Suffolk County is hosting a Narcan training class to teach residents how to administer the life-saving drug that stops opioid overdoses.

According to the county health department, the training class meets New York State requirements and will teach attendees how to recognize and overdose on opioids such as heroin and Vicodin. They will also learn how to administer Narcan through an overdose victim’s nose and what additional steps to take until emergency medical personnel arrive on the scene.

Participants who complete the training will receive a certificate and an emergency resuscitation kit that contains Narcan, also known as naloxone.

The class will be held on Monday, Sept. 14, from 6 to 7:30 p.m. at the Office of Health Education in the North County Complex, 725 Veterans Highway, Bldg. C928, Hauppauge.

McCarthy, Nowick, Vecchio vote again to table Creighton’s proposal to pay seasonal workers $9 an hour

A previously tabled motion to increase the minimum wage for Smithtown employees was sidelined once again, and the town board is at odds over the reasoning behind it.

Councilman Bob Creighton (R) had initially proposed, at a work session in August, to raise the town’s minimum wage from $8.75 to $9 per hour as of April 2016, but Councilwoman Lynne Nowick (R) later floated a motion to table the proposal, which was unanimously approved. The measure reappeared on Tuesday’s Smithtown Town Board meeting agenda and Nowick once again voted to table the discussion, drawing 3-2 split from councilmembers, with support from Councilman Tom McCarthy (R) and Supervisor Pat Vecchio (R).

“This doesn’t mean I am not in support of this,” Nowick said, in justifying her decision to table the proposal a second time, after Councilman Ed Wehrheim (R) had publicly asked her to explain her decision. “I want to look at the budget, which is not due for another 30 days or so.”

In a phone interview, Creighton said he was caught off guard by the decision to table the proposal a second time, and the councilwoman’s explanation to wait for the budget process early next month bewildered him.

“It does not seem to be a justification, in my mind, for postponing the vote,” said Creighton, who, along with Wehrheim, voted against Nowick’s motion to table the proposal for a second time. “You’re either for it or against it.”

Creighton said the 25-cent raise for the town’s roughly 150 seasonal workers making $8.75 an hour — would ultimately cost roughly $23,000, which he said could be factored into the budget now so the budget process could react accordingly.

“The actions of those three are asinine,” Creighton said. “It’s an insult to the kids who are working hard in this town.”

Wehrheim said he was concerned with the way the procedure went through, given the fact that the councilmembers who voted against the resolution had weeks since it was last tabled to voice their concerns regarding its financial impact on the town. He said the $9 minimum wage proposal was not only in line with state law, but was also run by Vecchio, Comptroller Donald Musgnug and the town’s personnel department, which he said validated the proposal.

“Not one word was uttered about any intention to table that resolution,” Wehrheim said. “The time to have that discussion was certainly at our work session. I know Councilwoman Nowick said she’d rather look at the budget first, but there is no reason to. I don’t think it’s fair to the public.”

Musgnug had no comment on the matter. But Vecchio later said Creighton’s resolution was a politically motivated decision, as most town workers were already making more than $9.

Over the last several months, Smithtown resolutions for municipal hires showed workers being hired at rates anywhere from as low as $8 to as high as $16 per hour. The town, however, is not legally bound to abide by a minimum wage.

McCarthy, who voted in favor of tabling the discussion alongside Nowick and Vecchio, said in a phone interview that he was in favor of raising the minimum wage to $9 an hour for the town’s seasonal workers, but believed it should be put into the budget. He also said he and his fellow councilmembers had full intentions of seeing the raise put into effect through the budget.

McCarthy said everyone on the board was ultimately in favor of raising the minimum wage, but they disagreed over how to implement the change.

“Going up to $9 is not a problem,” McCarthy said. “But the process is not putting it into a resolution. We’ve never done that before, ever. I tabled it because I will be putting it into the budget myself, definitely.”

In a similar instance last year, McCarthy had put forward a successful 3-2 resolution to increase the salary of the deputy supervisor — his own position — by $30,000, but ultimately rescinded the decision and said he would rather see that call come via the budgeting process. The raise was later included in the 2015 budget and passed.

Residents of Eaton’s Neck are still divided on how to deal with what they say is an overpopulation of deer in their community, and it looks like the Huntington Town Board hasn’t come to a decision on the matter either.

The board held a public hearing last month to consider allowing longbow hunting during hunting season on private proprieties on Eaton’s Neck and in unincorporated areas of Asharoken to anyone who has a hunting license issued by the New York State Department of Environmental Conservation. It brought out those in support of the proposal and some against the idea. In interviews this week, board members said they have not currently made up their minds on how to proceed with the issue.

Residents expressed concerns about the deer population at the July 14 board meeting.

“Our major concern is safety — traveling our roads at night is hazardous,” Ken Kraska, a resident of Eaton’s Neck said at the meeting then.

After that meeting, the board hosted a public hearing about the longbow hunting proposal, where nearly 30 people took to the podium to speak about the issue. While some residents were very supportive of bow hunting to reduce the population, others felt it was an inhumane way to deal with the issue.

Some are still divided on this idea.

Doug Whitcomb, an Eaton’s Neck resident and member of the Eaton Harbors Corporation board, said in a phone interview this week that he supports longbow hunting. He spoke at the public hearing last month on the issue.

“We are overrun with deer,” Whitcomb said. “They no longer run from you. I was personally challenged by one yesterday, and not even my 150-pound Great Dane scared the deer.”

Whitcomb said that many of his neighbors now have Lyme disease, and he doesn’t want to wait until a member of his family contracts it before something is done.

“We want the same quality of life as every other resident, and we’re being denied that,” he said.

According to the DEC, which manages the state’s deer hunting, the Long Island deer population has been steadily increasing since the 1980s. The DEC considers hunting, or culling deer, is the most cost-effective and efficient way to stabilize or reduce deer populations, while also alleviating associated damages to private property and natural resources.

Christine Ballow, an Eaton’s Neck resident, said she supports more humane ways to handle this issue. She said she didn’t feel longbow hunting was 100 percent effective.

“I’m hoping this doesn’t go through,” Ballow said in a phone interview.

Wendy Chamberlin, president of the Wildlife Preservation Coalition of Eastern Long Island, also shares the belief that bow hunting is a cruel and ineffective option.

“For sentient animals, that have thoughts and feelings, it is particularly cruel … it is a long, drawn-out, agonizing death,” she said in a previous interview.

Ballow supports hormonal sterilization of the male deer. “It’s a peaceful solution,” she said.

Joe DeRosa, an Eaton’s Neck resident, spoke at both board meetings, and is expecting a decision from the Town Board at the Sept. 16 meeting.

DeRosa is president of the Eaton Harbors Corporation, which conducted a survey of Eaton’s Neck residents. He said 85 percent of residents were found supporting some type of hunting to reduce deer numbers.

“The problem is getting worse by the day,” DeRosa said. “And we are running out of time. Hunting season starts soon. Our hope is that [the board] approves this idea.”

Suffolk County hunting season begins on Oct. 1 and ends on Jan. 31.

Town Board members this week either said they had no comment on the issue or that they had not come to a decision on the matter.

Town Supervisor Frank Petrone said he is “still weighing the testimony from the public hearing and the input from the public that has come in and may still come in before the board meeting,” according to an email from town spokesperson A.J. Carter.

Port Jefferson Village moved another chess piece in its match against the Long Island Power Authority last week, filing a lawsuit to dispute the utility’s property tax challenges from the last few years, which are still pending in court.

Village Attorney Brian Egan said at the board of trustees meeting Tuesday night that the village filed the lawsuit last Friday contending LIPA had promised not to challenge its property tax assessment at the Port Jefferson power plant unless the assessment was disproportionately increased.

That perceived promise links back to a 1997 letter from former LIPA chairman Richard Kessel, upon inking a power supply agreement between LIPA and the Long Island Lighting Company, as the former was taking over for the latter. That agreement covered power plants now owned and operated by energy company National Grid, which includes those in Port Jefferson and Northport.

Back then LIPA and local municipalities were embroiled in other tax assessment challenges. Kessel’s letter said the utility would drop those challenges and would not “initiate any further tax certiorari cases on any of their respective properties at any time in the future unless a municipality abusively increases its assessment rate.”

Port Jefferson has actually gone in the opposite direction on the neighborhood power plant’s assessment, officials confirmed Tuesday — LIPA’s assessment was only proportionately increased over time, and since it began challenging its assessment in 2010, it has in fact seen a decrease. Officials called that 10 percent decrease an act of good faith as they negotiated with the utility on the matter.

At the heart of the issue is a disagreement over the worth of the local power plant: LIPA contends it is grossly overassessed, forcing the utility to pay more in property taxes than it should.

The power plant is a large source of tax revenue for the area, particularly the Port Jefferson school district and the village. Smaller stakeholders include the Port Jefferson fire and library districts and the Town of Brookhaven.

As LIPA’s property tax challenges trickle through the court system, Port Jefferson’s latest lawsuit piggybacks on an idea from out west — Huntington Town and the Northport-East Northport school district filed a similar suit a couple of years ago in their battle on the Northport power plant, which mirrors the situation in Port Jefferson. That inceptive lawsuit, challenging LIPA’s ability to challenge its property tax assessment, faced a motion to dismiss that New York State’s highest court recently denied — allowing the case to play out. Seeing the ruling in favor of Huntington and Northport, Port Jefferson followed suit.

“I feel very strong,” Egan said about the case.

According to the village attorney, he will ask that court action on LIPA’s tax challenges be delayed until the new lawsuit is resolved.

The Port Jefferson and Huntington area lawsuits may also be joined, and it is possible more plaintiffs, such as Brookhaven Town and the Port Jefferson school district, could jump in.

At the time the courts denied LIPA’s motion to dismiss Huntington Town and the Northport school district’s lawsuit, a LIPA spokesperson said the utility does not comment on ongoing litigation.

If the municipalities win their lawsuits regarding LIPA’s right to challenge its property tax assessments, those pending challenges would be thrown out.

Huntington Area Rapid Transit (HART) buses will be fare-free for two weeks later this month, a move town officials hopes encourages residents to consider the town transit system as an alternative to driving their cars.

The weeks of free fare span Monday, Sept. 21 through Saturday, Sept. 26, and again on Monday, Sept. 28 through Saturday, Oct. 3. There will be no fare charged on HART’s fixed route buses, according to a town spokesperson. The promotion is being held in coordination with International Car Free
Day on Sept. 22. That is an annual event celebrated in more than 1,500 cities in 40 countries during which people are encouraged to get around without cars, using alternate transportation such as transit, biking or carpooling.

Locally, Car Free Day Long Island will be celebrated for the third consecutive year under the auspices of Transit Solutions and 511NYRideshare, who are partnering with the town in presenting the Fare Free Weeks.

The goal of the promotion is to increase ridership on HART, the only town-operated bus system on Long Island.

HART, which has been operating since 1978, revised its routes in January 2013 to adapt to changing demand, improve service and reduce waiting times. This year, HART upgraded its fleet, putting 15 new vehicles into service, including seven 20-passenger clean diesel buses that provide easier maneuverability, greater fuel efficiency and easier passenger access than the 29-passenger vehicles they replaced. HART also has three hybrid buses that are part of the fixed-route service.

“Over its 35 years in existence, HART has developed a loyal, devoted ridership, composed of people who appreciate the ability to get from place to place in the Town without having to use a car,” Huntington Town Supervisor Frank Petrone (D) said in the statement. “We hope that Fare Free Weeks will prompt new riders to give HART a try, learn for themselves what great service HART provides and become frequent riders after the promotion ends.”

The Huntington Town Board authorized Fare Free Weeks in a resolution it approved unanimously at its July 14 meeting. The resolution noted that the town would seek sponsorships to offset the lost passenger revenue.

Petrone and his Town Board colleagues expressed their appreciation to these businesses and organizations that have agreed to become Fare Free Weeks sponsors: Covanta Energy; Stop & Shop; Target; The Paramount; Renaissance Downtowns; Clever Devices; the Huntington Township Chamber of Commerce; and the Huntington Station Business Improvement District.

“HART bus is one of those unique services the town provides, giving people who don’t have cars, including teenagers, the mobility they need for their daily activities,” Councilwoman Tracey Edwards (D) said in a statement. “But HART also provides an opportunity for car owners to get around town and, as the old Greyhound commercial used to say, leave the driving to us, especially if the ride is free.”

Rosemary Mascali, the manager of Transit Solutions and co-chair of the Car Free Day Long Island event, lauded the fare-free initiative.

“We’re thrilled to see the Town of Huntington join in the international celebration of Car Free Day by providing a free ride on HART buses during these two Fare Free Weeks,” Mascali said. “This puts the town at the leading edge of Long Island municipalities in their efforts to encourage residents to try a commute alternative.”

The free rides are available only on fixed route service. Paratransit is unaffected by the promotion. For details on routes and schedules, riders can visit the HART Bus page on the town’s website, https://www.huntingtonny.gov.

Councilman Gene Cook (I) said he has his eyes on the money — the money of Huntington Town and its taxpayers, that is.

“Huntington doesn’t manage its money properly,” the councilman said, in a sit-down interview at his Greenlawn home. “Coming from the business world, we need good business people in [Town Hall] to manage it correctly.” He believes the amount of money the town has borrowed in long-term bonds is “ridiculous.” Cook said he very rarely votes for bonding.

Cook is seeking re-election for a second term on the town board in November. He’s running with Republican-backed Jennifer Thompson, and he’s running against incumbent Councilwoman Susan Berland (D) and contender Keith Barrett.

Cook said he believes the town’s money needs to be spent more wisely. He said he would like to see a forensic audit of the entire town government. When he first entered office, he said, he pushed for such an audit by the state comptroller’s office.

“I’m all about where our money is being spent. When I looked at the books, I was not happy with the way I saw things being done. So I put up legislation to get the state comptroller to come in and audit. I was hoping they would audit all the books.”

The state comptroller’s office only ended up auditing two departments — outside legal services and overtime — and in both, issues were unearthed. Since then, those issues have been addressed.

Cook emerged from his garage to start the interview, where he had been tinkering with his favorite hobby, his cars. He resides at his Arbutus Road home with his wife Lisa. They have five children: Danielle, Nicole, Monica, Brendan and Olivia.

Owner of Cook Industries Inc., a construction company, which was established in 1986, the councilman has learned how to run a fiscally sound business and tries to bring those ideals to the town board as much as possible.

“A lot of business work is right now, it has to get done immediately,” Cook said. He runs his office the same way. “We have to get an answer back to a constituent within 24 hours. I made that a mandate in my office. Good, bad or ugly, even if it’s something the constituent doesn’t want to hear, we have to do that.”

Toni Tepe, chairwoman of the Huntington Republican Committee said Cook is devoted to doing what’s right for the public.

“Gene has shown the public that his interest is doing what is right for them,” Tepe said. “He works for the taxpayers.”

Moving onto other matters facing Huntington Town, Cook spoke about crime in Huntington Station. While Cook said the police force is stretched, he feels there are other ways to beef up security that don’t involve hiring more police.

Cook said he has no problem with development projects requesting changes of zone, like Benchmark Senior Living, a proposed assisted living facility in Huntington, and The Seasons at Elwood, as long as they are handled responsibly and in a smart business fashion. “Lets do proper, smart, development that makes everybody happy.”

But he does not believe that was the case with The Seasons, which is why he voted against it. Cook’s was the sole vote against the 55-and-up condominium project.

“Because of my business background in construction and roadwork, I knew Elwood Road was a problem. It was said [The Seasons] was not going to change the difference of traffic on that road. That’s nonsense. We need people on the board that say wait a minute, lets take a good look at this and see what’s really needed there and what the community wants,” Cook said. “I was the only vote with the people of Elwood.”

He said he felt the same community resistance against Benchmark as well.

“People were there crying to me, saying they don’t want this. We’re supposed to take care of the residents of the town, not developers that come in with big pockets,” he said.

Cook described being the minority on the board as “brutal.” He thinks having Thompson on the town board “would really benefit the people.” Cook hopes to one day have a third member on the board, creating a majority voting bloc.

Bow hunting  of deer in Eaton’s Neck has been a pressing issue for the residents of Eaton’s Neck and Asharoken, and Cook has changed his stance of opposing the measure since the town board public hearing last month on this issue.

“What I like about town board meetings is that you do hear other sides,” he said. “I was unaware of the Lyme disease issue and the tick issue, it was the first time I had heard of that. I may vote for it if it comes up.”

If re-elected, Cook, like his running mate Thompson, hopes to push term limits right away. He said he supports a two-term limit for council members.

“I believe we need term limits,” he said. “For me, what I’ve seen is, the first term you’re learning, second term you’re doing, third term you’re abusing the power. I think we as people need to keep it moving.”

Councilwoman Susan Berland (D) has made the Huntington Town Council her full time job since her inaugural election in 2001. She pledged, when she was first running for election, that she would stop practicing law and dedicate all her time to the board.

“I think the job really deserves that,” she said. “I’m the one who’s in the office, 95 percent of the time, when people come into the office to see a councilmember; I’m the one they get. I do a lot more events than anyone else does because I can and because I want to.”

On Monday, Berland sat down for an interview, at Book Revue in Huntington, to discuss her past achievements on the Huntington Town Board, and her campaign for re-election this November. She had just returned from a weekend away, helping her youngest son move into Yale University for his freshman year. Berland and her husband, Sandy Berland, live in Dix Hills and have four children: Stephanie, Alex, Schuyler and Grant.

“She is a person of action,” John Cooney, commander of Northport American Legion Post 694, said in a phone interview. “Susan has worked tirelessly on behalf of veterans in the community. We hold many different events, and in my 16 years, I have never seen Susan absent from one. I’m proud of what she’s done for this community; she follows through and listens.”

Berland was first elected to replace U.S. Rep. Steve Israel’s (D-Huntington) seat, when he won his seat in the House of Representatives in 2001. She previously worked on Israel’s Town Board campaign, and once he was re-elected, he asked her to work in the town attorney’s office to prosecute code violations.

When she first got into office, Berland moved to make government more transparent.

She said her first piece of legislation the board approved made parts of the town’s government more accessible. The Fair, Open and Accountable Government Act requires the zoning and planning boards to have their meetings in a public hearing room — the town board room at Huntington Town Hall. According to Berland, before she came into office that was not the case.

“I fought for 10 years to get the town’s television channel because I wanted town board meetings to be televised,” she said. “I’m really an advocate of open and accessible government.”

She thinks people need to have access to these meetings.

“If people have the opportunity to watch town board meetings in the comfort of their own homes, they’ll be more inclined to watch it.”

Huntington Town has its share of blighted homes — another issue Berland’s addressed with legislation.

“We don’t have rows and rows of houses that are blighted, we have one on each street,” she said. “They come as a patchwork, but it affects the street it’s on tremendously, and I think that’s important to people.”

In order to fight the blighted houses, Berland’s legislation created a new system that assesses if a house should be put on a townwide blight registry. If the property is added to the list, the owners are hit with a fine from the town and are allotted a certain amount of time to fix the problems with their property. If the owner doesn’t do so before the allotted deadline, the town pays for the cleanup of the property, and the money it costs the town to right all the problems is then added to that property owner’s tax bill.

When speaking to crime in Huntington Station, Berland said, “It’s always good to have cops on the beat.”

“The more they’re in the community and get to know the community, the better it is. For a lot of people, if you know the officer and have a relationship with the officer, I think you’re less likely to do something you shouldn’t do.”

Berland believes that large-scale projects that require a zone change, like The Seasons at Elwood, a 256-unit 55-and-older condo home community, and Benchmark Senior Living, a proposed 69-unit assisted living facility, are not issues of overdevelopment.

“I voted in favor of the Seasons,” she said. “Anytime we can create senior housing, where our seniors stay here and aren’t leaving, I think that’s a benefit. But you have to watch the density numbers.”

She originally voted no to Avalon Huntington Station, because of the number of units they wanted to fit in per acre. When Avalon compromised months later and reduced the number of units, Berland voted yes.

Berland has also been involved in legislation that benefits the youth of Huntington Town. According to Berland, the Huntington Youth Council, which is comprised of students from each of the town’s school districts, meet to discuss issues that affect students today.

When asked about her opponent’s support of term limits, as Berland is seeking her fifth term in office, she said, “the best manifestation of term limits is elections.”

Huntington Town Supervisor Frank Petrone (D) and Councilman Mark Cuthbertson (D) have announced that the town has upgraded its mobile phone app and has installed Wi-Fi in the Huntington Town Board room, Town Hall lobby and the Dix Hills Ice Rink.

The town recently completed a major revision of its mobile phone app that makes it easier for residents to enter service requests. It also adds a variety of functions that link more seamlessly to the town’s website and to social media. Users of the app will be able to take and upload images; integrate with their Facebook and Twitter accounts; read the town’s news feed; access the town’s mobile website; learn the refuse pickup day for a particular location; and view and find recreation facilities, nearby restaurants, businesses and libraries based on location services. The phone app works on both iPhone and Android devices and can be downloaded at both the Apple App store and Google Play. On both sites, search for Huntington @ Your Service.

Plans are in place to expand Wi-Fi service over the next six months to additional areas and town facilities, including the Village Green Senior Center.

Belle Terre residents are up in arms, or ready to take up arms, over a village government proposal to allow bow hunting as a means of reducing the community’s deer population.

The village board of trustees set a public hearing for Sept. 15 to consider a law amendment that would allow the hunting, a notion that has split the community, with some calling for more “humane” approaches to the issue.

The deer population, in the absence of predators, has increased such that “people are having multiple deer sleeping on their lawns at night and eating all their vegetation,” and making driving in the area more treacherous, Trustee Bob Sandak said in a phone interview this week. “We’ve had an outcry from the population to please do something.”

According to the New York State Department of Environmental Conservation, which manages the state’s deer, the Long Island deer population has been steadily increasing since the 1980s. It calls hunting, or culling deer “still the most efficient and cost-effective way to stabilize or reduce deer populations and alleviate associated damages to private property and natural resources.”

But calling bow hunting “a very cruel way to kill,” resident Natalie Brett said she worried an injured deer would wander into her yard and die.

Brett said she has noticed the deer population increase and the animals eat her plants, but “I don’t have a problem; I just go with it.”

She said she wants to see a more “humane” approach to the deer, using sterilization to prevent breeding, tick control to prevent Lyme disease, or stop signs to slow down traffic in deer crossing areas.

But her main concern is whether allowing bow hunting will “open the door” to other types of hunting in a residential area.

“I didn’t move to a state hunting ground and put up a sign, ‘You shouldn’t hunt,’” Brett said in a phone interview. “I don’t want my neighbor, if he’s 150 feet from my house, having a hunter come in.”

Sandak said any Belle Terre bow hunting would be subject to the same state regulations as in any other community. Among those regulations are minimum distances from homes where hunting can take place, ruling out smaller properties. Sandak estimated a property would have to be three acres or more to legally support bow hunting.

The DEC said fertility control is not as effective as hunting in managing deer populations and does not “quickly reduce deer-human conflicts.” And Sandak said he would not necessarily count sterilization as a more humane method, as it puts deer under “unnatural stress” and could leave the animal open to infection.

It is also costly to pay for anesthetic and a marksman to hit the deer, and “doesn’t reduce the size of the herd because you’re not taking any of the herd away, as hunting would do,” the village trustee said.

Dori Scofield, founder of Save-A-Pet Animal Rescue and Adoption Center in Port Jefferson Station, confirmed that sterilization is a costly and tricky method that unnaturally stresses out the deer, but she also said she has at least six veterinarians who would donate time to sterilize deer, and the village is small enough to monitor such a program.

Scofield, a Stony Brook resident, also said in an email that having fewer deer would not reduce Lyme disease cases, as other animals like mice and raccoons also carry ticks. Furthermore, killing deer would not necessarily reduce that population, because it would leave more food for deer from neighboring areas to move in and motivate them to procreate.

“Ideally I would like them to leave the deer be,” Scofield said. “We need to protect the animals in our towns.”

Belle Terre is not the only area considering deer hunting as a means to control the population. The Town of Huntington is mulling a similar proposal for parts of Eaton’s Neck and Asharoken, and residents there are equally split.

Scofield said people who move to a wooded area should expect wildlife.

“I have deer in Stony Brook and, yes, they eat my shrubs and I sip my tea and watch them,” she said. “Then I feed them some horse feed and we all go about our day.”

Sandak said he is leaning toward allowing bow hunting in the village because “I don’t have strong feelings against it” and he wants to vote for what the majority of the community wants.

The Sept. 15 public hearing on the amendment to Belle Terre’s code chapter on hunting and firearms starts at 8 p.m. in the Belle Terre Community Center on Cliff Road.

“I would like everyone to come to the public meeting and express themselves,” Sandak said.

Bill would limit cars allowed per bedroom

It’s a battle between the town and landlords as officials and concerned homeowners keep trying to combat illegal housing.

A proposed Brookhaven Town law aims to prevent overcrowding in rental homes by limiting the number of allowed tenants to four unrelated people — half as many as currently permitted — and restricting the number of permitted vehicles at a rental house to one car per legal bedroom plus one additional car. At a four-bedroom rental house, that translates to five allowed vehicles.

The proposal is the most recent in a string of initiatives to prevent illegal house rentals, including a measure that outlawed paving over front yards to make additional space to park cars.

“That’s how bad it was,” Supervisor Ed Romaine (R) said during last week’s Brookhaven Town Board meeting.

The housing issue came to the forefront a few years ago with the help of Bruce Sander, the president of Stony Brook Concerned Homeowners. In Three Village and neighboring areas like Port Jefferson and Middle Country, residents have spoken against illegal and often overcrowded rental homes that are filled with Stony Brook University students, citing quality of life issues such as noise and overflowing trash.

Romaine said the rules detailed in the proposed law would make it easier for the town to identify rental homes that house more people than legally allowed.

“There are a number of people who have taken over foreclosed houses for sale with four bedrooms,” Romaine said. “They’ve carved it up and put around eight to 10 students in them.”

Sander said students aren’t the issue — landlords are.

“The law department and town investigators are on top of this all the time because the landlord never obeys the laws,” Sander said in an interview, referring to landlords who rent houses to more tenants than legally allowed. “It’s just the nature of the beast; it’s just what they do.”

Sander helped found Stony Brook Concerned Homeowners around three years ago, after he moved to Stony Brook and identified two illegal boarding houses across the street from him. As the boarding houses became disruptive, residents in the area became concerned.

“I saw the value of my house and the value of my property just go down the tank.”

Tracking the number of people living in one rental home has been difficult for the town, but officials hope counting cars will make the process easier. The town’s overall goal is to provide legal housing for students without disrupting their neighbors.

“Stony Brook is a middle to upper-middle income,” Romaine said. “People moving in with their kids expect a certain quality of life.”

One member of the concerned homeowners group said at the town board meeting that he would like the town to focus on property upkeep as well.

“We’d like [the homes] to stay at a level of cleanliness and order that the community has around [the home],” the man said.

While rental housing and landlord issues are not as bad as they once were, Sander said there is more to be done.

“We still have a lot of work to do; these houses are in disrepair,” Sander said during the board meeting. “Some of these landlords just believe that they’re immune and that our group is going to go away. Well no, we’re growing. We have 1,400 to 1,500 homeowners that are standing strong against these illegal houses.”

The public hearing on the latest proposed law is set for Thursday, Oct. 1, at 6:30 p.m. at Town Hall in Farmingville.
