Terryville Fire District election results are in, and Captain James Guma of Company 1 has been elected to a five-year term as commissioner.

Guma won over his opponent, department volunteer member Daniel Gruoso, with a total of 275 ballots, counting both numbers at the polls and absentee ballots, according to District Clerk Frank Triolo. Gruoso garnered a total of 200 votes both in-person and absentee, but he also gained 21 affidavit votes. Guma received four.

“I would just like to thank all my supporters, and I’m looking forward to a great five years,” Guma said. He also thanked his opponent for his continued service to the community as a member of the department.

Gruoso also thanked his opponent for a good race, adding “Jim will do a good job.”

Candidates for fire commissioners in both the Centereach and Selden fire districts were on hand at the Nov. 20 Centereach Civic Association meeting, which was held in conjunction with the Selden Civic Association at the Selden firehouse, to introduce themselves to residents. On Dec. 10, residents will be able to vote for one fire commissioner in each district for a five-year term.

Thomas Doyle is seeking reelection in this year’s election. Doyle has also been the chairman of the board of fire commissioners for the past three years.

He said highlights of his time as commissioner include helping to improve the district’s bond rating from A1 to AAA, being fiscally responsible and staying within budget each year.

Doyle has been a Lake Grove resident since 2003 and is committed to protecting and being accountable to the people of the Centereach and Lake Grove communities.

Cathy Padro said she is running for the fire commissioner position to make the fire district more responsive to community residents and fire department members alike.

A longtime resident of Centereach and Lake Grove, she has been a member of the fire department for five years. She is EMT certified, serves as a member of the training staff and is an adviser to the department’s junior company.

Padro is active in the community, having served as a school PTA member and as a religion teacher at Assumption of the Blessed Virgin Mary R.C. Church for over 10 years.

She has championed the Teddy Bear Clinic sponsored by the district and held at local schools. If elected, Padro is committed to restoring this program, which was recently scaled back. She believes training for members should be expanded and the ongoing building renovation project completed in a transparent and fiscally responsible manner.

Selden Fire District

Robert McConville

Robert McConville has served as fire commissioner for the past 10 years and has been the chairman of the board for the past eight. He is seeking another five-year term.

McConville has been a 37-year member of the Selden Fire Department and a 52-year member of the Suffolk County Volunteer Fire Service.

McConville said everything the board of fire commissioners does is a group effort. He touted the “great inroads” the department has made in the last five years. Highlights include overhauling the department’s existing fleet, continuing to have some of the best trained firefighters and overseeing one of the busiest volunteer firefighter departments in the state.

Challenger William Xikis

Looking to unseat McConville for the fire commissioner position, William Xikis has been a Selden native for over 45 years and has deep roots in the community. He has been a 34-year member of the Selden Fire Department and is an active member of the fire district.

Xikis served as the chief of the Selden Fire Department in 2005, 2006, 2017
and 2018.

He said that one of his goals during his tenure as chief of the department was to have better communication with the board of fire commissioners.

In the role of commissioner, he will make sure tax dollars are spent judicially and ensure they continue to have a strong support system.

Centereach residents can vote at the fire district headquarters located at 9 South Washington Ave. Dec. 10. Polls will be open from 2 to 9 p.m.

Selden

Selden residents will vote at the main firehouse on Woodmere Place from 3 to 9 p.m. Dec. 10.

There will also be a resolution where residents will be asked to vote on the purchase of an aerial/ladder truck at an estimated maximum cost of $1,600,000, authorizing the financing by an installment purchase contract for the purchase price over a maximum five-year term of level payments at an interest rate of 3.12 percent.

While Port Jefferson Fire District Commissioner David Okst is running unopposed in the village, Terryville Fire District’s race is contested with two members vying for one seat. Commissioner Bernie Reynolds is planning to retire, which means volunteer member Daniel Gruosso is running against Captain James Guma of Company 1. 

Commissioners are unpaid elected board  members who run the district, which is a connected but distinct entity from the fire department. The district is a taxing entity whose board is elected by the residents in the district. They determine yearly budgets, go out for grants and propose bonds to maintain equipment and personnel of both the district and department.

All districts’ polls are open Dec. 10 for residents to cast their ballots. Residents of Port Jefferson Station or Terryville can cast their ballots at the firehouse located at 19 Jayne Blvd. in Port Jefferson Station from 2 to 9 p.m. Residents of Port Jefferson can cast their ballots at the firehouse located at 115 Maple Pl. from 3 to 9 p.m.

Here is a rundown of those seeking a term at their respective districts.

Terryville Fire District

Guma, a current fire captain of Fire Company 1, said he wants to use both his experience running his own business, the Port Jeff Station-based D James Marketing, and his firefighting experience to help run the district.

“I would be honored to further serve our fire community and district as commissioner,” he said. 

Guma has been a longtime resident of the area, having graduated from the Comsewogue School District in 1981, and he currently owns a home in the district. He cites his years as a New York City police sergeant for his knowledge of leadership and his experience in his own business and in helping friends open Due Baci Restaurant in Port Jefferson village, saying he has knowledge of employee management, buying and selling equipment and sending requests for proposals. The district handles over 40 employees, he said.

“Running for this position takes having business strengths,” he said.

In addition, he said he is active in the local community as a civic and chamber member as well as a past president and current treasurer of the Red Knights Long Island Chapter NY-26 motorcycle club.

As a member of the department for over 30 years, he said he has been dedicated to the area not just as an officer but also as a member of the carnival committee and has served as department chairman.

He added that ensuring the safety of the community requires providing the necessary resources to the department, especially since other local departments such as the Setauket Fire Department have started to hire a few paid firefighters. However, he said he does not see Terryville needing to hire paid firefighters any time in the near future. 

“It’s all volunteers and it should be that way,” he said. 

Gruosso has lived in the district for 25 years, having bought the house from his parents who originally lived there. He has been a member of the Terryville Fire Department for four years, having taken a hiatus two decades ago when he had been with the department for two years before leaving to manage a hefty job schedule.

Now that he’s been with the department for a while, and with one of his two sons a member as well, he said he wants to offer up his time.

“I saw it as a good opportunity to give back,” he said.

He currently lives in the district and has seen two sons graduate from Comsewogue. He works as a diesel mechanic and has spent more than 17 years with the Operating Engineers Local 15 union. Overall, it’s a job he describes as “turning a wrench all my life.”

Gruosso is part of the antique fire truck committee, where he does all the mechanical work for both engines on his own time. 

As commissioner, he said he would work to assure tax dollars are used wisely and be a voice for both the first responders and community members. He added that as commissioner he would have the opportunity to show the district mechanic some of what he knows, as he often goes out for schooling on mechanical matters.

“I’m looking to give back my time, and give up some of my knowledge,” he said.

He added he has seen no animosity between the candidates and both remain friends in the department.

Port Jefferson Fire District

Okst, a 30-year veteran of the Port Jefferson Fire Department, ran in 2014 for commissioner and has decided to run again this year. His seat is uncontested.

“I’m happy to do it,” Okst said. “I’ve enjoyed being able to give back to the community.”

The commissioner said he was a longtime member and once treasurer of the department. The district, he added, has gone through a bout of turnover, which has bred new blood on the board of fire commissioners. 

In the past five years, he said the district has used Dormitory Authority of the State of New York grant funds to purchase a new fire boat. The funds were secured in part by Sen. Ken LaValle (R-Port Jefferson). This is important for a small district such as Port Jeff, but while the district is reaching out feelers for additional grants, such funds have become more and more competitive and thus harder to come by. 

In the near future, the district is planning on some sort of flood mitigation for the firehouse, which was inundated in September 2018 after flash floods buried the floor in nearly 4 feet of water. 

“It was the worst flood members had ever seen,” he said. 

Okst added they were looking at items such as flood doors in the building’s main floor doorways to help stop such an event from happening again. 

In addition, the district has purchased a building for training purposes, where members can restructure the layout of a room with removable walls while fighting through fake smoke. However, state requirements mandate members train with a bailout harness system, and volunteers have had to travel to nearby departments to use their training equipment. The district is using budget funds to create a bailout system for its training room. 

In addition, the district has resolved to use money from its reserve fund to install a new roof on the annex building, with a cost not to exceed $60,000. The roof, Okst said, is leaking as the building is over 20 years old. They hope to put that project out to bid in the near future.

 

More than 10,000 people attended the Town of Huntington’s holiday celebrations Nov. 30, which kicked off on Small-Business Saturday. Festivities were scheduled throughout the afternoon and into the evening and included crafts, music, entertainment, food and an electric parade, ending with a tree-lighting ceremony.

Some Shops Report Better Sales, Others See a Dip

While Thanksgiving weekend is synonymous with stuffing one’s mouth with turkey and leftovers, it has been transformed into the time when people take advantage of some of the best sales right before the thick of the holiday season. 

But beyond big box stores and online, local small businesses still shuffle for room and attention amongst giants like Amazon. 

From 2010-18, spending on Small Business Saturday had reached a reported estimate of $103 billion, according to data from American Express.

It was estimated that in 2018 more than 104 million people shopped and dined on Small Business Saturday generating a record $17.8 billion in reported spending — up from $12.9 million in 2017. 

This past Saturday, U.S. consumers spent $19.6 billion at small businesses, according to survey data from American Express and the National Federation of Independent Business. 

For small businesses, everything can be a factor for foot traffic, whether it’s the economy, the weather, even construction just down the road.

Here’s what a few business owners across the North Shore had to say on how they did on the busy shopping weekend.

Pipe has been at the head of the famed custom screen-printed design shop for years, and was recently named president of the Greater Port Jefferson Chamber of Commerce.

“We had a very good day and we were pleased with how many people came out. It was nice to see how customers were expressing their support for local businesses. 

“My business gets a lot of transient customers [from the village] but we also had a lot of locals and repeat customers come in. Sales were up a little bit from last year — we always try to offer great deals. 

“Being in business for 40 years, I think the nice weather on Saturday really helped and I think it helped other businesses in the area as well. 

“I think it’s good to show that there can be a happy medium of online and small business shopping.”

Niche Boutique, which was once located on Lake Avenue, moved over onto North Country Road earlier this year, opening in time for the Black Friday weekend.

“The store was offering 10-30 percent off a minimum purchase of $50. 

“We had a really nice day, with the new location we have definitely noticed the increase in foot traffic. There is definitely a different vibe in this location. I was very happy with the turnout and sales, we had returning and new customers coming throughout the day.”

Red Shirt Comics, which opened in 2017, has been a mainstay for the comics community in the local area. Last year, Darbee said he saw a steady stream of customers walk through his doors Small Business Saturday.

“We had Black Friday sales throughout the weekend. … Saturday went pretty poorly we didn’t see the foot traffic and sales as in years past.

“The weather might have had something to do with it, people are not going to go out as much when it’s cold. 

“We saw an initial crowd of holiday customers earlier in November. The people that did stop by [Saturday] bought a lot of books, periodicals and comic books.”

“We had a wonderful day. It was one of our best Small Business Saturday [events], sales were way up. “We had so many regulars and new customers come in throughout the day. 

“We have a good following [of customers] and many of them told us that they came out just to support us on Saturday. 

“People are decorating their houses for the holidays, so many were buying Christmas signs, ornaments and other festive items. We have a lot of different areas in the store so a lot of customers we are trying to find some nice gifts for their families or their dogs. 

“I think it is really refreshing that people continue to come out on Small Business Saturday and remember that we are here.”

It’s a book signing. … It’s a political fundraiser. … It’s the latest trend in party politics.  

Donald Trump Jr. attended an event at the Flowerfields Catering Hall in St. James Thursday, Nov. 21, where campaign lawn signs for U.S. Rep. Lee Zeldin (R-NY-1) were planted along the walkway into the venue. Inside the reception hall, stacks of  Trump Jr.’s new book, “Triggered,” were piled high. Released on Nov. 5, the book shot to the top of the New York Times Best Seller list after the Republican National Committee bought the book in bulk, spending nearly $100,000, to distribute as donor prizes, according to a New York Times report.

Tickets for Zeldin’s VIP Reception at Flowerfields cost $1,000 per person, which included a signed copy of Trump Jr.’s book. General admission cost $200 per person with a signed copy of the book or $150 with an unsigned copy. Additional copies of a signed book were being sold for $100. Checks were to be made out to Zeldin Victory Committee.

“The Congressman is grateful for the sweeping support he’s received, highlighted by record fundraising numbers this year,” Zeldin’s spokesperson Katie Vincentz stated. “Attended by over 350 people and raising over $200,000, this latest smash success fundraiser builds on that increasing momentum.” 

Members of the press were turned away from the event.  

“Sorry, the Secret Service said no,” reporters were told at the reception desk inside. A Secret Service representative, though, later stated in an email that the agency does not facilitate media access issues.

“No public town hall in two and half years,” they yelled out to cars passing by. “Tell Zeldin to hold a public town hall.”

St. James resident Maria LaMalga was among the protesters. She said she asked to speak with the congressman, had left messages and submitted written requests to talk with Zeldin, but she said that she has not yet received a response. 

“I only see him tweeting about impeachment,” she said. “I wish he would work for his constituents.”

The North Shore Peace Group organized the protest. The group’s priority issues include comprehensive gun laws, deficit spending and U.S.-Mexico border policies, especially concerning ongoing detentions and restrictions and limitations put on refugees.

In response to the criticism, Zeldin stated in an email that an open town hall meeting was hosted in September by the Mastic Beach Property Owners Association.   

To date, Zeldin has raised $1.8 million, according to FEC filings.

Port Jeff village officials are considering installing an electric car charger into an existing parking space toward the west end of the lot off Barnum Avenue.

Each station comes with two extendable charging ports and can be accessed with either an app or with a device that usually comes with a standard electric vehicle.

Kevin Wood, parking and mobility administrator, said the village is looking to make use of a New York State Energy Research and Development grant, which will provide up to an 80 percent rebate for such projects, from $250,000 up to a max of $500,000. The village would have to put the money upfront to be reimbursed. Mayor Margot Garant said she wanted to make sure the grant was in place before signing any contract for Charge Point.

Wood said the village could benefit, as the demographic of electric car owners is on the rise.

“As soon as you drive in [to the parking lot] you drive right into these,” Wood said. “I just like the idea that a person could come to Rocketship Park with their kids and charge their car.”

Officials said the hope is people with electric vehicles would shop while waiting for their car to charge. Each charge takes from three to five hours for a full charge.

The station includes an 18-foot retractable cord that winds up like a vacuum electric cord.

Though each station comes with two ports, Wood said he would like to see only one port be used with one space as a pilot. He added the village’s parking committee is usually hesitant to give up even a single space.

“If we saw it being used a lot, we’d open the second one up,” he said. “This town can’t afford to give away spaces.”

There are several electric vehicle charging stations in the immediate area. One set is in the parking lot of Heritage Park in Mount Sinai, and another set is provided at Stony Brook University, whose services are not billed for use.

The village board would still have to decide upon cost to the driver, with the rate depending on how long a car is being charged. Garant mentioned, depending on cost, the service could be offered free to attract people into downtown Port Jeff.

The board plans to reassess the feasibility of the charging station at the next board meeting, Dec. 2.

Wood said his goal is for installation of the charger next to Rocketship Park to take place in the first quarter of 2020.

Thanksgiving Eve remains one of the busiest and deadliest nights of the year for accidents from drunk driving. The holiday sees increases in both drunk driving accidents and fatalities. To combat the issue this Thanksgiving, New York State Sen. Jim Gaughran (D-Northport), Nassau County Executive Laura Curran (D) and Nassau County District Attorney Madeline Singas joined Uber to announce a new initiative, Long Island Safe Ride, to combat drunk driving during Thanksgiving week. Long Island Safe Ride is a multipronged approach that will combine discounts for rides home with increased law enforcement efforts to deter drinking and driving.

“Long Island Safe Ride is a multifaceted, private-public partnership to remind everyone that drinking and driving have no place on our roadways,” Gaughran said. “This initiative, with discounts on Uber rides and increased law enforcement efforts under the leadership of County Executive Laura Curran and District Attorney Madeline Singas will help ensure our roadways are safe this holiday week.”

Under Long Island Safe Ride, Uber will be offering a $10 discount on rides home for Thanksgiving Eve to prevent driving under the influence. Law enforcement will be launching increased patrols and checkpoints to ensure roadways are safe from intoxicated drivers.

To take advantage of the Uber program, use the code SAFERIDENY19 at the Uber app between 9 p.m. Wednesday, Nov. 27, to 3 a.m. Thursday morning, Nov. 28. The $10 discount works anywhere in New York State. Uber is picking up the cost.

A local town council member has put forward attempts to offer emergency transportation for the homeless when the county cannot, though not all parties are on the same page if the service is necessary or even wanted.

The Brookhaven Town Board meeting Nov. 19 showcased a rare public heated moment between members of the town council, specifically over a resolution to offer jitney services for the homeless when the county cannot.

Councilwoman Valerie Cartright (D-Port Jefferson Station) has for months been supporting a resolution to allow the town to enter an intermunicipal agreement with Suffolk County for the town to provide jitney services to transport homeless people to a shelter or other facility in an emergency situation. The Democratic councilwoman’s move to table the resolution resulted in a heated discussion over the timing and merits of the bill, and after advice from town attorney Annette Eaderesto, the councilwoman withdrew the resolution.

In a letter to the Town, Suffolk County Deputy Executive Jon Kaiman said that the county had “no ability” to put forward a memorandum of understanding regarding using municipal town buses for transporting the homeless.

“There would be a number of issues such as cost of personnel, operations and administration that we would need to explore before we would consider making any recommendations,” said the letter sent to Matt Miner, the town chief of operations.

Kaiman did not respond to requests to his office for additional comment.

The lone Democrat on the Town Board asked why she had not seen the letter until 18 days after the town had originally received it. 

“I’m looking at an email that was sent to Matt Miner on Nov. 1. Today is Nov. 19,” Cartright said to Supervisor Ed Romaine (R). 

In a previous interview, Cartright described an encounter with one homeless couple several months ago. After the work of convincing them to accept residence in a Suffolk County shelter, the councilwoman waited outside with them for a cab that was ordered by the county. After more than two hours of waiting, the cab had not shown and had been misdirected to Port Jefferson village instead of Port Jeff Station. 

She said the event showed there was a missing piece to available transport for the homeless, who are often very hesitant to accept assistance from the government in the first place. If she wasn’t there, the councilwoman said, she felt the homeless couple would likely never have gotten in the cab to go to a shelter.

“This is basically a backstop measure in case of an emergency,” Cartright said. “Everybody is clear whose responsibility [transportation for the homeless] is.”

In the letter, Kaiman wrote that he was aware of the incident in October but described it as an “infrequent occurrence.” 

The county provides tokens for public transportation to the homeless in need of transit to a shelter, and on occasion Suffolk will facilitate pickup with a taxicab.

Cartright has sponsored the resolution since early October, but the bill has been tabled two times, Oct. 3 and 24. Both times Councilman Neil Foley (R-Blue Point) moved to table the resolution and was accepted by the supervisor and all council members, except for Cartright. 

Romaine said he and the board initially thought they had the support of the county through Legislator Kara Hahn (D-Setauket), however, the letter, he said, disproved that assumption. The supervisor added he had no means to put forward an MOU without the consent of the county.

“I think we should defeat this until the county expresses an interest — it takes two to tango,” Romaine said. “We don’t have the willingness and cooperation from the county of Suffolk.”

He later added that transportation for homeless individuals was under the county’s jurisdiction, and not of the town’s.

“It’s like asking the county to pave our roads, they don’t do that,” he said. “That’s why we have different levels of government.” 

Hahn released a statement on the ongoing discussion.

“We are in the process of discussing the possibility of a multijurisdictional solution with cooperation between the Town and County to address a specific community concern identified by Councilwoman Cartright,” the legislator said. “It is premature to identify details before we have an agreement between the two municipalities.”

Eaderesto said, upon speaking to county attorney Dennis Brown, that the request should have come from the Department of Social Services rather than just from Hahn, who cannot speak for the entirety of the Legislature.

Councilman Dan Panico (R-Manorville) asked for their intentions not to be misinterpreted.

“This has never been put together properly on the county’s side,” he said. “The deputy county executive said he has no interest … If we can fill that need and truly fill that need, not just saying we do on paper, because it really isn’t the purview of the town government, it’s squarely the county’s purview.”

Cartright said after the meeting she is hoping the town and county attorneys can sort out differences between the two municipalities, adding she feels such a resolution is necessary, and it conforms to previous resolutions that offered town services in emergency situations with New York State Department of Transportation.

The councilwoman and other members of the Quality of Life Task Force will meet with the Port Jefferson Station/Terryville Civic Association, Dec. 17 at the Comsewogue Public Library, where they will discuss homlessness and other area issues.

Suffolk County residents are being asked to reach into their wallets to help the water authority deal with the ongoing presence of 1,4-dioxane in local groundwater, which is the sole source of drinking water on Long Island. 

The Suffolk County Water Authority announced Nov. 22 that the board approved a $20 quarterly fee added onto customers bills starting Jan. 1, 2020. The bill will go toward the cost of developing and operating treatment systems for filtering 1,4-dioxane and other perfluorinated compounds PFOS and PFOA in anticipation of New York State mandating such regulations.

“As we’ve said since state officials first began considering the regulation of 1,4-dioxane and perfluorinated compounds, we fully support taking whatever measures are necessary to ensure our customers continue to have a drinking water supply that is among the best in the country,” said SCWA CEO Jeffrey Szabo. “But, as we’ve also said, these regulations come at a high cost. We need the funds that will be raised by the quarterly fee to develop the treatment systems to meet the new standards.”

In an October presentation to Suffolk County legislators, SCWA proposed installing 31 new advanced treatment systems at a number of sites where the levels of 1,4-dioxane are higher than the state proposed limit, which is 1 part per billion.

Water officials and environmental activists have made 1,4-dioxane a topic of concern this year, pointing out that it is a likely carcinogen with links to liver and kidney damage after a lifetime of exposure.

If the state limits 1,4-dioxane to 1 part per billion and PFOS and PFOA at 10 parts per trillion, the water authority will have to put into service 56 new advanced oxidation process treatments, and 20 new granular activated carbon systems. The total cost for all these systems is expected to exceed $177 million over the next five to six years.
