Town of Huntington officials have decided to use the public hearing on contentious plans for a proposed Elwood mall as the trial run for taking town board meetings on the road.

Huntington Town board members voted 4-1 to reschedule public comments on the proposed Villadom Mall to a May 17 town board session that will be held at Elwood Middle School.

“This will be our test case,” Huntington Supervisor Chad Lupinacci (R) said.

Lupinacci, during his 2017 campaign for town office, had proposed rotating where town board meetings are held in attempt to increase accessibility to residents. He said he felt the strong community interest in developer Villadom Corp’s proposal to construct a 486,380-square foot mall with mixed retail and office space on Jericho Turnpike in Elwood provided a good opportunity to try relocating.

“The middle school auditorium has more seating,” the supervisor said. “I am sure it will be a long hearing of several hours of comments.”

Councilman Mark Cuthbertson (D) was the sole vote against relocating the Villadom hearing, citing security concerns and potential confusion for concerned residents.

Many area residents voiced their opinions on the proposed mall at the April 10 town board meeting. The first among them was former Suffolk County Legislator Steve Stern (D-Dix Hills).

“I once again stand in strong opposition to the Villadom project and overdevelopment in our area which will have a tremendously adverse impact on the aquifer, already heavy traffic and the quality of life,” Stern said.

He said the Suffolk County Legislature previously voted against Orchard Park, a prior proposal to build 360 luxury apartments in addition to retail and office space, on the same site as Elwood Orchard, Villadom’s proposed project.

Robert Rocklein, a member of the civic group Huntington Matters, said he is supportive of Villadom’s plans.

“I see the glass as half full, not half empty,” he said. “I see a lot of benefits that could be bestowed on the community.”

Rocklein said he believes residents’ fears of the mixed-use project have been created by information circulating on social media. He once viewed a similar development in Short Hills, New Jersey whose tenants he said have given more than $1 million a year to community organizations and groups.

“There are doomsday predictions of traffic counts, megamalls and tax breaks that are non-existent,” Rocklein said. “Elwood school district stands to have the most to gain, but also the most to lose.”

An online petition started against the proposed Villadom Mall has gathered more than 4,000 signatures in the last three weeks. Residents have voiced concerns about the potential environmental impact of the development’s storm water runoff on drinking water as well as potentially increased traffic on Jericho Turnpike, Old Country and Deer Park roads.

The Greater Huntington Civic Group, a nonprofit organization of multiple civic associations in the Town of Huntington, will be hosting a public meeting with the developer April 18 at 7 p.m. prior to the town hearing. A Smithtown resident will take the lead in determining the future of the Long Island Rail Road.
Phillip Eng was appointed the next president of the Metropolitan Transportation Authority’s LIRR April 12 by MTA Chairman Joseph Lhota and MTA Managing Director Ronnie Hakim.

“Phil has shown exceptional leadership and dedication during his time at the MTA, and I know he will bring his enthusiasm for developing a world-class transportation system to the LIRR,” Lhota said.

Eng will take over for Patrick Nowakowski, who served as LIRR president for nearly four years. He submitted his resignation less than a month after the LIRR had its worst on-time performance in the last 18 years, according to a March 15 report released by the Office of State Comptroller Thomas DiNapoli in March. The report had found that nearly 21,400 trains were delayed, cancelled or terminated in 2017; a 20 percent increase from 2016.

“As millions of commuters can attest, the performance of the Long Island Rail Road has become unacceptable,” DiNapoli said in a March statement. “On-time performance has fallen to the lowest level in nearly two decades, hurting riders. While Amtrak was a big factor behind the deterioration in service last year, the LIRR was responsible for more than twice as many delays.”

Eng first joined the MTA in March 2017 when he was appointed its chief operating officer. His role as chief operating officer was leading major initiatives across all of the MTA’s agencies, particularly with a focus on using innovation and technology to modernize the transportation systems and improve customer reliability, according to the MTA. From October 2017 to January 2018, he held the position of acting president at New York City Transit.

“The LIRR couldn’t have a found a more qualified person for this role,” Suffolk County Executive Steve Bellone (D) said in a statement. “As a Smithtown resident and Suffolk County native, Phil Eng understands the importance of transportation on Long Island.”

He is now expected to use his 35 years of experience in the New York State’s transportation sector to get the LIRR’s performance back on track. Prior to joining the MTA, Eng started his career with New York State Department of Transportation in 1983 as a junior engineer. He worked his way up, rising through the ranks to become the state DOT’s executive deputy commissioner. While there, Eng was responsible for delivering on the $2.5 billion annual capital construction program and was involved in the environmental impact study on the LIRR Mainline Expansion Project.

“My life’s work has centered on conceptualizing the best possible options to make transportation options more reliable, allowing commuters to get where they need to go safely and quickly,” Eng said in a statement. “I am honored to be chosen to lead the LIRR and its team of talented women and men as we work together to make the daily experience on the trains a better one.”

In his new position, Eng will be expected to manage several major infrastructural changes underway on the LIRR including the Double Track Project, which adds a second track to the Ronkonkoma branch between Farmingdale and Ronkonkoma stations and is scheduled for completion later this year. He will also be expected to implement the Performance Improvement Plan, unveiled March 19, which aims to improve the LIRR’s service reliability, seasonal preparedness and communications with its customers. Public calls from elected officials to expand electrification on the Port Jefferson line east of the Huntington station, a long sought technological improvement, are also intensifying.

Spring brings the winds of change to the village of Northport as the longtime Mayor George Doll and his deputy have stepped down, giving over the reins to  familiar faces.

As of April 3, Doll and Deputy Mayor Henry Tobin have officially retired. Former trustee Damon McMullen has taken up the mantle of village mayor, while Tom Kehoe is now the deputy mayor. The question on many residents’ minds is, why did they retire?

“It’s been 12 years,” Tobin said. “I never meant it to be a career. I loved being a trustee and the deputy mayor, but it’s time to do other things.”

Tobin hopes to travel more. Doll said he is ready to roll up his sleeves and spend more time at his other career, as a commercial fisherman. The former mayor also wants to spend more time with his wife, children and grandchildren.

“I will miss George and Henry both miserably,” said Village Clerk Donna Koch. “It was a pleasure working with them for the past 12 years.”

McMullen served as a Northport trustee for 10 years before running unopposed for mayor last month.

“If George had wanted to run again, I would have stepped aside,” McMullen said. “I learned so much from George, mainly to relax and be level headed. He said there’s always a solution to whatever problem was at hand that day.”

McMullen added that he admired Doll’s ability to work well with everyone around him. As a trustee, he felt the two had a good relationship working together.

Kehoe agreed with McMullen on the longtime mayor’s approach to running Northport.

“George had an even-handed approach to managing the village; he never attacked people.” Kehoe said, explaining a prior mayor had been contentious. “There was so much rancor and bitterness before George became mayor. Once George took over, no one was ridiculed. He was approachable. He was never disrespectful.”

Kehoe lauded Doll for transforming the village hall into a community forum where residents felt their concerns and issues could be heard. He said the new board will endeavor to do the same.

As the outgoing deputy mayor, Tobin stressed it is important that the new trustees keep sight of working together.

“‘All of us on the board knew that the public wanted a well-unified, well-functioning village government and so we all worked through all the issues until we had a consensus, trusting George and each other,” he said.

Fellow board members said a great deal was accomplished by Doll during his tenure as mayor. Kehoe said they started outdoor dining in Northport, which turned the village into a destination like Huntington or Port Jefferson.

“We have zero vacancies now on Main Street, except for Gunther’s, which is closed because of the fire,” the new deputy mayor said. “We’ve brought people into the village.” 

Tobin said the former leadership also fostered many community activities such as the farmers’ market and Northport Harbor Family Nights, which occur in August. Among Doll’s successes, he said, was rallying community support to save the post office from being closed.

The former board, including McMullen and Tobin, managed to obtain significant grants to cover the cost of upgrading the sewer treatment system and installing sewer mains in Steers Pit. The project cost a total of $13 million, but due to the board’s hard work and financial savvy the village taxpayers only had to pay $1.2 million out of pocket. 

Now with McMullen at the helm, he will be setting new goals for the board and already has a list of projects he wants to tackle.

“I want to see the bay area even cleaner,” McMullen said. “And if the weather ever breaks, we will start a lot of road work, including curbs and sidewalks on Woodbine Avenue and work on Laurel Avenue by the library.”

The new mayor said he plans to have the board review the village’s code book to update some of the existing laws.

“Some of the code is 40 years old and it worked in its day, but it just isn’t practical anymore,” he said.

Both McMullen and Kehoe know they will face a few challenges, but both feel they are up for the job.

“We will keep Northport vibrant,” Kehoe said. “Northport is a unique place with all types of people here. We have 7,000 residents and we want to balance everyone’s needs.

A Town of Huntington councilman sharply criticized his fellow board members’ willingness to transfer town-owned land to a private developer for Huntington Station’s revitalization as a “betrayal of public trust.”

Huntington town board voted 4-1 to give 1000 New York Ave. to Renaissance Downtowns, the master developer behind Huntington Station’s revitalization, at its April 10 meeting.

Councilman Ed Smyth (R) was the only one to vote against, blasting his colleagues that giving the property away for free was “unconscionable.”

“Giving away this property without knowing its current fair market valuable is grossly irresponsible,” Smyth said. “Our roads have potholes, marines and docks are in disrepair, the main floor of this building is covered by rubber matting that’s held down by tape. … The town cannot afford to give away this real estate for free.”

The town had acquired the former Tilden Brakes site through use of eminent domain for about $700,000. Since then, the town has spent funds to demolish the former auto care center and clean up the land, Smyth pointed out.

The land is one of four parcels Renaissance Downtowns needed to acquire to move forward with Gateway Plaza redevelopment. The approved site plan for 1000 to 1026 New York Ave. calls for the construction of a mixed-used building consisting of 16,000-square-feet of retail space and 66 apartments — 33 studios and 33 one-bedroom units. The existing Brother’s Barber Shop will remain in place.

Smyth said the developer has paid more than $3 million to private owners to acquire the three neighboring properties, yet the town will not receive any funds for 1000 New York Ave.

“It’s not a free transfer by any stretch,” said Councilwoman Joan Cergol (D).

Cergol said that the town-owned property was appraised two years ago when the master development agreement for Huntington Station was negotiated. Renaissance Downtowns has invested funds into the revitalization project that was levied against the property’s value or “baked into the transaction.”

Supervisor Chad Lupinacci (R) said he found himself in a difficult position in voting on the contractual agreement negotiated by former Supervisor Frank Petrone (D) to give the land to Renaissance Downtowns under Huntington Station’s master plan. If the transfer was voted down, Lupinacci said he knew the town would be immediately hit with a lawsuit and face tens of thousands in legal fees.

“I care too much about the town and taxpayers to waste this type of money,” he said.

The supervisor suggested the funds could be better spent by improving the town’s parks, offering childcare services or keeping the town’s tax rate low. His proclamation that he would support the measure and encouragement to his fellow board members to do the same, was met by a round of applause from residents.

“We owe it to Huntington Station, revitalization is important,” Lupinacci said. “We want to restore it. It’s an excellent area.”

Renaissance Downtowns had initially projected a time line of groundbreaking on the Gateway Plaza in fall of 2017. The developer hopes to be able to begin demolition within 60 to 90 days once proper permits are in order, according to Renaissance Downtowns Community Liaison Andrea Bonilla. A groundbreaking ceremony on construction is projected for this fall.

“This is the next stage in the overall development,” Councilman Mark Cuthbertson (D) said. “I think it’s a good stepping stone.”

The developer has already completed construction of Northridge, a multiuse building consisting of 6,200-square-feet of retail space and 16 one-bedroom apartments further south on New York Avenue.

Standing in front of Northport Veterans Medical Center’s shuttered homeless shelter on Monday morning, U.S. Sen. Charles Schumer (D-NY) said the center requires $15 million in emergency repairs to its heating and air-conditioning systems. Or, it faces the possibility of closing more buildings and its operating rooms again this summer.

“It’s hard to believe, but the dog days of summer are on our doorstep,” Schumer said. “The existing HVAC systems at this veterans center aren’t functioning. To shut down surgeries, to shut down treatment for our veterans is an absolute disgrace.”

Schumer called for the Department of Veterans Affairs to immediately cut an emergency check for more than $15 million to the Northport medical center April 9. The funding would come from the roughly $4 billion set aside in a recently passed federal spending bill to repair and upgrade veterans medical centers across the nation. The senator said he pushed for that funding to be approved specifically with Northport VA in mind.

“We have an emergency here; it’s worse than most other places,” Schumer said. “My message to the VA as summer looms is simple: Don’t make our Long Island veterans sweat over their health care.”

Standing with Northport VAMC Director D. Scott Guermonprez, Schumer noted the 42-bed homeless shelter was closed in January after its heating system failed during a cold snap. In February, the hospital had to close five of its operating rooms due to an air-conditioning system malfunction, which caused 18 surgeries to be postponed.

The 91-year-old facility provides medical care and services to approximately 130,000 veterans living on Long Island, according to Guermonprez. Its buildings were constructed between 1927 and 1931, a time during which windows were opened and large ceiling fans used to circulate cool outdoor air. While these structures were retrofitted with supplemental heating and cooling systems, Guermonprez said, it was never fully to modern standards.

“As we replace them, we’ll ensure that we have new systems going in place, we’re not fixing the ones that are here today,” he said.

According to Schumer’s estimates, the Northport VA’s hospital will require roughly half of the $15 million to fix long-standing heating ventilation and air-conditioning issues. In 2016, the hospital was forced to close its operating rooms for four months as the air-conditioning system wasn’t properly filtering, but rather spitting particles into the air. The same unit is still in use today, according to Schumer, and needs immediate replacement, as it is 12 years past its maximum advised life span, for $2.5 million. It’s estimated that $5 million would be needed to cover duct work and air volume control boxes to regulate air flow and room temperature in the hospital.

The Northport VA hospital also needs approximately $700,000 to replace the heating and air-conditioning systems in its isolation units for infectious disease patients. These four rooms, located on the second floor, currently cannot be used.

Other buildings that require repairs and upgrades include the hospital’s pharmacy storage, the post-traumatic stress disorder treatment center and the administrative building.

“We have a $4 billion pot of money, $15 million isn’t too much to ask,” Schumer said. “We need to get it now before summer.”

In addition to the repairs, the VA medical center director said he has hired a new chief engineer and is in the process of reorganizing its engineering department to have the skills necessary to maintain and upkeep new, high-tech heating and air-conditioning units once they are in place.

A Huntington Station man has been found guilty of being an MS-13 gang member who used the threat of violence in attempt to recruit new members.

Suffolk County District Attorney Tim Sini (D) announced April 9 that Juan Lopez, 32, was convicted by a jury of first-degree attempted coercion, a felony. Lopez faces a maximum of four years in jail.

“The victims did not join; they did the right thing,” Sini said. “That’s why it’s critical that the Suffolk County District Attorney’s office is here to protect the victims of not only gang violence, but also of gang intimidation.”

On April 16, 2017, Lopez was approached by two young men at the soccer fields of Manor Field Park in Huntington Station at approximately 1 p.m. in attempts to recruit them to MS-13, according to the district attorney. This occured less than five days after the murder of four young men near a park in Central Islip by alleged gang members.

“When the boys resisted, this defendant stated to them in unequivocal terms, ‘this is how you end up dead in the park,’” Sini said. “My message to Mr. Lopez is: That’s how you end up in jail in Suffolk County.”

Lopez was arrested by Suffolk County Police Department the following day, April 17, 2017.

The case was prosecuted by the Enhanced Prosecution Bureau’s Gang Unit. The Gang Unit was launched in January 2018 by the newly-elected district attorney to focus exclusively on investigating and prosecuting crimes committed by gang members, such as members of MS-13.

Sini said prosecutors’s evidence against Lopez at trial included witness statements in addition to his own tattoos. Lopez has a “1” tattoed on his right arm near his shoulder with a matching “3” tattooed on his left arm near the shoulder joint. In addition, he had a skull with two horns tattooed lower on his left arm, forming the letter “M” when viewed upside down. The district attorney said these tattoes are symbolic of membership in the MS-13 gang.

“We will spare no resources, we will spare no effort to eradicate MS-13 from our communities,”he said.

A coach bus transporting dozens of Huntington area students home from a spring break trip smashed into an Southern State Parkway overpass late Sunday night, seriously injuring two 17-year-old girls.

New York State Police said at 9:08 p.m. April 8 officers responded to a one-vehicle crash involving a 2000 Prevost coach bus traveling eastbound on the Southern State Parkway that had crashed into the exit 18 Eagle Avenue overpass in the Town of Hempstead. There were 43 students and chaperones onboard returning from a trip to eastern Europe.

“We were informed shortly [after the crash] that several individuals who were injured in the accident were members of the Huntington High School community,” read a statement from Huntington Superintendent James Polansky posted on the district’s website. “While injuries apparently ranged in severity, preliminary reports indicate that all have been treated and released, or remain under treatment. Our thoughts and prayers remain with all families involved.”

State police identified the driver of the coach bus as Troy Gaston, 43, of Bethlehem, Pennsylvania, who was working for Journey Bus Line. Police said Gaston had used a non-commercial GPS device to determine the best route from John F. Kennedy International Airport to Walt Whitman Mall in Huntington was via the Belt and Southern State parkways.

Gaston has a valid Pennsylvania commercial vehicle driver’s license. He was cooperative at the scene, according to police, where he was evaluated by a state police drug recognition expert for any sign of alcohol or drug use. The driver voluntarily offered a blood sample which came back with no trace of alcohol use and a drug evaluation is still pending, police said.

“This was an avoidable accident,” said U.S. Sen. Chuck Schumer (D-N.Y.) during a press conference.

Schumer said in 2012 he held a press conference at the same overpass where the accident occurred calling for improved safety standards including the use of commercial GPS systems to warn truck and bus drivers about the clearance heights of bridges.

In 2013, the Federal Motor Carrier Safety Administration, and agency with a primary mission to prevent commercial motor vehicle-related fatalities and injuries, sent notification to all truckers and transportation companies about these commercial GPS systems.

“This driver should have never been using the Southern State,” Schumer said. “And the GPS equipment was available to tell him.”

While installation of these commercial GPS systems was recommended by the federal agency, it is not mandated by law, according to Schumer. The senator said he would look into legislation to requiree the systems be used and drivers be properly trained to prevent future accidents.

The National Transportation Safety Board was also notified of the accident, according to police, but it did not meet their response criteria. It will be monitoring the ongoing investigation.

The Southern State Parkway was closed until 7 a.m. April 9 to allow state police to attempt to reconstruct the accident and determine its cause. Police said they still need to verify the route the bus traveled using forensic evidence and conducting passenger interviews.

Huntington residents are invited to come meet the candidates competing for Huntington Supervisor Chad Lupinacci’s former state assembly seat.

The League of Women Voters of Huntington has scheduled a Meet the Candidates Night for April 11 from 7 to 9 p.m. at the South Huntington Public Library. Democrat Steve Stern, who previously represented the 16th District in the Suffolk County Legislature, will be running against Republican Party candidate Janet Smitelli in the April 24 special election.

Smitelli is a civil litigator who has lived in Huntington for more than 20 years. A member of the Republican committee for more than 10 years, she is active locally with the Boy Scouts and has served as an assistant Scoutmaster.

Stern left the county Legislature Dec. 31, term limited from office after 12 years representing the 16th District. He sat on the Suffolk County Veterans and Seniors Committee and previously touted his
accomplishments to include the Housing Our Homeless Heroes initiative, a package of bills that aimed to end veteran homelessness in Suffolk, and the creation of the Silver Alert system designed to locate missing senior citizens.

The owner of a historic Smithtown property destroyed by a fire last week is wasting no time in brushing himself off, picking up the pieces and promising the Ebo Hill mansion will rise again.

Richard Albano, owner of Richie’s Pizza of Commack and Deer Park, has publicly promised Smithtown residents that he plans to rebuild the historic building that was burned to its studs March 26.

The new owner of the three-story house, once owned by descendants of the town founder Richard Smyth, said he had been burning scraps to provide heat as he and his crew worked on renovations. The last piece of wood was put into the fireplace at approximately 3 p.m., according to Albano, adding only embers remained when he left for the day at around 5:15 p.m.

“If I had a penny for everyone who asked me why I lit the fireplace,” Albano said.

Albano said a worker was in the rear of the building when he heard a popping noise and found the fireplace mantle was on fire. The worker grabbed a fire extinguisher and used it to douse the flames, according to Albano. The worker then heard a crackling noise coming from upstairs and discovered the second story of the building was engulfed in the blaze.

Smithtown Fire Department received a call at 7:56 p.m. March 26 reporting a structure fire on Edgewood Avenue in Smithtown, according to Jeff Bressler, a spokesman for the fire department. Albano said the call was made by a neighbor, who immediately called him.

“When I pulled out of my driveway, I saw the whole sky was lit up from the flames,” he said. “I’ve never seen anything catch fire so quickly and spread so quickly. It’s not even imaginable.”

Hundreds of firefighters from Smithtown, Commack, Hauppauge, Nesconset, Nissequogue and St. James responded to the scene but were unable to enter the building.

Albano said he later learned there was a crack in the chimney on the second floor that when heated, expanded, allowing an ember or spark to slip through, which is what he believes lit the wood floor.

“There’s got to be a reason why,” the owner said. “The only thing I can think of is this would have happened after the house was complete. My family wasn’t in there. The house wasn’t completely redone. It could have been a lot worse.”

The cause of the fire is still under investigation by Suffolk County’s arson squad and Town of Smithtown fire marshals, but no findings were available as of press time. A full investigation may take up to a month to complete.

Albano said he received more than 2,000 messages on the Facebook page he set up to keep residents up to date with the renovations to the historic home, offering both help and encouragement to rebuild. Several GoFundMe campaigns were started by neighbors, according to Albano, but he’s requested they be discontinued and refunds given.

“The wound is still too open,” he said. “It’s too soon.”

Albano said he didn’t have any homeowner’s insurance to cover the damage because he wasn’t able to live in the house yet. He did take out a builder’s risk policy, which he hopes will provide some funds to rebuild.

“It will probably be a few months before I know, but I hope to be back in the construction phase in six weeks,” he said.

The owner obtained 1908 floor plans of the house from Smithtown Public Library and consulted with several architects to prepare plans. He hopes to choose an architect to work with within a week, submit building plans to the town and get his building permits. He’s already met with Smithtown Supervisor Ed Wehrheim (R) and other town officials to discuss his plans.

“He’s looking at a tax assessment increase — he’s looking at a loss, not a gain,” said town spokeswoman Nicole Garguilo. “We didn’t think after meeting with him that his intentions to rebuild were anything other than genuine.”

While he may have a long road ahead of him, Albano said he’s upset over the numerous artifacts destroyed by the blaze.

“The room that caught fire was filled with things I would have loved to have, stupid things like a pogo stick from 1969,” he said.

A few items that he managed to save because they were in storage include a turn-of-the-century needlepoint of a Christian hymnal verse and the original weather vane.

“I fell in love with the mansion,” Albano said. “I have a lot of passion in me and I connected with the house dearly. It will rise again.”

Smithtown Town officials plan to go blue next week to celebrate April as national autism awareness month.

The Town of Smithtown will hold a Light the Town Blue ceremony April 9 at 5:30 p.m. in front of town hall, located at 99 W. Main St. The event will feature Autism Speaks advocate Kathleen Lanese, along with her husband, Rick, and sons, Kevin and Brendan.

“I’m so proud that Smithtown will yet again, join with towns and cities across the globe in support of autism awareness this month,” said Smithtown Supervisor Ed Wehrheim (R). “We as a society must do more to bring attention and understanding to this increasingly more common neurological condition, affecting development in our children.”

Throughout April, giant blue puzzle pieces and blue lights will mark major landmarks throughout the town including: the statue of Whisper the Bull at the intersection of West Main Street/Route 25 and Route 25A, town hall, and the Town of Smithtown Parks and Highway Department grounds on East Main Street in Kings Park.

Councilman Tom Lohmann (R) and Joe Arico, Smithtown park maintenance director, helped to revive the tradition that started in April 2015. Lohmann will be distributing blue light bulbs to residents on a first-come, first-serve basis, out of his office this week and during the ceremony.
