The Northport-East Northport Union Free School District Board of Education voted to opt out of regionalization at its Jan. 9 meeting.

According to the New York State Education Department, “The Regionalization Initiative is a collaborative regional planning approach for local districts to communicate what they need in order to ensure equitable educational opportunities for all students, leveraging the state’s existing capabilities, talent, and infrastructure.” 

Before voting on the matter, the board first opened the discussion to parents and members of the community to consider the public opinion. To summarize, the majority concluded that philosophically it was an excellent idea, but it was far from practical and would be difficult to properly execute. 

“We are paying a lot more and we are not getting a lot back,” one constituent said. “I hope you opt out.”

“I understand why the governor might have wanted to level foundation aid … but at the same time when I look at that amount of school districts, 125 school districts across Long Island, there is a reason for regionalization and shared services,” trustee Allison Noonan said.

The board voted to opt out of regionalization on the basis that a lack of data has proved the program’s efficiency and tax dollars should remain within the district. 

“The Northport-East Northport Union Free School District strongly opposes any initiative that jeopardizes local control of our schools, or redistributes taxpayer dollars and resources to other jurisdictions,” the school district’s resolution reads. 

Other buisness

Students from East Northport Middle School delivered speeches about their school. Students Gabriel Afatato, Emma Origo, Jameson Hand and Emily Smith described their appreciation for the diverse variety of clubs, supportive teachers and counselors and incredible opportunities. Opportunities such as seeing “The Outsiders” on Broadway and performing a realistic mock trial have made learning a fun, hands-on experience. They expressed their gratitude for the sense of belonging and community they feel at their school. 

Following the ENMS presentation, physical education teacher Dan Twano discussed improvement in the physical education department based on curriculum research. 

After highlighting alignment to New York State learning standards, Twano explained the development process they’ve examined over the months. Twano noted that utilizing collaboration periods, implementing annual curriculum review processes and facilitating partnerships between elementary and physical education staff could significantly impact the advancement of the curriculum. 

Next, the board heard from the special education directors from elementary, secondary and student sport services.

The goals for the upcoming year consist of strengthening inclusive, high-quality instruction for all students, fostering a supportive and inclusive school environment, strengthening family communication and enhancing family involvement to support student success and community engagement.

Upcoming meetings will be held Thursday, Jan. 23, and Thursday, Feb. 13.

At the Sept. 18 meeting, the Northport-East Northport Board of Education reviewed upcoming goals and changes as the school year begins. 

Students and schools have completed a seamless transition into the 2024-25 school year, which started on Sept. 4 for students grades 1-12. 

The board reported that it met with various committee leaders and liaisons. The committee meetings will be starting next month. 

“I think we had a really positive start to the school year and I just want to reinforce that” said Superintendent Dave Moyer, who attended many student athletic events. “It’s enjoyable to see everybody back out there doing their thing.” 

This will be Moyer’s first full year as superintendent. At the prior meeting, Moyer presented a teaching model he hopes to implement this year called Professional Learning Communities. 

This is not a program but a model of teaching that Moyer hopes would help impact students’ absorption of material, engagement and enthusiasm. According to Moyer’s presentation at the last meeting, this method requires a collective effort of teachers as opposed to teaching without collaboration.

At the Sept. 5 meeting, Moyer explained that they will be repurposing some of the staff to include duties that honor the PLCs and that are more supportive to teachers — these staff members will be taking a more “active role” in assisting teachers. He mentioned instructional coordinators and future-focused teaching positions as examples. 

Moyer hopes that PLCs will be beneficial to teachers as well, whose jobs are getting “more and more intense” every year. PLC is pitched as a mutually beneficial model that will help both students and teachers reach their potential. 

“When teachers get in a collaborative environment and realize they don’t have to do everything themselves, it starts to make the work more manageable,” Moyer said on Sept. 5. “It starts to make them feel like they do have an impact and they can manage the work because they are working on a team and they don’t have to do it by themselves.”

Carol Taylor, BOE president, said she “loves the vision” of PLCs. 

“There is a tangible deliverable with this,” she said at the Sept. 5 meeting. “When teachers have the opportunity to be collaborative, there is an atmosphere of support. So, if you aren’t doing your best, you are learning how to be your best and with that comes creativity.” 

She noted that years ago Responsive Classroom was emerging as a teaching method and is now the standard. She said she expects PLCs to be no different. 

Professional learning communities would require teachers to meet regularly to develop better leadership strategies, share successful methodologies, reflect on trouble areas and to coordinate their teaching strategies so as to optimize their students growth. 

Moyer clarified his plan regarding PLCs – some people expressed uncertainty about whether it would increase the budget.

“PLCs are not something that comes with a price tag,” Moyer clarified after alluding to concerns raised after the previous meeting. Grant money will be used as support. The board has $60,000 in grant funding. Moyer said there will be “no budgetary impact.”

The next BOE meeting is Oct. 10 at William J. Brosnan School at 7 p.m. On Nov.7 the board will give a presentation on school improvement plans for each school. Every meeting’s minutes, agenda and recording will be posted online.

The Northport-East Northport Board of Education met Wednesday, Aug. 22. The board began with an executive session on contract negotiations, potential litigation and property leases, emphasizing the need for a respectful environment.

Public comments followed. A community member raised concerns about transparency regarding the Bren building and supported its community use. Support was voiced for leasing agreements, particularly for Bellerose and Dickinson Avenue buildings, despite some concerns about short-term leases. Denise Schwartz discussed two major lease agreements: The Variety Child Learning Center will lease Bellerose Avenue Elementary School, starting summer 2025 for approximately $7 million, and Western Suffolk BOCES will lease part of Dickinson Avenue Elementary School for its Elementary Applied Behavior Analysis program.

The board approved the formation of four committees with goals in Student Growth and Development, Belonging and Safety, Long-Range Financial Planning and Stewardship and Communications and Community Engagement. These committees will focus on student growth, demographic trends affecting education and summer programs. New teacher orientation, including community tours, mentoring and ongoing support throughout the academic year, was introduced. The board also addressed declining attendance in the summer learning program, initially funded by a grant set to end next year.

Additionally, the student dress code was discussed. Village trustee Joseph Sabia raised concerns about bias and stereotypes in the current policy, suggesting Seattle’s dress code as a model. Lauren Bindelglass supported incorporating student input.

The board explored strategies to generate additional income, including leasing district buildings and seeking other revenue sources. The long-range planning committee will investigate potential opportunities and the impact of recent legislation allowing districts to seek outside income.

Plans to improve public accessibility to board meetings include adding links to the board agenda and installing Promethean boards in seating areas for easier presentation viewing.

The next Northport-East Northport Board of Education meeting is scheduled for Thursday, Sept. 5.
