LIRR funding shortfall

LIRR commuters should be concerned about insufficient funds being programmed to bring bridges, viaducts, tunnels and other basic infrastructure that are in poor or marginal condition up to a state of good repair in the proposed MTA $68.4 billion 2025-2029 Five Year Capital Plan.  This also applies to Metro North Rail Road and NYC Transit.  It is questionable if $600 million is sufficient funding for LIRR critical infrastructure projects under the proposed next Five Year Capital Plan. Can this eliminate the growing backlog of critical infrastructure repair.  Too many critical capital assets remain in daily service beyond their anticipated useful life. There is still a $33 billion shortfall to fully fund the proposed upcoming Five Year Capital Plan.

Safety, state of good repair, reliable on time performance with a minimum of service disruptions at a fair price should be a higher priority than system expansion projects.  The $7.7 billion Second Avenue Subway Phase 2, $5.5 billion Queens Brooklyn Light Rail Inter Boro Express and $3.1 billion Metro North Bronx East Penn Station Access projects all need to be put on hold.  Funding for all three would be better spent on critical infrastructure projects benefiting over 4 million NYC Transit subway, 200,000 plus LIRR and 200,000 plus Metro North daily commuters.  MTA Chairman Janno Lieber and MTA Board members have a fiduciary responsibility to protect the interests of riders and taxpayers.

Congratulations to my fellow 2024 Letter to the Editor writers.  Surveys reveal that “Letters To The Editor” is one of the most widely read and popular sections of newspapers.   

Most newspapers will print letters submitted by any writer regardless of where they live so long as the topic is relevant to readers.  

It helps to have a snappy introduction, good hook, be timely, precise, have an interesting or different viewpoint to increase your odds of publication. Papers welcome letters commenting on their own editorials, articles or previously published letters to the editor.

I’m grateful that TBR News Media affords both me and my fellow letter writers the opportunity to express our views, as well as differing opinions on issues of the day.

Armed guards aren’t the answer

As has become the norm in the Three Village Central School District members of the community have discovered a cause to champion that needn’t be raised.  Now that the start time phenomenon has become a budget-contingent coming attraction, armed guards in our schools are the latest call to action.  A knee-jerk reaction to an unfortunate, yet thankfully harmless, incident at Ward Melville High School this past fall, has been the demand to arm our security guards.  The reasoning behind this charge is the all too familiar claim that “the only way to fight a bad guy with a gun is a good guy with a gun.”

Decades of research by the highest and most well-trained law enforcement agencies in the country have debunked this “theory” and proven that many times the presence of armed guards in school settings has invited and/or intensified the violence committed.  Anyone with recollection of the atrocities in Uvalde and Parkland knows firsthand that armed security did nothing to deter the perpetrator and no lives were saved.  As a mother and an educator there is nothing more important than safety in school buildings and I would never begrudge any parent the feeling of security when a child is in an academic setting.  However, there are myriad other approaches to avoiding threats to our children today and they do not include arming security guards. 

The pushback will of course be the previously noted adage about fighting a bad guy with a good guy gun, especially since many of the guards are former law enforcement officers.  None of the crusaders of this battle are willing to note the fact that we are actually very lucky.  Long Island has fortuitously been spared any instances of mass gun violence in our schools.  And the one scary instance that Three Village experienced was handled responsibly and transparently.  Yes, a gun entered our high school.  Yes, there was a chance something horrific could have occurred, but it didn’t.  The true concern is that a weapon came through the doors.  The best defense against a repeat situation is a system of detection (and not metal detectors) not an addition of guns.  

At this juncture we need to trust that our district security experts have the best interests of our children at heart and will continue to keep them safe.  Guns in and/or around our schools is not the answer.

A call for transparency and accountability in village leadership

I’m writing this opinion piece in response to a recently published opinion piece by former (appointed) trustee Drew Biondo [TBR News Media. Nov. 21]. In this instance, it’s important to recognize that this opinion is clearly a biased one in support of the very same mayor that appointed Mr. Biondo to the short-lived position he held in this village. It is commendable that he defends the actions of his mayoral friend.

However, there is a very shocking lack of accountability in this opinion. Is this not the same trustee that stood on a village soapbox passionately speaking of the importance of ethics and transparency? This same mayor unethically misled members of the current trustee board when discussing the very incident that sparked this change. Misled enough so that 3 of the 4 board members publicly said so. Frankly, an emergency meeting was called by the mayor and all trustees were not truthfully informed of the timeline that led to this emergency meeting. That is not to be ignored or glossed over.

While the complicated issue of guns can be debated for months, the unethical lack of transparency and honesty cannot.

Examining Governor Hochul’s proposed inflation refund

Governor Hochul’s $3 billion proposed inflation refund to taxpayers funded out of a surplus of excess tax revenue is nothing more than a preelection bribe to grease the wheels of her upcoming 2026 reelection campaign. Offering those with income under $150,000, $300 comes to $25 monthly over one year. Offering joint filers with income under $300,000 dollars, $500 comes to $41.66 monthly over one year,  

There are better alternatives such as reducing the state sales tax, using the funds as a down payment toward reducing Albany’s $423.4 billion long term debt, which represents $21,700 per citizen, or help fill the $33 billion shortfall in the MTA’s proposed $68 billion, 2025-2029 Capital Plan.

A call for action on battery storage zoning

This is a call to our hires — to those with jobs we provide through taxes and elections at Brookhaven Town.

I urge the board to get to work. Create an appropriate zone for siting battery storage facilities so we can expand our use of alternative energy.

At best, the lack of action in creating zones for battery storage far from folks and forests, conveys a lack of insight. At worst, and I hope this is not the case, the lack of movement is deliberate, setting residents against applicants.

Whatever your challenges, kindly set them aside as your assignment is due.

Community call to action: Addressing safety and planning for battery storage sites

[The Nov. 21] issue of the TBR Port Times Record was rife with thought-provoking Letters to the Editor from our neighbors in the Three Villages regarding the proposed siting of two lithium-ion battery storage facilities in their community. These facilities, while pivotal in providing impetus toward a green energy future and away from fossil fuels, are not without the attendant public safety concerns and controversy when placed very close to residential areas. Given the proximity to neighborhoods surrounding Sheep Pasture and Old Town roads, as well as the Greenway Trail bisecting our area, many in Port Jefferson Station/Terryville are equally concerned about the process and appropriateness of the placement of these projects.

It is important to note, however, that the Savion proposal(s) are not the only activity which can impact our hamlet. Since July, there has been a pending application at 1575 Route 112 for a 10-megawatt storage site by New Leaf Energy which is adjacent to the Sagamore Condominium complex and a stone’s throw from the back of Comsewogue High School. It is our intention at our next Civic Association meeting Dec. 17 (7 p.m. at the Comsewogue Public Library) to have representatives of this organization address our membership which is open to any PJS/Terryville resident. I would urge all my neighbors to participate and educate themselves about this pressing and important topic.

Just as significant, I reiterate my plea that Brookhaven take a leadership role in helping engage the broader community of our town by way of a summit meeting bringing experts together to ensure that our citizens are informed. These storage facilities are spreading across Brookhaven since it is one of the few (perhaps only) municipality on Long Island to have not imposed a moratorium on these projects until defined criteria can be developed to ensure safety. I believe it is incumbent on our local officials to develop a Master Siting Plan to determine what safeguards and standards are necessary and what specific parcels can be identified for the proper, safe location of this activity. Having any L1 (light industrial) zoned parcel have an “as of right “ opportunity to develop this new technology could lead to an uproar of confusion as these sites proliferate. In the absence of extensive dialogue, misinformation can be spread as to how dangerous or toxic these proposals are, when a more rational discussion and analysis could lead to better public policy and a clear direction for our future.

Lithium-ion batteries: A risky bet for energy storage?

As an electronics engineer, I designed several systems incorporating charging and balancing circuits for lithium-ion batteries. One of these was for the Juno mission, which was launched by NASA in 2011, arrived at Jupiter in 2016, a trip of 1.74 billion miles, and continues to be operational today. I have some familiarity with the characteristics of lithium-ion batteries, which are scheduled to be utilized in the proposed energy storage facilities in Setauket and East Setauket.

The problem with lithium-ion batteries is that they are subject to the phenomenon of thermal runaway, which produces an uncontrollable white-hot fire that cannot be extinguished by ordinary means. This fire does not require external oxygen, but is the result of an intense chemical reaction inside the battery cell. Thermal runaway can be induced in several ways, including mechanical stress, such as by impact or lightning, or by overcharging, even by a very small amount. To attain the maximum amount of stored energy, a lithium-ion battery is charged to very close to its maximum rated voltage, which is typically around 4.2 volts. If this voltage is exceeded, even very slightly, e.g., to 4.3 volts or 4.4 volts, thermal runaway may be induced, and it cannot be reversed. In a well-designed system, electronic circuits are utilized which do not allow overcharging to occur. Unfortunately, no electronic circuit is absolutely 100% failure proof. For established critical applications, including military and space, reliability calculations are performed. For each circuit, the mean time between failures (MTBF) and probability of failures per year are calculated. It would be interesting to know whether Savion can provide this analysis for this application.

Thermal runaway, and its fearsome result, is not the only problem that may be encountered, and it may not even be the worst problem. That problem is as follows: how many energy storage facilities will we need to provide uninterrupted power to all of our homes, businesses and other users, when our only source of energy becomes solar arrays and windmills? We have been told that, within a few years, all of our “fossil fuel” plants will be shut down, and all of our energy will come from the sun and wind, with batteries to fill in the gaps when the sun and wind are not cooperating. And, to make matters even worse, new AI applications on the horizon will actually cause our energy needs to double.

One would hope that our elected officials have considered this problem, and have made calculations of the amount of energy storage, and the quantity and size of the battery facilities, that will be required to prevent brownouts and blackouts, particularly during extended periods with diminished sun and wind. If they have, it would be most interesting to see them.

What was missing from Senator Schumer’s $72 million Penn Station grant announcement

Port Jefferson LIRR riders should be concerned about some critical details that were missing from Senator Schumer’s announcement that he has secured $72 million from the United States Department of Transportation for various Penn Station capital improvements.  Is the $72 million an approved appropriation of funding that a transit agency must still develop a grant application or apply for, or is it a real grant that includes $72 million in funding to a transit agency that is now immediately available to be spent by the grant recipient?  Are these funds being administered by the Federal Transit Administration?  Is there already a Memorandum of Understanding between the MTA, LIRR, New Jersey Transit and Amtrak for administration of these funds?

How many years will it take to advance design and engineering (reviewed and approved by MTA, NYC Transit, LIRR, NJ Transit and Amtrak operations, maintenance and other departments) before the project is ready for the next phase of construction?  Design and engineering usually average 5% to 10% of a capital project cost.  Who is going to come up with the $648 to $ 684 million for construction, independent third-party engineering construction management firms to assist in oversight and contingency funding for construction bids coming in above the project cost estimator engineers estimates, contract change orders during construction due to unforeseen site conditions or late requests by LIRR, NYC Transit, NJ Transit and Amtrak operations or maintenance groups?

Clarifying roles: Code officers don’t need firearms

The recent decision by the Port Jefferson Village Board to disarm code officers is a commendable step toward responsible governance and a clearer understanding of law enforcement roles within our community. This move has, understandably, ignited public discourse, revealing a critical misconception: the conflation of firearms with authority.

It’s imperative to clarify that code officers, tasked with upholding local ordinances and ensuring quality of life, operate under a strictly defined legal framework.  New York State law does not grant them the power to carry firearms.  The notion that a weapon somehow amplifies their authority is erroneous and potentially dangerous.

Introducing firearms into code enforcement scenarios unnecessarily escalates risk. It fosters an illusion of power that can lead to confrontations and undermine the essential nature of community-based code compliance.  De-escalation tactics, conflict resolution and proactive community engagement are far more effective tools for achieving the goals of code enforcement.

The Village Board’s decision wisely prioritizes these methods, fostering a safer environment for both residents and officers. By removing firearms from the equation, we encourage a less adversarial and more collaborative approach to code enforcement. This shift promotes trust and mutual respect, which are vital for a thriving community.

Missing the boat: A rebuttal to the Three Village start-time debate

In the Nov. 21 issue of The Village Times Herald [“Not an experiment” ],  John Hover made a lackluster attempt at rebutting my very valid point regarding the waste of time and money that has been, and will be, spent on the inane changes to the district’s start times. He spouted the same nonsense about the “less than 1% of the budget” that it will cost and the overwhelming effects it will have on attendance, grades, performance etc.

Amusingly enough, he admits that the Three Village plan falls far short of the so-called recommendations and lacks any “well-documented evidence” with respect to the impact the whopping 30-minute change the district’s budget contingency plan will have. He also misses the boat in his comprehension of all that may be lost when the millions of dollars this change requires are reallocated elsewhere.

But again, who cares about electives, class sizes, extra-curricular activities etc. that may fall by the wayside when high school kids will have more time for their at-home endeavors with 30 extra minutes of “sleep”? It is indeed a fantasy that students will sleep longer, particularly if they have parents who refuse to set strict guidelines at home.

I am not willing to sacrifice all that may be lost for some half-cocked plan based on “research” that does not support what these parent “experts” love to spew and I am most certainly not in the minority.

Keep diners dishing: Support your local classics

This holiday season, between Thanksgiving and New Year’s Day, if you are too tired to cook, why not consider sharing a meal with neighbors, friends or family and patronize your local diner or restaurant? I have enjoyed many excellent meals for decades at various local diners.

Diners have been part of my life from teenage years to today. Eating out is a periodic ritual with either friends or family. Portions are generous. Who hasn’t taken a doggie bag home with leftovers to eat the next day? Between the customary soup, salad, rolls, coleslaw and pickles along with the main course, dinner could satisfy the heartiest appetite. Many times, we bagged our desserts to go.

Many neighborhoods have seen changes over time. New immigrant groups sometimes favor their own ethnic foods and restaurants. Diners have also lost customers over time to numerous fast-food restaurants. Many fast-food menus now include breakfast items and a greater variety of options for lunch or dinner.

Remember, these people are our neighbors. Local entrepreneurs who own and operate diners continue to invest in our community, creating new jobs without the assistance of federally funded taxpayer stimulus dollars. They work long hours, pay taxes and provide local employment. If we don’t patronize our local restaurants, they don’t eat either.

Why not honor the fond memories of our favorite diners, which have come and gone, by continuing to patronize the ones we still have? Here’s hoping the remaining diners don’t go the way of the dinosaurs into permanent extinction.

Turning the tide: Celebrating the guardians of our water

I would like to note a recent report from Save the Sound and highlight the work of some local heroes: George Hoffman and the volunteers of the Setauket Harbor Task Force. Their unwavering commitment to the health of our local waters has helped bend the curve and set our surface waters on a path toward improved health and water quality, as reflected in the latest report from Save the Sound. 

The water quality grade for Setauket Harbor, rising from a “C” in 2022 to a “B+” this year, speaks volumes about the positive impact of their work. The reduction in nitrogen levels by 50% over the last 30 years, thanks to improved stormwater systems and stricter regulations, shows what can be achieved with persistent advocacy for good policy and community engagement. Their leadership in educating boaters about using pump-out services to prevent waste from being dumped into the harbor has also been an essential factor in maintaining water cleanliness. The Setauket Harbor Task Force truly serves as guardians of the harbor, and we owe them a debt of gratitude.

As your councilmember, I am proud to work alongside groups like the Setauket Harbor Task Force, Coastal Steward Long Island and others, supporting initiatives that benefit our environment. One of the projects my office has been engaged with is expanding shellfish agriculture, especially the creation of oyster beds, which help improve water quality through natural filtration. Additionally, we are working to increase awareness and compliance of the use of pump-out boats, a crucial service that ensures boaters are able to dispose of waste responsibly. Cumulatively, and in partnership with groups like the Setauket Harbor Task Force and Coastal Steward, these efforts help contribute to cleaner, healthier harbors for all of us to benefit from.

The health of Port Jefferson and Setauket harbors is essential to the vibrancy of our community, and I look forward to continuing our partnership with local organizations and residents in this important work.

Unintended consequences: Say a prayer for our community’s small business owners

A number of letters have appeared in your paper in recent weeks about the Town of Brookhaven’s relatively new Commercial Redevelopment District classification for “abandoned, vacant and underutilized shopping centers.”

Essentially, the CRD designation allows for the demolition of existing shopping areas, and a subsequent high density build-out of multilevel apartments with ground level businesses. Some might call this a financial gift or windfall to some developers who claim their center is “underutilized.”

The unintended consequence of the town’s CRD code is that it incentivizes certain commercial property owners to neglect or mismanage their holdings in order to apply for the generous terms afforded by the new zoning. And the best way to create high vacancy rates? Simply jack up the cost of new leases and lease renewals to drive out small shop owners. It couldn’t happen here. Or could it?

Another Election Day gone, now for the cleanup

Election Day has come and gone. It reminds me of “The Outer Limits,” a 1960s television show. With the end of round-the-clock commercials by politicians, political parties, political action groups and pay-for-play special interest groups, we now return control of your television back to you until the next election cycle. No more telephone robocalls, text messages, candidates campaign mailings clogging mailboxes and weighing down our hard working postal employees. Finally, some peace and quiet! 

Candidates who claimed they cared about the environment can now do their part. Winners and losers should have their paid campaign staff and volunteers pick up all the thousands of campaign signs that litter our roads and highways to help clean up this waste. They could also use leftover campaign funds to hire homeless or unemployed people to collect this litter. Let some people sentenced by judges to perform community service be assigned this task. If candidates refuse to clean up after themselves, your local village, town or Suffolk County Public Works Division of Highway & Ground Maintenance should do the job and send candidates the bill.

Rebecca Kassay: a true advocate for our community

One morning in the spring of 2021, I was invited by Port Jefferson Village trustee Rebecca Kassay to join her for a cup of coffee. At that time, I had just been elected to the Brookhaven Town Council, and she wanted to meet to discuss some of the issues being faced by the community we serve. I was immediately impressed by her collaborative approach to working together, the depth of her knowledge and experience, and her love for public service.

Since then, I’ve had the opportunity to witness firsthand how Rebecca truly embodies the spirit of leadership that our community needs. She takes the time to be well-informed on issues, engages deeply with stakeholders and is always focused on solutions. I believe it’s reasonable for the public to expect an elected official to have a genuine passion for public service and a commitment to put the needs of the community above party affiliation or any other consideration. Rebecca does exactly that.

Another thing I have observed about Rebecca is that she doesn’t just run from event to event looking for a photo op. She engages deeply with community members and our important organizations in meaningful ways, and takes the time to get to know the players and build relationships. This has helped her develop a detailed understanding of the community’s needs. Her leadership isn’t about serving a political party — it’s about serving us, the people of this community.

Rebecca’s candidacy for the New York State Assembly stands out because she is driven by a strong sense of responsibility to the public. When elected officials have deeper connections to the community they serve, they become less reliant on a political machine to elect them and are answerable directly to the people. Rebecca is not going to Albany to push a political agenda — she’s going there to represent us, and to fight for what matters most to the people of our community.

I urge my fellow residents to support Rebecca Kassay for New York State Assembly. She has the heart, experience and commitment to serve us all with integrity and vision.

Securing Suffolk’s future: Why Prop 2 matters for clean water

After years of delays, Suffolk County voters will finally be able to make their voices heard on a key challenge facing our region — restoring water quality. As Long Islanders, we treasure our pure drinking water, beaches, harbors and bays. If approved this November, Prop 2 will ensure that our ground and surface water resources are uncontaminated and useful for all present and future generations.

Currently, nitrogen pollution from untreated sewage is degrading both Suffolk’s groundwater and recreational waterways. The Suffolk County Water Quality Restoration Act is a critical step

toward reversing this trend and achieving a sustainable future, and would enable investment into tested and proven clean water technologies to replace our outdated septic systems.

This measure will also bring expanded sewer services to many of the most densely developed parts of our county, help secure additional federal and state funding, create thousands of good local jobs, revitalize business districts and boost property values. 

Most importantly, if confirmed, this referendum will protect the health and well-being of every Suffolk County resident. This year, we have the power to protect our water and our future. We urge all Suffolk County residents to vote YES on Prop 2 this Nov. 5.

From capes to camouflage: teaching kids about real heroes

As part of our American Halloween tradition, children look forward to dressing up in their best-loved costumes, including as their favorite superhero. In a world where the term “hero” is often attributed to celebrities, athletes and fictional characters, we must remind our kids that our real heroes are America’s military brave men and women, who have dedicated their lives protecting our nation, securing our freedoms and preserving peace.

Through the lens of veterans’ experiences, we can teach kids the importance of standing up for what is right, even in the face of danger, and putting the greater good above self-interest. These lessons are particularly important in our society that often emphasizes individual success and instant gratification. We can teach children the value of military heroism by:

• Incorporating veterans’ stories into education by including lessons about military history and veterans in school curricula. Invite veterans to share their experiences in classrooms and during school events.

‘Do No Harm’ is more harm than good

Why should anyone worry about whether or not the grade on a Regents exam might pull down a student’s grade point average? [See letter, “Rethinking grades: the return of the ‘Do No Harm’ policy,” TBR News Media, Oct. 17.] It seems to me that the concern is misplaced. Regents exams were always hard and, once upon a time, graduating with a Regents diploma rather than a general diploma meant something. 

Rather than fussing about GPAs, shouldn’t we be concerned that students haven’t mastered the material well enough to get good grades on the Regents exams?

Celebrate Long Island Restaurant Week all year long

Why not patronize your neighborhood restaurants during Long Island Restaurant Week Oct. 27-Nov. 3 with a wide variety of lunch and dinner specials all year long. During this event, participating restaurants are offering two-course lunches for only $24 or three-course dinners ranging from $29, $39 to $46.

My wife and I don’t mind occasionally paying a little more to help our favorite restaurants survive. Don’t forget your cook and server. We try to tip 20 to 25 percent against the total bill including taxes. If it is an odd amount, we round up to the next dollar. If we can afford to eat out, we can afford an extra dollar tip. When ordering take out, we always leave a dollar or two for the waiter or cook. It is appreciated. 

The restaurant industry employees hosts, bartenders, waiters, busboys, cooks, cashiers and parking valets, wholesale food sellers, distributors and linen suppliers. There are also construction contractors who renovate or build new restaurants.

Our local entrepreneurs work long hours, pay taxes and provide local employment especially to students during the summer. If we don’t patronize our local restaurants, they don’t eat either. Why travel into Manhattan when we have so many great neighborhood restaurants in Suffolk County to select from.

An open letter to the residents of Port Jefferson Station and Terryville

Many local residents are aware that there is a planned redevelopment at the Jefferson Plaza Shopping Center. However, not all our neighbors necessarily know the specific details which will shape the face of our community along the major thoroughfare of Route 112. This large-scale proposal may allow for up to 280 apartments and 49,000-plus square feet of commercial space on that 10-acre parcel. This intensive use has presented us all with an opportunity to see growth and revitalization of our area, but also the challenge to address potential negative impacts to the existing neighborhood.

Members of the Port Jefferson Station/Terryville Civic Association have worked diligently for the past two years to impress upon the Town of Brookhaven that we welcome this opportunity but that changes could help improve the project. In particular, we expressed a need for a comprehensive traffic study of the area which takes into account surrounding developments. 

Others pointed out concerns about the unprecedented height of four-story buildings, voiced a desire for architectural design which could provide a sense of place, or questioned the need for full environmental review for a project which will nearly triple the density of any other multifamily developments in the town to date.

This entire proposal has its roots in a 2020 revision to the Town Code in the form of a Commercial Redevelopment District crafted and approved during the COVID-19 pandemic. This code, as written, seems vague and without any true metric on which to base a determination of the related density bonuses offered within the district. It is this CRD code which Staller Associates — owner of the Jefferson Shopping Center — is now pursuing for a precedent-setting change of zone on that property. It is my understanding that Brookhaven is prepared to vote on this motion and likely to approve it at its next Town Board meeting on Sept. 26 at Town Hall.

Last November, over 65 residents appeared at a public hearing to provide their input on what they wished to see for our community. Some of those comments have been incorporated by the developer into a few changes by the developer, at the urging and help of our Councilmember Jonathan Kornreich (D-Stony Brook). However, much still appears unresolved in the areas of public benefits, clarity on the commitment to a comprehensive traffic study, developing consensus on architectural design and a decision on the ultimate level of density upon buildout. Some believe we should trust this all gets dealt with during the site plan review process. I am hopeful and have advocated that these issues should be addressed before the zoning change is approved in order to achieve the best, transparent outcome possible for all parties.

I solicit my neighbors, regardless of your viewpoint, to go to Town Hall this Thursday evening so that your voice is heard. More “eyes and ears” on this pivotal project will helpfully inform our local decision-makers what the public feels about how best to proceed to take pride in the place we call home. In any event, stay engaged and get involved.

Port Jefferson electrification stuck in the slow lane

There is no funding allocated in the MTA’s proposed $68 billion 2025-2029 Five Year Capital Plan, just released, for advancement of the proposed $3.1 billion LIRR Port Jefferson Branch electrification project. Critical initial funding was not provided to pay for planning, preliminary design, engineering and the National Environmental Policy Act review to start advancement of this project. The next opportunity for funding will be under the 2030-2034 Five Year Capital Plan. Following the federal NEPA process is necessary to preserve future Federal Transit Administration funding eligibility.

There is only a vague reference in the plan to “improvements” on the Port Jefferson Branch. Contrast this with a specific reference to “looking at the feasibility to extend electrification of the Ronkonkoma Branch east from Ronkonkoma to Yaphank.” 

Riders east of Babylon to Patchogue and Speonk can also only count on a vague reference to “improvements” which doesn’t include electrification. No specific dollar figures, detailed scope of work or implementation schedule are attached to either Port Jefferson or Speonk Branch improvements.

MTA Chairman Janno Lieber would have to request permission from the FTA to enter this project into the agency’s Capital Investment Grants (New Starts/Core Capacity) national discretionary competitive grant program. 

Funding for final design and engineering, property easements, land acquisition and utility relocation could be allocated under the 2035-2039 Five Year Capital Plan. This would be followed by $1.6 billion — probably far more due to inflation — in local MTA funding included in the MTA 2040-2044 Five Year Capital Plan. These dollars are necessary to leverage FTA funding. 

Based upon my past experiences on other FTA-MTA-LIRR projects, even if all goes well as I’ve outlined, Port Jefferson Branch electrification may not be completed until 2050. With inflation over time, the final project cost could easily grow to $4 billion and more.

 The LIRR 1960s motto “Line of the Dashing Dan” should be changed to “Line of the Slow Moving Sloth” when it comes to completing LIRR Port Jefferson Branch electrification. The concept of electrification was first proposed back in the 1950s!

Applauding Cedar Beach environmental sentiments

I applaud the sentiments of “Trying to enjoy peace at Cedar Beach” in Letters to the Editor, Sept. 5. 

I can’t count how many times I’ve been at the beautiful beaches and parks in our area — as well as parking lots — and felt similar feelings of bewilderment and anger when I see people sitting in their idling cars, often with the windows down. Why run the engine, especially on a beautiful day? It’s a waste of gas and money, and pollutes the air while creating unnecessary noise. 

Perhaps our local leaders can put forth legislation that would fine those who idle their engines beyond the 3-minute limit acceptable by New York State law? Maybe some people don’t grasp the detrimental effects on the environment — not to mention the waste of their own money — but perhaps enforcing legislation and fines would provide a wake-up call. Let’s all enjoy fresh air and nature in peace and quiet, and be considerate of others.

Keeping LIRR on track

Port Jefferson commuters should be concerned that the LIRR still needs to reach a state of good repair for existing fleet, stations, elevators, escalators, signals, interlockings, track, power, yards and shops. It also includes more and more stations reaching compliance with the Americans With Disabilities Act. All maintenance programs for all operating assets also need to be fully funded and completed on time to ensure riders safe uninterrupted reliable service. Since its creation in 1964, the Urban Mass Transit Administration (known since 1991 as the Federal Transit Administration) has provided billions to pay for many of these capital improvements.

The LIRR share of annual FTA grants to the MTA averages 15%. In 2024, this should represent $270 million of $1.8 billion in federal grant funding. The state Department of Transportation provides Statewide Mass Transportation Operating Assistance on an annual basis to the MTA and LIRR. Let us give thanks to both Washington and Albany for continued financial support for our very own LIRR — the nation’s largest commuter railroad.

Voices of service: the true cost of new nonprofit oversight

Last month, Suffolk County Legislators Trish Bergin (R-East Islip) and Rob Trotta (R-Fort Salonga) sponsored I.R. 1687, a bill that would amend the Suffolk County Code to provide the county more oversight into the internal fiscal operations of nonprofit entities seeking county subsidies and limiting the salaries of nonprofit executives.

I have worked in nonprofit leadership since 2011. Leading a nonprofit is often impossibly difficult. Over half of respondents in a recent survey from the Chronicle of Philanthropy noted that they struggle with a work-life balance. Nearly two-thirds of the nonprofit leaders in the Chronicle’s survey say the country’s polarization — over politics, race and culture — is making their work more difficult.

A third of survey participants say they are likely to leave their current organization in the next two years. Twenty-two percent say they are likely to leave the nonprofit world altogether. Other than retirement, top reasons include salary, the challenge of finding resources and the demands of the job.

I can’t think of any other industry that is on the edge of losing almost 25% of their leadership workforce.

A healthy relationship between nonprofits and their local, state and federal governments brings stronger programming and services to residents. Without the nonprofit sector, the government does not have the infrastructure or systems in place to provide the care we need.

My colleagues and friends who have devoted their life to this work are not money-hungry hoarders. But if our industry is going to recruit competitive talent to lead, we must be able to offer competitive salaries.

Perhaps our county legislators and others like them should rethink opportunities to increase their giving and partnerships so we can actually solve the problems facing nonprofit organizations, rather than attacking the people responsible for working to solve them.

Poor choice of word

The word “divisive” in the headline of your article regarding the “In Trump We Trust” banner in Port Jefferson (TBR News Media, Aug. 1) is misleading. It infers that the banner indicates former — and, hopefully, future — President Donald Trump (R) is “divisive.” I’m sure that the papers wouldn’t have used the word “divisive” in the headline had the banner stated the name of the actual divider-in-chief currently occupying the White House.

Gratitude not complaints

Jen Schaedel’s long, angry letter (“Unjustified dismantlement of West Meadow Beach cottages,” (TBR News Media, Aug. 1) is a classic case of the aphorism, “When you’re used to privilege, equality feels unjust.”

Whether the nearly-free early-1900s waterfront property leases were favors for the politically connected, or just gross municipal malpractice, giving away perpetually renewable rights to valuable public property for private use was always a violation of basic American principles.

Good-faith debates could be had over the proper fate of the buildings. But, the idea that leaseholders deserved to renew the leases forever was always morally indefensible, regardless of how wholesome the community was. So it is shocking to see anyone still defend it, let alone portray themselves as victims.

Rather than complain about public officials reclaiming public property for public use, all the people lucky enough to have been associated with the cottage community over the years should, instead, be quietly grateful for the decades of cheap, exclusive use of land they didn’t own.

Brother, can you spare the MTA $15 billion

Port Jefferson Branch LIRR riders should be concerned that MTA Chairman and CEO Janno Lieber said he will take Gov. Kathy Hochul (D) at her word — when she promised to restore the $15 billion she cut from the transit agency’s $51 billion 2020-2024 Five Year Capital Plan due to her pause of congestion pricing — is wishful thinking on his part.

Hochul continues to not provide the financial source for her $15 billion. She has kicked the can down the road until the next state budget is adopted — nine months from now.

In 2019, Gov. Andrew Cuomo (D) and the state Legislature, instead of providing hard cash, gave the MTA congestion pricing. This was supposed to raise $15 billion toward the MTA 2020-2024 capital plan. Albany’s financial watchdog, State Comptroller Tom DiNapoli (D), said nothing. With real cash, virtually all of these state-of-good-repair projects would have already been under way.

Hochul claims she can find additional state and federal funding to make up for the missing $15 billion in congestion pricing. The MTA will receive $1.8 billion in annual formula grants supplemented by competitive discretionary grant program allocations from the Federal Transit Administration in federal fiscal year 2024 (Oct. 1, 2023-Sept. 30, 2024).

Other than these resources, there are no other FTA pots of gold to cover the missing $15 billion previously accounted for from congestion pricing.

Clearly Hochul and her staff, who advise her and ghost write her speeches, have little understanding of how Washington funding for the MTA works. When it comes to MTA financing, Hochul reminds me of the old cartoon character Wimpy. He was fond of saying, “I’ll gladly pay you on Tuesday for a hamburger today” — or in this case $15 billion worth of MTA capital transportation projects tomorrow.

Exploring the potential for using hydrogen fuel

Two weeks ago, on June 28, Port Jefferson Village Mayor Lauren Sheprow, then-trustee-elect Xena Ugrinsky and I visited the Advanced Energy Research & Technology Center at Stony Brook University. The AET is doing cutting-edge research on future hydrogen technologies and other projects that create businesses on Long Island. We were welcomed by David Hamilton and Kathleen Ferrell. 

The connections with Stony Brook University departments, New York technology leaders, researchers and public agencies that were made in this short visit were quite extraordinary and many appointments were made for future discussions.

The mayor knew Hamilton and Ferrell professionally. Our visit was designed to dovetail with the efforts of the Port Jefferson Power Plant Working Group that Ugrinsky chairs. The PWG is exploring the potential for repowering our base load plants using hydrogen fuel and we will be exploring this possibility with Haiyan Sun when she is scheduled to tour our plant on a trip from Albany July 10.

Sun heads NYSERDA’s (the state’s Energy Research & Development Authority) hydrogen and renewables division and is responsible for evaluating grants and New York State priorities for this fast-evolving future technology. I am proud to be a part of this village’s forward-thinking and well-connected leadership. Port Jefferson is fortunate to be able to have people with these kinds of professional experience and networks working for its residents.

Comsewogue Community Garden is a special place

My name is Danny, and I am a Life Scout working on the Communication merit badge. I recently started work on my Eagle Scout project at the Comsewogue Community Garden on Terryville Road in Port Jefferson Station. I am replacing the current garden shed with a new one. 

I am writing because I would like to share how impressed I am with the garden and the amount of work that volunteers have put into making the garden so beautiful and welcoming. This includes growing fresh vegetables and a pollinator garden. More recently a Girl Scout troop started a sensory garden. 

This is a special place in the community and I think more people should know about it. I am hoping that students can take field trips to visit the garden and community members can take advantage of this beautiful space.

Happy 60th birthday to public transportation on Long Island

This July marks the 60th anniversary of federal government support for public transportation. The success of public transportation can be traced back to one of the late President Lyndon Johnson’s (D) greatest accomplishments which continues benefiting many Americans today. On July 9, 1964, he signed the Urban Mass Transportation Act of 1964 into law. Subsequently this has resulted in the investment over time of billions of dollars into public transportation.

Millions of Americans today on a daily basis utilize various public transportation alternatives. They include local and express bus, ferry, jitney, light rail, subway and commuter rail services. All of these systems use less fuel and move far more people than conventional single occupancy vehicles. Most of these systems are funded with your tax dollars thanks to Johnson.

Depending upon where you live, consider the public transportation alternative. Try riding a local or express bus, para transit or commuter van, ferry, light rail, commuter rail or subway. 

There is MTA LIRR, NYC Transit bus and subway, Suffolk County Transit Bus, Huntington Area Rapid Transit (HART) Bus and Nassau Inter-County Express (NICE) Bus.

By using MTA Metro or OMNY cards, there are free transfers between the subway and bus. This has eliminated the old two-fare zones making public transportation an even better bargain. Purchasing a monthly LIRR or MTA subway/bus pass reduces the cost per ride and provides virtually unlimited trips. In many cases, employers can offer transit checks which help subsidize a portion of the costs. Utilize this and reap the benefits. It supports a cleaner environment. 

Many employers now allow employees to telecommute and work from home. Others use alternative work schedules which afford staff the ability to avoid rush-hour gridlock. This saves travel time and can improve mileage per gallon. Join a car or van pool to share the costs of commuting. 

The ability to travel from home to workplace, school, shopping, entertainment, medical, library, etc., is a factor when moving to a new neighborhood. Economically successful communities are not 100% dependent on automobiles as the sole means of mobility. Seniors, students, low and middle income people need these transportation alternatives. Investment in public transportation today contributes to economic growth, employment and a stronger economy. Dollar for dollar, it is one of the best investments we can make.

What better way to honor the late President Johnson and all that has been achieved these past 60 years in public transportation by continuing funding the federal Highway Trust Fund and Mass Transit Account.
