In a historic act, the Village of Port Jefferson Board of Trustees voted 5-0 on Monday to extend the terms of service for village mayor, trustees and judges from two to four years.

Prompting the vote, village clerk Barbara Sakovich recommended the term changes during her report, outlining the logistical challenges of holding elections every year. 

“As we have an election every year, and we’re gearing up for this June’s election, we know we’re not getting [voting] machines anymore because of the primaries,” the clerk said. “I just would like to maybe get everyone’s pulse on maybe changing the terms from two to four years so that we don’t have to keep doing this every year.”

Village attorney Brian Egan advised the board the term extensions would be legal under the New York State Village Law. The change would not affect ongoing terms but would impact the incoming mayor and trustees elected this June. The resolution is subject to a permissive referendum, which under the state law would enable the public to put the resolution out for a public vote this June.

Before the unanimous vote on the resolution, some board members offered their opinions on how four-year terms may benefit the village. “I always look at how you can get a higher voter turnout across the village,” trustee Rebecca Kassay said. “Voter turnout is always relatively dismal, but having an election every single year, people don’t seem to know about it.”

Trustee Stan Loucks suggested the existing term lengths are inadequate for long-term decision-making and planning. “I’ve always thought two years is way too short,” he said. “The first year, you’re just getting your feet wet, and the next year you’re out there campaigning.”

Trustee Lauren Sheprow considered the permissive referendum an option available to community members if they choose to exercise it. 

“Let democracy happen,” she said. “If the public wants to have a referendum or wants to have a vote on it, then they will let this board know. Give them the choice to come forward on it.”

Mayor’s response

In an interview following the decision, Mayor Margot Garant explained what village residents could expect moving forward.

“This is a board decision that is subject to a public referendum,” she said. “What that means is that the public … has 30 days within which to garner the requisite signatures to bring it to a public vote.” 

Assessing the board’s motivations for approving the measure, Garant emphasized administering village elections has become highly problematic. She noted that the absence of electronic voting machines to conduct elections has placed undue strain on the village clerk, who must count the ballots by hand.

“I believe part of what’s really driving this is the fact that we’re not getting electronic voting machines from the Suffolk County Board of Elections,” the mayor said. “To count the ballots by hand is a six- to eight-hour exercise,” adding, “I think Barbara did not finish counting votes until 2 a.m. This year being a mayoral election, she’s probably going to be there until 3 or 4 in the morning.”

Garant, asked for her outlook on the electoral process in Port Jefferson, acknowledged that elections foster accountability for those in office. However, she stated the board must also weigh the challenges of administering such elections, especially when they are conducted by paper ballots and counted by hand.

Elections “create a sense of accountability,” she said. “But I think the resources it takes and the amount of energy it takes to run an election really does impact your ability to serve. A two-year term is not a long time to get things done.”

She added, “I think it’s always great to have your community engaged, and I think elections engage the public. … I made the motion because I think the pulse of the room was for that, and again, the 5-0 resolution shows you that the political will was there.”

Asked whether there was adequate public input before passing the resolution, Garant said the board used the appropriate procedures and operated within the confines of the state Village Law.

“If the Board of Trustees has the authority to make that decision, I don’t think hearing more public input would have swayed that decision,” Garant said. “There is a mechanism by which the people can speak, and that was exactly what Lauren said — let them exercise their right to a permissive referendum.”

Pressed on whether fewer elections translate to less democracy, the mayor responded, “I don’t think so.” Effective democracy, she indicated, takes a more holistic approach.

“I think that there’s a broader definition to democracy,” she said. “Democracy is a government of the people, by the people, for the people. There are still a lot of mechanisms to keep that in place and working.”

She concluded, “I think we’re a little behind the times, and I think it’s time to catch up and let the people decide.”

Local offices are on the ballot this November, with legislative positions at the county and town levels up for grabs.

Suffolk County’s 6th District

Six-term incumbent Suffolk County Legislator Sarah Anker is termed out, setting up an open contest to fill her seat. In Anker’s absence, two major party candidates — both attorneys — have emerged.

Dorothy Cavalier, Anker’s chief of staff, has received her party’s nod. Cavalier began her legal career with AIG and Dime Savings Bank of New York, later transitioning to a small family practice in Ronkonkoma.

She joined Anker’s staff in February 2019. Asked why she entered the 6th District race, she told TBR News Media that her four years in Anker’s office had opened her to the possibilities of government.

“I started to see all of the good things that can be done in government,” she said. “I would like to stay in office, hopefully taking her seat, so I can continue those good works and the good things that we started.”

She added, “There’s still a lot of work that needs to be done, and I think I’m the one who needs to be in the office to do it.”

If elected, Cavalier offered to prioritize environmental issues, focusing on measures promoting water quality and preserving open space.

“We need to protect our sole-source aquifer,” she said. “We need to continue to work on getting our water, keeping it clean and making it safe for everybody.”

The Democratic candidate cited coastal erosion along the North Shore as a critical situation for the 6th District. She also noted affordable housing and expanding mental health programs for veterans are priorities.

Representing the Republican Party in this race is Chad Lennon, an officer in the U.S. Marine Corps and an attorney focusing on military and veterans law. 

He has worked part-time for state Sen. Anthony Palumbo (R-New Suffolk) as a special assistant for veterans affairs and U.S. Congressman Nick LaLota (R-NY1) as a congressional aide.

“I have been someone who’s served my country, and I wanted to continue to do that at the local level,” he said. “I believe my experience with being an officer in the military, being an attorney, as well as the other positions I have held bring a level of leadership that no one else is bringing.”

He added, “I think I have an ability to lead from the front, put myself at the point of friction and make myself available to the constituents of the district.”

Lennon committed to tackling issues associated with public safety, stabilizing the county’s budget and finances and thoroughly investigating the September ransomware attack against the county’s information technology network.

He pledged to “work with the county to make sure we find out what happened with the cybersecurity breach and make sure that we have accountability, policies and training put in place to make sure that this kind of breach does not happen at our county in the future,” he said.

The Republican also cited the need for “standing with local officials to stop the ‘Queensification’ of Suffolk County that Gov. [Kathy] Hochul [D] is seeking.”

Brookhaven’s 2nd Council District

The boundaries of Brookhaven’s 2nd Council District underwent a considerable transformation during last year’s redistricting process. Most notably, the district stretched southward, now encompassing a sizable swath of Coram.

Incumbent Town of Brookhaven Councilwoman Jane Bonner (R-Rocky Point) is up for reelection this year, along with the other six members of the Town Board. Before entering office in 2007, Bonner served as a legislative aide to Dan Losquadro (R), then-Suffolk County legislator and now incumbent Brookhaven highway superintendent. 

Bonner also served as a trustee on the Rocky Point board of education and president of the Rocky Point Civic Association. In an interview, Bonner said she is running for reelection to continue working on various long-term projects.

“Every year you serve is like peeling another layer on the onion to tackle long-term issues,” she said. “In my years in office, we’ve done major stormwater remediation projects all along the North Shore, upgrades to our parks,” adding, “I would say, succinctly — to continue to do the good work on behalf of the residents.”

If reelected, Bonner said she would focus on the environment, noting, “We continue to battle and deal with climate change. The North Shore is always under attack, and there are more projects that I’d like to see come to fruition.”

Referencing examples of initiatives she has worked on with the Town Board, she cited cybersecurity, tax and spending caps and anti-nepotism legislation. The incumbent added that she would “continue fighting for Long Island to be a suburb and not a city.”

Challenging Bonner is Carol Russell, a resident of Coram. A retired nurse and trial attorney, she spent nearly 30 years defending doctors, nurses and other health care providers in litigation. Russell has also served as a mentor for the Dress for Success Brookhaven initiative and has volunteered to coach the mock trial team at Longwood High School.

“I look at our society, nationally and locally, and I see it is so divided and so broken,” she said. “I think people want to be listened to and included. I think our Town Board can do a better job at that, and I want to be a part of that.”

She referred to existing dynamics within the town government as “sort of a one-party rule for a good number of years now, and I’m not really sure the Town Board understands its residents or at least part of its residents.”

She regarded the two central issues within the town as the affordability crisis and the looming Brookhaven landfill closure.

“I’d like to see what can be done to alleviate some of the tax burdens on our residents,” she said, adding, “And I’m particularly concerned about the closing of the landfill, which is going to leave a huge gap in our budget.”

She further cited homelessness as an area of concern, particularly in Coram. “Homelessness is not exclusively but predominantly a mental health issue,” she said. “I think that there are ways that we as a town, in partnership with the county and the state, can do better.”

The Rocky Point Rotary Club hosted the 5th annual Douglas J. McDonough Hope Children’s Fund Gala on Saturday, March 11, at the Inn and Spa at East Wind in Wading River.

This annual event benefits the Jerusha Mwiraria Hope Children’s Home in Meru, Kenya. Douglas McDonough was a former secretary of HCF who accomplished much for the orphanage despite being paralyzed.

Rocky Point Rotary Club president Kevin Mann detailed McDonough’s perseverance and drive in the face of his physical condition.

“Nothing ever stopped him,” Mann said. “No one ever even asked about his injury because he did everything,” adding, “He taught at BOCES in the middle school level for kids who got thrown out of their schools — in a wheelchair. He was just an amazing guy.”

Mann also outlined the central motivations for the gala, affirming that the annual event has been perennially instrumental in enabling educational opportunities for the children at Hope Children’s Home.

“The premise of the gala is to raise funds and provide educational opportunities for orphans in Kenya,” he said. “This event will supply enough funds to send 45 children with secondary and postsecondary education for a trimester,” adding, “We raise a tremendous amount of money for that cause.”

Mann chronicled the orphanage’s history, stating the earliest organizers first laid plans for the home in 2000. In 2003, the organization became a 501(c)(3) charity, and in 2005 the organizers opened the orphanage.

Children entering the home come from varied and often difficult backgrounds, according to Mann. “There’s a wide range of how they arrive at the door,” he said.

Moreover, membership has grown considerably during its nearly two decades in operation. “The goal was 18 children,” Mann said. “We have [over] 90 today.”

One of the unique characteristics of HCF is its organizational structure. The U.S.-based operation is entirely volunteer driven, with salaries paid out exclusively to employees in Kenya supervising the care of the children.

“In this particular case, everybody can say that 100% [of the proceeds go] to the cause,” Mann said.

One such HCF employee is Veronica Ntinyari, who runs the orphanage. In a series of text exchanges via WhatsApp, Ntinyari explained how the funds from the gala would assist the children under her care.

“The funds raised help to support the orphanage in paying their school fees, food, clothing, medical care and other necessities in the home,” she said.

Sonia Saleh is district governor for Rotary District 7255, which covers 62 Rotary Clubs throughout Long Island, including Brooklyn and Queens. She praised the Rocky Point Rotary for its initiative concerning HCF.

“The Rotary Club of Rocky Point has taken this cause on,” she said, adding, “This Rotary Club is all about peace and internationalism, which is so wonderful.”

Mann maintained that the HCF gala closely corresponds to the stated purpose and vision of Rotary International. “It fits very much under the concerns of Rotary, and literacy is one of the major components of Rotary as well,” he said.

Saleh added to this sentiment. “Rotary is about two things — it’s about service and community,” the district governor said. “The point is we come together for service first, and then there are the community and friendships, which is beautiful.”

Through HCF and Rocky Point Rotary, Ntinyari said she feels associated to the people of Rocky Point and the greater Long Island community. 

“Me and the children feel connected to Long Island community members, especially during their visits in Meru,” she said.

Public officials and drug prevention advocates are sounding the alarm over cannabis products packaged for children.

During a recent Port Jefferson Station/Terryville Civic Association meeting, civic vice president Sal Pitti circulated a flier revealing various cannabis products resembling commonplace children’s foods and household snacks. 

Pitti, who is also active with the Town of Brookhaven’s Drug Prevention Coalition, suggested these products are branded for children and attributes the problem to false advertising.

“We all grew up with Trix and Cocoa Pebbles when we were kids,” he said. “It’s a branding that people know, they recognize and might more easily purchase.”

Pitti detailed several potential dangers associated with tetrahydrocannabinol, the active ingredient in marijuana commonly known as THC, getting into the hands of young people. He said processed edible cannabis often has exponentially higher THC concentrations, which can get kids hooked on the substance more efficiently and create a gateway to harder drugs.

Recent statistics from the National Institute on Drug Abuse substantiate this claim. Samples analyzed by the U.S. Drug Enforcement Agency since 1995 indicate that today’s cannabis products are nearly four times as potent as those collected in that year.

“They’ve sophisticated this technique to great extents,” Pitti said. “Now they’re making gummies, candies, granola bars, honeys and spreads out of this stuff. But the problem is, in processing all of this, that THC level has gone up dramatically.”

Pitti said packaging highly potent THC products to children signals potentially severe societal harm. “This is going to open up a door to our youth that’s going to hurt them,” he said. “This is just a bomb that’s waiting to go off.”

A crisis for children

Pitti is not alone in these concerns. Suffolk County Legislator Kara Hahn (D-Setauket) has introduced legislation targeting the practice. 

Her bill cites the risks associated with underage THC consumption, such as impaired memory and coordination, and the potential for hallucinations and paranoia among minors. 

In an interview, Hahn suggested marketing cannabis in a manner that makes it desirable to children represents a public safety hazard.

“If it’s intentionally designed to look like candy, the purpose is to confuse the consumer,” she said, adding, “If an adult purchases marijuana gummies that are packaged similarly to candy-type gummies and a young child gets their hands on it and eats it unknowingly, that’s a very dangerous situation for the child.”

Hahn’s bill would require packaging of THC products to be plain, containing clear warning labels and prohibiting the words “candy” or “candies.” She noted that the measure’s goal is to make THC products less enticing to kids.

“The packaging of the products is incredibly important,” the county legislator said, stating the bill would prevent merchants from “mimicking candy wrappers, having logos that are like cartoons or characters or having flavors that are attractive to children.”

Suffolk County Legislator Sarah Anker (D-Mount Sinai), chair of the county’s Addiction Prevention and Support Advisory Panel, has signed on as a co-sponsor to Hahn’s bill. She referred to child-friendly THC packaging as a harmful way for cannabis sellers to market their products.

“These cannabis folks see this as a marketing strategy,” she said. “It’s creating a problem, we know for a fact, and we’re trying to address that.”

State oversight

Marijuana was legalized in New York state in 2021 under the Marihuana Regulation and Taxation Act. The New York State Office of Cannabis Management is the regulatory arm overseeing the licensure, production, sale and taxation of cannabis throughout the state. In an email statement, the office confirmed the uptick in packaging branded for children.

“We have seen illicit sellers marketing products clearly imitating candies and snacks that target children,” said Lyla Hunt, OCM’s deputy director of public health and campaigns. “New York State would never allow those products to be sold in licensed cannabis dispensaries. Our enforcement teams are working every day to shut those sellers down.”

Further compounding the issue, Hunt added that illicit dealers often do not follow the same protocols as their licensed counterparts. “We also have heard reports unlicensed storefronts are not checking ID when selling illicit cannabis products, heightening the importance of shuttering these operators before they can do more harm,” she said.

According to her, OCM has worked to curtail the issue through stringent guidelines, putting forth regulations regarding packaging, labeling and marketing to mitigate this technique. 

“We at New York State’s Office of Cannabis Management are committed to building a safe, regulated cannabis industry for consumers ages 21 and over that also protects those under 21,” the deputy director said.

OCM’s regulations concerning packaging echo several of the items raised in Hahn’s bill, restricting words such as “candy” and “candies” while mandating that packages be resealable, child-resistant and tamper evident. The guidelines also limit the use of cartoons, bubble-type fonts and bright colors on the packaging.

Despite OCM’s approach, Anker said the work of local and state government remains unfinished. “More must be done,” the county legislator said. She added, “This product is legally new to the market, and you need to be aware and do your part as a parent and as a teacher … to protect the kids.”

The candidate pool for this year’s mayoral election in the Village of Port Jefferson just doubled in size, with trustee Lauren Sheprow now entering the race.

Seven-term incumbent Mayor Margot Garant announced her retirement from the village government in February and has since secured the Democratic Party’s nomination for Town of Brookhaven supervisor. To fill the open seat, Deputy Mayor Kathianne Snaden was first to announce her candidacy. Sheprow is now the second.

In an exclusive interview, Sheprow confirmed her candidacy, stating that she has canvassed village residents who have expressed general interest in a new direction for village government.

“They would like to see a turn of the page for their village,” Sheprow said. “As I contemplated that, and as I had a perspective on how the government runs over the past eight or nine months as a trustee, I started recognizing opportunities for a new vision.”

If elected, she would be the second member of her family to occupy the office, her father Hal having served six terms as mayor from 1977 to 1991.

Sheprow joined the Port Jefferson Board of Trustees in July, unseating four-term incumbent trustee Bruce Miller. Before entering the board, she had spent 16 years as the chief media relations officer at Stony Brook University and before that four years as the public relations director at Mather Hospital.

Sheprow suggested her experiences within the SBU and Mather administrations directly apply to that of the village. “They have very similar departments as the village has, only on a larger scale,” the trustee said. “I think I can bring a lot of that experience to our village to help it run more efficiently and effectively.”

Since entering the board, Sheprow has taken on several assignments, serving as the village’s communications commissioner and as trustee liaison for both recreation and the food and beverage lessee at Port Jefferson Country Club. 

For Sheprow, expanding use of the country club’s restaurant and catering facility would remain a priority. She said village organizations such as the Parks & Recreation Advisory Council and the Social/Hospitality Task Force are working to “help guide the lessee to create a more engaging membership experience,” adding, “I’ve seen some developments in that area, and as the season comes upon us, we’ll see the outcomes of that work.”

Sheprow and Snaden are currently the only two declared candidates for mayor. Incumbent trustee Stan Loucks and former village clerk Bob Juliano are both running for trustee.

Election Day will take place Tuesday, June 20.

Leaders of the newly reconfigured Port Jefferson Civic Association formally entered their posts during a swearing-in ceremony on Wednesday, March 8, and went straight to work during the first official executive board meeting.

Ceremony

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) officiated over the ceremony, swearing the newly elected civic leaders into their positions at the outset of the meeting. Kornreich, who had previously served as president of the Three Village Civic Association, outlined the value that civic groups can add to a community.

“I can tell you, as an elected, that the role of the civic is incredibly important because we want to get a sense of what the community thinks,” he said. “Your electeds in the village, and for things related to the Town of Brookhaven, we’re going to come to you.”

He added, “It’s a big responsibility because you have to reach out and be representatives of your community, and I’m very grateful to you all for stepping up to take this important responsibility.”

He then presented each officer with a town proclamation. The executive board is represented by civic president Ana Hozyainova, vice president Holly Fils-Aime, secretary Carol Macys Fox, treasurer Marilyn Damaskos and outreach officer Kathleen McLane.

Priority

Following the ceremony, the board quickly got moving, detailing the local issues it would prioritize. Based on a vote among the body, the most significant priority for the civic will be to advocate for voter input on major construction projects within the village. 

The second will be to enhance walkability and calm traffic while referring to the village’s 2030 Comprehensive Plan to guide new development.

Third on the list is advocating for villagewide oversight and enforcement over planting and clearing. And the final item is creating a close partnership with the village Conservation Advisory Committee to preserve open space.

“Part of the reason why the civic association was created is because we found, as individual citizens, very little traction when engaging with trustees on those individual issues,” said Hozyainova. “Coming together as a formal association, we hope that we can start that conversation in a more fruitful way.”

Strategy

To work toward implementing the civic’s collective goals and vision, the executive board brought in backup. Sal Pitti, vice president of the Port Jefferson Station/Terryville Civic Association, and Kornreich sat in on the executive board meeting, offering the newly installed leaders techniques for dealing with local government.

Pitti emphasized the value of high turnout and a growing body. “Get numbers on your side,” he said. “The more people you have on your side, the more they’re going to listen,” adding, “There’s always power in numbers.”

Pitti also recommended working to accomplish small tasks to help grow resident interest in the civic. “Get yourself a high school liaison, like we have at our meetings,” he said. “We have one of the kids at the high school telling people about events.” This method, he maintained, fosters interest from parents and boosts turnout at monthly meetings.

One of the core areas of concern among the PJCA body, according to Hozyainova, is the issue of coastal erosion at East Beach, which has endangered the restaurant and catering facility at the Port Jefferson Country Club.

“We are concerned about paying for a wall that might or might not survive the next few years,” Hozyainova said. She continued by saying that the village government has yet to comprehensively consider managed retreat away from the bluff.

Pitti recommended that the civic association establish new connections within the village so that important public announcements do not go unnoticed by residents. “Try to set up a new system working with the village, that they advise you directly when all these things happen,” he said.

Hozyainova suggested many of the decision-making processes and responsibilities within the village government tend to be consolidated within just a few hands. “A lot of decisions are made without extensive consultation, and very few people ask questions,” the PJCA president said.

To rectify this issue, Kornreich advised the board to forge tighter working relationships with village board members to develop more collaborative exchanges between elected officials and the public.

“Building those relationships with trustees is vitally important,” the councilmember said.

He added that educating civic members on local issues is another responsibility to promote a better-informed civic body and public. “Educate your members,” Kornreich said, adding, “You educate your members so that they understand” the local issues at stake.

Kornreich also mentioned that disseminating important information to the village would be another key function of civic leadership. This, he added, is especially important when it comes to advertising the civic to community members.

Pitti said one of the best investments for PJSTCA has been its website, which he said represents a vital organ for getting the message across to the public. 

“That’s how we get our information out,” he said. “People come and join us there all the time. They love to see what’s going on in the community.”

The Village of Port Jefferson Board of Trustees met on Monday, March 6, with a public meeting covering the East Beach bluff, youth programs, irrigation systems and public safety.

The board continued planning for the phase II upland wall project between the East Beach bluff and the restaurant facility at Port Jefferson Country Club, approving a modification to its drainage plan to accommodate racket sports facilities for $5,500.

Approaching its budget season, the board adopted a local law to enable it to approve a budget with a tax levy that exceeds the default tax levy under New York’s General Municipal Law. The local law passed 3-1, with Mayor Margot Garant absent and trustee Lauren Sheprow voting against it.

The board deliberated with Lisa Perry, president of the village-based nonprofit Long Island Foundation for Education & Sports, a children and family services group which rents a room in the Village Center.

The village lowered the room’s rental rate from $42 to $35 per hour following the COVID-19 pandemic to assist LIFFES with its expenses. Perry emphasized the program is a service to the community.

Following some back-and-forth, the board passed a resolution to continue billing the nonprofit at a $35 per hour rate for the remainder of LIFFES’ spring season. The two parties would revisit the rates for its fall season by May.

Suffolk County police officer John Efstathiou delivered the department’s report on public safety, noting the problem of vehicular theft throughout the area.

“Let’s lock our cars,” he said. “Let’s keep our cars locked in our driveways. Let’s lock them when you park in a parking lot because people are out here stealing many items from people’s vehicles.” He added, “Do not leave your keys in the car.”

Resident Arthur Epp inquired about xylazine — also known as tranq — an animal tranquilizer appearing in fentanyl supplies throughout the country. 

Efstathiou said the 6th Precinct “has not seen that yet.” Because Narcan does not help in instances of xylazine overdose, he suggested the substance would remain on the department’s radar.

Acting code enforcement chief John Borrero delivered the code department’s report. He took over as acting chief following the suspension with pay of Fred Leute last month. 

Borrero reported a recent incident of two Rottweilers attacking a small dog. “They tore him up pretty good,” the acting chief said, adding that the owner received two citations. 

Borrero urged, “Please keep your dogs tied up.”

Deputy Mayor Kathianne Snaden reported that the Jericho-based Beechwood Organization is in its final stages of closing on the Maryhaven property, with plans to convert that area to residential housing.

“Their plan is to build condos on that site,” Snaden said. “We have a lot of apartments being built uptown. We had some apartment buildings down here, but these will be owner-owned condos.” The deputy mayor added that Beechwood would soon submit its application to the zoning and planning departments.

Trustee Rebecca Kassay reported that the village is exploring potential solutions to the drought problem on Long Island, considering irrigating the golf course at PJCC using rainwater.

“This is the direction everyone seems to be going in,” she said. “The water situation has been serious.”

Trustee Stan Loucks reported that permits are now available for kayak racks. “If you have a kayak, canoe or vessel, you can pick up your applications right now,” he said. “The lottery for those racks will take place on April 3.” He added, “Hopefully, we have enough racks this year, so we don’t really freeze anyone out.”

He also reported that the walkways at Harborfront Park would be renovated in the coming weeks, with discussions in the works for rerouting some.

Trustee Sheprow said the Parks and Recreation Advisory Council approved the date of Aug. 17 for the village’s annual community golf outing at a rate of $75 per player.

“Whoever wants to play who lives or works [in the village], volunteers for the fire department, working in the school district, works at the hospitals is welcome to participate in that golf outing,” she said, adding, “It was very successful last year.”  

During the meeting, Snaden presented Drowned Meadow Cottage historian Mark Sternberg with a village proclamation for his research connecting Port Jefferson to the Culper Spy Ring.

Following the presentation, Sternberg delivered a brief address thanking those for supporting him in his historical endeavors and discussing the momentum behind the village’s local history.

“The energy with the cottage is so incredible, and I wouldn’t be doing this if I didn’t see smiles on so many people’s faces that are coming through,” he said. “It’s been an incredible ride, and I can’t wait to continue it.”

During the public comments, resident Myrna Gordon petitioned the village board to consider banning single-use plastic containers, particularly for village-sponsored events. 

“I would hope that an ordinance or request can be made that the only kind of containers that can be used are environmentally friendly or paper products,” Gordon said. “We have to do away with the plastic.”

Local legislative elections are shaping up, with candidates across levels of government gearing up for county, town and village races.

Suffolk’s 5th District

Suffolk County Legislator Kara Hahn (D-Setauket), whose 5th District encompasses Port Jefferson, Port Jefferson Station/Terryville and Three Village, is termed out due to 12-year term limits for county legislators. To fill the open seat, former New York State Assemblyman Steve Englebright (D-Setauket) and former congressional candidate Anthony Figliola have stepped up.

Before receiving his party’s nomination, Englebright had previously occupied the seat from 1984 to 1992, after which he entered the state Assembly. He described this year’s bid as “coming home.”

“It’s been some 30 years in Albany, but my heart is always here in the community,” he said. “There’s a lot of work to be done.”

The core issues facing the 5th District, Englebright contended, are those related to the environment and public health. He stated his core priorities are protecting Long Island’s sole-source aquifer and its coastal waters.

“Science has advanced, and the connection between our drinking water and our tidal waters is more explicitly understood now,” the former assemblyman said. “The challenges are awaiting a legislative response to the science, so I’d like to be a part of that. I think I can make a meaningful contribution.”

He said he hoped to continue working toward preserving open space if elected and also emphasized protecting the Setauket and Port Jefferson harbors from contamination. He viewed restoring the county’s information technology systems, promoting affordable housing and limiting sprawl as central.

Figliola was the third-place finisher in 2022 during the GOP primary for New York’s 1st Congressional District. Among his professional credentials, he has served as deputy supervisor of the Town of Brookhaven and is currently executive vice president of a government relations and economic development business. A resident of East Setauket, he will represent the Republican Party in this year’s 5th District contest.

“With Kara leaving, we need someone who has a plan for the future of our district to make sure that we represent everybody,” he told TBR News Media. “I’ve done a tremendous amount of work with small business, with the environment and volunteerism in this community.”

He added, “I just jumped at the opportunity to be able to represent the people that I live and work with.”

Like Englebright, Figliola stressed the importance of water quality in the Setauket and Port Jeff harbors. He said he would also explore opportunities for more sewers, addressing electrification of the Port Jefferson Branch line of the Long Island Rail Road as an area of concern.

“I want to continue the work that I’ve been doing on a volunteer basis for almost seven years, which is to help bring the electrification of the Port Jefferson rail line here,” he said.

He added that supporting small business districts, preserving and developing parks, and encouraging community-based planning will be in focus.

Brookhaven’s 1st Council District

Incumbent Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), the sole elected Democrat in the town, is up for reelection this year. He entered the Town Board after a special election in March 2021 to replace former Councilwoman Valerie Cartright (D-Port Jefferson Station), who had won a seat on the state Supreme Court.

“Serving this community is something I’ve been doing for almost two decades through service on the [Three Village] school board, the [Three Village] Civic Association and other nonprofits like the Boys and Girls Club,” he said. “Community service is really my life’s passion.”

Kornreich stated that land use would remain a top-level interest if reelected, expressing concerns with Gov. Kathy Hochul’s (D) housing proposal for Long Island.

“One of the big looming policy issues that we’re facing is this potential threat from the governor’s office about seizing zoning control and handing it over to bureaucrats in Albany who don’t understand our communities,” he said.

The incumbent added, “We do have an affordable housing crisis — it’s just very difficult for people to find affordable places to live, and we have to address that. But we have to address it in a thoughtful way that’s sensitive to the makeup of these communities and the built environment where they currently exist.”

He also touched upon the quality of life issues that affect his constituents, such as overdevelopment and sprawl. He pledged to focus on building viable downtowns and parks while protecting the environment.

Carrying the Republican Party’s nomination in the race for CD1 is Gary Bodenburg, a special education teacher who ran for the Comsewogue Board of Education last year.

“I believe good government is needed at all levels, so I plan on continuing the mission and vision of [Brookhaven Town Supervisor] Ed Romaine [R] in maintaining fiscal responsibility by controlling taxes and spending, addressing environmental concerns and also keeping a close eye over the overdevelopment of our suburbs,” Bodenburg said.

The Republican candidate addressed other policy concerns, such as streamlining services within the town government to “provide better value for our tax dollars.”

“Specifically, I think it’s important that we address a 25A corridor study,” he said, adding, “I also look to finalize plans with Lawrence Aviation, as well as better enforcement of housing codes for problems with off-campus student housing.”

Bodenburg said that reducing the impact of traffic and improving town parks and marinas would also be on his agenda.

Port Jefferson’s Board of Trustees

So far, only two candidates have emerged in the villagewide race for the Port Jefferson Board of Trustees election on June 20. Two seats are up for grabs — one uncontested, as Deputy Mayor Kathianne Snaden is running for mayor.

Trustee Stan Loucks will seek his fifth election, having joined the board in 2015. During his tenure, he has served as trustee liaison to the parks department and Port Jefferson Country Club, coordinating with the administration on stabilization plans for the East Beach bluff.

“I love working for the village, specifically the areas that I’m assigned to,” Loucks said. “I just want to keep going. That’s the bottom line.”

Asked what policies he would seek to implement in the coming term, Loucks said reinvigoration of PJCC would be a continued area of emphasis. “I’d like to see more social activities and more community get-togethers focusing around what I think is the gem of the village, and that’s the country club,” he said.

Between new racket sports facilities, recreational programs and the finalization of coastal engineering projects along the bluff, he expressed optimism for such a revival of PJCC. “I want to see it come back,” he said.

Former village clerk Bob Juliano is also in the running. He has had considerable professional experience in municipal government, holding various administrative posts throughout his career in Port Jeff, Westbury and Lindenhurst villages.

“I have the knowledge and experience of being a clerk and a treasurer for the past 30 years for three different municipalities,” Juliano said. “I figured I could use that expertise and my knowledge and my know-how and put it to good use for the community that I live in.”

If elected, Juliano said he would like to “slow down what’s going on uptown.” Like Kornreich, he expressed apprehensions over Hochul’s housing priorities. And similar to Loucks, he proposed exploring a better use for PJCC.

“I’m very concerned about the country club,” he said. “I know they’re progressing with the wall and everything, which is a fantastic thing, but I’d like to see the country club be more viable as well as more welcoming.”

Community choice aggregation, a revolution in energy procurement, is making a splash throughout Long Island.

Starting in May, the Town of Brookhaven will launch a CCA program, contracting with Manhattan-based Good Energy LLC for a fixed rate for natural gas consumers over the next two years.

In an interview, Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) explained how the program would operate. Under the longstanding method of natural gas delivery in the town, National Grid — based in the U.K. and northeastern U.S. — purchases the supply and delivers the gas. CCA alters this dynamic.

“CCA is just a method of purchasing a commodity on a communitywide basis,” he said. Under the program, “all of the customers of National Grid in a certain area are getting together to say, ‘We’re going to jointly purchase fuel cooperatively from a different source.’”

That source, Good Energy, has agreed to supply gas at a fixed price of 69.5 cents per therm. “That locks in the price for all customers” for two years, the councilmember said. 

National Grid, which still operates the delivery systems, will continue to bill customers for those services. The only section of the bill affected by the changes will be for energy supply.

An August report from the U.S. Energy Information Administration states that the natural gas market saw record volatility last year due to demand changes, storms and geopolitical unrest. 

Given the many variables that contribute to fluctuations in gas prices, Kornreich suggested Brookhaven homeowners and businesses would be less beholden to the volatility of the market under CCA. “We’re going to pay just one price for the next two years,” he said. 

The town is also hedging that the market price of natural gas will rise over the next two years. If that happens, CCA will deliver discounted gas to Brookhaven ratepayers throughout the contracted period.

“The expectation that I have, as given to me by the corporate representatives with whom I met, is that there’s going to be a savings to the customers,” Kornreich said. “My hope is that this price is competitive over a two-year period.” 

He added, “Based on the models that they’ve shown me, this price will — over the long term — on average be lower than what they would have paid if they had just rode that market price.”

CCA: An energy revolution

Community choice aggregation first came about in the 1990s as a model of procuring energy whereby a municipality can pool the buying power of its residents to negotiate favorable energy contracts.

Gang He is an assistant professor in the Department of Technology and Society at Stony Brook University, whose research focuses on energy and climate policy. 

The assistant professor regarded the traditional relationship between energy consumers and suppliers as heavily skewed in favor of suppliers, referring to consumer protections under CCA as correcting the power imbalance.

“When utilities deal with residents, residents have no power,” Gang He said. “It’s a monopoly, and it’s heavily regulated by regulators. A CCA can play a role in helping the residents to have more negotiation power.”

Paul Fenn, founder and president of the Massachusetts-based CCA firm Local Power, drafted some of the original enabling legislation for CCA in Massachusetts, California and throughout the U.S. In an interview, he traced the history of CCA.

Fenn said vertically integrated investor-owned utilities have historically operated as monopolies and cartels, given their guaranteed rates of return by state regulators and energy market deregulation. CCA, he said, seeks to rectify this.

“The basic definition is that CCA is a model of energy supply that is neither a monopoly nor a cartel,” he said.

He likened the energy model to Costco. “The reason that large users achieve cheaper services is like going to Costco,” he said. “If you’re buying 200 rolls of toilet paper instead of 20, you pay a lower price.”

CCA applies this framework to the energy supply, giving the small consumer the perks of a bulk purchaser by pooling the buying power of entire communities. 

“It’s a way for small users … to gain the economic buying power enjoyed by the largest corporations,” he said, adding, “The aggregations are designed to deliver the benefits to the user and not to the supplier.”

Two factors, according to Fenn, have contributed to the rise of CCA nationwide. On the one hand, the economic model has been tailored and perfected to benefit individual users over large suppliers. On the other hand, renewable technologies have progressed to the point where they are now competitive with fossil fuels. 

Fenn characterized CCA as a revolution for capitalizing on the convergence of cheap renewable energy and consumer protections for utility power.

Promoting renewables

Anne Reynolds is executive director of Alliance for Clean Energy New York, a group of private companies and nonprofits partnering to expand green energy opportunities throughout New York state. Reynolds indicated that CCA could be interpreted in two ways — as an economic model or as a way to promote green energy.

CCA “can be purely an economics choice,” she said. “You can think of it as a collective buying co-op,” but “most of the examples in New York state are when the community also wants to get a renewable energy product.”

Reynolds stated that CCA is not the main objective of ACE NY as CCA “hasn’t been the primary way that renewable energy products are getting built in New York, which is what we focus on,” she said.

Her organization instead emphasizes the construction of large-scale, grid-connected renewable energy projects through long-term contracts with the New York State Energy Research and Development Authority.

Under the Climate Leadership and Community Protection Act, the state must procure 70% of its energy from renewable sources by 2030 and 100% by 2050. When asked whether CCAs offer a pathway toward a greener future in New York, Reynolds responded that there must be a mix of large-scale and small-scale projects.

“To get there, we’re going to need an unprecedented construction of renewable energy projects — offshore wind, wind, solar, batteries,” she said. “To get that done, these projects need to have a guaranteed market for their power, what they refer to as offtake agreements.”

She added, “Having those offtake agreements with the State of New York is one way to do it. Having the offtake agreements with communities in New York is another.”

One way CCA can promote new development in renewables, Reynolds said, is through community distributed generation, often referred to as community solar. 

“Community choice aggregation programs can be a great tool for getting community solar built, paid for and delivered to people,” she said. “For the state to meet its goals, and for Long Island especially, it’s going to require a little bit of everything.”

The Southampton model

Brookhaven is not the only municipality in Suffolk County implementing CCA. In the neighboring Town of Southampton, local officials are exploring a different posture, with an energy plan geared toward electricity instead of natural gas.

Lynn Arthur is the energy chair of Southampton’s volunteer sustainability committee and the founder of the nonprofit Peak Power Long Island, a consultancy group that services municipalities and their constituents on renewable energy technologies.

Arthur said there are currently two CCA administrators operating on Long Island, Good Energy and Bedford Hills-based Joule Community Power, Southampton’s CCA administrator. She notes that the difference in administrators has placed the two municipalities on separate trajectories.

In Southampton, the Town Board is working toward obtaining electricity from 100% renewable energy sources by 2025. Arthur said that goal is coming into focus.

“It’s only natural that we would try to get a power supply contract for 100% renewables for electricity,” she said.

To meet this task, Arthur suggested CCA would play a pivotal role. She is now advocating for the Southampton Town Board to submit a request for proposal to supply electricity from 100% renewable sources.

Brookhaven vs. Southampton

Weighing Brookhaven’s CCA against Southampton’s, former New York State Assemblyman Steve Englebright (D-Setauket) suggested that Southampton has the upper hand.

“I think Southampton’s model is the better one,” he said. “Electricity is the future. We should be moving away from natural gas.”

But, he added, “to the extent that the Town of Brookhaven can get started with [CCA] is promising. I think the inevitable success of what Southampton is doing will compel their next-door neighbor, Brookhaven,” to follow suit.

Despite Brookhaven’s gas-exclusive CCA, Fenn did not say that gas aggregation was inherently brown and electricity aggregation green. Rather, he said promoting renewables through CCA is a matter of how a program is implemented.

He objected, however, to the limited scope of Brookhaven’s CCA initiative. “This program is defined narrowly as a discount-only program, and I think that’s not a particularly good idea,” he said. “It’s hard to argue against stabilizing people’s rates, but it won’t help the environment if that’s all they’re doing, and it may hurt it.”

Creating competition

Fenn regarded municipalities as sometimes prone to short-term thinking. While gas aggregation is a step toward unshackling ratepayers from the market’s volatility, he said it is incomplete.

Instead, he advised Brookhaven leaders to explore fuel switching, that is, transitioning residents from natural gas to electricity. The heat pump, for example, constitutes one way in which a home’s heating can be fulfilled by electric power instead of gas.

“Apart from the climate crisis, which says stop burning this stuff, there are so many reasons” to transition off fossil fuels, Fenn said. By fuel switching, “you’re adding electrical load when you do that, but you’re deleting gas demand.”

By creating a separate program for electrical aggregation, Fenn said Brookhaven could correct course, providing gas customers with greener options for heating. 

Asked whether the Brookhaven Town Board could add a second CCA administrator for electricity, he responded affirmatively. “Just deliver both, and you can,” he said.

Arthur emphasized that municipalities can have separate CCA administrators for gas and electricity. She suggested Brookhaven add a second administrator for electricity to further competition.

“Fundamentally, if competition is good, and if you want everybody to go to electricity and get away from gas, then you should have [CCA administrators] compete with each other,” she said.

Local vs. centralized intervention

Fenn noted the decline of municipal power since the Civil War, which he said had rendered local governments impotent compared to their state and federal counterparts. He criticized the tendency of local officials to outsource services to third-party vendors.

“Part of the problem is the dependence on third parties cripples the governments by making them intellectually captive to those service providers,” he said. “We believe municipalities should have skin in the game and should use the power that they have.”

Fenn attributed the climate and garbage crises in the United States to the decline of municipal powers and the failures of centralized government. He encouraged local policymakers to embrace programs like CCA to counteract these downward movements.

“There has to be knowledge, responsibility and therefore control” vested in municipal government, he said. “CCA uses contractors to provide services, but they’re firmly under the control of the municipality.”

While CCA proposes a local solution to a global climate phenomenon, questions remain about the best forms of intervention. 

For Reynolds, tackling the climate crisis requires a centralized intervention from the higher levels of government, with local governments doing their part as well. “We absolutely need both,” the ACE NY executive director said. 

For the state to reach its aggressive emission mandates, “you’re going to need larger power projects, too, like offshore,” she said. “But it shouldn’t be an either or question.”

A sustainable future

Gang He viewed the growth in renewable energy, evidenced by over $1 trillion in worldwide investment last year, as a turning point in energy history. 

“Renewables have gained momentum,” the SBU assistant professor said. “The challenge is how do we maintain the momentum to deliver the outcome that we desire?”

Arthur recommends CCA to local officials as a way to do so. “It’s so clear that this is such a great opportunity to move the needle on renewables and, at the same time, lower costs for their constituents,” she said.

Asked whether Brookhaven’s CCA could spur interest in a similar program for electricity, Kornreich expressed optimism that the town’s program would foster better energy stewardship.

“I hope that it does open people’s eyes to the possibility and to get people more comfortable with the concept of being a more conscious consumer of utility power,” he said. “Whether it’s gas or electric, people can understand they can choose and that their choices will have an impact on the environment.”

Though acknowledging some of the drawbacks to the Brookhaven program, Englebright expressed encouragement about moving away from the preexisting procurement structure.

“Great journeys are made a step at a time,” the former assemblyman said. “I like the idea of moving away from monolithic energy sourcing.” He added, “A more distributed power system is to our advantage, ultimately — more competitive, less monolithic and more responsive to the public.”

Internet fraud, a worsening cybercrime phenomenon, has reached downtown Port Jefferson.

Through various tactics, online scam artists have successfully targeted storefronts and events throughout Port Jefferson, scoring hundreds of dollars in profits. 

During the 4th annual ice festival in late January, scammers sold eight fake tickets for a mac ‘n’ cheese crawl organized by the Greater Port Jefferson Chamber of Commerce. On the day of the event, victims presented their fraudulent tickets.

The tickets “looked very official,” said Barbara Ransome, the chamber’s director of operations. However, when chamber staff asked those presenting these scam tickets when they had purchased them, their response revealed that something was out of place.

“They said, ‘We got them two days ago,’ and that’s when I realized this was a scam because we had been sold out … for at least a week and a half,” Ransome said, adding that the popularity of the event created an opening for scam artists. “My speculation is that this person saw that these tickets were sold out, saw that people were looking for them and created this whole fraud situation.”

At Theatre Three on Main, a similar practice has gained traction. Although the theater sells tickets at $35 per seat, online ticket scammers have capitalized by selling back-row seats at enormous markups. 

Douglas Quattrock, the theater’s director of development and artistic associate, reported one such incident where a couple spent nearly 10 times the going rate. “We had a couple that paid $672 for a pair of tickets,” he said.

Although only “a handful” of theatergoers have fallen prey to these ticket scams at Theatre Three, Quattrock considered the practice disruptive to operations.

“Being a smaller not-for-profit, we try to keep our prices very family oriented,” he said. However, he added that “scammers see this market as very attractive.”

But online scams are not limited to ticket sales. Jena Turner owns the Port Jeff-based gift shop Breathe, which offers nontraditional healing remedies and psychic readings. 

In an interview, Turner reported that multiple phony social media accounts have emerged, using her photos and business name to solicit payments from unsuspecting patrons. 

“Right now, I know that there are five accounts that stole my photos and are pretending to be me,” she said. 

Social engineering

“There are standard social engineering tactics, such as giving the victim a sense of urgency or taking advantage of their appeal to authority.”

Nick Nikiforakis, associate professor in the Department of Computer Science at Stony Brook University, said internet fraud is becoming a growing concern for small business sectors, which are increasingly vulnerable to malicious cyber activities. 

He contends that online criminals have shifted their sights on smaller boutique organizations because large corporations are investing more resources into cybersecurity systems. 

“Effectively, you have cybercriminals who are customizing their attacks toward small businesses,” he said. 

Turner’s case, according to Nikiforakis, represents a common social engineering scenario.

A social engineer “makes an online account for a company with a brick-and-mortar presence and then tries to take the recognizable name and the good faith that the business has built,” the associate professor said. 

He added, “They are targeting online users, pretending to be the person running this business,” tricking their victims “to send them money, divulge information or in some way get people to participate in a scam.”

A downtown dilemma

Turner said she has reported her digital imposters but has received no relief in removing these scam accounts from the Instagram platform. 

“I had reported it to Instagram several times — and by several, I can say probably more than 20,” she said. “Instagram hasn’t done anything about it.”

Nikiforakis noted that there are considerable technical limitations for social media companies in policing social engineering activities. While they could theoretically verify with storefront owners whenever a platform is created in their name, online scammers often find creative ways to circumvent such safeguards.

“Things can be done, but this is inherently a cat-and-mouse game,” he said. Social engineers “are not attacking a security vulnerability. … They are abusing people’s faith and trust in institutions and recognizable brands.”

Lacking assistance from Big Tech, Turner said she took matters into her own hands, creating a video in which she wrote out her authentic social media handle by hand.

“I made that video, and I just keep reposting it on my story and on my Facebook so that people aren’t falling for it,” she said. “That’s been really helpful.”

But, she added, “We have over 8,000 followers, so not everyone has seen the video. Unfortunately, the scam is still ongoing.”

To respond to the number of ticket scam incidents, Theatre Three similarly released a statement on its website condemning third-party ticket vendors. “The only place to buy tickets from us should be www.theatrethree.com,” Quattrock said.

Still, he encouraged patrons to remain on guard for potentially inflated ticket prices and to approach online transactions cautiously. 

For those who may suspect a ticketing scam, he implored them to call the theater directly before completing the transaction.

“If it looks suspicious to you, just call the theater and verify that they’re on the right website,” he said.

As online fraud persists throughout the local area, businesses and customers are not without recourse. Nikiforakis indicates that awareness of the typical social engineering strategies can help users protect themselves from participating in online scams.

“There are standard social engineering tactics, such as giving the victim a sense of urgency or taking advantage of their appeal to authority,” he said. “For both patrons and companies, by actively resisting this, you can slow down and potentially defend yourself against an attack.”
