American history and local tradition are on a collision course here in the Village of Port Jefferson.

Last month, public officials announced that the village government would partner with the Port Jeff-based Bayles Boat Shop to recreate a whaleboat from the American Revolution era. The boat shop is an offshoot of the Long Island Seaport and Eco Center, also known as LISEC, a nonprofit dedicated to the preservation of maritime history on Long Island. 

Mayor Margot Garant said the village government entered into conversations with LISEC because it sought a way to promote the story of Port Jefferson’s role in the Culper Spy Ring.

“We would have never considered it without having LISEC as a partner,” Garant said. “They just absolutely loved the concept. We brought it to them for the historical component and for helping us tell the story about Port Jefferson’s instrumental role — and the Roe family’s role, in particular — in the spy ring.” She added, “We felt the whaleboat would be a unique way of embracing the history, telling the story and engaging the community.”

In an interview, LISEC president Len Carolan indicated that the buildout would last for up to two years or so. “The boat will be a little bit longer than 25 feet, 6 feet wide, and it will weigh up to a ton,” Carolan said. He added that a project of this scale will also require additional steps: “This is the first time we’re going to be using a lofting platform.”

Lofting is a practice in wooden shipbuilding that enables designers to produce full-scale drawings used as templates. These renderings will help the builders to cut wood pieces with precision and to create a vessel that is as true to the source as possible.

The designers even hope to use the same building materials as the original whaleboats. “Typically, the boats then were built with white oak and white cedar,” Carolan said. “We have access to white oak because that grows here on Long Island. The white cedar, though, is no longer available here, so we’ll have to go a little further north to get the kind of wood we need.”

The term “whaleboat” is a misnomer, denoting the style of the vessel rather than its intended function. Carolan stressed that the operators of the original whaleboats did not use them for hunting whales.

“It’s similar to the design of the boats used to hunt whales, but those boats were much bigger — they were like 32 to 36 feet long,” he said. However, the boat’s design likely offered the patriots certain tactical advantages at sea. “It was easy to maneuver and row, and they were able to raid British ships and get away quickly using these whaleboats.”

Local historian Mark Sternberg is among the key figures involved in this project. Sternberg said he cultivated an interest in local history while growing up in the Port Jefferson School District. Back then, the stories of local patriots left an early impression upon him, inspiring him to pursue the subject more deeply.

“I’m from Port Jefferson … and grew up surrounded by the history here,” he said. “There is a lot of stuff here in Port Jeff that hasn’t been well documented. We have barely even started to scratch the surface of what we know about the spy ring.”

Sternberg foresees the whaleboat serving an array of educational purposes. An operational whaleboat makes possible various historical reenactments, such as Valentine Rider’s misguided plundering of the Roes — whom he had falsely believed were loyalists — and scenes of the numerous whaleboat battles fought in the Long Island Sound.

Sternberg added the whaleboat would help to tell the story of Caleb Brewster, a Setauket native who assisted the American war effort through his participation in the spy ring. Brewster also joined in the famous whaleboat fighting on the Sound. 

Though the name of Brewster’s whaleboat is lost to history, Sternberg recommends naming it “Resolution.” He said this title could still honor the Brewster legacy.

“My recommendation is to call the boat Resolution,” he said in an email. “This was the name of Valentine Rider’s whaleboat; [he was] a patriot privateer who launched from Connecticut to harass perceived loyalists on Long Island. It will work for plundering reenactments, as Valentine Rider and his men plundered the families of Nathaniel and Phillips Roe in May 1781 — the Roes were portraying themselves as loyalists as part of their roles in the Culper Spy Ring.” He added, “The name will also work if we ever try to reenact the intense whaleboat fight of 1782, as Valentine Rider fought alongside Caleb Brewster in that battle.”

Port Jeff village historian Chris Ryon also supports the whaleboat project. He sees the whaleboat as a unique opportunity to showcase two previously distinct strands of local history, connecting the village’s shipbuilding roots to its contributions to the Revolutionary cause.

The whaleboat “pulls it all together,” Ryon said. “It’s one of the earliest histories we have and pulls our Revolutionary War history in with our maritime history.”

Carolan expressed similar enthusiasm for the project. He said he hopes for the public to be able to follow the various stages of the buildout, from the construction of the lofting platform to the completion of the whaleboat. 

He also holds that the whaleboat could be a precursor to similar projects down the road, generating momentum and boosting confidence among those working on it. “We are hoping that it becomes a visible sign to students and local school districts,” the LISEC president said. “And that the entire build from beginning to end is open for the public to see the progress.” 

Carolan added that he hopes the build is the first of many large undertakings for the Bayles Boat Shop and added, “I think it’s going to give us so much more exposure.”

For Garant, sharing the local history of Port Jefferson is essential. By educating locals about their historical origins, she believes residents can better understand who they are, where they come from and their place within that history.

“I think the history is key to who we are,” the mayor said. “I feel one of the responsibilities of local government is to not only embrace that history, but to enrich and save it and work with the community to celebrate it and talk about it.”

The Port Jefferson Village Board of Trustees held its monthly meeting Tuesday, Sept. 6, to discuss current plans and issues throughout the village.

The meeting started with a reminder from code enforcement chief Fred Leute to drive carefully down the streets. Now that school is back in session, more wet weather and leaves will likely be on the ground.

Trustee Rebecca Kassay announced that she and Deputy Mayor Kathianne Snaden have been working together to make the village more walkable and bikeable. These efforts will make it easier to travel around Port Jefferson without using a vehicle.

Kassay also shared that she and Snaden have worked to replace dead street trees this fall with more aesthetically pleasing and ecologically friendly ones.

Kassay said they have been meeting to discuss issues regarding uptown parking. “We’ve been looking at hopefully partnering with some of the medical office space uptown so that we don’t have to pave any additional space uptown — and take it from there,” she said.

After concerns were brought up to the trustees about ticks a few months ago, Kassay has been discussing the issue with the Stony Brook University disease center. The village will be putting information on its website and working with local media to spread awareness about the issue, as well as reaching out to schools to see if they can give the items to nurses and coaches. The village has also been offered tick handbooks, tick identification cards and tick removal kits.

Next meeting, Kassay intends to discuss the timeline and action plan for the village to work on flood mitigation.

Kassay also announced that the Beach Street Community Garden program scheduled for Wednesday, Sept. 7, has been rescheduled due to inclement weather. The new date is to be determined.

Trustee Stan Loucks announced that the drought Long Island has faced has started to impact the golf course, which has had 300,000 gallons of water put into it every night. 

“Our conditions up there have gotten to the point where some of the fairways were turning brown, so this rain we’re getting today is kind of a godsend,” Loucks said. He added, “All of our water comes out of on-site wells. The wells up at the country club have reached the level where we’ve been put on restricted watering. We’ve only been able to water our greens and tee boxes for the last 10 days or so, so this rain is coming at a perfect time.”

The golf course will be closed this week on Thursday and possibly Friday while the aeration process takes place.

The country club’s early bird program starts on Saturday, Oct. 15. However, the membership rate fees are to be determined.

Loucks also asked that nobody walks down to East Beach, due to the Bluff Stabilization project. Still, he assured everyone that considerable progress had been made already. Snaden would later add that drone footage of the progress is available to view, provided by Charmaine Famularo.

Tennis courts 7 and 8 are still open and will stay open through September and possibly through October.

Loucks said there are plans to build a permanent barbecue on the patio behind the scoreboard on the golf course.

Finally, Loucks shared that the annual village golf outing will be taking place on Thursday, Sept. 22. The outing is open to all village residents, along with anyone who works in the school district, is a member of the fire department or a business owner in the village. The cost of the outing is $50.

Trustee Lauren Sheprow announced the first meeting of the Recreation and Parks Committee would take place on Thursday, Sept. 29.

The next meeting of the Country Club Social/Hospitality Task Force will take place Wednesday, Sept. 14, at Port Jefferson Country Club at 6:30 p.m.

Concluding her report, Sheprow shared that the village’s internal communication audit is still underway. She looks forward to meeting with the other trustees individually to discuss it.

Snaden reported that the Port Jefferson high school homecoming game has been moved to Saturday, Oct. 22, due to an issue regarding the number of football players on the team. The parade will now take place on Oct. 21 at night. Instead of floats, the students plan to decorate their vehicles with lights. Due to scheduling conflicts, there will not be the Caroline Field events that have been held in the past, but Snaden hopes to bring them back next year.

Snaden went on to report that code union negotiations are continuing. Also, the Architectural Review Committee is looking into an application for a new “Sea Creations” sign to be put on the front of the Harbor Square Mall on Main Street. Additionally, St. Charles Hospital wants to build a retaining wall in its parking lot for expansion. 

Mayor Margot Garant reported that the trustees, with members of the planning and zoning boards, attended a walkthrough of the Port Jefferson Crossing Apartments at 1615 Main St., and were very happy with the amenities that they saw. There is also a 3,000-square-foot retail space. 

Station Street is expected to be installed sometime in mid-September. Overall, Garant is happy with the direction Upper Port is taking.

The Village of Nissequogue Planning Board announced on the village’s website Tuesday that it would be adjourning an application for a private dock at Swan Place in Nissequogue scheduled for Sept. 6 until its Oct. 3 meeting at 7 p.m.

The proposed dock would be adjacent to the Town of Smithtown’s Cordwood Park, which is located in Head of the Harbor. The application has received criticism from neighbors and environmentalists, including state Assemblyman Steve Englebright (D-Setauket) and John Turner, conservation chair of Four Harbors Audubon Society.

At an Aug. 27 rally at the park, organized by Head of the Harbor resident Lisa Davidson, local residents voiced concerns over the possible construction of the 186-foot dock and the potential of another 200-foot dock a few houses away in the future. The footage includes a combination of permanent and floating docks. Because the harbor is shallow, the dock must meet New York State Department of Environmental Conservation requirements that it stands in 3 1/2 feet of water even at low tide, hence the lengths of the proposed docks.

Protesters and speakers, including Englebright and Turner, cited among their concerns the 186-foot dock spoiling the view of Stony Brook Harbor and restricting access to those walking along the beach or using their canoes and kayaks in the water. Many also feel it may encourage other homeowners to build similar private docks, leading to harbor pollution due to more or large boats.

Davidson, a member of the Joint Village Coastal Management Commission, a waterfront board of the villages of Head of the Harbor and Nissequogue, recused herself from the commission on the matter of private docks. The commission recently concluded that the Swan Place dock is inconsistent with Nissequogue’s waterfront revitalization program.

At a June 6 Nissequogue planning board meeting, George Jacob Turner, an attorney for the dock applicants Andrew and Maria Georgakopoulos, represented them along with a Land Use Ecological Services representative, according to the board’s minutes. During the meeting, representatives stated the proposed dock’s use “is in character due to other docks.” The trustees responded that existing docks were preexisting to the current requirements. The board members also questioned if public access would be impacted due to the applicants indicating “that the only public access will be by going under the dock.”

Gail Lynch-Bailey, president of the Middle Island Civic Association, has the unique distinction of serving on the Brookhaven Redistricting Committee both in 2012 and this year. In an exclusive interview, she discusses the breakdown of norms, procedures and public confidence as the committee works to meet its Sept. 15 deadline.

What is your background, and how did you get involved in the redistricting process?

I am the president of the Middle Island Civic Association. As such, I qualify to be a civic representative on the redistricting committee. I did it 10 years ago in the same vein: I was a Democratic appointee then and am one now.

What are your thoughts on how this year’s redistricting process has developed?

This 2022 redistricting process has been contentious and frustrating. It has caused me to rethink a lot of recommendations for the next time the town undergoes this process. I don’t think that we had enough time with the professional mapmaker. As commissioners, we needed a session early on in the process. Instead, we had six meetings with no maps, then two maps appeared, and then we had six hearings based on those maps — which were false maps because we had no input into them.

Now, we’re struggling to see if we get some public hearings on the mapmaker’s three maps we have legitimately requested. I sincerely hope we can do that because I think that’s part of our obligation to the public.

What are some key differences between the redistricting process this year and the one from 2012?

Ten years ago, we met in person as a commission and introduced ourselves. We learned a lot about each other and then had an informational and educational session with the counsel, Jeff Wice.

Then, we had a series of public hearings that were not scheduled during the week of the Fourth of July — when people are on vacation. We had two sessions per week running across three weeks in July. Then, we had a nice work session where we talked about what kind of maps we would like to get from the mapmaker. We had a very good understanding of the three maps we wanted. One was a map of least change. Another was along school district boundaries because that was one of the things we heard about from the public during the public hearings. The last map added more changes involving election districts and things like that.

We went from very little change to much more in those three maps. Then we had time to look at those maps before we went out to the public again. And that was what was missing this time: We got maps on a Friday, and then we were back in front of the public the following Monday. The public thought these were our maps, but we hadn’t even begun understanding what they were. They weren’t based on anything we or the public requested.

That meeting with the mapmaker and understanding of what we would get was missing. And I don’t know who made the schedule of the hearings, but it was unnecessarily daunting. 

What do you think accounts for the committee’s problems this year?

Perhaps it was going to be contentious from the start only because of the nature of the political arena right now. People distrust government at higher levels than I have ever experienced. One side may think that people will be mad no matter what we do. The other side will think that we’re not being transparent. The people are mad, and understandably so.

There have been a lot of complaints about a lack of publicity. Many things have changed at the last minute: We have had several cancellations, which only added to the lack of credibility in my opinion. 

These issues only compounded the already-high level of distrust in government from both sides. We have heard from people who identify as Republicans and Democrats about the attempt to change the Mount Sinai, Port Jefferson Station and Terryville areas. People from both sides of the aisle came out and said, “Why are you doing this? It’s completely unnecessary and we don’t understand it.” And they were absolutely right to ask that kind of a question. 

We’re supposed to be talking about the population disparities between [Council Districts] 2 and 6. Those are the two that are out of alignment, according to the 5% rule [in the town code]. Those first two maps made some strange changes that nobody could understand why they were there.

After you left the committee’s Aug. 18 virtual meeting, a resolution was approved 5-2 that preserves one of the initial drafts maps while reverting the boundaries of CD1 and CD2 to their current form. If you had been in the meeting, how would you have voted?

I probably would have voted “no” because it is not addressing what I have requested, which is the 2-6 boundary. 

With the proposed movement of Ridge into Council District 4, do you believe that district is at risk of partisan gerrymandering?

Yes, I am very worried about that. I live in CD4, and as a civic leader I work with Councilman [Michael] Loguercio [R-Ridge] all the time. We have an excellent relationship. 

I also understand that some of the people from the Ridge Civic [Association] would love to have fewer council representatives — they have three. 

Any number of the maps that we [the Democratic appointees] have proposed gets it down to two, eliminating Ridge from Council District 6. But we’re looking to do it equitably and fairly by not diluting the minority vote. It’s important.

How has public participation during this redistricting cycle differed from that of 2012?

The public has been very engaged, very vocal and very passionate. Again, this goes back to that distrust issue. And also, the ability of people to record themselves, get their message out, and share messages among people is different than it was 10 years ago. People have been able to share information — good information — about what’s going on, regardless of party, when they think that something is awry. 

Last time across all six public hearings, I think we may have had 25 to 29 separate speakers. We had more than 30 at the last public hearing alone … and that was just one hearing. It has been supercharged and contentious at times. I used the term “frustrating” earlier because our job is to listen during these sessions and not respond, and that has been hard for many of us to do. 

We know a lot of these people through different organizations and dealings over the years, so to be unable to sympathize with them or reassure them has been really challenging. 

What steps can the committee take in the next two weeks to meet its deadline and produce maps that reflect the will of the people?

I think the three maps we have requested should be posted on the town’s website immediately as soon as they are ready. I believe that the committee should meet to discuss the maps and then have a public hearing on those maps. We still have time. We have [the rest of] this week, all of next week and part of the following week. That’s plenty of time to get things done. 

The public has asked for two things: a map of least change, and respect for the possibility of a majority-minority district. There are three tenets that school districts, businesses and all levels of government have adopted: diversity, equity and inclusion. Those aren’t just trendy buzzwords. They are the hallmarks of creating a better society, and the maps that the committee and the town adopt need to embody those three tenets. 

Ten years. That’s a long time in local government. It’s a long time for all levels of government. But at the local level, 10 years can be an eternity.

Port Jefferson Station/Terryville is receiving a breath of fresh air with the help of public funds and engaged community members.

In an exclusive interview with Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), he discussed ongoing work throughout the hamlet such as the revitalization of the Train Car Park at the intersection of routes 347 and 112. Kornreich believes the area is finally getting the care it deserves.

For many years, the Port Jefferson Station/Terryville Civic Association had dreamed of making the park a central hub for the community. Residents created an ambitious plan, and the town even hired engineers, but the plan never materialized. 

Despite the idea of revitalizing the Train Car Park falling by the wayside, when Kornreich entered office in March 2021 he met with local civic leaders to discuss their priorities. Since the park remained at the top of their list, they decided to approach the project for a second time. 

“Once we really understood that the [original] plan for the park was not feasible, we decided just to break it into achievable steps and go for the intent of what they were trying to do,” Kornreich said. This process worked, and both a stage and a fence were built.

Resident and member of the civic association, Lou Antoniello, had long wished for the Train Car Park to serve as a venue for the performing arts. With the new additions, those aspirations have finally become reality.

Last month, Antoniello fulfilled his dream of bringing “Shakespeare in the Park” to the Train Car Park. On Wednesday, Aug. 3, “The Taming of the Shrew” was played there. Kornreich, who had helped bring Antoniello’s wish to fruition, felt that the performance night encapsulated all the hard work and years of devotion everyone had put in. 

“It was like an idyllic evening, and a lot of people came,” the councilmember said. “It just was such a happy night.”

In addition to the Train Car Park, plans are in the works to give the Jefferson Plaza a facelift. Similar to the park, the plan to redevelop the shopping center has been in the making for quite some time. 

“Like so many plans, things gestate for a long period of time before they are born — and certain ideas for a long time,” Kornreich said, adding, “I believe it was [town] Supervisor [Ed] Romaine [R] who came to them and suggested that instead of redeveloping the whole thing as commercial, it would be a more interesting project if you had mixed-use development — half residential and half commercial.” 

There is hope that the Jefferson Plaza redevelopment project will catalyze more investment throughout the area. [See TBR News Media story, “Developers pitch plans for Jefferson Plaza,” June 23.]

Overall, the councilmember expressed excitement about the direction he sees Port Jefferson Station/Terryville taking. 

“I think there’s going to be a diversity of housing stock,” Kornreich said. “I think that it’ll be a place where younger people can and will want to live … a place where people can live in proximity to public transportation.” He added, “People want to live someplace walkable, and maybe it’s starting to move away from the car-centric lifestyle.”

own of Brookhaven Supervisor Ed Romaine (R) recently visited the Residential Drop-Off facility at the Town of Brookhaven Landfill to announce the town’s participation in the New York State Paint Stewardship Program.

Operated by the nonprofit PaintCare and administered by the Town’s Department of Recycling and Sustainable Materials Management (RSMM), this program enables the recycling of architectural paints such as oil-based, latex-based and water-based paints, as well as stains, varnishes and lacquers.

The program, which is funded by a fee on the sale of paint, keeps thousands of gallons of paint from being improperly disposed of each year in the Town of Brookhaven alone.

The paint collected by the town is recycled to the highest extent possible, being remixed into recycled paint; used as fuel; made into other products; or safely disposed of when no other beneficial use can be found.

Brookhaven residents may bring up to 10 gallons per day to the Town of Brookhaven’s Landfill Residential Drop-Off at 350 Horseblock Road in Brookhaven. Hours of operation are Monday through Friday from 7 a.m. to 3 p.m. and Saturday from 7 a.m. to 12 p.m.

Many paint vendors have also signed up as paint recycling drop-offs. A map of all local drop-off locations and a complete list of acceptable items is available at paintcare.org. Brookhaven Redistricting Committee member says residents must stay engaged

The redistricting committee recently approved the creation of three new draft maps, one of which you voted ‘no.’ Could you briefly explain your ‘no’ vote?

Ali Nazir, the co-chair, requested taking one of the first maps — which created all this controversy — and refining it by putting Council Districts 1 and 2 together but leaving everything else as it is. 

Ali’s resolution solves the issue of Mount Sinai and Terryville. Still, it keeps [Council District] 4 the way the mapmaker drew it. I voted ‘no.’ Rabia [Aziz] voted ‘no.’ Gail [Lynch-Bailey] had left because she had to go to a civic meeting by that time. The rest of the [members] voted ‘yes’ [for a 5-2 vote] and that’s very concerning.

What is your message to those who have successfully resisted the first two draft maps?

I congratulate the communities of Mount Sinai, Terryville and Port Jeff Station because they mobilized quickly to preserve their communities of interest. They wanted to stay with the original council district boundaries we have had for 20 years, so I would not minimize their involvement. And it was a very personal involvement: they were defending their communities and protecting their backyards. If they hadn’t come out in such strength, maybe the majority on that commission may not have put it back. But I think the bigger goal is still to crack CD4.

In your eyes, does the transfer of Ridge into Council District 4 constitute an act of partisan gerrymandering?

Yes, and I think it may even violate the [John Lewis] Voting Rights Act. It’s pretty clear that Ridge is a solid Republican-leaning area. To put it into a diverse community solely because it will affect the outcome of that district, I think, is certainly the definition of gerrymandering.

How can concerned residents help to deter an unfavorable redrawing of CD4?

To all the residents of Brookhaven, we should be concerned. They should care about their own community — it’s important to fight for your own community of interest — but help as much as you can to have a fair and balanced redistricting townwide because what’s going on is not fair and it’s not balanced. My recommendation would be that everyone has to stay engaged.

What changes are you looking for in the coming weeks?

I think all six districts have a right to stay close to what they are currently. I recognize that Council District 2 is down a couple of thousand in terms of population, so you need to balance that. Council District 6 had a lot of growth, so you do have to remove some of the people there. But there shouldn’t be mischief in doing that.

What is your reaction to the committee’s recent meeting with David Schaefer, the mapmaker?

Last night [Aug. 18], we met with the mapmaker for the first time in a month and a half. We should have met with him at the outset, or at least after the first six public hearings. Because so few people showed up at the initial hearings, he should have at least asked us what our vision or goals were for the first map. To do a map without even talking to us is like an interior decorator designing your house without consulting you. 

I don’t think he’s politically motivated. I think he has good skills as a demographer and was pretty candid with us. But I do believe that he’s responding to some instructions. I think he’s data in/data out, and I don’t think you can do redistricting that way. Maybe he’s too much on the statistical side and not sufficiently understanding of communities.

Isn’t that the real purpose of redistricting? To balance out the populations but don’t destroy communities.

What is your understanding of the history of councilmanic districts in the Town of Brookhaven?

For years, the town used to elect its council people at large. There were always seven members — six board members and a supervisor — but they ran townwide. What happened was that they were not very responsive to local communities. You could vote against a community and still survive if you had the rest of the town, and it got very bad. 

A civic network was formed called ABCO, the Affiliated Brookhaven Civic Organizations, and it became huge. They would do a meeting and have dozens of civic organizations throughout the township meet to talk about how unresponsive the town was to their needs. It culminated in a movement for a referendum for council districts to divide the Town Council into six districts based on regional community interests. It went to a vote. The community was very organized, and they prevailed.

Council District 4 was seen as the most diverse district in the town. People saw it as the district that probably would be most successful at electing a diverse candidate, and both parties understood that. That was 2002, so for 20 years now, we’ve lived under these districts, more or less. 

I’m a bit taken aback by what’s happening in this redistricting. It’s pretty clear to me now that the goal is to change CD4 into a more favorable district, almost partisan gerrymandering to help the incumbent there [Councilman Michael Loguercio (R-Ridge)]. 

What are the risks of an overly analytical redistricting process that neglects the complex realities on the ground?

This is sort of a digression, but it has been over 75 years since splitting India into India and Pakistan. The map was done by a British guy who never went to India and just drew a straight line down the middle of the country following rivers, and over a million people died because the partition was done without any understanding of communities.

You can’t just do demographics without understanding the consequences of your mapmaking. I think [the mapmaker] has been much more on the statistical side, and I would like for the map to reflect a keener understanding of the communities of Brookhaven.

Staff shortages, a growing issue nationally, have made their way to the Village of Port Jefferson.

Earlier this month, the Port Jeff Village Board of Trustees accepted the resignation of Joe Palumbo, the village administrator. This departure comes on the heels of various other vacancies throughout the village government.

Public sector staffing shortages are not unique to Port Jefferson. Americans are voluntarily quitting their jobs at record numbers, likely compounded by the COVID-19 pandemic and its disruptive effects on the workforce. Climbing quit rates nationwide have given rise to a phenomenon called the Great Resignation. 

In an exclusive interview, Mayor Margot Garant gave her thoughts on the issue of staff shortages, outlining the challenges of keeping positions filled.

“The challenge we have in general when filling these positions, of course, is competing with the private sector, which is allowing for a much more flexible work environment,” she said. 

Garant said the recent departures from the village government are out of her control. The private sector often offers higher pay with a better work-life balance. 

“We cannot do a work-from-home program because people are bound to the collective bargaining agreements, which doesn’t give us that flexibility,” the mayor said.

The civil service system also imposes a set of strict criteria that complicates the staffing of small municipalities, according to Garant. To remediate these concerns, the administration has emphasized hiring and promoting internally, and dispersing responsibilities between multiple offices, a maneuver Garant said can save time and energy.

“Right now, we’re looking to absorb some of the responsibilities of the village administrator between Barbara Sakovich, our clerk; the treasurer’s office; Kevin Wood, who’s in charge of all our technology; and Rich Harris in the Building Department,” Garant said, adding, “We are also bringing on a new deputy clerk. … That is an appointed position, and we’re thrilled to have that happen because she knows us, she’s a resident and it’s a promotion from within.”

Village resident Ana Hozyainova closely followed the issue of staffing shortages during her recent candidacy for trustee. In an interview, she criticized consolidating multiple responsibilities to a single person, arguing that this practice leads to conflicting obligations and confusion for village employees.

“The head of the [building] department, who resigned in March, was replaced with a temporary person who shares a prosecutorial role in the village administration,” she said. “To me, these two positions should not be combined because one role is a prosecutor who addresses negligence or incompatibility with the code, and the other helps to resolve those things.”

Hozyainova said that a growing number of vacancies on various boards are also causing concern, adding that she is most alarmed by the vacancies in the Building Department.

“The Building Department provides permits and helps the village residents and businesses navigate the building code,” she said. “There is no plan reviewer at the moment, no senior planning person, and these are essential positions that help interface between the businesses, the residents and the government.”

Hozyainova believes there may be unnecessary delays for residents and business owners if these positions remain unfilled: “When there’s a lack of those positions on a permanent basis, the communications start to break down and the permitting process is extended unnecessarily.”

Hozyainova fears staffing shortages will result in two principal consequences: a lengthier permit application process and rising costs.

“At the moment, many of the plans are being sent to an external agency for review,” she said. “An external agency generally costs more than an internal agency.” With too many transient agents, she also believes there is less institutional memory within village government, which can be exhausting for permit applicants.

Garant presented a contrasting judgment, stating that the critical positions within her administration are in place. With these spots filled, she maintains that there will still be an effective administration and delivery of village services. 

In areas where diminished services may be of concern, the mayor said outside consultancy firms can operate as a “stopgap” at a reasonable expense to the taxpayer.

“We’re very careful not to give them carte blanche,” Garant said. “Usually, we’re very conscious of making sure that compensation does not exceed the amount we would be spending on the individual employee.” She added, “Nine times out of 10, we’re actually saving money because we’re not responsible for the benefits package for the outside consultant.”

On the whole, Garant suggests difficulties staffing a small municipality are inevitable given growing nationwide economic uncertainty.

The Brookhaven Redistricting Committee met Thursday, Aug. 18, in a virtual meeting with the committee’s mapmaker, David Schaefer. 

This meeting marks the first time throughout this process that the eight-member committee has met with the mapmaker. Before speaking with the various committee members, Schaefer gave his rationale for two draft maps that generated significant public interest and opposition. 

For Schaefer, political redistricting aims to balance populations across council districts. “Equal population is the reason we’re doing redistricting,” he said. “This is about one person-one vote, and all other criteria are secondary to that.”

Aside from this primary condition, Schaefer said that the New York Municipal Home Rule Law states several additional criteria that factor into the mapmaking process. Among these items are drawing maps that promote political participation of racial or language minorities; contiguity; compactness; unifying communities of interests; and facilitating the efficient administration of elections.

George Hoffman, a Setauket resident and committee member, pressed Schaefer on the two draft proposals that have generated significant public opposition throughout this process. He asked the mapmaker whether he had received any testimony that suggested swapping Mount Sinai and Terryville between Council Districts 1 and 2.

Schaefer said that though he had read through the public testimony to familiarize himself with the issues, those suggestions did not weigh into his drawing of the original maps. He considers the two proposals as rough drafts only.

“I don’t take it upon myself to put any weight on any of the testimony, whether it’s positive or negative,” he said. “I leave that for the commission to do, and I don’t think my draft is one that the commission should accept as anything more than a first draft.” He added, “If there are changes to be made or big issues to consider, those are in the next pass of what I would do.”

Committee member Krystina Sconzo, of Mastic Beach, raised the issue of evaluating election districts versus communities of interest. She said that she would like for the committee to prioritize communities of interest.

Sconzo and Gail Lynch-Bailey, of Middle Island, both reiterated one of the frequent complaints from the public regarding the legibility and accessibility of the draft maps. They both asked for future draft proposals to present as many details as possible. 

Schaefer acknowledged the request, indicating that a detailed draft proposal is relatively simple. “I can create individual maps that have every road, most of the street names on those roads, and I can do it very quickly,” he said.

Lynch-Bailey motioned for the mapmaker to produce a map addressing the population imbalances between Council Districts 2 and 6. She said these districts are the only ones falling outside the 5% deviation allowable under town code and, therefore, the only ones requiring change. 

“I request a map that addresses just those two districts, and please put back Mount Sinai and Terryville,” she said. The motion passed the committee unanimously.

Co-chair Rabia Aziz, of Coram, cited the considerable public testimony regarding the proposed changes to Council District 4. She said that while the initial draft proposals keep the diverse communities of Gordon Heights and North Bellport within CD4, they dilute the voting power of those areas through the incorporation of Ridge into CD4.

“If you dilute the ability of people of color to be able to elect someone that has their community of interest at heart, then I think that is not in concert with what the community would want,” she said. “It should be a council district of least change.”

Aziz moved to send all of the public map submissions to Schaefer and have him produce a map that loosely follows the boundaries set forth by the Logan Mazer map. Ali Nazir, of Lake Grove, made the final motion of the evening. He asked to produce a map that follows the boundaries of Proposal 2, currently on the website, but restores Port Jeff Station/Terryville and Mount Sinai. Nazir’s resolution passed the commission 5-2, with Hoffman and Aziz voting “no.”

Members of the committee agreed to give Schaefer at least a week to prepare the three draft maps requested during this meeting. The committee decided to reconvene in the first week of September to mull over the new maps. To watch the entire meeting (starting at 4:21:50), click here.

Brookhaven Town Highway Superintendent Daniel P. Losquadro and Councilwoman Jane Bonner have announced the completion of a 32-road, $1.3 million Sound Beach paving project.

Prior to paving, crews completed concrete improvements, inspecting all area drains and repairing and replacing damaged concrete aprons. Roads resurfaced during this paving project include: Amagansett Drive, Arverne Drive, Brookhaven Drive, Cold Spring Drive, Deer Drive, Eastport Drive, Floral Road, Glenn Drive, Greenvale Road, Inwood Road, Jamaica Drive, Kew Drive, Lynbrook Drive, Manor Road, Montauk Road, Oakdale Drive, Oceanside Road, Patchogue Road, Port Jefferson Road, Queen Drive, Quogue Drive, Riverhead Road, Roslyn Road, Shoreham Road, Sound Beach Boulevard, St. James Drive, Thomas Road, Urban Road, Valley Drive, Westbury Drive, Woodmere Road, and Yaphank Road. The total cost for this paving project was approximately $1.3 million.

“We have made a great deal of progress in resurfacing Sound Beach neighborhoods over the last several years,” said Superintendent Losquadro. “This latest project should provide motorists and pedestrians with some much-needed relief.”

“Thanks to the work of Superintendent Losquadro and the men and women of the Highway Department, the newly resurfaced roads are much safer for cars, bikes and pedestrians. School starts in a few weeks, so completing these paving projects couldn’t have come at a better time,” added Councilwoman Bonner.
