Gyrodyne

Developers of the Gyrodyne complex in St. James are moving forward with plans to subdivide and potentially develop the 75-acre site known as Flowerfield. The Town of Smithtown Planning Board will consider a nine-lot subdivision for the complex at its Dec. 11 meeting.

“The Town Environmental has found the Draft Environmental Impact Statement to be complete and is preparing a resolution for the Planning Board to accept the DEIS as complete at their next meeting on Dec. 11,” said Peter Hans, director of the town planning department. 

The 2,900 page statement is not yet publicly available. Once the Planning Board accepts the report as complete, likely at the Dec. 11 meeting, the document will be posted online and the public comment period will begin. 

Subdivision plans obtained from the Town  indicate that the proposed development is extensive. The 75-acre complex currently includes a catering hall, existing light industrial buildings and open space. The proposal subdivides the lot into nine parcels that include one for the existing catering hall, one for the industrial building and a third for open space.  Six of the nine proposed sublots would be for new development. Development plans include a 150-room hotel with a restaurant and conference hall, two large-scale medical office parks, one at 75,000 square feet and another at 55,000 square feet, plus two separate 110-unit assisted living centers and a 7-acre sewer treatment facility.

If approved, the project will become one of the largest commercial transformations in an otherwise residential and agricultural setting along Route 25A in the St. James hamlet.

New York State Assemblyman Steve Englebright (D-Setauket) said the project, if approved, is a real threat to the quality of life in this area of the North Shore, with traffic being the more immediate concern and water quality threatened over time.

“This project is a real threat to the water chemistry of Stony Brook Harbor,” he said.  

He estimates that the treated sewage from the site would upwell into the harbor within two to five years. Aside from the environmental and water quality concerns, Englebright said that the project is a classic case of proposed overdevelopment. 

“The whole thing is a complete traffic nightmare,” he said. “Roadways are oversubscribed. Route 25A is already crowded and by extension, we find that Stony Brook Road just can’t handle any more traffic.”

The area, the assemblyman said, is not really a heavy development zone. 

The property is zoned light industrial, or LI. It does not require a zone change, town officials said, since the identified uses are conceptual at this time. If the developers decide to move forward with a hotel or assisted living facility, those uses would require Special Exception approvals from the Town Board and site plan approval. Office buildings would require only site plan approval. 

Englebright encourages people to express their concerns and appeal to the decision-makers in Smithtown.

The subdivision process began when the Smithtown Planning Board adopted May 9, 2018, a State Environmental Quality Review Act Positive Declaration. The declaration, which is simply a determination that the project has the potential to result in a significant environmental impact, establishes that an Environmental Impact Statement would be required. The applicant has now completed a Draft Environmental Impact Statement. The Planning Board is expected to accept the report as complete at its next meeting. The Town will then file with New York State Department of Environmental Conservation a Notice of Completion of a DEIS. The filing of the Notice of Completion opens the public comment period, which has to run at least 30 days. The Town anticipates that the Planning Board will hold a public hearing on the Gyrodyne DEIS in January.  

Following the close of the public comment period, a final DEIS will have to be prepared that responds to the comments received, and then the Planning Board would have to adopt a findings statement. The Planning Board will not be able to act on the pending subdivision until the FEIS and Findings Statement have been adopted. The process, though, is months away.

Representatives from Gyrodyne did not respond to telephone messages before going to print.

Residents, community groups and elected officials gathered at William Sidney Mount Elementary School auditorium Sept. 16  to discuss pertinent issues in the Town of Brookhaven at an event hosted by the Stony Brook Concerned Homeowners Ltd and Friends of Stony Brook Road.

Topics discussed at the meeting were the progress on Stony Brook Road, the latest on the Gyrodyne Property and student rentals.

The latest on Stony Brook Road

Lee Krauer, president of the Friends of Stony Brook Road, said the group is frustrated with Town of Brookhaven highway superintendent, Dan Losquadro (R), and the work being done on the road.

“We have requested so many meetings with him [Losquadro] to discuss the issues that we need to discuss,” she said. “He came to the meeting last year and told everyone there that we would have sand and concrete on the medians. Does anybody see it?”

Krauer said according to Losquadro the reason behind not having the concrete medians is because the Highway Department doesn’t have enough money in the budget for them.

She also expressed frustration with Stony Brook University.

“The university involvement is nil, they don’t care about Stony Brook Road,” Krauer said.

Currently, Stony Brook Road is undergoing a $1.9 million makeover that will see repairs and work done on sidewalks, drainage systems, turning lanes and traffic signals among others. Work is scheduled to be completed by the middle of October.

The Gyrodyne property situation 

The fate of the Gyrodyne property has been a concern for many residents, since the developers announced plans in 2017 to subdivide the 62 acres of land in St. James, also known as Flowerfields, to construct a 150-room hotel with a restaurant and day spa, two medical office buildings and a 220-unit assisted living complex with its own sewage treatment facility.

Many in the area have raised concerns about the amount of traffic that would empty out onto Route 25A and Stony Brook Road if an additional exit was made accessible on the east side.

Cindy Smith, of the Greater Stony Brook Action Coalition, spoke on the status of the Gyrodyne development.

“There will be tremendous traffic on 25A and development has the potential to dump traffic on Stony Brook Road,” she said.

Smith said despite the parcel being on Town of Smithtown property the traffic burden will be felt by Brookhaven residents.

Smithtown “would reap the tax property revenue while Brookhaven foots the bill, and we have to deal with the quality of issues like traffic, noise, dust and safety issues,” she said. 

Town of Brookhaven Supervisor Ed Romaine (R) said he opposes additional development on that parcel.

“We are doing all we can to see if the county would be willing to purchase some of that land,” he said. “This could have a tremendous impact on the community, I am opposed to opening up the roads between Gyrodyne and the university.”

Romaine said it would have dire consequences on Stony Brook Road.

“I am prepared to seek legal action as town supervisor to prevent roads from being opened,” he said. 

Student boarding houses/rentals

Off-campus student boarding houses have been an issue for Three Village residents, though in recent years with help from the town and SBU the amount of these houses that pop up in the community has been curbed.

Bruce Sander, of Stony Brook Concerned Citizens, said the organization is glad at seeing this success but reiterated more can be done.

He said some of the blame still falls on the university for not adequately providing enough student housing on campus, especially for first-year students.

Sander also mentioned that international students and others don’t want to pay for the school’s meal plan, which is considered too expensive, and have found a way around living on campus.

“The university needs to increase housing on campus,” he said.

An idea previously brought by Romaine would have SBU require all non-commuter students who are freshmen to be mandated to live on campus.

Residents filled the community room in the Emma S. Clark Memorial Library June 3 as the Three Village Civic Association hosted a conversation with Brookhaven Town Supervisor Ed Romaine (R) on all things townwide. Residents and Romaine were given the opportunity to discuss the latest issues impacting the Three Village area and beyond.

Here are some important topics Romaine brought up during the conversation.

Route 25A corridor study

The town is conducting a two-phase study, starting from the Smithtown line to Nicolls Road. The second phase of the project will focus on the rest of Route 25A to the Poquott line. The origins of the study date back to 2016.

“That, to me, is a very crucial thing as it sets the future of this town — I would like to see more urgency in it,” he said. “I feel like it has lagged.”

The Brookhaven supervisor said he believes one of the reasons for the holdup is that the county is currently doing a retail study on the area.

“I haven’t seen the study but people who have seen it have told me that the study will conclude that this area is under-retailed,” he said. “I’m no expert but I believe we are over-retailed, I think we have enough and don’t need additional retail development.”

Romaine said the corridor study is very important and urged residents to be involved in the process. He also brought up zoning concerns.

“One thing I learned during my time as a supervisor is that zonings are forever,” he said. “Once you zone something, you can’t take it away.”

Romaine hopes that the corridor study will get done by the end of 2019 or the beginning of 2020.

Smithtown Gyrodyne development

Romaine expressed concern with the proposed development of the 62-acre Flowerfield property, owned by Gyrodyne LLC and adjoining Route 25A in St. James, which is in the Town of Smithtown.

“I am opposed to the development that would have any interconnection to any roads that would lead to Stony Brook Road,” he said. “We do not need any additional traffic on Stony Brook Road at all. If it connects to Stony Brook Road, it would be a disaster.”

“I don’t want to see it overdeveloped, Romaine added.

Similarly, on the topic of traffic on Stony Brook Road, he said that he proposed the need for a turning lane on Oxhead Road so university students can make a left turn onto Nicolls Road. Also, he has proposed to the county to develop a third lane from Route 347 to the Stony Brook campus to alleviate traffic jams.

Stony Brook University housing

Romaine said he still had a few issues with the university regarding student housing. One idea he proposed was the school could require all non-commuter students who are freshmen to be mandated to live on campus.

“We have a lot of students who are coming from other countries,” he said. “They may be having their first experiences in this country here.”

The other issue he touched on is rooming houses, which he said are illegal in the Town of Brookhaven.

“We have spent a lot of time in the past trying to crack down on these houses,” he said.

Romaine said these owners have sometimes put up to eight or 10 students in these houses.

“A lot of times we shut these houses down — it goes empty in the summertime and then back in the fall it gets filled up again,” he said. “I hope the next university president will have a stricter policy when it comes to rentals.”

Proposed passive park

Recently, the Town of Brookhaven approved a resolution to allow Suffolk County to begin the process of purchasing land parcels which includes an old derelict building on the southeast corner of Gnarled Hollow Road on Route 25A. The resolution also authorizes the town to demolish the buildings on the property and maintain and manage the parcel as an open-space passive park.

Recycling

Residents were wondering what the town is doing to tackle the issue of recycling.

“The recycling market collapsed last year when China stopped accepting 95 percent of recycled products,” Romaine said.

The supervisor said they have looked at a few options, but nobody wanted what they had. The town had to reevaluate its recycling program and see what still had value.

“We went back to dual stream and ended glass pickup because there really hasn’t ever been a true market for glass,” he said.

Romaine mentioned the town had found a potential suitor in New Jersey that would take some of the collected glass and use it as an industrial abrasive.

The Brookhaven supervisor said he would be open to discussing the recycling topic in more detail at a future meeting.

Town moves forward with design, engineering for Lake Avenue despite uncertainty of future site hookup

Town of Smithtown officials aren’t willing to risk wasting any time, so they are forging ahead with plans to sewer downtown St. James.

Smithtown town board voted unanimously Dec. 11 to issue a request for proposals for engineers to plan and design a sewer system for the Lake Avenue Business District this coming January. Three days later, the town hired Bohemia-based engineering firm P.W. Grosser Consulting to prepare the documents needed to do so.

“We’re on a tight leash with the engineering for sewer projects to be ready to go in summer 2019,” Supervisor Ed Wehrheim (R) said. “If we waited another two weeks, we’d be pushing back our timeline.”

Town officials are hoping to have the plans and funding necessary to sewer Lake Avenue’s business district by next summer, which the $2.4 million replacement of St. James’ aging water mains is slated for, according to town spokeswoman Nicole Garguilo. Replacement of the business district’s water mains has already been delayed once by the town with a desire to complete both infrastructural projects at the same time while the roads are ripped up.

“We are going to sewer because we are opening the ground already,” Garguilo said. “We don’t want to put residents through the inconvenience twice.”

Smithtown officials will need to have these design and engineering plans in hand and submitted, as well as other necessary documentation, in order to receive the $3.9 million grant from the State and Municipal Facilities Program, a nonspecific discretionary pot of funding for municipal assistance, announced by New York State Sen. John Flanagan (R-East Northport) in October.

The town does not have any official agreement with developer Gyrodyne LLC, according to Garguilo, to access the sewage treatment facility it has proposed building as part of its plans for the Flowerfield property in St. James. The developer has proposed plans to construct a 150-room hotel with a restaurant and day spa, two medical office buildings and a 220-unit assisted living complex. It is currently completing the final environmental review to present to the town’s planning board for approval.

“If we need to, we’ll find another sewer plant, hook into Kings Park or another pump station,” Garguilo said.

Many St. James business people and civic leaders have stated while they are excited by the prospect of sewers, they were also aware that construction, both the tearing and replacing of sidewalks and asphalt, could disrupt existing businesses. Wehrheim said the town could plan to doing the work in sections, separated by the connecting streets all the way down Lake Avenue.

“It’s going to be a huge disturbance, but we’re prepared for that,” the supervisor said.

Kerry Maher-Weisse, president of the Community Association of Greater St. James, previously stated the civic group believes the community will benefit more from construction.

The Town of Smithtown now knows it faces an estimated price tag of $7 to $10 million to bring St. James sewage systems into the modern era.

Smithtown officials are poring over the evaluation of the St. James Sewer District prepared by Melville-based H2M Architects & Engineers where they broke down the projected costs of installing dry sewer mains and pump stations needed to build a sewer district for the Lake Avenue business district.

In its report dated June 8, H2M projected that installing sewers and a force main at the intersection of Lake Avenue and Route 25A would cost approximately $1.78 million, including funds for curb-to-curb roadway restoration, if undertaken in 2020.

The engineers considered two different options for providing sewers to 18 properties along North Country Road/Route 25A from the Long Island Railroad track near Edgewood Avenue east to Clinton Avenue. The first method would cost approximately $3.8 million to install gravity sewers, a force main and pump station needed to reach a sewage treatment plant but would not provide for full road restoration. A second
design would cost the town roughly $6.2  million with road restoration costs included.

“Now that they gave us these cost estimates, we’ve already proceeded with sending those to state Sen. [John] Flanagan’s office to get us grant funding to put in sewer lines along Lake Avenue and pay for the pump station,” town spokeswoman Nicole Garguilo said.

Smithtown officials are hoping Flanagan (R-East Northport) can secure the funding through New York State’s Clean Water Infrastructure Act, signed into law by Gov. Andrew Cuomo (D) in April 2017, which provides money for drinking water infrastructure and groundwater protection.

The estimated cost for St. James Sewer District are calculated on the premise that Gyrodyne, LLC will build a sewage treatment plan with the capacity to accommodate neighboring Lake Avenue businesses. Smithtown Supervisor Ed Wehrheim (R) first opened conversations with Gyrodyne about considering such a move earlier this spring.

“We continue to be supportive of Supervisor Wehrheim’s vision for Smithtown, as well as the hamlet of St. James,” Gary Fitlin, CEO and president of Gyrodyne said. “Our plans include a sewage treatment plant, which is tremendously beneficial to the community versus traditional cesspools.”

Gyrodyne announced its intentions to work with the Town of Smithtown to its shareholders on June 29 calling it “an opportunity to create added value for both the company and the towns of Smithtown and Brookhaven.” It has hired Woobury-based Cameron Engineering & Associates to redesign its proposed sewage treatment plant to handle the plans it has for Flowerfield property and have excess capacity to service the business district of St. James.

Wehrheim said hearing Gyrodyne is sharing these intentions with its investors is positive news for St. James business owners and Smithtown.

“I think it’s great,” the supervisor said. “The fact they are selling it to their shareholders and having their engineers look at it means they are serious about doing it.”

Smithtown’s Town supervisor has approached a developerabout creating a shared sewer plant to service downtown St. James.

Supervisor Ed Wehrheim (R) said he’s asked Gyrodyne LLC whether it would consider building a shared sewer treatment plant large enough to handle wastewater for the Lake Avenue business district on Flowerfield. The Flowerfield property off Route 25A in St. James is often used to host community festivals and contains freshwater wetlands that feed into Mill Pond in Stony Brook, Stony Brook Harbor and on into Long Island Sound.

Gyrodyne has an application pending before Smithtown Planning Board to subdivide the 62 acres of Flowerfield property in St. James to construct a 150-room hotel with a restaurant and day spa, two medical office buildings and a 220-unit assisted living complex with its own sewage treatment facility. After substantial traffic concerns were raised at a Nov. 15, 2017, public hearing, the town has ordered Gyrodyne to complete a full environmental study of its proposal.

If the environmental study comes back clean, the supervisor said he believes this could pose a great opportunity for the town.

“They have ample property to build the sewage plant,” Wehrheim said. “Even after building the plant, their plans include keeping 30 acres of property undeveloped.”

He noted that the 4.5 acres set aside by Gyrodyne for a sewage treatment facility are not adjacent to any residential neighborhood. Wehrheim said he is also interested in seeing if the developer would be open to future discussions on providing sewers for Smithtown’s business district.

“Without sewering, we can’t do any kind of revitalization,” he said.

Paul Lamb, chairman of Gyrodyne’s board, confirmed that Wehrheim had reached out to the company, but declined any further comment until after his March 30 board meeting.

The town has approved $4.6 million in its 2018 capital budget program to fund St. James downtown business district improvements. This includes $2.4 million to tear open Lake Avenue to replace the town’s aging water mains.

Wehrheim said the Lake Avenue construction originally slated to start this May could potentially be delayed until 2019. The supervisor said he anticipates the town board will vote at its next meeting on hiring H2M architects to complete a study to determine if installing dry sewer lines would be economically feasible at this time, given the town’s plans for a sewer treatment plant are not solidified. The study, if approved, would take several months to complete and cost about $24,000, according to Wehrheim.

“What we are trying to eliminate is the excavation of the road for water mains, then rebuilding the road, sidewalks, curbs — about $2.6 million in restoration work — to find out a year later we have to cut the brand new roads back up,” he said. “It’s wasteful.”

If negotiations fail, town officials would be forced to return to their original plans which have a starting price tag of $65 million to sewer and build a plant for the Smithtown business district, according to Wehrheim.

Town officials are currently waiting for the state to pass an action that would authorize the town’s use of land proposed for Kings Park’s sewer treatment plant, according to Wehrheim. He hopes to have state approval as early as June.

Suffolk lawmakers have taken the first step toward preservation of nearly 41 acres in St. James as open space.

The county legislature voted at its Nov. 21 meeting to approve a bill introduced by Legislators Kara Hahn (D-Setauket) and Rob Trotta (R-Fort Salonga) for an appraisal of part of the Gyrodyne LLC property in St. James, also known as Flowerfield, that runs along Route 25A. The property contains freshwater wetlands and adjacent wetlands that feed into the Long Island Sound, Mill Pond in Stony Brook and Stony Brook Harbor.

“I am greatly appreciative of my legislative colleagues’ support for our effort to preserve 41 undeveloped acres of the former Gyrodyne property,” Hahn said. “With the owner actively seeking to develop the property, this perhaps is the community’s last stand to preserve one of the last large undeveloped tracts remaining in western Suffolk County. I am hopeful that the owner will understand the property’s overall environmental significance and its potential to negatively impact surrounding ground and surface waters, traffic safety and overall quality of life should it be developed.”

The bill, which now goes to Suffolk County Executive Steve Bellone (D) for his approval, allows for the county’s planning division to assess the owner’s interest in selling the tract to the county for open space purposes. An interest by Gyrodyne would mean the county could follow its initial outreach by obtaining a real estate appraisal and additional legal and environmental reviews that are required for a potential sale from the company to the county. According to county law, if sale of the land parcel can be negotiated, funding will come from the county’s Drinking Water Protection Program.

While preservation of the land is being considered, a conceptual development plan from Gyrodyne was approved by the Suffolk County Planning Committee Aug. 2 and was met with resistance from Stony Brook and St. James residents.

Over the summer, the property’s owner submitted an application to the Town of Smithtown to construct a 150-room hotel with restaurant and day spa, two medical office buildings totaling 128,400 feet and two long-term care buildings that would have a total 220 assisted living units on the property. Many in the area raised concerns about the amount of traffic that would empty out onto Route 25A and Stony Brook Road if an exit to the Brookhaven street was made accessible on the east side.

Trotta said he’s not completely against development as he realizes the community needs businesses such as the proposed assisted living facility. However, Trotta said he understands the community’s concerns about traffic and would like to see a good amount of the property preserved. 

“It’s always about balance,” he said.

Trotta said he believes Gyrodyne will be willing to work with the community.

“I don’t think it’s unreasonable to have it appraised and get into discussions with what the community wants, what can we put up with traffic-wise and meet somewhere in the middle,” Trotta said.

At a Nov. 15 Smithtown Planning Board meeting, Gyrodyne representatives said their own traffic studies proved residents had sound reason to be concerned about increased traffic and pointed to six local intersections that needed improvement. The results were submitted to the Town of Smithtown and New York State Department of Transportation in October 2017 but have yet to be reviewed. Conrad Chayes Sr., chairman of the Smithtown Planning Board, concluded the board would hold off on a decision until an environmental impact study is completed by the town, which he said may take up to a year.

Hahn said the commercial development of the land would “fundamentally change the character of the Stony Brook and St. James communities.”

“Each of us, regardless of which side of the Brookhaven-Smithtown border you reside on, is threatened by this project moving forward,” Hahn said. “For that reason, Legislator Robert Trotta and I put forward legislation to preserve these environmentally and historically important parcels from being destroyed.”

Gyrodyne LLC has admitted its own  traffic study proves that St. James and Stony Brook residents have good reason to be concerned about the traffic impact of their proposed project.

Gyrodyne made a formal presentation of its future plans for the nearly 75-acre property Nov. 15 to the Smithtown Planning Board and a standing-room only crowd. The developer has proposed to subdivide the Flowerfield land in order to build a 220-unit assisted living facility, a 130,000-square foot medical office building and a 150-room hotel with a restaurant, conference space and day spa/fitness center.

“We are not looking to maximize yield here,” Richard Smith, director of Gyrodyne and a St. James resident, said. “We are looking to strike the right balance between economic development, which I think we all know the St. James community desperately needs, and to preserve and enhance the environment we all love.”

Nearly 100 residents and Brookhaven elected officials packed the meeting to make clear their opposition to the project’s traffic impact on Route 25A, Mills Pond Road and Stony Brook Road.

“Town of Brookhaven is opposed to any traffic created as a result of this proposed subdivision emptying out onto town roads and, specifically, Stony Brook Road,” said Brenda Prusinowski, deputy commissioner of planning and environment for Brookhaven Town, reading a statement for Brookhaven Supervisor Ed Romaine (R). “This road is overcrowded now, particularly because of usage from the university, and does not need additional traffic from a project outside our town.”

Jennifer Martin, aide for Brookhaven Councilwoman Valerie Cartwright (D-Port Jefferson Station), echoed the supervisor’s sentiment and made clear the town is “staunchly opposed to any additional traffic” on Route 25A as well.

Mills Pond Road homeowner Laurie Kassay said she opposed the project despite promises from Gyrodyne it will create an estimated 900 new jobs and generate $90 million annually for the economy.

“The area cannot handle any more traffic,” Kassay said. “If there’s 900 jobs, that’s 900 more vehicles on the road on a daily basis.”

The developer hired Woodbury-based Cameron Engineering & Associates who performed a traffic study focusing on 16 intersections off Mills Pond Road, Moriches Road, Route 25A and Stony Brook Road surrounding the property. The results were submitted to the Town of Smithtown and New York State Department of Transportation in October 2017, but have yet to be reviewed.

“The concern of the traffic impact is completely understood,” said Kevin McAndrew of Cameron Engineering. “The traffic impact study has confirmed why the concern is valid. A number of the 16 intersections studied today have poor or failing conditions.”

If Gyrodyne’s plans go forward, McAndrew said the firm has proposed traffic improvements be made at six intersections. The intersection of Route 25A and Mills Pond Road should have traffic signals installed, according to the traffic study, which also suggested NYS DOT design a roundabout at the intersection of Route 25A and Stony Brook Road in addition to traffic mitigation measures at four additional intersections on Stony Brook Road.

State Assemblyman Steve Englebright (D-Setauket) was outraged at the suggestion of a roundabout being installed on the historic Route 25A corridor in front of the William Sidney Mount House, which is on the National Register of Historic Places. He urged the planning board to reject Gyrodyne’s plans, stating that in his opinion as a scientist,  it’s not environmentally sustainable and instead encouraged Smithtown town officials to work with Brookhaven in future development of the region.

“Our communities have a long history of cooperation,” Englebright said. “I hope we don’t have to set up canons on the border. There are some really upset people on Stony Brook Road.”

Conrad Chayes Sr., chairman of the Smithtown Planning Board, concluded the board would hold off on a decision until an environmental impact study is completed by the town, which he said may take up to a year.

Local legislators are paying attention when it comes to the concerns of Stony Brook residents regarding the proposed development of a land parcel in St. James.

At a Nov. 10 press conference held on the steps of Smithtown Town Hall, it was announced that Suffolk County Legislators Kara Hahn (D-Setauket) and Rob Trotta (R-Fort Salonga) introduced a bill in the Legislature asking the county to begin the process of purchasing more than 40 acres of property currently owned by Gyrodyne LLC. The first step is an appraisal of the land, which runs along Route 25A and borders Stony Brook Road and Mill Pond Road. The goal is to preserve the open space, known locally as Flowerfield, while continuing to lease the few older buildings to small businesses and artists currently renting.

The announcement was made a few days before a public hearing regarding the Gyrodyne subdivision proposal at the Smithtown Town Planning Board’s Nov. 15 meeting. On Nov. 13, the bill was approved during the county Legislature’s Environment, Planning & Agriculture committee meeting and will be voted on in the general meeting Nov. 21.

Cindy Smith, founder of the Greater Stony Brook Action Coalition, thanked Hahn, Trotta, state Assemblyman Steve Englebright (D-Setauket) and Brookhaven Town Councilwoman Valerie Cartright (D-Port Jefferson Station) for their support. Smith founded the coalition after the Suffolk County Planning Commission approved the conceptual subdivision of the 62 acres of land owned by Gyrodyne at an Aug. 2 meeting. The proposed plan includes a 150-room hotel, two medical office buildings and two assisted living facilities. There is also the possibility of opening a street behind University Heights Drive that would lead to Stony Brook Road.

“We know already what it’s like when development is done and things happen in your backyard,” Smith said of why she was hosting the press conference. “All of a sudden there’s a tremendous amount of traffic.”

The Stony Brook resident said she doesn’t want to see the same thing  occur in Smithtown, or see things get worse in her area. Due to increased traffic over the years from Stony Brook University and the Wireless Center, which borders the Gyrodyne property, she said residents along Stony Brook Road, where she lives, have witnessed 18-wheelers using the street, drivers littering and historical characteristics in the area disappearing. During rush hour, Smith said emergency vehicles have difficulty traveling down the street.

The coalition founder said no traffic studies or environmental assessments have been conducted by the county and there has been no estimate of the impact on the local infrastructure.

“We’re not against development,” Smith said. “We are for smart, sustainable development, and this isn’t sustainable in the area it happens to be in.”

Hahn, chairwoman of the Environment, Planning & Agriculture Committee, said if the land is developed it could harm local bays and waterways, and agreed it would overburden roads and increase the dangers of traveling in the area. The hazards of 25A and Stony Brook Road are something she is acutely aware of after being involved in a head-on collision at the intersection in April 2001.

“This is not the proper use of this parcel, and we would like to see it preserved,” Hahn said, adding that she asked Trotta if she could take the lead on the bill because she felt it was critical to her district.

Cartright, who was in attendance to represent the Town of Brookhaven and spearheaded 25A-visioning meetings in the Three Village area during the last year and a half, said the main concern of Stony Brook residents was traffic congestion in the area, especially at the juncture of 25A and Stony Brook Road.

“Today there is an alternative that is being presented by our county Legislature and that is to preserve this vital open space,” she said. “And we stand in support of the preservation of this land.”

Englebright said he wrote a letter to the New York State Department of Transportation asking it to deny any application for curb cuts on 25A. He said the town needs to change the zoning in Smithtown. While it made sense for the property to be zoned for business when Gyrodyne tested helicopter blades, the assemblyman said it should no longer apply to the residential area.

“If this proposal is allowed to go forward it will paralyze the communities of Stony Brook and St. James,” Englebright said, adding it would bring mid-Manhattan-style traffic to the area. “It will be like driving a stake into the heart of St. James.”

Gyrodyne could not be reached for comments by press time.

Some Brookhaven residents and Supervisor Ed Romaine (R) are concerned about the potential negative impact development of a St. James property might have on Stony Brook Road.

On Aug. 2, the Suffolk County Planning Committee approved the conceptual subdivision of a 62-acre parcel of land in St. James owned by Gyrodyne, LLC. The property, known locally as Flowerfield, borders Route 25A and Stony Brook Road, and the plan includes approval for a 150-room hotel, two medical office buildings and two assisted living facilities.

One of the suggestions given at the August meeting to relieve possible traffic issues on Route 25A was to use a road that crosses over train tracks on the land parcel, passes through private property and utilizes a road owned by Stony Brook University where drivers would then be led to Stony Brook Road.

After Gyrodyne received approval from the county, resident Cindy Smith founded the Coalition of Greater Stony Brook Action Committee in the hopes of mobilizing local civic groups and providing a voice for the thousands of permanent residents in the village. Smith, along with local residents and Romaine, attended the planning committee’s Oct. 4 meeting to express their concerns to the members.

Smith said she took exception to the planning committee not seeking input from the surrounding communities. While a  developer has not been named and the Gyrodyne property is not yet on the Smithtown planning board’s agenda, she said she is concerned that no traffic studies or environmental assessments have been conducted and there has been no estimate of the impact on the local infrastructure. In regards to traffic, the commission in their resolution suggested the future applicant consider a bike share program to help reduce short distance motor traffic.

Romaine said he attended the Oct. 4 county planning committee meeting after receiving inadequate notification of the August meeting. He said the town only received 48 hours notice, and it lacked an environmental assessment form, a project description and usage of the property.

The supervisor said with Nicolls and Stony Brook roads being the only two ways to access Stony Brook University, quality of life has been impacted negatively in the area, especially on Stony Brook and Oxhead roads, due to traffic. He added the university also owns property that borders the Gyrodyne land on the east. On the grounds is the Center of Excellence in Wireless and Information Technology where new buildings are being erected, which could cause even more traffic in the area from the center’s employees.

“We don’t need additional traffic from the Gyrodyne development pouring onto Stony Brook Road,” Romaine said. “We will strongly oppose that and we will explore all of our legal options to do exactly that.”

Smith, who is a member of Friends of Stony Brook Road, which works to address traffic and speeding issues on the street, said due to the university being state property, they do not need to follow local planning procedures or receive approval. She said she believes the lack of a master plan has created a problem and said she feels the Gyrodyne project lacks the same foresight.

“It’s really a quality of life issue — it’s safety,” she said. “It’s another town’s economic boom and Brookhaven’s financial demise because all the traffic will be on Brookhaven roads.”

Smith, who lives on Stony Brook Road and works from home as a business consultant, said another issue is that the property borders 25A, which is a historic corridor, and she is concerned its value as such will be jeopardized. She said the goal of the coalition is not to impede development but to demand a better master plan when it comes to properties such as Gyrodyne’s and the areas that surround it.

“If we are going to develop it, and it’s certainly the right of that landowner to do that, let’s do it smartly,” she said. “Let’s do it with sustainability, and let’s do it with community input and let the other local officials from the Town of Brookhaven understand what’s going on and let them have a say in it, too. Because it’s going to affect the Town of Brookhaven, even though it’s in the township of Smithtown.”

Romaine said he is also concerned with added traffic on Route 25A, pointing to the intersection of the state thoroughfare with Stony Brook Road where bends in the road cause limited sight issues. He said both are beyond their capacity.

“In my view we have too much traffic and congestion now, and I want to make sure we don’t have any additional,” Romaine said.

George Hoffman, co-chair of the Citizens Advisory Committee for Route 25A, which conducted visioning meetings for residents in the Three Village area earlier this year, was also in attendance at the Oct. 4 meeting. He echoed Smith’s sentiments that there should have been more input from the community. He said he hopes Smith is successful in getting others involved in the coalition.

“Maybe this is the issue that gets us all at the same table to start working in a uniformed way where we start to talk,” Hoffman said. “I really think we need that.”

Romaine also sent a letter Sept. 20 to Smithtown Planning Board Chairman Conrad Chayes expressing his concerns and recommendations. He said while the county did not require a traffic study and only recommended one, he has faith that Smithtown will mandate it. When it comes to developments such as Gyrodyne, the supervisor said he is willing to work with the state, county and other towns.

“To think that people can blindly put traffic out on Stony Brook Road without us putting up a fight, they are going to be sadly mistaken,” he said. “Brookhaven is definitely going to fight this.”
