A holiday weekend sobriety checkpoint netted nine arrests in Port Jefferson Station, Suffolk County police said.

Cops teamed up with officers from the state Police Department and the Metropolitan Transportation Authority to set up the overnight checkpoint on Route 25A between 11:15 p.m. and 3:15 a.m. on July 3 into July 4 and arrested residents from several different communities, police said. A total of 761 vehicles made it through the checkpoint and nine were arrested on various charges, including driving while intoxicated and driving while ability impaired, cops said.

Four residents were charged with driving while intoxicated, including Lisa Strickland, 27, of Port Jefferson, John Jakob, 22, of Selden, Ibidapo Kayode, 21, of the Bronx and David Morgan, 29, of Riverhead, police said.

Two suspects were arrested and charged with driving while ability impaired, including Oscar Quiles Jr., 29, of Bellport and Catherine Frenkel, 30, of Chappaqua, cops said.

Two others were charged with driving while ability impaired by drugs, including Robert Smith, 49, of Blue Point and Charles Leo, 18, of Miller Place, the Suffolk County Police Department said.

Arnold Roundtree, 30, of Shirley, was also arrested and charged with driving without an ignition interlock device and aggravated unlicensed operation of a motor vehicle, the police said.

The operation was conducted for the sake of preventing injuries and fatalities associated with driving while impaired by alcohol or drugs during the holiday weekend, police said.

A Middle Island man was arrested over the weekend and charged in connection with an armed robbery in Kings Park that left one victim with a bullet wound to the leg, the Suffolk County Police Department said.

Gaven Benson, 16, was a guest in Amal Cummings’ home on Old Dock Road in Kings Park to help her move on July 1 when police said he pointed a gun and demanded money from both Cummings and her friend, 29-year-old Brentwood man Henry Wrobel, to which Cummings complied. The teen then shot Wrobel once in the leg and fled around 11:15 p.m., cops said.

Wrobel was treated at St. Catherine of Siena Medical Center in Smithtown and later released, Suffolk County police said.

Benson was arrested on Northbridge Drive in Coram at about 4:45 p.m. on July 3 after a police investigation and charged with assault, robbery, attempted robbery and criminal possession of a weapon.

His attorney could not be reached.

A routine speeding stop in Huntington yielded much greater results over the holiday weekend when Suffolk County police arrested Bayshore man Mohamed Khan for driving while intoxicated, among other charges, authorities said.

Suffolk County Police Highway Patrol Officer Robert Scudellari initially flashed his lights behind Khan, 42, for speeding on the eastbound Long Island Expressway between exits 51 and 52 around 1:50 a.m. on July 3, police said. The officer soon learned that Khan, who was driving a 2013 Kia, was also under the influence of alcohol and his license had been revoked, the Suffolk County Police Department said.

Police also said the man was in violation of his New York State driver’s license restriction that he operate a motor vehicle only if it is equipped with an ignition interlock device, cops said.

Khan was arrested and charged with driving while intoxicated and operating a motor vehicle without an interlock device, police said. He was also charged with criminal contempt in the second degree for violating a court order that stipulated he refrain from consuming alcohol, cops said.

The Suffolk County Police Department also said the man had an outstanding warrant for committing the same offence back in January, and had collected seven traffic tickets for vehicle and traffic law violations by the time of his arrest.

His attorney could not be reached for comment.

It wasn’t pretty, but it was still pretty necessary.

More than 50 volunteers came together over the weekend to plant an acre of native Spartina cordgrass at Sunken Meadow State Park in Smithtown. The planting event was one of the first major public steps in a multiyear grant to restore river and marsh habitat and strengthen the park’s resilience to severe storms.

The $2.5 million project is funded by the Hurricane Sandy Competitive Grant Program and administered by Save the Sound with a team of governmental and nonprofit partners. Sunken Meadow State Park comprises 1,300 acres including the mouth of the Nissequogue River, salt and tidal marshes, dunes, coastal forest and three miles of Long Island Sound beachfront. Attracting over 2 million visitors a year, it is often dubbed the most popular state park in the New York City metro area.

Historically, Sunken Meadow Creek connected over 120 acres of marsh habitat with the Nissequogue estuary and the Sound, but in the 1950s, the Army Corps of Engineers built an earthen dike across the creek, restricting its tidal flow and fundamentally changing the marsh’s plant community, a spokeswoman for Save the Sound said. The Sunken Meadow Restoration team has been working since 2008 to restore tidal flow to the creek. Hurricane Sandy hit the park in October 2012. Its storm surge blew through the dike, fully reconnecting the marsh to the estuary for the first time in 60 years.

“Now that tidal flow is restored to Sunken Meadow Creek, we’re excited to combine marsh restoration, green infrastructure and public education to have an even greater impact,” said Gwen Macdonald, habitat restoration director for Save the Sound, a bi-state program of Connecticut Fund for the Environment. “It’s an amazing opportunity to show millions of people what a comprehensive program for a healthy coastal ecosystem can look like, with less water pollution, better tidal flow and vibrant marshes for thriving bird, fish and wildlife populations.”

Several environmental groups from state and local levels joined forces starting in 2012 to develop a plan to build on this reconnection and prepare the park’s ecosystem for future storms. The Sunken Meadow Comprehensive Resilience and Restoration Plan was established to manage stormwater, bulk up resilience of the marshes, explore improvements to riverine habitat and improve public knowledge and understanding of the ecological communites at the park.

“Today’s planting event is a first step in restoring historic tidal wetlands at Sunken Meadow State Park,” said Amanda Bassow, director of the northeastern regional office for the National Fish and Wildlife Foundation.

“We are thrilled to be able to support this project in partnership with the Department of the Interior through the Hurricane Sandy Coastal Resiliency Competitive Grant Program. The project will provide many benefits including strengthening natural coastal buffers to large storms, increasing wildlife habitat and improving water quality in the park and the surrounding waters of Long Island Sound.”

Sunday’s planting was not the only activity at the park this summer. New York Parks Department and Save the Sound have hired a summer education staffer to engage tourists and local students around issues of native versus invasive species, stormwater runoff, climate change preparedness and other topics, with a focus on opening opportunities for young nature lovers to become citizen-scientists.

The next step in the project, according to Save the Sound, is designing green infrastructure solutions for a 12-acre parking lot that drains into Sunken Meadow Creek. Incorporating stormwater best management practices in the design will reduce the pollutants that run off the parking lot and allow water to percolate into the ground, improving water quality in the creek for the wildlife that calls it home.

It’s hot. It’s muddy. It’s dirty. But it’s exciting work, if you like that sort of thing.

That was how Nancy Grant of the Friends of Flax Pond chose to describe her group’s latest initiative this summer tracking Diamondback Terrapin turtles at West Meadow Beach. And while they may move slowly, the Friends have been acting quickly to spot the four-legged reptiles at the height of their nesting season and working to preserve their species.

“I think a lot of people don’t realize we actually have turtles here,” Grant said of the program, which has been in operation annually since 2004. “You think you have to go someplace exotic to observes them, but you don’t.”

From the third week of June through the entire month of July, the Friends of Flax Pond has set out to conduct its annual six-week search for evidence of nesting turtles, documenting the population numbers and behaviors of what Grant called an important keystone species. The group meets every Sunday at West Meadow Beach at the park ranger sign at 9:30 a.m. and is accepting volunteers on an ongoing basis.

The Friends of Flax Pond have been keeping a vigilant eye on the shorelines of West Meadow Beach and Flax Pond with hopes of spotting the exotic creatures, as Grant referred to them as a vital way of keeping a finger on the pulse of the North Shore’s environment.

“They determine the health of the area,” she said. “It’s important to protect them because their numbers have gone down. They used to be over at Flax Pond, but we haven’t seen any there since 2009, with the exception of one recently.”

The Friends have spotted on average between nine and 10 nests a year, depending on the number of volunteers, Grant said. Once they find the nest, volunteers dig around it, put a cage over it and hold it in with tent stakes to keep predators away.

They’ll even go as far as using cayenne pepper to deter animals from some nests, but Grant admitted the nearby threats like foxes and birds were becoming privy to their methods and becoming less deterred by them.

From an educational standpoint, the group has also been working to launch its own Flax Pond Summer Research Institute this summer. For a $100 fee, the Friends is offering up an internship program at the Flax Pond Lab and salt marsh as well as West Meadow Beach that links up with academic marine scientists to gather data to document changes in the marshes there. This year, the group said it planned on documenting the status of species prior to a possible dredging of the Flax Pond inlet — a 146-acre tidal wetland on the North Shore — which the Friends has been adamantly advocating for.

Earlier this year, Old Field Mayor Michael Levine and the board of trustees called on legislators from the county, state and town levels to join with Stony Brook University and the New York State Department of Environmental Conservation to see the pond dredged and protect the fin and shellfish populations known to once thrive there.

“If you don’t have a marsh there, you have nothing between you and those major waves,” Grant said. “It protects real estate. As much as having a dock is nice, it won’t matter if you don’t have those plants there.”

Unanimous vote paves way for $17 million proposal, improving animal shelter, streetlights over four years

The Town Board green-lighted nearly $17 million in capital projects over the next four years at its last meeting, including things like an animal shelter renovation, LED streetlight retrofittings and marina bulkhead improvements.

Town Comptroller Donald Musgnug pitched the 2015-2019 capital budget proposal earlier this year, which the town approved at the June 18 meeting, setting aside $5.6 million in projects this year alone. The comptroller said now was the time to consider such projects and the board responded with a unanimous 4-0 vote.

“Interest rates are at historically low rates and the town is fiscally strong,” Musgnug said when he pitched the plan in his first capital budget discussion since taking the job in February. “Now is the time to borrow, when rates are low, and thankfully we are in a position to do so.”

Musgnug said he expects replacing aging and otherwise deteriorating town equipment would reduce the amount of money set aside in future budgets for repairs and maintenance. In reference to an upcoming $3.1 million streetlight project this year that would bring LED lighting to Smithtown’s streets, Musgnug said the town would offset the costs of future projects in the form of savings.

“Taking advantage of new technology, such as in the case of LED bulbs for streetlights and the municipal solid waste facility, will reduce utility costs [and] repair costs and improve safety,” Musgnug said in his report in May. “Because the town’s finances have been conservatively managed over the years, there is little room to cut operating budgets, making the goal of staying within the New York State tax cap increasingly difficult in light of rising compensation, health care and pension costs.”

Musgnug said the town expected to reduce utility costs and repairs by $350,000 as a result of the streetlight LED retrofit, which will offset the cost of borrowing, which is $270,000 per year. The comptroller also said the town should anticipate equipment purchases and construction in 2016, mostly because of the first phase of Smithtown Animal Shelter renovations as well as upgrades at the town marina, which collectively require about $3.1 million in financing.

“Overall, I think it’s excellent,” Councilman Ed Wehrheim (R) said when the proposals were introduced in May. “In past years, we borrowed money and put up capital projects, but they never got done. Let’s make sure someone oversees these.”

Kings Park High School said goodbye to its 2015 graduating class on Thursday night as students flanked the football field in the company of flocks of excited family members.

The men were donned in red caps and gowns while their women counterparts sported white and they sat in alternating order, properly decorating the school field in Kingsmen colors before their final sendoff. Class valedictorian Zachary Marcone and salutatorian Justin Barish were two of several students to step up and deliver encouraging remarks before the students shook hands and grasped their high school diplomas.

“You must strike a balance in life,” said Marcone, who had his speech flown in via air drone to symbolize the possibilities the future holds. “Everything you do in life must be balanced.”

Principal Lino E. Bracco said 91 percent of Kings Park High School grads were off to college next year and wished the graduating class well before the two-hour ceremony concluded.

The ongoing efforts to make Smithtown’s local animal shelter the best in Suffolk County continued this week when town officials announced a new partnership with another shelter.

The Smithtown Animal Shelter is partnering with The South Hampton Animal Shelter Foundation to offer low-cost spay and neuter services to the town’s community of pets.

Residents interested in participating can call 631-566-8870 to schedule appointments.

Town Councilwoman Lynne Nowick (R) signed on as the shelter’s government liaison in February and has since been working toward achieveing what she called one of her top priorities in making the Smithtown shelter reach a 100 percent adoption rate. She formed an advisory panel of animal experts soon after to help usher in change at the shelter.

Smithtown is tightening its belt, town Comptroller Donald Musgnug said at a town board meeting on Tuesday.

As per Supervisor Pat Vecchio’s (R) request, Musgnug provided the town with his overview on the town’s current financial performance through May 31, and said Smithtown needed to be selective with expenditures in order to remain sustainable going into 2016.

“The town board has done well to keep certain positions vacant or to delay appointments,” Musgnug said in his report to the board on Tuesday. “My recommendation is that we fill only essential positions, promote from within where possible and leave non-essential positions vacant. The message is that we must continue to contain what we can control — expenditures.”

The comptroller said it was still too early in the year to predict “with any kind of accuracy” the final results of town operations, but said Smithtown still needs to budget  conservatively to ensure a stable financial ground next year.

Musgnug said the town was performing better than what was expected in this year’s budget, with one exception — the highway snow fund. A brutal winter was the only hindrance on the town’s otherwise on-track year in regards to the budget.

“Most departments are spending below what was anticipated, however certain revenues are out of our control, such as the mortgage recording tax, which is coming in less than anticipated,” Musgnug said. “Because of this and other factors, we will need to continue to tighten our belts so that we can bring the town’s operating results closer to breakeven in 2015.”

The comptroller also discussed the usage of Smithtown’s leftover fund balance to help balance budgets each year. He said the option was on the table, but not preferred, which Vecchio and Councilman Bob Creighton (R) agreed to.

Creighton said the town had been criticized in the past for doing such a practice, and Vecchio warned against it.

“Fund balances are a [double-edged] sword,” Vecchio said. “When you use it to balance the budget, you get accused by bonding companies.”

According to the comptroller, it was doubly important that Smithtown eyes its finances closely in the coming months because he anticipated the town would be going out for bonding later this year to fund certain projects.

The comptroller said he was not ruling out the possibility that rating agencies might lower the town’s bond rating in the coming year, but if it does happen, it would not be a significant drop.

“The rating agencies would like to see a structurally balanced budget,” he said. “As we approach the 2016 budget cycle, the closer we are to breakeven in 2015 means less adjustments for 2016.”

Town Councilwoman Lynne Nowick (R) asked Musgnug how significantly a lowered rating in September might affect interest for the town, to which the comptroller said it was difficult to call.

“It will impact interest, but it won’t be overwhelming,” he said. “If we do, it’ll be one score. But I don’t anticipate that happening.”

On your mark, get set — no.

Smithtown officials are taking another look at the way the town approves festivals, parades and similar events that close major roadways in different parts of the town. Before Tuesday’s special Smithtown Town Board meeting, Supervisor Pat Vecchio (R) and Town Clerk Vincent Puleo discussed complaints both of their offices have received after recent events closed portions of Smithtown, citing negative effects on business and residential life.

“It discombobulates people,” Vecchio said, citing one recent grievance to his office about a town event putting a damper on business. “This is a beautiful town, but this is not the first complaint we have received. I think we need to revisit the process.”

St. James resident Scott Flugman prompted the discussion via a letter he penned to Vecchio’s office, citing traffic issues barring his ability to get around town during an outdoor race event in his town on May 31. He said it took him nearly an hour to drive his son home from a friend’s house, who lives roughly 10 minutes away.

“This is a dangerous and grave inconvenience and should not be allowed to happen again,” the letter said. “We could not pick up our children, we were late to their sports and other activities and we were put at risk for a potentially serious traffic accident. Please have more consideration for the impact on the community when planning these races in the future.”

Currently, the town lists a parade, a run or a similar event in the correspondence section of its Town Board meeting agenda. The events are read aloud at two consecutive meetings, and the public can weigh in. But Vecchio said that process only targets residents who actually tune in to each agenda item at any given meeting.

“We have two readings. But there is no time in between for anyone to say, ‘Wait a minute,’” Vecchio said.

Puleo echoed the supervisor’s sentiments on the limited avenue for residents to become aware of a given event being approved.

“If they’re not looking at the meeting, they’re not going to know there is an event,” Puleo said. “My office gets complaints all the time. If you’re the affected person, and that’s not your thing to look at what’s going on in town, you could be blindsided.”

In the last six Town Board meetings, there have been first or second readings for 12 separate events labeled as parades, runs, walks or festivals, according to agendas from those respective meetings.

Puleo said it was suggested that his office help install signs throughout town to alert business owners and residents of upcoming events, but he said it would be difficult to figure out where to put a sign and when.

A potential solution, Puleo said, could be to more frequently utilize areas of the town typically closed on the days these events often fall, like Saturdays and Sundays. The clerk recommended to the Town Board that future events be moved to spots like the Hauppauge Industrial Park, or the Kings Park Psychiatric Center.

But Tony Tanzi, president of the Kings Park Chamber of Commerce, said he disagreed with such a strategy, as various events are planned with the intent to bring more people to Smithtown’s downtown areas. He acknowledged that events in his neck of the woods, like Kings Park Day, might have a negative impact on business temporarily, but the purpose was greater than that day’s cash flow.

“I can see the point with some people that sometimes events can be disruptive. As a business owner, it really does have a big impact on sales,” Tanzi said. “But if the goal is to entice people to visit your downtown, I don’t see how [relocating] helps.”

As a possible solution, Vecchio said the town might want to consider limiting the kinds of events it approves to allow solely Smithtown-based organizations or town residents as hosts. He argued there would be a lesser impact if the events excluded non-residents.

“The squeaky wheel is getting the grease,” Puleo said at the meeting. “Whether it’s Smithtown or not, the impact on the residents is still the same.”
