Stu Vincent, director of public affairs and public relations at Mather Hospital, has also made a name for himself within the Port Jeff business community.

As 1st vice president of the Greater Port Jefferson Chamber of Commerce, Vincent has emerged as an important local figure and leader. He has been active in chamber events, including overseeing its annual Health & Wellness Fest. 

Barbara Ransome, GPJCC director of operations, characterized his role as chair of this festival. “That is a very important event that we are involved in because it is a strong revenue-producing event,” she said. 

Ransome maintains that Vincent, as 1st VP, acts as a close adviser, referring to his public relations expertise as a helpful springboard for different ideas. To her, Vincent is a warm presence within the chamber and a reliable attendee of chamber events. 

“That particular skill set is very important, certainly for a chamber of commerce, and I look for his expertise on certain matters that pertain to that,” Ransome said.

With Mather, Vincent has had considerable influence in the hospital’s Paint Port Pink campaign. Through the Fortunato Breast Health Center at Mather Hospital, this initiative raises awareness about breast cancer, shares information and brings the community together. The bright pink lights streaming through the village in October are a staple of the campaign.

Mayor Margot Garant considered Vincent a dedicated community servant and a positive force for the Port Jeff community.

“He’s at every single event, a strong member and volunteer of the chamber, so he’s definitely a dedicated servant and a very good employee,” she said. “I think he makes an excellent face of the hospital, and he’s just a swell guy — kind of a quiet soldier.”

That quiet soldier continues to leave his mark on the Port Jeff community. For his sterling work on behalf of the chamber and Mather Hospital, TBR News Media recognizes Vincent as a 2022 Person of
the Year.

New York State Assemblyman Steve Englebright (D-Setauket) has held elective office continuously since 1983. Englebright’s long tenure now comes to a close. 

In a tight state election for District 4 last month, Englebright narrowly lost to his Republican Party challenger Ed Flood (R-Port Jefferson). In an exit interview, the outgoing assemblyman reflected upon his pathway into government, the legislative victories throughout that time and the meaning of public service.

The road to politics

Growing up, the young Englebright spent much of his time in libraries. He found refuge in books, which satiated his curiosity and “compelling interest in how things worked.” He also nourished a lifelong fascination with history through those hours devoted to learning.

Leading up to his first run for office, Englebright said he was deeply disturbed by the environmental degradation characteristic of those times. The “almost daily reports” of overdevelopment and sprawl, oil spills and drinking water contamination, each had left a deep and abiding impression on him.

He was teaching geology at Stony Brook University when he began considering public life. “I realized that drinking water was the first limiting factor for the continued well-being of this Island, and I was not really seeing any meaningful public policy growing out of the reports of chaos,” he said.

The late professor Hugh Cleland, from the SBU Department of History, would prove to be the catalyst behind Englebright’s ascent to politics. Cleland sat down with him at the campus student union. For several hours, the two discussed a possible bid for a Suffolk County legislative seat.

“This was a really serious and credible and well thought-out request that he was making,” Englebright said. “So I didn’t just wave it off. I gave it some thought and, sure enough, I found myself saying, ‘What’s next?’” 

After that meeting, Englebright decided to run and was elected to the county Legislature in 1983. He won election after election for the next four decades.

County Legislature

Upon entering the county Legislature, Englebright simultaneously confronted an array of environmental dilemmas. He described the defunct Long Island Lighting Company, the precursor to today’s Long Island Power Authority, as “at that time wanting to build a small galaxy of nuclear power plants on Long Island.” He stressed that the utility company was favoring its shareholder interests at the residents’ expense. 

Englebright successfully championed, along with a grassroots movement of LILCO ratepayers, against the construction of the Shoreham Nuclear Power Plant and other nuclear plants to follow. Their resistance efforts were grounded primarily in the risks associated with evacuation.

Another major policy issue during his early political career was the protection of groundwater and surface waters in Suffolk County. “I pushed successfully for the largest county-level open space program in the nation,” he said. He was one of the earliest critics against sprawl. 

As a county legislator, he initiated the first plastics ban in the nation. Though ahead of his time on the issue, he admitted that not enough has been done elsewhere to counteract the problem, which he said “has exploded into a worldwide catastrophe.”

He sponsored legislation excising a small fee on hotel and motel rooms, considering the measure as a fee on tourists allowing for their continued enjoyment of the area through reinvestment into the county’s most attractive destinations.

“If you wonder why county Legislator [Kara] Hahn [D-Setauket] is able to have some discretion to provide funding to Gallery North or the Reboli Center, that funding is coming from the hotel/motel room fee,” he said.

As a state assemblyman, Englebright quickly picked up where he left off, building upon and expanding his county policies at the state level. Among his earliest actions was the Long Island Pine Barrens Protection Act, a state law ensuring the preservation of the Pine Barrens as open space.

He sponsored some of the original laws in New York state related to solar power and other renewables. “In my first year in the state Legislature, I was successfully pushing for legislation that had paved the way for the electronic age,” he said.

Englebright added that the Climate Leadership and Community Protection Act was the most crucial legislation he ever sponsored. This ambitious law aims to reduce statewide greenhouse gas emissions by 85% from 1990 levels by 2050.

Englebright also successfully led a statewide ban on purse seining, a highly efficient fishing technique responsible for the depletion of menhaden, or bunker, in New York’s surrounding waters.

“The marine world all depends on having this abundant fish at the base of the food chain,” the assemblyman said. Purse seining allowed large-scale fishing operations to collect “whole schools of menhaden, millions and millions of fish.”

One of the fondest moments throughout his tenure happened just last summer. On a boat trip off the coast of Montauk Point during early morning hours, the sun rising off the horizon line, he witnessed entire schools of menhaden beneath the water.

“The sea was boiling with fish,” he said. “Menhaden, they were back by the billions.”

Reminiscent of his earliest years in libraries, historic preservation would be a significant point of emphasis for Englebright. “I’m very proud of the many properties that are preserved, the historic sites.” Such sites either preserved or to be preserved include Patriots Rock and Roe Tavern in Setauket and William Tooker House in Port Jefferson, among many others.

Even in his final days in office, Englebright made historic breakthroughs. Though his reelection bid was unsuccessful, Englebright rejoiced in yet another major victory for environmental sustainability. Last month, New Yorkers overwhelmingly approved a recent $4.2 billion environmental bond act, a multiyear investment in clean water, air, wildlife and the environment.

Reflections from his community

During his extended time in political service, Englebright has worked alongside countless public representatives at all levels of government. He maintained “they’re not all scoundrels,” adding that many were “superb public servants.”

In a series of written statements and phone interviews, several public representatives and close Englebright associates and friends had an opportunity to weigh in on his legacy of service and commitment to his community. 

Englebright “proved himself to be an environmental pioneer, a champion for the causes and concerns of his constituents and an unflinching fighter for the communities he served,” Hahn said. “For those of us who served in elected office with him during his tenure, irrespective of political persuasion or level of government, Steve proved himself to be a friend and mentor who embodied the role of effective leadership in the lives of those we represent.”

 As recently as Dec. 6, the Three Village Community Trust honored the assemblyman by renaming the Greenway trail as The Steve Englebright Setauket to Port Jefferson Station Greenway.

Port Jefferson Mayor Margot Garant commented on the characteristics that set Englebright apart from other politicians. She said his scientific background and wide-ranging interests added depth to his political persona.

 “He’s a unique legislator in that he’s so well rounded in those other areas and that he’s not just focused on the hard line of the law,” she said. “He’s involved with his community, he’s approachable, he’s caring, he’s kind. He’s a very unique representative, and we’re going to miss him sorely.”

 Like Englebright, Port Jefferson village trustee Rebecca Kassay worked in environmental advocacy before entering government. She discussed Englebright’s ongoing extended producer responsibility legislation, which would require producers of packaging materials, rather than taxpayers, to be responsible for managing post-consumer packaging material waste.

 “This can be a step toward addressing a multitude of waste management, environmental and financial issues facing municipalities and individuals,” Kassay said. “I hope to see the assemblyman’s colleagues and successor continue advocating for policies with long-term solutions,” adding, “Englebright is the type of commonsense representative we’d like to see more of in government.”

 In a joint statement, George Hoffman and Laurie Vetere of the Setauket Harbor Task Force reflected upon Englebright’s importance to local harbors.

 “In his time as our state representative, Steve Englebright never forgot the importance of the harbor,” they said. “Assemblyman Englebright found ways to secure needed dollars from Albany to help the task force in its mission of protecting water quality and the sustainability of Setauket and Port Jefferson harbors.” 

Joan Nickeson, community liaison of the Port Jefferson Station/Terryville Chamber of Commerce, credited Englebright for the continued flourishment of her area. She said the hotel/motel tax he sponsored had enabled the chamber to conduct its annual summer concert series at the Train Car Park.

 “Assemblyman Englebright has continued to be a friend of the chamber by supporting our local businesses and attending our ribbon-cutting ceremonies,” she said.

 Within those 40 years, countless other acts and initiatives have come to fruition with Englebright’s assistance. Reflecting on his time in public service, he outlined his political doctrine.

 “The proper role of government is to protect the people who sent you,” he said. “If you keep your eye on the prize, you can achieve things for the people who invested their trust in you.” 

 On the role of the public representative, he added, “Use the office as a bully pulpit, speak truth to power, identify things that are wrong and right them, and treat the office as an opportunity to do good.”

Station Street, a one-way corridor between Port Jefferson train station and Port Jefferson Crossing apartments in Upper Port, is set to open early next year.

Following an upcoming Jan. 3 public hearing and a vote by the village’s board of trustees, the street will be codified within the village code. In an exclusive interview with Mayor Margot Garant, she offered some updates on the roadway opening.

“Physically, it’s ready,” she said. “The structure is up, the signage is installed, the lighting is in and the irrigation is in.” 

Arriving at “Station Street” was an effort that integrated various aspects of the village government’s tech apparatus. That name was given to the street during the Upper Port master plan phase. Cementing the name, however, the village employed some creative means.

“We’ve been calling it that for almost a decade, but we thought, ‘Maybe it’s fun to give the public a chance’” to add input, Garant said.

As part of its monthly Port eReport, the village generated an online survey to collect input from the community. Charmaine Famularo, a village staff member, organized the survey.

With over 130 entries, Station Street was the highest vote getter with 54 votes. Rail Road and Port Place tied as distant second-place finishers, with 19 votes each. Other names included Locomotion Lane, Gateway Drive and Upper Port Drive, among countless others. There were even humorous suggestions such as End of the Line Avenue and Whistle Way.

“We are so excited about the participation we received,” Famularo said in a text message. “Now, as we all pass the Station Street sign as we enter Port, we will have pride in our new road. It is one that we named.”

Deputy Mayor Kathianne Snaden voiced similar sentiments. In an email, she suggested public participation in naming the street added a sense of community identity.

“Having the residents involved in naming the street brings a sense of pride of ownership in the community that I strive to bring to this village,” Snaden said.

Garant regarded the street naming activity as part of an ongoing initiative by the village to boost readership and interaction with the eReport. “I think it adds strength and depth to the newsletter,” she said. “This newsletter is chock-full of information. It’s interactive. It can be a real way of getting the public more engaged.”

She added, “I think the more you understand the technology and are able to utilize it, it’s fun. It was a fun suggestion.”

While street renaming was the first example of incorporating tech in decision-making, it may serve other functions down the road. 

When asked whether she foresees these technologies being used in different formats, Garant said, “With that particular incident, a very small segment of the population responded. I think it’s a way — maybe in addition to a public hearing — of gaining public input, but it would not be the sole source.”

The naming of Station Street reflects how local policymakers and constituents relate to one another through technology. Garant stated the need for municipalities to adapt to these technologies and use them to strengthen local democracy.

“Social media is a very powerful, interactive tool, and if it’s used constructively, it can embrace a lot of important public input,” she said. “I think it can also be a way to distribute important public information.” She concluded by saying, “I think we’re finally getting our arms around that entire thing.”

Friends, family, and community members gathered on Friday, Dec. 2, to dedicate a lantern to the late Aida Ramonez, a beautiful young girl very dear to the Port Jefferson community. 

The community continues to come together for the Ramonez family, this being the latest example. Mayor Margot Garant shared her sentiments during the ceremony. 

“I see there are many of her classmates out here tonight and know when one family hurts, we all hurt,” Garant said. “We can’t think of a more beautiful thing than celebrating life. Look around you, look at all the people in your life and in this community and be so very grateful for what we have here together.” 

The inscription on Aida’s lantern reads, “In loving memory of Aida Esperanza Ramonez — Don’t cry because it’s over, smile because it happened.” Aida’s grandfather Ramon expressed his gratitude to those who coordinated the service. 

“I want to thank the community of Port Jefferson,” he said. “The love and kindness that we have felt from you. Losing someone so young and so precious has been difficult. But the support of a community like this makes it a lot easier.” 

The Port Jefferson School District and community raised the money for the lantern dedication. Funds raised beyond those necessary for the dedication ceremony will support a scholarship in Aida’s name. 

It’s tradition each year during the lantern dedications that students participate by reading a poem as a part of their curriculum. Students Luca Caltagirone and Blake Weaver eloquently shared the poem “Family is like a Circle” by Nicole M. O’Neil.

“This community is strong, and we’re here to support the Ramonez family still,” Garant said. “Every time we see this beautifully lit lantern, you’ll have a very special place to sit by the harbor and honor her spirit.”

The Village of Port Jefferson Village Board of Trustees met on Monday, Dec. 12, to review several important matters.

Mayor Margot Garant provided some key updates on the status of the stabilization projects at the East Beach bluff. At the toe of the bluff, the lower sea wall has already been installed along with its concrete cap. Construction will continue for several more months.

“That work will continue through the spring,” Garant said. “At some point, they will stop working during the severe winter, and in the springtime they will start to stabilize the bluff and plant and revegetate everything.”

At the upland, the village-owned Port Jefferson Country Club’s clubhouse facility hangs dangerously close to the bluff’s edge. In an exchange during the public comments, Garant stated the board is still exploring its upland options.

“We still don’t have enough information to decide to build [an upper wall], to put it out to the public [for referendum] or to decide to abandon [the clubhouse] and retreat,” she said. “We have decided to wait and let the phase I project be completed. … Right now, we are at a standstill with any major expenditures or advancements on phase II.”

Garant also gave an update on the status of the Port Jefferson Village Clean Solid Waste Landfill, a small kettle hole the village uses for branch and leaf pickup services. Though the village’s permit with the New York State Department of Environmental Conservation was set to expire on Dec. 11, the mayor said the agency would temporarily allow the village to continue its current use of the site.

“It looks like our paperwork was submitted in a timely manner to allow us to continue operations until we either have a renewed permit or we are redefined as a transfer station and not a landfill,” she said. Garant thanked New York State Assemblyman Steve Englebright (D-Setauket) for his decades of representing the Port Jefferson community. Englebright will leave office at the end of the month after narrowly losing last month to Ed Flood (R-Port Jefferson) during the midterm election.

The mayor recognized Englebright’s lasting impact, noting “the many, many things that he’s accomplished for this community, locally and also regionally, and the stewardship he has taken in terms of environmental preservation and saving a lot of our history.”

Deputy Mayor Kathianne Snaden reported on some of the ongoing work within the Port Jefferson Planning Board regarding a proposed development by Conifer Realty located at the intersection of Main and Perry streets. This project, colloquially known as “Conifer II,” comes as Conifer’s Port Jefferson Crossing Apartments nears its grand opening.

Conifer II “is going to take the rest of the blighted block up there and turn it into a beautiful new building,” Snaden said. “We’ve been working very, very hard to make sure that the aesthetic of that building is in compliance with the whole plan, the master plan up there, with the current building that’s there, and everything works together and looks nice.”

The deputy mayor also announced an innovation concerning parking enforcement. An automatic license plate reader, or ALPR, attached to a code enforcement vehicle will soon replace parking enforcement operations. Snaden said the ALPR would assist the code department in generating overtime parking tickets on Main, with plans to move this technology into the metered parking lots.

“How that will affect you guys, the residents, is that there will be no parking stickers next year,” Snaden said. “You will go online and register the exact same way that you do. The only difference is that you will not be mailed an actual sticker. You will just be registered in the system by your license plate.”

Trustee Stan Loucks began his report by thanking the parks department staff, attributing much of the success of the village’s 26th annual Charles Dickens Festival to their efforts.

“The Dickens Festival turned out to be super successful, and I think a lot of it is due to the parks department and the hard work that they put in,” he said.

Trustee Lauren Sheprow, the village’s communications commissioner, reported on the recent formation of a communications team following an internal communications audit she conducted earlier this year. Kevin Wood heads the team, along with his duties as the village’s director of economic development and parking administrator. 

Sheprow referred to this as “a historic occasion” for the village government. “There are some hurdles and challenges there, no doubt, but I think that this group is up to the task to come together as a team,” she said.

The village board will reconvene Tuesday, Jan. 3, at 5 p.m.

In a public referendum held Monday, Dec. 12, Port Jefferson School District residents voted down two ballot measures totaling $25 million in school infrastructure improvements.

With nearly 1,000 district residents turning out in wintry weather, just 24 votes would separate the yeas and nays on Proposition 1, a $23.1 million infrastructure package that targeted various facilities throughout the school district. The measure failed by a narrow margin of 498-474. Proposition 2, a $1.9 million proposed artificial turf field at the high school, was defeated 734-239, a roughly 3-1 ratio against the measure.

In an email statement, district superintendent of schools, Jessica Schmettan, offered her commentary on the outcome.

“While the district is disappointed in the results of the Dec. 12 bond vote, we thank all who participated,” she said. “The small margin of defeat of Proposition 1 was particularly upsetting, as the challenges that exist with our aging building infrastructure remain a top concern for the district and, as such, will require further discussion for how best to proceed.”

Mayor Margot Garant, a PJSD alum, publicly supported both measures leading up to the referendum. In an interview, she also expressed disappointment at Monday’s results.

“I don’t think that’s the Port Jeff way to let things get so deteriorated,” she said. “I think [the Board of Education] came up with a doable plan, and it was the time to do it because the community is still being subsidized by the LIPA power plant.”

The mayor added, “The schools are so important to this community. It’s what people look for when they come to live in Port Jeff. It’s one of the pillars that makes this place so special. … Just because you don’t have a child in the district doesn’t mean you shouldn’t be investing in this community.”

Leading up to the election, New York State Assemblyman Steve Englebright (D-Setauket), whose district encompasses Port Jefferson, supported the infrastructure upgrades within Proposition 1. In a phone interview, he referred to Monday’s school election outcome as part of a regional electoral trend and a “reflection of the post-pandemic moment.”

“The escalating cost of food and fuel have put a lot of people on edge,” he said. “I would guess that what we’re seeing is a reflection of the general anxieties about inflation.”

Though Englebright was sorry to learn that the voters defeated the facilities improvements, he was less amenable to the artificial turf proposal. He regarded the potential risks associated with synthetic turf as an unsettled science, with crumb rubber possibly having “some contamination issues,” along with added costs for maintenance and replacement. “It’s a very expensive proposition for those reasons,” he said.

Englebright was not alone in his reservations about the turf proposal. Paul Ryan, a former BOE candidate, was a vocal opponent of Proposition 2 in the months leading up to the vote. In an email statement, Ryan said Proposition 2 likely impacted the outcome of Proposition 1.

“I was disappointed but not surprised to learn that Prop 1 failed to garner enough community support,” he said. “I believe it failed because of the inclusion of Prop 2,” adding, “I suspected that enough of the residents would be upset by the turf that they [would] vote down the whole bond.”

Monday’s negative vote has prompted questions about the long-term prospects of the school district. For Garant, residents have an active stake in maintaining school facilities, which she said closely correspond to property values.

“Your home values are in direct correlation and are so connected to the value of the schools,” she said, adding, “I think it’s very shortsighted by this community. I’m disappointed, and I want to encourage the school board to continue their efforts, go back to the grind and maybe come back again.”

Some have advocated for PJSD to merge with a neighboring district due to its declining student enrollment in recent years. Garant regarded this idea as misguided, maintaining that support for the school district is in the village’s long-term interest.

“The miscommunication that’s going out there is that we can just merge with another district,” she said. “If we did that, our taxes would double immediately. I think that’s what people don’t really understand.”

Englebright noted the important place public schools occupy within the greater community. However, he suggested residents may need to take time for the broader economic trends to settle before taking on additional expenses.

“That school district has a long and distinguished history of service,” the assemblyman said. “People in Port Jefferson are rightly proud of their schools,” but adding, “I think that we have to give it a little time.”

Ryan again took on a different tone, insisting that future referenda within the district will require closer coordination with those supporting these projects financially.

“The administration and BOE need to demonstrate that they are able to hear the residents’ concerns, prioritize only essential infrastructure and take a fiscally responsible approach to spending,” he said. “If they do not, they may find annual budget votes contentious.”

The Village of Port Jefferson reignited a time-honored tradition last weekend during its 26th annual Charles Dickens Festival.

Hundreds of community members, visitors, business groups and local organizations participated in the festivities from Friday, Dec. 2, to Sunday, Dec. 4. 

The show went on despite hard rains and gusting winds throughout the morning and early afternoon Saturday. Mayor Margot Garant, decked out in traditional Dickensian garb, commented on the turnout in the face of these conditions. 

“To me, it just shows how important this festival is to not just this community but kids coming from St. James and beyond who are coming to see Santa,” she said. “It’s just magic, and rain or shine we’re going to be doing Dickens.”

Deputy Mayor Kathianne Snaden concurred with this positive outlook, regarding the festival as another means for community-building. “It’s heartwarming to see everybody still supporting this festival,” she said. 

Trustee Stan Loucks commented on the uniqueness of the opportunities afforded through the festival and the steady growth of the events over its nearly three decades in existence.

“It’s grown every single year, and it’s just the most festive time of the year,” he said, adding, “I love the whole atmosphere, the village center. It’s a very special place, and I look forward to this every year.”

The program across all three days was loaded with special events featuring the various elements that formulate this distinct village’s character. The heart of Port Jeff was on full display, from its downtown business sector to its local history, public institutions and more.

At the Bayles Boat Shop, local shipbuilders showcased their ongoing work to construct a 25-foot whaleboat honoring the village’s Revolutionary War heritage. 

John Janicek, treasurer of the boat shop’s nonprofit arm, the Long Island Seaport and Eco Center, detailed how the whaleboat ties together various threads of Port Jeff’s historical roots.

“It not only ties in the historical aspect that Caleb Brewster performed here during the Revolutionary War and [the role] Port Jefferson played, but it also ties in our shipbuilding aspect, too,” Janicek said. “We’re getting a lot of support from the village on this. They see this as something the whole village can get their arms around and embrace, similar to the Dickens Festival.”

Over at the Drowned Meadow Cottage on the corner of West Broadway and Barnum, local historians greeted visitors with guided tours detailing Port Jefferson’s strategic position during the Revolutionary War. They shared stories of local patriots whose involvement in the Culper Spy Ring helped advance the cause of American independence.

Village historian Chris Ryon discussed how the Dickens Festival offers a platform to promote local history to residents and visitors alike.

“We take the people from Dickens and tell them how Port Jefferson was involved in the Culper Spy Ring,” he said. “It’s another group of people that we can bring in.”

Mark Sternberg, Culper Spy Ring historian at the Drowned Meadow Cottage, offered a unique take on Dickens. He remarked upon the intersection of the Dickensian and Revolutionary periods and how people today can relive tradition and rehear the lore of the past.

He said, referring to the American spies, “A lot of these people survived into the 1800s, and the stories of the American Revolution were told during the 1800s. For us to tell stories about the American Revolution as part of the Dickens Festival, it’s what they would have done.”

The historian added, “It’s keeping with the tradition of telling a story about the founding of our nation, even in later periods. Now Charles Dickens may not have talked about it because he was British, but here in America during the Victorian era, we would have.”

Along with stories of the past, the village exhibited the musical talents of local students. At the Port Jefferson Free Library, the Edna Louise Spear Elementary School chamber orchestra delivered moving string performances, filling the library with festive tunes.

Their music teacher, Christian Neubert, summarized this Dickens custom. “For a number of years now, we’ve been coming to perform here at the library during the Dickens Festival,” he said. “It’s a great opportunity to get our students out for a performance and to get the community involved with our music program.”

Jessica Schmettan, superintendent of schools for Port Jefferson School District, was among the dozens of audience members at the library. She expressed pride in seeing the students perform before their fellow community members.

“It’s just amazing that our students can be performing in the village in which they live,” she said, adding that the festival “gives them a different avenue to perform in, not just the auditorium or the classroom but in front of a real audience.”

At Suffolk Lodge No. 60 on Main Street, the oldest Masonic lodge on Long Island, brothers treated guests to magic shows and a dance festival. Downstairs, they served freshly baked cookies and hot chocolate.

Chris Connolly, master of the lodge, said the lodge dates back to the late 18th century. He expressed delight at seeing this historic organization maintain an active community presence through Dickens.

“Being a part of the community is a big part of who we are and helping others,” Connolly said.

Jason Intardonato, senior deacon of Suffolk Lodge No. 60, discussed Dickens as a means of strengthening local connections and a time for selflessness.

“The Dickens Festival provides us with an extraordinary opportunity to interact with our neighbors here and with the community in Port Jefferson and to allow them into our space, entertain them for a while during the holidays, and give back,” he said.

Farther along Main, Jeffrey Sanzel’s annual production of Charles Dickens’ “A Christmas Carol” at Theatre Three is an active reminder of the historical background to the Dickens Festival.

The festival also provided a platform for some to communicate their message on a larger stage. For the second month in a row, protesters from the farmworkers union Local 338 RWDSU/UFCW gathered outside the Pindar wine shop in yet another call of action to negotiate a contract. The dispute is part of more than a year of negotiations between the union and Pindar Vineyards, the wine store’s parent company. 

John Durso, president of Local 338, joined the picketers on Main Street during the festival. “We knew that today was the Dickens Festival,” he said. “We knew that there would be a lot more people around, so we decided to … bring attention to the fact that these workers, like everybody else, are entitled to the same dignity and respect that all workers should have.”

Coordinating the annual festival is a monumental task for the village and the various stakeholders involved in its planning. Kevin Wood, the village’s director of economic development, parking administrator and communications committee head, thanked the sponsors who supported the festival and commented on the event’s success despite the inclement weather conditions.

“Because this has been [going on for] 26 years, people understand that this is one of the most unique events on Long Island, so they’re going to fight the rain to be here,” Wood said. “To support the production and the infrastructure, there are so many volunteers but there are also so many people staffing to make it work.”

Snaden concluded by offering how the Dickens Festival advances some of the village’s highest aims. She said the community uncovers its sense of place through an event such as this.

“It really goes to the sense of community that we all have,” she said. “All the work that goes into this festival and how everybody comes together, it’s a beautiful thing to see.”

The Village of Port Jefferson is in a complicated permit dispute with the New York State Department of Environmental Conservation over its solid waste landfill at Harbor Hills.

The Port Jefferson Village Clean Solid Waste Landfill, a 1.9-acre kettle hole located on the Port Jefferson Country Club property, has been historically operated to facilitate branch and leaf removal services in the village. In 2017, the small landfill was impacted by changes in state regulations, throwing the future of these services into question.

In an exclusive interview, Mayor Margot Garant summarized the nature of the permit dispute between the village and DEC. For decades, the government has renewed its DEC permit every five years to continue operating the landfill. With its permit set to expire on Dec. 11, the village reapplied but met unforeseen resistance.

“Unbeknownst to us in 2017, there were changes in some of the regulations concerning landfills throughout New York state, and they became much more strict,” Garant said. “We got a letter that we weren’t meeting the needs of the new statutory regulations for landfills.” She added, “They basically had classified our little kettle hole to be regulated like a landfill equivalent to the Town of Brookhaven [landfill].”

Garant referred to the pre-2017 regulations as manageable for the village, requiring breakdown and transport of the debris, among other workable conditions. The new rules, however, will “be impossible for us to comply with,” the mayor said.

An unusual landfill 

David Tonjes is a research associate professor at Stony Brook University’s Department of Technology and Society. His research focuses on solid waste management and the environmental impacts of landfills.

While the Port Jefferson site is officially listed as a landfill regulated under the Long Island Landfill Law, Tonjes described it as distinct from other landfills throughout the area.

“It’s unusual because it doesn’t have a liner system, which is required for all landfills on Long Island,” he said. “As far as I know, it doesn’t have any landfilling functions, which is to take things in, cover them up, and manage the gas and leachate [that are] generated when you do that sort of thing.”

Garant agreed that the landfill does not fit neatly into a conventional classification category, given its prior use. Consequently, the village government is considering entering into negotiations with DEC to reclassify the landfill as a transfer station.

Garant said a change of classification could enable the village to continue using the site. “We realized we were managing this more like a transfer station than we were a landfill, and that’s going to be our approach with the DEC,” the mayor said. “As a transfer station, it means that [branches and leaves] are held here on a temporary basis, broken down and relocated, just like we were doing.”

She added, “If we have to abandon the kettle hole, we then have to put a barrier down, backfill it with clean fill, bring up the grade, and that’s going to cost us approximately $500,000 to do that, to abandon it.”

Tonjes said the Port Jeff landfill seems to fit some of the conditions for a transfer station. However, he noted that DEC guidelines for transfer stations are generally restrictive.

“Typically, a transfer station is a site where waste comes in and is kept under a roof for a period of time, and then it’s moved out to either a reuse point or disposal point,” he said. Depending on the materials stored, that temporary window of time could be as small as 24 hours.

Conflicts with DEC over the long-term storage of branches and brush are not unique to Port Jefferson. Tonjes said several towns along the East End had met stiff opposition from DEC due to accumulations of storm debris. 

Such materials, if processed promptly, could have been reused. “When they grind it up, they end up with a pile of wood chips that no one really wants,” the associate professor said. “They’re really low-value material, they end up with stuff that should have been reused.”

Tonjes suggests Port Jeff is entangled within a broader conflict within New York state over the reuse of organic waste. By cracking down on the long-term storage of organic waste, DEC aims to reuse these materials before their reuse value diminishes.

While municipalities have historically been responsible for waste disposal functions, this may soon change. Given the ballooning costs associated with managing solid waste, Tonjes suggests these may soon be too burdensome for a small municipality such as the village.

“With the village being such a small entity and trying to run its own — in a sense — disposal facility, it calls for a degree of technical oversight and awareness that may be too expensive for the village to do,” he said.

Further complicating matters is the state’s Climate Leadership and Community Protection Act. This 2019 law mandates New York to reduce economywide greenhouse gas emissions by 40 percent by 2030 and no less than 85 percent by 2050 from 1990 levels. 

Enforcing these standards, Tonjes said, would require the complete overhaul of the state’s waste management apparatus.

Under this law, “all government actions have to comply with the notion of minimizing greenhouse gas emissions,” he said. “Almost all solid waste activities involve greenhouse gas emissions, so it’s clear that solid waste management will have to change dramatically to account for this new law.”

Meanwhile, Garant admitted that the changes in state law blindsided the village. For her, the permit controversy with DEC offers a window into the challenges small municipalities encounter when interfacing with higher levels of government.

“When large government makes change to a section of the code, they really don’t know the trickle-down impacts that they are making,” she said. “Wanting to be in full compliance, making an application six months ahead of time, now I’m in a situation where I’m in the middle of branch and leaf pickup, and I’m going to have a permit expiring.”

Tonjes said conversations surrounding solid waste management are only getting started. He suggests that finding a workable solution to these complex problems requires significant coordination between all levels of government.

“The future is going to get very interesting in terms of regulating how the state manages its garbage,” he said.

The Village of Port Jefferson Board of Trustees met on Monday, Nov. 21, for a business meeting covering a range of pressing public business.

Mayor Margot Garant presented the cost estimates for the proposed upper wall to fortify the East Beach bluff, presenting figures ranging from $3.32 million to $4.52 million depending on the scope of the projects, such as add-ons to accommodate racket sports amenities. After presenting these cost estimates, Garant recommended that the board reject these bids. “I don’t think we should take any action on the upper wall, the steel wall, at this point,” she said. 

The plans for the upper wall were delayed for a variety of factors, according to Garant. In a text message, she maintained that the delay was not a change of posture but rather a change in the timeline for final approval, given the weather and the pending completion of the lower wall. 

“My position hasn’t changed,” she said. “Something has to be done, but the timeline for the lower wall to be completed, with the upland restoration and plantings not occurring now to the spring, is pushing this from being done within the next six to eight months, so we cannot approve the bid.”

The board also debated an ongoing permit dispute between the village and the New York State Department of Environmental Conservation regarding the Port Jefferson Village Clean Solid Waste Landfill. This kettle hole, which facilitates branch and leaf pickup services within the village, was affected by changes to state regulations in 2017.

The purpose of the deliberations was to decide whether to enable P.W. Grosser Consulting, a Bohemia-based environmental firm, to negotiate with the DEC to work out a permit agreement.

“We would like to get our permit back to what the state regs were prior to them changing them, which means we can put branches and leaves in there,” Garant said. “The challenge has become Mother Nature, really, with the large trees.” 

The mayor added, “Branch pickup, honestly, I don’t know if it’s sustainable for us in this community.”

With a looming Dec. 11 deadline, the future of the landfill and branch pickup in PJV hangs in the balance. After some debate, the board agreed to table the matter for a later meeting.

In her report, Deputy Mayor Kathianne Snaden detailed the results of a recent survey conducted to determine the name of Station Street, a one-way corridor opening in Upper Port. Out of 134 submissions, “Station Street” was the highest vote-getter.

Trustee Rebecca Kassay reported on an event she has been coordinating with other sponsors called Walk Safe with a Doc. The event will be held sometime this spring to  promote the physical benefits of walking and the importance of pedestrian safety.

Trustee Lauren Sheprow reported two upcoming meetings, one with the Country Club Social/Hospitality Task Force and the other with the newly reestablished Parks and Recreation Advisory Council. The PRAC will assign roles and designate committee chairs at its next meeting.

The board of trustees will reconvene Monday, Dec. 12, at 5 p.m., the same day as the upcoming bond vote in Port Jefferson School District.

East Beach bluff

Mayor Margot Garant reported developments from the East Beach bluff construction site, stating buildout of the lower toe wall “has been moving along very nicely.”

“The steel wall is in, the concrete cap is about 100% in, there’s a lot of concrete rebar in there, and now they’re putting in the anchors through the wall and pinning the wall into the cliffside,” she said.

At the upland, the village must soon decide the fate of the clubhouse at Port Jefferson Country Club. The mayor said she has been gathering information from the village’s hired engineers and will provide the board with their findings later this month.

During the public comments, village resident Myrna Gordon inquired about Garant’s recent announcement regarding forthcoming informational meetings on the upland proposals. [See “A message from Mayor Margot Garant: A candid discussion about East Beach bluff,” The Port Times Record, Nov. 3.]

Responding to Gordon, the mayor said more information would be made available following the meeting later this month. 

“I’m still getting information from the engineers, looking at some of the drainage plans and alternative solutions for the upland project,” she said. “We put the [upper] wall out to bid. The engineer just got back to us with an analysis of the bid, so it’s coming together for the board to review with me.” 

She added, “Then, we’ll be setting a date and either making a presentation at the next board meeting or a special town hall, depending on which way the board thinks we need to go.”

Public safety

Representing the Suffolk County Police Department was police officer Sergio Möller. He stressed the need for drivers to lock their cars and take their keys with them when exiting their vehicles. 

“Fifty percent of the cars that get stolen within the 6th Precinct are vehicles that were already running with their keys in it, and that’s a problem,” he said. “Please take your keys with you. Shut the vehicle off. It [takes] only two seconds.”

Code enforcement chief Fred Leute underscored reasons for driving slowly on village roads. “It’s getting dark earlier now,” he said. “We have club and student athletes leaving the school late. It’s already dark, so just drive slow.”

Multiple residents pressed the board on pedestrian safety and walkability. Ana Hozyainova, who ran for trustee earlier this year, asked whether the board is considering a villagewide assessment to promote walkability, bikeability and pedestrian safety.

Responding on behalf of the board, trustee Rebecca Kassay reported she, Deputy Mayor Kathianne Snaden and village staff are exploring the possibility of conducting a study.

“We were pointed toward firms who would do a study, a villagewide study to look at what are the big issues in the village, and how in our particular village can we achieve the goals we want to, both with speed reduction and pedestrian safety,” Kassay said.

Snaden added there might be grant opportunities to subsidize the cost of the study. “It’s expensive, so we have to figure out a way to pay for it,” she said.

Information technology

Kevin Wood, the village’s parking administrator, director of economic development and communications committee head, delivered a presentation on the importance of securing the village’s information technology systems.

Wood’s report comes in the wake of a recent cyberattack against the Suffolk County government. He said municipalities are susceptible to ransomware and other hostile online events due to underfunding, understaffing and outdated systems. 

Based on meetings with Island Tech Services, the village’s network partner based out of Ronkonkoma, Wood said he is working to curtail these concerns.

“I live this every day,” Wood said. “I try to be ahead of the curve on this, of what our vulnerabilities are. I have met with ITS in person, and we think we’re on top of it in a lot of different ways.” 

He added, “If you look at my past reports, you’ll see why we’re ahead of the curve, but we still have to go forward and think about all of the ways we may be vulnerable.”

The village began enforcing two-factor authentication earlier this month, requiring village employees to pass through a second layer of verification to log into government accounts.

“You cannot sign onto your email with Google without having a way of authenticating [your identity], either through an authenticating app or through your cellphone,” Wood said. “It’s a little bit of a [pain], but we have to get through this because there’s been an indication that that’s how [hackers] are getting in.”

Wood also advocated the village upgrade to Municity 5, a multiplatform, cloud-computing municipal software program. He said this upgrade could make the Building Department “much more efficient and amazing.”

“Because of understaffing and other items, we have not gotten this done,” he said. “I just wanted to report that we have got to get this done.”

Wood further addressed how new technologies will affect parking. Namely, an automated license plate recognition system is already used to enforce parking limits on Main and East Main. This system, Wood said, is gradually supplanting the previous parking enforcement method.

Wood concluded his presentation by noting a villagewide software audit is ongoing to assess other vulnerabilities in the village’s various tech spheres.

Tax code

The night also included a public hearing to amend a section of the tax code. Explaining the measure, village attorney Brian Egan said the New York State Legislature sporadically changes its property tax exemptions for senior citizens. 

These changes, according to Egan, often do not correspond to the village’s tax schedule, creating an inconsistency between the state and the village’s tax laws. The motivation for the amendment was to automatically update the village tax code according to changes in state law.

“Instead of us missing that updated income, so a senior citizen can still qualify if that income level went up … we’re going to now set it automatically to whatever the state has,” he said.

Following the public hearing, the board approved the amendment unanimously.

Rental property code

Also on the agenda were two items to put out for public hearing amendments to the village’s rental property code. Kassay, who operates an inn, has helped inform the board of potential code changes, notably affecting Airbnb rentals.

Trustee Lauren Sheprow questioned this process. “I’m still unclear as to how — and I’m going to put out this disclaimer without malice — how a trustee can participate in creating a code and informing the board about a code that has direct impact on a business that she is vested in,” she said. 

Sheprow added, “I think there are guidelines and regs in [the New York Conference of Mayors] that say this has a perception or could be perceived as a conflict of interest.”

Responding to Sheprow’s concern, Garant suggested delineating a potential conflict of interest is complicated given how the code affects all board members in their capacity as residents.

“How I feel about this is everything we vote on impacts us because we’re all residents,” the mayor said. 

However, she expressed uncertainty regarding enforcing the code change, saying, “I think we need to figure out how we want to, as a board, grasp these issues from an enforcement perspective.”

On the ethics question, Kassay offered that she would recuse herself from any future vote related to this matter. Her intended role was to inform the board, given her professional expertise.

“We all have expertise,” she said. “I gave my expertise and perspective because there’s a lot that seems strange and weird, and it’s an odd industry. For me, whatever comes of it comes of it.” The trustee added, “If you’re looking at it, it’s creating more competition. The way it’s written, for my personal business, there’s no benefit.”

Responding, Sheprow said: “Regardless of what you are telling us right now, your involvement in this process is a conflict.”

The board agreed to table the two items pending an ethics review from the New York Conference of Mayors.
