News of the COVID-19 vaccine was met with immense excitement and demand after the pandemic ravaged for almost a year with no apparent light at the end of the tunnel. 

Excitement stifled among New Yorkers, many say, as the distribution of the vaccine supply in New York state has been filled with supply issues, appointment cancellations and an online portal that is difficult to navigate.

Distribution began with health care workers in December (Phase 1a) and on Jan. 11 (Phase 1b) expanded to other frontline workers such as teachers and police officers, along with anyone ages 65 and older. 

This seems to have been when the demand surged out of control. Long Islanders have been trying to access the portal to make an appointment only to find available appointments to be both miles and months away, leaving residents to consistently call the New York State hotline, hoping for a cancelation and appointment to open up — a process especially challenging for elderly residents. As of Feb. 8, the state has received 2,808,825 vaccinations and administered 2,228,567. On Long Island, 82% of the vaccine doses distributed have been used. There are about 7 million eligible residents throughout the state. 

On Feb. 15, those with certain comorbidities and underlying conditions will be eligible to sign up for appointments.

“The entirety of our week seven allocation was delivered to providers yesterday and already New York has administered 90% of its first doses while prioritizing fairness and equity,” Gov. Andrew Cuomo (D) said in a statement. “Week after week we exhaust our vaccine supply and are basically left waiting for the next week’s delivery. This is not unique to New York. It’s happening in states across the nation because the previous administration grossly mismanaged and politicized the vaccine distribution process from the beginning by not ordering enough vaccines from manufacturers. With new leadership in Washington, the light at the end of the tunnel is in sight but we must manage our expectations. Production of the vaccine alone will take six to nine months. In the meantime, we will continue to distribute the supply we do get quickly and fairly as we have from the start.”

To try to find out the best way to go forward, TBR News Media spoke with a bipartisan group of local elected officials to ask what we can hope for in the future, where they think the biggest problems are in the distribution chain and whether or not they have received the vaccine.

Congressman Lee Zeldin (R-NY1) 

“We need to make it easier, not harder, for New Yorkers to get the coronavirus vaccine who want it,” Zeldin said in a statement. “New York’s rollout has been an unmitigated disaster: Unused coronavirus vaccines sitting in freezers for weeks, doses ending up in the trash, local health departments overwhelmed with vaccine demand, thousands of appointments canceled, New Yorkers showing up to appointments only to be turned away and more. While these drug companies need to continue ramping up the production and distribution of vaccines, the state needs to ramp up its strategy, rules and communications.”

“While I believe vaccine distribution should be prioritized to those who need it most — the elderly, frontline workers and more — as soon as the doctors say it’s my turn, I won’t hesitate to get it.”

When asked about the state health department lacking vaccine supply from the federal government he said, “Drug companies need to continue ramping up production and distribution, but when these vaccines get to states around the country, they need to be put into people’s arms effectively and efficiently, not thrown in the trash.”

Brookhaven Town Councilwoman Jane Bonner (R-Rocky Point)

Bonner said that the issue with the distribution is at the federal level. “President Biden [D] said throughout the entire campaign that he had a plan [for vaccine rollout] and clearly he doesn’t,” she said. “Never make campaign promises that you can’t keep.”

Bonner has been working with her elderly constituents to try and guide them to the New York State website, or to the hotline.

“Seniors have lost so much throughout this pandemic,” she said. “They really need to be able to socialize and go out again. We need to work together for our seniors, and to get the schools and businesses open.”

Bonner has not yet received the vaccine, as she wants elderly people to receive it before she does.

County Legislator Sarah Anker (D-Mount Sinai)

Anker has sent letters to Cuomo, as well as U.S. Sens. Chuck Schumer (D-NY) and Kirsten Gillibrand (D-NY) seeking answers for the failures in the vaccine rollout.

In a letter to the governor dated Jan. 11, Anker conveyed the frustrations of senior citizens and  essential workers trying to get appointments immediately after the  Phase 1b distribution, only to find out they were already booked

“As the Suffolk County chairwoman of both the health and seniors committees, I am writing to acknowledge my frustration and concerns regarding the disbursement of the COVID-19 vaccine in the county,” she wrote. “With my district having one of the largest senior populations in Suffolk County, I offer the suggestion of providing accessible locations, including community on-site availability, to our senior communities who are more at risk of COVID-19. While I appreciate the many Suffolk County staff members doing their best to facilitate the vaccination process and the patience and cooperation of the residents eagerly awaiting their turn in getting inoculated, I ask that a more cohesive process be implemented as soon as possible as we move forward in dealing with the COVID-19 pandemic.”

Anker wrote to Cuomo again Feb. 3. “Since the county is not able to provide vaccinations to our senior citizens under New York State executive order 202.91, it would be helpful to have a comprehensive list that outlines all locations, including pharmacies and other vaccination sites,” she said. “Without this information, we as elected officials cannot provide our constituents, in particular our senior citizens who may not have the ability to register online, with accurate information and guidance about how and where to receive the COVID-19 vaccine.”

Anker also stated in the letter the Suffolk County Disabilities Advisory Board advised her that accommodations were not being made for disabled people at state-run vaccination sites. For instance, the New York State COVID-19 vaccine form, which patients are required to fill out before receiving the vaccine, does not have a braille version nor is it compatible with screen reading software for the blind. Anker also reached out to Schumer and Gillibrand on Feb. 3. expressing concern with the limited federal supply of the vaccine being distributed to the county.

“Currently, the vaccinations that are available are a mere fraction of what our constituents need, and the current climate is getting more desperate. Increasing vaccinations are not only the best way to combat the pandemic, but paramount to keeping our large population of seniors and others healthy,” the letter read.

“I say I’m like a dog with a bone,” Anker said. “I will not let this go until I’m assured that this process is fixed. I don’t want to wait a week. I don’t want to wait a month. I know that we may not have the vaccines right now, I understand that,but while we’re waiting fix the process.”

She said she has been working with local pharmacies to try and get them a supply of vaccines, as well as local senior communities to figure out their vaccination plans.

Anker has not yet received the vaccine but said that she “probably will” once she is eligible.

County Legislator Nick Caracappa (R-Selden)

“I believe I share the same view as many residents of Suffolk County in that the initial rollout of the vaccine was a disaster, with the short supply and limited venues of distribution,” he said in a statement. “Recently, this office has aligned with other county, town and state officials in demanding that the governor stops ignoring the needs of Suffolk County. Additionally, I’d love to see the New York State health commissioner and local government agencies collaborate to expedite supply and distribution of the COVID-19 vaccine to our frontline workers, essential workers and vulnerable senior citizens.”

“The time is now to get our residents a sufficient supply of the vaccine to combat this deadly virus once and for all,” he added. “I encourage all those who are eligible for the vaccine to sign up as quickly as possible. Although I haven’t received the vaccine to date, I intend on doing so once I qualify in accordance with New York State guidance.”

When asked to expand on what he meant by the governor “ignoring the needs of Suffolk County,” as well as how specifically the state health department and local governments could collaborate, he said, “The governor should have sent more doses to Suffolk County and more specifically to Brookhaven Town. County and town agencies have the venues available to provide ample locations to receive these much-needed vaccinations and easing the overcrowding we are experiencing at the limited locations currently available. We should work collectively with the state, county and town to arrange for these vaccines to be expedited and administered to those who need them. We all knew this vaccine was coming but the preparation to distribute was completely mishandled.”

State Assemblyman Steve Englebright (D-Setauket)

“New York’s vaccination rollout and its online system for determining eligibility and booking appointments has resulted in a great deal of anger and frustration for residents anxious to get vaccines for their parents or themselves,” Englebright said in a statement. “We need to have a simple, more user-friendly system for signing up online for  vaccines.  A universal preregistration system where eligibility can be approved, and appointments allotted as doses arrive would save us all a lot of time and angst.”

Although he has yet to be vaccinated, he knows the importance of getting it to Long Island seniors. 

“It makes little sense for residents of retirement communities to make appointments and travel separately to mass vaccination centers when medical teams can bring vaccines to them. For seniors who have their homes in the community and, soon, residents with comorbidities, there should be pop-up vaccine centers run by hospitals or the County Department of Health at local libraries and senior citizen centers. Elected officials on the state, county and town levels could help get the word out to their local communities.”

Hahn shared constituents frustrations regarding the New York State online registration system and expressed regret that she is limited in what she can do to reform it as a county legislator. She called the process of seniors trying again and again to get an appointment without success as “dehumanizing.”

“I feel their pain,” she said.

Hahn has been working with the county to establish distribution locations within the community for when supply is more abundant.

She has not received the vaccine, as she is not yet eligible but said she will when she is.

Smithtown Town Supervisor Ed Wehrheim (R)

Wehrheim said that he signed a letter to the governor Jan. 14, in coordination with the Suffolk County Supervisors Association asking that essential town workers be vaccinated. He said that a lot of town workers were exposed to COVID-19 in recent weeks and he was concerned, but if they were still quarantined when the storm hit, town workers would still be quarantined.

“The majority of our employees still are not included in any vaccine schedule as of today, endangering our abilities to provide essential services like senior meal delivery, animal shelter staffing, duties of the town clerk and the functions of our building departments,” the letter read. “Should these workers be included in a phase in the near future … allow us to help the process by setting up vaccination sites in each of our towns and by including municipal workers in the next phase of vaccine rollout to ensure that our essential services are not disrupted.”

Wehrheim said that he had not yet heard back from the governor. He also has not personally received the vaccine.

Smithtown Town spokeswoman, Nicole Garguilo, said the town has received approval from the county to use Nesconset and Branch Brook elementary schools as vaccine distribution sites as supply becomes more widely available. “If the county doesn’t get the number of vaccines from the state that they require, they’re not going to greenlight any other vaccine distribution sites,” she said.

Another roadblock is the fact the site needs to be staffed with certified vaccinators, a process that takes four-to-six weeks. While the site must be supervised by a nurse practitioner, physician’s assistant or a licensed physician, pharmacists, midwives, EMTs, medical students, podiatrists, dentists, dental hygienists and students in medical studies programs can get certified to give the vaccine, pursuant to New York State guidelines.

Garguilo said the town is working on partnering with a private pharmacy or hospital in order to streamline the vaccine process. The town’s priority would be to get vaccinations for teachers, as well as seniors in assisted living communities who live on a fixed income and are generally not technically savvy.

“That would make the biggest impact in the shortest amount of time,” she said. You would give the schools everything they need to get back to in-person learning and you would help the people who have those who are in that high-riskcategory that have suffered the most through this pandemic,” she said. Ideally, they would have “targeted vaccine weeks” in which they would focus on vaccinating the schools, and the senior population, one at a time.

Mattera said the “whole” problem with the vaccine distribution is a lack of federal supply being delivered to the state. “Every CVS, every Walgreens, every pharmacy, just like with the flu shot, could go and get the supplies and give it, our residents could go right around the corner from their home to go and make this easy … the problem is the federal government releasing as many [vaccines] as they can.”

When asked what he thinks the realistic timeline for the vaccine to be widely available is, Mattera said, “I really wish I could answer that. If I had the crystal ball, I guess I would be a hero. I just really feel the more companies that the FDA approves … there’s going to be more that’s going to be distributed out there.”

He is specifically optimistic for the Johnston & Johnson vaccine, which will be administered in a single dose. He also said that he has not personally received the vaccine, as he “wants everyone else to go” first. He emphasized the importance of following social distancing measures and wearing a mask to continue to curb the spread of the virus.

County Legislator Rob Trotta (R-Fort Salonga)

Trotta said the state should have granted eligibility to a smaller population, such as those 85 years old and over, studied the backlog, and then opened it up to other groups such as teachers.  Cuomo “created the panic,” he said. Trotta added the state was “giving people the hope that they’re going to get [the vaccine], and in doing so “clogged the system up.”

“Anybody with common sense would never do that,” he said.

Trotta has not yet received the vaccine because he is not yet eligible, but he was able to secure his parents an appointment at Jones Beach after spending hours on the computer attempting to secure one.

“Everyone was very nice,” he said. “The National Guard’s running it. It went very smoothly, and it could have all been like that if they would have just opened it up slower.”

State Assemblyman Steve Stern (D-Dix Hills) 

“The COVID-19 vaccine is a light at the end of the tunnel and our best hope for recovery from the pandemic for our health standpoint and for our economic recovery,” Stern said in a statement. “I share the frustration that my neighbors feel about the scarcity of vaccines, difficulty securing appointments and a hard-to-navigate system. New York has been receiving 250,000 vaccines a week for the entire state, which has 19 million residents, seven million of whom are eligible under current CDC guidelines. This is clearly inadequate and totally unacceptable. Our new administration in Washington is actively working to procure and produce more vaccines, vials, syringes and to develop logistical support to enable the states to vaccinate at least 150 million Americans by the end of March. Our office has been working with our partners in state government to ensure that we receive our fair share of vaccines and that residents are kept informed about how they are vaccinated when they are eligible. I have not received the COVID vaccine and like my neighbors, will wait until it is my turn. It is in all of our interests to have as many of our neighbors vaccinated as soon as possible to bring an end to the pandemic.”

County Legislator Susan Berland (D-Dix Hills)

“Suffolk County is ready with the infrastructure and personnel necessary to help vaccinate the public,” she said in statement. “The problem we’re facing now is that we don’t have enough vaccines. Recognizing that demand is clearly outpacing supply, I will continue to advocate for increased supply from the state and federal governments so we can reach our goal of vaccinating 75% of our eligible residents as soon as possible.”

Berland said she is “neither eligible for, nor has she received, the vaccine.”

State Sen. Jim Gaughran (D-Northport)

“What we’ve seen so far has been problematic,” Gaughran said. “The biggest issue is twofold: One is the lack of supply coming out from Washington, and what I think made it even worse was that the state was told it was going to get a supply that it never got; and two, the rollout itself, including at the state level, has been problematic.”

He acknowledged that there have been issues with the state website crashing, and appointments being made when there was a lack of supply. 

“It’s been a mess, but I believe it’s going to get significantly better,” he said “I think you’re going to see an addition to the large state-run sites, large county-run sites. Eventually it will be distributed even more on a community-by-community basis.” He is hopeful that the senior population can be vaccinated within “the next month or so.”

Gaughran added he has pushed for additional community pop-up distribution sites, as well as a plan to vaccinate seniors that are “shuttered in their homes.” He also acknowledged seniors are having difficulty navigating the vaccine website and there needs to be a solution to make it more accessible. He said that he worries that once the vaccine becomes more widely available, people are going to be making cancelations to try and get an earlier appointment which could create a “bureaucratic nightmare,” and feels as though there needs to be a system in place to prevent that from happening.  

The state senator said that he has not yet received the vaccine, as he is not a member of any occupational group that is eligible, nor is he over 65. 

“I’m waiting for millions of other people to get the vaccine before it’s my turn,” he said. “But once it is, I’m going to sign up.”

Spencer said that his office has been getting calls from seniors, who are having trouble getting on the phone, or going on the computer to make an appointment. 

“For seniors that may be less tech savvy, to go online and make the appointment is not so easy for them,” he said. “My wife was able to do it for her parents, but she had to do it, they would never have been able to do it. Sometimes the website is down, sometimes the hotline is down, so I think that that’s probably one of the biggest things is expanding that infrastructure once you’re actually doing the vaccines. I think this is almost as much as an IT job as it is a health department job.”

Spencer stressed the importance of making sure the vaccine is going into underserved areas, not only in the United States but around the world. 

“I believe there’s a lot of nationalism that’s going on right now. People are like, ‘We’ve got to get enough vaccines for people in our country,’ and I can understand that, but there’s definitely been some reports that if we don’t vaccinate in a lot of our third-world countries, it will become  not only a humanitarian crisis, but it’s an economic crisis too.”

Spencer is focused on ensuring that vaccines get to communities of color hard hit by the pandemic. 

“If we don’t get enough vaccinations in areas where there are Hispanic and African American populations, where they may be in close quarters there’s less opportunity for social distancing, we’re not going to be able to control the virus as effectively,” he said. He added that he is advocating to place vaccine sites in communities like Brentwood, Huntington Station, Central Islip and Gordon Heights that are walkable.

Spencer has not yet received the vaccine but will do so once he has “the opportunity.”

 

 

Brookhaven Town Councilwoman Jane Bonner and Valerie Catright have considered running for the state senate district 1 seat.

State Sen. Ken LaValle’s (R-Port Jefferson) announcement he would not be seeking reelection has suddenly bolstered both party’s efforts to get a candidate into the 1st District seat.

Several Democrats have already stepped up to run, including Parents for Megan’s Law founder and Port Jeff resident Laura Ahearn, Suffolk County Community College student and Mount Sinai resident Skyler Johnson and Tommy John Schiavoni, a Southampton Town Board member.

Johnson said he thought it was good LaValle was retiring after so long in office. The young Democrat took a shine to a primary that “allows people to hear what candidates have to say, to help us flesh out our ideas.”

Ahearn thanked LaValle for his years of service, adding that now the venerable senator is no longer running, she “looks forward to continuing meeting and listening to voters of the 1st Senate District.”

Suffolk Democratic Committee Chairman Rich Schaffer did not return multiple requests for comment, but has made previous statements to other newspapers that have perked the ears on both sides of the aisle. 

Quickly upon the news of LaValle not seeking another term coming out Jan. 8, rumors quickly circulated who else was on the shortlist. While some rumors pointed to Port Jefferson Mayor Margot Garant wishing to seek the seat, she strongly put the idea aside, saying she did not want to step into that arena. 

The other person most rumored to be running was Brookhaven Town Councilwoman Valerie Cartright (D-Port Jefferson Station), who has yet to make an official announcement but responded to inquiries by saying, “The county chair indicated that I would be running — his statement is correct.”

On the Republican side, rumors circulated that Kevin LaValle (R-Selden) would look to take up his cousin’s seat, but the town councilman said he currently resides outside the district boundaries and cannot run for the position. 

Suffolk Republican chairman, Jesse Garcia, said he already had a shortlist for Ken LaValle’s seat that included Assemblyman Anthony Palumbo (R-New Suffolk), Riverhead Town Councilwoman Jodi Giglio, and even Brookhaven council members Dan Panico (R-Manorville) and Jane Bonner (R-Rocky Point).

Palumbo said while it would be a step-up, his current leadership position in the Assembly, and the young age of his two children, one 12 and the other 15, might make it a tough call. 

“It wouldn’t foreclose a future run,” he said.

When asked about the prospect of running, Bonner said, “There are a lot of people exploring their options. … I’ve been approached by numerous people to consider it and I am. It’s a conversation I’ll have to have with my family and husband. It is a decision that’s not to be made lightly.”

Road issues and health/odor complaints from the town landfill have become a major bane for residents in the Town of Brookhaven, and local incumbents and challengers have made it a major point of their election campaigns.

The Sound Beach Civic Association hosted debates Oct. 8 for Brookhaven town candidates in The Village Beacon Record area as Long Island quickly slides toward Election Day Nov. 5.

The room was flanked with both Republican, Democratic and a few third-party candidates.

Perhaps the most contentious town race is for supervisor, with young Democratic challenger Will Ferraro facing the well-established town Supervisor Ed Romaine (R).

Romaine lauded his and the town’s accomplishments in the seven years since he was first put in office during a special election in 2012. He talked about recent intermunicipal agreements combining districts to save residents money, including ending the Sound Beach and Setauket water districts that gave a small check to residents of those defunct districts.

In terms of roads, Romaine cited the proposed town budget that includes a $150 million pot of funds for the Highway Department from both bonds and reserves from the tentative capital budget.

Ferraro, who has worked as a legislative analyst for the New York State Assembly and a political activist, spoke of the three main issues of his campaign: the quality of Brookhaven’s roads, a plan to reconfigure the town’s recycling to bring back monthly glass pickup, and a public plan for air quality issues around the town landfill.

“This election is not going to be about credentials, it’s about credibility,” he said.

When an audience member’s question was brought up about the town’s website, saying that it was purposefully convoluted, the supervisor said the town has worked hard to make everything easily available and to make town matters transparent. Ferraro retorted, “I agree with [Romaine] I don’t think it’s intentional, they really think that’s what a website is supposed to look like in 2019.”

The landfill was recently cited by the New York State Department of Environmental Conservation over odor complaints and was ordered to spend $150,000 on the landfill or face a fine of $178,000. Romaine said the odor complaints were from last December and occurred because of the process of currently capping portions of the site in the Brookhaven hamlet. The town is looking to set aside $20 million to deal with the impact of the landfill closing in 2024.

“We are definitely going to look at how we are going to handle solid waste — that is something we will be working with all the communities in Brookhaven,” he said.

Ferraro responded that Romaine was diluting the complaints that residents living close to the landfill have had, both in terms of odor and health issues they claim have come from the dump. He criticized Romaine for leaving his state appointment to the Long Island Regional Planning Council in 2018 and said more needs to be done to test the air quality in the area surrounding the landfill.

The day of the debate, Newsday had published its endorsement for Romaine, who held up a printout to show to the audience. Ferraro said, “that endorsement will be in Newsday tomorrow, it will also be in my cat’s litter box tomorrow,” to the moans of several audience members.

Though he had planned to attend the debate, town Highway Superintendent Dan Losquadro (R) had to cancel at the last minute, and his second-time Democratic challenger Anthony Portesy spoke up instead about his plans to remedy town road issues.

He advocated for his six-point plan, complaining about the town’s practices of “mill and fill” for fixing roads with topcoats that crumble in a short time and for not fixing drainage issues. He also talked about creating a priority list by working with the town council, and then posting that publicly online to see which roads are getting done based on the level of funding. He also called for the need to advocate for more state and federal funding for road repairs.

“We need to get out of this duct tape and Band-Aid operation,” he said. “I want to make sure we’re creating a long-term mission for the Town of Brookhaven.”

Democrat Sarah Deonarine is challenging Councilwoman Jane Bonner (R-Rocky Point) for the District 2 seat.

Bonner said the issue with recycling was the market has collapsed, a problem not just for Brookhaven but for every municipality across the U.S. Since the market for glass has fallen through the floor, the town has been taking glass at drop-off sites and using them for lining the landfill.

“What is better recycling than that?,” she said.

Regarding the landfill, she said the town has steadily increased its landfill closure account to deal with the impacts of when there will be nowhere on the island left to dump ash or debris, though they have taken the odor complaints “very seriously.” She said the best plan is to turn the landfill into an “energy park.” 

On the issue of recycling the Democratic challenger cited other towns that currently accept other materials, promising to model their collection system after them. She also called out the town’s response to the DEC’s order regarding the landfill. She said she has “connections” around the island, and with those they could start a work group that could look at the health impacts of the landfill.

“The town should recognize that people are getting sick there, set up our own [odor] hotline, and invest in the people in the area to get better,” she said.

On Monday, Oct. 14, the Sound Beach Civic Association will host a second debate moderated by the Suffolk County League of Women Voters between Suffolk County Legislator Sarah Anker (D-Mount Sinai) and her Republican challenger Gary Pollakusky at the Sound Beach Firehouse located at 152 Sound Beach Blvd. People can come at 6:30 p.m. to write out questions for the debate starting at 7:30 p.m.

The accident-prone intersection of Route 25A and County Road 21 in Rocky Point could be getting a new traffic light that local officials hope will curb injuries and fatalities.

“In response to community interest, the New York State Department of Transportation will update the traffic signal at Route 25A and County Road 21 with a protected left turn indicated by a green arrow phase for vehicles turning left from eastbound Route 25A onto northbound [Hallock Landing Road],” said Stephen Canzoneri, public information officer for the regional DOT office that covers Suffolk County. “This is being done following an extensive review of the intersection and will reflect the traffic pattern for westbound Route 25A.”

Canzoneri said that a new left-turn signal will be installed by the state DOT in September. A protected turning light allows drivers in the turning lane to strictly take a left while other drivers going straight are stopped at a red light. Westbound Route 25A already has a protected turning light.

Town of Brookhaven Councilwoman Jane Bonner (C-Rocky Point) said the intersection has a long history of vehicular incidents over the years. The best way to avoid problems there, she said, was to avoid making left turns onto Route 25A or Hallock Landing Road.

“That’s a very busy intersection, and there’s a lot going on there,” Bonner said. “People need to drive defensively and plan their routes so they don’t have to make a left.”

Bonner has been in contact with state DOT officials and they have sent surveyors out since 2017 to analyze the dangers of the intersection, she said.

The intersection at the corner of Route 25A and Rocky Point Yaphank Road, as Route 21 is also known, is a notoriously dangerous intersection with new accidents reported every year, some of which have caused fatalities, such as the death of Rocky Point resident Carol Sardegna in September 2016. One recent crash occurred Aug. 15 at the intersection, according to the Rocky Point Watch Facebook page.

The state DOT said it would not install a left-turn arrow northbound and southbound on County Road 21 because it would reduce time for vehicles on both roads, according to a state DOT letter received by Bonner. The letter also said the state department plans to relocate the east and southbound STOP bar pavement markings and upgrade the County Road 21 crosswalks to be more visible.

Bonner said she believes the turn signal should help reduce accidents at the intersection.

“People by law will only be able to make a left when you can,” Bonner said. “It doesn’t mean people still won’t try to do it, but I feel confident more people obey turning signals than not.”

As drivers hurtle down Route 25A from either direction into the hamlet of Rocky Point they are met by a crossroads. If they keep straight, they will link up with North Country Road and head into the Rocky Point business district lined with shops, restaurants and services. If drivers take a right and continue along Route 25A, they circle around North Country Road, bypassing all those businesses.

It’s been the story since the bypass was constructed in the late 1990s, but it’s just one of the challenges facing business owners in Rocky Point’s commercial district as they wait to see much discussed revitalization.

“The bypass really put downtown on life support,” Brookhaven Town Councilwoman Jane Bonner (C-Rocky Point) said. “You can’t just put a bubble around Rocky Point — you can’t just freeze it in time — but I say you have to have a healthy respect for the history of it and plan your development sensitively.”

Revitalization has been planned for years and small steps taken, but much is left to be desired by those yearning for a vibrant downtown along North Country Road and Broadway, hoping to return back to the prosperity of the mid-20th century, when Rocky Point’s population experienced a boom and new businesses flourished. While new restaurants like the Broadway Market have created a sensation, the memory of stores that have closed down also looms, such as when in April 2017 McCarrick’s Dairy, an utter staple in the community that had been open for 71 years, closed its doors.

While Rocky Point is the only hamlet between Riverhead and Port Jefferson that has a semblance of a real downtown, its small size and limited space have led to unique revitalization issues. As also arises whenever the term revitalization gets thrown around, retaining the historical aspect of the downtown while growing it with a mind toward the future is a delicate balance.

In 2007 the Town of Brookhaven paid Vision Long Island, a nonprofit that advocates for transportation-oriented development, for a charrette about Rocky Point revitalization that was released in 2008. The plan called for a combination of retail, business and residential all in one place, much like what has been attempted in Patchogue, Farmingdale and dozens of other pockets of Long Island. That plan was rejected by the community, which felt it would destroy the small town feel of the area.

“[The Vision plan] was much too aggressive in pro-business and development,” president of the Rocky Point Civic Association Charles Bevington said. “I’m in favor of slow-growth opportunities for small businesses and restaurants. You know you can’t come in and dictate development. We have too many problems with water. We have too many problems with nitrogen in our systems.”

Eric Alexander, the director of Vision Long Island, said his organization’s plans hinged upon sewers, which the community rejected.

“They wanted goods, services and restaurants, something walkable and quaint but that was as far as they wanted it,” Alexander said. “That’s fine, but the numbers didn’t work without the sewers. Revitalization has gone in a few different directions since we left them.”

Some residents said sewers would only be a hindrance to the community’s growth.

“You can’t get the density on Broadway to support the cost of sewers,” said Linda Albo, the owner of Albo Real Estate on North Country Road. “Downtown is just not the right place for sewers.”

In 2012 and 2013 Bonner and Brookhaven secured a $1.2 million grant for road and traffic light improvements along North Country Road. It included setting up new light fixtures and fixing the curb cut along the main road’s intersection with Broadway. Yet real revitalization that would bring business flooding downtown is still a dream, even as some think its advent is just on the horizon.

Mark Baisch, the owner of development company Landmark Properties Ltd., is the latest to attempt to reinvigorate downtown Rocky Point. Its On the Common project promises 40 one-bedroom apartments for seniors inside 10 buildings located along Prince Road and King Road, just north of North Country Road. Also included are plans for a large green space along Prince Road set up for community activities such as the Sunday Rocky Point Farmers Market and a new VFW Memorial Museum right in front of the Brookhaven municipal parking lot. A quarter of the apartments will be reserved for veterans, Baisch said.

The apartments hold a distinction from other residential projects meant to stimulate downtowns. While projects in Patchogue and Ronkonkoma have tried to get young people living in space that is part residential and retail, Baisch said he hopes to do the same with the 55-and-older community.

“There is a huge need for it,” Baisch said. “There’s so many 90- to 100-year-old people living up in the hills of Rocky Point, and nobody even knows they exist. They sit in their house with the rooms closed up not knowing if they’re going to have a way to get out of the next snowstorm. It’s not a great way to live out your twilight years.”

Some residents are looking forward to the On the Common project with the possibility of leaving home ownership behind.

“I think it is a great idea,” Rocky Point resident Claire Manno said. “I am a senior citizen and have lived in Rocky Point for 20 years. I will have to sell my house eventually because we can’t afford it for much longer. I’d like to stay in the area if possible.”

Other community members questioned why there will only be one-bedroom apartments available.

“I became disabled two years ago,” Rocky Point resident Christine Cohn Balint said. “I have a three-story home and I cannot manage stairs. So we will be selling. But this ‘community’ will not be built for me — they won’t be ready. One bedroom only? They should offer two bedrooms also, if so I’d consider it.”

Baisch said he hopes to start construction around October.

There is hope in the community that good things are coming. The Broadway Market, which opened in March, has made a big splash. Some also looking point to plans in 2019 to start construction on the Rails to Trails project, which will create a biking and hiking path along the old rights-of-way and train rails that run parallel to the North Shore. That path will run north of North Country Road and give people walking and bike access directly into the heart of the commercial district.

“The Rails to Trails is going to have the biggest positive impact,” Bevington said. “It’s going to be along the line of walking and bicycling, and we have two bicycle shops in town that can be aided by the project. That’s really something.”

Alexander said he believes while there wasn’t community support for his organization’s plans, these upcoming projects could result in something good for the area.

“The community has to trust the change, any change that occurs,” Alexander said. “There are a lot of good people over there working in good faith — people who care deeply about the community — that’s what’s most important.”

Elected officials in Brookhaven Town are taking steps that could both lengthen and shorten their time in office.

The board voted to hold a public hearing Aug. 2 on the idea of instituting a three-term limit on elected positions while also extending the length of a term from two to four years at a June 26 meeting. This would limit officials to 12 years in office.

Brookhaven is currently the only town on Long Island with two-year terms for elected officials, according to Supervisor Ed Romaine (R).

“I’m supporting it because when you have the entire government turn over every two years it can provide for a lack of stability,” Romaine said on changing from two-year to four-year terms. “You don’t have the constant churning in politics that can sometimes undermine the system. It allows for long-range planning and programs. It takes the politics out of local government.”

Councilmembers Valerie Cartright (D-Port Jefferson Station), Jane Bonner (C-Rocky Point) and Kevin LaValle (R-Selden) each expressed similar sentiments when asked if they intend to support the idea. They said having to prepare to run for office every two years hinders their ability to complete and implement projects, especially pertaining to land use, which they said can take time.

“I believe there’s merit in establishing term limits and four-year terms,” Cartright said, but said she intends to keep an open mind and let residents weigh in. “It lends itself to better government.”

Specifically on limiting officials to three terms, LaValle said it should encourage fresh ideas and new faces stepping up to run, which he viewed as a positive, calling it a good combination both for government and residents.

If these changes are approved by the board, the proposal would go to a referendum vote in November giving taxpayers the opportunity to ultimately decide the idea’s fate. It could impact the town supervisor position, each of the six council seats, superintendent of highways, town clerk and receiver of taxes starting as of 2020.

“I think it will be a very interesting referendum on the ballot to see what people want,” LaValle said.

Bonner said she has changed her mind on term limits, saying she was among those who view Election Day as the inherent way to limit the term of a politician failing to serve their constituents.

“What it will essentially do is create not just good government, but better government,” Bonner said.

In January, the Town of Huntington passed similar legislation limiting all elected positions, to three terms of four years each.

“The town is going to be much better off,” Councilman Gene Cook said upon passing the legislation. He proposed the idea to Huntington’s board in June 2017. “Elected officials have an upper hand and can be there forever. Now, we’ve sort of evened the field today. It took a long time, far too long, but I’m glad it’s done.”

Town of Brookhaven residents will fill the Pennysaver Amphitheater at Bald Hill to declare war on addiction April 21.

Hosted by Councilwoman Jane Bonner (C-Rocky Point), Brookhaven Town and Hope House Ministries, an
organization with locations across the North Shore dedicated to providing support for those in need, including those suffering from addiction, the War on Addiction Rally will serve to both raise awareness and funds. All proceeds raised by the event will benefit Hope House Ministries to support its work in fighting addiction and assisting in the care of those trapped by drug and alcohol abuse.

The event is being dedicated in memory of Billy Reitzig, a Miller Place resident who died as a result of a heroin overdose in 2016 when he was 25 years old. The rally will feature speakers, self-help experts,
community leaders and local celebrities sharing personal experiences, as well as raffles and activities geared toward children, according to a press release for the event.

With an extra push from the town, Rocky Point Fire District is setting its sights on early June to begin construction of a more durable and up-to-date firehouse in the footprint of its existing one at 90 King Road. The $8.5 million project, approved by the public in a vote in August 2017, also includes the acquisition of a new aerial ladder truck.

During the Jan. 25 Town of Brookhaven board meeting, council members voted to waive the project’s site plan requirements and building fees, turning an administrative review over to its Department of Planning, Environment and Land Management instead of outside engineers. This reduces the overall cost to taxpayers and speeds up the “shovel in the ground” process, according to fire district officials.

“Every little bit helps,” said Rocky Point Fire District Vice Chairman Kirk Johnson, who was unable to provide the exact costs the fire district would be saving at this time. “It’s not astronomical, but there are significant costs, and those things add up.”

Fire district officials have been working alongside architect group Hawkins Webb Jaeger since last year to fine-tune the design of the new firehouse — which the project’s architect said will be made of natural stone as opposed to brick; consist of pitched roofs and a hidden flat roof for storage of mechanical equipment; and include a spacious meeting room as well as a “ready room” for responders, who currently have to put on their gear in the way of incoming and outgoing fire trucks.

The building will also be up to Leadership in Energy and Environmental Design standards, the most widely used green building rating system in the world; include energy-efficient LED lights; and be equipped with better, more cost-efficient heating and cooling systems.

It was designed to have a “more residential feel” than the existing, decades-old building, according to Michael Russo, an associate architect at Hawkins Webb Jaeger.

“We felt this would be the bookend to the north end of the Rocky Point business district and something that works well for the edge of a residential community and the end of a North Shore downtown center,” Russo said.

Councilwoman Jane Bonner (C-Rocky Point) spoke of the benefits of the new design.

“It’s a very modest firehouse, very traditional looking, and it will blend in nicely in the community and downtown,” she said. “The fire district is very fiscally conservative, but the first responders don’t have room, they respond to an enormous amount of calls and the building isn’t very energy-efficient. This needs to be done.”

Russo and Johnson said upon breaking ground in June, they hope to complete construction of the new building’s apparatus bay by winter, so the fire vehicles can be stored and protected against freezing temperatures. During construction, fire district personnel will work out of portable trailers and possibly garages being offered up by community members.

Johnson said he estimates the project will take up to a year to complete. The fire district will be going out to bid for contractors in the coming months.

Romaine an asset to town

An undeniable by-product of the heated and often circus-like 2016 presidential election is a booming pool of highly qualified and energized people throwing their names in the ring to run for political office. This phenomenon is perfectly embodied by the Town of Brookhaven supervisor race.

Incumbent Supervisor Ed Romaine (R) often begins speaking engagements with the line, “It’s a great day for Brookhaven.” It is our belief that the day he took office in 2012 was a truly great day for Brookhaven. His experience as a public servant and ability to create partnerships seamlessly with Democrats and Republicans alike make him an asset for our town. He’s willing to fight for what he feels is right for the people of the town. Period.

On the other hand, his challenger Jack Harrington, a Democrat and resident of Stony Brook, is a qualified, young candidate with obvious confidence and leadership skills. He too would be an asset to any community lucky enough to have him as a public servant. We hope this first attempt at political candidacy is just the beginning for him, and the Democratic party within the town and Suffolk County would be wise to keep tabs on him and keep him in mind in the future should he fall to Romaine Nov. 7. If candidates like Harrington continue to come forward and run for office, our local politics can only benefit.

Despite Harrington’s qualifications, he’s not quite Romaine. We proudly endorse Romaine to remain Brookhaven’s town supervisor for another term, and if he maintains his track record and values when it comes to protecting the environment and exemplary financial management, this probably won’t be the last time this publication stands behind him.

1st District

Cartright to keep things in check

Checks and balances in government are everything, on all levels. In the Town of Brookhaven, 1st District Councilwoman Valerie Cartright (D-Port Jefferson Station) since 2013 has been the watchful eye over a board that entering this cycle features four Republicans and a Conservative, as well as a Republican supervisor. This is not to say we have any reason to distrust the members of the Brookhaven board, regardless of party, but we’d like to think that can be attributed to the existence of not only an exemplary crop of dedicated and honest public servants but also due to the presence of a dissenting political voice.

This is also not to assume the town incumbents will all be successful in their respective re-election bids in 2017. However, should the status quo remain on the Republican side, we are confident that Cartright can continue on as the embodiment of a two-party system.

Beyond her mere existence as a Democrat, Cartright has been a champion for causes aimed at improving the environment and water quality in the district and townwide. Since her first term, she has been dedicated to advancing a Port Jefferson Station/Terryville revitalization project that we’d like to see come to fruition and has played a major role in the visioning project for the Route 25A corridor.

Her opponent, Republican James Canale of Port Jefferson Station, is an enthusiastic, young politician with his head and heart both firmly in the right place. We hope his first run for political office is not his last.

We have a minor criticism of Cartright going forward, which we discussed with her personally. In seeking comment from the councilwoman on stories, which are oftentimes directly related to work she is doing, she and her staff are not always able to connect, sometimes too late for deadlines, and sometimes not at all. To be a successful leader, communication with constituents is key, and constituents read newspapers.

We strongly support Cartright in her bid to remain in charge of Brookhaven’s 1st District.

2nd District

Bonner brings experience

While incumbent Town of Brookhaven Councilwoman Jane Bonner’s (C-Rocky Point) opponent Democrat Mike Goodman has some understandable concerns with the future of life in Brookhaven, we feel Bonner is best for the job.

Her years of experience have helped propel her to her present position. Working as a legislative aid to then-Suffolk County Legislator Dan Losquadro (R) and as a councilwoman for the second council district for the last decade has given her a breadth of knowledge, experience and connections.

Bonner said she believes there will be a resurgence of downtown Rocky Point, and we hope she strives to make changes that attract quality businesses to enhance the area, modeling from Main Street in Patchogue or Port Jefferson. We also applaud her care for shoreline structures and her involvement in the Culross Beach Rocky Point-North Shore Beach Property Owners Association debacle, as well as for monitoring the dispute against a DDI Development house in Miller Place and speaking in favor of it publicly. The councilwoman cares about her constituents, about the environment and about making things better. She has also shown she has the leadership ability to get the job done.

We have no doubt her challenger also cares. We admire Goodman for throwing his hat into the ring, raising concern over key issues like the lack of jobs and affordable housing, and we encourage the town and Bonner to bring more ideas to the table, and even explore his ticketing system suggestion.

While we vote for Bonner, we also encourage the councilwoman to work with her challenger on his ideas and use him as a resource to create a better Brookhaven.

3rd District

Leave it to Kevin LaValle

As TBR News Media’s 2016 Person of the Year piece said, Brookhaven Town Councilman Kevin LaValle (R-Selden) is a councilman you can count on.

Unlike his challenger, the councilman knows more about the issues in the 3rd Council District on a local level and has worked closely with related groups to solve problems. His work helping the nonprofit Hobbes Community Farm receive funding is commendable, and his efforts securing large sums of money through grants is a smart way to get the job done without putting the burden of the bill on the town.

Democratic nominee Alfred Ianacci has no specific solutions and lacks knowledge of what the town is currently working on, pointing out in his list of concerns some things that are already being addressed by Brookhaven.

LaValle is a perfect fit for the position he’s in. Growing up in the community he serves, LaValle offers a unique perspective, knowing his constituents well and knowing the long-standing issues he needs to tackle. We have been pleased to see his growth in the position and expect that to continue should he secure another term. Confidently go with LaValle on Election Day.

Highway superintendent

All roads lead to Losquadro

The Town of Brookhaven highway superintendent has one of the largest responsibilities of any local elected official. It is the head of the department’s job to oversee literally thousands of miles of road, and incumbent Dan Losquadro (R) has done an excellent job of making that task more manageable during his first two terms.

He set out with the goal of streamlining and updating the highway department’s systems and mechanics to create greater efficiency in the way it deals with its upward of $100 million annual budget, and he has done a masterful job at achieving that goal so far. We think the town would benefit from two more years of Losquadro to allow him more time to play out his five- and 10-year plans, which he said he established shortly after taking office.

We commend his challenger, Democrat Anthony Portesy, for taking the leap into political candidacy, and his enthusiasm, drive and education make him an attractive candidate for other offices going forward.

This time around, go with Losquadro.

Coram resident Mike Goodman is running against incumbent Town of Brookhaven Councilwoman Jane Bonner (C-Rocky Point) because he said he thinks he could bring positive changes to the town — ones that will streamline services, create more jobs, keep young folks on Long Island and make transparency changes with lasting effects.

An English major from St. Joseph’s College, who also studied religion and computer science, the Democrat challenger said he takes major issue with the lack of job creation and affordable housing in the town.

“My brother is a recent graduate, he’s a really smart, great, hard-working guy and it’s hard for him to find a place to live here, and I’ve seen all my friends leave for the same reason,” he said. “I want to put a stop to the brain drain. There are a lot of companies that don’t come here because it takes so long to deal with the bureaucracy of the town. I’m personally affected by a lot of these problems.”

Bonner, who is running for her sixth term at the helm of the 2nd Council District, said during a debate at the TBR News Media office in October she didn’t know if it’s her 27-year-old opponent’s age or inexperience but he lacks knowledge of affordable housing issues.

“To say you want more affordable housing, it’s a lofty and noble goal, it just has to make sense where you put it,” she said.

She also pointed out the flaws in fulfilling some of her opponent’s goals in her district, specifically constructing walkable downtowns and affordable housing complexes.

“Sewers are very expensive and with that, developers are going to want density,” she said. “Density doesn’t work if you don’t have mass transportation to have these walkable downtowns, to have trains and expanded bus system, but also the county cut the bus system in the districts that I represent and the current legislator wrote a letter to not bring sewers to Rocky Point and Sound Beach. We don’t have expanded gas lines in Rocky Point either, and the seniors in the leisure communities are struggling with getting heat. As the closest level of government to the people that’s responsible for the least amount of your tax bill, we are great advocates to other levels of government to help the residents out because we’re the ones that end up cleaning up the mess.”

Goodman also suggested more housing attractive in price and environment to millennials, and Bonner pointed to the current project proposed for the site next to King Kullen in Mount Sinai, but also pointed to issues with affordable housing.

Stimulating job creation was a goal raised by both candidates.

Bonner said 500,000 positions could be created if Brookhaven wins the bid to bring an Amazon headquarters to the Calabro Airport in Mastic and the site of former Dowling College.

“Something that takes 45 days to get cleared with any other town takes two years to do here,” Goodman said in response. “I don’t think Amazon of all companies wants to deal with a town that’s bragging about recently getting computers. If we want to deal with the tech sector, if we want to have good paying jobs in manufacturing or technology, instead of the more and more retail I see happening, we need to attract big businesses here, and that happens by streamlining bureaucracy.”

The Newfield High School graduate pointed to his software development background at Hauppauge-based Globegistics, and side business building websites and fixing computers, as evidence of his abilities to cut administrative “red tape.”

“I would like a publicly-facing forum,” he said, referring to a ticketing system like JIRA, a highly customizable issue-management tracking platform. “Everyone can see all of the issues that have been called into the town, who in the town is working on it, how long it will take to get done and what it’s going to cost. I think town contracts should be made public so people can see who is getting the work done and how much they’re being paid, so people aren’t just getting family members jobs.”

Bonner emphasized many of hers and the town’s efforts in streamlining services, managing land use and implementation of technology, but also noted her and her colleagues’ desire for transparency.

“I think it is an overused expression, because I don’t know any person I work with on any level of government that doesn’t advocate for transparency; gone are the days of Crookhaven,” she said. “We’ve become more user-friendly, we aren’t as archaic as we used to be.”

Bonner has a long list of accomplishments she said she’s proud of playing a part in during her 12 years on the board. Bringing single-stream recycling to her constituents; refurbishing and redoing most of the parks and marinas; and working on a land use plan for the solar farm at the old golf course grounds in Shoreham that will generate about $1 million in PILOT payments for 20 years were some of the examples she noted.

She said she is also looking forward to improving handicap accessibility at town parks.

“When you’re walking in a particular park you see maybe a park needs a handicap swing and think about where in the budget you can get the money for it,” Bonner said. “The longer you’re at it there’s good things you get to do, they’re very gratifying.”

Goodman said he’s hoping to just create a better Brookhaven for the future.

“I’m running to make the town I’ve always lived in better, and not just better now, but better 10, 20 years from now,” he said. “I think there’s a lot of things that can be done better, I want to do the work and I think I’m qualified to do the work.”

The current councilwoman said she hopes to continue to improve and build on the things already accomplished.

“The longer you serve, the more layers you can peel back in the onion and you see problems that need to be solved,” Bonner said. “With length of service you can really get to the root of the problem, solve it significantly and hopefully, permanently.”
