Suffolk County and Town of Brookhaven officials celebrated Equal Pay Day April 2 by vowing to call attention to the gender pay gap between men and women, especially in the sports world.

Members of the Island-wide Gender Equality Coalition, soccer coaches and student athletes joined forces at a press conference in Hauppauge to highlight workplace gender discrimination in compensation and call on the U.S. Soccer Federation to end gender discrimination in soccer for the sake of future generations of young women athletes and the integrity of the sport. In addition, they called for women all over the country to sign their petition and help them send a message in the world of athletes and beyond.

On International Women’s Day March 8, the U.S. women’s soccer team filed a gender discrimination suit against the U.S. Soccer Federation, citing salary disparities and unequal support, including inferior training, promotion and playing conditions than their male counterparts. Despite consistently greater success on the field than the U.S. men’s soccer team, the three-time world champion, four-time Olympic gold medal U.S. women’s soccer team said they continue to be paid a fraction of the salary paid to men’s team members. They also allege, unequal treatment by the federation often exposes female athletes to more hazardous conditions to practice, train and compete.

“Young girls around the world idolize the U.S. women’s soccer players because they exemplify unmatched strength, skill and fearlessness,” said Legislator Kara Hahn (D-Setauket). “Their lawsuit sends a message of solidarity with women worldwide who are fighting for equality in the workplace and presents an important teachable moment for our children about gender disparity and the ongoing fight for women’s equal rights.”

At the Town of Brookhaven board meeting March 27, Councilwoman Valerie Cartright (D-Port Jefferson Station) sponsored a resolution to make April 2 Equal Pay Day within the town, which was passed unanimously by the board.

On a personal level, as the mother of a young girl, I want my daughter to know that her mother fought for equal rights and equal pay for women when I had the opportunity.”

In New York State, the gender pay gap, or the earnings ratio of women’s median earnings divided by men’s median earnings, is 80 percent. In 2017, women living in Suffolk County earned 78% of what men earned, according to Hahn’s office. Women who are identified within minority groups fare even worse, with black woman earning 79% and Hispanic woman earning just 58% as compared to white men.

“Today, we are wearing red to symbolize that women are ‘in the red’ in terms of pay, as compared to men performing similar work,” said Colleen Merlo, the executive director of L.I. Against Domestic Violence and chair of the Gender Equity Coalition. “This issue is not just a women’s issue, it affects children and families.”

Hahn said she created a letter writing campaign and petition about attaining gender pay equality and to help the U.S women’s soccer team. The petition can be accessed at Change.org under the title Pay and Treat Women Soccer Players the Same as Male Players at https://chng.it/k54wZZqJH6 and a sample letter can be found at https://tinyurl.com/yycb3f8v.

During the next two months leading up to the World Cup in France June 7, the group hopes to obtain 75,000 signatures for the petition, which they will then deliver to U.S. Soccer Federation officials. A 2015 petition supporting the team garnered more than 69,000 signatures, according to Hahn’s office.

People enrolled in county septic program say it’s political

Suffolk homeowners, who received county grants to install nitrogen-reducing septic systems as part of the county’s septic program, are facing the reality of additional tax burdens and payments after they received IRS 1099 tax forms in the mail.

Participants in the Suffolk County Septic Improvement Program, which helped install prototype home septic systems that filter out nitrogen in participants homes, were told since the program’s inception in 2017 that only the contractors who did the installation of the systems would need to declare the grant money as taxable income because they received disbursement of funds from the county. 

This year, the office of Suffolk County Comptroller John Kennedy Jr. (R) sent tax forms to the program participants, and in many cases both homeowners and contractors received 1099s for the same job, despite a legal opinion by the county’s tax counsel that advised that the tax forms go to the companies that received the funds, not homeowners.

In response, Deputy County Executive Peter Scully sent a letter to the comptroller’s office on March 14 requesting that Kennedy rescinds the 1099 forms issued to homeowners. After getting no response, Scully sent a second letter on March 26 asking Kennedy again to rescind the 1099s and mentioned since the first letter there had been new information that had come to light in the issue. 

Scully stated that the county’s Department of Health Services has confirmed that some of the homeowners who received 1099s have declared the grants as income and like the contractors will be paying taxes on the same grants. 

“It boggles the mind that anyone can believe that having both homeowners and installers declaring the same grants as income and having taxes paid by both parties on the same disbursement of funding is an acceptable outcome,” the deputy county executive said in a statement. 

In a Newsday article earlier this month, Kennedy said he planned to ask the Internal Revenue Service for a private letter ruling on the matter. Scully said that would be unnecessary, citing again the county’s legal counsel advice and other municipalities who have similar programs and are structured the same way. The letter ruling would cost close to $30,000 and could take more than a year, Scully added. 

Some residents who are enrolled in the program have claimed Kennedy, who recently announced he is running against County Executive Steve Bellone (D) in the next election, is politicizing the issue and potentially sabotaging the program. 

“I have no doubt in my mind,” Tim Sheehan of Shelter Island. “I don’t understand the rationale behind double taxing participants besides politicizing water safety and punishing homeowners for doing the right thing.” 

The Shelter Island resident was one of the early applicants of the program and had an advanced septic system installed in his home August 2018. He said without the help of county and town grants he and his wife would’ve not been able to afford the upgrade. 

The deadline to file taxes is April 15.

While Sheehan expected to pay taxes on the town grant, he didn’t anticipate the county liability. He said he is facing close to a $3,000 higher tax bill on the $10,000 grant and as a result has put him into a higher tax bracket and is required to pay a higher percentage on his income.

“Nowhere in the grant contract is there a mention of a tax liability to homeowners,” the Shelter Island resident said. “From the get-go we were told there would be no tax burden.”

The Shelter Island resident was surprised when he received a 1099 form for the system and reached out to county officials for help. When they said they couldn’t help, Sheehan called the comptroller’s office hoping to speak to Kennedy directly. After numerous calls without getting a response, Kennedy finally called him. 

When questioned Kennedy blamed the current administration for mishandling the issue and told Sheehan that he never agreed with the county’s legal counsel decision. 

Kennedy has not responded to requests for comment.

George Hoffman, co-founder of the Setauket Harbor Task Force, said the tax form issue couldn’t have come at a worse time for a program that not only helps homeowners but improves water quality and waterways on Long Island. 

Hoffman said excess nitrogen, from homes with outdated septic systems or cesspools, seeps through the ground causing harmful algae blooms and can negatively affect harbors and marshes that make areas more susceptible to storm surges as well. 

“These people are pioneers, we should be applauding them for doing the right thing,” the task force co-founder said. 

Hoffman added he supports any effort to reduce excess nitrogen in our waterways and said many homes on Long Island have septic system that are in need of replacement. He is also concerned that the comptroller’s decision could stunt the progress the program has already made. 

Bellone has said there are about 360,000 outdated and environmentally harmful septic tanks and leaching systems installed in a majority of homes across the county, and with the issue of being taxed, dozens of applicants have dropped out of the program after learning of Kennedy’s decision to issue forms 1099 to homeowners, according to Scully. 

Officials in the county executive’s office are concerned it could endanger the future of the program and impact funding from the state. In early 2018, Gov. Andrew Cuomo (D) awarded Suffolk County $10 million from the Statewide Septic Program to expand the county’s denitrifying systems. 

State officials in Albany are aware of the ongoing situation and are similarly concerned, according to Scully. If the IRS were to side with Kennedy, he said they would turn to representatives in Congress for assistance, arguing that those funds shouldn’t be going to Washington but back into taxpayers pockets.

The cold race for Port Jefferson village mayor just turned hot as a new contender has stepped up to bat, one whose face has appeared large in politics, even on the national stage.

John Jay LaValle, the now retired chairman of the Suffolk County Republican Committee and village resident said he will be running for mayor of Port Jefferson.

“We need a fresh set of eyes to see how we can assist, revitalize and rejuvenate the Village of Port Jefferson,” LaValle said in an exclusive interview with TBR News Media. 

LaValle announced he is running alongside known villagers Tom Meehan, the principal of Edna Louise Spear Elementary School, and Tracy Stapleton, a local attorney and secretary on the Port Jefferson Free Library board of trustees.

The veteran of politics and local government said he is running mainly to bring back business to the village, which he said was vacating Port Jeff at an alarming rate. He pointed to the multiple empty storefronts both uptown and downtown, and to specific businesses that recently closed their doors, such as Kimi Japanese Restaurant at the end of 2018. He also cites a lack of foot traffic and the seasonal nature of many of the local businesses, which create uneven amounts of patronage throughout the year. On the other hand, he pointed to villages such as Patchogue, which after years of revitalization work has become a booming hub of small businesses, restaurants and bars.

“The morale in the village needs a bit of a boost,” he said. “You need to encourage the property owners. You can create in government a lot of incentives, expedite applications, rewrite the code to relax certain tax provisions that might be constrictive and restrictive, that’s a simple thing.”

Though he knows Port Jeff as a whole would largely reject the idea of creating a large bar scene, LaValle said he would look to attract young professionals to live and work inside the village, along with expediting the process for businesses to take root in the village and change the village code if necessary.

“If I move my office into the village, I have my employees, myself and my clients who are going to go to lunch every day,” he said. “My clients who are going to see me are going to stop off at different stores. Maybe it creates foot traffic.”

LaValle first held elected office when he was a Town of Brookhaven councilman in 1996. In 2000, he was elected as town supervisor as the youngest man elected to the position. After leaving as town head in 2005, he later became the chairman of the county Republican committee and was a delegate for President Donald Trump (R) in New York’s 1st District during the 2016 Republican National Convention and acted as media surrogate for him on the campaign trail. After the election in November 2018, where LaValle aided U.S. Rep. Lee Zeldin (R-Shirley) into another term, the now ex-chairman said he wanted to get the Republican candidate for Suffolk County executive, the county Comptroller John Kennedy Jr. (R), settled before he left his countywide position.

LaValle said it was a good question why he would move from a position of sometimes national focus to one in small local government, but he explained it came down to him having a need to take charge when he sees an issue.

LaValle stepped down from the head of the Republican committee March 18, and he said he wants to avoid partisan politics at the head this hyperlocal elected position. He said people he knew personally have asked him to run for the position before, but he did not consider it seriously until after the congressional election in 2018, knowing he was likely on his way out.

“It’s not about politics, it’s about the village of Port Jefferson,” he said.

Election day is June 18. Five-time mayor Margot Garant told TBR News Media she plans to seek re-election. Trustee Larry LaPointe has already announced he will not seek re-election, though petitions seeking re-election still have to be filed by all candidates. Trustee Stan Loucks’ seat is also up for election. Come June 18, whichever two candidates get the highest number of votes will receive the trustee seats.

Running alongside John Jay LaValle are Tracy Stapleton and Tom Meehan for the trustee positions, both who have deep ties to area functions. Stapleton is on the library board of trustees, has worked on the prom committee and is a member of the village zoning board as well.

The trustee candidate said she is especially interested in making the process easier to bring businesses into the village.

“There’s a lot of empty storefronts, and I would like to see if I can make it easier to bring more people in, get the stores rented,” Stapleton said. “The process seems to be hard to get people in there, they’re finding it hard to get people in.”

She also said she would look at parking enforcement, specifically saying current attention to parking is an issue which she has seen with the Port Jeff free library, which she said loses visitors to Comsewogue.

She added she has spoken with LaValle and believes she can work with him, having agreed that more needs to be done to bring businesses into the community. She would also like to look at more beautification projects within the village, whether its creating additional flower beds or putting fresh coats of paint on old structures.

“We like our quaint little village,” she said. “We like that you can walk around. I like everything the village does, especially in the summer. We just need to make it easier.”

Meehan said he and his family are embedded in the village, having graduated from Port Jefferson High School and having his mother, and two of his sons as homeowners within it. Along with being the principal of Edna Louise Spear Elementary School, he is also an elected commissioner of the Port Jefferson Fire District.

He said he has considered running for village office for several years, and after having conversations with LaValle, said he thought now would be the best time to run

“I don’t do anything without making plans,” he said. “I’ve been involved in a lot of aspects in the community. I’ve always had in the back of my mind someday I’d run for office.”

Along with Stapleton and LaValle, he is also concerned about the loss of business in downtown. He added he is also concerned with certain commercial developments, specifically the tax breaks given to the Shipyard apartment complex along West Broadway.

He promised to add his voice to problems such as downtown flooding and erosion along east beach and the Port Jefferson Country Club. He also has his reservations about the proposed apartment and retail space at the Cappy’s Carpets location

“We can’t put all the burden on the backs of the residents,” he said. “It seems not much thought is put into a lot of what we’re doing. I’m not pleased with some of the endeavors we’ve taken in the past several years.”

The elementary school principal added he would do what he could to reign in some of the village constables, who he said have been too proactive in placing tickets on residents’ cars. 

“That’s how they subsidize the constables,” he said.

While he said he is largely on the same page as Stapleton and LaValle when it comes to business in Port Jeff, he said he wants to remain autonomous in his decisions.

“I’m very independent,” he said. “I can work with whoever, but I make my own decisions.” 

While he plans to finish out the remaining years of his term as fire commissioner, he is still considering what he would do as elementary school principal should he win as village trustee. 

“I said I’d be here five years — I’ve been here eight, after I’ve already retired” he said. “If I’m elected, I’ll have to look at my role here.”

County and state officials plan on embarking on a statewide campaign to advocate for the restoration of funds for a veterans peer support program some have called vital. 

At a press conference March 15 Suffolk County Executive Steve Bellone (D) alongside state Sen. John Brooks (D-Massapequa) urged the state Legislature to restore funding for the Joseph P. Dwyer Peer Support Project, after the proposed executive budget of Gov. Andrew Cuomo (D) included no funding for the project.  

“It is our profound duty to serve our veterans both at home and abroad,” Bellone said. “Often times when our veterans return home they carry scars with them. The Joseph P. Dwyer Peer Support Project has a proven track record of assisting our veterans regain their lives and I urge Albany to reverse course immediately and fund this vital program.”

The project, which is overseen by Suffolk County Veterans Service Agency and Suffolk County United Veterans, aims to serve veterans, active duty members, reserve and National Guard troops suffering from post-traumatic stress disorder and other adjustment conditions. One of the program goals is to provide peer-to-peer support and counseling to veterans who are facing challenges transitioning back to civilian life, along with offering a safe, supportive space for veterans to interact with one another. 

Brooks, chairman of the state’s Committee on Veterans, Homeland Security and Military Affairs, spoke on the challenges many veterans face when they come home and the good the program does. 

“These are heroes helping heroes,” the state senator said. “This is a program that enables veterans with knowledge and understanding of issues like PTSD, traumatic brain injury, depression and substance abuse to meet with and counsel veterans who are suffering from one, or several, of these afflictions as a result of their service to our country.”

The senator stressed the urgent need for this program and others like it. 

The program is named after Pfc. Joseph Dwyer, a Mount Sinai resident and U.S. Army combat medic who had served in Operation Iraqi Freedom. After returning home and struggling with PTSD, Dwyer succumbed to his condition in 2008. Last year, 23 counties across the state received $3.735 million in project funding.   

Joe Cognitore, commander of VFW Post 6249 in Rocky Point, knows the program works and echoed Senator Brooks’ sentiments that programs like the Dwyer project are necessary and vital for veterans. 

“It’s veterans to veterans,” he said. “Mental health is an important issue.”

Cognitore said on a grassroot level the program works, and he was disappointed about the proposed funding cuts. 

“This is not a Democrat or Republican issue — it’s a bipartisan one,” he said. “We are all in the foxhole.”       

As chair for the VFW Department of New York Legislative Committee and a member of the VFW National Legislative Committee, Cognitore was in Albany lobbying earlier this month with other veterans groups urging lawmakers to restore full funds for the program. This year Suffolk County only received a $185,000 share of the money in the state budget.  

Previously, when the project had its full funds there were plans on expanding the program further into New York state, in addition to the already 23 participating counties. Similarly, two years ago, U.S. Rep. Lee Zeldin (R-Shirley) introduced legislation to expand the Dwyer program to the national level.  

Cognitore mentioned if he had another chance to speak with Cuomo and other lawmakers he would tell them not to slash the budget of a program without due diligence and background research. 

“It’d be one thing if this program wasn’t working but that’s not the case here — it works,” he said. “Put yourself in our boots, come visit us and see how the program runs.” 

Cognitore hopes lawmakers in Albany reverse course and restore funds to the program. He said they are fortunate to have county and state officials on their side who are committed to helping veterans. 

Bellone plans on traveling to the Hudson Valley and Western New York over the course of the next few weeks to build a coalition of state and local officials on the issue of restoring funding. 

Beginning in 2012, more than 10,000 veterans have participated in the Joseph P. Dwyer program countywide. Suffolk County is home to the largest veterans population in New York state.

More than 500 residents joined forces in the Northport High School auditorium March 16 to challenge the Long Island Power Authority. The quasi-governmental agency is seeking through the courts a 90 percent reduction in the approximately $82 million in annual property taxes it pays to the Town of Huntington for the Northport power plant. 

A number of Northport residents were galvanized to take action. Paul Darrigo, a local commercial banker with Capital One, launched a new Facebook page, Concerned Taxpayers Against LIPA.

“We now have 1,200 members and are still growing at a rate of 15 members per hour,” Darrigo said. 

LIPA states in its report, “2019 Fair Property Taxes for Electric Customers,” that New York charges more of the cost of government on utilities than other states. As a result, the not-for-profit entity alleges that it’s overassessed for its aging assets.

“The plant’s units were built in 1967 and 1976 and its technology is outdated,” LIPA spokesman Sid Nathan said. The plant operates at 12 percent capacity today compared to 54 percent capacity in 1999, a 78 percent decline. 

The tax reductions LIPA seeks will reportedly be used to reduce customers’ electric bills.

Gordian Raacke, executive director of nonprofit advocacy group Renewable Energy Long Island, stated by email that he agreed. 

“All LIPA customers pay more than would be the case if the properties were assessed at fair value,” he said. 

But many Town of Huntington residents aren’t buying into what they call more empty promises. 

If LIPA’s case is successful, as the agency has been in previous cases, critics say it could inflict a major economic blow to the community. Northport schools would annually loose an estimated $49 million out of some $54 million it receives from LIPA, according to district’s attorney John Gross.

To compensate for the loss, the Town of Huntington states on its website that residents would be forced to pay higher property taxes.

Jim Gaughran (D-Northport) organized the town hall meeting to answer questions and to let the community know that he aims to seek funding to soften the blow if LIPA’s case prevails. His legislative bills, however, would require the approval of state lawmakers and Gov. Andrew Cuomo (D). The state senator said he’s working to build consensus in Albany, but urges citizens to contact elected officials at all levels of government to encourage cooperation in the battle. 

“I am advocating for the governor to support my two initiatives to provide Long Island residents with $139 million in state aid to communities impacted by tax certiorari issues,” he said. “I am fully supportive of the town and school district in continuing their fight against LIPA.” 

The situation raises questions about how education is funded in New York state. However, many community members question why National Grid and PSEG aren’t bearing tax liabilities when shareholders are earning dividends. National Grid, a business based in the United Kingdom, owns the Northport plant and operates under contract to LIPA; PSEG Long Island manages transmission and distribution for LIPA. 

Gaughran said that he’s looking into reforms that ensure the public’s interest is properly represented.

“Local communities should not be bankrupt by runaway authorities like LIPA,” he said.

Northport resident Michael Marcantonio was among people who spoke during the meeting. Now a lawyer specializing in mergers and acquisitions, corporate governance and hostile takeovers, the Northport High School graduate blames the problem on the government’s practice of using public funds to bail out shareholder-owned businesses. LIPA, he explained to the crowd, was formed when officials used the public’s money to buy all the debt and some of the assets of the Long Island Lighting Company after it mismanaged the Shoreham nuclear project, which
ultimately failed. 

“This is what corruption looks like,” Marcantonio said. “Do not trust LIPA, they are robbing us, and we need to fight this.” The Northport resident ran for the state’s 12th Assembly District in 2018, largely on the LIPA issue, but he was forced to drop out due to a court decision over him voting locally in 2012 and 2014 while a student at Duke University Law School in North Carolina.

Newspaper reports from 1998 show that the now defunct Bear Stearns, the investment firm involved in the subprime mortgage crisis, served as the state’s financial adviser for the LILCO bailout, before quitting to successfully bid and broker the deal’s bond offering. At $7 billion, it became the largest public offering for municipal bonds in U.S. history.  

The LILCO deal was originally promoted publicly as a 20 percent rate reduction plan, as reported in the May 28, 1998 New York Times article titled “The End of LILCO, as Long Island has come to know it.” Long Island ratepayers reportedly paid the highest electricity bills in the nation at the time. As details began to surface, critics found the scheme entailed delaying interest payments on the debt and permanently saddled ratepayers with 33 years of liability.

Nicole Gelinas, a senior fellow at the think-tank Manhattan Institute wrote a 2013 op-ed piece in Newsday titled “Long Islanders are still paying for three bailouts.” The policy analyst explained that Long Islanders need to understand the past mistakes related to the bailouts to prevent similar situations in the future. 

LIPA restructured part of its debt in 2013. That plan, as reported in Newsday, aimed to reduce the cost of debt, instead of paying it down.  

LIPA reports today that customers pay 10 percent in debt reduction and another 10 percent goes in interest. An additional 15 percent of a LIPA bill pays taxes and other fees. LIPA’s report does not specify what those other fees are.

Business leaders, who also spoke at the meeting, urged others to join the Northport Chamber of Commerce. School board members passed out red business cards instructing residents to visit STOP LIPA NOW on Facebook and get involved.  

LIPA states in its report that it ensures it’s working on all customers behalf to lower tax bills on its power plants and other equipment to reflect their fair value. It estimates the plant tax valuation at $200 to $500 million. Huntington assessed the value on the tax code at $3.4 billion.

The plant sits on some 244 waterfront acres near Asharoken, which LIPA estimates is worth “roughly $50 million.”

“We are confident that the court will agree that the Northport power plant is accurately assessed,” said Nick Ciappetta, Town of Huntington attorney. 

For people like Northport resident Joseph Sabia, the situation has become unbearable. 

“I love this place, but if I can’t afford to pay my bills what good is it,” he said.

Suffolk County financial reform has leaped to the tops of the minds of members of both parties in county government.

County Executive Steve Bellone (D) announced proposals aimed at strengthening Suffolk’s financial future at a press conference in Hauppauge Feb. 27. As part of the Securing Suffolk’s Financial Future Act, Bellone proposed amending the county Tax Act to allow the county to collect tax revenue that is owed in January, instead of waiting until June. Officials said the plan is the latest in the county’s efforts to streamline operations and be more efficient.

“When we look at planning ahead, looking beyond where we are today and thinking about where we’ll be five, 10, 15 years down the road — it’s important that we do that,” the county executive said. 

The plan would build upon previous undertakings by the county, which include bipartisan efforts to bring the county in line with the best finance practices set forth by financial experts from the Office of the New York State Comptroller and the Government Finance Officers Association, according to Bellone. 

In doing so, the county would press to amend the Tax Act, which would require state legislation. The county executive said the 100-year-old law is seriously outdated.

“It would ensure the county would get tax revenue that it is owed at the beginning of the year instead of waiting until June and [being] forced to borrow funds,” he said. “This is an issue that crosses party lines, this is not an issue that is partisan or [one] that should be partisan.”

The county executive called for the authorization of a four-year budget plan, which would allow the county to focus on long-term projects as well as updated debt management and fund balance policies. New computer software will be purchased to enhance transparency and
accountability.

Suffolk Comptroller John Kennedy Jr. (R), a known critic of Bellone, announced plans in February to run for county executive in November. His campaign has attacked Bellone on the current state of the county’s finances, placing a lot of the blame on his Democratic contender for a downgrade in Suffolk’s bond rating and for raising county fees. 

Kennedy said Bellone is just attempting to look fiscally responsible.

“Steve Bellone doesn’t know how to spend less,” Kennedy said. 

In a Jan. 31 TBR News Media article, Eric Naughton, Suffolk’s budget director, said while the county’s bond rating has dropped, Kennedy were “overstating” the impact. He said Moody’s, which gives the bond grades to municipalities, was only looking at the past and not the future. Kennedy has said he plans to consolidate county offices in order to reduce taxes.

Legislator Rob Calarco (D-Patchogue), deputy presiding officer, said fiscal responsibility is the top priority when talking about taxpayer dollars. 

“These policies that we are laying out are common-sense ways to ensure that we are transparent with the public,” he said. 

The county executive also called for re-establishing an insurance reserve fund, originally created in 1980, which would assist in paying unexpected legal expenses. There was a call as well to reorganize the county’s audit joint committee and add more members.

Bellone said the changes would allow for a more robust and diversified review of the fiscal condition of the county. 

Deputy County Executive Jon Kaiman (D), who helped piece the plan together along with a team from the county executive’s office, said its goal was to figure out how Suffolk County can be best managed and reach its fullest potential. 

“What we can do is to present reform in a manner to get the best out of what this county can offer,” Kaiman said. 

County officials indicated legislation has been filed and expect a hearing to be set at the end of March and the proposals could be up for consideration into law sometime in April.

As the first anniversary of the Marjory Stoneman Douglas High School shooting in Parkland, Florida, passed by Feb. 14, gun control advocates and Democrats in the U.S. House of Representatives are gearing up for another round of gun debate.

U.S. Rep. Tom Suozzi (D-Glen Cove) alongside gun violence prevention groups advocated for support for a proposed federal bill that would require background checks on all sales of firearms at a press conference Feb. 19.

H.R. 8, or the Bipartisan Background Checks Act of 2019, was first introduced in early January by U.S. Rep. Mike Thompson (D-California). Suozzi is a co-sponsor of the bill. 

The congressman announced that H.R.8 had passed the House Judiciary Committee and would next be put to vote on the House floor. 

“It will go to the floor in the next week or two,” he said. “I feel good that this bill will pass the House of Representatives — the challenge is whether or not we can get the votes in the Senate.” 

The bill would also see the end of a known loophole in firearm sales. 

“There is a gun show loophole,” Suozzi said. “We are not trying to take anyone’s guns away — we are trying to prevent people who shouldn’t have a gun from getting one in the first place.” 

Currently under federal law, individuals who are convicted felons of domestic abuse, those who have a restraining order or those who have been found using controlled substances are restricted from purchasing guns. Gun control activists have argued the gun show loophole has made it possible for private and unlicensed sellers to market firearms to buyers without going through a background check process. 

“I stand here today with Congressman Suozzi to fully back his support of reasonable gun control,” Dix Hills resident Linda Beigel Schulman of Moms Demand Action for Gun Sense in America said.

Schulman’s son, Scott, was a teacher at Marjory Stoneman Douglas High School in Florida and was one of 17 individuals killed in the Parkland shooting. She said she first met the congressman at a March for Our Lives rally. 

“He spoke with me about the shooting, and I knew his concerns, his support was genuine,” Schulman said. “He is fighting for the safety of all of us.”

Suozzi said many guns that are brought into New York State illegally are purchased through this loophole. He pointed to a statistic that said over 70 percent of gun crimes that have occurred in New York have been caused with firearms that originated out of the state, according to a 2016 report from the New York State Attorney General’s office.

Schulman said the bill is a bipartisan attempt to pass common sense gun control legislation and that safety from gun violence is not a partisan issue.  

“If asked the question: Do you want to be safe, your children to be safe? Have you ever heard anyone answer no?,” she said. 

Marybeth Baxter, Long Island coordinator of New Yorkers Against Gun Violence agreed with Schulman, stating that universal background checks are paramount for the safety of New York, other states and the nation. 

“Just this Friday there was another workplace shooting — this has to stop,” Schulman said. “If the universal background check prevents just one shooting, then it has done it purpose, it has saved lives.”

Three days after President Donald Trump (R) declared a national emergency to build a wall on the United States-Mexico border, protesters in Port Jefferson Station held aloft a large sheet with four words painted on it, “Trump is the emergency.”

The North Shore Peace Group, a local activist organization, galvanized close to 50 people to protest Feb. 18, despite cold winter winds, about Trump’s Feb. 15 announcement he would declare a national emergency in order to build 234 miles of physical barrier on the U.S.-Mexico border. The total funds freed up from the national emergency and other measure will equal up to $8 billion, more than the originally proposed $5.7 million Trump had previously asked from Congress. 

Trump is “actually giving a demonstration of how a unilateral president — an imperial presidency is emerging — he’s now overriding Congress’ constitutional mandate to control the purse strings,” said peace group member Bill McNulty.

Standing at the corner of state routes 112 and 347, which has been dubbed by other left-leaning activists as Resistance Corner, the protesters chanted and asked passing cars to honk in support.

Myrna Gordon, a Port Jefferson resident and peace group member, said there are other national issues which are better suited for the moniker “national emergency.”

“With all the things that could be an emergency, think about all the people every day who die from gun violence.” Gordon said. “Down at the border people need help. Instead it’s a wall that people will either tunnel under — they
already have — or find a way to go over.” 

Some activists said the president calling the ongoing illegal migration across the southern border a national emergency opens up the doors for future presidents to declare national emergencies for agenda items. While activist Rosemary Maffei said this could mean, in the case of a Democratic president, national emergencies to deal with gun violence or climate change, it could also set precedent for a Republican president could call national disasters on practically any agenda.

McNulty said the ongoing illicit immigration across the southern border is due to the past and continuing foreign policy of the U.S.

“Our policies in Central and South America have caused the destabilization of country after country, including overriding democratic elections,” McNulty said. “Brazil, Nicaragua, El Salvador, Honduras, Guatemala, these are the very countries that have been negatively impacted by American intervention.”

The peace group has hosted many pop-up protests in Port Jefferson and the Three Village area since the inauguration of the 45th president, enough to lose count. Gordon said she expects they will host many more in the future.

Most couples agree there’s nothing worse than receiving a breakup message on Valentine’s Day. Unfortunately, that’s the message New York City received Feb. 14 when Amazon said it would no longer build its next headquarters in Queens.

Reactions from Long Island’s elected officials was swift. U.S. Rep. Lee Zeldin (R-Shirley) said the blame rests on New York’s unfriendliness to business.

“New York’s 1st Congressional District would be happy to be Amazon’s Valentine today and take these 25,000 great-paying jobs,” Zeldin said in a statement. “New York wouldn’t even need all the subsides if we didn’t have one of the worst business climates in the United States. We must level the playing field, reduce taxes and burdensome regulations, stop picking winners.”

New York City Mayor Bill de Blasio (D) and Gov. Andrew Cuomo (D), who were both heavily involved in the Amazon deal, also made public comments lamenting the loss. Meanwhile, Brookhaven Supervisor Ed Romaine (R) reaffirmed the town would welcome the retail giant with open arms. 

Now that Amazon is no longer courting New York City, Romaine offered to sign over the 795 acres of Brookhaven Calabro Airport in Shirley if the corporation chooses Brookhaven as a site of their future headquarters. 

“We would close and give them the airport,” he said. “That’s a transfer of property. We’re interested in economic development.”

The town had offered the airport to Amazon before they had originally settled on Queens. The supervisor said the same tax deal proposed by Cuomo is still on the table should the company want to come to the East End of Long Island. The state offered a total of $1.2 billion in refundable tax credits to Amazon, in addition to providing a $505 million capital grant to aid in building its new headquarters. With New York City also pitching in, the total aid package would have been at least $2.8 billion. Romaine said the Brookhaven Industrial Development Agency could make up the same amount of aid should Amazon rethink its plans and come back to Long Island.

A representative from the Brookhaven IDA did not respond to requests for comment.

The town supervisor was adamant the airport location was perfect for Amazon’s needs, boasting of its proximity to Sunrise Highway, the Long Island Expressway and William Floyd Parkway. The site is also a few miles away from Brookhaven National Laboratory and the Mastic-Shirley train station. He said the proposed location’s close proximity to the Hamptons, Shoreham and Wading River would be an extra incentive for those looking to make day trips.

“They’re looking for a campus-life situation, and this would provide that,” Romaine said. “If they wanted to they could keep one of the runways for light aircraft. That is totally negotiable.”

Despite the pushback the Queens Amazon headquarters received from residents and city politicians, Councilwoman Jane Bonner (C-Rocky Point) said Brookhaven residents are much more open to the idea of a company like Amazon coming in.

“We’re looking for corporate businesses that would create good-paying jobs,” she said. 

Romaine said he knows it’s a long shot, especially with Amazon saying in a Feb. 14 blog post it would not be conducting its new headquarters search again. Instead, the corporation would be looking toward northern Virginia and Nashville, Tennessee, for its new headquarters location.  

“I think it’s worth a shot,” the supervisor said. “Nothing ventured, nothing gained.”

County legislators are looking to restrict the sales of several plastics, some harmful to health and others harmful to the environment.

Suffolk County Legislator Kara Hahn (D-Setauket), along with members of the Legislature’s Single-Use Plastic Reduction Task Force announced four policy initiatives intended to reduce plastic and polystyrene waste in the county at a press conference Feb.13.

Hahn and the task force have outlined regulations directed at local businesses and the county. One of the proposed bills focuses on polystyrene, banning it in food service products including plates, cups, containers and trays. It would require businesses in the county to use biodegradable products, though the bill would exempt items used to store uncooked eggs, raw meat, pork, fish, seafood and poultry. 

The U.S. Department of Health and Human Services classified styrene as a potential human carcinogen and, according to the U.S. Environmental Protection Agency, polystyrene manufacturing process is the fifth largest creator of hazardous waste in the United States. 

“[Styrene has] recently been upgraded from a possible carcinogen to a probable carcinogen — a cancer causing chemical,” Legislator Sarah Anker (D-Mount Sinai) said. “Long Island has some of the highest cancer rates in the country.” 

Hahn said polystyrene and plastics are causing a waste management problem as well. 

“You see waste in waterways, on our beaches, on our roadways,” she said. 

A second bill would require single-use plastic beverage straws and stirrers to only be given in Suffolk County by request as a means of reducing plastic consumption. As an alternative to plastics, businesses would give customers biodegradable products, such as paper straws. There is an exception for those who have a disability or medical condition. 

Hahn and the task force also plan to prohibit the use of plastic products in all Suffolk County parks as part of their third initiative.  

Legislator William “Doc” Spencer (D-Centerport) supports the proposed bills. 

“We see that these things are happening — I know with the plastic bag ban there was some push back,” he said. “But it is nice to be able to do something that will make a difference and that works.”

In conjunction, the task force proposed a requirement that all future contracts with concessionaires at county parks include a restriction on the use of plastic and nonbiodegradable cups, utensils and
beverage straws. 

Hahn and the task force advised the issue of waste produced by these products is a more urgent problem than some people realize, and the county needs to clean up its act.

These bills are a continuation of Hahn’s and others countywide initiative to reduce single-use plastic straws. One project, called Strawless Suffolk, started in July 2018 and looked for 100 seaside restaurants in Bellport, Greenport, Huntington, Northport, Patchogue and Port Jefferson Village take a pledge to stop using plastic straws by Sept. 3, 2018.

Hahn cites some landfills on Long Island are almost at full capacity and said that it not just about recycling more, rather its reducing the use of plastic items and to reuse things.

“We as a society as a whole need to continue to research and study this issue and product,” she said.”

To further decrease the use of plastic products, a fourth initiative will call to replace existing water fountains with new ones designed to allow bottle filling at county facilities that have 10 or more employees and in county-owned parks that have water dispensers. 

“People will be less likely to use plastic water bottles and will be able to fill their own reusable bottle if they bring it with them to our county buildings, parks and beaches,” the Setauket legislator said.  

The two nonlocal laws in the initiatives package, the installation of water fountains in county facilities and the concessionaires requirement, could be passed as early as March 5, depending upon legislative discussion and a vote. The other two local laws that apply to businesses in the county will require a public hearing, but could end up as law as early as April 9. 

“Plastic waste has become a tangible threat to our $5.6 billion tourism-driven economy,” Hahn said. “We are Long Islanders, our identity is tied to the water.”
