Harborfields students came together to share their feelings on school shootings and gun violence Wednesday, rather than walking out.

Harborfields High School hosted a student-organized HF commUNITY Summit in the gymnasium at 10 a.m. March 14 rather than participating in National Walkout Day, a planned demonstration in which students across the United States exited schools in protest.

“Our schools are very safe and not just because we have enough security guards, cameras or buzzers,” said Superintendent Francesco Ianni in his March message to the community. “Our schools are safe because we believe in the importance of letting children speak about their feelings and emotions as a result of the events that surround us. We are always there to support and guide our students in appropriate freedom of expression.”

Harborfields principal Timothy Russo said the schoolwide event was scheduled after he was approached by many students who expressed a desire to “do more than simply walk out of a building and congregate somewhere,” in an undated letter to the community. Student organizers led the summit that allowed any students to publicly speak about the shooting at Marjory Stoneman Douglas High School in Florida Feb. 14 that killed 17 people and the ensuing, heated national discourse.

“No one should feel so unsafe in a place of such community and security,” said student speaker Sophia Braunstein. “Regardless of what political ideology you stand for, I think we can all agree that America has a problem.”

Braunstein, a senior, remembered how she was in seventh grade when the Sandy Hook elementary school shootings occurred that killed 20 children and six adults in 2012.

“I was left with a fear that never left,” she said. “The day after the Parkland shooting, that same feeling resurfaced and my anxiety grew so bad I asked my mom several times to leave school.”

Braunstein said even she could see the differences in the national discussion in the aftermath of the Sandy Hook shooting, where the victims were elementary school students, compared to Parkland’s high school students who are utilizing social media to call for change.

“For students in Harborfields who feel discouraged by adults saying you shouldn’t have a voice, or we don’t know what we are talking about, don’t be,” Braunstein said. “History repeats itself.”

She cited the leadership shown by the Little Rock Nine, a group of nine African-American students who, escorted by federal troops, led the desegregation of public schools at Little Rock Central High School in Arkansas in 1957. Braunstein’s comments also touched on college students impact on public opinion of the Vietnam War in the 1960s.

“We can be and will be the generation that can say we ended mass shootings in America,” she said.

Olivia Espinoza, a student at Harborfields, said she really enjoyed hearing the passionate speeches from her peers Wednesday.

“This rally showed a beautiful side of our generation that isn’t afraid to stand up for what we believe in, contact our local senators, participate in protests and marches, and make a difference in the world,” Espinoza said. “I am confident we are on the road to change.”

Harborfields school administrators were not immediately available for comment on the event.

One Rocky Point parent trying to make a point about school safety caused a stir.

A video has gone viral following a PTA meeting in the Rocky Point school district March 14. In the video, a man is seen pulling out what looks to be a closed pocket knife while face to face with Rocky Point senior Jade Pinkenberg. The man was seemingly making a point about the fact that security is needed in rapidly escalating situations.

“If something happened, if I decided to attack you, it would take the cops three to five minutes to come here, probably 10 if the traffic is bad,” he said to Pinkenburg as he pulls what appears to be a pocket knife from his pocket. “What are you going to do now?”

Someone in the back of the room can be heard yelling “stop it” as onlookers watched what was unfolding.

“This is inappropriate,” “he should be escorted out” parents at the meeting can be heard shouting. “You can’t pull a switchblade out on a kid in a school, that’s insane.”

The meeting was held in the evening the same day students walked out of school to join in the national walkout movement honoring the 17 lives lost in the Parkland, Florida, shooting Feb. 14 and to call attention to the need for stronger gun laws.

“During a discussion on the topic of armed security guards, a parent in attendance attempted to conduct a demonstration to reinforce his belief that all school districts should have such resources at their disposal,” Rocky Point Superintendent Michael Ring wrote in a statement on the district’s website following the incident. “While the district firmly acknowledges that the demonstration was ill-conceived and inappropriate for the venue, we believe that the act was not intended to compromise the safety of those in attendance. District personnel stopped the demonstration and members of our school security team removed the individual from the meeting. The district has contacted our dedicated Suffolk County Police Department School Resource Officer to report the incident.”

Students like, Jo Herman, who said she was suspended for walking out, expressed anger with how the situation was handled.

“I protested peacefully this morning and got suspended,” she said on Twitter. “A man threatened a kid with a knife at a PTA meeting and got gently escorted from the school. Show me the logic.”

Herman’s Twitter post of the video received nearly 21,000 likes and 10,000 retweets in less than 24 hours. Since then, the video has gone viral, being shared by thousands and watched by millions. Hundreds of people, from Rocky Point school district and beyond, have reacted to what they saw.

“Real quick to show their power against students, trying to show this is unacceptable, yet I don’t see a single administrator or security detail moving an inch when the knife was pulled on one of their students,” Rocky Point wrestler Ryan Callahan wrote.

Others were alarmed at how the trend of comments were made about the man’s actions being deplorable, but there was no mention of the attendee’s reactions.

“Every adult in that room should have jumped out of their seat and gotten between the student and that guy,” wrote Carmen Campos. “I would have, but what do I know — I’m a 61-year-old fourth-grade teacher.”

Some commenters asked others to try to see beyond the knife to the point the speaker was trying to make.

“The guy is presenting a scenario (albeit not in the brightest way),” wrote Cory Spence. “It’s clear to me that the kid didn’t feel threatened and the adult wasn’t being threatening. He’s holding the closed knife in a way to be clear to the kid.”

As students and districts deal with the aftermath of a nationwide student walkout March 14, New York Gov. Andrew Cuomo (D) has made it clear where he stands on punishments for those who participated.

“Peaceful expression of views on controversial issues that is not disruptive or threatening is a right that all students have in this country, and any attempts to stifle this speech violates the constitutional rights of students and faculty to free speech,” Cuomo said in part in an open letter to New York State Education Department Commissioner MaryEllen Elia in an open letter March 15. “Threatening to discipline students for participating in the peaceful demonstrations is not only inappropriate, it is unconstitutional. Reports that schools may also discipline faculty are also highly concerning and would send a terrible message to our students.”

Students from several North Shore schools — including Ward Melville High School, Rocky Point High School and Northport High School — participated in the national walkout inspired by the political activism stemming from a Feb. 14 shooting at a school in Parkland, Florida that killed 17 people. Many of the survivors from Marjory Stoneman Douglas High School in Florida spearheaded what became a national movement. Students in other districts — like Port Jefferson High School and Harborfields High School — participated in school-approved indoor memorials and remembrances which also included outlets for students to express their views on gun control legislation. Many school districts issued warnings prior to March 14 that participating students would face disciplinary action. Elia was publicly supportive of the walkouts prior to March 14.

Michelle Salz, the mother of a Rocky Point Middle School student, said she will be joining with a group of parents who have come together to fight the suspensions legally.

“I am infuriated that the school is not allowing my straight A honors student, who is the president of her student council and the president of the national junior honor society, to exercise her First Amendment right to free speech,” she said. “It is disgraceful that our school district is choosing to penalize our activist students instead of embracing this event as a teaching opportunity.”

Dear Commissioner Elia,

Yesterday, I proudly stood shoulder to shoulder with brave students and faculty who spoke out against gun violence. History provides moments where real change is possible, and the thousands of students who participated in organized walk-outs all throughout the state are seizing the moment and admirably standing up for the safety of their classmates and students across the country.

In the last 24 hours, there have been several reports of New York State schools disciplining students and faculty for participating in yesterday’s historic events to stop gun violence. In at least one disturbing incident, it was reported that the school physically blocked the exits to prevent students from demonstrating.

These actions send a terrible message to New York’s children and are against constitutional free speech protections. I call on you to use SED’s authority to stop these schools, reverse course and cease any disciplinary actions.

Peaceful expression of views on controversial issues that is not disruptive or threatening is a right that all students have in this country, and any attempts to stifle this speech violates the constitutional rights of students and faculty to free speech. Threatening to discipline students for participating in the peaceful demonstrations is not only inappropriate, it is unconstitutional. Reports that schools may also discipline faculty are also highly concerning and would send a terrible message to our students.

The students who participated in the walk-out are trying to advance laws and actions that would save their lives, and many viewed their participation as necessary to their own safety. The scourge of mass shootings in schools is very real, and these students were taking proactive steps to protect themselves and their classmates. These actions, coupled with the peaceful manner in which the demonstrations were conducted, is something that should be lauded, not punished.

Additionally, I call on you to thoroughly investigate any reports of schools that blocked the exits to physically prevent students from leaving during the event. This an egregious safety violation and it is also unlawful.

Yesterday’s actions were a testament to the courage and leadership of New York’s students. As I said yesterday, these young people are showing more leadership than the so-called leaders in Washington. To punish or discipline them is inconsistent with the freedom of expression that we cherish. It would say more about the adults imposing discipline than it would about the students who exercised their rights to speak out.

Seventh-grader Chris Buzaid may be the smallest kid on the basketball court at 4-10, but when it comes to drive, hustle and spirit, there’s nobody bigger.

During a midseason game against Brentwood North this past December, the 12-year-old guard for Centereach’s Dawnwood Middle School dove onto a loose ball with some physically imposing players from the other team. He ended up with the ball, and a bloody lip. But when his coach, Tim Dowler, tried to take him off the court, worried about the injury, Chris begged to be allowed to keep playing.

“I ended up having to take Chris out for a bit, and then, when he eventually went back in, he just took the game over,” Dowler said.

Within a couple minutes Buzaid had three steals in a row and hit three jumpshots to lead Dawnwood to victory. The team of seventh- and eighth-graders would end the season in January undefeated for the first time in school history since 1974 — a feat Dowler said Chris contributed largely to.

“He just went right back out there and faced the same bigger kids, showing no fear,” the coach said. “It would be very easy for someone like him to want to play a little softer and feel a little afraid, but that isn’t him.”

Chris isn’t just a star athlete — he started playing travel basketball in fourth grade, has been on three of the best Amateur Athletic Union boys teams in the New York metropolitan area and is an accomplished cross-country runner. He is also among Dawnwood Middle School’s brightest students; he’s currently in the National Honor Society and has a 99.5 GPA, with a particular interest in science and history, and a tendency to help fellow students who may be struggling in certain subjects.

“He’s an amazing student and such a good Dawnwood citizen — Chris always does what’s right,” Dawnwood Middle School Principal Kristi Leonard said of the district’s former student of the month. “He’s definitely a natural leader and just has a great inner confidence. Chris has so many commitments in and out of school, balances clubs and sport activities while maintaining near-perfect grades.”

So it makes sense that Chris has been chosen as one of six finalists in a special competition presented by the Brooklyn Nets All-Star Awards recognizing junior high school basketball players within the tristate area that “demonstrate grit, determination and a desire to succeed both on the court and in the classroom.” His mother and coach nominated him in the fall and he was announced as a finalist in January, with Dowler saying he “was the perfect person to represent Dawnwood.”

Chris and the other five finalists, some from Brooklyn and Nassau County and others from Connecticut, will be attending the Brooklyn Nets Summer Basketball Clinic and a Brooklyn Nets v. Chicago Bulls NBA game in April. The finalist with the most votes will be announced during that contest, and win a $3,000 grant for their school’s athletic program.

“Chris is such a hardworking, competitive person and always tries to be the best that he can,” said mother Cindy Buzaid. “And now, I think he’s just in the competitive mode of wanting to win this for his school. He really wants to be able to say, ‘I was able to win this for Dawnwood.’ He loves his basketball coach, he loves Dawnwood and he’s really excited.”

Cindy Buzaid said she felt her son exhibited all the required traits of a stellar scholar-athlete when she put his name in the ring — grit, dedication, character, academics and teamwork. In her nomination letter to the organization, she wrote of her son’s maturity and strength through tough situations. Between the ages of 3 and 6, Chris witnessed his father, Jim Buzaid, be diagnosed with Stage 4 non-Hodgkin
lymphoma. While his father is now in remission, Chris carried a lot of those early memories with him as he grew up.

“Chris knew what cancer was before any kid should,” his mother said. “It made him a tough kid — made him grow up a little faster than others. Chris is such a fun-loving kid, but I believe the whole thing made him a more serious person and learn not to take things for granted. He was always very protective of me at that time and worried a lot about me getting sick, too.”

She said it makes sense that her son fell into basketball, as his older sister, Jackie Buzaid has spent most of her life playing the sport.

A Centereach High School graduate, Jackie Buzaid played basketball throughout her adolescence and currently plays as a senior at Mount St. Mary’s University in Maryland.

She remembers her brother always tagging along with her for pickup games at the park and watching her play from the sidelines at school. It also didn’t take long for him to develop his own competitive spirit, she said.

“Christopher doesn’t settle for mediocrity,” Jackie Buzaid said. “I remember when we would go shoot at our local park, he would always have to make three 3-pointers before he could leave. My brother’s determination to constantly improve and excel are what make him stand out from others. But he’s also kind and generous, and has a way of making people smile.”

It’s still up in the air as to what exactly the grant money will go toward within the athletic department, but whatever it is, Chris said he just hopes it will help the school.

“I’m really happy that I might have a chance to win money for Dawnwood, because I really want my coaches and friends and all the other kids in my school to be able to have something new,” he said. “Being a good student and athlete is important to me because I get to be healthy, active, one of the top kids in my class and I really like to help others who need help.”

Hundreds of Northport High School students walked out March 14 in hopes that their actions would speak louder than words.

Senior Ryan Dowling, student organizer of the walkout to pay tribute to the Parkland, Florida students and faculty killed in the school shooting one month ago, said she estimated between 200 to 300 students quietly left the building to sit in the front courtyard at 10 a.m. Wednesday morning in unified action with thousands across the country.

“We decided that 17 minutes of silence was the best way to go,” Dowling said. “The point was to remember the 17 lives that were lost and to show we didn’t have to say anything to make our voices heard.”

There were no speeches given, no chanting and no homemade signs calling for gun control or legislation. Only a singular black banner with the word “Enough” written across it in white duct tape stood with the students. Those who didn’t walkout were seen photographing and videotaping the event from classroom windows, according to Dowling.

“I think that everyone was respectful and mature about it,” student participant Samantha Sanuki said. “I had a fear of it becoming political with those who disagreed with the walkout — those people who were sharing their political views.”

On their way back inside the building, Dowling and Sanuki said the participants encountered other students holding Trump banners or wearing pro-Trump T-shirts. Both say the atmosphere remained largely respectful in attempt to not disrupt those classes still in session.

Superintendent Robert Banzer and high school principal Daniel Danbusky had a meeting with the student organizers of the walkout prior to March 14, in which any student who considered participating was initially warned they could face up to three-day suspension for walking out without permission, according to Dowling.

“My parents were supportive of me when I made the decision to try to spearhead this movement,” she said. “My mom was encouraging me saying, ‘I think you should walk out, and if no one is starting the conversation, I believe you should it start it yourself.’”

Days before the event, the senior said Danbusky contacted the student organizers and participants would be considered cutting class for the period. It carries a considerably lighter punishment, a phone call or email to notify the student’s parents, according to Dowling.

“The students — those who decided to walk out and those who decided to stay in class — handled the matter with respect and dignity,” Banzer said in a statement. “Regardless of the decision they made, I am very proud of all of them for that.”

In just its first year, debate team members qualify for state competition

There’s no arguing that Shoreham-Wading River High School’s new, student-formed debate team is already a huge success. Just ask juniors Andrew Honold and Mahdi Rashidzada.

The two students, along with freshman Jalal Sawas, won the majority of their debates during a qualifying competition at Jericho High School Feb. 10 to advance to the New York State Forensic League championship tournament at Hofstra University in April.

Among the roughly 20 teams represented within the league, Shoreham-Wading River will be one of only three school districts from Suffolk County.

“Going in, I was terrified — I didn’t know what to expect,” said Honold, who ended up in first place in the junior varsity division by winning all four of his debate sat Jericho, each on the topic of plea bargaining. “That was actually my first debate, too. It was just kind of like throwing myself into cold water. It was really tense, but I could feel myself adapting better, and overall, it was really fun.”

Rashidzada, who won three of four debates, said the club has been a great asset to him and his eight teammates.

“It gives us kids an outlet to really understand the world around us,” said Rashidzada, whose prior experience in debate outside of the district has helped steer the team. “It allows us to express ourselves and our views, to research and to improve our speaking skills. It’s just been a great experience and I’m really excited to be going to states this year with my friends.”

It was about a year ago, in March 2017, that two then-sophomores — club co-captains Declan Beran and Emma Kirkpatrick — proposed the idea of a debate team to the board of education. It was quickly and unanimously approved for the 2017-18 school year based on their presentation, where they outlined a plan for their first “pilot” year: They would assemble the team, hold weekly meetings with adviser and English teacher Brenna Gilroy, compete in practice debates and prepare for competition with other schools “by their senior year.” All but the last portion of their plan has been consistent, having gotten a head start on the competing part.

“I’m very happy and grateful that we were given the opportunity to work hard and achieve the goal of creating this team,” said Beran, a lacrosse player and vice president of his class, who added he’s wanted to form a debate club since his freshman year. “Just seeing members of our team compete is really
special. It’s our first year and we’re going to states — it’s exciting. We encourage every grade level of our high school to get involved.”

Beran said the club typically meets two days a week and members review different points for each side of a topic, practice counterarguments, and in the week leading up to a debate, face off against each other. Based on that practice run, other students will evaluate their presentation and suggest ways to improve it. The students said they learn analytical and public-speaking skills, hone their speech-writing abilities and have a chance to regularly practice teamwork and collaboration.

In December, the team’s topic was on whether developing countries should provide developmental assistance to other developing countries. The teams get one to two months to fully research topics before debating. For the state competition, the students will research and discuss universal basic income, typically described as a new kind of welfare regime in which all citizens of a country receive a regular, livable and unconditional sum of money, from the government.

“That was something I knew absolutely nothing about,” Honold said. “And I’m still learning, but it’s a really interesting topic. It’s great to know about and debate, because it’s something that’s probably going to affect us in the future.”

“Books not bullets!” “We want change!”

A group of nearly 30 students shouted these words from behind the front gates of Rocky Point High School between 10 a.m. and 10:17 a.m. March 14, demanding stricter gun legislation to help put an end to school violence one month after the Parkland, Florida, shooting left 17 students and faculty members dead.

The Rocky Point high schoolers were among thousands across the country who took part in the school walkout demonstration during the time frame.

The district issued a letter to parents last week that any student who chooses to participate in the movement via exiting the high school will be “subject to administrative action.” Requests for what the repercussions might be were not immediately returned.

Students waved signs that read “Our voices deserve to be heard,” “I will not be a statistic” and “School is for learning, not target practice” as passing cars honked in support.

“We want legislators to take action against all assault weapons,” said senior Jade Pinkenburg, one of the organizers of the event. “We don’t want guns in our schools and want to feel safe within our schools. That’s what we’re doing this for.”

Senior Bernard Sanchez said students should be allowed to have more of a voice.

“You can’t sacrifice the First Amendment to try to protect the Second,” Sanchez said. “Court cases have proven time and time again that we don’t give away every choice we have when we enter a school.”

Jade Pinkenburg’s father Chris said that the students involved in the protest attempted to meet with Superintendent Michael Ring at the start of the week but “nothing happened.”

“No Rocky Point student will be permitted to leave the premises as part of any of these upcoming events or otherwise, without appropriate permission, whether on March 14 or at any time during school hours throughout the school year,” Ring wrote in last week’s letter.

Chris Pinkenburg stood by and said he supports the students despite the district’s disapproval.

“I think it’s a very good thing,” his father said. “Obviously the adults don’t have any solutions, so I hope this will bring about great change. It’s time.”

The New York State Legislature is working to make schools safer in the aftermath of the Feb. 14 shooting at a Florida high school. But the Republican-held Senate and Democrat-majority Assembly are not yet on the same page in figuring out how to accomplish the goal.

The Senate passed a package of bills March 6 aimed at improving school safety through various security-related measures. After a package of gun legislation bills — which included measures to create a stronger background check process, ban bump stocks or accessories that increase a semi-automatic weapon’s rate of fire, establish extreme risk protection orders, and more — brought forward by Senate Democrats failed in late February, the Assembly also passed a package of bills March 6 designed to strengthen gun laws. Several of the bills in the Assembly package were the same as versions voted down in the Senate. It remains to be seen if either house will pass their counterparts respective packages.

Bellone announces school safety initiative

Schools in Suffolk County will now be offered a permanent eye in the sky.

Suffolk County Executive Steve Bellone (D) announced the SHARE initiative March 9, a program that will allow districts the ability to connect existing camera systems directly to the Suffolk County Police Department. The system would enhance the efficiency of a police department response to an active shooter situation, according to a press release from Bellone’s office.

“We will do whatever it takes to protect our schools by utilizing every available tool and partnership at our disposal,” the county executive said in a statement. “The SHARE initiative will provide law enforcement the enhanced capabilities needed to respond to a security risk, and I look forward to working with our superintendents and stakeholders on how we can keep our schools safe.”

The county will hold a meeting of all school district superintendents March 15 to formally seek voluntary consent with the districts interested in the program.

“We have been preparing and training for the nightmare scenario that we hope never happens,” District Attorney Tim Sini (D) said in a statement. “In the police department, we enhanced our readiness for an active shooter scenario or a terrorist attack, but most importantly to take measures to prevent those incidents.”

“I have every hope that we can walk and chew gum at the same time because these are not mutually exclusive directions, and they are very complementary,” Assemblyman Steve Englebright (D-Setauket) said in an interview. The Assemblyman said he hadn’t had a chance to fully study the package of bills passed in the Senate yet, but at first glance it included some initiatives he’d be comfortable supporting. “I would just appeal to my colleagues in the Senate to meet us halfway, and I would pledge to do the same for them. I think we all should keep our eye on what the objective is here, which is to save lives and ultimately there is no single measure that is going to be an omnibus solve.”

The passed Senate package includes a bill authorizing districts to receive state funding to hire a school resource officer, defined in the bill to include retired or active duty police officers, deputy sheriffs or state troopers. They would be permitted to carry firearms on school grounds if licensed to do so. Another bill increased the earnings limitations for retired police officers being employed by schools from $30,000 annually to $50,000. A bill was also included in the package that will provide state education aid to districts for acquiring safety technology and improving security.

“Schools must be safe havens, where students can learn and teachers can teach,” Senate Majority Leader John Flanagan (R-East Northport) said in a statement. “In New York, we must act swiftly and decisively to implement additional measures in schools throughout our state to give students, parents, and teachers the resources and peace of mind that they deserve.”

The Senate’s package also had components designed to improve school-based mental health services. One bill allocates districts $50,000 in state funding to put towards hiring a mental health services coordinator, while another requires the state Department of Education to investigate and report on the number of full and part-time school counselors, school social workers and school psychologists in each school; the ratio of students to the number of school counselors; the ratio of students to the number of school social workers; the ratio of students to the number of school psychologists in each school; and when such staff is working in more than one school.

As part of the package, another bill was passed defining school shootings as an act of terrorism, which now makes the New York State Intelligence Center in cooperation with the state Division of Homeland Security responsible for the collection, integration, receipt, processing, evaluation, analysis, fusing, dissemination, sharing, and maintenance of intelligence information to aid in detecting, preventing, investigating and responding to acts of terrorism, including school shootings. Now suspects who discharge a firearm within 1,000 feet of a school can be charged with committing an act of terrorism.

The bills in the Senate’s package passed with overwhelming, bipartisan support in most cases. They will now head to the Assembly before arriving, if passed, at Gov. Andrew Cuomo’s (D) desk for signing into law.

The package that passed the Assembly, if eventually passed by the Senate and signed by Cuomo, would temporarily prohibit individuals from purchasing or possessing guns if a family member or law enforcement officer petitions a court and the court finds individuals are likely to engage in conduct that would harm themselves or others.

It also would establish a 10-day waiting period before a gun may be delivered to a purchaser who has not cleared a background check. Under current federal law, gun dealers must conduct a background check through the National Instant Criminal Background Check System before selling a firearm. The NICS system responds with one of three messages — “proceed,” “denied” or “delayed.” The dealer must deny the sale if the NICS background check determines the buyer is a prohibited purchaser and responds with a “denied” message. However, if the response is “delayed,” the dealer may nonetheless complete the sale after three business days.

Also included in the package is a bill preventing convicted domestic abusers from purchasing or possessing a firearm.

Spokespersons for Flanagan and state Sen. Ken LaValle (R-Port Jefferson) did not immediately respond to a request for comment asking if they intend to support the package of legislation passed by the Assembly.

Improving school safety also addressed during March 8 board of education meeting

Northport administrators have placed an emphasis on getting more computers into classrooms and updating athletic gear and other essentials as part of the instruction, technology, BOCES and special education sections of the preliminary budget.

Superintendent Robert Banzer said during a March 8 board of education meeting that the district intends to continue expanding the deployment of Chromebooks, laptops powered with Google applications, in the $166.2 million budget draft for 2018-19. The district began implementing a plan to provide personal computers to its students last September, piloting the program at the district’s two middle schools.

2018-19 draft budget highlights in instruction, technology, BOCES and special education:

  • $49,000 for responsive classroom training
  • $8,250 for new automated external defibrillators across district
  • $7,500 for training in CPR and AED use
  • $10,000 for upgrades to playgrounds
  • $3,860 for recycled clay for ceramics classes

“Kids want to have them available,” said Matt Nelson, assistant superintendent of student services, technology and assessment. “The biggest problem is the kids leave them at home then want to go get a loaner. They realize really quickly that the loaners run out, and they won’t have one for the day.”

Next year, the district has budgeted to give Chromebooks to its current eighth-grade students as they enter Northport High School and current fifth-grade students as they enter middle school. Banzer said the goal is to provide computers to all students in grades 10 through 12 by September 2019.

Denise Schwartz, of East Northport, asked school administrators to consider providing additional funding for more computers given some classes have students who are in different grade levels.

“I have a problem with some of the inequalities with co-seated classes,” Schwartz said. “For tenth and eleventh-graders to not have Chromebooks when ninth graders do is very unfair. What device does every student have at home to do homework?”

The superintendent has recommended $25,000 be set aside to redesign Northport High School’s career center with new seating, tables, desks and computer workstations “to update and create a learning environment conducive to group counseling, college counseling and professional development,” according to the budget draft. Banzer said staff was noticing the area was not being used as often as expected, and hopes the reconfiguration will promote it.

To build on increases in technology at the middle schools, the budget includes more than $8,000 to purchase six additional 3D printers, three for each building. There is also a proposal to include roughly $10,000 to support the FIRST robotics team and more than $4,000 for VEX robotics for high school students.

“I’m glad to see the robotics competitions fees and materials are included in here,” said trustee David Badanes.

For student-athletes, school administrators have recommended using part of the more than $40,000 budget to outfit the boys lacrosse program with school-issued helmets, similar to the football teams’. The proposal calls for purchasing approximately 30 helmets per year over the next six years.

Other athletic expenditures in the 2018-19 draft budget include more than $26,000 to replace 10-year old treadmills and elliptical machines; fix the girls field hockey goals; add new glass backboards in the north high school gym; purchase new junior varsity football uniforms in the school colors; and add new uniforms for teams.

The next presentation on the proposed budget for personnel and benefits, including security staff, is scheduled for March 15 at 7 p.m. at William J. Brosnan School building on Laurel Ave. A preliminary budget hearing for district taxpayers is set for March 22.

Status quo will reign in Commack, with a few new programs.

Commack Superintendent Donald James unveiled the first part of his proposed budget for the 2018-19 school year during a March 9 board of education meeting, which would maintain all existing instructional programs intact across each school.

The preliminary budget of $193,222,797 is roughly 1.61 percent higher than the current year’s budget, which was adopted at $190,163,464. The first budget workshop focused on general administration support and instructional spending — which, combined, make up a total 57 percent of the entire budget.

The district plans on keeping programs such as Movement in the Arts, an exercise-educational program for students in kindergarten through fifth grade that was introduced last year. New curriculum would include more art and technology class options for sixth-graders, like digital animation and 3D printing; TerraNova learning assessment for students in Kindergarten through fifth grade; and Investigations in the Humanities, principles of engineering, American sign language, horticulture and school and community leadership for high school students.

“Our aim in Commack is to prepare every student for whatever they want and need to achieve at their next level of learning while simultaneously maintaining and enhancing the educational program and academic achievement, as we define it, that Commack is known for and the community expects,” James said at the top of the presentation.

The budget is expected to stay within the tax levy increase cap, according to Laura Newman, assistant superintendent for business and operations. The projected tax levy increase in the budget draft is currently 2.51 percent, with a tax-cap increase of no more than 2.91 percent.

“I say that because there are sometimes budgetary decisions that are made that will change the tax cap formula and calculation,” Newman said of the wide-ranging projection.

Moving forward, district officials said they hope to deal with “the misperception” that the tax levy increase cap is two percent and make clear a 2.51 percent increase for Commack does not constitute piercing the cap.

“I don’t know any district in the Huntington-Smithtown cluster that has the two-percent number,” James said. “While Newsday’s and [Gov. Andrew Cuomo’s] perception is that it’s two, it’s not two.”

The 2018-19 budget’s slight increase over last year’s adopted budget is based primarily on instruction costs — more staffing, contractual increases and changes, a plan for a renewed enrollment projection report, districtwide technology upgrades and special education program enhancements. There is also a proposed hike in guidance, psychological and health services due to contractual changes. The total instruction budget will be $4,626,905 more than last year’s, up to $110,535,346.

The overall general support, which represents 11 percent of the budget and includes an increase in insurance and public information and services, is increasing by $499,873.

“We’ve worked very hard to come up with a budget that will keep us within tax cap but maintain our programs, which is, luckily, what we’ve been able to do,” Amy Ryan, assistant superintendent for curriculum, instruction, assessment and student support services, said. “It’s sort of a boring budget in the sense that there are no big enhancements and, happily, no cuts. We have a very supportive community so it should be good.”

The school board will meet for its second budget workshop March 15, to discuss athletics, facilities, security, transportation, technology, staffing and undistributed costs, like retirement. The public will vote on the budget May 15.
