The accident-prone intersection of Route 25A and County Road 21 in Rocky Point could be getting a new traffic light that local officials hope will curb injuries and fatalities.

“In response to community interest, the New York State Department of Transportation will update the traffic signal at Route 25A and County Road 21 with a protected left turn indicated by a green arrow phase for vehicles turning left from eastbound Route 25A onto northbound [Hallock Landing Road],” said Stephen Canzoneri, public information officer for the regional DOT office that covers Suffolk County. “This is being done following an extensive review of the intersection and will reflect the traffic pattern for westbound Route 25A.”

Canzoneri said that a new left-turn signal will be installed by the state DOT in September. A protected turning light allows drivers in the turning lane to strictly take a left while other drivers going straight are stopped at a red light. Westbound Route 25A already has a protected turning light.

Town of Brookhaven Councilwoman Jane Bonner (C-Rocky Point) said the intersection has a long history of vehicular incidents over the years. The best way to avoid problems there, she said, was to avoid making left turns onto Route 25A or Hallock Landing Road.

“That’s a very busy intersection, and there’s a lot going on there,” Bonner said. “People need to drive defensively and plan their routes so they don’t have to make a left.”

Bonner has been in contact with state DOT officials and they have sent surveyors out since 2017 to analyze the dangers of the intersection, she said.

The intersection at the corner of Route 25A and Rocky Point Yaphank Road, as Route 21 is also known, is a notoriously dangerous intersection with new accidents reported every year, some of which have caused fatalities, such as the death of Rocky Point resident Carol Sardegna in September 2016. One recent crash occurred Aug. 15 at the intersection, according to the Rocky Point Watch Facebook page.

The state DOT said it would not install a left-turn arrow northbound and southbound on County Road 21 because it would reduce time for vehicles on both roads, according to a state DOT letter received by Bonner. The letter also said the state department plans to relocate the east and southbound STOP bar pavement markings and upgrade the County Road 21 crosswalks to be more visible.

Bonner said she believes the turn signal should help reduce accidents at the intersection.

“People by law will only be able to make a left when you can,” Bonner said. “It doesn’t mean people still won’t try to do it, but I feel confident more people obey turning signals than not.”

The real estate developer for a controversial Fort Salonga development has handed over his proposed plans for a mandated environmental impact study for public consumption. 

The Hauppauge-based Northwind Group, founded by developer Jim Tsunis, submitted a 16-page report Aug. 14 outlining how potential impacts of The Preserve at Indian Hills will be evaluated prior to construction of the community. Residents have until Sept. 17 to give feedback and voice any concerns. 

Town of Huntington Planning Board voted Aug. 8 to issue a positive declaration that the submitted plans to construct 98 townhouses and a clubhouse on the existing Indian Hills Country Club golf course will have a significant environmental impact. In accordance with state law, the Northwind Group must undertake, with a detailed environmental impact study that looks at how the development may impact water quality of the
watershed, the area’s steep slopes and coastal erosion zone, added traffic and other issues. 

“The 99-lot yield is supported by a yield map prepared to town specifications and approved by the planning board for yield purposes and is less than what would be permitted as right-of-way under current zoning if each property were developed independently,” reads page 3 of the developer’s draft report. 

The Fort Salonga Property Owners Association has previously asked town officials to place a moratorium on new developments in the Crab Meadow Watershed area, which includes Indian Hills. The group has voiced fears, despite the developer’s revised plans that scales 108 units originally requested down to 98, the development will have a devastating impact on the local roadways and
surrounding wetlands.

“There is no doubt that this latest plan is completely unacceptable to the neighborhood,” John Hayes, president of the property owners association, said. “Like its predecessors, it does not fully address many of the environmental and social concerns that have been raised.” 

Hayes admitted he and others were still going over the 16-page report but said he is likely to suggest additional intersections be added to the traffic study. Those intersections already cited for inclusion by the developer include: Route 25A at Makamah Road, Route 25A at Fresh Pond Road, Makamah and Breeze Hill roads, Fresh Pond Road and Breeze Hill Road and Fresh Pond Road at Claymore Road.

“The roads are not designed for this sort of development,” Hayes said, citing numerous fatal accidents at Makamah Road and Route 25A. 

The draft environmental study outline also clearly stated the 18-hole golf course will be modified, but maintain 18-holes calling it “an important part of the visual character of the site and area.” 

The draft scope of the environmental study can be viewed on the Town of Huntington’s website, www.huntingtonny.gov, under the Planning & Environment Department page, under Site Specific Plans, Reports and Studies.

Suffolk County now has a new drug program that judges and prosecutors hope will offer nonviolent offenders a means to get clean before they repeat offenses.

Suffolk County District Attorney Tim Sini (D) along with several drug court judges announced Aug. 13 the creation of the new Comprehensive Addiction Recovery and Education Program that will allow people charged with low-level drug crimes to instead be sent into a drug treatment program rather than being matriculated through the standard legal system. If the participants finish the program clean, they are promised the charges will be dismissed.

“We consistently heard that in some cases requiring defendants to take a plea prior to accepting treatment is a disincentive [to seek court treatment options],” Sini said at the press conference. “By connecting these individuals to treatment, we will not only be helping to tackle the disease of addiction … we will also be improving public safety by addressing the underlying motivation to commit crimes fueled by drug abuse.”

Those charged with misdemeanor drug crimes can participate in the program without having to enter a guilty plea. Those who sign up for the program work with members of court staff to develop a treatment plan and determine what services will be available. The program lasts for 90 days, but the person involved in the program can ask for a longer term.

“It should result in increased numbers who receive the benefit of treatment given the crisis that we’re facing both locally and nationally,” Suffolk County District Administrative Judge Randall Hinrichs said.

What makes the program remarkable, according to Karen Kerr, the supervising judge of Suffolk County District Court, is that without having to plead guilty more people will be more willing to participate.

“For many people, particularly those people with minimal to no record, it was just too much of a risk for them to take [the plea],” Kerr said. “I felt there was a group of people who really could use the help but who just didn’t want to take the chance.”

The timing for this program comes as the numbers of opioid-related deaths have peaked in the past two years. Suffolk Chief Medical Examiner Michael Caplan said in June the office has data on approximately 360 county deaths from opioid overdoses in 2017. The office is expecting a decline in the number of deaths this year by more than 100, but officials won’t know the results until they compile all data at the end of the year.

The program is open to defendants who have minimal or no criminal record and who have no history of violence or gang involvement. Those charged with misdemeanors of petit larceny, criminal possession of marijuana, criminal possession of a controlled substance, criminal trespass, criminal possession of hypodermic instrument, criminal use of drug paraphernalia, disorderly conduct or loitering are eligible for the program as long as the drug court determines they are addicted to any kind of hard drug.

Kerr said that the district attorney determines whether a person should be screened for a drug problem and then the person is referred to the CARE court date, always held on Tuesdays, and then the court treatment team will ask a number of questions to determine if there is an issue.

Officials said they expect many people to be eligible for the CARE program. District attorney spokeswoman Sheila Kelly said the office noted from April to June of this year approximately 600 people would have fit the criteria to be allowed to enter into the program.

Violations of the program include being arrested on new charges, not participating in the treatment program as recommended or not reporting to scheduled court appearances. Participants are drug tested prior to finishing the program.

Hinrichs said the court and the DA’s office will be monitoring the program to see results and identify its efficacy and inclusiveness.

Some things in life are priceless, but Port Jefferson Village has settled on what’s an appropriate cost for not providing green space when new developments are built.

The village board passed a resolution Aug. 20 reducing the fee levied on developer Tritec, who constructed The Shipyard at Port Jefferson Harbor, for not including sufficient public green space in the apartment complex. It establishes a new precedent for future developments that private parkland can be used to satisfy village’s green space requirements — at least in some small part — as determined on a case-by-case basis.

As a condition of the site plan approval granted for the 112-apartment complex on West Broadway, Port Jefferson’s Department of Building and Planning had required that Tritec be responsible for paying a parkland fee.

Alison LaPointe, special village attorney for building and planning, said a parkland fee is commonly imposed by municipalities. Town of Brookhaven utilizes a multiplier formula that requires 1,500 square feet of public green space per unit in a housing development or $1,000 fine per unit if that space can’t be provided.

The fee is intended to require real estate developers to consider preserving or creating green and recreational spaces when building large complexes. It has been imposed on other projects in the village, like The Hills at Port Jefferson, built by The Gitto Group, on Texaco Avenue. The Gitto Group, rather than paying a fee or including public parkland on its property, invested in renovations to a nearby, village-owned park on Texaco Avenue to satisfy village code requirements.

The issue has been unresolved pertaining to The Shipyard, according to LaPointe, as village attorney Brian Egan has been corresponding with Tritec Vice President Rob Kent to determine if private recreation areas provided for tenants of The Shipyard could qualify to satisfy some of its requirement. The Shipyard offers a rooftop recreational space and a ground-level plaza area for its tenants, which LaPointe and staff from the town’s building and planning department ruled could satisfy the parkland requirement for about 21 of the complex’s 112 units based on square footage.

“In the past we have utilized the Town of Brookhaven’s [formula] as they have a multiplier — either 1,500 square feet per unit or $1,000 per unit,” she said. “The square footage I don’t really have a problem with. I believe that $1,000 is a relatively antiquated number in this day and age. You can’t really buy 1,500 square feet of anything for $1,000. Our multiplier that was proposed was $1,500, so not a massive increase. And again, our calculations came down to that they provided enough green space for a portion of their 112 units, but still did not have parkland for the remaining 91, which results in a fee of about $136,500 in parkland.”

The Aug. 20 resolution effectively set a $1,500 fee per square foot of green space not provided. Trustee Bruce Miller was the lone village board member opposed to the resolution.

“I am appalled at this,” he said. “We are taking recreational space that every luxury apartment has to provide if they’re going to attract tenants and we’re dedicating that to the specific use of the tenants only and we’re calling that public space or green space. It’s not public space.”

Village Mayor Margot Garant disagreed with Miller.

“I think it’s appropriate to give a credit because you also want to encourage these [developers] to build nice places that have the amenities, that have certain areas that are green space, that are attributable to the living area,” she said.

A spokesperson for Tritec did not immediately respond to a request for comment.

Brookhaven Town is hoping to inspire residents to ditch the gas pump for a greener alternative.

The town unveiled two new electric vehicle charging stations at Heritage Park in Mount Sinai Aug. 21, paid for through a grant from the New York State Energy Research and Development Authority and rebates from Long Island Power Authority. The stations cost $22,000 each, and Supervisor Ed Romaine (R) pledged that the town will install additional charging stations at various, strategically located town facilities during the next year, either through grants or using town funds. Members of the public with electric or hybrid vehicles are permitted to utilize the stations for a minimal charge, according to Romaine, just to cover the cost of the electricity.  The two stations can combine to give juice to four cars at a time.

“There’s a societal benefit in that these cars don’t produce smog, or pollution or hydrocarbons,” Romaine said. “The air quality on Long Island has consistently been rated as very poor. This is an opportunity for us to try to convince people who are thinking about electric to go electric.”

Romaine said the town currently owns one fully electric vehicle and about five hybrids in its fleet, and added the plan is to replace “aged out” high mileage cars with more hybrids and full electric vehicles during the coming year.

“I can’t tell you how excited and proud I am that these charging stations are in my council district in Mount Sinai at the Heritage Park,” Councilwoman Jane Bonner (C-Rocky Point) said. “Very often, in deciding to make that move in that direction you have to think in your mind, ‘Well where can I charge my car?’ If these are centrally located in convenient places, it’s a win for the consumer and it’s a win for the environment and the residents that live here.”

Councilwoman Valerie Cartright (D-Port Jefferson Station), who represents the neighboring 1st District, said she was proud to join her colleagues in the unveiling Tuesday.

“This is clearly a step in the right direction for the Town of Brookhaven as we move to reduce our emissions here in the town,” she said.

Similar stations to the ones placed at Heritage Park already exist at Moriches Bay Recreation Center and the town Parks Administration building in Centereach. The installs are part of a five-year capital plan spearheaded by Romaine called the Energy Efficiency and Sustainability Initiative, aimed to achieve a 50 percent reduction of greenhouse gas emissions in the town by 2020.

“We want to encourage the use of hybrids and electric vehicles,” the supervisor said.

In the days of Kindle, one senator recognizes libraries still play a major part in communities.

Recently, state Sen. John Flanagan (R) announced that four libraries in his district, including Setauket’s Emma S. Clark Memorial Library, would be receiving state funding to offset the cost of construction projects.

“Public libraries are more than books — they are community centers that provide valuable programs and services,” Flanagan said in a statement. “They are a proven resource for residents of all ages and we need to continue to work with the leaders of these facilities to provide them with the funding they need to fulfill their mission.”

The construction grants, which were allocated in the 2017–18 state budget for public library construction and broadband infrastructure projects, total $209,638, and are administered by the New York State Education Department and the New York State Library, according to a statement from Flanagan’s office.

Emma Clark Library received $9,638 for the installation of energy-efficient LED fixtures and bulbs. Ted Gutmann, library director, said the LED project is already complete, and the grant is a reimbursement for the project cost.

“This is win-win for our patrons who won’t have to directly fund the project, and at the same time will get a more efficient library that will help save them money for years to come,” Gutmann said. “Senator Flanagan’s efforts in supporting libraries are much appreciated, and on behalf of the board of trustees and myself, thanks again for being a friend of the Emma S. Clark Memorial Library.”

The Legislature approved an additional $34 million in funding for projects as part of the 2018–19 state budget. The approved projects for that funding will be announced in the summer of 2019, according to the statement.

On Dec. 14, 2012, a mass shooting at Sandy Hook Elementary School in Newtown, Connecticut left more than 20 people dead, mostly first-graders, shocking the world and changing it permanently. Much of that change can be attributed to the efforts of those who were most personally impacted by the tragic events of that day.

Parents from Sandy Hook were invited to St. Joseph’s College in Patchogue Aug. 16 by Suffolk County Sheriff’s office to share details about four programs they’ve created aimed at preventing violence in schools to a room packed with Suffolk County school district superintendents, administrators and lawmakers.

Sandy Hook Promise, a national nonprofit organization, was founded by parents including Mark Barden, a professional musician originally from Yonkers who had moved to Newtown in 2007 with his wife to raise their three kids. His son, Daniel, was seven years old  when he was killed during the tragedy.

“It is very real and a very personal mission that I do this work to honor that kid, who we used to jokingly call ‘the caretaker of all living things,’ because that’s how he lived his life,” Barden said of his son.

He said Daniel was known for trying to connect with other kids he saw eating alone, for holding doors for strangers in public, and for picking up earthworms from the hot sidewalk and moving them to safety in the grass, among other instinctual acts of kindness he regularly displayed.

“It is very real and a very personal mission that I do this work to honor that kid, who we used to jokingly call ‘the caretaker of all living things,’ because that’s how he lived his life.”

“That’s how I’ve chosen to honor his life is through this work,” Barden said.

Sandy Hook Promise’s approach to carrying out its mission of preventing all gun-related deaths can be viewed as an extension of Daniel’s legacy of caring for those in need. Barden was joined Aug. 16 by two other members of the organization — Myra Leuci, national account manager, and Marykay Wishneski, national program coordinator — who detailed the initiatives the nonprofit pitches to school districts interested in improving their prevention strategies.

The four strategies , which fall under the nonprofit’s Know the Signs program, are taught to youth and adults free of charge in the hopes of fostering an environment that empowers everyone in the community to help identify and intervene when someone is at risk.

Say Something is an anonymous reporting system that teaches kids how to recognize warning signs, especially on social media, and gives them an outlet to get adults involved. Start With Hello is a training program that teaches students how to be more inclusive and connected to peers. Safety Assessment & Intervention program is geared toward adults and aims to teach them how to identify, assess and respond to threats of violence or at-risk behavior prior to a situation developing. The Signs of Suicide program teaches people how to identify and intervene to get help for those displaying signs of depression or suicidal behavior. The nonprofit offers in-person training for each program, though Say Something and Start With Hello are available to be downloaded and self-led by interested districts.

Since assuming office in January, Suffolk County Sheriff Errol Toulon Jr. said he has made improving school safety and developing uniform, countywide approaches a top priority. Just a few weeks into his tenure, the country was rocked by the mass shooting Feb. 14 at Marjorie Stoneman Douglas High School in Parkland, Florida where 17 people were killed by a lone gunman.

“It’s an obligation that I feel I have as the Suffolk County Sheriff, to work with all of our partners, but I do feel I cannot stand on the sidelines and just watch,” Toulon said. “We really have to be proactive. Everyone from our police departments, our school administrators, everybody’s taking this banner on. Thankfully we’re all working together to really keep our communities and our children safe.”

Toulon has offered free safety assessments on a voluntary basis to interested districts. Suffolk Executive Steve Bellone (D) has taken several steps  already to improve schools’ safety including starting an initiative that allows interested districts to grant access to in-school security cameras to the police department, and securing funds for a mobile phone application for municipal workers and school district employees that can be activated and used in the event of an active shooter situation to notify law enforcement. Bellone announced new initiatives to increase police patrols in school buildings, assign additional officers to the SCPD’s Homeland Security Section and establish a text tip line to report troubling activities this month.

“We are educators, so partnering with law enforcement and those with the skilled lens of how to best ensure the safety of our students has been paramount,” said Ken Bossert, president of Suffolk County Superintendents Association who leads Elwood school district. “So the focus and attention that law enforcement has paid on our schools is just greatly appreciated.”

Representatives from districts across the North Shore attended the informational forum and expressed interest in implementing some or all of what Sandy Hook Promise has to offer, including Huntington Superintendent James Polansky and Port Jefferson Superintendent Paul Casciano.

“A lot of what we heard today I’m going to roll out just informationally to my administrative staff,” Polansky said, adding Huntington has taken up Toulon on his offer to assess building safety already. “We’re actually looking to pursue a lot of the initiatives Sandy Hook Promise has to offer.”

Casciano expressed a similar sentiment.

“It’s a great resource, and we’re very interested in pursuing it,” he said. “We’ll be making our contacts.”

Several attendees commended Toulon for embracing a leadership role on school safety, including Suffolk County District Attorney Tim Sini (D), who was among the wide array of lawmakers at the event along with the school officials.

“It shows that our sheriff has a pulse on the public safety worries of our parents,” said county Legislator Kara Hahn (D-Setauket), who is a licensed social worker. She called Toulon’s approach incredibly important. “It shows that he has the recognition that when you have a shooter at the door of a school, it’s too late, and this really needs to be about prevention. We cannot police this, we need to prevent this. And that’s what this is about.”

Bossert said superintendents in the county have been working to put together a uniform blueprint for school safety and are planning to roll it out later this month. For more information about Sandy Hook Promise, visit www.sandyhookpromise.org.

Souvlaki, gyros, baklava, oh my! Is your mouth watering yet? Try all of these dishes and more as the Greek Orthodox Church of the Assumption in Port Jefferson celebrates its 57th annual Port Jefferson Greek Festival from Aug 23 through 26. This year’s event will feature carnival rides, traditional dance performances, live music, games and culinary delights. 

Come for the delicious food and stay for the dancing!

Authentic Greek dishes such as gyros, moussaka, tiropita, souvlaki and spanakopita will be served up, along with sweet desserts such as melomakarona, galaktoboureko, kourabiedes, koulourakia, baklava and loukoumades, a fried dough pastry favorite.

According to Marisa Raptis, the president of the Parish Council, members of the church will be making the food on sight and fresh to order. Popcorn, cotton candy and pretzels will also be available. 

Guided tours of the church will be available throughout the day, and over 30 vendors will be scattered around the church grounds selling jewelry, home                                                                                           goods, clothes, beauty products, candles and other handmade items. 

One of the main attractions at the festival is the over-the-top sweepstakes that the church holds. This year 315 prizes will be awarded including cars — a 2018 Mercedes Benz GLC 300 4Matic is first prize — an Alexa Smart Device, a Bose Home Theater, an iPod Touch, a Nespresso Mini, cash prizes and much more. Tickets for the sweepstakes are $100 each, limited to 4,999 tickets — meaning that one out of 16 will win a prize. The drawing will be held on Aug. 26 at 7 p.m.

In addition, there will also be live performances throughout the weekend for guests to enjoy. The Hellenic Dance Troupe will be performing on Saturday as well as the church’s Youth Dance Troupe, showing off the traditional Greek style of dance. A five-piece band will take the stage Friday through Sunday with tunes that will make you want to get up out of your seat, and a DJed fireworks show will turn heads on Friday and Saturday night, weather permitting. 

“People should come because we are one of the largest Greek festivals on Long Island,” said Raptis in a recent email. “Where else can you go on a Friday night and eat dinner under the stars while listening to live music and watching fireworks?,” adding, “I am most excited about being with my Greek community for four days as we show our love for our culture to everyone with music, food and dancing!”

The festival will take place, rain or shine, from 5 to 10 p.m. on Aug. 23, 5 to 11 p.m. on Aug. 24, 1 to 11 p.m. on Aug. 25 and 1 to 10 p.m. on Aug. 26. Tickets are $2 per person, and children under 12 can attend for free. A shuttle service will be available from Ward Melville High School to the church.
