Richard Panico is a behind-the-scenes kind of guy.

So it took some convincing when Friends of Karen wanted to honor Panico, a Miller Place resident, for his charitable nature during their third annual Long Island Gala on Friday, Dec. 4, at the Stonebridge Country Club in Smithtown. The organization’s Regional Director, Nancy Mariano, approached Panico earlier this year, asking to spotlight him at the event. Initially, he wasn’t thrilled with the idea.

“I read this somewhere [that] if more than one person knows you did a good deed, it’s no longer a good deed,” Panico said. “So … to me it’s just not necessary to have that kind of ego.”

Panico got involved with Friends of Karen three years ago when he purchased the building on Perry Street in Port Jefferson that the organization operates out of. Currently, Panico’s company Symbio, which provides clinical trial management services for pharmaceutical companies, and Friends of Karen share the building. He turned his efforts toward helping the organization, which aims to offer emotional and financial support to families of children with life-threatening illnesses, but his efforts didn’t start with Friends of Karen.

In 2003, one year after Panico’s company was established, he kickstarted its annual bike-a-thon at Heritage Park in Mount Sinai to help raise money for St. Jude Children’s Research Hospital. It held the fundraiser for seven years and raised more than $50,000.

“It was good for the company,” said Susan Swamback, an employee of Symbio. “It was good for all of us to feel like a team. … He loves that.”

Swamback also helped with the annual bike-a-thon, but the fundraising stopped after the company didn’t raise as much money as it had hoped, despite its efforts.

Over the past few years, Panico has donated skin creams to families that frequent hospitals and helped one child and his family attend a New York Mets baseball game. Panico’s nephew Tom McGuire added that his uncle also tries to help his family and friends.

During the gala, Mariano said Panico “is the kindest most generous father, husband and friend to all.” Mariano added that the organization was proud to acknowledge Panico at the event.

While the gala was a means to highlight people like Panico, it also helps Friends of Karen raise awareness and money to further its mission. In the organization’s 37 years, it’s helped around 5,500 sick children and their families. Panico said the organization works hard to achieve its goal, and even continued his own effort to help the organization during his honoree speech.

“If you are able to donate — if you’re able to buy raffle tickets, if you’re able to [participate] in the silent auctions, that would be fantastic,” Panico said during the gala. “If you can’t … tell your friends, spread the word.”

Rocky Point may soon have one less eyesore in its downtown business district.

After four years, Councilwoman Jane Bonner (C-Rocky Point) said the town finalized its purchase of Rocky Point’s Oxygen Bar property. The Town of Brookhaven acquired the land for $525,000 — a sum $275,000 less than the property owner’s asking price.

On May 9, 2011, the town shut down the business after four people were involved in a non-fatal shooting on the premises. The bar’s Place of Assembly permit, which allows people to gather and conduct activities at the location, also expired.

For several years, the owner of the Oxygen Bar property rented the establishment to various operators and promoters. Cafe Brianna was one of many businesses that used the establishment before the Oxygen Bar, but that eventually closed due to limited parking. When the bar came into town, initially the CVS across the street allowed cars from the neighboring business to park in its parking lot, but that agreement changed after the shooting.

As the area strayed from a family-friendly location, the town hoped purchasing the property would help revitalize the area — something Bonner started working on before she got into office.

According to Bonner, the bar’s poor business plan contributed to its failure in the business district.

“It’s one thing to always have a dream,” Bonner said. “It’s another thing to meet and discuss your business plan.”

The bar owners held wet T-shirt contests, gentlemen’s nights and other events to attract residents to the premises, but their attempts were unsuccessful. Since the bar closed in 2011, the property has remained vacant.

Now, the town may demolish the building before spring. The plan is to landscape and beautify the property after tearing down the building. The project would add to the property’s infrastructure improvements, which the town finished last year.

“This is wonderful for Rocky Point,” Bonner said. “[The bar’s] always been a blight and an eyesore even when it was operating.”

After Sept. 11, 2001, the Williams family wanted to so something special to remember their son Kevin who died on that day, and after 15 years, they’re still honoring him.

Community members packed themselves into Phil’s Restaurant in Wading River to help support and donate toys to the Kevin Williams Foundation’s 10th annual Toy Drive, which was held on Dec. 1, from 7 to 10 p.m. The toy drive is an expansion of the Williams service to the community.

Fifteen years ago the family created Kevin’s Angels, which helped send children to a sports camp or play for a team. However, after schools and organizations like Long Island Youth Mentoring sought the family’s help for other families in need, the Williams started the toy drive to continue their outreach. For the Williams, giving back to the community and offering a helping hand during the holidays is a way to remember their son.

“We knew that we had to share his zest for life,” said Patti Williams, Kevin’s mother. “What better way than creating a foundation; and we could give to children and hopefully change the direction of some of their lives.”

Kevin Williams worked for Sandler O’Neil, a financial company based in Manhattan. The 24-year-old was on the 104th floor of Tower Two when tragedy struck and the building collapsed. Williams was to be married 10 weeks after Sept. 11.

In 1995, Williams graduated from Shoreham-Wading River High School and had a passion for academics as well as sports. In high school he was the captain and the most valuable player of his basketball, baseball and golf teams. Several years ago, Shoreham-Wading River renovated its varsity baseball field and renamed it after Williams. The field offers the family and other community members with a safe space to remember a loved one and reflect on Sept. 11.

This was the fifth time Phil’s Restaurant, owned by Phil Marcario, donated the space for the toy drive. Since Marcario’s wife grew up with Kevin Williams, the two are like family. Together, they made the night more than just a toy drive.

“We really wanted to make it a night where people could mingle and talk instead of just dropping off a toy,” Marcario said. “You could come and kind of spend time together, which is what the holidays are really all about.”

According to Mike Williams, Kevin Williams’ father, the toy drive helps around 30 families annually. They’ve also helped 1,025 underprivileged kids attend sports camps in the past 15 years. Despite their efforts, the family said the community is what really helped get to this point in their lives.

“We have a great faith, but we also surround ourselves with an abundance of love,” Mike Williams said.

While the Toy Drive was created in light of a tragedy, Shoreham resident Steve Malandrino said the Williams are one of few families who have turned a bad situation into something positive. Malandrino was once Mike Williams’ student when he attended Miller Place High School in the 1970s. Thus far, he’s attended nine of the 10 toy drives.

In addition to the abundance of community support, turning a negative situation into something positive also helped the family get through tough times.

“Anyone who’s gone through a tragedy, especially losing a child — you have a decision to make,” Patti Williams said. “You somehow have to get yourself from that point of not wanting to wake up in the morning because it’s another day of pain, to finding an avenue where you can make lives better for others.”

Suffolk County is getting more serious about a smelly situation.

Sixteen months ago, Suffolk County Executive Steve Bellone (D) bumped water quality issues to the top of his to-do list. Now, the Suffolk County Health Department is reviewing existing sewage treatment plant sites, its enforcement and possible means to strengthen current regulatory programs.

Suffolk County Health Commissioner Dr. James Tomarken said the program could be more effective despite the efforts of wastewater management staff members.

“As a part of a comprehensive approach to improve water quality, it makes sense to review our existing regulatory programs in consultation with governmental agencies and other stakeholders to identify areas where those programs can be improved,” Tomarken said in a press release.

According to Peter Scully, deputy county executive, there aren’t any specific steps to improve the programs yet.

Earlier last month the health department met with the New York State Department of Environmental Conservation and the Suffolk County Water Authority, on Nov. 5 and Nov. 16, respectively. Scully said the department addressed regulation efforts and compliance issues with the DEC while they tackled water quality concerns and siting requirements for the sewage treatment plants.

According to the county executive’s website, there’s an excess of 200,000 on-site residential wastewater disposal systems in environmentally compromised areas in the county as of last year. Reviewing the existing programs is an extension of Bellone’s Reclaim Our Waters Initiative. He announced the initiative in March of 2014 to address the county’s poor water quality.

Nitrogen pollution is rampant in the water, which not only affects the water quality but also the organisms living in these waters. The Town of Brookhaven took on similar efforts to address Brookhaven’s declining water quality. In October, the town issued its own study about Long Island’s water, starting with the Setauket Harbor. While that study will take up to a year, conducting the review on the county’s regulatory programs may take several months, according to Scully.

The sewage plant application process will also be evaluated. The health department receives around three applications annually. The review will examine whether the department has adequate penalties for those who don’t comply with sewage plant siting regulations. The regulation process of new facilities or those under order is also up for examination. Scully said this is to help make the facilities better for the environment.

There used to be more to North Country Road than meets the eye.

State Assemblyman Steve Englebright (D-Setauket) discussed the history and importance of Long Island’s Main streets like North Country Road during the Three Village Community Trust’s 11th annual celebration Nov. 18. Around 80 residents attended the event, which helps raise awareness of various conservation or preservation topics.

Cynthia Barnes, president of the group, said the event also helps residents understand the community better. This year, highway and street preservation was the topic of the evening.

According to guest speaker Englebright, in the early 1600s the king of England ordered the construction of North Country Road otherwise known as Route 25A or Main Street. Christian Avenue was once part of Main Street before North Country Road was developed further. Englebright said North Country Road is the oldest road in the community and it is one of many structures that help define the area.

Speaking about the streets in the neighborhood, Englebright said, “They are also fragile and can be lost and in doing so we can lose part of who we are.”

While change is inevitable as time progresses, the goal is to remember and preserve the history of the locale. Englebright added that many roads residents use are some of the oldest roads in the area. He didn’t specify which roads in particular but said that those living in the community don’t always realize the small changes made to the area over time.

With development pressures and gentrification it’s easy for a community to lose its history. With the trust’s annual celebration, Englebright hoped to bring awareness to the history of local roadways, and help continue preservation efforts.

“We have a tradition in this community of preserving our heritage and trying to maintain that quality of our overall community through preservation and adaptive rescue of repurposed historic buildings,” Englebright said. “[Preservation efforts have] happened here more than almost anywhere else I could think of.”

For his past 32 years as an elected official, Englebright fought and continues to fight to preserve historic neighborhoodsincluding the roadways. In light of his preservation efforts over the years the trust not only invited Englebright to make a presentation at the event, but also honored him for his service and his support of the trust and its work.

The assemblyman has helped preserve many historic sites including the Davis Town Meeting House in Coram. The exterior of the house was renovated but the interior was left in shambles. Unused buildings are typically targeted. In order to preserve the 1750s-built house, Englebright supported a grant to help the Davis Town Meeting House Society cater to the building’s interior. The grant is one of many the assemblyman has advocated during his time in public office.

“We’re very lucky to have an assemblyman or an elected official with not just a vision for this community, but he’s actually able to implement [these visions] in various ways and inspire other people to help him,” Barnes said in a phone interview.

Town of Brookhaven officials and residents have one less thing to worry about next year, now that the 2016 budget has been finalized.

On Nov. 19, the town board approved Supervisor Ed Romaine’s nearly $281 million proposed operating budget, which complies with the New York State cap on tax levy increases — in fact holding it, and thus residents’ property taxes, steady next year.

According to a previous interview with Finance Commissioner Tamara Wright, who helped Romaine (R) craft the budget, the town accomplished this by properly managing its capital projects and by satisfying debts.

Earlier this year, the town finished paying off an $8.4 million debt connected to the New York State employees’ retirement system, allowing the town to save about $1 million annually. But its efforts to reduce debt will not end there — going forward, Romaine said, the town will continue addressing that issue and prioritizing expenditures.

“You should not spend money you do not have,” he said. “We’re very much aware of that, and we’re monitoring all of our expenses very carefully.”

Some funds that would have gone toward the completed debt payments will instead be used to fund other parts of the budget in 2016.

The budget also allocates $5.2 million for the highway department’s snow removal budget, a number that has been incrementally increasing since Long Island communities had to dig out of dense snow in the February 2013 blizzard commonly dubbed Winter Storm Nemo, which shut down some roads for days. Brookhaven’s snow removal funding has doubled in the last few years.

If there is leftover money in that account after the winter, the goal is to deposit it into a reserve account that would be used in an emergency winter weather situation.

While roadway upkeep is important, Romaine said designating money to fund all maintenance issues is difficult, because spending is limited.

“It’s hard to do that when you have a tax cap,” Romaine said. “I believe the budget is as good as it’s going to get, considering the constraints we live under.”

In addition to raising the snow removal budget, the town is putting money toward traffic safety, park improvements, open space preservation and land acquisition. The spending plan also increases funding for public safety staff, code enforcement and internal auditors, among others.

Romaine touted the budget’s relying less on fund balance to get by, which adds to financial stability. Without including its debt reserves, Brookhaven’s 2016 budget will only use $2.35 million in reserves, a substantial decrease from the 2015 spending plan, which used about $8 million.

There’s no stopping Port Jefferson’s Harbor Ballet Theatre.

For the 24th year, the theatre will have its dancers and residents on their toes with its annual production of “The Nutcracker.” John Worell, executive artistic director of the performance, said he and his wife Amy Tyler started the production as a means for dancers from various dance schools to work with professionals in a full-length ballet. Now, the production is a tradition in the community.

“We would be killed if we stopped. It’s become such a part of the Dickens Festival and the community and the school,” Worell said. “We have made it 24 years … but we plan to go further than that.”

Current soloist for the American Ballet Theatre Craig Salstein and the theatre’s former principal dancer Ashley Tuttle are returning to reprise their roles as the Cavalier and the Sugar Plum Fairy in the show. Tuttle is also a Tony-nominated dancer for her performances in “Moving Out” and “Come Fly Away.”

Shannon Christ and Hannah Smith,  seniors from Earl L. Vandermuellen High School, are also returning for their last performance in the ballet. Both Christ and Smith are excited for the performances on Dec. 4, 5 and 6 this year. Smith described the nearly 75- to 80-member cast as a big family, saying that everyone bonds during rehearsals. Sara Jaffie and Jack Worell also return to play Clara and The Nutcracker for another year.

While these dancers have remained the same, some aspects of the play haven’t. Aside from changes in props, setting and dancers, Worell said the ballet’s battle scene changes every year according to the skills of the cast.

“If I have strong mice, then they can pick the soldiers up. If I don’t have strong mice, then they just battle around the stage,” said Worell, who choreographs the battle scene every year. Worell didn’t mention what his plan was for this year’s battle scene.

Overall the choreography will remain the same unless Worell and Tyler, who owns the ballet company, decide to let another choreographer take the lead on the production (typically the choreography doesn’t change until a new or guest choreographer takes over.) While “The Nutcracker” is a popular ballet production around this time of the year, it is the tradition that keeps people coming back every year.

When Tyler’s company started the production in 1991, three or four other dance company’s performed the play on the Island. Now, around nine company’s perform this ballet around the holidays. What separates Tyler’s company from the others is how they tell the story. Unlike some productions of “The Nutcracker,” the audience can see Clara in the beginning and how she and the story progress.

Audience members can decide if the story is a mere dream or rooted in reality on Dec. 4 at 8 p.m., Dec. 5. at 3 and 8 p.m. and Dec. 6 at 3 p.m. at the Earl L. Vandermuellen High School auditorium, 350 Old Post Road, in Port Jefferson. All seats are $24 with senior and group rates available. For more information call 631-331-3149.

Despite the New York State Comptroller’s audit report, Rocky Point school district is sticking to their guns.

Last week, on Nov. 19, New York State Comptroller Thomas P. DiNapoli released completed audits of four school districts, including Rocky Point. In the audit, he claimed that the school district exceeded the four percent statutory limit on its fund balance between July 1, 2013 and March 31 of this year.

According to the audit, during the 2009-10 to 2013-14 fiscal years, the Board at the time had accumulated $13.1 million. However, the district only used $1.2 million, and experienced a surplus in their unrestricted fund balance. Rocky Point’s Superintendent, Michael Ring, said this fund is utilized in emergency situations where the district cannot afford necessary expenditures — this includes funding programs or accommodating a special needs child, among other reasons.

Ring refuted the comptroller’s financial report.

“Bottom line for us is that if we were over the four percent, our external auditors would be required to report that,” Ring said in a phone interview.

But the Superintendent said no such claims were filed. He added that the Comptroller’s odd method of counting the school’s fund balance is unusual, as excess money from one school year is added to the previous year’s closing bonds.

Ring mentioned that the Comptroller acknowledged the district’s fund balance was below four percent within that time period. Now, the district is between 5.4 to 7.8 percent, according to the Comptroller’s report. Taxpayer dollars contribute to the district’s unregistered fund balance. An excess of money in this fund means taxpayer dollars go to waste. Ring assured meeting attendees that is not the case for the district.

For Rocky Point school board members, acquiring funds for the unrestricted fund balance is a guessing game. The school district must base their fund balance amount on possible future expenditures that the school may not be able to afford without this fund balance. Typically, the district budgets its money conservatively. The district’s actual expenditures are within 0.2 percent of what they budgeted.

Some community members weren’t phased by the Comptroller’s report. When asked about it, Rocky Point resident Mary Heely said she was surprised by the news. She stood by the Superintendent’s word that the district didn’t exceed the statutory limit of its unrestricted fund balance. With the failure of the district’s bond, Heely, like some other community members, had other financial issues on her mind.

“According to Mr. Callahan,” said Heely, referring to Rocky Point Board of Education member Sean Callahan, “we may be in serious trouble if there was a major event in this district. I think that’s the bigger concern at this point, as far as the lack of funds that could be necessary in the future.”

History is worth preserving for the Higher Ground Inter-Cultural & Heritage Associates.

Once the Bethel Christian Avenue and Laurel Hill Historic District had an extensive African American and Native American population. But with Long Island’s high cost of living, that robust population decreased as these families left the district over the years.

While many of the historic houses have disappeared due to development pressure, some descendants of the African American and Native American communities have resided in the district for more than 200 years. But Higher Ground doesn’t want the history of communities to disappear in the future.

The nonprofit organization received a $7,000 grant from the Preservation League of New York State on Thursday, Nov. 19 to help the organization’s cause. State Assemblyman Steve Englebright (D-Setauket) and Brookhaven Councilwoman Valerie Cartright (D-Port Jefferson Station) were among those in attendance.

The grant will allow the organization to complete a survey of the Bethel Christian Avenue-Laurel Hill Historic District and neighboring communities. The survey is one step toward registering the historic district with the state.

“When you have a very small community with a fixed number of people, gentrification is disastrous and that’s the struggle,” said Robert Lewis, president of the Higher Ground Inter-Cultural & Heritage Associates.

Although Lewis doesn’t know the exact number of African American and Native American descendants residing in the area, he said the population might be around 7 to 8 percent. Pastor Gregory Leonard of the Bethel African Methodist Episcopal Church said the African and Native American history in the area dates back to pre-revolutionary war time when Native, European, and free or enslaved African Americans began establishing a rapport in the district.

Leonard added those developing relationships were an important part of the area’s heritage that the church will continue — creating a close relationship with community members and helping those in need. While some descendants have moved, Leonard said the church and the district is still home for these descendants.

Establishing the district as a historical landmark is a goal for Lewis — his effort to preserve the district began more than two decades ago. According to Erin Tobin, director of preservation for the Preservation League, the organization applied for the grant and is one of 14 to receive funding. Professor Chris Matthews of Montclair State University said the team conducting the survey would have more time and resources to execute the survey.

“Hopefully this will strengthen our understanding of this community and how it’s developed, grown [and] changed over the years and help to bring awareness to the large communities,” Judith Burgess said. Burgess is a freelance consultant who conducts historical research on Long Island communities.

Displacement in the area due to development pressure landed the Bethel Christian Avenue-Laurel Hill Historic District on Preservation League’s Seven to Save list of endangered places in 2014, according to a press release about Higher Ground’s grant. But the grant and the survey will help find a permanent way to preserve the district for present and future generations.

“This community has such a unique history and culture. If the history is not documented properly then…it gets distorted and we don’t want that to happen here,” Cartright said during the event. “We want to make sure that everything is historically accurate and the present committee has done a great job getting us to this point.”

Residents were “freezin’ for a reason” at Cedar Beach on Saturday, for the Town of Brookhaven’s sixth annual Polar Plunge event.

Some of the countless residents in attendance took the plunge into the chilly waters of the Long Island Sound to help raise money for the athletes of the Special Olympics New York. Plungers who raised at least $125 received a sweatshirt for their efforts.

Members of the Suffolk County Police Department, Nestle Nesquik, Long Island’s My Country 96.1 FM and local government officials, including Supervisor Ed Romaine (R), Councilwoman Jane Bonner (C-Rocky Point), Councilman Kevin LaValle (R-Selden) and Councilman Neil Foley (R-Blue Point), were there to show their support or join the plungers and take a dip in the water.

Despite the breezy weather and cold currents, some residents left the water saying the water wasn’t as chilly as last year.
