Monday night, Jan. 8, members of three civic associations — Port Jefferson, Port Jefferson Station/Terryville and Three Village — gathered to hear the case for a proposed residential housing complex adjacent to the Long Island Rail Road tracks in Port Jefferson Station. 

Hauppauge developer Jim Tsunis, managing member of Northwind Group, in front of a crowded room at the Port Jefferson Free Library, reviewed the architectural plans and concept renderings for a 48-unit multifamily development to be located on 5.6 acres of fallow farmland at 16 Baylis Ave. known as Brook Meadows. The site plan includes a clubhouse, outdoor recreational areas, a playground, barbecue pits and parking. All the units are to be two-bedroom rental apartments with eight units set aside for affordable housing. 

Ana Hozyainova, president of the Port Jefferson Civic Association, moderated the discussion. Approximately 20 audience members spoke for and against the proposed development. Present at the meeting as observers were Brookhaven Town District 1 Councilmember Jonathan Kornreich (D-Stony Brook), Suffolk County Legislator Steve Englebright (D-Setauket) and the recently appointed chairman of the Village of Port Jefferson Planning Board, Ray DiBiase. 

Tsunis’ site application, reviewed by the Suffolk County Planning Commission, requesting a zoning change from light industrial to residential was disapproved in October. The Brookhaven Town Planning Board will then consider the commission’s recommendation in their deliberation about the zoning change. No final decision has been made to this point in time. 

The overarching concern noted by the commission in their report was the placement of a dense residential community among several industrial properties, including proximity to the former Lawrence Aviation Industries site. The Monday night civic meeting focused on allowing community members to voice their concerns and review those cited by the commission directly with Tsunis. 

Lively discussion

Comments from the audience were predominantly about the big-picture impacts of the project on the surrounding communities, with traffic issues as the number one concern. Several residents pointed to already glutted roadways around the proposed development and intolerable spillage into neighboring residential streets of commuters, trying to find a way around a backup.

“In the last five years, you can wait through three lights if you were on Sheep Pasture Road before you get through,” Port Jeff village resident Suzette Smookler said. 

Another longtime Port Jeff resident, Mary Negra, received loud applause for her statement about the cumulative impacts of multiple housing projects over the past few years on the overall quality of life in the village. 

“Every development adds another burden, and the layer of burdening has become untenable,” she said.

A flash point for Port Jeff civic members has been the exit and entry route to the proposed development. The access, which crosses the railroad tracks, is the only way out — this single access worries civic members about how residents would escape under emergency conditions. Tsunis responded to this concern by informing the group that he is revising the plan to include a “gated emergency route” for fire trucks and ambulances. 

According to the Suffolk County Planning Commission report, this one access point flows into a residential area in Port Jefferson village, adding more stress to the intersection of Sheep Pasture Road and Route 112. The report predicts several hundred more vehicle trips per day would pose “added public inconvenience to existing and new residents.” 

Several residents voiced opinions in favor of the development. Some people viewed residential housing as a better option than using the land for light industry. Other residents expressed their desire to see the Upper Port shopping district revitalized and perceived more residential development supporting that goal. Others wanted more affordable local housing so their children can live in the area. 

Still, several residents pushed back on the notion that more housing leads to community revitalization, pointing out the incremental loss of supermarkets, hardware stores, post offices and other services as commercial areas are turned into housing. 

“Port Jefferson has lost most of its shopping. All this traffic on 112 is being pushed through to Route 347 for people [to find what they need],” another resident said. 

Kornreich told TBR News Media that the vast majority of the calls that come into his office are opposed to the addition of any new residential properties.

“Residents feel it’s hard to justify using residential units as a tool to revitalize an area which is going to just add more population and more stress to our infrastructure,” he said.

The meeting closed with a vote limited to Port Jefferson civic members to express the association’s agreement or not with the recommendation of the Suffolk County Planning Commission report  to disapprove of the zoning change. The vote came in at 14 in agreement with the disapproval of the zoning change from light industry to residential. Five votes disagreed with the decision to deny the zoning change application. One person was undecided.

Members of the Port Jefferson Station/Terryville Civic Association went back and forth Tuesday night, Dec. 19, wrestling over conditions for land development within the hamlet.

During its December meeting, the body heard presentations from two separate applicants before the Town of Brookhaven. In a show of local oversight, the civic opted to submit letters for both applicants with conditions.

Representatives of Bicycle Path Group LLC, owner of the property at 507 North Bicycle Path, presented plans to renovate a 4,000-square-foot commercial building into a medical office and construct a separate 20,000-square-foot medical office on the 2 1/2-acre parcel.

Members posed various questions surrounding architectural design, landscaping, parking and proliferation of medical office space locally.

Also before the civic Tuesday, representatives of Riverhead Building Supply explained the setbacks involved with its proposed special-use permit for a masonry showroom at the company’s newly-acquired Hallock Avenue property, seeking to bring the current facilities on-site up to code.

Civic member Jen Dzvonar, also president of the Port Jefferson Station/Terryville Chamber of Commerce, introduced a resolution to write a letter of no objection for the proposed renovations for the masonry showroom.

Lou Antoniello modified Dzvonar’s resolution, offering to issue a letter of no objection, subject to improvements to the landscaping at the entrance of the property.

Countering, Dzvonar suggested the conditional letter would place unnecessary impediments upon the local business owner: “I think to try to request exactly what plants, what trees and what flowers they’re going to be putting on their property — I mean, you don’t ask that of your neighbor,” the chamber president said.

Antoniello, however, referred to the modification as a “simple request to see somebody’s landscaping plan,” adding that it establishes a precedent for future development.

“It doesn’t mean they’re not going to come to our community and build — it doesn’t mean we’re discouraging” the property owner, he said. “Precedent is the word we should use here. So when people drive by existing businesses, they say, ‘This is what the community expects.’”

Following these deliberations, the members approved Antoniello’s conditional letter of no objection.

Returning to the proposed medical office, the body again opted to exercise its land use oversight function. The members agreed to issue a letter to the property owner, requesting tweaks to the site plan to accommodate resident concerns over architectural style and parking.

The civic will meet again on Jan. 23.

The Three Village Community Trust, the Three Village Civic Association, the North Suffolk Garden Club, the Three Village Chamber of Commerce and students and faculty at the Stony Brook School, and the Three Village Historical Society are partners in a Beautification Project at the Stony Brook Train Station.  Over the past year, significant progress has been made removing debris, weeds, and invasive plants from the landscaped beds. And a wide variety of Long Island native plants have been added to the landscaped beds.

As part of their ongoing efforts, the Stony Brook Train Station Beautification Committee invited local artist Michael Rosengard to create a unique art installation at the Station titled ‘All Aboard – Home For The Holiday.’ This outdoor work of art, located outside the front entrance of the historic Stony Brook Station House, creates a sense of wonder and whimsy to those walking or driving past the Station, highlights the history and importance of the Long Island Rail Road, celebrates the accomplishments of the Beautification Project, and helps kicks of the Holiday Season.

The community celebrated the opening of the exhibit on Monday, December 4th!

Three Village Civic Association held its monthly meeting at the Setauket Firehouse Monday night, Dec. 4. The meeting was well attended by members of the community and featured guest speakers, New York State Sen. Anthony Palumbo (R-New Suffolk ) and Assemblyman Ed Flood (R-Port Jefferson).

Civic president Charles Tramontana reminded the community of next Tuesday’s fire commissioner vote. The vote will be held at Setauket Fire Department Station 3 on Nicholls Road from 2-9 p.m. Anyone who is registered to vote is eligible to participate.

Palumbo and Flood updated the body on various developments in Albany, including the state budget, recent bail reform laws, community projects and wastewater infrastructure. They also took questions from the audience.

One of the foremost issues discussed was that of last week’s Brookhaven Town Board meeting, a redevelopment plan for Jefferson Plaza in Port Jefferson Station calling for adding homes to the shopping center, built about 1959. The project is set to include 280 apartments and a retail area, including a food court, gym and other shops.

Attendees addressed concerns about the potential development, urging for a more logical and in-line suburban development plan. Carolyn Sagliocca, vice president of the Port Jefferson Station/Terryville Civic Association, attended the meeting to voice concern over the potential development. She asked for the Three Village community’s input on the matter.

“What a nightmare is happening around us,” she said. “I wanted to let everyone know that public comments are open for 30 days following the hearing.”

Monday’s civic meeting also mentioned the omission of wastewater infrastructure on recent ballots and the growing concern for a better infrastructure plan. Suffolk County Legislator-elect Steve Englebright (D-Setauket) spoke briefly on the issue.

“Sewers are a tool, they’re not the answer,” Englebright said. “If you look at what the three large sewers on the South Shore of Nassau County have created, they’ve drained the water table,” adding, “It’s a matter of, like with many things, a matter of balance.”

The meeting also included a collection of healthy canned food items for the Stony Brook Food Farmacy food pantry.

The meeting highlighted the importance of open dialogue and community engagement in addressing critical issues facing the Three Village area. The association holds monthly meetings that are open to the public.

The Brookhaven Town Board will hear public comments on the Jefferson Plaza shopping center in Port Jefferson Station, a proposed redevelopment project with the potential to reshape the face of the hamlet and reorient its long-term trajectory.

The board will hold a public hearing Thursday, Nov. 30, to consider rezoning the 10-acre parcel, owned by Hauppauge-based Staller Associates, to a Commercial Redevelopment District, a new classification within the Zoning Code crafted “to stimulate the revitalization of abandoned, vacant or underutilized commercial shopping center, bowling alley and health club properties.” [See story, “First of its kind: Brookhaven Town Board to review new zoning category for Jefferson Plaza in Port Jeff Station,” Nov. 16, TBR News Media.]

In the runup to the public hearing, the Port Jefferson Station/Terryville Civic Association held its general meeting Tuesday night, Nov. 28, to establish a set of priorities for overseeing the proposed redevelopment.

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) attended the meeting, identifying four primary areas of concern based on feedback he has heard from the community: traffic, density, height and architecture.

Kornreich said several of those concerns could be addressed through a 35-foot cap on building height. “What I’m going to be looking for is not four stories but a maximum height of 35 feet, which is the same maximum height that you can get in any residential area,” he said.

Leaders and members of the civic association generally favored the 35-foot cap.

The councilmember stated his intention for the developer to adhere to the conditions outlined under the Zoning Code instead of pursuing variances and other relaxations of use.

Regarding architecture, Kornreich said he had consulted with the developer, advocating for “a little bit less of New Hyde Park and a little bit more of New England.” He then presented an architectural rendering of the new proposal that was received favorably by the civic.

Much of the meeting was opened up to members, who offered ideas and raised concerns. Among the issues deliberated were the potential relocation of the post office on-site, availability and diversity of retail options at the property, possible tax increases and related traffic and environmental impact.

Jennifer Dzvonar, president of the Port Jefferson Station/Terryville Chamber of Commerce, endorsed the redevelopment initiative. “It’s very blighted,” she said. “A lot of local stores are leaving there,” adding, “We want to keep expanding and revitalizing the area.”

Charlie McAteer, corresponding secretary of PJSTCA, discussed the possible community givebacks that could be offered through such redevelopment.

“We have to work on … a purchase of some open space in our hub area that’s forever wild,” he said. He added that this form of local giveback would cushion the deal for surrounding neighbors “because they’re giving us, the community, something that we would like.”

Following discussion, the body authorized PJSTCA president Ira Costell to deliver a statement Thursday night to the Town Board representing the collective views of the organization.

Port Jefferson Station/Terryville is approaching a potentially community-defining transformation as the Brookhaven Town Board weighs the future redevelopment of the Jefferson Plaza shopping center, owned by Islandia-based Staller Associates.

Later this month, the board will consider rezoning the 10-acre parcel at the intersection of state Route 112 and Terryville Road to a Commercial Redevelopment District, or CRD, a new classification within the town’s Zoning Code. Jefferson Plaza would be the first property in town history to receive this designation if approved.

Enacted in 2020, the CRD enables mixed-use development along parcels of over 5 acres in size. According to the code, the CRD aims “to create the type of planning and zoning flexibility which is necessary to stimulate the revitalization of abandoned, vacant or underutilized commercial shopping center, bowling alley and health club properties.”

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) represents Port Jefferson Station on the Town Board. In an exclusive interview, he summarized the CRD’s purpose as “more housing, less commercial space, generally.”

“The local government has created an incentive to spur redevelopment,“ he said. “But it hasn’t been used yet, so we’re trying to use it now.”

Commercial decline

Kornreich said this new approach to commercial revitalization is guided by a sequence of “extinction events” occurring within the local retail market.

Since the establishment of these local downtowns in the previous century and even earlier, Kornreich identified the emergence of automobile culture and the growth of large box stores as the first threat to traditional mom-and-pop storefronts and downtown economies. In the wake of this first extinction event, “retail took a hit that it never really recovered from,” Kornreich said.

Retail’s downward trajectory was further exacerbated by e-commerce, which began to put even the big box stores and large retailers out of business. “And then, of course, COVID came, and that hit commercial real estate and retail,” the councilmember noted.

Confronting the many changes reshaping the commercial landscape, Kornreich said the CRD would help spur commercial redevelopment.

“This is our existential challenge: How do we help guide the redevelopment of our community so it can be healthy, so that it can thrive, and so that people can afford to live here and have a good quality of life,” he said.

Richard Murdocco is an adjunct professor in the Department of Political Science at Stony Brook University, specializing in land use, real estate markets, economic development and environmental policy. Given the current pressures upon the commercial sector, Murdocco concluded that “these antiquated shopping centers need a redo.”

While redevelopment has traditionally elicited local opposition from nearby residents, Murdocco suggests that various projects throughout the region have gained traction among locals.

“It seems to me that a lot of these redevelopment projects are starting to gain momentum because the property and the blight are so large,” he said. “These are significant pieces of property,” adding, “Government responded to the need for adaptive reuse, and now there’s a legal mechanism through the zoning district on which to do that.”

Questions raised

The push for commercial redevelopment has met with scrutiny from some.

Ira Costell, president of the Port Jefferson Station/Terryville Civic Association, raised several questions about the Jefferson Plaza proposal.

The CRD “hasn’t been used previously, and this does seem to be the test case,” he said. “In my estimation, it’s the lynchpin for further development in our community, so that’s why it’s essential that we get this right and not rush to judgment.”

“To address those things, I think we need better community input,” he added. To generate such input, he has asked residents to attend the civic’s upcoming meeting at Comsewogue Public Library on Tuesday, Nov. 28, at 7 p.m.

Local civic members are ringing the alarm over the CRD in the neighboring Three Village community. Herb Mones, land use chair of the Three Village Civic Association, highlighted the need to remediate commercial blight but suggested the CRD code is too developer-centric.

“On every level, the intention of redeveloping neglected or failing shopping centers is an admirable goal,” he said. “But the way that the code is written allows for really unprecedented development that has a tremendous negative effect on communities that are impacted by the density that results.”

Mones said the language of the CRD code is “so vague, so arbitrary and so capricious that it could be applied to virtually any shopping center in the Town of Brookhaven.”

Based on the statute, which incentivizes redevelopment of blighted properties through relaxed land use standards, Mones said the CRD code “encourages landowners to purposely neglect their properties in order to promote this eventual redevelopment.”

George Hoffman, also a member of TVCA, concurred with Mones, referring to the CRD code as “a very vague law that I think was done in haste.”

“It was really a code change that was done when we didn’t know what was going to happen with COVID,” Hoffman said. “I think it really has to be reevaluated, and I don’t think it works in this situation here” at Jefferson Plaza. 

Given that Jefferson Plaza would be the first parcel listed as a CRD, he added that this matter has implications for residents townwide.

“If they use this code to the maximum allowable density, I think it’s going to set the standard of a new suburban model for development,” he said.

The Town Board will consider the proposed change of zone for the Jefferson Plaza property on Thursday, Nov. 30, at 5 p.m.

The Port Jefferson Station/Terryville Civic Association met Tuesday, Oct. 24, for a meeting covering public safety, land use, upcoming elections and multiculturalism.

Public safety

John Efstathiou, COPE officer for the Suffolk County Police Department’s 6th Precinct, delivered the department’s public safety report, outlining an uptick across several crime statistics.

When crime data was compared from the same period in 2022, the 6th Precinct received an increase in the calls for service throughout the hamlet from 646 to 845, “so we saw a big increase in calls,” Efstathiou stated.

While there were no reported aggravated harassments or assaults, there were two reported burglaries. A smoke shop and the Buddhist temple — both located on Terryville Road — were the two burglarized locations.

Criminal mischief went up from six to 10 reported incidents. One of those criminal mischiefs resulted in an arrest, five resulted in no pressed charges and the other four remain under investigation by the department.

Harassments spiked from seven to 11. Of those, one arrest was made, eight resulted in no press and two remain under investigation. Larcenies went up from 12 to 16.

Efstathiou reported a menacing incident at the Family Dollar located at Jefferson Plaza in which an individual brandished a knife to steal money. “He was unsuccessful,” the COPE officer indicated, adding the person was “charged for menacing on that. That is still pending and under investigation.”

A robbery had occurred at the Sunoco gas station on Old Town Road, resulting in the apprehension of the alleged suspect.

Total criminal incidents went up from 35 to 64. Disturbances went up from 135 to 167. Total noncriminal incidents increased from 611 to 821. Motor vehicle accidents jumped from 45 to 83.

Land use

Civic vice president Carolyn Sagliocca updated the body on proposed developments throughout the area. She said the Bicycle Path LLC group, owner of the parcel at 507 North Bicycle Path, contacted the civic regarding a potential redevelopment project.

“They want to present their proposal here for our civic for everyone to see, and that is going to be at our December 19 civic meeting,” she said.

Sagliocca emphasized the importance of the civic’s upcoming Nov. 28 meeting, during which the body will deliberate on the proposed redevelopment of Jefferson Plaza. “We’re going to see if we can get the community to give us input on what you want,” she said. “Because on November 30, there’s going to be a public hearing at Town Hall in Farmingville at 5:30, and we hope as many residents who want to voice their opinion on what they want could be there.”

Meet the candidates

Later in the meeting, the body met judicial candidates for Suffolk County district court and Michael Kaplan, Democratic candidate for Brookhaven highway superintendent.

Steve Weissbard is the Republican and Conservative Party candidate for the district court. He served as Suffolk County attorney in family court, later working for the Suffolk Legal Aid Society.

“I bring a very balanced experience … and I expect a very balanced judgment and open mind when I sit on the bench,” he said.

Opposing Weissbard is Cynthia Vargas, who serves as co-chair of the Suffolk County Bar Association’s membership services committee. She also served as president of the Long Island Hispanic Bar Association.

“I would bring all of my experience, common sense and integrity to ensure justice for all and ask that you vote Vargas, not politics, on November 7,” she said.

Kaplan is challenging incumbent Brookhaven Highway Superintendent Dan Losquadro (R), who did not attend Tuesday evening’s civic meeting. Kaplan is a U.S. Army veteran who worked as a road inspector in the Town of Islip before working directly for the superintendent of highways in the Town of Huntington.

“This town needs different leadership when it comes to highways,” he said, advocating for a “small-town mentality” within the Brookhaven Highway Department.

Multicultural panel

The meeting concluded with a discussion among faith and ethnic leaders throughout the community. Panelists included Mufti Abdullah Sheikh, resident scholar and imam at Selden Masjid, Rabbi Aaron Benson of North Shore Jewish Center and Shaorui Li, founder and president of the Asian American Association of Greater Stony Brook.

In a phone interview after the meeting, PJSTCA president Ira Costell regarded the panel as a means of opening a dialogue and creating understanding between the religious and cultural groups that were present.

“It’s been my agenda to bring programs as often as possible that add a dimension of education or awareness or understanding about broader issues,” Costell said. “I think this really went a long way — for me personally and hopefully for other people — to realize we can have a conversation with each other.”

The civic reconvenes on Tuesday, Nov. 28, at Comsewogue Public Library at 7 p.m.

A Three Village Civic Association Meet the Candidates event Monday, Oct. 2, hosted nine hopefuls (with one absentee) for local government positions — namely Suffolk County executive, Brookhaven Town supervisor, Brookhaven supervisor of highways, county legislator and town council — asking them questions through moderator Herb Mones relevant to current issues in the community.

Brookhaven Town Council: 1st District

Incumbent Councilmember Jonathan Kornreich (D-Stony Brook) is facing special education teacher Gary Bodenburg (R) in his bid to keep the seat he won in a special election in March 2021.

Kornreich, who previously served on the Three Village school board and as civic president, said he has a deep understanding of the main issues facing Brookhaven today — land use and planning, including an undersupply of affordable housing and an oversupply of vacant retail and commercial properties.

“One of my most important goals is to help guide the redevelopment of those properties in a way that doesn’t tax our already overburdened infrastructure,” he said, referring to the current system of dealing with sewage primarily through cesspools and its impact on the town’s sole drinking water source, as well as traffic.

Bodenburg acknowledged land use is a major function of the town, but added that assuring quality of life is equally important, pointing to how the many expenses of living on Long Island are straining for families.

“Sometimes we need an outsider, somebody with a fresh set of eyes to look at the issues that we face and create solutions that are somewhat creative, but are keeping our main focus of our families and our children in mind,” he said.

Both candidates said they wanted to ensure community members have the same level of access to government as land developers, as well as increased transparency in the process of member selection for planning and zoning boards.

Kornreich expressed particular concern about overdevelopment of areas like Three Village, as well as frustration about the current notification process of proposed zoning changes to nearby residents. He called the required notification letter “arcane” and confusing, and said he sends his own letter with a map and narrative explanation to residents explaining what is proposed for their neighborhood.

He said he’s working with the town’s legal department to require more robust and transparent communication. “That type of notification and that type of process makes a big difference,” he said.

Bodenburg promised to take on long wait times for things like permits. He said he planned to ensure different departments are sharing information and working cohesively to improve the efficiency of government services.

“We can do that very easily by surveying each department and finding out from the people that are serving our community: How can we help you? What makes your job easier? How can we make your job easier, so we can get our residents to get what they need faster,” Bodenburg said.

Brookhaven superintendent of highways

Newcomer Michael Kaplan (D) is challenging current Highway Supervisor Daniel Losquadro (R), who has served in that position for a decade.

Kaplan, a veteran who spent time in the Middle East with the U.S. Army, is trying to capitalize on his 30 years of experience with highway departments, from a laborer to a road inspector to working for the superintendent of highways in Huntington.

“The highway department should be run by someone who possesses the skill, someone who actually filled potholes, ran a street sweeper, plowed in many snowstorms, cleaned up things like Hurricane Sandy,” he said, adding that he also knows well the administrative side, and what needs improvement. “I want to get rid of pay-to-play. I want to get rid of basically politics in highways — people will be promoted with their merit and not by, per se, writing a check to their political party. That needs to end.”

Losquadro highlighted his accomplishments at the department, including conversion from analog to digital since his election 10 years ago. “We were a department that was hand-writing notes on work orders,” he said. “All my foremen now have iPads with a simple graphic user interface. They’re able to take photos, they’re able to upload that information instantaneously.”

That digital revolution, he added, “not only allows me to track how those work orders are being done, but it gives me a measurable metric by which I can gauge the performance of my employees.”

Both candidates shared their desire to improve safety for bikers and pedestrians, but also acknowledged the challenge of retrofitting modern infrastructure into one of the oldest parts of Long Island.

Another area of agreement was the frustration of unfunded mandates from the state and county — particularly for road and sidewalk maintenance. “I don’t know why the Department of Transportation even bothers to call themselves the state Department of Transportation anymore, because they seem to want to abdicate the responsibility for state roads almost entirely,” Losquadro said, adding that repairing sidewalks along state roads that were installed by the state has not traditionally been part of the town’s budget, and he would like to push back and request funding from the state for this work.

Kaplan suggested a more forceful response. “You need a more fierce attitude dealing with Suffolk DOT and state DOT,” he said. “I think we need fresh eyes — someone that’s really going to go up against the state government and the county government and say, ‘No, we’re not doing this anymore, and if you want us to do it, give us some money for it.”

Suffolk County executive

Town of Brookhaven Supervisor Ed Romaine (R) has thrown his hat in the ring to lead Suffolk County after 11 years at the helm of the town. He said he’s proud of his accomplishments in Brookhaven and hopes to make the same kind of changes at the county level.

“When I came into Brookhaven, we had a lot of financial trouble and we had a divided board that was very argumentative — that ended within a few months,” he said. “My colleagues on the board right up to the present day will tell you, we work together. We have unity on the board. We have a focus to go forward.”

He said he also helped repair the town’s financial distress, pointing to the fact that the town currently has a AAA credit rating, and the New York State Comptroller’s Office just gave the town a perfect “0” score for fiscal and environmental stress indicators. He said he would also work to invite wind energy into the area, noting he’d like to move the county away from fossil fuels.

Challenging Romaine, businessman Dave Calone (D) is a Three Village resident and former federal prosecutor who sought accountability for international economic crimes, particularly in oil and gas, and for terrorism after the September 11 terrorist attacks. He later participated in assisting start-ups on Long Island and around the country.

He said he is passionate about protecting the environment and, while serving as chair of the Suffolk County Planning Commission, helped streamline and expedite the permitting process for residential solar panels, something that became a model for other counties and states. He said he even spoke at a conference on the topic in Chicago. 

“I think I’m the only person ever who has gone from Long Island to somewhere else to teach them how to cut red tape,” he said.

Calone also pledged to reintroduce a bill that would allow residents to vote on whether to raise sales tax by 1/8 of a cent to establish a water quality protection fund, which would help add sewers and update septic systems, in light of a summer that saw several days of beach closings due to poor water quality.

Marine scientists and other water experts have said prolific outdated cesspool systems in Suffolk are harming area waterways and the aquifer. The county Legislature blocked a referendum on the wastewater fund in July.

“For me, it’s about focusing on safety, opportunity, affordability and, obviously, environmental protection,” Calone said.

Both candidates agreed the county has significant areas to improve, especially in cybersecurity as well as in increased staffing for Child Protective Services, 911 operations and the police. Both blamed traffic fatalities on insufficient enforcement.

Calone said he would seek funding to create more “complete streets,” that is, roads friendly and safe for multiple uses: pedestrians, bikers and motorists.

Romaine called out the current county executive, Steve Bellone (D), saying there are essential positions left “deliberately” vacant, leaving police officers, 911 operators and CPS caseworkers overloaded and unable to keep up with demand for services. 

“I’m supervisor of a town,” Romaine said. “If I put a job in the budget, it gets filled. If it becomes vacant, it gets filled. That is not true in the county of Suffolk,” calling the practice dishonest. “If we fill those jobs, it’s not that you’d have to pay more because you’re already getting taxed for that.”

County legislator: 5th District

Anthony Figliola (R-East Setauket), a Three Village resident with experience in economic development and government relations, and former New York State Assemblyman Steve Englebright (D-Setauket) are vying to replace the vacant seat left by Kara Hahn (D-Setauket), who would have been term limited in any event.

A geologist by trade with a long association with Stony Brook University, Englebright served in the Suffolk County Legislature from 1983 to 1992, before his long term in the state Assembly until the end of 2022. He said he was particularly inspired to reenter the county’s political sphere when he heard the Legislature in July rejected the opportunity to let people vote on the clean water bill. He said the move took away a chance for public education on how aging septic infrastructure affects the county’s sole-source aquifer and local harbors.

“The reason I’m running for the county Legislature is the work that I began there to protect clean water and protect us environmentally, and in order to encourage the growth of renewable energy — those issues are still very, very much in need, I believe, of some of the attention that I can give to them,” he said. “Let the people vote for clean water.”

Figliola, who indicated he was also disappointed the Legislature did not allow the clean water referendum, said he wants to bring to Suffolk his experience helping small businesses grow and assisting municipalities seeking federal funds for infrastructure.

“I care about this community, which is why I want to bring a private-sector mindset to the county Legislature because we have fiscal problems,” Figliola said. He also said he’d like to help small businesses succeed in order to decrease the number of vacant storefronts in the area.

Both candidates agreed red-light cameras should be used in a more thoughtful and disciplined way — for public safety and not as a revenue stream. “People feel that it is a cash grab, and I want to make sure their pockets are not being picked,” Figliola said.

Brookhaven Town supervisor

In the race to replace Romaine as town supervisor, Lillian Clayman (D), a SUNY Old Westbury adjunct professor and former mayor of Hamden, Connecticut, is facing off against Brookhaven Deputy Supervisor Dan Panico (R-Manorville).

Clayman, who also worked as an organizer for a health care union and chair of the Brookhaven Town Democratic Committee, was unable to make the event, but said previously her priorities include bringing “good government” to Brookhaven, and solving issues of waste management in light of the planned closure of Brookhaven’s landfill.

At the event, Panico detailed his long service in public office, including 13 years at his current post as councilman for the 6th District. He said Brookhaven is “light-years” from the “sordid history that unfolded from decades ago,” thanks in part to anti-nepotism and ethics laws he was part of passing.

He said a key to his collaborative style is to represent all constituents and work collaboratively with others, no matter their political leaning. He also does not talk about national politics.

“I find it to be extremely divisive,” he said. “A lot of times when elected officials are so willing to jump into the fray of national politics and culture wars, it’s because they’re not necessarily spending that time that they should be doing the job they were elected to do.”

Panico pledged to do his best to protect open spaces from overdevelopment, an issue of particular interest to area residents, and something he has had success doing. “Land use zoning and planning is my expertise,” he said, adding that the area where he grew up — Mastic Beach — was a victim of “haphazard” development, which is difficult and expensive to redevelop. He said he would like to avoid that issue in places with historical properties and such a sense of place. “You have something special here in the Three Village area,” he said.

He also said he would address issues of illegal student housing in local neighborhoods by working with Stony Brook University to find solutions — especially in light of record donations to the school that could enable additional appropriate student housing. He said he has experience in cracking down on illegal housing situations and pledged to do the same in the Three Village area. “It’s like cancer,” he said. “If you, as a government representative, do not address the issue, and the people don’t believe their government is listening and doing something, what happens? The ‘for sale’ sign goes up, especially in this market, and it spreads down the block.”

Election Day is Tuesday, Nov. 7.

Major party candidates for three local offices went before the public Tuesday evening, Sept. 26, for a Meet the Candidates forum at the Comsewogue Public Library hosted by the Port Jefferson Station/Terryville Civic Association.

Brookhaven Town Council

Vying for Brookhaven’s 1st Council District, which encompasses Port Jeff Station/Terryville, incumbent Councilmember Jonathan Kornreich (D-Stony Brook) is defending his seat against Republican Party challenger Gary Bodenburg, a special education teacher at South Huntington School District.

Kornreich was first elected to the Town Board in 2021 following a special election for the vacated seat of former Councilwoman Valerie Cartright (D-Port Jefferson Station).

Kornreich served on the Three Village Central School District Board of Education and as president of the Three Village Civic Association. His professional background is in construction and real estate finance.

“I understand the economics of what drives boom and bust cycles, and how to evaluate our current stock of real estate and what can make a project viable,” he said.

Bodenburg, along with his role as an educator, has conducted local advocacy work for at-risk youth, serving on several committees within the Comsewogue School District.

“I have always been somebody that is willing to help and put my hat in the ring with anything that goes on in our community, and I’m looking forward to expressing that in this capacity as well,” he said.

On land use, Bodenburg objected to the trend of developing new apartment complexes in and around PJS/T.

“I do believe there’s a need for housing,” he said. “Once I’m able to get involved in it and I can see a little deeper, a little clearer, it makes it a lot easier.”

Kornreich said the board needs to incentivize redevelopment, citing mixed-use development as a potential means for making redevelopment economically viable.

“If it were up to me, we wouldn’t add any new residences — I think we’re already at our carrying capacity,” the councilmember said. “We all know traffic is a nightmare, but in order to revitalize these areas, we have to be able to make it work financially for the developers.”

Given some local concerns over traffic impacts from new developments along the Route 112 corridor, Kornreich supported commissioning a comprehensive traffic study to assess interactions between proposed developments.

He warned against the trend of privately commissioned impact assessments. “I think at the town, we have to stop allowing people to just hire their own experts to tell [us] what they’re being paid to say,” the incumbent said.

Bodenburg acknowledged the value of impact assessments, though he warned against studying at the expense of progress.

“I think we need to fully evaluate anything that we’re doing, but there does come a point in time where we can’t continue to just study things and we have to make actual action,” he advised.

When pressed on growing density pressures within the hamlet, Bodenburg said he has been coordinating with a real estate developer and revitalizer interested in working with the town to develop properties and expand affordable housing opportunities for residents.

“We have to be a little more creative than we have been in the past, and I think that that is something that we need to look into,” he said.

Kornreich said the region offers limited residential opportunities for young families with an “insatiable” demand for affordable housing.

“The way that we can address this at the town level is pretty straightforward,” he said. “We have control over local zoning … so we could offer incentives to developers who are going to put affordable units in their development.”

But, he added, “For these projects to work, that’s where we need the state and federal government to do things like providing low-interest loans.”

Suffolk County Legislature

Former New York State Assemblyman Steve Englebright (D-Setauket) and former NY-1 congressional candidate Anthony Figliola (R-East Setauket) have both stepped forward to fill the now-vacant 5th District seat of former Suffolk County Legislator Kara Hahn (D-Setauket).

Figliola, whose professional background is in government relations with related advocacy work for the proposed electrification of the Port Jeff Branch line of the Long Island Rail Road, centered much of his platform around the electrification initiative.

Electrification would cause “less particulates going into the atmosphere,” he said. “Also for economic development, with the revitalization of Port Jefferson Station and all the [stations] along that from St. James all the way to Huntington.”

Englebright served in the county Legislature from 1983-92 and the state Assembly from 1992-2022. A geologist by training, he concentrated his platform around green energy and environmental protection.

“I sponsored most of the laws that set the stage for the creation of a renewable energy program for the state,” the former assemblyman said. “Green energy initiatives are critically important for our future.”

When asked about the future of the Lawrence Aviation Superfund site in Port Jeff Station, Englebright endorsed the idea of relocating the existing rail yard to the property while eliminating the grade crossing on Route 112.

“The whole idea of having a rail yard there and getting rid of the at-grade crossing on 112 is very much with the concept of having a workable and safe environment,” he added.

Figliola said the community is currently on a path toward a renaissance with the site’s eventual redevelopment. He emphasized the need for public input as these local transformations continue.

“Whatever happens, the community needs to be a part of it,” he said. “As your legislator, I will certainly take the lead in working with all the various agencies to ensure that your voice is heard.”

This year’s election comes amid a countywide debate over wastewater infrastructure. When asked about the Republican majority’s recent decision to block the advancement of the Suffolk County Water Quality Restoration Act from reaching the November ballot, Figliola advocated for more sewer infrastructure.

“I am absolutely for finding dollars where available,” he said, adding, “If the voters so choose that they want to have an extra tax, that’s something that I would be for in the Legislature — for the voters to make that decision.”

Englebright objected to the Legislature’s reversal on wastewater, saying it jeopardizes tourism and agriculture, the county’s two largest industries.

“I do not believe that at the last minute — at the 11th hour — this initiative should not have been given to the public,” he said.

Town supervisor

In a race to succeed outgoing Town of Brookhaven Supervisor Ed Romaine (R) — who is running against businessman Dave Calone (D) for Suffolk County executive — Deputy Supervisor Dan Panico (R-Manorville) is squaring off against SUNY Old Westbury adjunct professor Lillian Clayman.

Panico was a practicing attorney and served as senior deputy Suffolk County clerk before entering town government. He served on the Brookhaven Planning Board before his election in 2010 as councilman for the 6th Council District, an office he has held ever since.

Clayman is a Port Jefferson resident who served three terms as mayor of Hamden, Connecticut, before becoming an organizer for health care union 1199SEIU United Healthcare Workers East and later as chair of the Brookhaven Town Democratic Committee. She currently teaches labor and industrial relations.

Clayman indicated that effective public administration starts with proper personnel decisions. “I surround myself with people who I think are smarter than I am,” she noted.

To streamline the town’s existing administrative structure, she proposed revamping the Building Department, citing voluminous paperwork and other complications within the permitting process.

While Panico referred to himself as “very similar to Supervisor Romaine,” he suggested some differences in administrative approach.

He proposed staffing his administration with “people who want to work, people who care about their jobs, no one looking to clock time or [collect a] pension and people who are honest.”

Each candidate was questioned on how his or her administration would handle the impending closure of the Brookhaven Town Landfill, located on Horseblock Road, and the precipitating loss of public revenue for the town budget.

Panico supported a more aggressive recycling campaign with greater pressure on the New York State Department of Environmental Conservation for regional sustainable planning.

“What we need to do is enhance recycling and get the DEC to go forward with a comprehensive plan to promote markets for recycling,” he said.

While acknowledging that land use is the primary function of the town government, Clayman said the town has a secondary responsibility to promote environmental protection.

“Brookhaven is supposed to protect the air that we breathe,” she said. “Brookhaven is supposed to protect the people who live around the landfill, who have since 1974 been living with that garbage.”

She added that expanding composting activities within the town would reduce the waste volume entering the landfill.

Voters will decide on these candidates in just over a month: Election Day is Tuesday, Nov. 7.
