The Village of Port Jefferson Board of Trustees was back before the public Monday night, Sept. 18, for a business meeting spanning roughly two hours and covering a range of local matters.

Parking pilot program

With Deputy Mayor Rebecca Kassay as the lone dissenter, the board passed an amended resolution 4-1 enabling the issuance of parking permits for Belle Terre residents to park in metered spaces.

In this pilot program, which will last for the remainder of the 2023 calendar year, parking passes for Belle Terre residents will be offered at a prorated expense of $25. This parking pass does not confer access to the PJV resident lot on Arden Place.

Mayor Lauren Sheprow read an email into the record from Village of Belle Terre Mayor Bob Sandak, who characterized the parking pass initiative as mutually beneficial to both municipalities.

“For many years, the residents of Belle Terre have said that they would spend much more time in the village of Port Jefferson if they could have a simple and inexpensive way to park,” the email read. “Any solution you choose to adopt would be much appreciated by the residents of Belle Terre and would, I am sure, prove to be a financial benefit to the businesses of Port Jefferson.”

Outlining reasons for the program, Sheprow said the Port Jefferson Business Improvement District unanimously supported the proposal.

Trustee Drew Biondo considered the parking pass program “cost-neutral and revenue-producing.”

In supporting the motion, trustee Bob Juliano suggested that the pilot program offers 11 weeks to test and evaluate the program: “It doesn’t mean I’m going to approve it going forward, but let’s try it for the 11 weeks and let’s see what it produces,” he said.

Explaining her “no” vote, Kassay indicated that parking accommodations for village employees remain unresolved.

“For years, I’ve heard consistent requests from Port Jefferson business owners asking the village to consider making parking passes available to their employees who are spending $1.50 per hour to go to work,” the deputy mayor said in a subsequent email. “A solution for this concept, as well as the concept of parking permits for nonresident visitors, deserves a great deal of time and discussion from the village board, staff and community at large.”

She added, “I hope the 2024 paid parking season in PJV will begin with a convenient, comprehensive parking permit program for recreational visitors and local employees alike.”

QR code scam

Parking and mobility administrator Kevin Wood updated the board of a recent scam targeting some of the village’s metered parking signs.

“Some group of people or person — most likely this weekend — placed perfectly square, fraudulent QR codes over the existing QR code on some of the signs,” Wood told the board.

Those who scanned the fraudulent code “were offered a flat fee parking rate of $20,” Wood said, adding, “We don’t know exactly how many people were defrauded, but I will tell you we caught it very early Saturday night.”

Wood estimated approximately 12-15 parking signs had been tampered with, maintaining that all fake QR codes had been removed. He added that a detailed report on the incident was sent to the Suffolk County Police Department.

Proposed schedule change

The board debated a proposal to move its regular meetings from Monday to Thursday.

Village clerk Sylvia Pirillo said the existing meeting schedule often conflicts with holidays, adding that there are other logistical challenges for village staff.

“We’re recommending instead the second and final Thursday of each month” for board of trustees meetings, Pirillo said. “We also feel that for staff and for work product that this would be a more consistent schedule. We now have warrants that are once a month, and this would help with the processing.”

Biondo supported the schedule change, saying, “It’s good to try something new. If it doesn’t work, we can caucus and decide to go back.”

Kassay referred to the logic for changing the schedule as “sound.” However, she asked the board to consider public feedback before adopting the change.

“I, as a trustee, have learned that making large, sweeping decisions like this without giving the public a chance to have their voices heard is often greeted quite negatively,” the deputy mayor said.

The board did not hold a vote on the change of schedule.

New treasurer

The village’s new treasurer, Stephen Gaffga, attended his first board meeting Monday night, delivering a brief report on his plans for the office.

Moving forward, Gaffga said he would present monthly financials, including fund balance information, expenses and revenues, also budget transfers. He proposed some changes to office procedures.

“I want to be able to tighten up the procurement procedures here a little bit to be able to allow for more transparency in how the money is being spent — taxpayer money, country club money, capital funds — and to also allow more clarity when it comes to the warrants,” he said. “I think the more information there is, the better.”

The debate over the future of Long Island’s electrical grid picked up last week, Sept. 14, at the Nassau County legislative building, with officials, utility staff and members of the public offering competing visions.

The Legislative Commission on the Future of the Long Island Power Authority is a bipartisan panel of state legislators from Long Island and the Rockaways formed in 2022 to consider the potential municipalization of LIPA after its management agreement with PSEG Long Island expires in December 2025.

Accountability

Chief among the concerns outlined during the hearing was public accountability by members of the LIPA Board.

Under the existing appointment structure, the New York State governor appoints five of the nine members, with the Legislature selecting the remaining four.

New York State Assemblyman Fred Thiele (D-Sag Harbor) suggested this appointment structure could change. “All of those appointments are made by individuals that don’t live on Long Island,” he said. “There has always been the consideration that there should be more local say about the governance of LIPA.”

But achieving that degree of local oversight remains an open question. Michael Menser, associate professor in the Department of Earth and Environmental Sciences at the CUNY Graduate Center, proposed creating a stakeholder advisory committee to make recommendations to the LIPA Board.

“We think a committee stakeholder board — possibly working with an independent research institute or observatory, supporting a fully public utility — could make this transition happen in a way that is speedy, democratic and beneficial both economically and ecologically,” he said.

Ryan Madden, sustainability organizer of the Long Island Progressive Coalition, suggested that the county and city governments within LIPA’s service area should make appointments to the board.

“In some ways, there is an argument that some state appointments make sense as it’s a state entity,” Madden said. “But there should be more input or appointments from local jurisdictions.”

“There could be a situation where the governor gets appointments, the Senate and Assembly get appointments, the Nassau County executive working with the Legislature gets appointments, and the same with Suffolk,” he added.

Governance/management

Thiele said the commission had explored an elective LIPA Board in its first round of hearings but backtracked on this idea, favoring an appointed board instead.

“Especially when you’re talking about [the] National Labor Relations Act,” an appointed board “would better serve to protect labor,” the assemblyman said.

Madden nonetheless supported greater local oversight over the appointment process.

“Our recommendations are just to ensure that there is robust community participation and more local decision-making in whatever appointment process that we determine,” he said.

Tom Falcone, LIPA’s CEO, had attended the Nassau meeting and pushed back on earlier testimony from PSEGLI vice president of external affairs Christopher Hahn, who suggested that the friction between the two utilities creates checks and balances. “There aren’t supposed to be checks and balances in management,” Falcone said. “Checks and balances at the management level means a lack of accountability of the vendor. It means the vendor can check what the board wants,” adding, “I think, fundamentally, the problem is that you have one vendor, and they can’t be fired.”

Other input

Luis Vazquez, president and CEO of the Long Island Hispanic Chamber of Commerce, said the chamber does not support the municipalization proposal due to the commission’s perceived lack of public outreach and education.

“Half of the problem is educating our communities and chambers,” he said. “So, if we don’t get the message and we don’t know what we’re voting on, I’d rather just not take a position.”

Guy Jacob, an at-large delegate of the Sierra Club, said his organization’s national, state and Long Island chapters all support municipalization.

“This so-called public-private partnership is unique among municipal electric utilities in the U.S., and the time is now at hand to terminate this decades-long, failed anomaly,” he said. “The moment has come to terminate the tyranny of shareholders over ratepayers.”

Jacob pointed to a perceived lack of alignment between the profit interests of the electric service provider and the LIPA customers, adding that “redundant” management positions within LIPA and PSEGLI add unnecessary costs for utility power.

Outside the Mount Sinai Fire Department at dusk on Monday night, Sept. 11, members of the Mount Sinai Fire Department held their annual commemoration for those who perished on that date 22 years earlier.

Firefighters gathered at the department’s 9/11 memorial, surrounded by family and community members, where they reflected upon the memory of those who died, recognizing the sacrifice of the first responders who had paid the ultimate sacrifice in the line of duty.

Department chaplain Micky Nassauer delivered the evening’s invocation, outlining the purpose of this annual occasion.

“On this solemn day of remembrance, may we honor the lives that were lost in this tragic act, and may we give thanks to those who served and saved,” he said.

Chief of Department Randy Nelson performed the annual bell ringing ceremony, which rang out in honor of the 343 New York City Fire Department members who laid down their lives in the line of service.

“We honor their supreme sacrifice,” Nelson said, “On this day and every day.”

In an address to the department, Nelson chronicled the events on that Tuesday morning as they transpired in real time. Despite the darkness and the destruction unleashed upon the city and nation, he maintained that the nation has persevered, offering a new approach to reflect upon that moment in history.

“The words ‘Never forget’ have become synonymous with September 11,” the fire chief said. “But as stated today by one of the victims’ family members, ‘Always remember’ is really the better approach.”

He advised, “Keep your memory of that day as a way to remember all that were lost.”

Middle Country Public Library, Centereach unveiled its new café Friday, Sept. 8, continuing an ongoing campaign expanding arts, education and cultural opportunities throughout the greater Middle Country area.

The new café offers freshly brewed coffee and craft espresso drinks from TEND Coffee and baked goods from JeJoJo Bagels of Centereach. It is open from 9:30 a.m. to 8:30 p.m. Monday through Friday.

Library staff hosted community members and public officials for the grand opening ceremony. Library director Sophia Serlis-McPhillips cut the ribbon to the cheers and adulation of the crowd.

“This café is part of a renovation we did for the entire library, which started in 2018,” she said. “We had a soft opening over the summer, but today was the official.”

Serlis-McPhillips highlighted the considerable public demand for a café space through the years, suggesting that the recent library renovations offer a suitable opportunity to embark upon the undertaking.

“We wanted to do that because it seemed like what the patrons and the community wanted,” the MCPL director said. “It is nice for people just to sit down and relax.”

She continued, “Unlike some other places, we are manning the staff. So we hire the staff and train them,” adding that the partnership with JeJoJo’s represents an ongoing effort by the library “to keep everything local.”

Along with the new café, MCPL offers a new maker space and a recording studio. Serlis-McPhillips noted how these innovations have “become part of our everyday operation.”

Suffolk County Legislator Nick Caracappa (C-Selden), the majority leader of the county Legislature whose 4th District includes Centereach, congratulated library staff and patrons alike.

“This is just an exciting day for the residents of Middle County to have a facility like this,” he said. “We’ve always had beautiful libraries, but this just takes it up a notch.”

The majority leader highlighted how the new café plays into ongoing community revitalization efforts, with proposals for greater public investments and sewers. He maintained arts and cultural institutions such as MCPL as “vital” to the health and future prosperity of the community. 

“We should never overlook arts — whether they be from paintings to theatrics to … 3D printing,” he added. “The capabilities are unlimited for what we can do, and we have to keep that alive and well in our community.”

Town of Brookhaven Councilman Neil Manzella (R-Selden), who represents Centereach on the Town Board, was once a part-time employee at MCPL. He underscored the several transformations the facility has undergone since his departure.

“It’s just so heartwarming to see how much it’s growing and adapting to the times,” he said. “To see how much it’s growing and everything they do, it’s just amazing.”

Manzella expressed enthusiasm for the opportunities of sewers and for further community revitalization and commercial redevelopment. But as local government works toward those objectives, he said institutions like MCPL remain a “cornerstone” for residents.

“Anything that helps provide the arts, that helps provide outlets for any kind of entertainment or fun, the library is something that provides that,” the councilman said.

Adding to these sentiments, Serlis-McPhillips regarded the library as “central.”

“I definitely feel that we are in the heart of the community,” she said. “Our community supports the library a lot,” adding, “When we work together collectively, I think that makes a difference.”

Rain couldn’t halt the annual memorial service held on Monday, Sept. 11, in downtown Port Jefferson.

The Order Sons and Daughters of Italy in America Vigiano Brothers Lodge 3436 hosts this event each year. The vigil honors the lives of brothers John and Joseph Vigiano, who died from the terrorist attacks on the World Trade Center in 2001.

Traditionally held outdoors in Harborfront Park, this year’s iteration moved to the Village Center’s drier interior, a last-minute accommodation courtesy of the Village of Port Jefferson.

“I don’t care if it was raining or not raining, we were going to get this done,” said Anthony Rotoli Jr., president of the lodge.

Lodge members, community residents, faith leaders and public officials gathered for a ceremony of prayer and reflection. Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), former New York State Assemblyman Steve Englebright (D-Setauket) and T.J. Hatter, Long Island director of intergovernmental affairs for New York State Attorney General Letitia James (D), each addressed the audience in turn.

Of the many annual events Kornreich attends, he referred to 9/11 memorial services as “the most solemn and most painful.” Despite the lingering pain over two decades later, the councilmember maintained that the nation has endured.

“Although that day was a day of terror and sorrow and tragedy, the days that followed became days of community, hope and resolve,” he said.

In the face of tragedy, Hatter maintained that “inspiration can come from many places.” He asked those present to apply the examples of service and selflessness exhibited on 9/11 to their daily lives.

“Hope is real,” he said. “There is no such thing as false or too much hope. There is only hope. As we remember those who were lost that day, I want to thank you all for being here to help keep that hope alive.”

Englebright offered that services such as these can keep the memory of the 9/11 fallen heroes alive.

“We must never forget, always remember, and always give thanks to those who ran into the buildings and up the stairway into heaven on behalf of all of us,” he said. “The rain is the tears from heaven today.”

The Town of Smithtown in conjunction with the Smithtown Chamber of Commerce conducted the annual 9/11 memorial service Monday afternoon at 4 p.m., Sept. 11, honoring the lives lost and the sacrifices made during the terrorist attacks on the World Trade Center.

Town Supervisor Ed Wehrheim (R) presided over the service, which was well attended by members of the Town Board, New York State officials, the clergy, U.S. service members, local business leaders and residents.

Wehrheim said the annual ceremony fulfills “a promise made 22 years ago” to honor the victims, keeping their memories alive within the community.

“We pay respects to our friends and neighbors and grieve their loss together,” he said. “But we also reclaim a spirit of unity, faith and resilience that served us as a light of hope through our darkest of hours.”

The service included a name-reading ceremony of the 53 Smithtown residents who were killed during the attacks, ending with attendees placing roses upon the 9/11 memorial fountain.

At the Suffolk County 9/11 Memorial outside the H. Lee Dennison Building in Hauppauge Monday morning, Sept. 11, county officials, first responders, faith leaders and veterans held a memorial ceremony to honor the lives lost during the 2001 terrorist attacks on the World Trade Center.

The service included music, prayer and ceremonial name reading, paying tribute to Suffolk County residents who had perished on that fateful day.

Suffolk County Executive Steve Bellone (D), county Comptroller John Kennedy (R), county Clerk Vincent Puleo (R) and county Legislators Nick Caracappa (C-Selden), Leslie Kennedy (R-Nesconset) and Stephanie Bontempi (R-Centerport), among others, participated in the name reading dedication.

Striking at the heart

“We stand before a monument with names etched in glass to honor, to remember the individuals who were killed on September 11, 2001,” said Bellone, who reflected upon the initial aftermath of 9/11 and the nation’s solidarity.

The nation and world, however, have undergone considerable transformation in 22 years since the attacks, Bellone added.

He suggested the terrorists sought to strike at “the heart of this nation and what we represent, the values that we believe in — freedom and democracy.”

Despite initial disruptions and the carnage inflicted, Bellone maintained that Americans worked to coalesce and persevere.

“We responded, we recovered, we rebuilt and came back stronger than ever,” the county executive said.

More than two decades later, Bellone expressed apprehensions over existing currents, highlighting the “division” and “arguments in our own country about elections.” 

A day of healing

Bellone called upon citizens to return to the values that had once united them. He maintained that internal dissension rather than external threat represents a greater risk to the nation’s future.

“If this nation, if this republic, if this democracy is ever to fall, it will not be because of external forces,” he claimed. “It will be internal division and strife.”

He added that 9/11 can serve as an annual reminder of America’s capacity to heal, overcome differences and rediscover common values.

“It is incredibly important that we have these names etched on the wall,” he said. “Because the absence of them — their lives and what they meant to their families and communities — is felt every single day.”

He concluded by saying, “How do we honor them? I believe each and every one of us [can] use 9/11 as a day to remind ourselves, to commit ourselves to coming together — to heal as a nation and as a community.”

The ceremony ended with a collective singing of “God Bless America.”

Long Island’s two primary utility companies are in a tug-of-war over the region’s electric future.

A management contract between the New York State-owned Long Island Power Authority and the investor-owned utility company PSEG Long Island expires in December 2025, prompting uncertainty over the future management of the regional grid.

The Legislative Commission on the Future of the Long Island Power Authority is a bipartisan panel of state legislators from Long Island, formed in 2022 to make recommendations to the state Legislature for future reorganization.

Conflict erupted during the commission’s public hearing at the William H. Rogers Legislature Building in Hauppauge Tuesday, Sept. 12, during which LIPA and PSEGLI reps offered disparate visions.

Municipalization proposal

The legislative commission is considering implementing a full-scale municipalization of utility power on Long Island, empowering LIPA to provide electric service independently without contracting with a third-party vendor, such as PSEGLI.

During the hearing, Tom Falcone, LIPA’s CEO, addressed the commission, noting the complications of overlapping responsibilities between the separate management hierarchies of LIPA and PSEGLI.

“There is not one best governance model … but there are governance models that could result in duplicative roles and responsibilities or unnecessary conflict,” he said. “Multiple overlapping bodies with similar responsibilities can frustrate customers with a lack of clarity and accountability, much like our hybrid management structure between LIPA and PSEG.”

Falcone advised that consolidating management positions within LIPA would enable the state to reduce total management personnel by roughly 13 senior positions.

Falcone added that municipalization would deliver greater accountability from the electric service provider, empowering the LIPA Board to replace senior officials who fail to perform.

“The board can fire me,” the LIPA CEO indicated. “I can’t fire PSEG,” adding, “If PSEG is not delivering, we litigate and we hold back money.”

Checks and balances

But PSEGLI refused to go down without a fight, countering Falcone’s assessment of the existing dynamic between the two utilities.

Christopher Hahn, vice president of external affairs at PSEGLI, advocated for the existing public-private partnership between LIPA and PSEGLI.

“There’s real, built-in accountability to the public-private partnership,” he said. “It is something that has been working for Long Islanders and will continue to work for Long Islanders.”

Hahn maintained that the public-private partnership gives Long Island “the best of both worlds,” maximizing the potential for each utility company while creating checks and balances between LIPA and PSEGLI.

“Having a municipally owned grid gives us the benefit of that low [interest] bonding and, of course, access to [Federal Emergency Management Agency] funds in the event that we have storms,” he said. “And then having the private company and being held accountable.”

He added that accountability for PSEGLI is built into its contract structure, which is only 40% guaranteed. He maintained that PSEGLI continues to rank highly in reliability and customer satisfaction.

“Those are things that came here because of the public-private partnership, because of the push-pull between PSEG and LIPA,” he said.

The Village of Port Jefferson Board of Trustees hosted its monthly general meeting Tuesday, Sept. 5, when it addressed a recent emergency response situation over Labor Day weekend while advancing other local business.

Public safety

Code enforcement chief Andy Owen updated the public on a bomb threat in Port Jeff Harbor on Sunday, Sept. 3, highlighting the misinformation circulated on social media.

“This past Sunday, we had a bomb threat,” Owen indicated. “Once again, Facebook blew up, and it was all false. Everything you read on Facebook was false.”

The code chief said nine agencies were involved, including the Suffolk County Police Department, the village code department and the U.S. Coast Guard, among others.

“As per the Real Time Crime Center, it was a false threat,” Owen said. “It was deemed low risk by Suffolk County.”

The code chief reported that as the event unfolded in real time, “a lot of scuttlebutt” circulated on Facebook concerning the lack of an immediate public statement from the village.

“There are several reasons why a statement wasn’t put out,” he said. “One, to prevent chaos and unwanted onlookers,” adding that the code department had also sought “to ensure a proper and thorough investigation.”

Reports

Mayor Lauren Sheprow said the board is considering a resolution “to create a parking pass situation where Belle Terre residents can purchase a pass for the season and not have to worry about paying the parking meters on a regular basis.”

“That might encourage Belle Terre residents to come down more often, and then if that works for Belle Terre residents, maybe we can expand it out to other members of the community,” the mayor added.

Deputy Mayor Rebecca Kassay, who had attended the recent listening tour event in Brentwood on the New York State Environmental Bond Act [See story, “NYS offers possibilities of $4.2B bond act for Suffolk County, urges public input,” Aug. 31, TBR News Media], referred to the event as “illuminating,” with potential for the village to make use of those funds to confront a range of climate-related challenges.

Kassay added to the ongoing local debate surrounding the closure of the Port Jefferson Station office of the New York State Department of Motor Vehicles, saying the closure would require village residents to travel farther, experience longer wait times and less availability of appointments.

Trustee Bob Juliano indicated that he would hold his first sit-down event this Saturday, Sept. 9. “I’ll be over at the Village Center in the living room from 9 to 10:30 [a.m.] if anybody wants to come by and just discuss with me different things going on in the village, different ideas,” he said.

Trustee Stan Loucks reported that village beaches remain open, though there are no longer lifeguards. “Be aware and careful up there if you’re going to be swimming,” he advised. He added that the bathrooms at East and West Beach will remain open.

Loucks also reported on a recent meeting with leaders from the Port Jefferson School District, who had expressed interest in extending speed tables along Scraggy Hill Road. Other business

The board had also agreed to enter into an internship agreement with Stony Brook University to offer programs such as public administration, civil engineering, information technology, communications, graphic design and other disciplines.

“We’re working very closely with the career center to make these internships come together,” Sheprow said. “We’re very excited about working with the university students to help pull our village into the current century.”

The board voted to accept the resignation of deputy village attorney Richard Harris, effective Sept. 14. “I just want to thank attorney Harris for his years of service to the village,” Kassay said. “He was always a strong colleague, and his work here is appreciated.”

The Town of Smithtown Town Board convened Tuesday afternoon, Sept. 5, for a brief meeting spanning code and local parks.

The board adopted sweeping changes to Part I of the Town Code, which deals with administrative legislation. Jennifer Juengst, assistant town attorney, outlined the motivations behind the proposed code amendments.

“The town has been in the position of revising large portions of the code, and at this point, Part I has some pieces that are ready to adopt,” she said.

The code amendment removes several boards, commissions and committees from the Town Code. Among these are the Building and Planning Review Board, the Fire Prevention and Code Review Board, the Historical Advisory Board, the Human Rights Commission, the Industrial Advisory Board, the Medical Board of Trustees, the Recycling Committee, the Substance Abuse Prevention Council, the Tenant Selection Advisory Committee and the Traffic Safety Board.

The amendment also removes several policies from the Town Code, such as the computer policy, the drug-free workplace policy, the equal employment opportunity policy, hearing conservation policy, investment policy, sexual and other harassment policy and workplace violence prevention policy.

“These policies will be removed from the code, but they will remain in effect throughout the town,” Juengst indicated.

During the public comment period, resident William Holtz addressed plans for the forthcoming annual budget, asking board members to consider appropriating funds to keep town pools and splash parks in operation following Labor Day.

“I feel that each year, we’re seeing more summerlike weather in September,” he told the board. “I would suggest that you think in terms of … a sunshine fund for next year that would allow for the pools to be open and for people to continue to enjoy the warmth of the summer.”

Resident Irwin Izen was back before the board Tuesday following a back-and-forth last month with town Supervisor Ed Wehrheim (R) over the prolonged closure of Callahan Beach in Fort Salonga [See story, “Smithtown Town Board discusses Callahan Beach closure …” Aug. 12, TBR News Media].

Izen said he had recently walked the beach and reported that “progress is being made on the beach.” He nonetheless maintained that “there was no consultation with the [New York State Department of Environmental Conservation] early on on this project, and I find that to be an error,” he said.
