The Village of Port Jefferson Board of Trustees and staff members convened for a work session on Friday, Oct. 28, tackling the various features of the local government’s communications network.

Mayor Margot Garant called the meeting as part of an ongoing effort within her administration to enhance communications between the various entities interfacing with the village government. She set the meeting’s objective. “I want us to create some priorities as a team and then find out where we’re going from here,” she said. “I want the outcomes of this meeting to be defining our priorities for the next six months.”

Centralizing the message

For Garant, effective communication starts with communicating with the general public but goes further than that end alone. She maintained the village could carry out exchanges more efficiently by modifying the existing communications framework in all its facets.

“Communication goes beyond just communicating to the residents and the public,” Garant said. “It goes to communicating internally to staff and everything else.”

Garant said she sees regular communications meetings as essential. Through these dialogues, the team can establish a basis for deciding upon important stories, producing the content and then broadcasting its message.

Deputy Mayor Kathianne Snaden identified some of her priorities. While she said the village has a highly competent staff, greater coordination between these individual units could better advance a common end.

“We have fantastic pieces and parts,” she said, yet “each one is in a silo, somewhat. There’s obviously crossover, but I think … it’s just getting them to work efficiently and overlap.”

Trustee Lauren Sheprow, the village’s communications commissioner, referred to this overlapping method as “the cascading effect — create once, publish everywhere.”

The mayor offered her agreement: “We’ve been completely disconnected, and no one knows who’s driving the bus and where the bus is going.”

Garant also discussed the need for a central chain of command, with the communications team controlling how messages get out. She stressed the need for all parties to go through this decision-making body.

“It’s directing traffic,” the mayor said. “And it’s also creating a very clear line on who they should be talking to and who is giving them the direction.”

Sheprow pitched the potential value of implementing a “global event calendar” and a “content management calendar” within the village government, enabling better organization and tracking of upcoming deadlines.

Garant also identified the need to promptly formulate a plan for circulating emergency information.

“We have the winter season coming up, and that’s usually when we have emergency-type situations,” she said. “You’re going to have a different team at the table when it comes to that. You’re going to have the fire marshal, [code enforcement] chief [Fred] Leute, the ambulance company … you have different threads, different protocols, different everything.”

A website overhaul

In the coming months, a focal point for this administration will be modernizing the village’s website. Garant explained some of the difficulties she experienced using the existing web format.

The current website has several inefficiencies, some of which were identified during the meeting. The future overhaul of the website will emphasize user-friendliness.

“The most important tool we have is our website, and right now I can’t find things on it,” Garant said. “I think that [a revamped website] will have a tremendous impact on how we operate.”

Regarding the website, Kevin Wood, the village’s director of economic development, highlighted some areas for revision. He indicated the existing platform provides too many search results, which clutter the page and overwhelm the user.

“The problems with the website are plentiful,” he said. “One of the things that drives everybody insane is that if you search for just about any topic, you’ll get [results from] 2011, 2012,” adding, “we have to change that.”

Getting the message across

Another discussion point was the matter of producing press releases. Garant argued that generating content can help spotlight prominent stories within the community.

While producing more frequent press releases can help the village get its message out, Wood added that press releases are not limited to a written format. “We should be doing 1-minute video press releases,” he said.

The director of economic development added that compiling information for press releases requires coordination between the various entities involved in a story. For example, a press release spotlighting a particular aspect of village history may require commentary from local historians, public officials and other stakeholders.

“It’s not as simple as taking an email and writing a press release,” he said. “The idea of a press release has to be collaborative.”

As the meeting ended, Garant expressed satisfaction with how much the communications team had accomplished to date. While the village continues to implement its vision for more effective internal and external communication, she expressed confidence in the group assembled. Garant said the committee is headed up by Wood and Charmaine Famularo, a staff member, with trustees Snaden and Sheprow.

“I feel confident that we have the right team, and I think it’s going to be good,” the mayor concluded.

The transformation of Upper Port is happening in real time after years of well-documented social issues and underinvestment.

In the coming weeks, the village will complete two major initiatives. Station Street will soon open to traffic, and the Port Jefferson Crossing apartments, a 45-unit affordable housing complex developed by Conifer Realty, will launch.

As these projects open, further planning is in full swing. Conifer is working with the Village of Port Jefferson Planning Board on a second development located at the Main and Perry streets intersection. Meanwhile, the Board of Trustees is actively pursuing a vision for the proposed Six Acre Park along Highlands Boulevard.

In an exclusive interview with Mayor Margot Garant, she summarized the activities. “I think we’ve made great progress,” she said. “I think it’s a great start to what will continue to make [Upper Port] a safe and welcome place.”

Completing these projects marks the next chapter in a multiyear village undertaking to revitalize its uptown. Yet as the area undergoes its metamorphosis, a broader conversation is emerging.

Community revitalization in context

Richard Murdocco is an adjunct professor in the Department of Political Science at Stony Brook University. His writings focus on land use, economic development and environmental policies on Long Island. In an interview, Murdocco detailed the regional and historical context surrounding redevelopment efforts in Port Jeff.

Downtown revitalization on Long Island dates back at least six decades, said Murdocco, when communities started tackling the effects of suburbanization and population boom.

“Downtown revitalization is not anything new,” Murdocco said. “The first comprehensive plans were drafted in the early ’60s by the Long Island Regional Planning Board and Dr. Lee Koppelman. Those identified key downtown areas where to focus growth, and the whole point of the plans was to mitigate the ever-ongoing suburban sprawl that western Suffolk County, especially, was getting a taste of at that time.”

With the eastward expansion of the Northern State Parkway and the construction of the Long Island Expressway, downtown areas soon became targets for growth. Ideally, this growth consisted of additional multifamily housing options, expanded retail sectors and developing neighborhoods near train stations.

Although development plans today are often pitched as novel or innovative, Murdocco contends that the general framework underlying revitalization has been replicated across generations.

“These concepts are as old as city building,” he said. “It may be new for Long Island, but it’s not new in practice.”

The Patchogue model

Today, proponents often cite the Village of Patchogue as a cornerstone of community revitalization on Long Island. Spearheading these efforts is Paul Pontieri, who has served as the village’s mayor since 2004. 

In an interview, Pontieri detailed his approach to community building. For him, areas that thrive are those with people.

“For an area to be successful, there has to be people and there has to be a reason for people to be there,” he said. “Businesses go where people are.”

Another priority for Pontieri was attracting young families into Patchogue. “We have a lot of young families,” he said. “That happened because we provided the kind of housing they can afford.”

Apartments were central for creating affordable housing options, according to Pontieri. While existing rents may appear overpriced to some, he believes these rent payments are preferable to the mandatory down payments when taking out a mortgage.

“Right now, if you have to put 20% down on a $500,000 home, you’re telling me that a 22- or 23-year-old that just got married has $100,000 to give on a down payment — it’s not going to happen, and that’s the reality,” he said. “You have to have the apartments because they will come into the apartments and begin to save their money, even though the rents on those apartments seem exorbitant.”

Pontieri holds that Long Island communities today face the challenge of drawing and keeping youth. According to him, young people will inevitably move away from unaffordable areas.

“You have a choice: You can sit there in your house — you and your wife at 75 years old — and your kids move someplace else because they can’t afford to live in your village,” he said, “Or you make your community user-friendly, kid-friendly, young-family friendly.” 

Murdocco said Patchogue had been held up as the standard-bearer for community rejuvenation because Pontieri more or less carried his vision through to completion. Though revitalization brought unintended consequences for Patchogue, such as magnifying a “parking problem that was enhanced and amplified by growth,” Murdocco said the example is generally regarded favorably.

“Overall, it’s lauded as a model because they did it,” the adjunct professor said. “For all intents and purposes, the area is thriving relative to what it was.”

Differentiating Upper Port

While Garant acknowledges the utility of Pontieri’s method for Patchogue, she points out some key distinctions unique to Upper Port.

Like Pontieri, she holds that the neighborhood’s success depends on the people it can attract. “I believe that new residents and the new opportunity will drive an economic base and new economic success,” she said. Though arriving at this new resident base, Garant is employing a different approach.

For one, the two villages differ widely concerning their respective topographies. When organizing a plan, Garant said Port Jefferson must operate within the confines of limited space, further constrained by the existing built environment.

“Patchogue is flat, and it’s a grid system, so you can spread out there and have larger parcels that connect to the heart of your village,” she said. “In Port Jefferson, we’re in a bowl. We’re surrounded very much by residential [zones] on both sides of Main, so I see us as able to grow a bit differently.” 

Tying into the issue of topography is the matter of density. Garant maintains Pontieri had greater flexibility, enabling vertical and horizontal expansion to accommodate a growing population. “Our little footprint can’t really hold as much as Patchogue,” Garant said. 

Applying the Patchogue model to Upper Port is further complicated by the historical and cultural differences between the two villages. Garant stated she intends to bring a family oriented culture to Upper Port. In contrast, Patchogue attracts a more robust nightlife scene accentuating its bar and restaurant culture. 

“I just have a different philosophy when trying to revitalize the neighborhood,” Garant said. “I think Patchogue became known for the young, jet-setting community, the Alive After Five [street fair] bringing people to Main Street with a different sort of culture in mind. We’re looking at making things family oriented and not so much focused on bars and restaurants.”

In an email statement, trustee Lauren Sheprow, who emphasized revitalizing Upper Port as part of her campaign earlier this year, remarked that she was impressed by the ongoing progress. She remains committed to following the guidelines of the Port Jefferson 2030 Comprehensive Plan, published in 2014. 

Referring to the master plan, she said, “It does appear to be guiding the progress we are seeing take shape uptown. It would be interesting to take a holistic look at the plan to see how far we have progressed through its recommendations, and if the plan maintains its relevance in current times where zoning is concerned, and how we might be looking at the geography east of Main Street.”

Six Acre Park

Along with plans for new apartments, Garant said the proposed Six Acre Park would be integral to the overall health of Upper Port. Through the Six Acre Park Committee, plans for this last sliver of open space in the area are in high gear. [See story, “Six Acre Park Committee presents its vision.”]

Trustee Rebecca Kassay is the trustee liaison to the committee. She refers to the parkland as necessary for supporting new residents moving into the village.

“As far as Upper Port, I am hoping and doing what I can to plan for a vibrant, balanced community up there,” she said. “The Six Acre Park is something that I see as a crucial element to balancing out the densification of housing up there.”

With more density, Kassay foresees Six Acre Park as an outlet for the rising population of Upper Port. “Everyone needs a place to step out from a suburban or more urban-like setting and breathe fresh air and connect to nature,” she said. “The vision for Six Acre Park is to allow folks to do just that.”

In recent public meetings, a debate has arisen over a possible difference of opinion between the village board and the planning board over active-use space at Six Acre Park. [See story, “PJ village board … addresses Six Acre Park.”]

Garant said the Board of Trustees has yet to receive an official opinion on behalf of the Planning Board. Still, the mayor does not see sufficient reason to modify the plan.

“We’re talking about creating an arboretum-like park used for educational purposes,” she said. “At this point in time, we don’t have enough land. The uptown population is welcome to use the rest of the parkland throughout this village.” Garant added, “But we are extremely mindful that when the new residents come to live uptown and they bring their needs, there’s a lot more that’s going to happen uptown and a lot more opportunity for us to make adjustments.”

Identifying the public good

New development, in large part, is made possible by the Brookhaven Industrial Development Agency, which can offer tax exemptions to spur economic growth. Former village trustee Bruce Miller has been among the critics of Upper Port redevelopment, taking issue with these IDA subsidies.

“It’s an open secret that the properties were very poorly maintained up there,” Miller said. “In my opinion, property owners have allowed their buildings to deteriorate so that they would be able to sell the properties to — in this case — subsidized developers.”

In Miller’s assessment, while the projects are taxpayer supported, their community benefit is outweighed by the cost to the general fund.

“The buildings that are being built are paying very little in the way of taxes,” Miller said. “At 10 years it ramps up, but even at 15 years there’s not much tax they’re paying on them.”

Responding to this critique, Lisa Mulligan, CEO of Brookhaven IDA, released the following statement by email: “In accordance with our mission, the Brookhaven IDA is committed to improving the quality of life for Brookhaven residents, through fostering economic growth, creating jobs and employment opportunities, and increasing the town’s commercial tax base. The revitalization of uptown Port Jefferson is critical to the long-term economic well-being of the region, and housing is one key component of this.”

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), who represents Port Jefferson on the Town Council, also took issue with Miller’s claim. For him, the purpose of IDA subsidies is to identify benefits to the community and advance the public good.

“So often, there is no public benefit,” he said. “If it’s the will of Port Jefferson Village to revitalize an area that has struggled to attract investment for many years, that may be an appropriate use of IDA funding.”

However, Kornreich also acknowledged that these tax incentives come at a cost for ordinary taxpayers. For this reason, it remains crucial that the IDA has a firm grasp of the public good and advances that end alone.

“When this unelected body gives these benefits to a developer, it’s a tax increase on everyone within that taxing district … they are increasing your taxes,” the councilmember said. “When you pay those increased taxes, what you’re doing is supporting this vision of a public good.” In instances where the IDA functions without a view of the public good, he added, “It’s a huge betrayal.”

Garant suggested that ridding Upper Port of vacant lots constituted a public good in itself. While IDA benefits may mean short-term sacrifices for village residents, the tax exemptions will soon expire and the village will collect its usual rates.

“For us in the short term, we might be making a little bit of a sacrifice, but I can tell you right now what I’m making on the payment in lieu of taxes program is more than what I was getting on those buildings when they were blighted,” she said. “Six, seven, eight years down the road, when we’re at the end of those PILOT agreements, we’re going to be getting a sizable tax contribution from these properties.” She added, “I was looking down a 10- to 15-year road for the Village of Port Jefferson.”

Murdocco foresees opportunities for continued discussions within the village. According to him, community development done right is highly collaborative, uniting the various stakeholders around a common aim.

“A good plan is the genesis of effort and conversation between the constituents, elected officials, economists, environmentalists, civic organizations, resident groups, business owners and, yes, real estate developers,” he said. “I know for a fact that in Upper Port Jefferson, a lot of that did happen.”

The SBU adjunct professor added, “In terms of defining a public benefit, it depends on what the community wants. Do they want economic growth for an underutilized area? Do they want environmental protection? Do they want health and safety? That all depends on the people who live there.”

As the clubhouse facility at Port Jefferson Country Club dangles precariously upon the edge of the East Beach bluff, coastal engineers are discussing a proper course of action.

Coastal erosion has encroached dangerously near the clubhouse facility which, without intervention, could fall off the cliff within years. The Village of Port Jefferson Board of Trustees is working to curtail the issue in a two-phased effort. Construction of a toe wall at the bottom of the slope began in August and is ongoing [See video, below].

Now the village board is considering its upland options, deciding whether to preserve the clubhouse or retreat inland. One such option is a steel wall, estimated at $3 million, to be installed between the clubhouse and the bluff. GEI Consultants is a Huntington Station-based consultancy firm that produced the engineering drawings for the upper wall. In a detailed email statement, Rachel Sa, GEI’s director of communications, summarized the plans for the project.

“The proposed wall at the top of the bluff will be effective at preventing further erosion and providing protection around the country club building,” Sa said. “The proposed wall consists of a new anchored steel sheet pile that is greater than 50 feet in vertical length and has been designed for an exposed height of up to 15 feet. The new steel sheet pile will be reinforced with new drilled soil anchors and a continuous wale system.” She added, “The proposed wall at the top of the bluff is, at minimum, designed to wrap around the perimeter of the country club building.”

If approved, the upper wall would be part of an integrated system, designed to work with the lower wall currently under construction at the toe. While critics have cited the limited shelf life of the upper wall, Sa contends the plan represents a long-term solution, even if the bluff erosion continues.

“The proposed Phase I and Phase II stabilization systems have been designed and are being constructed as a long-term solution to the observed erosion of the East Beach bluff,” she said. “If any further erosion does occur, the proposed wall system has the structural and geotechnical capacity to support and protect the country club building.”

But these plans are not without criticism. Ali Farhadzadeh is an assistant professor in the civil engineering department at Stony Brook University’s School of Marine and Atmospheric Sciences. He became familiar with the erosion issue near PJCC about a year ago when he and a team of colleagues met with village officials.

Farhadzadeh said the village is engaged in a two-front effort, with waves striking at the toe as precipitation upland generates substantial surface and internal runoff. While both forms of runoff contribute to the bluff’s erosion, his concerns center on the internal runoff, or water penetrating the soil and exiting through the bluff face. 

“My engineering judgment was that [the bluff erosion at East Beach] is most likely because of the runoff water from the parking lot and the tennis court going to the bluff soil,” he said. “Based on what we see, there is a large parking lot on top, which will generate a lot of runoff. There might be some evidence of erosion from the toe, but based on the pictures of the failure, my engineering judgment tells me that this is happening from the top.”

Sa says GEI’s proposed stabilization initiative adequately addresses these runoff concerns.

“The proposed Phase II project (upper wall) also involves a significant landscaping scope,” she said, adding, “This proposed work involves removing most of the tennis courts and replacing them with soil, native grasses, wildflowers and shrubs. This will significantly reduce the amount of impermeable surface, improve site drainage, and therefore help reduce runoff over the top edge of the bluff.”

Farhadzadeh acknowledges that the revegetation work will slow the erosion of the slope. However, the internal runoff penetrating through the bluff face will likely continue, leading to continued loosening of the soil and further failure of the cliff.

“These are going to extensively improve the situation,” the SBU assistant professor said, referring to the proposed plantings. “If you do that implementation, if you take care of the surface erosion, the toe erosion and also the internal erosion, that steel structure could stabilize the soil — basically stopping the soil underneath the structure from moving naturally. But if the failure continues, then the wall itself is going to fail.”

Responding to this argument, Sa believes that the vegetation work will be sufficient to prevent further erosion, citing this approach as standard industry practice. 

“The proposed steel sheet pile walls will address potentially detrimental permeability conditions at the locations where they are installed,” she said. “It is common practice to use steel sheet pile structures to address these types of conditions — for example, constructing cofferdams to facilitate the dry construction of normally submerged structures/repairs. The remainder of the bluff slope will be protected against permeability conditions with the proposed vegetation and stabilization measures noted above.”

Given how close the clubhouse has come to the bluff’s edge, the village government is working with a sense of urgency. Mayor Margot Garant has stated that if the Board of Trustees favors the upper wall option, she would like to move forward quickly with a vote.

Farhadzadeh prefers a trial-and-error approach over rapid intervention. According to him, it would be wise for the village to install the vegetation and other mitigation measures, evaluate their efficacy in conjunction with the toe wall, and reassess the upper wall plans at a later time.

“From an engineering perspective, it doesn’t make sense to be rushing to the wall and building without making sure the recession [of the bluff] is reduced,” he said. “The wall is not going to stop the recession. The recession is going to be stopped by removing the water from the soil.”

On the other hand, Sa considers the upper wall a necessary measure that would act as a buffer to shield the clubhouse from further erosion. “In the event of areas of further erosion at the top of the bluff, the proposed wall will retain the soils beneath and around the country club building and protect this structure from the potential effects of this erosion,” she said.

In contrast to the upper wall plan, the village board is also contemplating whether to demolish the clubhouse and relocate the facility inland. Farhadzadeh prefers retreating away from the bluff.

“The fact is you should stay away from the edge of the bluff,” he said. “Based on what I’ve seen, it is probably too risky to maintain the existing facility.”

Sa disagrees with this assessment. Citing the village’s internal cost projections, she views the upper wall proposal as a cost-sensitive, viable alternative to managed retreat.

“The village is considering retreat/removal and replacement of the country club building at another inland location,” she said. “Rough initial estimates indicate that this may not be economically feasible. Therefore, GEI’s geotechnical engineers conducted bluff slope stability analyses and developed the double wall system as the best alternative given the site constraints.”

The village board will reconvene for a morning meeting on Monday, Oct. 17, at 9 a.m. Further discussion on the upper wall is anticipated during that meeting.

The Port Jefferson Village Board met on Monday, Oct. 3, for an afternoon packed with important business.

For its first order of business, the board unanimously approved a bond anticipation note to finance construction for improvements at the Old Homestead/Oakwood Road recharge basin. The BAN will enable construction to begin without the village having to draw from its operating budget. 

This project, according to Mayor Margot Garant, is primarily subsidized through a grant from the Federal Emergency Management Administration. 

“We’re still waiting for the grant to come in from FEMA, but we have to pay the bill,” Garant said. “Hopefully, that money comes in before the end of the year.”

The board approved Garant’s appointment of Shane Henry to the Architectural Review Committee. Deputy Mayor Kathianne Snaden, trustee liaison to ARC, anticipated Henry’s expected contributions to the committee.

“He’s young, enthusiastic, and he wants to get more involved,” Snaden said. “I think he will be a great addition.” Garant added that she is looking forward to drawing from Henry’s contracting and historic preservation background.

With trustee Lauren Sheprow voting “no,” the village board approved a 4-1 resolution for the 2023 rate increases for the Port Jefferson Country Club. Stan Loucks, trustee liaison to the country club, said these rate increases are based upon a unanimous recommendation from the Country Club Management Advisory Committee. 

The rate increases, according to Loucks, will enable the country club to make renovations to bunkers, improvements to cart paths and cover other unforeseen expenses.

“The rates that have been presented will increase our revenue by $100,000,” Loucks said. “That is an … increase in the overall budget, which I feel — I hope — is adequate.”

Defending her vote against the resolution, Sheprow expressed uneasiness about membership rate increases. She advocated exploring and exhausting other options for raising revenue before placing added costs on members.

“When I was the chair of the CCMAC, I did not agree with raising membership rates because I felt like there was an opportunity to find new revenue … without putting the revenue on the backs of the members,” Sheprow said. “We’re playing on this product that isn’t the A-plus product that it’s been. It’s kind of a C-level product, and we’re asking our members to come back next year and pay more for something that they don’t have yet.”

General meeting

After a brief interim for an executive session, the trustees moved upstairs for the general meeting. During that time frame, there were several exchanges between the public and the village government.

Chief of code enforcement Fred Leute reminded residents to drive carefully on village streets as schools are again in session. He also reported a speeding issue on Brook Road near the high school. “Brook Road is not a road you want to go fast on,” he said. “When you go down that hill, slow down.”

A Suffolk County Police Department representative told Port Jefferson residents to remain alert to the ongoing crime trends of catalytic converter thefts and phone call scams. 

During her report, Sheprow announced that she would present findings from her internal communications audit at a future meeting. She also reported that the Country Club Social/Hospitality Task Force has already met several times and is working with the restaurant management of The Waterview to “create a more welcoming, accessible and fun environment up at the country club.”

Trustee Rebecca Kassay reported that she is continuing to coordinate with Snaden on a “complete streets concept” for Port Jefferson.

“I am highly recommending that the village looks into investing into a study, which can be anywhere between $30,000 and $80,000,” Kassay said. “This would be something that benefits all residents. It would assess how to make the village more walkable and potentially more bikeable as well.”

Loucks gave an update from the parks department regarding removing vessels from village racks. “The vessels need to be removed by November 1,” he said. 

Snaden announced her effort to coordinate more closely with the Greater Port Jefferson Chamber of Commerce and the Port Jefferson Business Improvement District.

“We’re going to have quarterly meetings moving forward just to make sure that everyone is on the same page with their activities and their events,” the deputy mayor said. “We can all collaborate and bounce ideas off each other, let each other know what we’re all doing.”

Garant gave a detailed report on several significant initiatives within the village government. There are ongoing discussions about giving a proper name to Station Street, a block in Upper Port opening later this month.

“There will be a conversation about what we should call this new street as the new gateway to Port Jefferson,” the mayor said. “We do have a ribbon-cutting on the calendar for October 26 … It will be a great new start to a total revitalization of Upper Port.”

Bids for an upper wall to stabilize the East Beach bluff are due this Friday, Oct. 7. Garant announced that once the board has the final cost estimates, it will decide whether to approve the upper wall or retreat inland. During the public comment portion at the end of the meeting, village resident Michael Mart advised the board to consider the future instead of the past when deciding upon the East Beach bluff.

“Rather than put all of our efforts into saving the past, please look forward to creating the future that we might want here,” he said. “And in doing that, I think it’s important the residents have an opportunity to express their views on the final decision, and maybe even, like with the school board [proposed capital bond projects], have an opportunity to vote on the final decision.”

Port Jefferson School District residents are confronting a major public referendum on Monday, Dec. 12.

Earlier this month, the district’s board of education passed two resolutions to put the combined $25 million in capital bonds projects out for a public vote. 

Now district officials are making their pitch to the general public, with three bond tours scheduled for October and November. Approaching this weighty decision, the community is evaluating its options.

Proposition 1

The lion’s share of the two ballot measures will go toward Proposition 1, a $23.1 million infrastructure package to modernize the district’s aging and outdated facilities. Such improvements target heating and ventilation systems, renovations to the locker rooms and team rooms, and relocation of art, technology and music rooms, among other reconfigurations.

In an email statement from Jessica Schmettan, superintendent of schools, she outlined how infrastructure improvements will help the district meet its academic standards. 

“Many of the existing items are original to the buildings, most dating back to the 1960s,” she said. “Our mission in Port Jefferson has always been focused on academic rigor and personalized instruction for all students. … In order to focus on these areas, we need to modernize and renovate aging facilities.”

Mayor Margot Garant expressed support for these investments. For her, it is prudent to invest now while district taxpayers are still subsidized by the Long Island Power Authority. 

“We are in a position right now where we have five years left on our glide path,” Garant said, referring to the gradual decline of LIPA subsidies in the coming years. “For every dollar that we spend, LIPA is still picking up 50 cents on that dollar. These facilities need to be protected, and they need to be invested in.” The mayor added, “If we don’t make those investments, that’s going to start to have impacts on property values and on whether people want to come and live here.”

New York State Assemblyman Steve Englebright (D-Setauket) has followed the matter closely. In an exclusive interview, he likened investments in school facilities to an oil change on a car: Residents can either pay now or pay in the long term.

“I think the mayor is right,” Englebright said. “This is a moment. If you miss that moment, then the buildings deteriorate and they become less appropriate for the next generation of students going into them.” He added failing to recognize these needs is “short-sighted thinking.”

Proposition 2

The second ballot measure varies widely from the first in terms of scope and cost. It has also drawn significantly more opposition from the public and even members of the Board of Education. 

Proposition 2 concerns the $1.9 million proposed crumb-rubber artificial turf field for athletic competitions. This proposal also comes with continual costs for replacement every eight-to-12 years, a sticking point for some.

Paul Ryan, a district resident and former BOE candidate in 2022, is among the most vocal opponents of this measure. “My position on Prop 2 is that it is financially irresponsible in this economic climate of high inflation,” he said. “It’s a heat sink and will fill our harbor with microplastics, less safe than grass and less enjoyable for most of our community to play on.” He added that the process to put out the turf field for public referendum was “conducted in an ethically dubious manner.”

Ryan is not the only one against the turf field proposal. During a special meeting of the BOE on Tuesday, Sept. 13, numerous other residents raised objections to Prop 2 on similar grounds.

Citing the potential for environmental or ecological harm, Englebright, a geologist by training, expressed in his interview reservations about using artificial turf.

“The underpinnings of the artificial turf is rubber, and it usually comes from waste tires,” he said. “That has proven to be a source of contamination.” The state assemblyman added, “In the universal sense — I don’t mean specifically for this school district — there is still an open question as to whether these artificial fields are a) without biohazards and b) cost effective.”

On the other hand, during the Sept. 13 meeting, many parents and students showed support for the turf proposal, contending that it would foster school pride and bolster a sense of community identity.

Regardless of the mixed reaction, the school district remains supportive of Proposition 2. “The district is equally supporting both propositions on the ballot that represent a variety of needs,” Schmettan said.

Long-term uncertainty

During this year’s trustee election for the Board of Education, candidates debated the topics of declining student enrollment and the chance that PJSD will merge with another school district in the coming years. [See “Port Jeff BOE candidates tackle the issues,” The Port Times Record, May 12.]

Though these debates remain unsettled, Schmettan holds that the capital bonds will help draw families into the district while meeting its academic aims.

“There is no doubt districts across Suffolk County are experiencing a decline in student enrollment,” she said. “However, merging with another school district erases our unique opportunities and increases school tax rates.” The superintendent concluded, “We need to improve facilities to match our outstanding academic programs and explore ways to attract families with children to the area.”

Garant spoke in similar terms. She believes Port Jefferson remains a desirable location to raise a family. However, preserving a high standard of living and quality public schools comes at a price.

“When you go for a bond initiative, it’s a project of significant proportions,” the mayor said. “I’d rather see us make an investment and secure the quality of life that we have. And that will be up to the voters.”

The Port Jefferson Village Board of Trustees is approaching a meaningful vote to decide the future of the Port Jefferson Country Club.

PJCC is a village-owned property. In a two-phased initiative, the board is actively responding to the harmful effects of coastal erosion at East Beach. Construction of a lower retaining wall is ongoing after a 4-1 vote under a previous composition of the board of trustees. 

Now the board is looking upland, where erosion has encroached dangerously upon the PJCC clubhouse. Without remediation, the clubhouse could fall off the cliff within years. 

Weighing its options, the board must soon decide whether to invest in preserving the existing clubhouse by adding a steel wall or retreating inland.

A battle against time and nature

In an exclusive interview with Mayor Margot Garant, she provided her initial estimates for the cost of the upper wall. 

“We’re estimating approximately another $3 million for that upper wall project,” she said. “The lower wall was a more complicated project because of the steel, rock and revegetation of the entire slope. The upper wall is really only steel and vegetation.” Bids for this project are still out but are due by Oct. 7, when the village will receive its final estimate.

Garant acknowledged the severe economic and environmental constraints working against the village. The construction cost index is forecast to see a 14.1% year-to-year increase by Dec. 31. While the cost of building materials skyrockets, inflation is at its highest point in four decades. 

Meanwhile, the cliff erosion is rapidly closing in on the clubhouse. For these reasons, Garant feels a sense of urgency to approve the upper wall if the village board favors that option.

“I think economic factors … plus Mother Nature are all kind of not working to our advantage at this point in time,” she said. “We’re already at a point where we’re playing beat the clock. We’ve lost a tremendous amount of material, and that is something we have to take into consideration — the pros and cons and the risk factors.”

While the mayor appears committed to quick remediation, the board has no unanimous consensus. Trustee Rebecca Kassay was the lone dissenter on the lower wall vote, citing a lack of public input into the final determination.

If presented with a similar vote on the upper wall, Kassay said she would vote “no” again. “My position is still the same,” she said. “I cannot, in good conscience, vote for another multimillion dollar project without having the residents of Port Jefferson show their support or rejection for it.”

Drawing from her background in environmental advocacy, Kassay believes there are viable alternatives to the upper wall. While the burgeoning science of coastal erosion mitigation may be daunting, according to her, exploring these options may be in the village’s long-term interest.

“Adopting new strategies and technologies can be very nerve-racking,” the trustee said. “It’s quite upsetting but, as community leaders, it’s our duty to look at the realities in front of us and serve the community accordingly.”

This week, a local climate expert presented some of her findings to the Port Jeff community. During a Greater Port Jefferson Chamber of Commerce meeting Tuesday, Sept. 27, Elizabeth Hornstein, a New York State Sea Grant sustainable and resilient communities specialist for Suffolk County, explained the pending threat of sea-level rise and intensifying storms on coastal communities. 

Hornstein’s presentation stressed the need for community planning and resiliency. She advised that addressing the issue of erosion near the country club would require a communitywide assessment of its environmental priorities.

“I think the community as a whole has to decide what is most important,” she said. “Is the country club an asset that is very important to the community? What else in the community, though, is also very important that you may want to protect?” She added, “I think it’s a tricky situation, and it’s hard to make those calls.”

Reimagining PJCC

Trustee Stan Loucks remains undecided whether he will support the upper wall. Like Kassay, Loucks has expressed support for putting the matter out for a public referendum. However, he suggests the board should tie an upper wall proposal to a plan for reinvigorating the country club.

Critics of saving the clubhouse have cited examples of village officials referring to the clubhouse as “underutilized.” Joining these detractors, Loucks hopes for greater use of the country club’s available amenities.

“I would like to see more of a country club atmosphere up there, and I’m not sure we’re getting it with the existing building,” he said. “I want to see what it’s going to cost to put an upper wall in there, and I want to see what it would cost to perhaps build a new building.”

Trustee Lauren Sheprow campaigned earlier this year on a platform of protecting the clubhouse. In an email statement, she referred to the facility as “one of Port Jefferson’s finest assets.” 

In her short tenure on the village board, Sheprow has already resurrected the Parks and Recreation Advisory Council. The newly elected trustee said this council will work to bolster recreational activities at the clubhouse.

“I am hopeful that our new Parks and Recreation Advisory Council will help to build and cultivate a concept, which will be on the agenda for our first meeting in October,” Sheprow said. “We would also like to create more recreational opportunities over the winter months.” She added that new racket sports amenities might provide even more avenues for recreational use.

As the board awaits cost estimates for the upland projects, Sheprow intends to evaluate both options thoroughly before making a final judgment. “I would like to be able to do a walkthrough of the proposed solutions and hear from those who have designed them,” she said, adding, “I would also like to hear how this would factor into a more comprehensive long-term strategy for the country club campus.”

Garant said residents could expect at least one more work session in the coming weeks for the upland proposals. After that, it remains unclear whether these projects will go out for a public vote. 

“I think the Board of Trustees will make that decision as soon as possible if we’re moving forward [with the upper wall],” the mayor said. “And if we’re not moving forward, some of the other retreat plans will take time because the retreat plan means that we’re abandoning the facility.” 

With respect to a possible referendum, she added, “When we have that price point, we can have that discussion as a board. I’m not sure I’m in agreement with that as that was something we should have discussed when we passed the resolution for the $10 million bond.”

The Port Jefferson Village Board of Trustees covered a range of issues during a business meeting Monday, Sept. 19.

With trustees Stan Loucks and Lauren Sheprow absent, the board approved a resolution authorizing the mayor to enter into a contract to purchase the historic derelict home at 49 Sheep Pasture Road. 

With this authorization, Mayor Margot Garant announced the village was moving closer to acquiring that property and presented plans once an agreement is met.

“We will be finally securing that property,” the mayor said. “Once we secure it, I’m going to bring the historical society to the table and the preservation company.” [For more information on this property, see The Port Times Record’s 2019 story at TBR News Media’s website: “Port Jeff historians decry potential loss of historic house.”]

Garant also reported the village is pursuing a granting opportunity to subsidize the development of the Six Acre Park along Highlands Boulevard. The grant application process sets certain conditions requiring an applicant to present a concept plan along with other criteria. 

“That grant will provide funding for the final buildout in terms of plans and material and construction,” Garant said. Trustee Rebecca Kassay, trustee liaison to the Six Acre Park Committee, added that this “could be an enormous amount of money.” 

To satisfy the conditions of the grant application, the board approved a proposal from Hauppauge-based consultancy firm VHB Engineers for $22,750.

The board also voted to reinstate the Parks and Recreation Advisory Council. Based on guidelines from the village code, this advisory council can make recommendations to the board of trustees related to recreational programs, leisure and cultural activities, and parks and playgrounds. 

Garant appointed Beth Capodanno, Gerard Gang, Robert Gross, Jennifer Hildreth, Kelly Juliano, Lois Kilkenny and Rima Potter to serve on this reconstituted council. The mayor appointed as alternates Mary O’Sullivan, Thomas Provencher and Dana Eng.

Deputy Mayor Kathianne Snaden discussed her ongoing work to stabilize the feral cat population villagewide. Coordinating with Jaegers Run Animal Rescue, Snaden requested the board allocate funds for sterilization services and rabies vaccinations to 100 cats per year.

Responding to Snaden’s request, Garant said, “Let’s see if we can appropriate $3,000. It’s a good cause. Lisa [Jaeger]’s a good person, helping in so many ways with all sorts of creatures.”

Snaden additionally reported on an ongoing difference of opinion between the Board of Trustees and the Planning Board regarding active-use space in the Six Acre Park. 

Though some members favored an active-use provision at the Six Acre Park, the Planning Board could not reach a consensus on a formal recommendation, according to Snaden. Garant countered these claims by saying, “I think there are tons of recreational opportunities in this village.”

Kassay reported the Beach Street Community Garden program would take place Monday, Sept. 26, from 6-7 p.m.. This program is free to the public and will focus on fall harvesting. 

Kassay also discussed her continuing work to investigate tick disease awareness and prevention. According to her, the village has been offered tick removal kits through a Stony Brook University-affiliated disease research center. These kits will most likely be made available at the Village Center. Kassay concluded her remarks by offering to deliver a presentation to the board on a potential revision in the village code for short-term rental properties. This presentation could come as early as mid-October. 

Neither Loucks nor Sheprow delivered a report by proxy.

During a special meeting of the Port Jefferson School District Board of Education on Tuesday, Sept. 6, superintendent of schools Jessica Schmettan delivered a presentation on the proposed capital bond projects slated for a possible public referendum later this year.

During the upcoming meeting on Tuesday, Sept. 13, the board will vote whether to formally adopt two ballot propositions for an expected Dec. 12 vote. The special session included a lively discussion among board members and elicited significant feedback from members of the public. Village Mayor Margot Garant even made an appearance to share her own take on the proposed projects.

The meeting began with a detailed presentation of the proposed projects, followed by over an hour of deliberations during the public comments. Both ballot measures drew considerable public debate and diverse perspectives from both sides.

Proposition 1

Proposition 1 encompasses a wide range of infrastructural improvements across buildings throughout the district. The estimated combined costs for Proposition 1 total $23.1 million.

The first item includes upgrades to heating and cooling within the high school and elementary school, upgrading the steam heating system and providing dual-use ventilators in the high school. The plans would also replace existing units in the elementary school with dual cooling units. 

“If this bond was to be approved, we could say that all three of our schools would be heated efficiently and cooled efficiently,” Schmettan said. “I know there has been some conversation about cooling and the need for that. It is a modern convenience, but it is also a comfort. … It is tiring to be in the heat that long, and our students do learn best when they are in the most comfortable conditions.”

The proposal would also renovate the existing locker room and team room facilities surrounding the high school gymnasium. These facilities are used by physical education classes from grades 6-12, supporting the nurse’s office and the well-fit rooms. 

The proposed renovation to the nurses’ office would remove an existing wall, adding a waiting area, a resting place, an ADA-compliant toilet and sink, and a resting area for the nurses. 

The ballot proposal also seeks to reconfigure the girls locker room and team rooms, repurposing some of the existing showers as additional locker room space. The proposal would link the girls locker room with the team room and an ADA-compliant bathroom. 

“Additionally, there would be access from the Wall of Fame hallway so that children could get into the team room, get into the locker room, without walking through the gymnasium when classes are in session or games are in session,” the superintendent said.

The proposal adds plans for a wellness room, which will open up storage space for the physical education department. A wellness room, according to Schmettan, would centralize equipment storage while accommodating office space for PE teachers and coaches.

“It centralizes everything,” Schmettan said. “Right now, our boys team room is upstairs and our girls are downstairs. It centralizes all our staff in one spot for supervision, which is ultra-important.”

Transitioning to the boys team room, Schmettan expressed disappointment and embarrassment at the existing facilities. She indicated that this space is “old and decrepit,” with a “long, dark hallway.” The current layout has the added disadvantage of separating the boys and girls team rooms between separate floors. 

The proposed renovations would bring the boys team room downstairs. Similar to the layout for the girls, the boys team room would conjoin the team room with the locker room while providing access from the hallway.

Currently, the school trainer uses a closet as an office space. Under the plans, the trainer would move out of this location into a repurposed and renovated well-fit room. “It has access from the hallway and can be a proper room for the students to see the athletic trainer for any of their injuries,” Schmettan said.

Another aspect of this bond proposal centers around the two areas where the students have to leave the main building to access a portable that houses art, technology and music programs. To get to the portable, students must exit the building and mount a steep set of stairs, often encountering inclement weather.

“It is a huge safety and security issue,” Schmettan said. “It also presents a problem when you’re talking about students with disabilities, or with short- or long-term injuries.”

The bond proposal would demolish the portable music room, outfitting the upstairs space that supports the boys team room with a new tech education room and music room. 

The existing band and choral room would also improve, with proposed renovations to the storage areas for equipment and musical instruments.

The final item within Proposition 1 is the renovation of approximately 14 bathrooms within the elementary school. These upgrades include tiling, plumbing, toilets, sinks and water fountains.

Proposition 2 

The second ballot proposal, if approved, would replace the existing grass athletic field with an athletic turf field. A projected $1.88 million project, Proposition 2 would add a five-sport lined crumb rubber surface, which has an expected lifespan of eight to 12 years. 

Schmettan said a turf field would promote playability for the district’s athletic teams. She added that despite some speculation from members of the public, there are no plans for either field lights or a comfort station for the turf field. 

Proposition 2 is a contingent ballot measure, meaning it cannot pass on its own. If the first proposal were to fail come December, then the second proposal would fail automatically regardless of its vote.

Cost estimates

Joining Schmettan was deputy superintendent Sean Leister, who presented multiple financial models to prepare district residents for the expected costs for these projects. 

Leister said his estimates generally swayed on the conservative side so that he does not underrepresent the expected costs. His models assume construction will begin in 2023-24 and that the district will borrow funds from its reserves to cover the expenses for the first year of the bond. 

“We would borrow money for a 15-year bond,” he said. “Once again, that could be variable, but we’re using an estimate of 15 years. The debt service on that bond would run from 2024-25 through [2038]-39.” He added, “In my models, I also estimated that state aid would not begin until the third year. … I also estimated on the low side that 87% of the project will be eligible for state aid.”

Leister gave a detailed estimate of residents’ annual contributions to paying down the bond based on the assessed values of their homes. Since the project’s first year will be self-funded, borrowing will kick in for 2024-25. See figures above for expected costs from 2023-28.

Following the presentation, a spirited discussion ensued during the public comments when district residents, parents and students raised several arguments for and against the two ballot measures.

American history and local tradition are on a collision course here in the Village of Port Jefferson.

Last month, public officials announced that the village government would partner with the Port Jeff-based Bayles Boat Shop to recreate a whaleboat from the American Revolution era. The boat shop is an offshoot of the Long Island Seaport and Eco Center, also known as LISEC, a nonprofit dedicated to the preservation of maritime history on Long Island. 

Mayor Margot Garant said the village government entered into conversations with LISEC because it sought a way to promote the story of Port Jefferson’s role in the Culper Spy Ring.

“We would have never considered it without having LISEC as a partner,” Garant said. “They just absolutely loved the concept. We brought it to them for the historical component and for helping us tell the story about Port Jefferson’s instrumental role — and the Roe family’s role, in particular — in the spy ring.” She added, “We felt the whaleboat would be a unique way of embracing the history, telling the story and engaging the community.”

In an interview, LISEC president Len Carolan indicated that the buildout would last for up to two years or so. “The boat will be a little bit longer than 25 feet, 6 feet wide, and it will weigh up to a ton,” Carolan said. He added that a project of this scale will also require additional steps: “This is the first time we’re going to be using a lofting platform.”

Lofting is a practice in wooden shipbuilding that enables designers to produce full-scale drawings used as templates. These renderings will help the builders to cut wood pieces with precision and to create a vessel that is as true to the source as possible.

The designers even hope to use the same building materials as the original whaleboats. “Typically, the boats then were built with white oak and white cedar,” Carolan said. “We have access to white oak because that grows here on Long Island. The white cedar, though, is no longer available here, so we’ll have to go a little further north to get the kind of wood we need.”

The term “whaleboat” is a misnomer, denoting the style of the vessel rather than its intended function. Carolan stressed that the operators of the original whaleboats did not use them for hunting whales.

“It’s similar to the design of the boats used to hunt whales, but those boats were much bigger — they were like 32 to 36 feet long,” he said. However, the boat’s design likely offered the patriots certain tactical advantages at sea. “It was easy to maneuver and row, and they were able to raid British ships and get away quickly using these whaleboats.”

Local historian Mark Sternberg is among the key figures involved in this project. Sternberg said he cultivated an interest in local history while growing up in the Port Jefferson School District. Back then, the stories of local patriots left an early impression upon him, inspiring him to pursue the subject more deeply.

“I’m from Port Jefferson … and grew up surrounded by the history here,” he said. “There is a lot of stuff here in Port Jeff that hasn’t been well documented. We have barely even started to scratch the surface of what we know about the spy ring.”

Sternberg foresees the whaleboat serving an array of educational purposes. An operational whaleboat makes possible various historical reenactments, such as Valentine Rider’s misguided plundering of the Roes — whom he had falsely believed were loyalists — and scenes of the numerous whaleboat battles fought in the Long Island Sound.

Sternberg added the whaleboat would help to tell the story of Caleb Brewster, a Setauket native who assisted the American war effort through his participation in the spy ring. Brewster also joined in the famous whaleboat fighting on the Sound. 

Though the name of Brewster’s whaleboat is lost to history, Sternberg recommends naming it “Resolution.” He said this title could still honor the Brewster legacy.

“My recommendation is to call the boat Resolution,” he said in an email. “This was the name of Valentine Rider’s whaleboat; [he was] a patriot privateer who launched from Connecticut to harass perceived loyalists on Long Island. It will work for plundering reenactments, as Valentine Rider and his men plundered the families of Nathaniel and Phillips Roe in May 1781 — the Roes were portraying themselves as loyalists as part of their roles in the Culper Spy Ring.” He added, “The name will also work if we ever try to reenact the intense whaleboat fight of 1782, as Valentine Rider fought alongside Caleb Brewster in that battle.”

Port Jeff village historian Chris Ryon also supports the whaleboat project. He sees the whaleboat as a unique opportunity to showcase two previously distinct strands of local history, connecting the village’s shipbuilding roots to its contributions to the Revolutionary cause.

The whaleboat “pulls it all together,” Ryon said. “It’s one of the earliest histories we have and pulls our Revolutionary War history in with our maritime history.”

Carolan expressed similar enthusiasm for the project. He said he hopes for the public to be able to follow the various stages of the buildout, from the construction of the lofting platform to the completion of the whaleboat. 

He also holds that the whaleboat could be a precursor to similar projects down the road, generating momentum and boosting confidence among those working on it. “We are hoping that it becomes a visible sign to students and local school districts,” the LISEC president said. “And that the entire build from beginning to end is open for the public to see the progress.” 

Carolan added that he hopes the build is the first of many large undertakings for the Bayles Boat Shop and added, “I think it’s going to give us so much more exposure.”

For Garant, sharing the local history of Port Jefferson is essential. By educating locals about their historical origins, she believes residents can better understand who they are, where they come from and their place within that history.

“I think the history is key to who we are,” the mayor said. “I feel one of the responsibilities of local government is to not only embrace that history, but to enrich and save it and work with the community to celebrate it and talk about it.”

The Port Jefferson Village Board of Trustees held its monthly meeting Tuesday, Sept. 6, to discuss current plans and issues throughout the village.

The meeting started with a reminder from code enforcement chief Fred Leute to drive carefully down the streets. Now that school is back in session, more wet weather and leaves will likely be on the ground.

Trustee Rebecca Kassay announced that she and Deputy Mayor Kathianne Snaden have been working together to make the village more walkable and bikeable. These efforts will make it easier to travel around Port Jefferson without using a vehicle.

Kassay also shared that she and Snaden have worked to replace dead street trees this fall with more aesthetically pleasing and ecologically friendly ones.

Kassay said they have been meeting to discuss issues regarding uptown parking. “We’ve been looking at hopefully partnering with some of the medical office space uptown so that we don’t have to pave any additional space uptown — and take it from there,” she said.

After concerns were brought up to the trustees about ticks a few months ago, Kassay has been discussing the issue with the Stony Brook University disease center. The village will be putting information on its website and working with local media to spread awareness about the issue, as well as reaching out to schools to see if they can give the items to nurses and coaches. The village has also been offered tick handbooks, tick identification cards and tick removal kits.

Next meeting, Kassay intends to discuss the timeline and action plan for the village to work on flood mitigation.

Kassay also announced that the Beach Street Community Garden program scheduled for Wednesday, Sept. 7, has been rescheduled due to inclement weather. The new date is to be determined.

Trustee Stan Loucks announced that the drought Long Island has faced has started to impact the golf course, which has had 300,000 gallons of water put into it every night. 

“Our conditions up there have gotten to the point where some of the fairways were turning brown, so this rain we’re getting today is kind of a godsend,” Loucks said. He added, “All of our water comes out of on-site wells. The wells up at the country club have reached the level where we’ve been put on restricted watering. We’ve only been able to water our greens and tee boxes for the last 10 days or so, so this rain is coming at a perfect time.”

The golf course will be closed this week on Thursday and possibly Friday while the aeration process takes place.

The country club’s early bird program starts on Saturday, Oct. 15. However, the membership rate fees are to be determined.

Loucks also asked that nobody walks down to East Beach, due to the Bluff Stabilization project. Still, he assured everyone that considerable progress had been made already. Snaden would later add that drone footage of the progress is available to view, provided by Charmaine Famularo.

Tennis courts 7 and 8 are still open and will stay open through September and possibly through October.

Loucks said there are plans to build a permanent barbecue on the patio behind the scoreboard on the golf course.

Finally, Loucks shared that the annual village golf outing will be taking place on Thursday, Sept. 22. The outing is open to all village residents, along with anyone who works in the school district, is a member of the fire department or a business owner in the village. The cost of the outing is $50.

Trustee Lauren Sheprow announced the first meeting of the Recreation and Parks Committee would take place on Thursday, Sept. 29.

The next meeting of the Country Club Social/Hospitality Task Force will take place Wednesday, Sept. 14, at Port Jefferson Country Club at 6:30 p.m.

Concluding her report, Sheprow shared that the village’s internal communication audit is still underway. She looks forward to meeting with the other trustees individually to discuss it.

Snaden reported that the Port Jefferson high school homecoming game has been moved to Saturday, Oct. 22, due to an issue regarding the number of football players on the team. The parade will now take place on Oct. 21 at night. Instead of floats, the students plan to decorate their vehicles with lights. Due to scheduling conflicts, there will not be the Caroline Field events that have been held in the past, but Snaden hopes to bring them back next year.

Snaden went on to report that code union negotiations are continuing. Also, the Architectural Review Committee is looking into an application for a new “Sea Creations” sign to be put on the front of the Harbor Square Mall on Main Street. Additionally, St. Charles Hospital wants to build a retaining wall in its parking lot for expansion. 

Mayor Margot Garant reported that the trustees, with members of the planning and zoning boards, attended a walkthrough of the Port Jefferson Crossing Apartments at 1615 Main St., and were very happy with the amenities that they saw. There is also a 3,000-square-foot retail space. 

Station Street is expected to be installed sometime in mid-September. Overall, Garant is happy with the direction Upper Port is taking.
