of the country to maintain and grow our business base here,” he said.

Pally added that more real property taxes from the industrial park in the future lower “the amount of real property taxes paid by residential property owners in the district.”

According to the HIA-LI and LIBI statement, Hauppauge industrial park businesses pay more than $44 million in real property taxes to the school district every year, translating into the Hauppauge school district tax rate being 40% lower per residence than the average tax rate in Suffolk County.
