Suffolk County Sheriff Vincent DeMarco has sent a clear message to undocumented immigrants who choose to break the law, by announcing the county will no longer need a judge’s order before detaining and holding illegal inmates wanted by federal immigration officials.

The policy reversal, which DeMarco believes will be good “for the country, not just the county,” has taken Suffolk off the list of “sanctuary cities” — regions that protect undocumented immigrants by not prosecuting them solely for violating federal immigration laws in the United States. The county’s removal from the list is something DeMarco has been in favor of for some time.

The sheriff initiated a review of the sanctuary policy alongside county Legislator Tom Cilmi (R-Bay Shore) as soon as the policy was adopted more than a year ago, after concerns that it creates public safety problems by allowing the release of criminal immigrants back to the communities as opposed to letting agents within Immigration and Customs Enforcement, a division of the U.S. Department of Homeland Security, work on deporting them.

Although the announcement has been met with opposition from various immigration advocacy groups like the American Civil Liberties Union, DeMarco said nothing has really changed in regards to how undocumented immigrants in the system are handled. He said this merely narrows in on those who entered the country illegally, have committed and been convicted of crimes and have found themselves in the criminal justice system.

According to DeMarco, “it’s not necessarily a policy change,” because since he became sheriff in 2006, ICE agents have been stationed in the county’s correctional facilities. For the past 10 years they have been putting detainers on inmates eligible for release who were either convicted of felonies, “significant misdemeanors,” three or more misdemeanors not considered significant or pose a threat to national security. The department had free reign to explore and investigate any inmate that came in.

It hadn’t been an issue to hold anyone of federal interest until the involvement of the ACLU in 2014.

DeMarco said he received a letter from the group citing two federal lawsuits stating that holding illegal immigrants solely on detainer without a judicial warrant would lead to an onslaught of lawsuits. In these cases, ICE asked municipalities to hold these inmates for an extra 48 hours after they normally would’ve been released to give the agents time to conduct their investigations and pick them up for potential deportation. The courts ruled this as a violation of the immigrants’ Fourth Amendment rights, to illegal search and seizure, without probable cause or a warrant.

In October, DeMarco had a meeting with the Department of Homeland Security and was advised that ICE had adjusted its detainer and administrative warrant paperwork to include probable cause, which means agents can now hold onto someone for an extra 48 hours without requiring a signed warrant from a judge if they are suspected to have immigrated illegally.

DeMarco said the change isn’t too significant in Suffolk County.

“People are trying to make an issue out of something that’s been going on here for more than 10 years,” he said. “This isn’t a problem for the county because ICE agents are stationed at the jail. In a rural county upstate or out West where there isn’t ICE presence within a certain amount of miles, it makes sense for them to hold them for 48 hours.”

While the reversal comes less than a month before the Trump administration inherits the White House and leads a much-anticipated attack against sanctuary city and immigration policies, DeMarco insists that the shift isn’t political.

“When ICE changed their paperwork, they didn’t know who the president was going to be,” DeMarco said. “They were just addressing concerns found in federal lawsuits.”

According to a representative from the Center for Immigration Studies, an independent not-for-profit that removed Suffolk from its list of sanctuary cities, ICE agents don’t go around patrolling the streets looking for criminal immigrants. Instead, agents depend on local law enforcement, like the sheriff’s office, to keep them in custody so they can be deported — “otherwise they flee.”

“[DeMarco is] doing exactly the right thing both for the community and for the federal government,” CIS director of policy studies, Jessica Vaughan, said. “It was his initiative that resulted in the reversal of the policy. Full cooperation with ICE is going to help Suffolk County with some of the more pressing public safety problems, like the resurgence of MS13 [street gang] activity there.”

Cilmi said this is a step in the right direction.

“There’s no cause for protesting because, from a practical standpoint, nothing has really changed and it has nothing to do with undocumented immigrants who are living here,” he said. “As long as they’re following the law, it doesn’t affect them at all. Those who aren’t will see this is not going to be tolerated.”

He said he suspects that the vast majority of the immigrant population living in the county — documented or undocumented — would be supportive of policies that affect drug dealers and gang members who continue to “wreak havoc” in the areas where they live.

“No one wants crimes in their communities,” he said.

Congressman Tom Suozzi (D-Glen Cove) has wasted no time getting to work, opening his district office at 478A Park Ave. in Huntington last week, and getting sworn into office Tuesday, Jan. 3, in Washington D.C.

The office, which opened on Dec. 27, is located at Sunny Pond Farm, inside two historic homes dating back to the American Revolution, which have been preserved and converted into an office space. The homes are located on the property of former Huntington Congressman Silas Wood who represented Long Island in the early 19th century.

Suozzi said he wanted to choose an area that would be easily available for all of his constituents.

“Getting things done for the people of Long Island is our number one priority,” Suozzi said. “This office will help us serve the district. I wanted to locate the office on the Suffolk-Nassau border, so it would be accessible, but I also wanted to locate the office on a property that paid tribute to our nation’s history.”

The congressman said he will also have another satellite office in Queens.

The former Nassau County executive officially became a member of the 115th Congress this week.

“It’s a great honor to be entrusted as your voice in the nation’s capital,” he said. “I look forward to working with all of you and my colleagues in Washington, from both sides of the aisle, to get things done for the families of Long Island and Queens.”

Suozzi defeated Republican challenger Jack Martins (R-Mineola) in November, and inherits former Congressman Steve Israel’s (D-Huntington) seat, who announced late last year he would not be seeking re-election.

“This race has really been about the values my dad taught,” Suozzi said during his post-results speech at The Milleridge Inn in Jericho Nov 8. “I’m going to need everyone in this room to help me because if I stick my head up and say something that’s not the normal thing to be said, they’re going to try and smack us down.”

He added regardless of the results of the presidential election, “we really need to do some soul searching,” referencing health care coverage, the shrinking middle class, immigration reform, climate chance, gun violence and the tax code. He said there’s more important work to be done.

“We have to figure out what’s going on in the country,” he said. “We need to figure out how to bring people back together again to work together.”

The Town of Brookhaven is embracing the modern age to help prepare for severe weather.

With snowstorm season fast approaching, Highway Superintendent Dan Losquadro (R) is making it a whole lot easier to clear roadways with the roll out of a new app designed to help foremen streamline the process of contacting hired drivers and achieve efficiency through technology.

The “call-out app,” created by Losquadro and staff in the Division of Information Technology, will do away with the old system in which foremen had to go to their offices and make calls to each individual driver to confirm who was working, what town to respond to and what time their services would be needed. With 1,194 active snow removal vendors throughout the district, that process could take up to four hours — precious time that could be better spent plowing the streets.

With the new app, drivers provide their cell phone numbers and email addresses, and from the comfort of their iPads or iPhones, foremen can simply send a text or email about the specifics of the job — what yard to report to, what equipment or vehicle to use, what time to start — and get instant yes or no responses as to who’s available to work.  Foremen are able to see, in real time, who is coming in, who isn’t, and can dictate how many total vendors will be in specific areas.

Address hyperlinks are also included, so with the click of a button, the driver is brought directly to a map with directions to the given job site.

By automating the process and having such an immediate call-out, snow removal vendors can get to roads faster by several hours, saving the Town and its residents time and money.

“There’s no reason government needs to be archaic and not operate with the same technology that we’re using everyday of our lives outside of government,” Losquadro said. “I’ve been striving to bring us into the modern age, and this is just another step toward that. This is technology that everyone is very comfortable and well-acquainted with. The app is going to make us more efficient; we can actually spend our time doing the work that needs to be done.”

Losquadro introduced and trained supervisors and field workers on a custom-built, electronic work order system last year, developed a system to track work orders during severe weather the year before that, and is currently in the process of making an electronic time sheet program that will keep track of work hours operational before the end of this snow season.

He said he and the IT staff have been able to build these programs in-house, rather than go out to consultants and spend thousands of taxpayer dollars. From concept to reality, the call-out app took roughly four months to get off the ground and functions on an Apple-operating system, making it as user-friendly as possible. The app can run on desktop computers, tablets and iPhones.

Matt Sabatello, an IT staff member, said a test of the app was conducted in early December and feedback from foremen has been incredible.

“The app allows for better decision-making for foremen,” he said. “It gives them a good idea of which vendors are responding to work in what areas and, if need be, allows them to react immediately to reassign a vendor to an area that nobody may have been calling in about.”

With Brookhaven being such a large township, Losquadro said “there’s no reason we shouldn’t be leading the way.”

“I’m very proud of what we’ve been able to accomplish,” he said. “I’ve had a lot of ideas about what I’ve wanted to do, and being able to [see them through] has been very satisfying. The app is a fully live and operational system and, God willing, I won’t have to use it that much this year.”

Plans to bring new life to upper Port Jefferson are in effect, as residents and village officials weighed in on the proposed renewal project this week.

Revitalization of businesses and infrastructure in upper Port, the area of Main Street south of North Country Road and north of the Long Island Rail Road train tracks, has been on the mind of the village board of trustees for more than a year. The community had the chance to voice its opinion on the proposed urban renewal project at a public hearing Jan. 3, when a representative from VHB, an engineering and planning firm, presented the findings of a blight study and laid out the plan.

A blight study was ordered by the village in May 2016 in order to qualify for an urban renewal plan, which is required by New York State general municipal law. Based on the findings of the study, the board determined the area was appropriate for an urban renewal project. The village hopes to eliminate substandard conditions identified in the blight study, redevelop vacant and deteriorating properties, create new housing opportunities, improve public safety, and generate economic activity and support for retail and service establishments through development of new housing in the area. VHB recommends a mix of ground-floor retail and commercial uses and upper-floor living spaces as a way to address several concerns in the blight study.

The study found the upper Port area has a number of poor building and lot conditions, a cluster of vacant lots and storefronts, lots that don’t conform to zoning regulations, building code violations and public safety issues.

As a result of the blight study, if necessary the village can now impose eminent domain on property owners in an effort to promote growth and development, meaning the village government now has the right to take land from a property owner in exchange for compensation. Village Mayor Margot Garant has repeatedly said the board has no plans to use eminent domain currently, but called it “another tool in the toolbox,” adding she hopes to have full cooperation from owners in the area.

Several community members voiced concerns about a lack of affordable housing in the area as a result of the plan.

Barbara Sabatino, who owns Port Jeff Army Navy, a retail store in the blighted area and lives in Port Jefferson, said she is in favor of revitalizing the area, but acknowledged that redevelopment could push out hardworking families who can’t afford an increase in rent.

“Other than the people who rent a room out of their house — and there’s an awful lot of those in Port Jeff Station — I don’t see any safety net for those people,” she said. “If you want to clean up the area and make it more attractive, we need to change the mixture of tenants.”

Garant responded to Sabatino’s concerns.

“I think it’s a careful balance between wanting to keep young families and senior citizens and people who want to afford to live in the village as a family unit or individually, and other situations where you have people who bring other people in to help them pay the rent and it’s an uncontrollable rental situation,” she said. Garant reiterated the village’s preference would be to have a private developer revitalize the area in partnership with property owners without requiring the use of eminent domain.

Village resident John Koehnlein also expressed concerns about the project and the affordability of living in Port Jefferson upon its completion.

“To make it work you have to have families in there and it has to be affordable,” he said. “You’re also going to displace a lot of the families that are there right now.”

Garant explained the difficult position the village is in with trying to revitalize the area while maintaining a level of affordability.

“We’re trying to partner with Stony Brook University, we’re trying to partner with a lot of different entities to get more interest in redeveloping uptown,” she said. “Just getting people interested in redeveloping uptown is no easy task.”

The plan will still require official board approval in the coming weeks to proceed.

In October, the Mount Sinai Civic Association celebrated its 100th anniversary and further cemented its role in providing the look, helping with the maintenance and ensuring the overall quality of life of the community. Considering its century-long list of accomplishments, the civic association is still going strong.

“The success of the civic association in terms of its longevity is a reflection of how much residents of Mount Sinai care about their community,” Mount Sinai Civic Association Vice President Brad Arrington, a member since 2004, said. “It’s a mechanism to have an input in the future of my community and a place I plan to stay in for quite a long time.”

For their tireless efforts and infinite contributions, the more than 180 members of the Mount Sinai Civic Association have been recognized as Times Beacon Record News Media’s People of the Year for 2016.

Made up of volunteers, the organization has been, and continues to be, built on local residents stepping forward and having a voice in shaping the place in which they live.

It all began on Oct. 5, 1916, when the civic association was founded as an offshoot of the Mount Sinai Taxpayers Association for the main purposes of obtaining better roads, improving conditions in Mount Sinai Harbor and figuring out ways to protect against fires, which would ultimately lead to the establishment of the Mount Sinai Volunteer Fire Department standing today.

The original officers elected at the first organizational meeting were Jacob Schratweiser, president; Philip C. Scherer, first vice president; William R. P. Van Pelt, secretary and Lorenzo H. Davis, treasurer.

They paved the way for decades’ worth of major civic issues that include successfully stopping the dredging of Mount Sinai Harbor in the 1960s, suing Brookhaven for overdevelopment to reduce the number of housing units built in 1996 and working with state, county and town officials to purchase and preserve “The Wedge” property as Heritage Park. Developers initially planned to construct a Home Depot where the park is today.

Members of the civic association work toward improving their community, protecting its coastal environment and, perhaps most importantly, protesting against overdevelopment to keep their hamlet quaint and suburban.

“We want to [continue] protecting the open space Mount Sinai has,” Mount Sinai Civic Association President Ann Becker said. “The woodlands, beach areas … preventing overdevelopment is [crucial] because that can also have negative impacts on taxes, quality of life and even things like crime.”

Becker, an active member since 1984, said she joined the organization because of the direct impact its work had on quality of life and families in the area.

What initially prompted her involvement was the proposal for a giant commercial shopping center on the corner of Plymouth Avenue and Canal Road, right behind her home, which would have been inconsistent with the aesthetic of the primarily residential neighborhood. Naturally, there wasn’t a lot of support for the planned development, and so the public — through the civic association — rallied against it and the shopping center never came to be.

Becker said the civic association is always on the lookout for problems and concerns residents might have with the ultimate goal of working on behalf of everyone to reach the best possible outcome and make a difference.

Brookhaven Town Councilwoman Jane Bonner (C-Rocky Point), whose office is currently working closely with the civic on two developmental projects, called Becker “a force to be reckoned with.”

“She’s exactly what a civic leader needs to be,” the councilwoman said. “The Mount Sinai community is very fortunate that Ann and the group continue to step up to the plate. They are a great group of volunteers and it’s an honor and a privilege to work with them.”

Fred Drewes, one of the civic’s long-serving members, joined in 1970, feeling it was important to be an active participant in the community and give constructive suggestions to help develop the quality of it.

Drewes, with the help of fellow civic member Lori Baldassare, projected his vision of a “central” park to help bring people together and have a location for community activities. It didn’t take long before the civic purchased the almost-a-Home Depot parcel and developed Drewes’ “Ivory Tower” idea.

“There’s no doubt in my mind that the development of our hamlet,” he said, “has benefited from the input of members of the Mount Sinai Civic Association.”

Brookhaven Town Councilman Kevin LaValle (R-Selden) has worked on big projects in the 3rd Council District, although it is his ability to hone in on some of the smaller quality-of-life details that impressed Bram Weber, a partner with the Weber Law Group in Melville.

Weber worked with Kimco Realty, the owners of Independence Plaza mall in Selden, which recently brought in new tenants and renovated the property.

LaValle has “noticed things I may not have noticed the last time I was at the property,” Weber said. “He digs deep into the details of his job.”

Indeed, LaValle, whose last name has become synonymous with public service on Long Island, is earning his own admirers as he focuses on everything from rebuilding roads, to continuing construction on a new park in Selden, to improving the aesthetics and ease of shopping in his district, to searching for businesses to bring into the area and create jobs.

For LaValle’s dedication to his work on behalf of his constituents, while maintaining a job as a mortgage loan originator at Lynx Mortgage Bank in Westbury, Times Beacon Record News Media names the councilman a 2016 Person of the Year.

“The fact that he can balance [his roles] is quite tremendous,” said Zahra Jafri, president of Lynx Mortgage Bank, who described LaValle as “honest, ethical and service-oriented.” LaValle “does what he says he’s going to do.”

Councilwoman Jane Bonner (C-Rocky Point), who has known LaValle for 12 years, said he dug in from the moment he was elected.

“It’s impressive what he’s been able to accomplish so quickly,” Bonner said.

Indeed, Bonner cited the work the third-year councilman did to help bring businesses to Selden’s Independence Plaza.

“We were able to work with the property owner and redevelop that site,” which now has a Rite Aid and a Guitar Center, LaValle said. Five Guys Burgers and Fries is expected to move in within the next six months. “I am always looking to work with property owners who have vacant stores to bring in new businesses, whether they be big-name companies or new businesses just getting started.”

LaValle, whose district includes Lake Grove, Centereach, Selden and parts of Lake Ronkonkoma, Farmingville and Coram, said it is a challenge to fill large sites, and is excited that Ocean State Job Lot moved into the former Pathmark site in Centereach and Best Market took over the former Waldbaums site in Selden.

He sees his role as creating a way to share the community’s perspective with business.

At town board meetings, LaValle honors a business of the month. He instituted that process when he first entered office. He chooses a business that is recommended by a community organization, such as the chamber of commerce, for supporting the community through charitable acts.

Bonner said the spotlight on these businesses also helps deliver the message to residents to shop locally, work with fellow business owners and the Chamber of Commerce.

“You can tell he knows these businesses and has visited them,” town Supervisor Ed Romaine (R) said. “He has taken a personal interest in knocking on doors and asking what’s going on, how can we help, and what is bothering you?”

Romaine has worked with LaValle on a sport complex in Selden that currently has what Romaine describes as two “world class” turf baseball fields, with dugouts, fencing and lights behind Grace Presbyterian Church.

LaValle was the “chief motivator and instigator in getting things moving” with this park, which sits behind Hawkins Path Elementary School, Romaine said. “He made sure everything stayed on the timetable we set.”

The park will be breaking ground soon on redeveloping a baseball field to a multipurpose field, which LaValle hopes will be done by the summer. In 2017, engineers will design the remaining part of the park as well as roadway improvements along Boyle Road and Hawkins Road to handle the additional traffic.

LaValle worked to redesign a planned dog park. He said he met with residents to talk about the park, which is divided into areas for large and small dogs, and hosted a public meeting.

LaValle worked with the owners of a batting cage site in Selden that was the regular target of graffiti. He put the property owner in touch with a security company in California that uses wireless, motion-activated cameras to take a video whenever someone walks on the property. This should reduce the number of false alarms police responded to with the other types of security systems, LaValle said. It will also help law enforcement catch those who are defacing the property.

LaValle said working as a councilman and a mortgage loan originator puts pressure on his schedule, which can require him to work 17 days in a row without a break.

“My family is understanding about my commitment,” he said. “If I show up late for a party, they get it. They understand what’s going on.”

His family has been down this road before. His cousin, Ken LaValle, has been a state senator (R-Port Jefferson) since 1976. Kevin’s brother, John Jay LaValle, is a former town supervisor and is the Suffolk County Republican Committee chairman.

“Invariably, someone comes to meetings and calls him Ken or John,” Bonner said. “He handles it really well. He has a good sense of humor about it.”

The councilman said each of the politicians in his family has his own style. He’s taken to the notion that working hard will bring good results.

Those who have seen LaValle in action believe he practices what he preaches.

“He’s a hard worker,” said Donna Lent, Brookhaven town clerk. “I don’t think it has anything to do with his name. I judge people by what they do.”

A resident of Selden, LaValle graduated from Centereach High School. He earned a bachelor of arts from Salisbury University in Maryland. Before running for office, he worked for then-county Legislator Dan Losquadro (R) as his chief of staff.

Bonner, who also worked for Losquadro before becoming a councilwoman seven years ago, described how LaValle’s high energy benefits everyone in the office.

“I can hear him when he’s on the phone with residents and constituents, while he’s trying to solve their problems, he’s so high energy that he’s bouncing a ball against the wall,” Bonner said.

Having LaValle as a member of the council has put a “spring in the step” of other council members. “It’s impossible not to have that [energy] affect you.”

As the liaison with the highway department, LaValle collaborated with Losquadro, who is now highway superintendent, to complete a 23-road paving project near Centereach High School and Dawnwood Middle School.

As LaValle learned from watching his brother and cousin, he knows that he’ll hear from members of his constituency wherever he goes.

LaValle is “deeply engaged with the community,” Romaine said. “It’s been a joy to work with him. He has no reticence to take the initiative.”

Suffolk County Executive Steve Bellone (D) is hoping to modernize the way Long Islanders get around.

A proposal from the county executive to create Suffolk’s first north-south multimodal transportation corridor to feature dedicated lanes for rapid transit buses running along Nicolls Road between Stony Brook and Patchogue, was presented for public information and comment Dec. 13 at Suffolk County Community College in Selden. Interested residents attended to gain an understanding of the concept of a Bus Rapid Transit service, which unlike traditional buses are not constrained by traffic, and the possible ways the roadway might be configured.

Suffolk County Legislator Kara Hahn (D-Setauket) attended the event and said she supports upgrading public transportation on Long Island.

“Suffolk County is working to create a 21st century economy,” she said. “This requires a modern transit system that alleviates the burden of traffic and provides more transit options for a less car-dependent workforce. This is a first look at a proposal for a plan. We need community input to flesh it out more and see where the ‘buy-in’ could be.”

Hahn said she believes the idea would have multiple positive economic and environmental outcomes.

“Bus Rapid Transit offers many of the advantages of a light rail system, but at a fraction of the cost — both for the passenger and to the municipality,” a statement from Hahn announcing the county’s first BRT public information meeting said.

The BRT system would feature state-of-the-art Wi-Fi equipped buses; use dedicated “bus only” lanes, with priority traffic signaling; provide boarding at modern, comfortable, secure stations; accept fares with prepaid fare cards or electronic passes; and connect the commuter or traveler to transit hubs, such as other bus systems, railways and airports.

The purpose of the meeting was to provide information about the proposed road conversion in order to interact with three Long Island Rail Road branches, Port Jefferson, Ronkonkoma and Babylon, and facilitate public transportation access to Long Island MacArthur Airport. Visitors to the exhibit were encouraged to submit feedback in the form of comments and questions via mail-in comment cards or by email to [email protected].

Representatives were on hand from both the Suffolk County Department of Economic Development and Planning and engineering firms that have worked on the planning stage to further explain the project and answer questions.

Debbie Brown and Stephanie Larkin, self-described PTA moms from Selden, had several concerns.

“Are they adding a lane or dedicating one of the existing lanes,” Larkin asked, adding the road is crowded enough without losing one of its lanes.

“Who, exactly, is going to use these buses?” Brown asked.

Kevin Luzong, a spokesperson for the project, addressed the residents’ concerns.

“The bus lane will be created within the existing roadway in the median or through a repurposing of the shoulder,” he said. As for people who might be interested in using public transportation, he mentioned millennials, like himself, who utilize services across Long Island, including colleges, research facilities, and new housing options, like the Ronkonkoma Hub being developed near that railroad station.

Brown was skeptical that Long Island could be converted from a “car culture.”

“We, as parents, would have to get our kids used to buses at an early age,” she said, adding that parents might be hesitant to do so in today’s world.

BRT systems exist in more than 190 cities around the globe, allowing passengers to arrive at their destinations faster, while reducing road congestion.

The proposal did not include a potential cost for the project, though the county is examining grant-funding possibilities to help taxpayers cover the bill if the project comes to fruition.

Four months after Save the Stony Brook Street Trees was established to oppose a Town of Brookhaven Highway Department decision to eliminate nearly all the sycamore trees on roads slated for repaving in the M-section of Strathmore, a second victory has been won.

At its final meeting of the year, the town board unanimously passed a resolution moved by Supervisor Ed Romaine (R) and co-sponsored by Councilwoman Valerie Cartright (D-Port Jefferson Station), establishing a tree advisory committee.

In announcing the resolution, Romaine indicated his satisfaction with this move to establish guidelines in Brookhaven.

“I would say it’s long overdue,” he said. “Obviously, we have some great trees in the town. We want to make sure that they are maintained and stay that way. We want to have a policy regarding the removal of any of these trees. I want to thank the councilwoman for sponsoring it and I thank my colleagues for supporting it.”

Cartright said she worked on behalf of her constituents — and all Brookhaven residents — to keep healthy trees that are so beneficial to the environment.

“I was happy to join Supervisor Romaine to put forth this resolution … to advocate for responsible townwide solutions. … I am very pleased with the resolution of this particular community concern and that we now have a comprehensive process for reviewing tree-related issues.”

In mid-August, homeowners on Mosshill Place in the Strathmore M-section were alarmed to find all the street trees marked with pink dots indicating they were to be removed. Following public outcry from fellow residents, who said they preferred to deal with bumpy roads rather than lose their tree canopy, Highway Superintendent Dan Losquadro (R) sent residents a letter in September postponing the paving so the department could reevaluate its plan.

By October an alternate solution to the tree removal had been found, but the paving season was ending, and the job rescheduled for 2017.

Save the Stony Brook Street Trees continued its lobbying of the town board to prevent other neighborhoods from finding themselves in a similar predicament in the future. The group, led by Susan Ackerman, continued to press for a town policy to prevent the removal of healthy street trees anywhere in Brookhaven Town in the future.

Ackerman said she was pleased that a resolution was on the agenda Thursday night and felt cautiously optimistic.

“My feeling is that resolution 2016-0959 is an encouraging step in the right direction for the Town of Brookhaven,” she wrote in an email. “And I appreciate all the time and effort that town officials and their staffs have devoted to this issue. I hope to see the town use this resolution as a valuable tool to move toward a consistent townwide tree preservation policy.”

In fact, the resolution created two advisory committees; one to deal with a project within the town rights-of-way and a second to evaluate a project on town parklands or other town-owned parcels. Each four-person panel will be tasked with inspecting the property and making a recommendation regarding the removal or conservation of trees.

Each committee will have a representative of the town’s division of land management, appointed by the town attorney.

The rights-of-way group will also have a representative of the highway department, appointed by the superintendent of highways; a licensed professional engineer from the highway engineering division; and a Suffolk County Civil Service titled horticultural worker from the Brookhaven Ecology Center.

The town lands group will include a representative from the supervisor’s office; a representative of the parks department; and a representative from the planning and environment department, all appointed by the respective department heads.

Exceptions to tree advisory include trees that are damaged, diseased or in any way a threat to property and/or lives, or need to be removed on an emergency basis.

It’s often called the most wonderful time of the year, but whoever coined that phrase must have been a fan of freezing temperatures. With a mild fall finally giving way to traditional winter weather over the past week, Suffolk County Executive Steve Bellone (D) wants residents to make sure they protect themselves, their homes, their loved ones and their pets from the dangers presented by the harsh conditions.

“Although no amount of preparations can prepare us for a natural disaster, we have taken the necessary steps to ensure that Suffolk County is prepared to handle routine inclement weather conditions,” Bellone said at a press conference Dec. 15, where he was joined by Suffolk County Police Commissioner Tim Sini and other county officials. “We have been extremely fortunate this winter, but looking at forecasts, it appears our luck is running out. Now is the time for our residents to make sure they take the necessary precautions to protect themselves.”

Bellone suggested several precautions Suffolk County residents should take to ensure safety and avoid inconveniences during the winter months, including running water to prevent pipes from freezing; keeping portable heaters on flat surfaces and away from flammable objects; driving with caution even without the presence of precipitation; checking on loved ones, especially the elderly; watching for some of the signs of hypothermia, like confusion, memory loss, drowsiness, exhaustion and slurred speech; keeping pets indoors; and disconnecting hoses from exterior lines.

Bellone has partnered with the Long Island Coalition for the Homeless to collect new or gently used winter jackets for those in need. Coats can be donated at county facilities across Suffolk.

Residents can contact the county’s Temporary Housing Assistance Unit at 631-854-9547 or the Department of Social Services Home Energy Assistance Program at 631-854-9100 in the event they run out of fuel to heat their home or require emergency burner repair.

The county executive also detailed options for the homeless during times when temperatures can plummet to the point of presenting deadly consequences. Sheltering assistance is available at Suffolk County service centers located in Deer Park, Coram, Hauppauge and Riverhead, and the county also implemented a Safe Beds Program to provide residents in need with warm shelter during the winter. Drivers in Port Jefferson might think the little drummer boy has taken up residence in the village for the holiday season, but in reality the rumbling they’re hearing under their tires is a new initiative to get them to reduce their speed.

Rumble strips and speed tables were installed by the village in December in strategic areas to alert drivers to slow down on roads frequently used to enter Port Jefferson, following a study by an engineering firm which suggested motorists were traveling too fast.

Upon the recommendation of the firm, the strips were placed in the westbound lane of East Broadway between the Village Center and Belle Terre Village on Cliff Road. They were also added to both sides of Myrtle Avenue near Infant Jesus Roman Catholic Church. The speed tables are located on Brook Road near Caroline Avenue on the western side of the Port Jefferson high school campus. More speed tables and rumble strips may still be added to other areas in the village.

“I think the resident community was a little off put when they first hit them, but now they’re slowing down,” Mayor Margot Garant said in an interview. “Most of the local people in the neighborhood get it — you can’t just fly through the neighborhoods. I’ll put the rumble strips in just about anywhere people want.”

The village board of trustees passed a motion Nov. 28 approving spending for the project up to about $5,800, though the actual cost is not yet clear.

Garant and village Code Chief Wally Tomaszewski each referenced deadly crashes in recent years at the sites of the new speed reduction measures as evidence that something needed to be done to curtail speeds in the village.

In December last year, 48-year-old Belle Terre resident Glen Nelson was killed while driving on East Broadway after his car crashed into a telephone pole near High Street.

“On East Broadway the rumble strips were necessary because the cars that are coming down the hill, there are many that were speeding both going down and up the hill,” Tomaszewski said in a phone interview. The strips, which are painted white and cause a rumbling sound inside the car when tires roll over them, are spaced a few hundred yards apart over a half-mile stretch on East Broadway.

The code chief also said the measures are having the desired effect.

“Absolutely they’ve worked so far,” Tomaszewski said. “Everything is done to exercise as much notice and caution to the general public utilizing the roadways.”

Garant said she received some push back initially because the speed tables were not adequately identified according to some users of the village roadways, though the mayor said the plan is for the tables to be painted in the near future for better visibility. She added that other measures were considered, like narrowing roadways in some spots, but ultimately the strips and tables made the most sense.

The speed tables are elevated speed bumps that are wider than typical ones and can do damage to the bottom of a car if drivers go over them too fast.

“I’m sorry that people in the first week got caught off guard, but I think the long-term intent is to slow everybody down,” she said.
