Town of Huntington Councilwoman Tracey Edwards (D) learned a lot about herself in 2017. For one, she’s not a politician.

The 56-year-old Huntington native, who lost to state Assemblyman Chad Lupinacci (R-Huntington Station) in the November race for town supervisor, will not be returning to the town board Jan. 1. But she is proud of the campaign she led and the community-oriented issues it centered on.

Edwards ran for Huntington’s top seat instead of taking the admittedly safer route of running as an incumbent for re-election to the town board. When asked why, she repeatedly said, “This is not about me. This is about what I believe is best for Huntington.”

She has always seen herself as a community advocate and public servant, first and foremost, a trait noticed and respected by those she has served.

“At the end of the day, I’m a community advocate,” Edwards said. “The nastiness and personal attacks in elections were never things I was ever interested in. I want to help people and our town. True public servants don’t stop doing that just because they lose an election.”

In junior high school, she got her official start in community service as a candy striper at Huntington Hospital. She was encouraged to give back to the community by her father — a narcotics detective on the town’s former police force — and mother, Dolores Thompson, a Huntington activist still going strong today.

Edwards has served on the board of directors of the Long Island Association in Melville and is the Long Island regional director of the NAACP — a post she said she looks forward to returning to.

As councilwoman and supervisor candidate, she focused on making Huntington a more inclusive place for everybody, regardless of age, race, gender or economic bracket.

“We have a very robust, diverse and unique town that is filled with wonderful neighborhoods and great communities,” Edwards said. “There’s no place else I would rather live. While I wish Chad Lupinacci the best, I’ll be keeping my eye on him to make sure this town continues to move in the right direction for all.”

During her four years in office, Edwards has worked alongside Councilwoman Susan Berland (D) to expand affordable housing legislation for millennials and first-time home buyers and has been hands-on with youth-based programs that focus on character building, recreation and tackling the drug problem. She created a special annual luncheon, dubbed Memories of Huntington, to honor seniors age 75 or older, who have lived in town for more than 50 years, for their contributions to Huntington’s history.

“Tracey is not a politician’s politician … she’s for the people,” said Jo Ann Veit, a member of the Senior Reunion committee. “People love her because she’s there for them and she gives you that feeling that she’s there for you, thinking about you and the town, and what would be best for the seniors in the town. When people leave that reunion, they’re all so pleased with Tracey and how genuine she is. She has been a wonderful councilwoman.”

Bob Santo, commander of Greenlawn American Legion Post 1244, has gotten the same sense of sincerity from Edwards in the years they’ve known each other.

“The first time I met Tracey was during a parade in Huntington Station and she was on the back of a motorcycle being ridden by one of our American Legion motorcycle [members] — she was having a grand old time,” Santo said, laughing. “With Tracey, what you see is what you get, and what she says is what she means. She’s never trying to pull the wool over anybody’s eyes.”

Santo praised the councilwoman for spearheading the Huntington Opportunity Resource Center, a program that offers assistance with résumé preparation, job searches, career options and job training access for unemployed and low-income residents, many of whom are veterans.

Edwards said her proudest accomplishment has been her ability to turn difficult times in her life into something beneficial to those around her. Upon being diagnosed with breast cancer in January 2016, she was determined not to miss a single board meeting and scheduled her chemotherapy, radiation and surgery sessions around them.

When she finally became cancer-free, Edwards, who said she goes for breast cancer screenings once a year, realized there were probably so many women out there who may not be aware of the importance of screenings or have access to health care.

She partnered with Huntington Hospital-Northwell Health to host an education program on preventative screening exams, risk assessment, nutrition and information for free breast cancer screenings at Huntington Town Hall.

She also helped to rewrite the town’s ethics code to make town hall a more transparent place for residents.

“I know that Tracey Edwards is a committed and dedicated public servant,” Dukes said. “She truly brings conviction to the cause of equality and justice for all people. She’s embodied that in her professional life, as a worker in the NAACP and her political life.”

Edward’s work ethic comes as no surprise to her mother, Dolores Thompson.

“This year she’s had the initiative and aggressiveness and guts, in plain old English, to run for supervisor in this special community,” Thompson said. “She’s a trooper, a very strong woman who speaks her mind, and I’m very sure she will do something even better for this community as she progresses. She didn’t want to go back as a councilwoman and why would she? You don’t go backward, you keep going forward.”

“Four years ago, we were blessed with a person that I have never, ever encountered someone with more energy and the ability to move in and create change,” Petrone said. “A woman who has given so much in the short, short four years to the Town of Huntington and its residents … Tracey Edwards, we the members of the Huntington Town Board on behalf of the residents of Huntington wish to extend our sincere thanks to you for service to our community.”

Edwards thanked members of the community and assured all in the room her journey isn’t over.

“You haven’t heard the last of me,” she said. “You have not.”

It’s much more than a place to go to appreciate the work of late artist and painter Joe Reboli.

Located at the former site of Capital One Bank across the street from where Reboli grew up in Stony Brook, the Reboli Center for Art and History, which opened a little more than a year ago, blends a collection of art from the prolific painter with works by other local artists, rotated every three months.

Housed in an A-frame white building with blue awnings, the center has showcased the work of artists including Ken Davies, who was Reboli’s teacher and mentor.

Reboli was born and raised on Main Street, not far from where his name is memorialized.

He and his family had a long history in the area. His grandfather ran a business across the street from where the center now stands, and decades later his aunt worked in the same building when it was a bank.

He died in 2004 at age 58 after being diagnosed with lung cancer. Since his death, his wife Lois Reboli had been attending makeshift meetings at coffee and kitchen tables across Three Village with a squad self-identified as The Rebolians, working to make sure Joe Reboli’s story lived on.

“[The center is] hopefully a gift back to the community my husband loved so much,” said Reboli, a former art teacher.

He was on the board of the Three Village Community Trust and Gallery North. When asked by his wife why he attended those gatherings, she said he told her he loved the community and wanted to support it in some way.

“I didn’t really understand it at that point,” she said. “I did after he got sick, and I just really wanted to give something to the community so they would remember Joe.”

As part of the center’s cultural contributions, free talks are given with local artists, and, after a successful musical debut, the center may be the site of future concerts.

Donna Crinnian, a photographer whose pictures of egrets were featured at the center in the fall, called the center a great addition to the community.

“Everybody in the community likes having it there,” she said. “They get a really nice crowd coming in for the speakers.”

Besides Reboli, the idea for the studio gallery came together with the help of Colleen Hanson, who worked as executive director of Gallery North from January 2000 until her retirement in September 2010. She worked alongside Lois Reboli after Joe passed and also helped launch the first Reboli Wet Paint Festival weekend at Gallery North in 2005.  Hanson also worked with B.J. Intini, a former Gallery North assistant and executive director who is the president of the Farmingville Historical Society.

“I made a vow that we would do something for [Reboli],” Hanson said. “If we were to find a space, it had to be in Three Village and it had to have a Joe-like feeling. Now, I pinch myself and think, ‘This is so cool.’ We love this community. We want it to be even better and richer for everybody, and I see this as a beautiful upbeat place where people want to be.”

State Assemblyman Steve Englebright (D-Setauket) is credited with helping to make the purchase a reality, Reboli said. He helped the three, self-dubbed the “tres amigas” create a not-for-profit called the Friends of Joseph Reboli, with a mission of collecting, preserving and exhibiting artwork and artifacts related to Joe Reboli. The group filed for federal 501(c)(3) status in 2012.

Reboli had been looking for a suitable place to share her late husband’s work with the public and had been demoralized by a few false starts when she wondered if she would be able to find the right spot.

It wasn’t until March 2015 when Hanson said she heard of Capital One in Stony Brook potentially leaving the historic landmarked building at a price tag of $1.8 million. Englebright spearheaded securing a $1.3 million state grant that went toward the purchase of the building, and two anonymous $150,000 donations turned the dream into a reality.

“He went to bat to help us get as much funding as we could,” Reboli said of the lawmaker. “He was remarkable.”

She signed the contract Sept. 25, 2015 — her late husband’s 70th birthday.

“It’s everything I hoped for and more,” Englebright said of the center. “I have heard from dozens of people and they are absolutely thrilled that this is a new part of the cultural dimension in our community.”

Englebright said the late artist’s paintings open up a wide range of conversations about the interaction between nature and development. One of his favorites is of three gas pumps in front of a coastal scene on the North Shore.

“He put this scene together that clearly to me is an expression of concern regarding the impact of overdevelopment, on a way of life, and on the beauty of Long Island,”
Englebright said.

In its first full year of operation, the center, which is free for guests, has hosted a range of crowds and events. In May, it welcomed a visit from the Commack High School Art Honor Society. In late October, world-renowned cellist Colin Carr, who has appeared with the Royal Philharmonic, the BBC Symphony, the Los Angeles Philharmonic and the Montreal Symphony and is teaching at Stony Brook, performed at a benefit concert.

He said the way the sound worked its way through the building was an unexpected
surprise.

“When I went in there and played the cello briefly as a trial run, it was immediately apparent that this was perfect for the cello,” Carr said. “It’s always exciting to walk into a new place, whether it’s a room or concert hall or even a church, to sit down and start playing and feel that there’s an immediate rapport between me, the instrument and the space.”

Carr is the one who suggested that the center would be a “wonderful place for a small music series.”

Reboli said she is thrilled with the direction the center is taking and suggested the showcase is far beyond what she had imagined when she first discussed highlighting her late husband’s artwork.

On a Friday in late November, the building hit a high-water mark with about 180 guests in attendance, Reboli said.

“I would have been happy with a wall somewhere,” Reboli said. “This has morphed into something that would have been unimaginable before. Never did we expect to have a place like this. This is a miracle.”

Being named a National Blue Ribbon School by the U.S. Department of Education is an achievement that takes a village, but leaders in Port Jefferson School District attribute the designation to one confident, tough yet compassionate woman.

Christine Austen is in her third year as principal at Earl L. Vandermeulen High School. In that short period of time, according to her colleagues, she has imposed her strong will, ideas and work ethic on the school and is the person most responsible for the school being recognized on a national level in September with the Blue Ribbon honor.

“The award acknowledges and validates the hard work of students, educators, families and communities in striving for — and attaining — exemplary achievement,” the education department’s website says regarding qualifications for Blue Ribbon distinction. About 300 public schools nationwide were awarded in 2017.

For helping to earn the prestigious award for Port Jeff and for her tireless efforts to improve the academic, social and emotional well being of all of her students, Times Beacon Record News Media named Austen a 2017 Person of the Year.

“The things that are happening at the high school among the staff, with the students, with the community, you can’t have those things happening without a principal who’s really moving it, is a big part of it, gets involved — she does not look at the clock,” Superintendent Paul Casciano said.

According to Jessica Schmettan, the district’s executive director of curriculum and instruction, Austen’s relentless commitment to analyzing the effectiveness of academic programs and initiatives, and examining results with a critical eye have created quantitative improvements in student performance since she became principal.

“She’s always attuned to the data to help push the academic limits forward, and we definitely see those quantitative results,” Schmettan said. The curriculum and instruction director pointed out Austen’s strengths as a principal are far from limited to fostering academic excellence though. “The principals I’ve worked with always demonstrated a clear strength — who was more of a social and emotional leader, who was more of an instructional leader, who focused more on the community. Everybody that I worked with demonstrated a strength in certain areas, where Chris I think embodies all of those things and that’s really unique.”

Austen and her husband Phil are each products of the Port Jefferson School District and community. She got her start working for the district as a librarian, and eventually served as a kindergarten-through-12th grade assistant principal for her first foray into the administration world. Despite competing against at least one other candidate with experience as a principal, Austen wowed the school board at her interview, which led to her earning the position.

“She came in the room, straightened her back, she sat in the chair and just emitted this confidence that, ‘I’m going to nail this, I’m going to give you my best answers,’” board of education President Kathleen Brennan said. Brennan said Austen’s confidence, without arrogance, stood out during her interview and has translated seamlessly into the position.

Many of her colleagues spoke about Austen’s knack for deftly walking the fine line between holding students accountable without being punitive, while always remaining positive and generally warm.

“If you’re working in this field, and she’s no exception, her ‘put the students first’ mentality is definitely a great strength,” Assistant Principal Kevin Bernier said.

Bernier shared a story about an incident that occurred during a pool party at a student’s home in 2016.

A student at the party, who frequently had seizures, was the only person in the pool at one point. Bernier said he noticed something was wrong with the student, and realized he might be having a full seizure in the pool at that moment.

“It only took a second,” Bernier recalled. “I said, ‘Is he OK?’ You saw something and he started to go down and before I even blinked my eyes, [Austen] was in the pool. If he went under he was going to take in water right away, and it was literally before I could even blink my eyes she was in the water.”

Bernier noted, Austen is far from an avid swimmer and the student was much taller than her, making the rescue no simple task.

“It took quite a bit of courage to dive into that pool,” said Edna Louise Spear Elementary School Principal Tom Meehan, who also was at the party.

Middle school Principal Robert Neidig, who started the same year as Austen, said he considers her a mentor. He said she’s great at giving one on one advice, but he also loves to hear her speak publicly because she strikes a perfect tone of humility and warmth accompanied with an unquestionable confidence that creates a perfect mixture for a leader.

“I couldn’t imagine doing the job without having her perspective,” he said.

Casciano summed up some firsthand observations he’s had since Austen took over at the high school.

“You’ll see her in the hallway putting her arm around a child,” he said. “She knows them and knows just from expressions on their faces, she could tell whether or not they’re having a good day, bad day. And if things look like they aren’t going well, she’ll engage the student and try to encourage them.”

Two Stony Brook teens have perfected how to turn lemons into lemonade for a worthy cause.

Maddie Mastriano, 17, and her younger brother Joseph Mastriano, 14, started off just wanting to sell lemonade outside their home one hot August day in 2013. At the time, the pair never imagined their venture would grow, or how it would grow.

The first year they thought of splitting the few dollars raised between friends, but their mother suggested donating it to charity. Since then the Mastrianos and their friends have raised $36,000 for Stony Brook Children’s Hospital with their Three Village Kids Lemonade Stand — $20,000 of that amount from this past summer alone.

Laura Mastriano said her children caught the fundraising bug after the first time they handed over the money to Stony Brook Children’s Hospital, so they decided to make it a yearly tradition.

Formerly known as the S-Section Kids Lemonade Stand, the booth attracted hundreds of residents from all over the school district and even local celebrities to their home in 2016, according to Mastriano. The event was moved to the grounds of R. C. Murphy Junior High School, where Joseph is a student, in 2017, and 500 people attended over the course of another hot August day. Besides lemonade, the kids have expanded to offer food, activities and live music. Town of Brookhaven Supervisor Ed Romaine (R) presented them with a proclamation, and celebrity chef Barrett Beyer of “Hell’s Kitchen” made an appearance and even some gourmet lemonade for attendees.

Mastriano said it was necessary to move the lemonade stand to the school grounds due to its growing popularity, and it made sense because of the number of student volunteers from the Three Village Central School District. Maddie and Joseph approached school board trustee Inger Germano about the idea, who said she thought it was a good plan, and the district agreed to host it.

“We thought this would be a great opportunity to get more children involved, not just from the S-Section [neighborhood] but from the Three Village community and the school,” Germano said. “I think it was the right move.”

Courtney DeVerna, 7 years old, has been volunteering at the stand for the last three years, having visited the stand with her mother Lisa since she was 2. As soon as Courtney understood it was a fundraiser, she wanted to help and even practices her lemonade pouring before the event.

“It’s really fun and exciting because you’re waiting to do it for a while, and it’s for a good cause,” said Courtney, adding she looks up to Joseph and Maddie. “We’re giving the money to the children’s hospital, which makes me more excited.”

The siblings are always coming up with new ideas, according to their mother, so to help reach the pair’s 2017 fundraising goal of $20,000, the brother and sister solicited the help of sponsors, including fast-food chain Chick-fil-A. The idea came to them after noticing that many fundraisers partnered with local companies.

Recently, Maddie, Joseph and friends participated in the Three Village Holiday Electric Light Parade to promote their fundraising venture. Joseph said during the school year they work on their website, research ideas on how to make the next event better, ensure everyone who helped is thanked and sign community service letters for the 150 student volunteers.

“We know how busy everyone is, and we are so thankful and glad they helped,” he said.

Maddie, who is a senior at Ward Melville High School, said she plans on continuing the tradition even though she will be away at college next year. The siblings have already set a new goal, hoping  to eventually raise $100,000 in total for the Stony Brook Children’s Hospital.

“Next year Joseph will take on a bigger role in the planning while I am away, but I know he has things under control and actually has really great ideas already,” Maddie said. “We will do whatever we have to do to make sure this community tradition is an annual tradition. We are thankful for the community, for the support and for the opportunity to come together to turn lemons into lemonade together for the Stony Brook Children’s Hospital.”

Their mother said they each bring different talents to the table. Maddie hopes to major in communications when she attends college, and Joseph is good with numbers.

“That’s where they complement each other,” their mother said. “He’s business, and she’s the communications part of it. It’s pretty fun to see that.”

Joan Alpers, director of Child Life Services at Stony Brook Children’s Hospital, said Joseph and Maddie are creating a legacy in their district.

“Both of them are outstanding, mature, bright and polite kids, and very humble for everything that they do,” Alpers said. “They’re so professional to groups and the community. They’re able to pull off putting together something that is much larger than most people their age could pull off.”

Their mother said she and her husband Joseph still can’t believe how popular the Three Village Kids Lemonade Stand has become.

“I have to say that I am beyond proud and blown away by all their efforts,” the mother said. “It really was a small lemonade stand that has grown into a beautiful community tradition, and it’s something that I am not only proud of, seeing what they’ve accomplished, but proud of what all of these kids in Three Village have been able to do. It’s contagious wanting to do good for others, and I think that starting so young really has infected others to want to do good for the kids in the hospital. It’s a pretty incredible thing.”

Supervisor Frank Petrone (D) said his farewells as the prominent leader of the Town of Huntington, but not without — as he said it best and “straight” — a crypt and an alleyway.

Petrone led his final town board meeting Dec. 13 as he was honored and recognized by his fellow council members and residents for his 24 years of service as town supervisor. Town Clerk Jo-Ann Raia presented the town’s chain of office, a 1-pound, 11-ounce chain featuring several medallions including some made of wampum, for Petrone to wear on the momentous occasion.

Supervisor gives one final farewell address to residents

Huntington Supervisor Frank Petrone (D) offered a public farewell speech to residents at the Dec. 13 town board meeting, upon receiving accolades for his accomplishments after 24 years of service. Below is an extended excerpt of his remarks:

Thank you all. It’s been a real experience, a real trip — if I can call it that — a highlight in my life. Actually 24 years is a career in itself, and it’s been made possible because of you.

I give it to you straight. Some people never liked it, didn’t like it,  but it’s always been given to you straight on how I felt and what I thought was best for the entire community or residents at large. Sometimes, maybe, I was not all right, and I made sure it changed and we changed that. You guided me and you gave me that opportunity. I am a rich man, as a result of this, a very rich man full of heart and love you have given me. I share you inside, all of you. I shared a board with 20-somewhat council people. I could share some stories, but I won’t.

But, I think I want to thank this board for really capping this career for me. We’ve really reached new heights during these past several years. I’ve thanked each and every one of them. I’ve given them awards tonight and everything that was said is true — all those pieces add up. Mark [Cuthbertson] has been a partner for 20 years, someone who suffered with me through tough financial times right there plugging along and making the hard decisions that I will forever be grateful for.

It’s not by myself, it was done with other people. I mentioned my board members who are leaving and their accomplishments. I want to thank Gene Cook for all he’s done and everything that he means. I’ve learned some good lessons from Gene. You are going to go forward now. You have a new team to work with, and I think you are excited for that. I think we are all excited there’s a team coming in that’s going to bring Huntington to other heights, which is so very, very important. We’re thankful for that, that’s what service is all about. We should be thankful.

“It’s been a real experience, a real trip — if I can call it that — a highlight in my life, actually, 24 years is a career in itself, and it’s been made possible because of you,” Petrone said. “I am a rich man, as a result of this, a very rich man full of heart and love that you have given me.”

The outgoing supervisor joked he feared Raia was going to present him with an urn or burial plot. Petrone explained when he expanded the town clerk’s archival vault he had promised to do so on one condition: a future spot set aside for his urn.

“We will still have that available, but you have many long years ahead of you,” Raia said.

Petrone was praised by Councilman Mark Cuthbertson (D), who has served alongside him for 20 years, for taking the town, which was on the brink of bankruptcy when he took office in 1994, to fiscal stability.

“He is a consistent builder, a mentor; he is someone who put his heart into the job and gave of himself,” Cuthbertson said. “I believe in my heart of hearts this town is so much better for his service.”

The town board members gave a proclamation to the outgoing supervisor that they will rename Irwin Place, the alleyway adjacent to town hall, Frank P. Petrone Way, in honor of Petrone’s accomplishments.

“Such a record of accomplishments warrants a special recognition to cement Supervisor Petrone’s legacy and inform future generations of how much of a debt we owe Supervisor Petrone,” Cuthbertson said. “Such a recognition would traditionally take the form of naming a street after the deserving person. However, a clear policy was set by Petrone to reserve street naming for the deceased, which he fortunately is not.”

Renaming Irwin Place was chosen as Petrone was well known for his habit of parking his car on alleyway, carefully pulling it up onto the sidewalk alongside the building.

“Seeing Supervisor Petrone’s personal car parked in his special spot was a visual signal to all who visit town hall that their government was open for business,” Cuthbertson said.

Petrone thanked each member of the town council for serving with him, including Raia, and noted that even his wife Pat, was in the audience attending her very first town board meeting. He received a standing ovation in recognition of his more than two decades in office.

Suffolk County Legislator William “Doc” Spencer (D-Centerport) was joined by Legislators Steve Stern (D-Dix Hills) and Lou D’Amaro (D-Huntington Station) to give Petrone a proclamation at the Dec. 19 county legislative meeting for his 24 years as town supervisor and more than 40 years of public service as an elected official.

“I can say without hesitation that in just about every conversation I’ve had over the last 12 years with residents in my community and in the greater Huntington community, they say ‘Things might be tough out there but in this town, things are pretty good,’” Stern said. “Some part of that is due to the leadership and steady hand of Supervisor Petrone for so many years.”

Petrone was lauded by the legislators for his sound fiscal management, innovative and affordable housing projects, preservation of open space and launching a revitalization of Huntington Station.

“Supervisor Petrone is a role model for all of us,” D’Amaro said. “I will always remember if you went to him and you needed something, and you needed to work together he was always cooperative, always willing to help no matter what the issue was … Mr. Supervisor, I wish you the best of luck in the future.”

Petrone said his first plans upon retirement are spending the next few months at his Florida home with his wife, and enjoying time with his first grandchild.

Santa Claus will make his annual journey from the North Pole to drop off gifts to kids around the world this weekend, but before he does that, take a look back at a visit he paid to Stony Brook in the 1950s.

Ditching his sleigh for a helicopter, Santa landed on the Stony Brook Village Green and proceeded to the Stony Brook Fire Department to greet children.

Mike Voigt joins Brookhaven’s Brew to Moo program to continue recyclying brewing waste for good causes

Rescue animals at Double D Bar Ranch can thank Rocky Point Artisan Brewers for their full bellies.

The brewery has entered into a partnership with Town of Brookhaven, called Brew to Moo, in which spent grains are sent to feed abused or unwanted farm animals at the Manorville ranch.

“I think the program is wonderful,” said 51-year-old Mike Voigt, the owner of Rocky Point Artisan Brewers, which he founded in 2008 with Donavan Hall. “I’d like to get involved and actually go see the animals. It’s terrible to throw out the grains, so to see it get put to good use is fulfilling.”

A byproduct of brewing is literally tons of spent grains left behind from hops, barley, oats or whatever is used to make the beer, which in many cases gets tossed in the trash. While the grains have reduced caloric content, they can provide protein and fiber that can supplement corn for livestock feed.

Voigt, who said he’s typically handed over his grains to friends whenever needed, heard about the program through Port Jeff Brewing Company, and reached out to the town to get involved. Rocky Point Artisan Brewers is now the third local brewery or distillery to link with the town in its efforts to reduce, reuse and recycle, along with the Port Jeff brewery and BrickHouse Brewery in Patchogue, which was the first to get involved. Town of Brookhaven Supervisor Ed Romaine (R) said he expects Patchogue’s Blue Point Brewing Company to get involved as the fourth partner once the organization has moved into its new
headquarters on Main Street at what was formerly Briarcliffe College.

“Breweries spend a lot of money getting rid of the leftover grains, because it is now garbage, but we’re in the interest of looking for ways that we can reduce our waste, recycle it, and reuse that which we recycle,” Romaine said. “We’re picking up the spent grains that breweries would typically have to pay a carter to take away, and then we’re taking that spent grain to farms to feed the animals. It’s a way to continue to promote reusing and recycling. We shouldn’t be a throw away society.”

Since the program launched in August 2017, approximately 50 tons of spent grains have been fed to the rescue animals at Double D Bar Ranch on Wading River Road.

Rich Devoe, the operator of the ranch, which is a nonprofit organization, said the roughly 400 animals living at the ranch never go hungry, but having a steady source of food from the two breweries will allow him to substantially shrink the food bill. Typically, he spends $175,000 a year on feed. Now, Devoe will be able to save $100,000 of that, and spend its donations and money from his own pocket elsewhere, like on barn repairs and fencing. He called the arrangement “great” and “very important.”

“We’ve even had breweries from outside of the town calling us asking to get involved that we’ve had to turn away,” Romaine said. “Seeing what owners like Mike Voigt are doing is tremendous. This is a model that responsible business will want to enter into with the town.”

Voigt has made good use of the brewery’s spent grains since before Brew to Moo came about. The owner provided more than 1.8 tons to Hamlet Organic Garden in Brookhaven to be composted.

The 21-year Rocky Point resident has been a seller at the Rocky Point Farmer’s Market since its inception in 2012, which is where he met Sean Pilger, a manager at the garden since 2006. Voigt sells most of his beer at the farmer’s market because he said he wants to maintain a local feel.

“The beer doesn’t leave Long Island,” he said. “I like to sell it locally.”

Romaine said he sees the new partnership as enhancing nature rather than disrupting it. Voigt said he is hoping other businesses can continue to get behind that mantra.

“Who wants to throw it out?” he said of the spent grains. “I’m rather small, but seeing this go anywhere instead of in the garbage is a good thing. It takes no more effort to put it in a can and have the town pick it up than it takes to throw it out. I wish the program was larger — it would make sense — and I hope more breweries on the Island get involved.”

An upstate New York legal group that helps residents stand up against improper actions by their government recently set its sights on Suffolk County, whose hike in illegal fees in the past two years is the focus of a class-action lawsuit.

On Oct. 24, the Government Justice Center, an Albany-based nonprofit that offers pro bono representation to New York residents seeking to “fight city hall,” filed a lawsuit in state Supreme Court on behalf of five Suffolk County residents against the county, saying its abundance of assessment fees are “unauthorized taxes.”

The plaintiffs — homeowners living in Melville, Kings Park, Commack, Calverton and Shirley — face increasingly expensive fees for filing real estate documents, namely tax map verifications, which raked in $66 million this year, that far surpass the county’s operating budget of $1.2 million to perform the transactions through its Real Property Tax Service Agency, the suit alleges.

Between 2015 and 2017, mortgage recording fees and tax map verification fees imposed by the county jumped from $60 to $200 per land parcel, with an additional $300 slapped on for every mortgage recording instrument used. The revenue from the fees contributes to the county’s general fund.

According to the complaint, the county passed legislation to enforce these “backdoor taxes” on a certain subset of residents — in this case, homeowners — to bear the county’s burden as it was “unwilling to rein in its spending or face the political consequences of raising taxes to pay for general fund expenses.”

But, under state law, local fees are not allowed to exceed the cost of service or be used
to offset the revenue of government functions.

The homeowners are now calling on the county to stop imposing the illegal fees or at least reduce them to more closely match the $1.2 million service cost, and to refund them a portion of the real estate document fees. The county is currently being subpoenaed.

“It’s important that residents get the opportunity to have their voices heard,” said Cameron MacDonald, the executive director of the GJC. “The county is not supposed to be raising revenue through unauthorized taxes in the form of excessive fees. They need to either pass a tax that affects everyone or cut its spending.”

Ahead of the Suffolk County Legislature’s budget vote for 2018, which passed Nov. 8, MacDonald said he and his group called on legislators, to no avail, to eliminate a total $102 million in fees that generate revenue above the cost of the departments that collect them.

Mike Armstrong, the director of field operations for Reclaim New York Initiative, a nonpartisan group with representation on the GJC’s board which launched the Fight the Fees campaign to end illegal fees across the state, has been active in gaining public support of the lawsuit.

Armstrong compared the gradual increase of fees on taxpayers to “the difference between getting small cuts on your arm to having it chopped off entirely.

“The county talks about wanting to keep people here while they’re pushing them out the door with fees and taxes,” Armstrong said, adding that while tax increases are never popular, it’s at least honest compared to these fees. “I feel bad for young couples who want to buy a house that are now paying that mortgage fee. I feel bad for senior citizens who are closing out their mortgages and then are faced with an  exorbitant fee. It’s an issue that’s impacting people in a really dramatic way.”

During a vote last December to adopt the 2017 county budget,  Presiding Officer DuWayne Gregory (D-Amityville) defended the fee increases, saying residents will not leave Suffolk County because of a few additional hundreds of dollars.

“I don’t think anyone is going to move to Florida, Virginia, North Carolina, Arizona or anywhere else because of $300,” Gregory said regarding the verification fee. “I think it’s going to cost more to relocate than the
increase in this fee.”

Among few voices of opposition on the Legislature is Rob Trotta (R-Fort Salonga), who, during the meeting to adopt the 2017 county budget, called it “death by a thousand knives.” He warned of an inevitable deficit in the county’s budget.

“The mismanagement of Suffolk County is heading us down the path of bankruptcy,” Trotta said. “They’re going to lose the lawsuits and they’re going to have to refund the fees and stop spending money. There’s going to be a huge hole in the budget no matter what.”

Jason Elan, a spokesman for County Executive Steve Bellone (D), addressed the lawsuit in an emailed statement.

“This is a politically motivated lawsuit filed by Albany insiders who lack any understanding on how government costs are apportioned, yet have no problem saddling taxpayers with the cost of fighting this completely frivolous complaint,” Elan’s statement read.

The state supreme court has since ruled similar fees in Nassau unconstitutional.

“This is a major victory for taxpayers, homeowners, businesses and any New Yorker who has been forced to pay an illegal fee,” Reclaim New York said in an email. “Every government around the state should get the message loud and clear. Nassau and Suffolk legislators have knowingly been stealing from residents with illegal fees ­— it’s theft. It is time to end illegal fees across New York.”

Huntington Councilwoman Susan Berland’s (D) 11th-hour resignation caused the outgoing Democratic board to make a last-minute appointment to fill her seat as its final group action.

Joan Cergol, a registered Democrat and town employee, was appointed to replace Berland, who resigned from her position effective immediately at 10:43 p.m. at the Dec. 13 town board meeting.

A lifelong Huntington resident, Cergol has served as the town’s director of the Huntington Community Development Agency, executive director of the Economic Development Corp., and executive director of the Local Development Corp.

“The voters who placed me on this town board in five successive elections deserve to have someone whose qualifications, focus and accomplishments are coordinated with mine, who is dedicated to serving public interest over any political or individual pressures, and who will continue to represent them on this board,” Berland said in presenting Cergol.

Councilman Mark Cuthbertson (D) called for Cergol’s immediate appointment, despite the objections of Councilman Eugene Cook, the lone Republican on the board.

“I absolutely think this is the wrong thing to do,” Cook said. “The voters of the Town of Huntington went out and voted for a new direction coming in. You are taking that away from them. This should be going out to a new board.”

As Supervisor Frank Petrone (D) is retiring, the political majority of the board will flip come Jan. 1, 2018 from longtime Democratic control over to the hands of the Republicans. Supervisor-elect Chad Lupinacci (R) and Republican Ed Smyth will take over the seats held by Petrone and Councilwoman Tracey Edwards (D) respectively. Edwards will leave the board in January after running an unsuccessful campaign for town supervisor against Lupinacci.

“I believe Councilwoman Berland was elected as a Democrat,” Cuthbertson said in defense of Cergol’s appointment. “This board has every right to choose her replacement based on her resignation, whether registered Democrat or not, and we’re entitled to fill that vacancy. It’s the responsible thing to do.”

Cuthbertson was supported by his outgoing political party members Petrone and Edwards.

“Joan has worked with all members of the board and she’s noted for being someone who is nonpartisan when it comes to her activities in town hall and her actions as a professional,” Petrone said. “I echo, as outgoing supervisor, I would have been delighted to serve with Joan Cergol.”

Cergol will serve in Berland’s place through November 2018. Then Cergol will have to run for election to serve the remaining year of Berland’s term through December 2019, in accordance with state law.

Berland, who was elected in November to represent the 16th District in the Suffolk County Legislature, will begin her two-year term Jan. 1, 2018. She has served for 16 years on the Huntington town board.

“I have always strived to do the best job possible and made decisions not political, but in the best interests of the people,” she said in a farewell address. “Please know I am always just a phone call away and my heart will always be with the people of Huntington.”

Town of Brookhaven Highway Department is hoping for a 68,000-pound gift this holiday season.

On Dec. 14, the town’s division of purchasing will publicly open and evaluate competitive bids from shipbuilding contractors to determine which one will replace the highway department’s outdated military-style landing craft with a more modern and enhanced version of it. The Landing Craft Mechanized Mark 6 is an ex-military steel vessel used often by the department to transport heavy equipment — such as backhoes, dump trucks and Bobcat bulldozers — and personnel to communities on Fire Island for emergency and maintenance services. The bid was issued Nov. 23.

Brookhaven’s specifications for the new vessel include up-to-date engines, electronics and new steering and propulsion systems. The outer dimensions are to be 56 feet long and 68,000 pounds, based on the current LCM-6, which has been operated by the town for several decades. The current model requires frequent repairs, and will be donated to the Brookhaven parks department, according to the highway superintendent, Dan Losquadro (R).

“For us, this is a very useful tool and from a disaster preparedness standpoint, in the event of another major storm, having a landing craft we can rely on to operate day in and day out, to move materials, is very valuable,” said Losquadro, adding that the vessel has the capability to operate in nonideal conditions and is designed to function just as well if a pier or infrastructure is damaged. “On the South Shore, in the event of a major storm, there’s a real possibility you might have flooding or roadway and coastal damage that would prevent you from getting to the shoreline. And certainly on Fire Island, you have no choice. You have to go by boat. It leaves us with very few options other than to have a piece of equipment like this. So it fills a very specific purpose for us.”

Losquadro said the landing craft has been utilized “basically every day” by the department since he was elected in 2013 to facilitate repairs on the boardwalks, concrete, sidewalks and crossovers in Fire Island towns like Ocean Beach, Cherry Grove and Davis Park. But it’s also critical in more dire situations, like evacuation assistance and repairs in the wake of nor’easters, snowstorms and fires.

“I essentially have to plan for my worst nightmare,” Losquadro said. “I’m putting in plans to have equipment ready for the scenarios I never want to have to deal with.”

Kristen D’Andrea, public relations officer within the department, said the vessel is stationed in the water so it’s ready for use 365 days a year.

“It’s ready to go at any time,” D’Andrea said. “And it’s something local fire departments can use. If there’s an emergency and the town receives a request from fire rescue and emergency services, the craft can definitely be used to shuttle fire equipment over to the island.”

Steven Brautigam, the Village of Ocean Beach clerk, said since Hurricane Sandy weather is closely monitored and extra safety precautions are taken. He considers the vessel a smart piece of machinery to have just in case.

“Anything to bring heavy equipment over here at a moment’s notice is very needed,” Brautigam said. “I think it’s a great thing for Brookhaven to have. It can help bring over supplies before or after a storm.”

The project will be funded by a Federal Emergency Management Agency grant totaling more than $5 million, which was awarded to Brookhaven in October for emergency operation upgrades. Other pieces of equipment the town plans to purchase with the grant money are a horizontal wood grinder, a knuckle boom truck and a self-loading concrete mixer.

Losquadro said there are a number of shipbuilding companies across Long Island and he’s anxious to see who bids and who ultimately gets the contract. He and the department will work closely with the contractors to ensure they build the craft exactly as the specifications outline.

“We want to get the best price we can for the best product,” he said. “It’s all driving toward enhancing our fleet of equipment to be more reliable than what we’ve had.”
