Grass is green, water is wet and Port Jefferson Village doesn’t quite have enough parking to accommodate all of the demand.

To try to alleviate one of the village’s longest standing criticisms, the Port Jefferson Business Improvement District is taking another shot at a valet parking program to make finding a spot easier while patronizing downtown stores and restaurants on the weekends. The program was first instituted in July 2017 on an experimental basis, with cars dropped off in the Meadow parking lot, located south of Roessner Lane, west of Main Street and east of Barnum Avenue, adjacent to Rocketship Park. The increased traffic entering and exiting the parking lot and obstruction of spaces used for visitors of the nearby restaurants were among the complaints resulting from last year’s program that were tweaked for 2018.

“Last year’s location was less than optimal, in that cars were being staged on a very busy entrance to our busiest parking lot,” said Kevin Wood, parking administrator for the village, who will receive regular reports from BID representatives on the execution of the program throughout the summer. “The village has a responsibility to look at all ways and solutions to bring optimal parking options to its visitors and residents and reduce ‘parking anxiety.’”

This year, the drop-off point will be the parking lot behind Village Hall on West Broadway. The building has separate driveways for entering and exiting.

“The location at Village Hall is a very natural setting for staging cars with an entrance and an exit and a semi-circle flow,” he said.

The program will still cost users $7 but will only be offered from 5 p.m. to midnight Fridays and Saturdays. Last year Sunday hours were also available. As was the arrangement last year, the cars will be driven by valets from the staging area to Port Jefferson High School, where they will be parked.

An agreement between the BID and Port Jefferson School District remains in place, in which the valet company, Advanced Parking Service, will take 75 percent of profits, leaving the remaining 25 percent to be split evenly between the village and school district. The BID supplied an upfront investment to get the program going for 2018. BID President Tom Schafer said the organization determined it would need about 120 cars to use the service daily to cover the cost of five employees for the company, and anything more than 120 would result in the program turning a profit.

Schafer said he and the BID’s members were glad to hear the program would be given another opportunity with a full season and with what all stakeholders view as a more practical staging area. Port Jeff’s board of trustees approved the use of the Village Hall lot during a meeting May 21. Multiple meetings took place between the end of the program last year and its ultimate renewal between representatives of the BID, Wood and village elected officials to work out some of the issues that arose in 2017.

“I wouldn’t be doing this if not for the fact that we have Kevin Wood as our parking administrator,” Mayor Margot Garant said during a May 7 board meeting.

Schafer also touted Wood’s involvement as an asset this time around.

“Everyone’s ecstatic,” Schafer said of the BID members. “Kevin Wood has been a great help. He understands that there’s just too many cars.”

The village has also approved hiring two parking ambassadors for this summer, who will be tasked with occupying lots to help parkers use meters, the village’s parking specific mobile phone application and to direct them to available spaces.

The continuation of the project will ultimately be determined by the village, which included a provision in its resolution to terminate the program “at any time or for any reason.”

Valet parking will be available in Port Jeff from Memorial Day through Labor Day.

A man was pronounced dead at St. Charles Hospital in Port Jefferson after he was pulled from a submerged vehicle in Port Jefferson Harbor just after 7 p.m. Oct. 30, according to Suffolk County Police Department Assistant Commissioner Justin Meyers. Police have identified the man as William Whalen, 69, of Lake Grove.

“A 911 call came in at 7:10 p.m. after witnesses observed a car drive into the water at the Port Jefferson Marina boat launch located off of West Broadway Avenue and Barnum Avenue in Port Jefferson Village,” Meyers statement said. “Sixth Precinct Officers Brian Christopher and Michael Cappelli responded and jumped into the water and extricated a male victim that was trapped in his vehicle which was completely submerged. Personnel from the Port Jefferson Village Fire Department and Setauket Fire Department also responded and also went into the water to help extricate the victim.”

The officers were being treated for hypothermia in the aftermath of the incident.

Members of the Port Jefferson Fire Department — Lieutenant Geoffrey Markson, Ex-Captain David Okst and First Assistant Brennan Holmes — were on the eastern end of the marina parking lot working on the department’s fire boat when they were alerted of the incident on their paging devices, according to a spokesperson from the PJFD chief’s office. The three jumped into the water, eventually breaking the window with a hammer and removing the seatbelt to pull the victim from the car. Two PJFD Heavy Rescue Squad members in diving gear also arrived on the scene to assist in the rescue effort.

“We had a brief conversation that went, ‘are we doing this? Yeah we’re doing it,'” Holmes said during a phone interview.

He said the three firefighters were focused only on action and not on what might happen to them if they jumped in the water.

“We could have saved a life,” Port Jefferson Village Mayor Margot Garant said via email Monday night.

Garant announced during a board meeting June 5 the village had sent a letter to the New York State Department of Transportation and State Sen. Ken LaValle (R-Port Jefferson) asking for the traffic signal at the intersection of Barnum Avenue and West Broadway to be changed from having a standard green light to a green left arrow and right arrow. The call was in response to an April 6 incident in which a man in his early 60s drove into the harbor via the same boat launch. Four good Samaritans rescued that driver, and were later honored by the Port Jeff Village board in July. Garant said the DOT told her in a letter she received about five weeks ago they intended to comply with her request to change the light.

“I am thankful that the DOT was willing to entertain and adopt our suggestion, and when the light is changed, it may save a life,” Garant said Tuesday.

In December 2005 60-year-old Setauket resident Richard Levin drove into the water on the same ramp and onlookers had to pull his unconscious body from the fully submerged car. Levin died days later as a result of the incident.

According to documents obtained from Brookhaven in May, both Brookhaven Town and Port Jeff Village were sued by the wife and executrix of the estate of Richard Levin in 2007.

“As a result of the negligence of the defendants in failing to properly maintain the intersection of Route 25A and Barnum Ave., in failing to properly safeguard against motorists driving onto said Port Jefferson ramp into the water, in failing to properly illuminate said area, in failing to provide fencing and warning lights — as a result of the aforementioned Richard Levin died,” the lawsuit read in part. “[The] town failed to submit any evidence that it maintained its property in a reasonably safe condition by providing adequate fencing, lighting or warning of the dangerous condition on its property.”

Judge Joseph Farneti of the New York State Supreme Court dismissed the lawsuit in January 2011 because the “acts or omissions of defendants were not the proximate cause of the alleged accident.”

The April incident stirred up memories more than a decade old for one former village resident.

“People are dying here and it’s a simple fix,” Christopher Kelsch, one of the people who witnessed Levin’s death 12 years ago and tried to help, said shortly after seeing news of the April incident. “Somebody needs to shine a serious spotlight because Dr. Levin died at that location.”

Following the April incident, a Brookhaven Town spokesperson said in a statement there are clear signs and traffic measures in place to warn residents of the ramp’s location.

“The Port Jefferson boat ramp has existed at its current location for generations,” the spokesperson said. “A number of measures are in place including a multitude of ‘Do Not Enter’ signs, road arrows and other traffic control measures to clearly indicate that this is not an entrance.”

A Brookhaven Town spokesperson directed questions to the police department Monday night. Garant called on the town to take action in April, as the marina is town-owned property.

A spokesperson for Lavalle said the state senator was meeting with representatives from the DOT Nov. 1 to discuss the incident and troublesome intersection.

A decades-old Port Jefferson institution that has remained closed since a June 2016 fire could be moving toward reopening, thanks in large part to an agreement between Port Jefferson Village and the building owner.

Billie’s 1890 Saloon had to close its Main Street doors June 27 last year after a fire in the kitchen caused severe damage, and exposed several building code violations that required remedy before the business could be reopened. During an Aug. 7 village board meeting, Mayor Margot Garant and the board of trustees approved a resolution that should expedite the process.

Among the code violations — of which there were about 20 — from the village’s building department was a requirement for the installation of a bathroom that meets requirements laid out by the Americans with Disabilities Act. An ADA compliant bathroom would not fit on the main level of the building, which houses the bar, according to Garant, so instead, the building owner planned to move the kitchen to the basement and turn the former kitchen on the main floor into the new restrooms.

Because of the change of use of the building, an aspect of the village code was triggered requiring additional parking spaces be added. Being that no space was available on the property for the additional parking, the building owner could instead submit a payment in lieu of parking to the village, which is allowed under the code.

Instead of squaring the requirement with actual dollars, the village and building owner Joey Zangrillo entered into an agreement for Zangrillo to deed over land in the rear of the property, which is currently used for parking, over to the village. As a result, Zangrillo will essentially own the property that houses the building, and the remainder of the parcel will be deeded to the village.

“In talking with parking committee and Larry [LaPointe, deputy mayor], we find the land to be extremely valuable,” Garant said during the meeting. “You can’t really put a price point or tag on the size of the lot.”

The deal would be subject to approval by Suffolk County prior to finalization to ensure moving the kitchen to the basement is adherent to county regulations. As a result of the deal, Billie Phillips — the original business owner for more than 35 years who was not at the helm at the time of the fire but has since entered a lease agreement with Zangrillo to reopen Billie’s 1890 Saloon — said he is hoping to be ready to reopen in early 2018.

“This is a more than fair bargain from the village’s point of view,” said LaPointe, who is also a trustee, during the meeting. According to Garant, the area being acquired by the village is used as an informal parking area, though it will now have actual spaces painted and associated with municipal meters.

Brian Egan, the village attorney, explained that the difference in owning municipal parking spaces and leasing them to property owners from the village’s perspective is that it prevents disputes, confusion and potential lawsuits when property changes hands.

“Unlike every other municipality you would assume owns the municipal parking fields, we are a patchwork in that back parking lot,” he said.

Zangrillo praised Garant and the village for their hard work in helping to facilitate the deal and get the establishment back on track for reopening.

“The village has been nothing but extremely helpful to me as a landlord,” he said in a phone interview. “I’m looking forward to many, many years of a great relationship with my tenant. I’m looking to get Billie’s up and running for my concerned friends and villagers who have been asking.”
