The Village of Port Jefferson is nearing a crossroads.

Residents will enter the polls this Tuesday, June 20, to decide on a successor to Mayor Margot Garant. After 14 years leading the administration, the incumbent is stepping down to head the Democratic ticket for Town of Brookhaven supervisor against Deputy Supervisor Dan Panico (R-Manorville).

Garant’s seat is being contested by Deputy Mayor Kathianne Snaden and trustee Lauren Sheprow. In an exclusive office debate spanning nearly two and a half hours, the mayoral candidates pitched their respective visions to the voters.

Introductions

Defeated by just four votes in her first bid for trustee in 2018, Snaden won election to the board the following year and has since secured several liaison posts before taking over as deputy mayor in 2021.

She said she first ran for office “to be the voice” of the people, bringing their wishes to Village Hall and putting their priorities into action. 

“I am ready to run for mayor because I want to use all of that institutional knowledge, all of my experience, to do even more for the community,” she said.

Sheprow entered the board 10 months ago, unseating former trustee Bruce Miller during last year’s village election. She has since helped establish multiple advisory committees while serving as commissioner of communications, among other liaison positions.

She said she is running to take the village government in a new direction.

“I have been hearing a lot from residents and how they would like to see a fresh start for Port Jeff,” she said. “That’s what I was responding to when I decided to run.”

Petitions

This year’s mayoral contest took an unusual plot twist very recently, on May 30, when the Suffolk County Board of Elections opted to remove Sheprow’s name from the June 20 ballot over faults in her petitions.

“I take full responsibility for not putting my cover sheet on the petition submission,” Sheprow said. “But you know what? I don’t care. I’m running a write-in campaign. I would never stop fighting for the people of Port Jefferson.”

Snaden, whose campaign brought about the charges, said using the Freedom of Information Law to assess the opposition’s petitions is standard practice.

“We all have to follow the same rules,” she said. “It’s our job as candidates to know the laws and follow the laws.”

Budget

The candidates offered competing perspectives on the village’s present finances.

Snaden regarded the current fiscal health as “excellent,” noting the relatively low-interest rates the village pays when borrowing money.

She acknowledged “the budget can always use some tweaking,” adding, “there are some needs that I believe need an increase in budget.” 

Chief among them are salaries, Snaden said: “Bringing those numbers up would be imperative for getting the highest quality employees we can.”

Sheprow suggested the village’s Moody’s rating, a measure that calculates an organization’s relative credit risk, “can be improved,” saying her administration would strive for a AAA bond rating [compared to the current Aa3].

The trustee proposed instituting an advisory committee of certified public accountants and other financial professionals to assist the village board in preparing its budget.

“A zero-based budget is so important,” Sheprow said. “Also, having that budget committee [will help] create a budget that is responsible to the taxpayers.”

Revenue

The U.S. Environmental Protection Agency recently announced new regulations targeting existing power plants, placing a cloud of uncertainty over the Port Jefferson Power Station.

With questions surfacing about the possible decommissioning of the plant, the candidates were asked whether the village should begin preparing for further losses of public revenue.

Sheprow again advocated for expert consultation.

“I think we need to include the Advanced Energy Center at Stony Brook University,” she said. “Maybe we can come up with ideas about how to bring advanced energy initiatives into that location.”

Snaden said continued collaboration with wind power companies, such as Ørsted and Eversource, would remain pivotal in “bringing green energy to Long Island through the Village of Port Jefferson.”

To account for potential losses in public revenue, she also proposed “increasing our tax base through responsible development.”

Staffing

Both candidates agreed the administration is understaffed but departed on possible solutions.

Snaden emphasized hiring a planner for the building and planning department and additional personnel for the code enforcement department.

She indicated the practice of assigning multiple administrative titles to a single staff member is “absolutely not” sustainable.

“I think that’s where the budget needs to be enhanced — to hire the right people to head up these departments and divide up more of the tasks,” she said.

Sheprow maintained the hiring process should follow “a [human resources] system and policy.”

“The idea that I have, should I become mayor, is to bring in someone to take a deep dive into the organizational chart of the village,” she said. “I find there are some conflicts of interest for these positions and roles for people who wear multiple hats.”

Public meetings

To boost attendance at public meetings, Sheprow supported overhauling the village’s municipal website.

“It is not responsive,” she said. “If there’s a village board meeting coming up, it should be on the front page on the carousel of the website.”

She also favored a more dynamic social media presence on behalf of the village, with suggestion boxes and other modes of “active responsiveness” between board members and residents.

“I think we need to set up — here we go again — another committee to hear and review complaints and take [them] forward to the Board of Trustees.”

Snaden discussed the value of live streaming public meetings.

“Bringing the meetings to [residents] in their living rooms, recorded so they could watch at a later date, was key” during the COVID-19 public health emergency, Snaden said, proposing to expand and enhance these methods post pandemic.

She also touched upon the role of the Port eReport in dispersing information to the public.

In welcoming more citizens into the local decision-making process, Sheprow expressed pleasure at the reformation of the Port Jefferson Civic Association, saying, “That means the people care, that the people in the community want to get involved.”

She said the chance for more frequent communications between residents and trustees during board meetings is “a huge opportunity for us.”

Snaden said, “Regular meetings with whoever wants to have a voice,” combined with an active social media presence, would be crucial for welcoming more residents into the process.

“I also believe there’s an aspect of people going to meetings when there’s a negative issue or problem,” she added. “As a person who always looks for the positive in things, I like to believe that a portion of the people not coming to meetings are very happy with what’s going on.”

Open government

Another central administrative function is the swift distribution of time-sensitive documents, such as public minutes and agendas.

Snaden returned to hiring when asked about expediting the release of these materials.

“That rests now on the clerk’s [Barbara Sakovich] responsibility list,” she said. “She’s just overwhelmed with the amount of work,” adding, “I believe we could help by bringing in more people to divide up those duties to get [those documents] out there.”

Sheprow favored implementing a “proactive communications system,” including an internal newsletter, to bring the information to staff and the public more expeditiously.

“We need somebody who’s creating content,” she said. “The content would include a press release after every meeting [saying] here’s what happened.”

Building density

During the May 1 public hearing on possible zoning code changes for the Maryhaven Center of Hope property, several community members voiced concerns about increased villagewide building density.

Sheprow raised objections of her own.

“The proposals and the sketches that have been drawn for this space are looking like we’re bringing city life into a transitional [not entirely commercial nor residential] area of Port Jefferson,” she said. “The surrounding communities are horrified by the prospect of seeing four stories from their backyards.”

Snaden noted, “Density is already here,” referring to some existing apartment and condominium developments neighboring Maryhaven.

In moving through the building and planning stages, she said, it will be necessary to continue consulting traffic and environmental studies, which she indicated are “always done as a matter of course.”

“Residential use has been proven to be the softest use, environmentally speaking,” the deputy mayor added. “My concern is that if we don’t move ahead with … some type of a code change, then as of right, an office park could move in, causing more issues for the neighboring community.”

Parking garage

The village is also working to mediate longstanding parking issues, with both candidates detailing how a proposed parking garage could offset shortages.

“There has to be a careful balance with that — without overbuilding but creating the parking spaces that are needed,” Snaden said of the parking structure.

She also supported continued public-private partnerships for shared parking agreements.

Sheprow called for establishing a parking committee, composed primarily of business owners, to help manage the village’s municipal parking apparatus.

She referred to the proposed garage as “an idea I think residents need to hear and weigh in on.”

Flooding

During a recent climate resilience forum at Village Hall, local architect Michael Schwarting shared alarming projections of more frequent and intense flood events in Lower Port. Each candidate was asked how the village could mitigate these concerns.

“Utilizing an engineer or planner to lead that process,” coupled with a new grant writer to help underwrite new projects, could “move the village forward conceptually,” Sheprow suggested.

Snaden proposed daylighting hidden underground water bodies to offset increases in flood load. “I would like to continue building bioswales,” she added, “making gardens in conjunction with these bioswales.”

Concluding remarks

Sheprow expressed appreciation for the residents throughout the campaign process.

“I’m having a lot of fun talking to people and learning more about everyone in our community,” she said. “There’s a lot of love for this community, and I would just be grateful to represent them and have their trust put in me.”

Snaden reiterated her past experiences in positioning her for the responsibilities of mayor.

By “voting my opponent in as mayor, you lose me entirely — you lose my experience, knowledge and love for this community,” Snaden said. “However, if you vote for me, Lauren stays on as a trustee, and you have us both.”

Voting information

The public will be the ultimate arbiter of these two mayoral candidates on Tuesday, June 20. Voting will take place at Port Jefferson Village Center, where polls will be open from 6 a.m. to 9 p.m.

After eight years of service on the Port Jefferson Village Board of Trustees, Bruce Miller will leave office after this week.

Miller, who unsuccessfully sought a fifth term as trustee in this year’s election, will leave office on July 4. He will be succeeded by Lauren Sheprow. 

In an exclusive interview with Miller, the outgoing trustee reflected upon his time in village government, his greatest challenges and his hopes for the future.

Miller congratulated the winners of the race, saying, “I would like to congratulate the two people that did win, Rebecca [Kassay] and Lauren. I hope they will do good things for the village.” He added, “Obviously, I’m disappointed that I didn’t place in the necessary top two, so I’ll be looking for other things to do. Any assistance that I can provide to the new trustees or the mayor or anyone else associated with the village government, I would be glad to provide.”

Writing his own story

Miller highlighted several projects that he believes represent the core of his contribution to the village. He said the projects he focused on were those that required long-term vision, carried out over many years.

“Certain things take a long time to accomplish,” he said. “With the green energy aggregated solar, we had to get laws passed in order to have it permitted on Long Island as LIPA resisted.” Miller added that the village could sign up for this program right now, which would reduce utility costs for village ratepayers.

The Long Island Rail Road was another trademark issue for Miller. He believes that after years of persistence, funds are finally being made available to improve the rider experience and expedite services. “The money is there,” the retiring trustee said. “There’s $10 billion coming to the MTA and we need to work with our legislatures to ensure that we get a piece of that.” He added, “In the Army we used to have the expression, KISS: Keep it simple, stupid. To the Long Island Rail Road, I would say just streamline this thing and do what you have to do to get us a better ride.”

Miller will be leaving office with “some ideas on the drawing board.” He said that if he had been reelected, he would have explored the possibility of annexing the Lawrence Aviation property and the houses between the property and Sheep Pasture Road.

“There’s 40 acres of open space there where we could declare parkland,” he said. “That would resolve a lot of issues that we have.”

Another idea Miller had was to consider the possibility of constructing underground parking in the Dutch model. 

Working as a trustee, Miller said he encountered numerous difficulties along the way. A contrarian and independent voice, Miller said he was often in the minority on many of the major issues.

“I was a minority trustee,” he said. “It’s a very low-leverage situation. I tried to be supportive of the mayor and the priorities of the majority, but in some cases I could not do that and resisted a lot of that.” He continued, “I worked in areas kind of on my own. I made my own story.”

Tradition vs. transformation

Miller said that while much of the village’s character remains unchanged since his first term, the village has undergone some profound changes, most noticeably in Upper Port.

“If you look at the four blocks south of Sheep Pasture and North Country Road, there’s change going on there and there will be a lot more,” Miller said, adding, “The area was pretty blighted and the people who owned the property there allowed it to deteriorate in order to extract consideration for larger zoning, which they got.”

Miller also acknowledged that much of the development in Upper Port is made possible through Industrial Development Agency subsidies, “which means the apartments pay very little taxes, so there’s a great incentive for building and not much desire on the part of the developers to give back,” he said.

One area Miller had hoped developers could compromise on was architecture, which he believes should reflect the New England and maritime traditions of the community and create a sense of continuity between uptown and downtown. 

“I had advocated that we use a Victorian, maritime kind of architectural structure on these buildings to tie them in with the downtown, so that we are one village,” he said, adding, “Making a village of quality is of interest to the residents because it improves their property values and their sense of being.”

Miller said he understands the sense of urgency to develop those areas. However, he still believes the developments should be guided by greater oversight from the village. “We’re not looking toward the future in terms of developing an ambiance that is on a par with Cold Spring Harbor or Southampton,” he said.

Leaving office

Miller’s message to the incoming board is to keep his priorities in mind as they are important. Aside from the duties that preoccupy board members from day to day, he said considerable forethought and long-term planning are also necessary.

“There’s a lot that goes on in the village that needs to get done, but we need to get beyond that and make substantial improvements in what we’re focusing on,” he said. “I would hope that they would pick up some of these issues that I had started with.”

He also asked that the trustees and the Planning Board apply greater pressure to real estate developers, who “are getting an extraordinary deal.” 

Miller said he favors the construction of condominiums over one-bedroom apartments, which he says can also help offset declining student enrollment in the school district.

When asked if he had any regrets about his time in village government, he replied, “No, I don’t have any regrets. I really see this as a calling and it improves me. I like to contribute. I enjoy putting my energy and creativity into enterprises benefiting the community, and I will continue to do so.” He added, “I just see the value in contributing to and helping my fellow citizens and trying to express a better vision for their future.”

Village of Port Jefferson trustee Bruce Miller has taken on several big projects throughout his time in office. 

TBR News Media had an opportunity this week to catch up with him for an exclusive interview. In this interview, Miller addresses his background in education, the East Beach bluff, his preference for architecture and more. 

What is your background and why did you get involved in local government?

I was always a believer in public service. I got that from my parents, who also felt the value of contributing. I was drafted into the Army in ’66 and left as a sergeant with honorable discharge. I am a 2nd vice commander of the American Legion post in Port Jefferson Station. 

I got an excellent education from Stony Brook University. From there, I became a public school teacher in special education. While I was doing this, I also volunteered at my daughter’s school. I was on the [Port Jefferson] school board for 12 years, a president, vice president, and a budget and technology chairperson. 

I was a teacher that understood board politics and the requirements of training teachers. I was the driving force in moving the district from what I would consider mediocre in this region to a nationally ranked school district. We achieved a level of 34th in the nation, according to a Washington Post survey, and this drove up our real estate values. We were number one for several years in New York state with real estate appreciation and one year we were near 10th in the nation. And this is not me saying this, but The New York Times saying this. I had a very successful run during my 12 years on the school board.

I have been working for about 30 years on the conservation and advisory committee. I was for a while the trustee liaison to that committee. It used to be a board and I would like to see that happen again.

There’s a lot more, but maybe I can speak to them through some specific questions.

How has your background as an educator shaped your approach as village trustee?

There are two aspects to my educational background: my teaching background and my school board background. As a teacher, I was a public servant and of course the village board is a public office. In teaching, you know there are budgets to deal with and priorities to be set. As a school board member, again you’re dealing with budgets. I dealt a lot with technology, doing what I thought was forward looking and I found that I could better express myself in bringing excellent technology to the school district in Port Jefferson.

Because of my educational background, and by working hard in this effort, we brought really excellent education and technology to the district. Budgets are another aspect. You have to be able to fund these things, and in a public forum you need to be able to get support from the public. You need to be able to persuade people that you have a vision, whether it’s in the school district or the village.

What are the most critical issues facing the village?

Critical has a number of meanings, one of which is that something is happening now and you have to do something about it. In that context, something is happening now: Our [East Beach] bluff is eroding and we have to do something about it. 

We can either let the country club slide into the Long Island Sound or we can take measures to remediate. You have the country club above and the beach below. I voted for a rock wall that would preserve the beach and access to the beach. There is another, larger plan that we are still looking at that involves driving steel sheeting in front of the country club. We’re within literally a couple of feet of losing the tennis courts and they are going. New plans have to be made for them. 

The question is do you go for the steel sheeting or do you let nature take its course? I’m not decided on that at this point. One of the things I respect about the village is that we have a lot of intelligent people who bring a lot of knowledge and background. In the few discussions we’ve had over Zoom, there were suggestions that were very positive that were an alternative to the steel sheeting suggestion. 

I have been emailing the board for a very long time regarding the fact that a) we should have a public hearing on this, which is not going to happen; and b) that we should be permitting the residents to vote on a bond. We’re talking about $10 million total on this project and they should decide what they want and we should be listening to all the viewpoints. We should be more open and transparent in terms of solutions and alternatives. 

We’re also losing revenue on the power plant. Over a number of years, we’re going to lose 47% of the revenue and we’re more than halfway through that process. Obviously, the businesspeople are going to see more in taxes because we’re receiving less from an alternate source. In my opinion, we need to rebuild with quality, so that you have a magnet for Port Jefferson, for the business community. 

A lot of people come to Port Jefferson because it’s different. It’s a real village with a history and people like that. We should be emphasizing that history. We also need to focus on green energy. We need to do as much as we can. By doing this, bring more revenue into the village, the school district, the fire department, the library, etc. 

How would you like to preserve what you call the New England heritage within the village?

We’re already doing some of that. We have what we call the Roe House, which is on Barnum Avenue. This is from the Roe family. It’s an authentic, prerevolutionary, colonial structure. We have a number of exhibits within the Roe House that point to our history. 

We often call it the Setauket Spy Ring, but Port Jefferson was also part of this history, the Roes are a part of this history. We have this heritage, it’s important, and we are emphasizing it. We’re going to see an upgrade in the status of the building. It now has a historic designation and we’re going to see more of that. 

How has the village changed from the time you took office and what measures have you taken to guide those changes?

There’s been an awful lot of change in regards to uptown development. When I first came into office, this was in the project stage. Now we’re seeing stuff rising above the ground and a number of properties that are either approved or well along in the approval process. There’s a former fish restaurant [PJ Lobster House] on North Country Road and 25A. The restaurant has moved downtown and they’re beginning the demolition phase. 

We’ve seen a project on Texaco Avenue that has been completed, two other projects at the foot of Main and Broadway completed. Another project where a former carpet store, Cappy’s Carpets, used to be has been completed and occupied.

There are a lot of problems with flooding in Port Jefferson, a lot of hills. Everything runs down into the lower Port area. I’ve been talking about mixed surfaces, not just hard pavement, which contribute to the velocity of the water. We’re making some progress with that by having water gardens. 

We have developed our parks, which I think are very attractive. We have a Dickens Festival that draws people into the village, which of course the merchants love. It’s really an excellent festival, voted best festival on Long Island several times. Every year it gets a little better. 

When I was in the school district, the motto was: “Excellent at getting better.” I want to achieve that and live up to that. When I’m in the village, I want to see excellence. I have had battles over architecture. I want it to be excellent, to improve the village, and to attract more people to the village.

You have an upcoming meeting with representatives of the Long Island Rail Road. Could you preview that meeting?

It’s about a vision, about looking at a need, seeing an alternative to the present situation, and advocating for that. 

A lot of this is about developing networks and relationships. I’ve met with Phil Eng, the former LIRR chairperson, under the context of a better ride. It’s a long ride to Manhattan for a lot of people who commute. Out of necessity, it requires a transfer either at Huntington or Hicksville because you cannot take a diesel engine into Manhattan. The future is a better ride into Penn Station, but also a better ride into Grand Central Station, which will be a possibility in the future.

This requires electric energy and how do you get that? Obviously a third rail is a possible solution, a very expensive solution. My comments to Mr. Eng and his associates have been, “By the way, we pay taxes too.” There was a time when the Ronkonkoma line, which has a decent ride, was diesel, but they electrified it. So is it our turn? This is what I’ve been advocating for. 

We want to get our foot on the ladder. We’re kind of standing at the bottom of the ladder watching everybody else go by. We want to get on the ladder and then move upward. On [May 31], we will be meeting with the Long Island Rail Road planning people to discuss the future and the possibilities. We will be discussing the schedule, we will be discussing a second track, we will be discussing a third rail, battery electric, and moving the LIRR station in Port Jefferson. Basically they would move the station and the rail yards west and eliminate the crossing in Upper Port, which would do a lot for traffic. 

I work on big projects and these are not accomplished in six months or a year. It takes several terms, but if you achieve these goals, they are very positive for the residents of the village.

In your opinion, how can residents play a more active role in decision-making?

I had mentioned the country club and participation on the part of the residents in terms of a public hearing and being able to vote on major issues that affect them. I believe we should have more participation in this area. 

During COVID, we had board meetings on Zoom. Now we have public meetings where the public attends, but we’re not having meetings on Zoom. Some of the people I know in the village who are infirm or who have particular medical issues that prevent them from attending public meetings are kind of shut out of the process. I am pressing, and will continue to press, for public meetings upstairs in the Village Hall, but also a component on Zoom where people can not only look in but participate as we had done during the COVID era. 

I think that would be a very important step forward. I have just learned that Riverhead is going to be doing this and there are a number of other communities on Long Island that do this. In the past, people who are not comfortable going into public places were shut out, unable to participate. Now they are shut out again and I believe we should be supporting them.

Is there anything else that you would like to say to our readers?

As I said, I’m a person that works on big projects. I like to be a team member, but there are also certain times when you have to go against the grain. My belief is that I am an independent trustee. I’ve worked hard for the village and the school district. Also, in between my village and school district experience, I co-founded a grassroots committee to repower Port Jefferson. 

I’ve worked with legislative leaders at all levels — town, village, county, state and congressional people as well. I believe that I have a vision. I have demonstrated in the past that I have executed on that vision and I want to continue to serve. I believe in service, I believe in giving back. I’m not wealthy, but I’m comfortable. I have time and I would like to contribute.

Green energy is very important to me. Making the village affordable is a very high priority for me. Transportation has become a high priority. I believe I have the vision and the energy and the diligence to work on this. I think the village needs a voice that will stand up and say, “No, this is not right.” 

I am a very positive person, a very optimistic person, and I believe I take this optimism and enthusiasm to the work that I do.

A North Shore lawmaker is calling on Suffolk County to give green a chance.

Legislator Kara Hahn (D-Setauket) is pushing a pilot program that, if enacted, would inject green roof construction principles into roof repair or replacement plans for one county-owned building on a trial basis.

A “green roof” uses a garden or plantings to increase energy efficiency by insulating the building in the winter and reducing solar absorption in the summer, to decrease the need for heating and air conditioning, according to the not-for-profit Green Roofs for Healthy Cities organization. Green roofs can also attract various pollinating insect species, which would serve as an environmental benefit to the surrounding region.

“Structures that employ green roof concepts report increased energy efficiency,” Hahn said. “In the municipalities that have already installed these roofs, officials have discovered that being green is saving green.”

If enacted in Suffolk County, the pilot project would take root atop one county-owned building, Hahn spokesman Seth Squicciarino said. The county’s Department of Public Works would monitor the green roof to measure the benefits.

If successful, similar roof renovations could sprout up throughout the county.

Hahn said the DPW would select which building in Suffolk should get the roof repair or replacement project, select a vendor for the work and provide periodic reports on its progress as the seasons pass.

The plan was first put onto the table March 3 and the county Legislature’s Public Works, Transportation and Energy Committee mulled over the proposal at its April 20 meeting.

Hahn said municipalities throughout the country were already looking into similar projects and, in some cases, requiring new construction projects to include green roof principles. As for Long Island, green roofs are already in full bloom on the SUNY Old Westbury campus and on the East End’s southern fork.

The U.S. Environmental Protection Agency recognized green roof projects as an effective management practice that, if implemented on a large scale, would reduce the volume of stormwater entering local waterways and lower water temperatures to enhance water quality. New York City has already enacted a $5.23 rebate for each square foot of many green roof projects, and the city of Syracuse has allocated nearly $4 million toward 37 different green roof projects to date.

Huntington Town residents looking to go solar can let the sunshine in at a discount, thanks to a new group-purchasing program spearheaded by town and City University of New York officials.

On Monday afternoon, town hall officials unveiled Solarize Huntington, a program that attempts to incentivize residents to go solar by offering discounts of up to 25 percent on installation costs through installer Direct Energy Solar. The level of discount would increase as the number of participants in the Solarize Huntington program grows, according to the town and Sustainable CUNY of the City University of New York. Solarize Huntington will also include educational workshops about solar energy and guidance on the process of going solar.

The program, which officially launched today, May 4,  runs through Sept. 10.

Homeowners who participate could purchase, finance or lease solar systems from Direct Energy Solar, the installer selected by CUNY through a competitive bidding process, town spokesman A.J. Carter said. Direct Energy Solar is also offering an additional $500 discount to the first 20 homeowners who sign contracts.

The average solar installation, with state and federal incentives included, could cost a Huntington homeowner around $16,000 for a 7-kilowatt system, according to Justin Strachan, a New York State solar ombudsman with Sustainable CUNY. Solarize Huntington could reduce that cost to somewhere around $12,000, he said.

Solar is already popular in Huntington Town, CUNY and town officials noted on Monday. Officials from Sustainable CUNY, Supervisor Frank Petrone (D), Councilwoman Susan Berland (D) and Councilman Mark Cuthbertson (D) attended a press conference launching the program on Monday at which Petrone said that last year, the town received 500 applications for solar installation permits.

“So that tells you the popularity and it tells you people are yearning for a program, for a supervised program, and something that’s going to be meaningful and cost-effective,” Petrone said.

Laurie Reilly, who directs communications for Sustainable CUNY, said the Solarize Huntington program is just one program among other solar initiatives funded by a more than $1 million U.S. Department of Energy grant. She also said Huntington was selected for the program because, at the time of the grant application, the town committed to work with Sustainable CUNY to make solar more accessible to residents.

“Huntington was the first one to step up and the first one to say, ‘We would like to do this.’”

This isn’t the only thing Huntington Town has done in recent years to encourage and increase the use of solar power to cut down on the consumption of fossil fuels. The town recently approved a fast-track process for approval of solar installation permits and used a federal grant several years ago to install solar panels at town hall, the town said in a statement.

The program launch is thanks to the partnership of Sustainable CUNY, the New York Solar Smart Program, the town and the town’s Advisory Committee on Energy Efficiency, Renewables, and Sustainability, according to a town statement.

Residents interested in signing up for the program can do it online at solarizhuntington.com, or at one of the Solarize 101 informational workshops the town is sponsoring to help residents learn of the program’s benefits.

The first workshop will be held on Monday, May 11 from 6:30 to 8:30 p.m. at town hall.

From unfunded mandates to grounds maintenance, school districts are burdened with many costs, but high energy bills don’t have to be one of them.

State Sen. Carl Marcellino (R-Syosset) recently introduced legislation that would strengthen the state’s support of alternative energy systems in school districts. All types of alternative energy systems — whether solar, wind and/or geothermal  — would be eligible for state building aid. The legislation would also remove a requirement that has the systems meet an 18-year payback window in order to receive aid. These changes make sense, as they’ll empower school districts to go green while also saving taxpayers money.

A few school districts on the North Shore have discussed installing solar panels on their building roofs, while two — Miller Place and Three Village — are moving forward with plans to install the panels. In Miller Place, the panels are expected to save the district more than half its utility budget. In Three Village, by the time the project is paid off, the district could be saving hundreds of thousands of dollars.

While we encourage other school districts to investigate how alternative energy systems could help their districts reduce costs, we also hope they’ll continue searching for ways to reduce their energy consumption. Replacing an energy source with a clean alternative is a step in the right direction, but it doesn’t do anything to address a greater energy consumption problem that pervades our communities, including in our schools.

Pol pitches bill to broaden alternative energy use

School districts looking to go green could see more green for it, if proposed state legislation to help school districts pay for alternative energy projects makes its way through Albany.

New York State Sen. Carl Marcellino (R-Syosset) has sponsored legislation that would strengthen the state’s support for alternative energy in school districts. Currently, there’s state building aid available for the installation of wind and solar systems, but Marcellino’s legislation allows all types of alternative energy systems to be eligible for building aid.

Also, currently, only alternative energy systems that meet an 18-year payback window are eligible for aid, but Marcellino’s proposed law removes that requirement, according to Debbie Peck Kelleher, director of the state Senate Investigations and Government Operations Committee.

“It would allow all systems to get the building aid,” Kelleher said.

Most districts see an average reimbursement between 70 to 75 percent of the project cost, she said.
In an interview last week, Marcellino said school districts turning to alternative energies provide a boon to taxpayers, because of energy savings in utility costs over time.

“It’s a win-win all the way around.”

Marcellino’s legislation has been referred to the Senate’s education committee, and has support from assemblymen Chad Lupinacci (R-Melville) and Andy Raia (R-East Northport).

Long Island school officials have pondered solar panel installations, and some districts have embarked on projects of their own.

Last year, Miller Place school district green-lighted a $4.3 million project to install solar panels on the roofs of its four school buildings. The project qualified for $3.7 million in state aid, according to Danny Haffel, the executive director of energy solutions on Long Island of Johnson Controls, a Wisconsin-based technology and energy-savings solutions company that the district worked with. Haffel added that the project would save the district more than $243,000 — close to half of its utility budget — in annual energy costs.

Under the contract with Johnson Controls, the district, which would lease the panels for $362,528 a year over 15 years, would be guaranteed those savings, so that in case the savings are not realized through the solar panels, Johnson Controls would foot the bill.

“The Miller Place school district’s decision to pursue alternative energy projects including solar power will not only benefit the environment, but is anticipated to produce financial savings for the district,” Superintendent Marianne Higuera said in a statement. “If the use of alternative energy sources like solar can produce bottom-line cost savings for other school districts or municipalities like it is projected to do for our school district, then this option may be beneficial.”

Beefing up state aid to school districts for these kinds of systems is a good thing, Haffel said in an interview this week.

“What would be really cool and to me would make sense — which would in the long run help every school district and every taxpayer — is to make all renewable work 100 percent aidable and that the school district would receive 100 percent state aid,” he said. “Now you have no electric bill, and you just helped out the taxpayer for the rest of their lives.”

School administrators in Huntington and Northport-East Northport have considered going solar.

Julia Binger, president of the Northport-East Northport school board, said her district had discussions in the past about going solar, but found it to be too cost prohibitive. With this new legislation, combined with what officials have said is a drop in price for solar panels, going solar is “a question that would be worth reconsidering,” Binger said.

In Huntington, school board member Tom DiGiacomo noted that the district’s aging roofs could make solar costly for the district. But it’s still worth considering, he said.

“I think that we need to look at renewable energy as a way to saving money for school districts,” he said. “Quite honestly, the state should be empowering the school districts and the taxpayers ultimately to find ways to save money by using [renewable] energy.”
