McDonald’s was granted a change of zoning Thursday, Aug. 13, by the Brookhaven Town Board in order to raze one and restructure two other restaurants on the North Shore. Representatives of the fast-food chain said it was to add new tandem drive-throughs and make the buildings more Americans with Disabilities Act compliant.

The three McDonald’s locations include the ones in Rocky Point and Miller Place on Route 25A and the one in Stony Brook along Route 347. Stony Brook is set to be demolished and remade into a restaurant with a tandem drive-through. Engineers hired by McDonald’s said doing so will actually reduce the buildings’ overall footprint. 

The ones in Rocky Point and Miller Place will have signage changed and some extra work done on the exteriors. The two buildings will also be adding new ADA compliant walkways to allow better access to the buildings from the parking lots and sidewalks along Route 25A. 

All three were zoned J-2 Business, but a rules change in 2003 mandated all sites with a drive-through had to be zoned J-5 instead. To complete the renovations, McDonald’s needed to get approval of the zone change from the Town Board. All three were granted zoning change approval at the Aug. 13 meeting. 

Brookhaven officials said they received letters from the Three Village, Miller Place and Rocky Point civics indicating they did not have issues with the development. Councilwoman Valerie Cartright (D-Port Jefferson Station) said during the meeting the Three Village civic did have some concerns when the project was originally proposed but those were resolved by the developer.

One resident of Strathmore Gate Drive in Stony Brook, a gated community, asked about trees buffering behind the local McDonald’s property. Developers said the site will have 7-foot evergreens as a way to block line of sight to the restaurant.

Politicians with long memories and short fuses demanded answers from PSEG and LIPA for the communications problems and the slow restoration of power after Tropical Storm Isaias, even as they lamented how this wasn’t supposed to happen again after the long recovery from Superstorm Sandy in 2012.

In a full-day hearing of the combined New York State Assembly and Senate, local politicians including Assemblymen Steve Englebright (D-Setauket) and Doug Smith (R-Holbrook) and Senators James Gaughran (D) and Todd Kaminsky (D-Rockville Center) questioned everyone from the chairman of the Public Service Commission, John Rhodes, to the President of PSEG Long Island, Daniel Eichhorn, and the CEO of LIPA, Thomas Falcone.

“We were told after Superstorm Sandy that things would change, but they did not,” Kaminsky said. “Why do we pay some of the highest electric and internet bills in the country when we couldn’t reach a provider, when the information we got was inaccurate? Why is it so hard to receive a reimbursement? Who is funding those reimbursements?”

Indeed, Rhodes, of the Public Service Commission, said he wanted answers from numerous utilities throughout the state and that the commission was not going to leave “any tool on the table.”

That proved small consolation for politicians and their constituents, some of whom were without power for over a week and many of whom had to throw out the entire contents of their powerless refrigerators and freezers. That is an especially problematic proposition in the aftermath of the pandemic, when budgets are tight and the recession caused by the lockdown has cut jobs in numerous industries.

Englebright questioned why PSEG is reimbursing customers for food spoilage only if their power was out for at least 72 hours. The reimbursed amount totaled $150 if the customers didn’t have receipts and could be as high as $250 if they had receipts, photographs, a canceled check or a credit card bill.

Englebright suggested the timeframe should allow for food spoiled after about 48 hours and wondered why the utilities had not settled on a longer time frame. The Setauket assemblyman wondered whether PSEG believed food “spoils more slowly on Long Island than any other place.”

Eichhorn said the 72 hour threshold defined numerous factors in a storm and “aligns with some of our processes.” The three day time frame “triggers certain things.”

Falcone added that the 72 hours defined a major storm.

“That’s not a health definition,” Englebright countered, but, rather was a “storm definition. That doesn’t necessarily reflect what somebody’s suffering from if their refrigerator is out for perhaps even half of that length of time.”

PSEG’s Eichhorn acknowledged that the company’s response to the storm was “not in line with our expectations.” He said the company is conducting its own reports to figure out what went wrong and to make changes and improvements.

“I’m not here to make excuses,” Eichhorn said. “We own the experience our customers had and we are committed to fixing it.”

Kaminsky asked whether PSEG had tested its system prior to the storm. Eichhorn responded that the company did a simulation in June and that PSEG passed that test.

That passing grade, despite the performance a few months later, will be a focus of PSEG’s own review, as well as a review conducted by LIPA.

“The most relevant stress test was the storm and [the PSEG system] was obviously inadequate,” Falcone said. The systems were “not robust enough” to allow customers to report power failures to PSEG.

On behalf of their constituents, politicians also lamented the shifting timeline for restoring power. In several cases, representatives at the virtual meeting recounted how residents spoke with people in utility trucks or representatives from PSEG who told them their power was on when their constituents were still struggling through the ongoing outage.

In an interview, Gaughran expressed his frustration with the utility arrangement on Long Island, where LIPA oversees PSEG, while the Public Service Commission has no direct authority or recourse.

“The Public Service Commission cannot fine them or sanction them,” Gaughran said. “They’re totally out of the loop.”

Reflecting the concerns of his fellow senators and assemblymen and assemblywomen, Gaughran wondered what the utilities would do to protect Long Islanders in the event that another storm, with potentially stronger winds and heavier rain, impacted the region.

Gaughran said he would like to ensure that PSEG and LIPA don’t tap into a storm reserve fund, which is a collection of money set aside with rate payers money.

“The language in that fund is clear: they can’t access that for any part of the cost” from mismanagement or inadequate storm response, Gaughran said. “If you have an out-of-town crew sitting at the side of the road for hours waiting for instructions … those extra costs are costs of incompetence.”

Gaughran introduced a bill that would give the Public Service Commission the authority to investigate and sanction and fine the company and force them to take corrective action.

To prevent this kind of communication failure from happening again, Eichhorn said the company was conducting reviews of its computer system, which includes its outage management system and the telephone and digital experiences.

“We have made interim changes during and since the storm,” Eichhorn said. “We are continuing to do an after-action review to identify additional short and long term changes to ensure we’re ready for the next storm.”

Falcone added that LIPA would “go back and see why the system failed. We are hiring independent people to redo the stress test.”

Assemblyman Smith asked whether PSEG knew that National Grid employees weren’t a part of the storm response crews, even though people with experience were on Long Island.

“National Grid [employees] were not used during the storm,” Eichhorn said. “That will be included in the review.”

As University Stares Down Barrel of $109 Million Financial Hole, Local Community and Businesses Could See Economic Hurt

Stony Brook University is one of the biggest driving economic engines of the North Shore. Not only does it offer a major learning institution for students all over Long Island, but it has facilitated a large number of housing possibilities for both faculty and students. Those students, meanwhile, are a live force generating sales for local restaurants, bars and shops.

SBU’s announcement that it is facing at least a $109 million hole has sent a shudder through the residential and business side of the surrounding community. It has put yet another stake through the heart of so many economic centers that are already struggling from their own pandemic-related hurt.

Three Village Expects Hardship

Gloria Rocchio, president of The Ward Melville Heritage Organization, recognized the effect Stony Brook University’s financial woes would have not only on Stony Brook Village Center, which WMHO oversees, but also a broader region extending beyond the Three Village area. The shops in Stony Brook are less than five miles from the university.

SBU “is the largest employer on Long Island and that needs to be addressed,” she said. “The fact is the impact is not only going to affect the local community but the Long Island community. The ripple effect will be extraordinary.” 

George Hoffman, 1st vice president of the Three Village Civic Association, echoed Rocchio’s sentiments.  

“Unfortunately, I do think we will see some painful impacts in the community from the university’s dire fiscal situation,” he said. “The hiring freeze will reduce the pool of people buying homes in the area. Canceling the athletic season will hurt the restaurants and pubs. And having three-quarters of the students take courses online instead of on campus, will hurt restaurants and local shops that count on student customers. Stony Brook University has such a regional multiplier effect that their cuts and loss of revenue will reverberate through our area and through the entire Long Island community.”

Jane Taylor, executive director of the Three Village Chamber of Commerce, said the hope is that any effect on the community would be short lived.

“We’re grateful for the faculty and staff who support our local businesses,” she said. “This is definitely going to have an impact.” 

Impact on Port Jefferson Village

It’s hard to gauge how much business Port Jefferson generates from Stony Brook, though recent efforts to increase the number of students and staff into the village has already been squashed due to COVID-19. The village has been funding everything but the campus-side advertising for the PJ-SBU Shuttle for the past two years. The village was putting up around $20,000 of its funds for the project, while the Port Jeff Business Improvement District also put up $10,000 of its funds to help support the shuttle program.

The shuttle program was canceled due to COVID-19 March 15. Kevin Wood, the village’s parking and mobility administrator, said the shuttle was averaging about 150 riders a weekend before being canceled.

“We will look to restart it for the spring 2021 semester depending on the state of the COVID-19 and restrictions,” he said in an email. “We will also look to share the expense equally between the village, the BID and SBU.” 

Barbara Ransome, Greater Port Jefferson Chamber of Commerce director of operations, said the pandemic has already done such a number on local businesses. She said village businesses are open and are being “respectful and careful” in compliance with New York State regulations, and she hopes those shops that stayed strong will survive, barring another shutdown.

“My gut would say sure, it’s going to affect us,” she said. “The Port Jefferson Village is going to have a deficit — everyone is going to have a deficit. Everything’s going to have a trickle-down effect.”

Impact on Real Estate

Multiple local realtors in the surrounding community said the effect on the housing market surrounding the university is still uncertain, though a loss of students and faculty because of enrollment declines and a hiring freeze could put a damper on the industry.

“The surrounding real estate is yet to be determined,” Port Jefferson-based American Way Real Estate’s David Guzzetta said. 

The number of campus residents has declined by 40%, which could potentially tank the market, he added.

“If demand went down 40%, it would affect local housing by 5 to 10%, which doesn’t seem like a lot, but it is,” he said. “Anything more than that would be devastating. It sounds like a recession.”

Though there is still time before the school year starts, the Port Jefferson realtor said the deficit could actually be good for the real estate market. 

“It could be the complete opposite,” Guzzetta said. “We won’t know until the semester starts, but students may not feel safe staying in a dorm and therefore want to live in off-campus housing by themselves to feel safer, which would actually boost the local real estate market.”

Frank Edwards, a realtor from Douglas Elliman Real Estate located in East Setauket, said he believes that students will choose to stay on campus.

“These kids aren’t going to be renting homes,” he said.

Whether it be positive or negative, the East Setauket realtor said students will be the main driver in the market.

“I don’t think it’s going to really affect staff as much,” Edwards said. “It’s really going to be driven by the college students. They’re going to take up the on-housing campus too, but COVID may change that.”

Edwards said he believes the market will continue to be sustainable.

“I don’t think it’s going to really affect the real estate market,” he said. “I believe the market will be fine, when houses come up they go quickly in this area. I think we’re in a strong area. I think Three Village is a strong area.”

The uncertainty surrounding the market may come as a result of COVID-19. When the pandemic began, it seemed that the market was going to decline on Long Island, but realtors in the area have actually seen the pandemic being a positive force in the market.

“If you asked me four months ago, I would say we were going into a housing crisis but, believe it or not, Long Island is in a little spike because everyone from Manhattan with income is coming out to Long Island.” Guzzetta said.

I was inspired to draw this picture of the familiar American Crow to continue encouraging a love of birds and nature.”

Cayla thought the coloring book was such an amazing way to showcase the work of local artists. “I enjoyed the variety of artwork and getting to read about the creators. During these trying times, it was a great opportunity for artists to participate in such a heartwarming community project.”

In addition to birding and art, Cayla’s hobbies include martial arts, history, reading, hiking, and environmental concerns. She also serves on the Four Harbors Audubon Society board of directors and runs a community outreach program called Beach Bucket Brigade.

It has such a pretty little song hence the title, ‘A Song of Spring.’”

Kimberly was so happy to be a part of the coloring book and thought it was a fun creative way to share local Long Island talent with the community. Her hobbies besides photography and drawing are gardening, crafting, and painting rocks.

“Maybe you will find one of my rocks if you are out and about in nature — they are all signed KS,” she said.

Administrators say remote option will be available, students to wear masks all day

On Aug. 12, the Three Village Central School District held the first of three state-mandated information sessions about how it will address coronavirus-related concerns for the upcoming school year. During the live, 2 1/2 hour YouTube video stream, members of the district administration answered previously emailed questions about the fall reopening.

Three Village, which earlier had announced its plan to fully reopen for in-person classes in September, announced during the session that it will also offer a fully remote option to families uncomfortable with sending their children back to school, or who have medical reasons for keeping their children at home.

Questions from parents last Wednesday centered on how the district would ensure student safety. Superintendent Cheryl Pedisich said that the district will follow recommendations from the American Academy of Pediatrics and the Centers for Disease Control and Prevention in taking a “more conservative” approach toward masks. Students and staff will be required to wear masks “even when physical distance can be achieved,” she said.

In addition to lunchtime and 10-minute mask breaks, students will not be required to wear masks during outdoor recess, which will be staggered to help maintain cohort groupings and social distance. Pedisich said the district would reevaluate the plan as the year goes forward.

Each building will have extra masks for students or staff who don’t have them or whose masks are lost or damaged throughout the day, officials said.

Classrooms, learning spaces and lunchrooms will be reconfigured so that students can be at least 6 feet apart, Pedisich said. Additionally, said Jeff Carlson, deputy superintendent for business services, during the discussion about facilities, clear shields will be mounted to elementary school desks, while secondary students will be given portable, collapsible shields to take to each class and to and from their homes.

Carlson also said that areas such as auditoriums, secondary cafeterias, libraries and music rooms will be equipped with high efficiency MERV-13 filters, while classrooms will have unit ventilators that will circulate fresh air into the spaces.

High touch areas such as lunch tables, school bus seats, doorknobs, stair rails and bathrooms will be cleaned throughout the day, in addition to thorough cleanings at night, he said. There will also be spray cleaners in classrooms to wipe down desks as needed, though Carlson said parents might want to send sandwich bags with disinfectant wipes to school with their secondary students.

“We want it to not just be safe,” he said. “We want people to feel safe, as well — students, their parents and our staff.”

While administrators expect the average elementary class size to decrease from 18 students once some parents opt out of the in-person plan, the district is working to reduce secondary class sizes to ensure social distancing. It is also planning to adjust schedules, with students changing classes at different times to reduce hallway congestion.

The plan, Carlson said, is to use reserves to hire more teachers to cover additional class sections as well as additional custodial staff.

The district also outlined additional measures to direct student traffic and encourage social distancing. They will include the placement of signs, tape, stickers and cones and other markers, as well as the creation of videos that deliver hygiene messages.

While all secondary students currently have Chromebooks, the district is expanding the initiative to include all elementary students. This decision will limit the amount of supplies students will need at school, since students will not be allowed to use cubbies, closet hooks or lockers for their personal items, officials said.

“We are working very hard to make sure that all students and their families feel that they are getting a substantial and quality educational opportunity.”

Gary Dabrusky, assistant superintendent for human resources, went over health protocols, saying that parents and staff will be able to use an app to record daily health screenings, which will include temperature and other symptom checks, each morning before school. He added that students or staff who begin to show symptoms during the day would be moved discreetly — to maintain privacy — to an isolated area where a nurse would be able to assess their condition.

The district will follow state Department of Health protocols when it comes to contact tracing and assist officials by keeping accurate attendance records, schedules and logs of visitors, who will be limited to vendors performing essential or emergency facilities-related tasks, Dabrusky said.

Kevin Scanlon, assistant superintendent for educational services, discussed academics and remote instruction. Whether students choose remote rather than in-person instruction, or all students end up on a remote plan, because of school closure, instruction will be “real-time teacher facilitated,” he said. It means that students will receive live instruction. Students choosing the remote option at the secondary level will follow their regular class schedule and log into live classes and interact with their teachers and classmates from home.

At the elementary level, specific teachers will be assigned to teach in-person classes, while others will be assigned to remote students, Scanlon said.

The deadline for the district’s most recent parent survey, which polls parents regarding choices of in-person return, hybrid or remote instruction, is Aug. 21. While parents have until the first day of school to change their minds, Scanlon said that it is “critical” that they get their choices in as soon as possible so that the district can staff and balance classes and get schedules to students.

Pedisich said that families who choose the fully remote option can change to in-person instruction at the beginning of the second or third trimester for elementary school, or the beginning of the second semester for secondary school. In-person students can switch to remote at any time.

“We want parents to understand that choosing a remote option for their child is not giving their child any less of an education at any level,” she said. “We are working very hard to make sure that all students and their families feel that they are getting a substantial and quality educational opportunity.”

The superintendent also emphasized that the district’s plans are “fluid” and could
still change.

“We are willing to make those adaptations to make it as safe as we possibly can,” she said.

After doing heavy lifting to ensure customer and employee safety, gyms can begin to reopen soon.

Suffolk County Executive Steve Bellone (D) announced a gradual gym reopening starting this Monday, Aug. 24. This comes after earlier this week Gov. Andrew Cuomo (D) said gyms can start to reopen once they receive guidance from local government.

Commercial gyms, such as Planet Fitness, LA Fitness, Retro Fitness and those that require a membership fee, along with indoor classes can restart next week.

Each fitness center will have to pass a county health inspection to make sure the gyms have sufficient procedures to protect staff and customers while following state guidelines established by Cuomo.

Hotel, office, higher education and residential gyms can reopen starting the following week, on Aug. 31.

On Thursday, Aug. 20, the county will host a virtual meeting with facility owners to review guidance, answer questions and provide any clarifications.

“With our infection rate holding steady at or below 1 percent and a robust testing system in place, we are confident we can reopen gyms in a way that is both safe and responsible,” Bellone said in a statement. “I want to remind our residents and gym owners that we are still in the midst of a pandemic.”

Bellone encouraged those attending gyms to wear a mask and follow all safety procedures.

Communal showers, whirlpools, saunas and steam rooms and water fountains and self-serve bars and samples must remain closed. According to the governor’s web site, individual showers and stalls can remain open as long as they are cleaned between use.

Classes are restricted to the most restrictive guidelines, which could either be six feet of distance in all directions from a participant, a limit of 33 percent capacity and no more than 50 people.

Gym owners also must provide sanitizing stations, acceptable face coverings, which exclude bandanas, buffs and gaiters and the limitation of physical contact activities including boxing and martial arts.

During each inspection, businesses will receive a gallon of NYS Clean hand sanitizer.

According to Cuomo, local health departments are required to inspect gyms prior to reopening or within two weeks of reopening, to ensure strict adherence to the state Department of Health guidance.

Indeed, the Suffolk County Department of Health Services will begin inspections on Monday, Aug. 24 for commercial and traditional gyms.

“New Yorkers must closely adhere to the guidelines and local health departments are required to strictly enforce them to help ensure gyms and fitness center reopen safely and protect the public health,” Cuomo said in a statement.

The Suffolk County Department of Economic Development and Planning will work with the Suffolk County Department of Labor, Licensing and Consumer Affairs and the Suffolk County Department of Health Services to create an online database of gyms and fitness centers within the county.

Before an inspection, gym owners will need to complete the affirmation for each location, which owners can find at the New York Forward website forward.ny.gov, that they reviewed and understood the state guidelines and will implement these protocols.

After owners attest to their safety plans, the county will schedule inspections. Suffolk will send out an email with the date and approximate time for an inspection.

Gym owners need to post a written safety plan describing the ways they are protecting employees and gym members from COVID-19.

Cuomo also requires that gyms use a MERV-13 or greater air-handling system. If the gym can’t operate at that level, the owners need to have a heating, ventilation and air conditioning professional document their inability to use such a system and adopt additional ventilation and mitigation protocols from the American Society of Heating, Refrigerating and Air-Conditioning Engineers and the U.S. Centers for Disease Control and Prevention.

Baby boomers and those who live in rural areas rely on the USPS to receive prescriptions and social security checks as well as pay bills more so than other demographic groups. But in a presidential election year, especially one during a pandemic where many are hesitant to cast their votes in person, mail-in voting could be what allows so many the chance to participate in democracy.

Perhaps more importantly, it could possibly show just how amazing democracy can be if even more people are enfranchised.

It’s been evidenced at the very local level. Residents were sent ballots for their school district budgets and trustee elections directly in the mail. What we saw was a massive increase in the numbers of ballots cast amongst all our local districts. The Smithtown school district, for example, saw over 8,000 more people cast votes compared to 2019 numbers.

This is an example of how granting easier access to voting will result in more votes cast. How important is this? In 2016, only 58.1% of the voting age population cast their ballots, and that was during a presidential election year.

Despite fears that mail-in ballots will somehow lead to voter fraud, experts have consistently said that states that have mail-in voting systems have not experienced notable numbers of fake or false ballots more than states lacking such systems..

It is in everyone’s interest to have more people participating in democracy.

And with the White House’s constant refrain that voter fraud could occur if mail-in ballots are widely used, and with the administration having threatened to withhold funds from the USPS, it’s necessary to cast a critical eye on the controversial changes made by Postmaster General Louis DeJoy. His decisions have led to overtime cuts, reduced post office hours, changes to delivery policies and the removal of some sorting machines. The changes have already led to mail delays, including on Long Island, according to the Letter Carriers Local 6000, a L.I. and Queens-based postal union. Though DeJoy announced Aug. 18 he would be “suspending these initiatives” until after the election, we must remain alert. The postal agency itself has said delivering an estimated 80 million ballots nationwide will be difficult.

Instead we should now focus on making sure the process runs as smoothly as possible. It’s true that the New York and California Democratic primaries were hurt by an inefficient infrastructure that was not made to handle the mass influx of votes. Reports say that thousands of such votes had to be discounted because of flaws by the people who cast them.

The goal of the Suffolk County Board of Elections should be to increase its capability to handle what will likely be a mass influx of both mail-in and absentee ballots. Better yet, it should be incumbent on the federal government to supply local municipalities the capability to handle the new influx of votes. 

We agree with Congressman Tom Suozzi (D-NY3), who at a press conference Aug. 17 said we needed an “urgent call to arms to break through all the noise and focus on protecting not only the security of our elections, but the integrity and reliability of the United States Postal Service. Lives, livelihoods and our democracy are at stake.”

We need to extend this thought process to the efficacy of our democracy itself. Improving people’s ability to vote should be a no-brainer in a society such as ours. We must cut through partisanship and remember just how important it is that every person should have a voice in government, despite — or more so, because of — the ongoing pandemic.

My mother often describes family rituals in her columns, whether they are the way we play baseball, the way we argue (remember the pancakes on my then teenage brother’s cantankerous head?) or the way we celebrate victories and help each other rise off the mat after defeats.

Ever the driven optimist, my mother can turn the most lemony lemons into something much more palatable, often, as Julie Andrews did in “My Favorite Things” with a spoonful, or two, of sugar.

It would be easy this week to lament the fact that, for the first time in decades, my family can’t see my mother on her birthday because of the danger from bringing the virus to her home. We recognize that so many people are enduring so much more challenging disruptions to their routines and that we are fortunate to have each other and can share the events of the week with her
through Zoom.

So, instead of being disappointed by the distance, I will share ways in which my mother, who will celebrate this birthday with my brothers and not me, my wife and our children, has cast a long shadow, all the way to our doorstep.

Well, for starters, my children and I can be, and often are, serious when the moment demands. And yet, a part of us can’t help imagining uproariously funny images or interruptions to a somber and important speech at just the wrong moment. I’m sure part of what was so familiar about my wife’s similarly mischievous nature comes from recognizing the moment when one of us feels compelled to answer a rhetorical question or to laugh during a silence.

My mother also has a keen ear for the words people choose to use or that immortalize them, much the way my children and I do. Of the many Winston Churchill quotes, she has, on occasion, shared this one: “I like pigs. Dogs look up to us. Cats look down on us. Pigs treat us as equals.”

I suppose that one isn’t too surprising, given her appreciation for animals which likely comes from her father, who grew up lactose intolerant on a dairy farm. Hmm, maybe that’s where she gets her sense
of humor?

Moving along, my family revels in our senses. We smell something wonderful, like baking cookies or the scent of new flowers in the spring, and we take a moment to appreciate the gift of the scent and our senses, which enable us to perceive and process it.

My mother also has a spectacular appreciation for nature. A sudden dark sky isn’t cause for concern or disappointment, but is a chance to appreciate the variety of weather that makes the coldest day warmer and the warmest day cooler.

Now, given the times in which we live, I see my mother in both of our children as they handle the ever-changing rules and realities of a world that hasn’t yet conquered the virus. Our daughter could rue the inequities that are robbing her of a “normal” college education. Instead, she and her resilient friends are staying in touch, supporting each other, and looking forward, as my mother would, to the day when they can return to a campus they might have otherwise taken for granted.

As for our son, despite his dedication and passion for baseball, which is a rite of passage each spring, he kept his head up and took time to train on his own, waiting for the moment when he could return, stronger and faster, to his field of dreams.

We can’t wait to sing to you this year, mom, and to let you know that, even though we haven’t traveled to see each other, we are enjoying the echoes of your joie de vivre in the halls of our home.

What’s new?” is a question asked regularly in newsrooms all across the country, as editors and reporters plan for the next edition. During the third week in August, the answer typically is, “Not much.” A lull usually sets in as people realize summer is coming to an end and this is a time to get in “last licks” of vacation before the world of serious work and school returns. But not this year. There has been nothing typical about 2020. This year will go down in the history books as unique.

Here are some of the major themes in the news today: the progress of the coronavirus as it rages across the south and west; the ongoing damage to the economy the pandemic has caused; recognition of systemic racism in our nation and the protests that has engendered; attitudes toward the police; the growing crisis in the postal service alarming voters; the announcement of explicit diplomatic relations between Israel and the United Arab Emirates (UAE) without first a settlement of the Palestinian question; the immigration issue again in focus with the selection of Kamala Harris as Biden’s vice presidential ticket mate; the changing face of America that nomination reflects; the reopening of schools; the reevaluation of a college degree vs. its costs precipitated by the prospect of Zoom classes and of course the Democratic National Convention held primarily via the internet.

Notice I didn’t even list the damage caused by Isaias; the increasingly troubling relationship between the United States and China; the windstorms that wrecked Iowa’s coming harvest; the abdication of Congress in the face of public desperation for fiscal stimuli; the grand centennial celebration of the 19th amendment concerning women’s right to vote; the defiance of the current recession by the stock market; and the rush of New York City residents to buy houses in the suburbs and settle in for the long haul. And that’s just some issues.

Almost all of these themes to some degree directly affect us here on Long Island. The one I would like to expand on, perhaps because it is the least confrontational and we have had enough confrontation for now, is the rapid change in American demographics.

The last big wave of immigrants, who arrived at the turn of the 20th century, was largely from Eastern and Southern Europe. This time, the surge is made up of second generation Americans — the children of immigrants who came from around the world. In California, for example, almost half of the children are from immigrant homes of Asians, Hispanics and those who are biracial. For the first time in our country’s history, whites make up less than half under the age of 16, according to the Brookings Institute. According to The New York Times, more than a quarter of all Americans are immigrants or the American-born children of immigrants, the latter representing “about 10 percent of the adult population.” About 42 million adults, or one in six of the country’s 250 million adults, are foreign-born.

What are the consequences of this shift in population?

This is nothing short of a transformation of this country’s identity “from a mostly white baby-boomer society into a multiethnic and racial patchwork,” according to The Times. “Boomers are 71.6 percent white, Millennials are 55 percent white, and post-Gen Z, those born after 2012 are 49.6 percent white … The parents of these modern children are from the Caribbean, China, Central America and Mexico” as well as India, Korea and more. They often came with higher education, mainly as a result of the 1965 Immigration and Nationality Act, but it’s their children who are moving into public life. They tend to feel “very patriotic about America,” according to Suhas Subramanyam, born of Indian parents who became the first Indian-American to be elected to the Virginia House of Delegates.

This mix of immigrants brings cultural richness and energy to our society, not to mention great new foods.

PSEG Long Island announced Monday, Aug. 17 they will be allowing people to make claims in order to be reimbursed for spoiled food or medicines during outages caused by Tropical Storm Isaias.

PSEG is allowing people whose power was out for 72 hours or more between Aug. 4 and Aug. 12 to file claims with the utility company’s claims department. Residents can be reimbursed up to $250 while commercial entities can be reimbursed up to $5,000 if the outage was caused by Isaias.

For residential customers, food spoilage claims of $150 or less must include an itemized list. Food spoilage claims over $150 must include an itemized list and proof of loss, including a cash register tapes, store or credit card receipts, canceled checks or photographs of spoiled items.

Separately, customers will be reimbursed for losses, up to a maximum of $300, for prescription medications that spoiled due to lack of refrigeration. Customers must provide an itemized list of the medications and proof of loss with, for example, a pharmacy prescription label or pharmacy receipt identifying the medicine.

Commercial customers applying for reimbursement must supply an itemized list of spoiled food and proof of loss with invoices, inventory lists or bank statements.

Customers can apply for reimbursement at www.psegliny.com/claims. PSEG said claims cannot be processed over the phone.

Customers will have until Sept. 16 to file claims. Reimbursement is expected to take up to 60 business days from when a form is completed and submitted to PSEG Long Island.

The storm knocked out power to over 420,000 customers on Long Island and the Rockaways, according to a release from PSEG. The company claimed it had been the “the most destructive storm since Superstorm Sandy.” Almost 400,000 people lost power because of the storm, though more experienced outages in subsequent days due to further storms.

For weeks, both residents and elected officials have called on the utility company to offer reimbursement for lost food or medicines while power was out. Some customers didn’t reportedly have power restored until more than a week after the storm hit Aug. 4.

Officials from both parties have been hammering the utility company for the past two weeks over its storm response. New York State Sen. Jim Gaughran (D-Northport) has not only called for reimbursement for PSEG customers, but for the heads of both PSEG and the Long Island Power Authority to step down.

“PSEG’s change in policy for food and medicine reimbursement is a direct result of our efforts to hold PSEG’s feet to the fire” Gaughran said after the reimbursement policy was announced. “The public is owed many more answers by PSEG leadership as to their failed storm response, but this change in policy is welcome news by the half a million families who were left in the dark for days on end.”

PSEG Long Island President Daniel Eichhorn has said the decision came because of understanding the financial straits people are in because of the coronavirus.

“We recognize that losing power in August, together with the challenges of the COVID-19 pandemic, was a hardship for many of our customers,” Eichhorn said in a release. “Given the unique combination of circumstances, we believe the right thing to do is to expand our claims process to ease the burden on the customers most impacted by Tropical Storm Isaias.”
