The remains of a demolished hospital on the northwest corner of Routes 347 and 111 could soon become the site of Smithtown’s newest residential community for all ages.
A Jericho-based residential developer, the Beechwood Organization, has proposed plans to build Country Pointe Woods, a 69-unit condominium community on the property of the former Smithtown General Hospital. The hospital was shut down in 1999 and the land has been vacant since then. For more than a decade, various developers have eyed the abandoned lot — seen by some residents as an eyesore — as the potential site of their projects, but all plans up until Beechwood’s have fallen through.
The award-winning home builder’s proposal was approved by Smithtown Town Board at its July 12 meeting and is currently under review by the New York State Attorney General’s Office. If approved, the developer would construct villas and townhomes with a starting price tag of $600,000. The units within the community range in living space sizes from 1,395 square feet to more than 2,400 square feet. The site planalso includesa 1,500-square-foot clubhouse with a fitness center, lounge, outdoor pool, sun deck and gated entrance, as well as lawn maintenance and snow removal.
Of the 69 homes proposed, the plans call for 56 units,or approximately 80 percent, to be age-restricted to buyers 55 and older. The remaining 13 units, or 20 percent, will be open to all ages, according to the developer.
If approved by the state, pre-construction sales will begin offsite at Country Pointe Huntington sales center in November with first occupancy slated for summer 2018.
“Country Pointe Woods in Smithtown gives those who are just starting, downsizing or working nearby the benefits of condominium living in a central North Shore location,” said Michael Dubb, CEO and founder of the Beechwood Organization, in a press release. “They will have brand new energy-efficient homes built to our signature quality construction with the amenities our buyers tell us they value the most.”
Smithtown Councilman Ed Wehrheim (R), who voted to approve Country Pointe Woods’ site plan application in July, said condominiums are needed in the town.
“Frankly, we have a fair number of homeowners that are emptynesters, whose
children have all grown up or gone to college [or are ] in the workforce,” Wehrheim said. “I get at least a couple calls a month asking me where they’re developing nice condos because they all want to sell their single-family home and move into them.”
During the town board’s meeting over the summer, it was discussed that the abandoned sewage treatment plant on the grounds of the former hospital had been removed and most of the site was cleared for development.
The application was approved under several standard conditions and requirements, such as building permits from the town and the installation of a fence along tree-clearing limits.
Residents on a closed Smithtown-oriented Facebook group were mixed on the proposal. While some applauded the development’s proposed location, others voiced concerns over it.
“Traffic was always an issue with either entrance to the hospital and I don’t see how it could be any better with condos,” said Lee Buxton Brooks, a former Smithtown General employee. “The intersection doesn’t need any more traffic because it can’t handle what it has now.”
But James Brako-McComb spoke in favor of the proposal.
“Higher density developments like these are the types of developments we need to keep millennials on the island,” Brako-McComb wrote.
Steve Gardella, too, spoke up for young adults who might occupy some of the condominiums.
“If you don’t want traffic — people who stimulate the economy and help make the town what it is — then continue to allow Smithtown to die and lose its citizens to towns that aren’t stuck in the 1950s,” Gardella said.
Susan Mahoney said the development’s demographic is crucial to the town’s survival.
“The older generation are people that you want to keep here since most of them will spend their money in restaurants, theaters, etc.” Mahoney said. “And it is better than that ugly lot.”
New policy sets cap on accrual of daily fees while seized boats are in storage

In a seemingly ongoing effort to solidify policies regarding the storage of kayaks in Port Jefferson Village, the board of trustees voted to approve additional code changes during an Oct. 16 meeting.
The latest code change will set a minimum opening bid for kayaks and other small vessels previously seized by the village for being left on racks at village beaches past the posted required date for removal to be auctioned off. Each year, residents interested in storage space for their boats enter a lottery, and those selected are permitted to use village racks for the season. Signage near the racks warns owners they need to be removed by Nov. 1, though the village typically allows a several week grace period before it starts seizing abandoned vessels and moving them into storage.
The village still has several unclaimed boats left on racks from the 2016 season, which will be auctioned off Nov. 9. Adherent to the new policy, the minimum bid for any vessel will be $75, or $1 per day in storage plus a $25 fee — whichever total is less. So for example, a vessel in village storage for 10 days would have a minimum opening bid of $35 at auction. Any vessel kept for more than 50 days would have a minimum opening bid of $75.

“The whole goal is to get this thing rolling,” Village Mayor Margot Garant said during the meeting. The goal behind the connected village policies is to incentivize owners of seized boats to retrieve them from storage while also deincentivizing rack users from leaving them through the winter.
The $1 per day in storage policy makes it less expensive for owners to retrieve abandoned boats then if they were to pay the fines, though they assume the risk of competing with other bidders. The new policy would eliminate the current $10 fee per day for storing abandoned vessels.
Art Worthington, a village resident for more than a decade, is a boat owner who stands to benefit financially from the policy change, though on principal, he said he’s not satisfied with the new rules.
Worthington said during a phone interview, and a village spokesperson confirmed by email, that he stored a 14-foot Sunfish sailboat on village property at the Crystal Brook Hollow Road beach during the 2016 season without a permit, and went to retrieve it for the winter in December 2016, about a month after the posted date warning of possible removal. He said at the time he asked the village by phone if they had seized his boat, and based on his description the spokesperson said it was not in storage. In Sept. 2017, Worthington was granted permission to inspect the storage area, and found that his boat was in fact in the village’s possession. Worthington has since been instructed to bid on his vessel to get it back at auction.
“I’d pay $75 for it, sure, but the bottom line is they’re dead wrong,” he said. “They deprived me of the use of it for a season. They should be giving the people their boats back.”
Worthington said he believes his boat should be returned to him free of charge, and hasn’t decided yet if he will bid on it.
Members of the public can view the vessels up for auction Oct. 27 from 10 to 11 a.m. at East Beach to consider participating in the Nov. 9 auction.

The work of a former Smithtown Library trustee will forever be remembered by the laughter of children playing.
The Smithtown Library rededicated the playground outside its Kings Park branch Oct. 7 to the late Otis Thornhill. A former library trustee he also served aspresident of The Friends of the Smithtown
Library for seven years.
“He saw the value of the library and the need for us to continue to improve the buildings; he worked tirelessly toward that end,” Anthony Monteleone, representing The Friends of the Smithtown Library, said. “Otis was a true person of the community. It’s people like him that make Smithtown what it is today.”
Thornhill and his family first moved to Commack in 2001. That same year the library playground was constructed as a joint effort between Kings Park Chamber of Commerce and the Town of Smithtown, according to chamber president Tony Tanzi, in an attempt to draw residents to spend more time in the downtown area and shops.
“Come down here any day in the summer and you’ll see just that,” Tanzi said. “Moms and dads, and their kids, sitting downtown in Kings Park. That’s what it is all about.”

In 2011, Thornhill was encouraged to run for a library trustee seat by Monteleone. He served until his death in December 2016.
“As a library trustee, he offered his support and guidance to make sure the library served the reading and educational needs of this community,” Robert Lusak, library director, said. “If I could say it to him, I would say I sorely, sorely miss the safe advice and guidance he provided to me as the director of The Smithtown Library. I will miss him very much.”
Thornhill and his wife, Elaine, were familiar faces around the community as they often worked together to sell 50/50 raffle tickets to raise funds for The Friends of the Smithtown Library during the summer concerts.
In addition to his service to the library, Smithtown Councilman Ed Wehrheim (R) remembered Thornhill as a member of the Rotary Club of Smithtown Sunrise, which regularly meets at the Millennium Diner in Smithtown. Wehrheim said his fellow Rotarian focused his efforts on his community, improving education and veterans. Thornhill served in the U.S. military reserves.
“I know that Otis is here looking down on us, looking down at his playground and his sign, and seeing those three things — education, veterans representation and a wonderful playground for the community,” Wehrheim said.
Dawn Bent, owner of Signarama in Huntington Station, made a memorial sign declaring the playground as The Otis M. Thornhill Memorial Playground. The sign also bears the names of those individuals and business who gave donations to offset the sign’s cost.
Eric Thornhill, Otis’ son, spoke on behalf of the family who said they were deeply touched by the tribute.
“It was a comfort to [Otis] to have this connection to you as he was progressing through his life,” he said of his father. “It meant everything. It kept him strong to the very end, and that meant everything to him. We are so appreciative that you also thought something of him.”

As amended in 1846, the New York State Constitution includes a mandatory requirement that every 20 years state voters be offered the opportunity via a ballot proposal to convene a constitutional convention — called “Con Con” by those familiar with state politics — to review and revise the existing document. If a majority votes “yes,” delegates are elected to serve at a convention held in Albany.
A recent meeting of the Three Village Civic Association was devoted to informing the public about the proposal to be presented to New York State voters on Election Day with the debate titled “Shall there be a convention to revise the constitution and amend the same?”
Two guest speakers were invited to present opposing views of Proposal 1, the first of three proposals that will appear on the reverse side of the ballot listing the candidates for office Nov. 7. The civic association’s Vice President George Hoffman moderated the debate at the Emma S. Clark Memorial Library in Setauket.
The ballot question was last posed in 1997, when a majority of those voting said “no.” The last Con Con was held in 1967 and the voters later rejected all of the proposed changes. If a majority votes “yes” this time around, three delegates from each state senatorial district and 15 at-large statewide delegates will be elected in November 2018, according to the State Board of Elections website, www.elections.ny.gov.
“The delegates will convene at the Capitol in April 2019,” according to the website. “Amendments adopted by a majority of the delegates will be submitted to the voters for approval or rejection in a statewide referendum to be held at least six weeks after the Convention adjourns. The delegates will determine whether to submit proposed amendments as separate questions. Any amendments that the voters approve will go into effect on the January 1 following their approval.”
Anyone may run to be a delegate.
Anthony Figliola, vice president of Empire Government Strategies of Uniondale, a governmental consulting firm representing a variety of clients seeking liaisons in Albany, New York City or local municipalities, recommended a No vote.
Figliola’s primary argument is that a constitutional convention is an extremely expensive and risky way to affect change, especially when the document itself provides an alternative.

“The referendum process has been more successful as compared to Con Con,” he said. “There have been 600 amendments passed by the voters in our history. This year there will be a question on the ballot as to whether pensions should be taken away from any state legislator convicted of a felony. In 2013 there were six constitutional amendments proposed. Five of them were approved. The good government groups are coming from a good place. They are [working] to enact change and they are trying to move the legislature and get the public at large involved in the process.”
He also spoke about the last Con Con, held in 1967, calling it “an utter failure.”
“Of the delegates elected 80 percent were politically connected,” he said. “And 45 percent were either sitting [or retired] elected officials … collecting — or in the pension system. This allowed them to take two salaries, as there is no prohibition against it in the constitution. In addition to doubling their income, pension credits accrued by doing this raised their pension payouts.”
In the end, all of the proposed amendments to the constitution were submitted for voter approval in one package — which the voters rejected.
Al Benninghoff is a campaign manager for the Committee for a Constitutional Convention and also with New York People’s Convention. A longtime political strategist and reform advocate, he recommended a Yes vote.
Benninghoff’s case can be summed up in two words: It’s time.
The last time a Con Con question was proposed to voters in 1997, the New York City Bar Association called for a “no” vote and suggested: “Let’s give the legislature a chance to reform itself. We gave it 20 years and nothing has happened,” he said.
“Frankly, enough is enough,” Benninghoff said. “The legislature holds all the power. If the legislature doesn’t want to find it within itself to give us the opportunity to vote on an amendment to the constitution, then they can absolutely withhold it. And they have done that a lot.”
He went on to list things he believes should have already been addressed.
“There have been no ethics reforms; independent redistricting in name only, not in actuality; no term limits; and no campaign finance reform,” he said. “There’s still a tremendous loophole with LLCs [limited liability companies]. If a person running for state legislative office wants to take campaign donations from an infinite number of LLCs created by one person, or one company, they can do so. That’s a campaign finance loophole big enough to drive a truck through. What it does is empower the political status quo. It takes all the power away from the people — and that is exactly what a New York State Constitutional Convention changes.”
In New York State history there have been nine constitutional conventions. The longest gap between conventions has been since the last one in 1967. It’s been 50 years. The last one did not produce any changes, arguably because all the proposals were lumped together in a single vote.
As moderator of this informational session and the Q&A period that followed it, Hoffman remained clearly impartial. But in supplying additional data after the event he said he formed an opinion.
“I take the question to hold a constitutional convention very seriously and I am leaning to supporting it,” Hoffman said. “I see it as a solemn responsibility to periodically review our state constitution. I think it’s clear to most that many things need to change in Albany and a constitutional convention might be the only way to bring that change. I would seriously consider running for delegate if the constitutional convention is approved.”

A proposed plan to change the foghorn at Huntington Lighthouse is already raising alarm among North Shore boaters.
The U.S. Coast Guard is awaiting final approval to switch out the lighthouse’s foghorn from the current automated system to a new boater-operated model. Shifting the responsibility for operation of this essential safety device to the watercraft owners has raised objections from both residents and Huntington Town officials.
“This is not something that should be installed here at all due to the nature of the boating community,” said Pamela Setchell, president of the Huntington Lighthouse Preservation Society. “The Town of Huntington encompasses five harbors and 5,000 boaters. A lot of those 5,000 boaters are inexperienced.”
The lighthouse’s foghorn is currently activated by a sensor, according to Mark Williams, officer in charge of the Aid and Navigation Team for the Long Island Sound. Williams said the sensor sends out a signal that measures for half-mile distance, if fog or other weather conditions cause visibility drops below a half-mile the foghorn will activate and sound until it clears.
The Coast Guards’s plan is to switch this sensor-activated system out to a new Marine Radio Activated Sound System, known as MRASS for short, in 11 lighthouses overseeing the Sound is an attempt to save time and money on maintenance. In addition to Huntington, other locations on the list include Montauk Point and Orient Point.
“The equipment out there is old, antiquated and almost impossible to find replacement parts for now,” Williams said. “We are going with a new system that the U.S. Coast Guard has tested and approved.”
The MRASS system requires a lighthouse’s foghorn to be activated by boaters with a
Marine Very High Frequency Radio, commonly referred to as a VHF radio, by turning to the 83A frequency and touching the key, which activates the radio fives times, equally spaced apart. Once this signal is received, Wiliams said the lighthouse’s foghorn will sound for the next 30 minutes.
Both Williams and Setchell agree that Huntington Lighthouse is distinctive and unique compared to the many other lighthouses where the new foghorn is proposed, given its close proximity to residential communities and services mostly recreational boaters.
Setchell said as an experienced boater that she fears the new foghorn could be problematic as watercraft owners are not required to have a VHF radio onboard under New York state law — and some recreational boaters don’t. Also, her concern is it places the burden of raising alarm on an individual already in distress.
“When you are lost in the fog in a boat, it’s frightening because you have no idea where you are,” she said. “To sit there and think an inexperienced boater will have the wherewithal and calm to grab their VHF radio, remember to go to 83A, and key the mike five times is ridiculous.”
Williams admitted there is no requirement for boaters to own a VHF radio, but it is highly encouraged.
“There might be small boaters who don’t have anything,” he said. “But we hope vessels of that size with little equipment are not out in the fog or restricted visibility weather.”
Setchell said the residents near the lighthouse, along with the boating community, fear a user-operated system could become the “focus of pranks” by drunken or irresponsible parties. If the signal is keyed in repeatedly, the foghorn will continue to sound for a full 30 minutes from the last time it was activated — with no immediate shutoff.
Huntington Town officials have raised their own concerns about whether changing the foghorn system is in the best interests of the boating community.
“The town shares the Huntington Lighthouse Preservation Society’s concerns about whether a boater-operated foghorn is appropriate for an area that is almost exclusively used by recreational boaters,” Supervisor Frank Petrone (D) said in statement. “We look forward to working with the Lighthouse Preservation Society, the Greater Huntington Council of Yacht and Boating Clubs and the Coast Guard to address the issue of a new foghorn that will increase boater safety without unnecessarily intruding on the serenity of those who live along the shore.”
The Town of Huntington has filed a letter with the U.S. Coast Guard outlining its concerns for consideration before the plan is approved.
The same MRASS foghorn plan was proposed for the Huntington Lighthouse in 2009, according to Setchell, but was tabled due to overwhelming public objection after less than a week.
The system has been widely installed across northern New England, according the Williams, with very few complaints.

An Aug. 28 post by a user in a private Facebook group of about 1,300 Port Jefferson Village residents featured a photo of two men sleeping at the Port Jefferson Long Island Rail Road station. Amidst a longer message attached to the image was the phrase: “I’ve had it.”
The post inspired comments from more than a dozen users who began a lengthy discussion about homeowners’ concerns over property values as a result of activity related to homeless people in the area. Some responses included efforts to tackle the issue of homelessness after the main poster asked: “Does anyone know what is being done about this?”
Elected officials, local leaders and data from nonprofit organizations serving the state, Long Island and Suffolk County seem to agree: Efforts exist to reduce the number of undomiciled residents, but the problem is not going away and more needs to be done.

Homelessness has been a topic of conversation in Port Jeff for decades, and Father Frank Pizzarelli, a Port Jeff resident and founder of the nonprofit Hope House Ministries, began addressing the issue in 1980. With 10 facilities, he helps serve groups and people in need. His first endeavor was The Community House in Port Jefferson.
A 30-bed long-term facility, the home on Main Street is still in operation today for at-risk 16- to 21-year-old males in need of a place to live. Almost 28 years ago, Pizzarelli said he opened Pax Christi Hospitality Center on Oakland Avenue after a Vietnam veteran froze to death in winter while living in what he described as a cardboard box village in Port Jefferson.
At least seven people listed as undomiciled by the county police department were arrested on the morning of Oct. 4 for sleeping in tents in the woods behind the Comsewogue Public Library on Terryville Road, according to police.
According to the Long Island Coalition for the Homeless, a nonprofit organization established in 1985 that works with government agencies to secure funding and services for homeless people in Suffolk and Nassau counties, 3,937 people on Long Island were classified as homeless as of January 2017. The number includes people in emergency or transitional housing, as well as those who are completely unsheltered, of which there were 64, according to the group’s annual report for 2017.
In context, the number of homeless people living on Long Island hasn’t changed much over the last three LICH yearly tallies. In 2016, New York State Comptroller Tom DiNapoli (D) conducted an audit to examine the issue of homelessness in the state, which reached some discouraging conclusions.
Homelessness is on the decline nationwide, according to the report, though New York was one of 18 states to see an increase in the number of people without a permanent residence between 2007 and 2015. The number rose by 41 percent to more than 88,000 statewide during that span, which was the largest increase of any state in the country. Much of the increase was attributable to New York City, though DiNapoli’s audit stressed homelessness as a state problem and not simply a city problem, saying homelessness is affecting “communities in virtually every corner of the state … on a daily basis.”

“The homeless problem pre-existed Pax Christi,” Pizzarelli said. The licensed social worker said the idea that his facilities attract the homeless to Port Jeff is a common refrain he’s heard cyclically over the years from people like the Facebook poster, though he said he has found those voices are few and far between and don’t represent the majority of the community.
“Hope House Ministry lives and has lived for 38 years because of this community,” he said. “I find this one of the most extraordinary communities when it comes to compassion and generosity. Yes, there are always people that are super critical and, because of the socioeconomic nature of our community, would prefer certain things not be here. They’re a very small minority from my experience.”
He said he receives no financial support from the government other than reimbursements from the county’s Department of Social Services to barely cover his costs for sheltering people overnight at Pax Christi. His entire budget, which he estimated to be in the ballpark of $5 million annually, is covered by donations and grants. He also said he believes homeless people who commit crimes or contribute to tensions in the Port Jeff community tend not to be the same people who are interested in getting help.
“Uptown is a complicated place,” he said. “The homeless have no fixed address and they also have no voice, so it’s easy to blame them. They’re a part of the issue, but it’s not that simplistic. I don’t think the larger community really realizes that.”
Pizzarelli pointed to insufficient funds from the county and state governments as his and other organization’s biggest obstacle in providing services for those in need. He said mental health issues like post-traumatic stress disorder and addiction, especially to opioids, are at the root of Suffolk County’s homelessness problem. Once people are in treatment for substance addiction or any mental health affliction, he said more transitional housing needs to be made available to get people on the road to recovery.
Pizzarelli said Pax Christi does not admit any persons under the influence of drugs or alcohol, so they occasionally have to turn people away.
“We probably all need to take a firmer stand so [homeless people being aided by services] understand if they’re not going to take care of business — hanging out at the train station is not the answer,” he said. “I agree, people don’t need to be harassed when they’re getting off the train.”

DuWayne Gregory (D-Amityville), presiding officer of the Suffolk County Legislature, in conjunction with the Welfare to Work Commission of the Legislature, arranged a public hearing Oct. 10 to discuss the impact that massive cuts in President Donald Trump’s (R) early budget proposals to funding for human services would have on local residents.
Michael Stoltz, the executive director of Ronkonkoma-based Association for Mental Health and Wellness said before the hearing he thinks the county fails to adequately invest in mental health services.
“We see a proportionate rise and increase in the number of people in our jails who have mental health conditions — untreated and under treated — and among our homeless populations,” he said.
Stoltz was representing one of the 13 agencies slated to speak during the hearing.
“The county and these agencies are facing a crisis of what could be unparalleled and unprecedented proportions,” commission chairman Richard Koubek said before the hearing. “We have watched with dismay and frustration the chronic underfunding of contract agencies that serve Suffolk County’s poor people.”
Suffolk and Nassau counties collectively are considered a Continuum of Care community, which is defined as a community with a unified plan to organize and deliver housing services to meet the needs of people who are homeless. Grants from the CoC are funded through the United States Department of Housing and Urban Development, which is a federal department responsible for more than $10 million in CoC grants obtained each year to aid locals, according to its website. DiNapoli’s report found of the smaller communities with CoC programs, Long Island’s counties had the third largest homeless population in the United States.
Long Island’s relative lack of affordable housing can further complicate the issue, as housing units are priced to rent or own in Brookhaven Town according to HUD guidelines, which are dependent on the area median income of a region. In 2017, Suffolk County’s average household income was $110,800. To qualify to rent an affordable living space, household income must be less than 50 percent of this number, meaning in Suffolk, any family earning less than $55,400 annually has a right to reduced rent. Monthly rent for a three-person home for a family earning less than that, for example, by law cannot exceed $1,200.

Because of the relatively high average income in Suffolk, “affordable” rent is a term that most likely wouldn’t apply to someone sleeping on the street or residing in a homeless shelter. According to Pizzarelli and Brookhaven Housing and Human Services Commissioner Alison Karppi, there’s far less affordable housing available in the town and the county as a whole than demand would dictate.
“It is estimated that 42,500 renters spend half or more of their income on household costs,” Gregory said prior to the Oct. 10 hearing. “That startling figure emphasizes the need for cheaper housing our working families and young people can afford. We are here today to send a message that we simply can’t afford this budget.”
Last week Brookhaven Town announced a new initiative to acquire vacant “zombie” homes and make them available for veterans and first-time homebuyers at reduced costs as a way to expand the availability of affordable housing in the town. Supervisor Ed Romaine (R) estimated there are as many as 2,000 vacant homes in the town with many in a salvageable state.
Port Jeff has another resource in its backyard to help those in need, which reiterates Pizzarelli’s sentiment that on the whole, it is a compassionate community.
Welcome Friends Soup Kitchen in Port Jeff Village has been serving people in need, homeless or otherwise, in the area for 28 years. The group also has two locations in Port Jefferson Station comprised of about 200 volunteers and functions entirely on donations of money and food, oftentimes from a local Trader Joe’s. Five days a week, the soup kitchen opens its doors to serve as many as 100 guests free of charge each night. Unlike Pax Christi, Welcome Friends never turns away guests due to intoxication. The volunteers prevent entry to those who could be a danger to other guests, but even in those instances the person is sent away with a to-go meal, always well balanced and fresh. Multiple courses are available but served once a day Sunday to Wednesday and also on Friday.
Lorraine Kutzing, a longtime coordinator at the soup kitchen, said the organization’s sole focus is having as many meals as possible prepared each day, and hopes that she and others like Pizzarelli can continue to try to fix the problem highlighted by community members like those in the Facebook group.
“I think the need has always been there,” she said. “I don’t think that has changed that much.”

Some Brookhaven residents and Supervisor Ed Romaine (R) are concerned about the potential negative impact development of a St. James property might have on Stony Brook Road.
On Aug. 2, the Suffolk County Planning Committee approved the conceptual subdivision of a 62-acre parcel of land in St. James owned by Gyrodyne, LLC. The property, known locally as Flowerfield, borders Route 25A and Stony Brook Road, and the plan includes approval for a 150-room hotel, two medical office buildings and two assisted living facilities.
One of the suggestions given at the August meeting to relieve possible traffic issues on Route 25A was to use a road that crosses over train tracks on the land parcel, passes through private property and utilizes a road owned by Stony Brook University where drivers would then be led to Stony Brook Road.
After Gyrodyne received approval from the county, resident Cindy Smith founded the Coalition of Greater Stony Brook Action Committee in the hopes of mobilizing local civic groups and providing a voice for the thousands of permanent residents in the village. Smith, along with local residents and Romaine, attended the planning committee’s Oct. 4 meeting to express their concerns to the members.

Smith said she took exception to the planning committee not seeking input from the surrounding communities. While adeveloper has not been named and the Gyrodyne property is not yet on the Smithtown planning board’s agenda, she said she is concerned that no traffic studies or environmental assessments have been conducted and there has been no estimate of the impact on the local infrastructure. In regards to traffic, the commission in their resolution suggested the future applicant consider a bike share program to help reduce short distance motor traffic.
Romaine said he attended the Oct. 4 county planning committee meeting after receiving inadequate notification of the August meeting. He said the town only received 48 hours notice, and it lacked an environmental assessment form, a project description and usage of the property.
The supervisor said with Nicolls and Stony Brook roads being the only two ways to access Stony Brook University, quality of life has been impacted negatively in the area, especially on Stony Brook and Oxhead roads, due to traffic. He added the university also owns property that borders the Gyrodyne land on the east. On the grounds is the Center of Excellence in Wireless and Information Technology where new buildings are being erected, which could cause even more traffic in the area from the center’s employees.
“We don’t need additional traffic from the Gyrodyne development pouring onto Stony Brook Road,” Romaine said. “We will strongly oppose that and we will explore all of our legal options to do exactly that.”
Smith, who is a member of Friends of Stony Brook Road, which works to address traffic and speeding issues on the street, said due to the university being state property, they do not need to follow local planning procedures or receive approval. She said she believes the lack of a master plan has created a problem and said she feels the Gyrodyne project lacks the same foresight.
“It’s really a quality of life issue — it’s safety,” she said. “It’s another town’s economic boom and Brookhaven’s financial demise because all the traffic will be on Brookhaven roads.”

Smith, who lives on Stony Brook Road and works from home as a business consultant, said another issue is that the property borders 25A, which is a historic corridor, and she is concerned its value as such will be jeopardized. She said the goal of the coalition is not to impede development but to demand a better master plan when it comes to properties such as Gyrodyne’s and the areas that surround it.
“If we are going to develop it, and it’s certainly the right of that landowner to do that, let’s do it smartly,” she said. “Let’s do it with sustainability, and let’s do it with community input and let the other local officials from the Town of Brookhaven understand what’s going on and let them have a say in it, too. Because it’s going to affect the Town of Brookhaven, even though it’s in the township of Smithtown.”
Romaine said he is also concerned with added traffic on Route 25A, pointing to the intersection of the state thoroughfare with Stony Brook Road where bends in the road cause limited sight issues. He said both are beyond their capacity.
“In my view we have too much traffic and congestion now, and I want to make sure we don’t have any additional,” Romaine said.
George Hoffman, co-chair of the Citizens Advisory Committee for Route 25A, which conducted visioning meetings for residents in the Three Village area earlier this year, was also in attendance at the Oct. 4 meeting. He echoed Smith’s sentiments that there should have been more input from the community. He said he hopes Smith is successful in getting others involved in the coalition.
“Maybe this is the issue that gets us all at the same table to start working in a uniformed way where we start to talk,” Hoffman said. “I really think we need that.”
Romaine also sent a letter Sept. 20 to Smithtown Planning Board Chairman Conrad Chayes expressing his concerns and recommendations. He said while the county did not require a traffic study and only recommended one, he has faith that Smithtown will mandate it. When it comes to developments such as Gyrodyne, the supervisor said he is willing to work with the state, county and other towns.
“To think that people can blindly put traffic out on Stony Brook Road without us putting up a fight, they are going to be sadly mistaken,” he said. “Brookhaven is definitely going to fight this.”
Requests for comments from representatives of Gyrodyne were not returned by press time.

The 2016 presidential election campaign motivated a South Setauket mother of two young children to become more politically active and teach others how to do the same.
Shoshana Hershkowitz, a registered Democrat who considers herself a Progressive, has become a familiar face at local political rallies while balancing motherhood and teaching. In January she founded the Facebook group Suffolk Progressives — a page with nearly 1,000 followers — in order to engage others in political conversations and educate them on how to become more active in government. The page includes discussions and videos viewable to those interested in learning what they can do to become more civically engaged, even if they’re busy.
Hershkowitz, a lecturer at Stony Brook University and conductor of the Stony Brook Chorale, said she credits her Israeli parents for her passion. She said her family was able to discuss politics, even with those who disagreed with them, without the discussions leading to arguments.
“I grew up at the dinner table talking about [politics] so that is something I always felt comfortable with and something we’re supposed to do,” she said.

Before her children were born, she volunteered for Barack Obama’s 2008 campaign, and knocked on doors, including in Pennsylvania, encouraging others to vote for him. After she gave birth to her oldest child, she said she didn’t have as much time to be as entrenched in politics as she would have liked. With the little time she had, she campaigned for local candidates and occasionally wrote a political blog, called Jew Kids on the Block.
“This election kind of re-galvanized me, I think which is true of so many people, and then it just kind of took off from there,” Hershkowitz said. “It started as a coping mechanism for me, and then it just sort of turned into what I thought would be an interesting opportunity to teach other people how to engage in political activism in a way that fits their lifestyle.”
She said when she was first trying to figure out how to make her voice heard, she started making calls to local members of congress including U.S. Rep. Lee Zeldin (R-Shirley). Zeldin has referred to the people who stake out his Patchogue office as “liberal obstructionists” in the past.
“I can make a difference at home in my pajamas,” she said.
Hershkowitz said she is also a big believer in writing letters to newspapers, something she had been doing before President Donald Trump (R) ran for office. She even helped to conduct a workshop about writing letters at U.S. Rep. Tom Suozzi’s (D-Glen Cove) office.
“Now I realize that it’s a really important vehicle,” she said. “It changes the narrative in your community in a way that I think social media doesn’t. You can certainly talk to people you agree or disagree with on social media, but I still think that the newspaper has an outreach that social media does not at this point.”
More than a few of Hershkowitz’s letters have appeared in this newspaper.
She said she began taking her children to rallies during the last year, which has enabled her to become even more active on the local political scene. Her children have joined her at the January Women’s March on Washington in Port Jefferson Station, the March for Science at Stony Brook University and protests in front of Zeldin’s office.
Hershkowitz said she makes sure a rally will be a peaceful and safe one before bringing her children. She said she didn’t take them to a vigil in Port Jefferson the day after the Charlottesville protests, because she said she didn’t have the words to explain to them what happened in Virginia. She said she also limits their exposure to broadcast news.
“They see me call congress, they see me do all these things, and I will explain why I’m doing it, but I try to make sure their consumption of media is really limited in this time,” she said. “It’s hard to contextualize that for such young kids.”

Hershkowitz said the Suffolk Progressives Facebook page began as like-minded friends sharing thoughts on various topics. Among those friends is Stefanie Werner, who she met last year at a child’s birthday party.
“As someone who is also a strong supporter of progressivism and democratic values, it was amazing to form an instant kinship with a person who held the same beliefs and desires for change,” Werner said. “Shoshana is a powerhouse of energy and exuberance, resolving to revolutionize our political process and those who represent us.”
Cindy Morris, the Democratic candidate for Brookhaven Town Clerk, met Hershkowitz at a Democratic committee event for activists. Morris said Hershkowitz has made the grassroots efforts available to people with all levels of experience with her work thatgoes beyond marches and rallies. One example is Hershkowitz posting a video on Facebook explaining how to call local legislators and strategies once they’re on the phone.
“She has made politics less intimidating and more inspiring, galvanizing and easier to participate in than ever before,” Morris said.
Hershkowitz also has met many local lawmakers in her travels, including Port Jefferson Village Mayor Margot Garant. The mayor described Hershkowitz as a spitfire “who is finding her voice during a time when others are afraid to speak up.” Garant said the activist is persistent, yet never demeaning, when she speaks with others, even if their opinions differ.
“She’s exemplary on how we all need to be with one another, “ Garant said.
Hershkowitz said her mission is to continue encouraging others to speak up.
“I hope that people realize that this isn’t someone else’s work, this is all of our work, and it can be just a couple of phone calls every day and making that a ritual like brushing your teeth is enough,” she said. “Don’t wait for someone else to do that work right now.”

Huntington town officials have set up two partnerships to make it easier for local residents to send donations and supplies to Puerto Rico.
Councilwoman Tracey Edwards (D) announced Oct. 3. that the town will be working in collaboration with both the American Red Cross’ Hurricane Maria relief effort and Long Island Hispanic Business Roundtable, Inc. in Oyster Bay in an effort to get much-needed funds and specific supplies to the victims.
“We are a giving community,” Edwards said. “We have always responded, and I am absolutely confident that the people in our community will respond to support people who critically need these supplies to survive. We are asking all Town of Huntington residents, both businesses and our community members, to help.”
Edwards said the town will accept donations of specific, needed supplies at the Huntington Opportunity Resource Center, at 1264 New York Avenue in Huntington Station. Requested donations include
water, batteries, flashlights, portable lanterns, diapers, baby wipes and feminine products. Supplies can be dropped off from 9 a.m. to 5 p.m., Monday to Friday, or after hours donations can be made by scheduling an
appointment with Edwards’ office at 631-351-3175.
Edwin Perez, of Long Island Hispanic Business Roundtable, is also helping the town with working out the specifics of transporting all donations. Perez reached out to Liberty Moving and Storage in Commack, who has agreed to pick up items collected at the resource center and deliver them to a central facility in Hauppauge, overseen by the New York National Guard as part of New York Gov. Andrew Cuomo’s (D) New York Stands with Puerto Rico initiative.
“People have reached out and asked if I was going to do anything for my American homeland,” Perez said. “I was able to reach out to my network and say, ‘Huntington is standing with Puerto Rico.’”
The Red Cross is reporting that there are nearly 400 volunteers in Puerto Rico who are helping to reconnect families and distribute relief supplies, including food and water. International Red Cross workers are also
restoring electrical connections and installing satellites to help Puerto Ricans get in touch with family members and access vital information.
“There people really need a lot of things,” said Rosa Moya, representing Latinos Unidos de Huntington. “People are panicked. They are getting frustrated. If we can do something for them, it will be very appreciated. This is the time we need to step up for Puerto Rico.”
In coordination with government and nonprofit partners, the Red Cross is helping to distribute water, ready-to-eat meals, fresh fruit and vegetables, tarps and comfort kits. Emergency distribution of water has been provided to several vulnerable communities which were running out of water. The Red Cross has already mobilized more than 250 tractor-trailer loads of relief supplies to help aid Puerto Rico. Red Cross teams are also assessing what the community needs, and providing health and mental health services.
To make a monetary donation to the Red Cross, residents can visit the town’s website, www.huntingtonny.gov, and click on thered heart at the top of the home page. The link will lead to a microsite on the Red Cross web page, where by following the prompts residents can choose from a drop-down menu how they want their donations to be used. The default setting will send money to Hurricane Maria victims, but money can also be marked for victims of hurricanes Harvey and Irma.

Smithtown homeowners may find themselves in an enviable position as Supervisor Pat Vecchio (R) looks to cut taxes for the second straight year.
Vecchio presented his $105 million 2018 proposed Smithtown Town budget at a brief 46-second special town board meeting Oct. 3. There was no public discussion of the budget, as town board members were seeing the nearly 200-page document for the first time.
“Ostensibly, the proposed budget is now theirs; the [town board] can change it or do anything with it they would like,” Vecchio said. “My experience is that they’ve never changed it.”
Overall, the proposed budget contains an increase of $2 million over the 2017 budget, but will reduce the town taxes for the average homeowner by $1.05, down from $1,269.88 per year to $1,268.83 per year for a home with an assessed value of $5,500. It falls well under the state tax cap of 1.84 percent.
Vecchio said he prepared a structurally balanced budget in which incoming revenues match the recurring expenditures, a measure he achieved by implementing cost cutting initiatives and long-range planning.
First and foremost, the supervisor pointed to careful control of town employees’ salaries.
“We have not replaced employees who have retired,” the supervisor said. “When we do rehire employees, we rehire them at a lower salary.”
While positions have been lost through attrition, the 2018 budget does not call for the layoff of any existing town personnel.
Smithtown town officials also gradually implemented a new policy of leasing
vehicles used by various departments, such as parks and highways, instead of outright purchasing them.
“It’s saved us a lot of money,” Vecchio said. “There’s a big outlay when purchasing a vehicle for a municipality, plus then there’s maintenance.”
Other cost-saving measures taken by the town include replacing streetlights with LED lights and sharing services for emergency dispatching, according to the supervisor.
The proposed budget has set aside $4.4 million for the 2018 road program, which in addition to $1.1 million in state funding, will allow for road improvements and repaving over the upcoming year.
Vecchio said the town is in a good fiscal position with a Triple A bond rating and a $17 million surplus in its general fund.
“What’s the benefit, residents might ask, of having a $17 million surplus?” he said. “The benefit of having that money in surplus is your bond rating. Your interest rates on bonds are always lower when you
have reserves.”
The supervisor has proposed allocating $600,000 of the town’s surplus funds towards the highway budget to supplement continued roadway improvements. A similar measure was approved in the 2017 budget which appropriated $602,000 for roadways and later approved $2 million specifically for improvements to Lake
Avenue in Smithtown.
A public hearing on the 2018 proposed budget will be held at the town board meeting on Oct. 26 at 7 p.m. at Town Hall. Residents can review a line-by-line budget breakdown on the town’s website at www.smithtownny.gov.
