Enrollment soars above school district's estimates

When Mount Sinai school board members proposed full-day kindergarten, they didn’t expect 160 students to enroll.

But the new program brought an enrollment increase of more than 40 percent, according to numbers the Mount Sinai Board of Education examined during a recent meeting, leading the district to hire another teacher.

By the end of the 2014-15 academic year, which had half-day kindergarten, there were around 112 students enrolled. With the 2015-16 enrollment, Mount Sinai had to bump up the number of teachers to seven.

In May, the board estimated that 125 students would enroll in the full-day program, but by mid-July, there were 151 students.

“All year long … we promoted full-day K at a number around 125 and [aid Mount Sinai received from the state] was based on that number,” Superintendent Gordon Brosdal said. The increase “was a little bit alarming to the board and myself.”

Brosdal said the new program could be popular because full-day kindergarten is easier for a parent’s schedule. He expects several more children to enroll before class starts on Sept. 8, pushing kindergarten enrollment past 160 students.

According to Linda Jenson, assistant superintendent for business, the extra teacher the district had to hire added $85,000 to the budget, bringing the total program cost to $635,000.

Despite that increase, residents will not see taxes go up, Jenson said. Officials dug up the extra money from within the approved $56.7 million budget for 2015-16.

Mount Sinai lengthened the kindergarten day to give young students more time to learn subjects like language arts, math, social studies, science and music.

“We wanted to give our kids and our teachers adequate time to address Common Core, the demands of the curriculum,” Brosdal said.

In half-day kindergarten, students were in school from 8:55 a.m. until 11:05 a.m. With the full-day program, they will stay in the classrooms until 2:58 p.m.

Setauket’s own Emma S. Clark Memorial Library is making strides to save money just in time for budget season.

The library announced this week it would be migrating its catalog system to be part of the Partnership of Automated Libraries in Suffolk, which runs library services with 49 other libraries across the county. The shared product, according to library Director Ted Gutmann, should increase efficiency and ease of use for both patrons and library employees while also saving money.

“The cost of ongoing maintenance is going to be shared across 50 libraries,” he said. “It makes a lot of sense for us to join this network.”

A spokeswoman for the library said patrons will now be able to create their own usernames rather than remembering long library card barcode numbers and will also have the option to pay fines online and receive text alerts.

“It will be much faster to borrow items from other Suffolk County libraries,” the spokeswoman said in a statement. “In just one click, the request is automatically put into other libraries, without the patron having to specifically request an interlibrary loan. The item is then delivered to Emma Clark Library for pickup or can be delivered to other Suffolk libraries as well.”

The cost-saving move comes just in time for the Sept. 16 budget vote at the library, which projected a 0.30 percent change in the tax levy from $5,177,684 last year to $5,192,968 this year. The proposed 2016 library budget saw an increase in employee salary expenditures and material and program expenditures, but a slight decline in costs related to mandated benefits, building and operations funding and estimated income.

Voting on the 2016 library budget is scheduled for Sept. 16 at the library from 10 a.m. to 9 p.m. in the periodical room.

The new system is also more cost effective, both up front and ongoing, the spokeswoman said. The move to PALS should result in an annual 61 percent savings for the library catalog operation costs and will help the library in complying with the New York State tax freeze program. Under the tax freeze program, New York State requires shared services in order to reduce costs and save money — under the tax relief program, if the library complies with the tax cap and shows cost savings through shared resources, qualifying homeowners are reimbursed for increases in their local property taxes on their primary residences.

It is also important to note that during this migration, from Sept. 16 to Nov. 2, patrons will not be able to use the online catalog to request interlibrary loans. They will, however, be able to pick up books themselves at other libraries or they may contact our reference librarians who can place requests on the patron’s behalf. Starting in early November, when the new system is live online, interlibrary loan requests will resume. The library appreciates the understanding of the community — this small inconvenience while the catalog is under transition will lead to more improved services by November.

The 132 first-year students of the Stony Brook University School of Medicine Class of 2019 — the largest ever in the school’s history — officially began their training with the school’s annual White Coat Ceremony.

At the Aug. 23 event, the incoming medical students received their first physician-in-training white coats and took the Hippocratic oath for the first time. The Class of 2019 is a talented and diverse group coming from New York State, eight other states, and around the world.

Only 7.4 percent of the total 5,255 applicants were accepted. A larger portion of students in this class, compared to previous incoming classes, already have advanced degrees. A total of 23 hold advanced degrees, including one Ph.D., one Doctor of Pharmacy, 18 masters’ and three Masters in Public Health.

“Today is a celebratory and symbolic day for all of you. As you receive your first white coats, enjoy the honor and responsibility that comes with wearing the white coat,” said Kenneth Kaushansky, senior vice president of Health Sciences and dean of the School of Medicine. “Medicine is a field unmatched in the range of emotions you will experience. You will be struck by many firsts — your first newborn delivery, your first sharing of a diagnosis of cancer, the first patient you will see cured, and your first patient death. And never forget that your journey will require lifelong learning, as you take part in many advances in the art and the science of medicine in the years to come.”

Among the many accomplished members of the Class of 2019 include Tony Wan, the son of Chinese immigrants, who enlisted in the U.S. Marine Corps right after high school. He served two tours in Iraq — where his duties included providing first aid to fellow soldiers.

He then left the military and pursued college at CUNY-York College, where he graduated as class valedictorian in 2012. After seeing too many of his fellow Marines with life-changing injuries, he’s motivated toward becoming a neurologist specializing in traumatic brain injuries. Wan said he particularly wants to work to improve the care of veterans.

Persis Puello, a mother of two and the oldest incoming student, at 34 years of age, is also part of the 2019 class. She earned advanced degrees from Columbia University, a Master of Science in Applied Physiology and Nutrition; and from Stony Brook, a Master of Science in Physiology and Biophysics. Her career as an athletic trainer and nutritionist inspired her to work toward becoming an orthopedic surgeon and, eventually, a team doctor.

She credited support from her husband and her sister for enabling her to raise her two young children, ages 3 and 8, while pursing the challenge of a career in medicine.

Nicholas Tsouris, who grew up in Stony Brook and is a former professional lacrosse player, was part of a team of fellow students hailed by Popular Mechanics magazine as “Backyard Geniuses” for their invention of a spoke-less bicycle. After graduating from Yale, he worked on Wall Street while playing major league lacrosse, later deciding to pursue medicine.

The school has steadily increased its incoming class size over the past several years in order to address the significant shortage of physicians nationally, as cited by the Association of American Medical Colleges.

New to the ceremony this year was the presentation of a stethoscope to each student to accompany with their white coats. The school’s alumni association donated the 132 stethoscopes for the event.

“For some of the … board it might just be another item to get done with tonight,” Ward, a Rocky Point resident, said about agenda item No. 22, to eliminate two teacher aide positions. “But it means much more to me, as I am item No. 22.”

Ward’s position at Rocky Point elementary was one of four recently abolished special education aide jobs districtwide. The first two were eliminated at a July school board meeting, the same night the board hired five teaching assistants. When trustees — with Sean Callahan as the lone dissenting vote — terminated Ward and another teacher aide on Monday, they were met with boos from other aides, members of the New York State United Teachers and some residents.

Ward, the former vice president of Rocky Point’s Parent Teacher Association, put blame on Trustee Melissa Brown. She claimed in an interview that Brown wants Rocky Point to emulate the Sachem School District, where teaching assistants are used in the classroom instead of aides.

“She would like to bring teaching assistants because, in her opinion, it will serve the children better. The teaching aides disagree,” Ward said about Brown. “We do a lot more than what they think a teaching aide does.”

Aides give “health and safety support to children,” Brown explained in an email, and are assigned to those special needs students on a case-by-case basis. Many aides build relationships with the children and can identify their moods and needs more easily than other individuals in the school. Unlike teacher aides, teaching assistants are allowed to teach the curriculum in the classroom.

“There are many [special education] teachers who are charged with teaching multigrade levels of instruction in math, social studies and science, on top of trying to teach the students to read,” Brown said. “Teaching assistants provide the students with another teacher in the room to assist in providing academic instruction.”

She hopes more teaching assistants will raise graduation rates for special education students.

But some at the meeting emphasized how important aides were for their children.

One woman said her daughter needed more attention to pass her Regents exams.

“Those teachers could not give that one-on-one to my child,” she said. “She learns differently and those aides saw that and helped her.”

Superintendent Michael Ring said that one of the aides whose position was recently eliminated is working toward a teaching assistant certification, and in the meantime is still working for the district. Executive Director for Educational Services Susan Wilson said other aides could follow the same process.

While Ring said this school year is the first phase of Rocky Point’s move toward more teaching assistants, and there may be more teacher aides replaced with teaching assistants next fall, for now, the staff changes are over.

“I have no intentions of recommending any others to be eliminated,” he said.

But for Ward, losing her position as a teacher aide is a big setback.

“I am a single mother of four children under the age of 12,” Ward said, as her eyes began to tear. “I carry their health insurance so [being eliminated] is very upsetting to me.”

Test results show grounds are sound

The soil at Norwood Avenue Elementary School is safe for children, an environmental engineer told the Northport-East Northport school board last week.

“I would expect concentrations in my own backyard would be very similar to what we found on the school property,” said Paul Lageraaen, the environmental services department manager for H2M architects + engineers.

Last month, the school board tasked Lageraaen’s firm with analyzing the school grounds to determine if the area had been contaminated with hazardous chemicals out of “an abundance of caution, and in response to low levels of contaminants found in the soil of a neighboring farming property proposed to be developed into a winery,” according to a statement from Superintendent Robert Banzer. Dust from a property that is proposed to be developed into a vineyard next to the school may have fallen on school grounds while the land was being cleared out, officials said. Lageraaen presented the firm’s findings at Wednesday night’s school board meeting.

Of the dozens of herbicides, metals and pesticides tested, only one was discovered at noteworthy concentrations. Arsenic, a common ingredient in pesticides before it was banned in 1991, was found at moderate levels in the northwest corner of the school. The proposed vineyard property is along the school’s eastern border.

This was not a great concern to Lageraaen.

H2M tested its soil samples against New York State’s Department of Environmental Conservation Regulations Part 375. According to these regulations, residential areas should have a maximum arsenic concentration of 16 parts per million (PPM). The sample from that corner of the school was analyzed at 17 PPM. This was one of 16 samples taken from across the school grounds. The rest all tested below this level.

Lageraaen pointed out that regulations are not an actual limit.

“It’s defined as an objective,” he said. “It’s not a hard and fast action level.” This is because there isn’t a definitive consensus for what that level should be. For example, New Jersey regulations say that 19 PPM should be the maximum concentration for residential areas.

But the key finding Lageraaen cited was that were was no sign that soil around the school had been moved, disturbed or contaminated by a dangerous chemical.

“The soils that are at Norwood school are the same soils that have been there for 60 years,” he said. “If I found an area where suddenly arsenic or some other compound was at 100 PPM and everything else was at 15 PPM, then you have to be concerned.”

Once the presentation was finished, David Badanes, vice president of the school board, asked the central question for the board.

“I guess the bottom line question is this: Are the children that are going to play at Norwood safe?”

“Yes,” said Lageraaen, who also coaches community soccer at the Northport fields. “I have no qualms about returning there to coach or my kids playing on those fields.”

In closing out the discussion, board President Andrew Rapiejko said that the board has been in contact with the town about the proposed vineyard, and encouraged concerned community members to do the same.

In a phone interview on Thursday, Fred Giachetti, who owns the property and wants to develop it into a vineyard, stressed that he has contacted local officials and experts to ensure the property is managed responsibly.

“I have never been irresponsible and reckless in my whole life,” he said. “I’m a graduate of Northport High School. My wife and I have been trying to do something that is bringing back the agrarian traditions of our community because we have a great interest in it and a family history. We think it’s a wonderful idea — instead of building more McMansions or condos or townhomes, we could try and bring something back to the community that we’ve lost.”

Scores of bookworms shared their own as they participated in the adult summer reading program, which encouraged the library patrons to read about superheroes or try something new through its “escape the ordinary” theme. Trying something new could be discovering an author or joining a library program. To facilitate that, Library Director Debra Engelhardt and adult services head Susan Guerin said, the library steered people toward its resources for finding books or learning online and hosted different programs like an arm-knitting workshop and a drum circle.

“It’s about bringing a lot of different and unique ideas,” Guerin said.

According to Engelhardt, about 350 people signed up for summer reading and, with the program coming to a close this weekend, many of those have completed it — reading at least three books of their choice and submitting recommendations for them. After finishing a book, the participants received a raffle ticket for a chance to win prizes from local businesses.

There were also matching superhero-themed summer reading programs for children and teenagers, which hundreds of young people have already completed.

There’s been a lot of hubbub about the 21st century classroom, where interactive whiteboards replace chalk, and pencils and pens are subbed out for iPads and Chromebooks. Even our own governor has incentivized such reforms at our schools.

But let’s push pause and ask: Is all this technology helping or hurting? And what benefits are we missing out on in the real world beyond the bright screens?

This week, a Huntington Station company, Teq, announced it had partnered with Canadian company SMART Technologies — yes, the creators of the famous SMART Board that is a staple of today’s classrooms — to be the sole distributor of Smart products for grades K to 12 in New York. That’s a big deal and we applaud Teq’s success. The educational tech company, already projecting sales of $50 million this year, anticipates the partnership will boost its revenues 20 percent.

That’s not just chump change, and it’s a good deal for Long Island’s economy.

Yet how much of our new technologies are really needed for learning and how much are we just advancing for the sake of advancing? It feels like a lot of the new software and hardware is needed only to keep today’s student boredom at bay, as many kids are so used to having tech products in the home that they will not concentrate on paper.

A culture of distraction is one of the greatest setbacks of today’s overly technological society. We understand that it benefits our students to be familiar with today’s gadgets, so they will be prepared for tomorrow’s success. But it also benefits children to know what it feels like to hold a real book in their hands, to solve a difficult math problem using a pencil and loose-leaf notebook, to be able to tell time without a digital display, to play outside instead of staring at their phones.

Today’s kids are being handed iPads not long after retiring baby bottles.

Steve Jobs once told a New York Times reporter that he limited his own children’s tech time at home. Instead of rushing to live in a completely digital world, our educators, parents and political leaders should place importance on carving out some time for a little reality — some quiet time and disconnect to facilitate thinking and creativity.

Teq, a Huntington Station-based educational technology and professional development firm, has been named the official provider of SMART Technologies products for all K-12 districts in New York.

The company will also offer professional development for SMART products and technical support from SMART certified professionals. The official partnership will begin on Oct. 1.

SMART Technologies, a Canadian company, is best known for inventing the first interactive whiteboard in 1991. The company now offers interactive tables and pen displays, conferencing software, interactive learning software and more.    

“We are thrilled to be selected as SMART’s sole vendor for K-12 in New York,” Damian Scarfo, CEO of Teq said in a statement. “SMART offers the best interactive displays available, and we couldn’t be happier to align ourselves with the innovation SMART is bringing to classrooms around the world.”

The partnership is projected to increase Teq’s revenues by nearly 20 percent, and the company is projecting $50 million in sales for the year, according to Chris Hickey, president of Teq. The company used to be one of six companies reselling SMART products in the state.

SMART’s president touted the partnership and the Huntington Station company’s solid reputation for professional development.

“We are delighted to name Teq as our sole education partner in New York,” Greg Estell, president of SMART Education Solutions said in a statement. “Teq has an incredible reputation for professional development, enabling educators to deliver best-in-class learning. This, coupled with SMART’s world-leading education technology, makes for a powerful combination.”

As part of a strategy to get more SMART products into state schools, the company has submitted a bid to the New York State Office of General Services to try to negotiate a contract to be a listed vendor of classroom technology to New York. SMART is looking to set a maximum price point at which products can be sold to municipalities through this contract.

Like SMART, Teq will also be looking to further its relationship with schools, hoping to partner with the Board of Cooperative Educational Services to get more technology into the districts. The company is hoping to benefit from $2 billion in funding offered to school districts through Gov. Andrew Cuomo’s (D) SMART Schools Bond Act by offering districts that seek funding delayed payment options.

The act is intended to bring about 21st century upgrades to educational technology and infrastructure in schools to ensure that students graduate with the skills they need to thrive in today’s economy. Voters approved the act in a November 2014 referendum.

Teq will be offering a complete range of SMART products and software, including SMART kapp iQ and Teq Unlimited.

SMART kapp iQ is an ultra HD interactive display that can multi-link student devices so that all participants can collaborate, contribute and see what is being written in real time. Teq Unlimited is a software package that teaches how to successfully integrate new technology into the classroom.

“Kapp iQ is not only specifically designed for the needs of teachers and students … it’s designed for how kids learn — using devices and naturally interacting with technology,” Hickey said.

Teq is offering a free trial period for districts in New York. The trial, which lasts 30 days, includes delivery, setup and two hours of professional development of whichever products the districts chose to try, according to a Teq statement.

Teq has been in the business since 1972, and was originally located in Oyster Bay out of a barn. According to the company, its mission is to support the continued evolution of the modern classroom by offering world-renowned professional development and providing service and equipment that enables student achievement.

Kings Park Central School District has big plans in its future, in terms of renovations.

“When you think of the hamlet of Kings Park, there is no greater investment than in its school facilities,” Superintendent Timothy Eagen said.

The Kings Park Board of Education created a facilities committee this past May. The district reached out to community members once the committee was formed to invite residents and employees to join.

“We had 20 responses from staff and the community, and members were ultimately chosen so as to best represent Kings Park, while also making sure to include members with knowledge of facilities and grounds,” Eagen said in an email.

The committee is made up of two board members, seven district employees, one student and eight resident volunteers.

Throughout the summer, the committee traveled to all the schools in the district, surveying the damages, repairs and upgrades needed in each building.

Currently the total dollar value of every item under consideration is approximately $40 million.

The board was presented with a long list of what the committee believes to be necessary updates to the buildings at Tuesdays board meeting.

“I love this district, my kids all go here, and I think the upgrades are a total necessity,” Tara Samson, a member of the committee said.

Out of the projects, up to 82 percent would be focused on infrastructure, with 8 percent going to healthy, safety and security, 8 percent to athletics and recreation, and 2 percent to curriculum and instruction.

“Our buildings are not getting any younger,” Eagen said.

The youngest school building in the district is William T. Rogers Middle School, which was established in 1970. And the oldest building is RJO Intermediate School, which was built in 1928.

Members of the committee and Eagen both agreed that these schools are all well past their prime and are in need of major infrastructure renovations.

Parking lot renovations and drainage are issues every school building shares. Whether it’s the front parking lot or the back parking lot, each school has cracks in the pavement, on the sidewalks and stairs, potholes, and problems with flooding when it rains.

The removal of vinyl asbestos tiles is also crucial in every building, with the fear that damaged tiles are releasing asbestos fibers into the air.

Plumbing repairs, electrical upgrades and boiler upgrades were also echoed sentiments at each school.

“My children run home everyday to use the bathroom, since they refuse to use the ones at school,” Samson said.

Members of the committee also said that money is flying out the windows of the schools every day, since there is little to no insulation left in many of the original windows for each building. This is contributing to added costs in heating and air conditioning.

“In WTR middle school, the heating controls are located on the roof, which is incredibly inefficient and needs to change,” Tony Tanzi, a member of the committee, said.

It is hoped a major part of the renovation funds will go toward installing new roofs in almost every building.

With the exception of Park View Elementary School, where the roof was replaced two years ago after Hurricane Sandy damaged it, every roof in the district is more than 10 years old, and two are more than 20 years old. The intermediate and middle schools both have their original roofs.

Kings Park High School is in danger of having its track condemned, which means it would no longer be allowed to hold track meets, according to a committee member.

Aside from track replacement, additional bleachers and lighting, upgrades to the concession stand, additional field irrigation and more were listed under consideration by the committee.

Overall approximately 75 percent of the work is planned for the high school and middle school.

“The library [at the high school], is not really a library at all, it’s used as a second cafeteria,” Casey Samson, a Kings Park high school student and committee member, said.

Renovations to the library are under consideration of the committee right now, including a media makeover and a new second floor loft space.

As far as curriculum and instruction improvements, the committee wants to utilize the New York State Smart Schools Bond Act that has allocated $1.454 million for Kings Park.

Gov. Andrew Cuomo (D) initiated the Smart Schools Bond Act last year, with the intention to invest $2 billion in New York’s schools that will put schools in the 21st century and ensure that students graduate with the skills they need to thrive in today’s economy.

Expenditure through this act would include educational technology equipment, high-speed broadband or wireless Internet connectivity, and capital projects to install high-tech security features.

The committee also wants to shift toward solar energy in the Kings Park school district, including the installation of solar panels on roofs, and purchasing electricity through a renewable energy company.

SunEdison, a global renewable energy company headquartered in the United States, would design, own, operate, monitor and maintain anything they set up in Kings Park, according to the committee.

If Kings Park purchased electricity from SunEdison, it would be at a lower rate than the district is currently paying PSEG Long Island. Kings Park would retain its PSEGLI account, but would require less electricity from the utility if it began working with SunEdison.

“We are looking at ways to save the community money, and with solar energy we could save $100,00 annually,” Eagen said.

The committee is in the process of prioritizing the items that were identified, and then they will make a recommendation to the board of education. Eagen anticipates that this will occur by the end of September.

Once the recommendation is made, the board will decide on a final package, and a timeline for voter approval. If everything moves forward as planned, the next step would be to follow the project bidding process and get the New York State Education Department’s approval.

If approval is given, the goal is for the highest priority projects to begin in summer 2016.

Officials are finishing up a large staffing shift in the Port Jefferson schools, recently choosing a new assistant principal for grades nine through 12.

Kevin Bernier is joining the Royals from the William Floyd school district, where he was an assistant high school principal and a career and technical education administrator.

“We are certain that Mr. Bernier, who comes to us with years of administrative experience, will serve our district well and help to ensure that all of our students receive the personalized, rigorous education that our community has come to expect,” Port Jefferson Superintendent Ken Bossert said in a statement this week.

Bernier, who will start at Earl L. Vandermeulen High School on Aug. 24, has a background as a secondary English teacher and is a member of the Association for Supervision and Curriculum Development and of the National Council of Teachers of English, the Port Jefferson school district said. He is a Sayville resident.

The position Bernier will hold opened up after former high school Principal Matthew Murphy announced he would not return for the 2015-16 school year. Port Jefferson officials promoted assistant principal Christine Austen to Murphy’s role, vacating her spot.

As assistant principal, Austen previously handled all grade levels in the district, but officials split that job in two — creating one assistant principal position at the high school and one for the elementary and middle schools. Bernier’s primary education counterpart is former Middle County school district employee Claudia Smith, whom the school board appointed last month to serve the Edna Louise Spear Elementary School and Port Jefferson Middle School.

Those shifts are not the only staffing changes this school year — there is also a new principal at the middle school and a new district special education director.
