Meet the Candidates

The Port Jefferson Village trustee candidates — Xena Ugrinsky, Kyle Hill, and Marie Parziale — participated in a meet-the-candidates night at the Village Center June 11. The event was sponsored by the local chamber of commerce and the civic association. Two of the candidates will be elected, replacing Deputy Mayor Rebecca Kassay and trustee Drew Biondo.

Introductions

Ugrinsky, who has lived in Port Jefferson for 12 years, said she feels “a deep connection to the [maritime] culture.” She has been an “active participant” in the trustee meetings over the past two years, led the election task force, sits on the budget and finance committee, and chairs the Port Jeff Power Plant Working Group. For three decades, she has had a career in finance, technology and the energy sector.

Parziale, who has lived in Port Jefferson for 29 years, works as the senior alumni career coach at Stony Brook University. She described her “superpower” as “connecting with people, seeing the best in them, and linking them with opportunities.” She also said that to solve Port Jefferson’s problems, “we need a long-term strategic plan and we must be part of the process,” and emphasized “the ability for our leaders to bring stakeholders and experts together to find solutions.”

Hill, who grew up in Farmingville and currently lives in Port Jefferson with his partner, said that he’s “been coming down to Port Jeff ever since I had my learner’s permit.” After finishing his master’s at Stony Brook University, he moved to Washington, D.C., where he worked on Capitol Hill for 10 years, “advancing mostly bipartisan policy projects.” He is a volunteer EMT with the Port Jefferson EMS and served on Port Jefferson’s election task force, where they “recommended leaving the term lengths at two years and also recommended adding term limits to the mayor’s office.”

Issues facing Port Jefferson

Parziale wants to hear “more of what the solutions are that the school district’s coming up with and have them present them to us.” She also sees flooding as a major issue, as well as the East Beach bluff, saying that a vote on the project was needed before continuing to phase two, and it was necessary to figure out why phase one did not work.

Hill believes that flooding is a main issue, especially in terms of the firehouse due to “incidents where they can’t get their trucks out” and having their equipment damaged. He also believes the bluff is “a true disaster waiting to happen,” saying he was the first candidate to call for a referendum on the future of bluff spending.

Ugrinsky said, “We can’t fix the school district’s problems,” but the trustees can help by solving the power plant’s problems, “which delivers revenue to the schools.” She additionally cited flooding as a main issue, saying that “we have a lot of residents who have experience in this area or problems that have already been solved.” She agrees that a referendum for the bluff is needed, and said that development was a main issue: “We really need to figure out how we preserve our maritime culture.”

Maryhaven property

Parziale said that Beechwood Homes is in discussion over the Maryhaven property, but nothing has been finalized. However, she would like to see starter homes built there “so that we have something that’s affordable for our young people,” adding that this could attract families with students.

Hill said that preserving the “historic nature of Port Jeff” is the most ideal choice, adding that “it would be great if we had seniors condos in just that building.” He also said that St. Charles is not “being the best neighbor in maintaining that property,” as he’s been hearing that the area has break-ins. He noted that the area is already zoned for housing, and it is only a board issue if there’s a zone change.

Ugrinsky said that it was important that any residences would be tax-paying residents, and that the developer does a traffic, water and sewer assessment before breaking ground.

Environment and development

Hill wants to “preserve every inch of open space that we have left in this village,” which can also be done by partnering with the hospitals to preserve their open space as well, and “encourage them not to just make more parking lots, but to find other solutions.” He said that there wasn’t much of a choice but to preserve open space, because the more space gets blacktopped over, the fewer places there are for the flooding to go.

Ugrinsky agreed that preserving the green space is necessary to help soak up the water. She also said that evaluation of the underground springs is needed, noting that some of the pipes underground “are too skinny for the volume of the water that’s going through, nor have they been cleaned in decades.” She added, “We need to develop smartly, with foot traffic, where stores can be put.”

Parziale said that the environment and development need to have a “very delicate balance between the two.” She is also for as much green space as possible, and for smart development, saying, “We need to work closely with our developers so that they’re giving back some of that space, and they’re doing the right thing with the property in all ways, including traffic, water, sewer and green space for people that are living in those spaces.”

Fiscal responsibility

Hill said that it was important to come up with ways to offset resident taxes, “and that’s making sure that our commercial areas are thriving, and taking advantage of things like metered parking,” which he said brings in the most revenue to the village after taxes. He said it was important to bring in revenue from more than just the residents, which would help to have “a more successful village, and people are going to want to be here.”

Ugrinsky said that “every municipality in the United States is dealing with declining revenues and increasing costs while trying to serve their populations.” She said that the village should look at the contracts it has in place, and that “there may be volume buying opportunities that people just have not had the time to look at.” She added that they should “stop bonds happening to us and really get the population involved with how we’re going to spend.”

Parziale said that she agreed with Ugrinsky on this topic.

The election is on Tuesday, June 18. Voting will take place at the Village Center from 6 a.m. to 9 p.m.

The League of Women Voters hosted a Meet the Candidates forum for Smithtown Public Library trustees Tuesday evening, Oct. 3, in an event held via Zoom.

Four of the library board’s seven seats are up for grabs this election cycle. Eight candidates appeared at the event, responding to questions previously submitted by community members.

The total votes a candidate garners will determine the length of his or her term, with the two highest vote-getters to serve the standard three-year terms. The third- and fourth-place finishers will serve from Oct. 11 through Dec. 31, 2024.

The remaining two open seats are currently being served by interim appointees, Anita Dowd-Neufeld and Barbara Deal — among those campaigning again — due to the resignation of previously elected trustees. The candidates selected for these offices will serve the remainder of their terms.

Topics addressed during the event were consistent with library budget inquiries, policy on censorship and banned content, the candidate’s relationship with the library and other community centers, and misinformation included in the library’s collection.

Running for a third term, incumbent board president Brianna Baker-Stines, who held a position at a library as her first job, expressed passion for preserving the library’s place in the community.

“The library has always been a safe space for me, I hope that I can show other members of the community how it can be a safe space,” Baker-Stines said. “I want to be on the board because I want to keep the library the way it is. It’s a paragon of intellectual freedom.” 

Censorship, a topic discussed throughout the night, was met with controversy from several candidates. Candidates fostered discussion over the allowance of censorship in libraries, the costliness of New York State investigations into the issue and the importance of parental oversight in choosing children’s literature.

“Libraries provide resources, and parents can choose which resources they want,” Baker-Stines said. “Censorship is not only morally ambiguous, it’s potentially illegal. It’s costly, and it’s time-consuming for our taxpayers.”

Another topic of prominence during the forum was that of the budget. Candidate Hector Gavilla, a real estate broker, expressed concern over installing an electric car charging station in the library parking lot.

“A $550,000 budget was approved for having electric vehicle charging stations throughout the library,” Gavilla said. “$550,000, for a very small percentage of people that have electric cars, I don’t see the educational value in that and how that is something that the library should offer.”

The proposed library budget for 2024 is calculated to be $17,292,960. This budget will cover property tax, salaries and employee benefits, library materials and programs, operation and maintenance and other expenses, including a 2.27% tax levy increase.

“I am looking to help and provide services for the entire community,” Gavilla continued. “Also, to be fiscally responsible with the taxpayer dollars, they should know their money is being spent properly.”

Similarly, candidate Christopher Sarvis concentrated his comments on the library’s function as a local hub and institution of learning for Smithtown residents. He pledged to be a champion for the library and its various causes.

“I’m here to be an advocate for this library, it’s a pillar of our community,” he said. “We need to look out for the sustainability of this library to keep it the pillar that it is in this community.”

The event was live-streamed and will be available on the library’s YouTube channel until Oct. 10, Election Day. Voting will occur from 9 a.m. to 9 p.m. at all four Smithtown Library District buildings.

The League of Women Voters, a nonpartisan group, will host a Meet the Candidates forum on Tuesday, Oct. 3, at 6:30 p.m. for four seats for Smithtown Public Library trustee.

The community will be able to watch via a link on the Smithtown Library website: www.smithlib.org. It will continue to be available for viewing until Oct. 10, the date of the Library Trustee and Budget Vote elections from 9 a.m. until 9 p.m.

Incumbent trustees Bruce Miller and Rebecca Kassay, who are both up for reelection, will be challenged by Gerard Gang, Ana Hozyainova and Lauren Sheprow in the village election on Tuesday, June 21. 

During a “Meet the Candidates” event held Wednesday, June 8, the five declared candidates presented their visions before an audience of dozens of residents in the Wayfarer Room of the Village Center.

Candidates each delivered two-minute opening remarks, answered questions on various subjects regarding the major issues currently facing the village, and finally made concluding remarks.

The event was sponsored by the Greater Port Jefferson Chamber of Commerce. Barbara Ransome, director of operations at the chamber, asked the questions. Seating arrangements and response orders were both determined at random by pulling the candidates’ names out of a bag.

Questions were selected by a panel of moderators that comprised of Suzanne Velazquez, former chamber president; Stu Vincent, director of public relations at Mather Hospital; and Thomas Donlon, director of Port Jefferson Free Library.

Chamber president Mary Joy Pipe was the official timer for the event, signaling to the candidates their remaining allotted time with colored cards. After opening remarks, the candidates debated a range of topics such as term limits, bluff stabilization, Upper Port revitalization, potential redistricting schemes for the school district, among several other subjects.

The future of the Village of Port Jefferson was on the minds of those at the Village Center June 12.

The Greater Port Jefferson Chamber of Commerce hosted a meet the candidates event Tuesday to help taxpayers get a feel for their options on the June 19 ballot. Three candidates are vying for two open seats to serve on the board of trustees, positions that carry two-year terms. Incumbents Bruce D’Abramo and Bruce Miller are each seeking re-election, while village resident Kathianne Snaden is making her first bid for the position.

D’Abramo is looking to secure a fifth term on the board, having first been elected in 2011. He touted his more than 35 years of municipal experience as an asset to the village, specifically his time as a superintendent of buildings and grounds for two East End school districts.

“I think I bring an important talent to the Village of Port Jefferson,” he said of his experience in overseeing large construction contracts and projects, making sure they were completed on time and on budget.

He has served as the village board’s liaison to the Building and Planning Department during his tenure on the board, and said he had a vision for improving uptown Port Jeff when he first took office, and is looking forward to finally seeing construction get started. The village has obtained several grants and completed the necessary steps to get a handful of concurrent revitalization efforts underway in the
near future.

On one of the more pressing issues facing the village, the prospect of decreasing future revenue as a result of a pending settlement in a legal battle with the Long Island Power Authority over the utility’s contention its
property taxes are overassessed on the decreasingly necessary power plant in the village. D’Abramo said he has supported settling the case, rather than fighting it out and risking a loss in the dispute, which would require back pay from taxpayers to LIPA. He also said he supported the idea of building new apartments both uptown and downtown, as they replaced blighted structures, and cited their occupancy as evidence of demand.

Others, like Miller, have taken issue with the tax arrangements reached between the developers of the apartment projects and the town- and county-run industrial development agencies. The agencies are municipal arms that help fund building projects in areas deemed in need of economic development in exchange for decades-long tax breaks.

“I must emphasize that oversized zoning and almost complete lack of tax revenue because of the Brookhaven and Suffolk County Industrial Development Agencies’ giveaways will deny Port Jefferson revenue when we need it the most,” Miller said.

Miller is seeking his third term on the board, after spending 12 years on the Port Jefferson School District board of education. He touted his aversion to IDA deals and his organizing of a grassroots committee to galvanize support for repowering the plant, as a means to increase its value, as evidence of his willingness to
fight for residents. He said the issue has been on his radar for more than 20 years. He said he ultimately supported settling the case.

“I have been aggressive and smart in supporting Port Jefferson’s tax base,” Miller said.

Snaden has lived in the village for 13 years and sends three kids to the school district. She identified herself as a homemaker while also running a freelance photography business, and previously worked as a litigation paralegal. She shed light on why she decided to make a run for a trustee seat.

“I have a deep appreciation for small-town life, family-owned small businesses, and a safe and very welcoming community where children and families can flourish, and older folks can feel secure in their future,” she said.

Snaden added that she was initially inspired to run in the aftermath of a safety scare at the high school earlier this year, during which rumors and innuendo ran wild. She said she helped organize a town hall meeting that produced comprehensive feedback, which she later presented to the school district.

Snaden said she was supportive of settling the LIPA case as well. She said she’d like to see the village have more of a voice in discussing IDA tax breaks for development in the village, but like D’Abramo, said she was in favor of apartments if the other choice is blighted properties.

Polls will be open June 19 at the Village Center from 6 a.m. to 9 p.m.

Port Jefferson Village taxpayers will have the opportunity to hear from the three candidates seeking seats on the board of trustees Tuesday,  June 12 at 7 p.m. in the Wayfarer room at Port Jefferson Village Center, located at 101 East Broadway. The candidates at the event, hosted by The Greater Port Jefferson Chamber of Commerce, will give opening and closing statements and take part in a question-and-answer session.

The election will take place June 19 and will feature incumbents Bruce D’Abramo and Bruce Miller as well as challenger Kathianne Snaden.

The district is hosting a meet the candidates night May 2

Two are running for two open seats on Mount Sinai’s board of education this month, with eight-year board veteran and president Lynn Capobianco stepping down.

Capobianco said she will not be seeking re-election, saying she believes it’s time for different community members to lend their voices to the discussion.

“All my children are through school, my youngest is now a freshman in college and I think it’s time for new faces and new voices to come in,” she said.

Incumbent trustee Michael Riggio is running for a second term and newcomer Steve Koepper is running first time. Both are running unopposed.

Riggio, the board’s vice president, is a 12-year resident of Mount Sinai finishing out his first three-year term. He has a 12-year-old daughter enrolled in the district.

Riggio is a retired officer of the New York Police Department’s counterterrorism unit who now provides security consulting. He said Mount Sinai’s push toward new security measures is something he has advocated for since he first arrived to the board.

“That’s one of the things I ran on three years ago,” Riggio said. “The new security’s working out, and it’s great to see it finally taking shape.”

Riggio said his focus is on making smart financial decisions to make sure school programs don’t get cut.

“Let’s say for example you have a senior and you have a kid in eighth grade,” Riggio said. “The senior was exposed to all these special programs and had great teachers, then, when the eighth-grader gets here, you want him to have the same things as the senior. You don’t want to tell the eighth-grader, ‘oh, we cut this program,’ and this is all gone because we have fiscal problems.”

Koepper and his family moved into their Mount Sinai home in 2000. He has previously volunteered on the district’s bond committee. The father of two said he understands the financial part of schools well, as he’s currently the superintendent of buildings and grounds for the Sayville school district.

“I have been involved with the community as a firefighter for over 15 years,” Koepper said in an email. “I felt now was a good time to offer more of my volunteer time in service to educational process to help shape the future of Mount Sinai schools. There are problems like declining enrollment that need to be looked at, and I’m here so that we can work together and move forward.”

He also has a 12-year-old daughter and a 3-and-a-half-year-old son in the district. Capobianco endorsed Koepper for the open seat.

“[Koepper] did a great job on the bond committee, so I think he will be a nice fit for school board,” she said.

Mount Sinai School District is hosting a meet the candidates night May 2 at 7:30 p.m. in the Mount Sinai Middle School auditorium. The school is located at 114 North Country Road in Mount Sinai.

Six candidates have come forward to run for three vacant seats on the Port Jefferson School District Board of Education.

The three-year terms of trustees Tracy Zamek, Mark Doyle and Vincent Ruggiero expire this year, though only Zamek is seeking another term. She joined five other community members at the Port Jefferson High School auditorium April 24 for a meet-the-candidates event, hosted by the district’s three parent-teacher associations.

Doyle, who ran a write-in campaign when he was re-elected in 2015, said in an interview he will not seek a fourth term, citing growing professional obligations and a desire to have his seat filled by someone more able to offer up their time. Ruggiero did not respond to a request for comment sent to his school district email.

The candidates were asked six questions about relevant issues to the district — including the potential for lost revenue as Brookhaven Town and Port Jeff Village hammer out settlements with the Long Island Power Authority over an assessment dispute on its Port Jeff power plant — and education more broadly, and were allowed opening and closing statements. Each candidate also submitted personal bios to the administrators of the event, which were publicly distributed.

Meet the candidates

Tracy Zamek: She was first elected to the board in 2015. Zamek has lived in the district since 1996 and currently has two teens attending local schools. She is currently a fifth-grade teacher in the Hauppauge school district. She cited her desire for fiscal responsibility and to advocate for students as her reasons for running again.

“I believe every single student who attends Port Jefferson schools deserves a premier education,” she said. “Now more than ever, the people in this village and school community need to work together as one, in regards to the LIPA/National Grid gorilla staring us in the face.”

Ryan Walker: He moved to the district in 2010 and also has two children attending Port Jeff schools. Walker spent 10 years as a New York State police sergeant, followed by three years as a security guard in local schools. He was one of New York’s first nationally certified school resource officers in 2002.

He said his experience in law enforcement “will be an asset regarding the safety of the students in our schools.”

“I will work to balance the concerns of the residents with a common sense fiscal management plan to address our overall district funding needs,” he said.

René Tidwell: She has a daughter in sixth grade, and a long work history in banking and financial services. Tidwell currently works as a special education teacher’s aide. She is running because she wants to lend her
expertise in financial planning to help the community plan long term for the possibility of less annual property tax revenue, citing a need for not only student advocacy, but for taxpayers.

“With over 20 years of experience in banking and financial services, I will focus on data-driven research, analysis and long-term planning to develop solutions for our district’s funding requirements,” she said.

Jason Kronberg: Dr. Kronberg is a pediatrician with two children in district schools. He moved to Port Jeff in 2003 from Queens and cited his willingness to listen to all sides of a debate along with being “fiscally conservative,” yet “socially liberal” as assets he’ll bring to the district if elected.

“I was asked to become a member of the school board to serve as a rational and non-biased voice in what has become a contentious environment,” he said.

Mia Farina: She is a NYPD officer with a 6-year-old son in the elementary school. Farina said her philosophy if elected would be “if it’s important to your child it’s important to me.” She said her experience as a police
officer makes her uniquely qualified to address security concerns within schools.

“I would bring all my knowledge and assist the schools in every way to help keep our children stay safe at school and educate them in every possible way I know how,” she said.

Ryan Biedenkapp: He has a daughter and twin sons, and said an autism diagnosis for one of the twins precipitated their move to Port Jeff from Oceanside. He has experience as an occupational therapist and currently works in pharmaceutical sales.

“I see a need to increase communication among all stakeholders, while staying focused on the needs of all students,” he said about his reasons for running. “By increasing communication among all community stakeholders, building a stronger sense of community among students and staying focused on fiscal responsibilities, Port Jefferson will remain a school district we can all be proud of.”

The budget vote and trustee elections are on Tuesday, May 15.
