Frank Costa and Jon Pucci Allegedly Set Fire to PSEG Long Island Substations to Facilitate

Their Burglaries of Nearby Commercial Establishments

Suffolk County District Attorney Raymond A. Tierney announced on Feb. 27 that Frank Costa, 54, of Port Jefferson Station, and Jon Pucci, 29 of Middle Island, were indicted for allegedly committing a series of three arsons and nine commercial burglaries at businesses throughout Suffolk County.

“These alleged criminal acts have not only caused extensive damage, but have also put the lives of Suffolk County residents and first responders at risk,” said District Attorney Tierney. “I thank the Suffolk County Police Department for their thorough investigation of this case. Now, my office will ensure that these defendants are held accountable for their alleged extremely dangerous crimes.”

According to the investigation, between August 20, 2023, and February 9, 2024, Costa and Pucci allegedly burglarized nine businesses and set fires at three PSEG Long Island (“PSEGLI”) substations in Suffolk County. The defendants apparently believed the fires would cause power outages in the local community, which would distract law enforcement while Costa and Pucci committed the burglaries. On February 10, 2024, at approximately 12:00 a.m., Suffolk County Police Department detectives followed Costa and Pucci and placed them under arrest.

While police searched the location, they discovered an ATM that was allegedly stolen from a Shell Gas Station in Ridge the day before. Money from the ATM was allegedly found in the defendants’ pockets after their arrest.

The alleged burglaries occurred on the following dates and locations:

  •   December 11, 2023 – USA Gas, 1146 Middle Country Road, Middle Island.
  •   December 26, 2023 – USA Gas, 1146 Middle Country Road, Middle Island.
  •   December 26, 2023 – BP Gas, 1470 Middle Country Road, Ridge.
  •   December 29, 2023 – Gulf Gas, 240 West Main Street, Smithtown.
  •   December 31, 2023 – BP Gas, 3200 Veterans Memorial Highway, Bohemia.
  •   January 12, 2024 – Ideal Food Basket, 500 Jefferson Plaza, Port Jefferson.
  •   January 12, 2024 – DJM Laundromat, 1 Glenmere Lane, Coram.
  •   January 24, 2024 – Back Country Deli, 70 Horseblock Road, Yaphank.
  •   January 30, 2024 – Kings Park Car Care, 189 Main Street, Kings Park.
  •   February 9, 2024 – Shell Gas Station located at 1511 Middle Country Road, Ridge.
  • Costa and Pucci were each indicted for the following charges:
  •   One count of Criminal Possession of a Weapon in the First Degree, a Class B violent felony;
  •   Nine counts of Burglary in the Third Degree, Class D felonies;
  •   Three counts of Criminal Mischief in the Second Degree, Class D felonies;
  •   One count of Attempted Burglary in the Third Degree, a Class E felony;
  •   One count of Criminal Possession of Stolen Property in the Fourth Degree, a Class Efelony; and
  •   Three counts of Arson in the Fifth Degree, Class A misdemeanors.

Suffolk County Crime Stoppers, Suffolk County Police Hate Crimes Unit and Arson Section detectives are seeking the public’s help to identify and locate the person or people who damaged a sign at a Ronkonkoma mosque.

An ignited device was placed near or thrown at a sign on the property of Masjid Fatima Al-Zahra Mosque, located at 55 Lake Shore Road, on July 4 at approximately midnight. The mosque building was not damaged and no one was injured.

Detectives are asking anyone who was in the area, including at Lt. Michael Murphy Memorial Park, between 10 p.m. on July 3 and midnight to call police.

Huntington Manor firefighters evacuated 15 residents from an early morning apartment blaze Sept. 20.

The fire department responded to initial reports of a structure fire on New York Avenue between East 10th and East 11th streets in Huntington Station at 6:51 a.m., according to fire district spokesman Steve Silverman.

Firefighters found a fire in an apartment building located behind a commercial building and began an aggressive search and rescue. Several neighboring fire departments including Commack, Dix Hills, Greenlawn, Halesite, Huntington, Melville also responded bringing a total of 50 firefighters and 10 trucks to the scene.

Huntington Manor assistant chiefs Jon Hoffman, Chuck Brady and Jim Glidden led crews in evacuating residents and bringing the fire under control within an hour. The fire caused extensive damage to the commercial building and apartments on the first and second floor, according to Silverman.

New York Avenue was closed off in both directions by Suffolk County police during the fire, causing snarls to rush-hour traffic.

The Suffolk County police Arson Squad and Huntington Town fire marshal are investigating the cause of the fire.

A resident of a Port Jefferson Station group home intentionally lit a fire at the facility, located on Poplar Street, during the afternoon July 3, according to the Suffolk County Police Department. A 6th Precinct Police Officer extinguished the fire.

Sixth Precinct Patrol Officer Joanna Westrack responded to call of a house fire at a congregate care facility, which is operated by Options for Community Living, in Port Jeff Station, at about 1:25 p.m. Within minutes, Westrack arrived on scene and observed smoke emanating from the second floor of the home. As smoke streamed from the door, she entered the room and used a fire extinguisher to put out a mattress that was fully engulfed by fire. There were no injuries to staff or residents of the home.

Arson Section detectives, personnel from the Terryville Fire Department, and a Fire Marshal from Brookhaven Town also responded. An investigation by Arson detectives revealed the fire was intentionally set.

Sheldon Whittingham, 38, a resident of the home, was arrested and charged with second-degree arson. He is being held at the 6th Precinct and is scheduled to be arraigned at First District Court in Central Islip July 4.

Attorney information for Whittingham was not immediately available.

Three fires were intentionally lit March 9, with the first starting just before 1 p.m. and the last starting at 9:15 p.m. at the site of the former industrial air-craft part manufacturer Lawrence Aviation off Sheep Pasture Road in Port Jefferson Station, according to the Suffolk County Police Department.

“Police were called to a fire at an abandoned home on the property at 12:55 p.m,” the department said in a statement. “Several hours later, police responded to another structure fire on the property at 8:50 p.m. At approximately 9:15 p.m. police responded to a fire at a third structure. The fires were intentionally set. There were no injuries.”

The Terryville Fire Department responded to the calls and extinguished the fires with help from neighboring departments. Two firefighters were transported to a local hospital for precautionary reasons, according to the department.

The department responded to the first fire on the property at a vacant house at about 1 p.m. according their Facebook page.

“Hours later they responded to the same sight for another fire, that was well involved,” the post said. “Moments later they were notified of a third fire on the Lawrence Aviation property, which is a Super Fund Site.”

The second fire was in a vacant private dwelling on Willis Avenue Extension off of Sheep Pasture Road, just north of the Lawrence Aviation Property.

“Our department responded to the same location earlier in the day for a bedroom fire which was quickly extinguished,” the post said. “The second fire in the evening was unrelated to and more extensive than the first and had started in a separate section of the home…at approximately 9:30 p.m., while units were still operating at the house fire on Willis Avenue Extension, we were alerted to an additional structure fire, this one reported to be on the property of the defunct Lawrence Aviation Property.”

Suffolk County Police Department Arson Section detectives are investigating the incidents.

A site is declared a Superfund site if it has been contaminated by hazardous waste and is designated for cleanup by the U.S. Environmental Protection Agency because it poses a threat to human health and/or the environment.

Brookhaven Town restricted development at the polluted site in July 2015 using a special zoning district. Lawrence Aviation dumped harmful chemicals at the site over years, contaminating soil and groundwater. The EPA and the New York State Department of Environmental Conservation have been working for several years to undo the damage through the federal Superfund program, which cleans up such contaminations of hazardous materials, but it could still take two more decades to completely clean local groundwater.

A crime of fashion
Suffolk County police said a 34-year-old woman from Smithtown was arrested in Smithtown on Aug. 9 and charged with two counts of petit larceny. Police said she stole assorted cosmetics valued at $250 from a CVS in Nesconset on Smithtown Boulevard, on April 24 and 27. She was arrested at the 4th Precinct at 10:15 a.m.

Drug seller caught
A 22-year-old man from Ronkonkoma was arrested in Smithtown on Aug. 8 and charged with third-degree criminal possession of a controlled substance, a narcotic with intent to sell. Police said he was arrested at his home on Portion Road and was in possession of heroin.

Busted with two drugs
Police said a 49-year-old Smithtown man was arrested on Aug. 8 and charged with two counts of seventh-degree criminal possession of a controlled substance. Police said he was arrested on Brooksite Drive in Smithtown. The man was driving a 1996 Lincoln northbound with a flat tire. After cops stopped him, they found him in possession of two drugs — heroin and cocaine.

King of beers
A 55-year-old man from Kings Park was arrested on Aug. 9 in Kings Park and charged with petit larceny. Police said he stole three cans of Red Stripe beer and a package of toilet paper from a Smithtown Stop & Shop at 6:20 p.m. on July 31.

Door damaged
A Rite Aid pharmacy on Route 112 in Port Jefferson Station reported on Aug. 5 that a rear door had been damaged.

Fat lip
A man required medical attention at John T. Mather Memorial Hospital in Port Jefferson on Aug. 9 after he was punched in the right eye and lip, causing a laceration. The incident occurred at 3:45 a.m. by Tommy’s Place on Main Street.

Rear window
A 2006 Nissan parked at a residence on Main Street in Port Jefferson was damaged on Aug. 8, between 5 and 6:30 a.m. The car’s rear window was reportedly broken.

Bang Bang
A Thompson Street resident in Port Jefferson reported on Aug. 5 that between 12:22 and 12:31 a.m., an unknown person was banging a large rock on their 1999 Oldsmobile parked in the driveway.

Back it up
A Peachtree Lane resident in Mount Sinai reported, on Aug. 6, that a person claiming to be from the IRS called their home and said they owed back taxes.

Upsetting
A woman on Tyler Avenue in Miller Place reported receiving numerous threatening phone calls from an upset man on Aug. 5.

Toyota thief
An unknown person stole items, including sunglasses and a phone charger, from a 2010 Toyota parked at a residence on Cedar Drive in Miller Place on Aug. 5.

Bottoming out
The owner of a 2003 Infiniti reported the vehicle’s undercarriage was damaged while it was parked on Tall Tree Lane in Rocky Point on Aug. 9.

Liar, liar, shoes on fire
A 57-year-old woman was arrested in Centereach on Aug. 9 and charged with fourth-degree arson. According to police, the women set fire to several boxes in front of Payless ShoeSource in Centereach and the front of the store caught fire.

Thirsty
An unknown person threw a glass Snapple bottle through a window of a Rosemary Lane home on Aug. 9, between 1:10 and 10:15 p.m.

Unholy
A 2015 Mazda parked at Grace Presbyterian Church in Selden was damaged on Aug. 9, between 7:45 and 9:20 p.m. Police said the vehicle’s front passenger side window was smashed and a purse was stolen from inside.

Zoom
A 2006 Suzuki ATV was stolen from the shed of a Wyandotte Street residence in Selden between Aug. 5 and Aug. 6.

Game over
Suffolk County police are seeking the public’s help in identifying and locating a man who allegedly robbed a store in Centereach last month.
The man entered GameStop, located at 201 Centereach Mall, on July 25, at approximately 8:30 p.m., put his hand under his shirt and demanded cash, police said. An employee complied and the man fled on foot in the shopping center.

DWAI déjà vu
A 29-year-old woman from Centereach was arrested in Stony Brook on Aug. 7 and charged with driving while ability impaired, with a prior conviction in 10 years. The woman was arrested at Stony Brook University Hospital after she crashed her 2004 Nissan into a telephone pole while driving on Nichols Road. Police said she was on prescription pills.

Faucet tapped
Someone stole a faucet from Lowe’s home improvement store on Nesconset Highway in Stony Brook on Aug. 6 at 2:07 p.m. There have been no arrests.

Money, laptop stolen
Someone took cash, a laptop computer and a debit card from a 2014 Jeep Cherokee parked at AMC Loews Stony Brook 17 movie theater on Aug. 5 at 8:30 p.m. There have been no arrests.

Movie theater mischief
Someone took an iPhone and broke the passenger side window of a 2014 Jeep parked at AMC Loews Stony Brook 17 movie theater on Aug. 5 at 8:30 p.m. There have been no arrests.

Fire district offering $1,000 reward

The Centereach Fire District is offering a $1,000 reward for information leading to the arrest and conviction of the person responsible for burning down a playground at Eugene Auer Elementary School.

On Sunday, July 26, Centereach firefighters responded to a call for a fire behind the Lake Grove school, according to a press release from the fire district. The plastic playground was fully engulfed, but the fire quickly put out. However, the playground was destroyed.

“This wasn’t just any playground,” Fire Commissioner Julia Wilson said. “The community pitched in, joined together and raised money to erect it.”

The Suffolk County Police Department is investigating the Sunday night incident.

The board of fire commissioners unanimously voted to offer a $1,000 reward at their meeting last week. Anyone with information related to the crime, is asked to call Suffolk County Crime Stoppers at 800-220-TIPS (8477) or submit the information electronically at www.tipsubmit.com.

Dangerous duo
Two men from Commack — one a 22-year-old, the other 23 years old— were arrested at the precinct in Smithtown and charged assault with intent to cause serious physical injury. Police said the two men, while working in concert with one another, punched and struck a male victim in the head with an object, causing physical injury, on July 5, 2014. One man was arrested on April 26, the other man was arrested on May 3.

An expensive habit
Police arrested a 24-year-old woman in Smithtown on April 28 and charged her with two counts of third-degree criminal possession of a controlled substance, in one instance, with intent to sell. Police also said she had a bench warrant out for her arrest. On April 23 by 3:23 p.m., police said she sold a quantity of heroin to someone in exchange for cash. She was arrested on April 28 at 6:10 a.m. on Blydenburg Avenue in Smithtown.

Ford-ified with tape
An 18-year-old woman from Holbrook was arrested in Smithtown at the precinct on April 27 and charged with third-degree criminal mischief, with damages greater than $250. Police said the woman damaged a 2005 Ford, scratching the car with her key and affixing duct tape to the vehicle’s paint.

Boozy temper tantrum
A 32-year-old man from Stony Brook was arrested in Smithtown at 5:25 a.m. on April 26 and charged with resisting arrested and disorderly conduct: obstructing traffic. Police said the man, who was highly intoxicated, and arrested at the corner of Edgewood Avenue and Glenrich Drive in St. James, was standing in the middle of the street, obstructing traffic and being violent and belligerent as cars tried to pass.  He also refused to comply with an officer’s demand to place hands behind his back. When he was transported to the 4th Precinct, he refused to get out of the police vehicle, but eventually did.

The smoking gun
A Smithtown man filed a report on May 3 against his male neighbor on Route 111, claiming the neighbor was yelling at him. Police said the dispute erupted over an ongoing issue: the neighbor smoking on his patio. The complainant told police smoke drifts into his property.

Tire troubles
Two cars were damaged in separate incidents on Pine Acre Drive in Smithtown sometime between 11 p.m. on April 27 and 5 a.m. on April 28. Police said an unknown person punctured the front driver-side tires of a 2008 Toyota Highlander and a 2013 Dodge Ram using an unknown object.

Plate stolen
Someone took a license plate affixed to a 2008 Kawasaki motorcycle parked at LA Fitness on East Main Street in Smithtown sometime on April 27.

Storefront damaged
Someone gouged the front door and frame of Andre’s Precision Auto on Smithtown Boulevard, causing damage near the locks, sometime between 8 p.m. on April 30 and 9 a.m. on May 1.

Gimme my money
A man at Americas Best Value Inn on Nesconset Highway in Nesconset told police on April 26 that another person he knows at the inn pushed him because he asked him for $25 he wanted back. No one pressed charges, police said.

Bad reality checks
A 19-year-old man from Huntington was arrested in Huntington on May 2 and charged with two counts of petit larceny. Police said that, in separate incidents, he took the checking account numbers of two individuals and cashed checks. The incidents occurred on April 3 and April 13.

Crash ‘n go
Police said a 46-year-old Hauppauge male was arrested on April 28 in Huntington at the 2nd Precinct and charged with leaving the scene of a car accident. Police said the man was driving a 2008 Toyota on Broadhollow Road in Melville on April 10 at 2 p.m. and he collided with a 2000 Jeep, causing damage to the rear end of the vehicle. He failed to stop and speak with the driver.

Burglarized bling
A 40-year-old man from Huntington Station was arrested in Huntington on April 27 at the 2nd Precinct and charged with fourth-degree grand larceny of property valued at more than $1,000. Police said that sometime between 1 a.m. and 11 p.m. on April 26, the man removed an iPad, gold and a watch.

Popo push
A 22-year-old woman from Central Islip was arrested in Greenlawn on April 30 at about 9:20 a.m. and charged with second-degree obstructing governmental administration. Police said she pushed a police officer trying to take down a police report.

Best friends forever
A man claimed his friend punched him in the face and kicked him on May 2 on East 13th Street and Varney Avenue in Huntington. The victim was taken to the hospital.

Prints, kettle missing
A Huntington man told police that he discovered several items missing when he went to his dad’s house on Marine Street to help him pack his belongings. The items included a Currier and Ives lithographic print and a solid copper kettle. The incidents occurred sometime between April 21 at noon and April 25 at 3 p.m.

Cat fight
Two female friends punched, kicked and pulled each other’s hair at a house on Park Avenue in Huntington. The incident was reported on May 3 and no one is pressing charges.

Food fight
On April 29, an employee at Wendy’s in Port Jefferson Station reported that a co-worker scratched their arm, causing minor redness. No charges have been filed.

Bulking up
An unknown person stole three protein bars from a gas station on Route 112 in Port Jefferson Station on April 29 shortly after 4:30 p.m.

Clipped
A man was making a deposit at Bank of America in Port Jefferson Station on May 1 when he left his money clip on the counter. When he returned shortly after, the money clip and the cash it contained were missing.

Fore!
The windshield of a 2013 Honda was damaged on May 3 while parked at a residence on Village Green Drive in Port Jefferson Station. An errant golf ball from the neighboring golf course may have been to blame.

Mystery fire
An unknown person set a grassy median, property of Suffolk County, ablaze on County Road 83 in Mount Sinai on May 4. If caught, the person could face a fifth-degree arson charge for the 2:30 p.m. incident.

Bandits
Two unknown males entered a residence on Canal Road in Miller Place shortly after midnight on April 30 and stole property including cash, a rifle and a wallet.

Through the window
An unknown person entered a Patchogue Drive home in Rocky Point through an unlocked window on April 30 at some point between 9:10 a.m. and 9:10 p.m. The suspect rifled through drawers, closets and medicine cabinets and stole jewelry, a Sirius radio docking station and a laptop.

Tale of the robber
A woman discovered property from her 2015 Nissan Murano was missing while on her way home from North Shore Public Library in Shoreham on April 28. Police said a tablet and its case, a wallet — including a driver’s license and debit and credit cards — were stolen from the unlocked car while it was parked at the library.

Flagged
An unknown person destroyed a flagpole at a residence on Briarcliff Road in Shoreham in the early morning of May 2. The person broke the pole in half and then stole the flag.

Secret garden
An unknown person entered and stole items from a garden nursery on Middle Country Road in Centereach between May 1 and May 2. According to police, the person entered through an unlocked door and stole two iPhones, one iPad and assorted coins.

Passed out
A 23-year-old Centereach man was arrested on May 2 after police observed his vehicle stopped at the center of Huron Street and Dillon Avenue in Port Jefferson Station. Police said the man, who was impaired by drugs, was passed out in his 2002 Hyundai and the keys were still in the car’s ignition.

Teen angst
Four West Babylon teens were arrested in Selden on first-degree robbery, displaying a firearm, on April 28. According to police, the four teens — three aged 17 and one aged 15 — entered a Middle Country Road gas station shortly after 10 p.m. and threatened an employee with what appeared to be a weapon and demanded money.

Household items stolen
Someone stole household items and cleaners after walking through the garden department at the Walmart on Nesconset Highway in Setauket-East Setauket on April 26.

Phone jacked
Someone playing basketball at Sayville Coastal Sports on West Road in Setauket-East Setauket told police that he returned to his gym bag to find his iPhone stolen. He reported the incident on April 26.

Window screen damaged
A female complainant told police that she opened a window in her home on Old Town Road in Setauket-East Setauket and found the screen cut. The window was not damaged. The report came in on April 25.

Police say a man shot himself on Tuesday afternoon and his Coram house was intentionally set on fire.

According to the Suffolk County Police Department, a passerby found the man slumped over in his vehicle at Tanglewood Park on Howe Road in Coram and called police to the scene shortly after 5 p.m. Homicide Squad detectives found the deceased man, 67, had a self-inflicted gunshot wound.

Investigation revealed the victim resided at a house that had been set on fire earlier in the day, police said.

Officers had been called to a home on Hartsdale Lane around 3:30 p.m. to what was then an active house fire. The home was not occupied at the time of the incident, police said, and no one was hurt. Arson Squad detectives believe the fire was intentional.

The respective squads are investigating the two separate incidents.
