A new Suffolk County Sheriff’s Department program is looking to keep kids safe this prom and graduation season, while creating a way for parents to more easily open a dialogue with kids about underage drinking and drugs.

“We just want everyone to be prepared,” Suffolk County Sheriff Errol Toulon Jr. said. “It’s a celebratory moment for people graduating high school and moving on, and they feel a little empowered.”

On May 22 the sheriff’s office announced it is passing out free alcohol and drug testing kits.

According to the Centers for Disease Control and Prevention, the leading cause of death for people in the United States between the ages of 15 and 24 is motor vehicle crashes. In Suffolk County, the leading causes of motor vehicle crashes are driving while ability impaired by alcohol or dugs and reckless or distracted driving.

The test kits include standard urine test that contains a single cup and stick that changes color depending on the presence of alcohol.

“We want parents to ask tough questions and [have] tough discussions early on so that they don’t get the knock on the door by a police officer telling them that their child is in the hospital or telling them that their child was driving while intoxicated,” Toulon said. “We would rather let them take care of their children so that law enforcement does not [have to] get involved.”

The North Shore Youth Council already offers these kits. Executive Director Janene Gentile said she doesn’t see the kits as a punitive measure, but as a way for parents to more easily talk about the topic with their children.

“Drinking is cultural in our society, but it’s an adult choice and not a young person’s choice,” she said.
“This is not supposed to be a punishment, and I don’t believe that was ever the purpose. It’s important to show kids that they can have fun without being high or drinking.”

Local schools have long tried to curb drug and alcohol use at prom while still trying to ensure graduating classes celebrate the final days before graduation.

Frank Pugliese said in his first year as principal of Shoreham-Wading River High School, he hopes his students can enjoy prom while staying safe.

“We strongly advise all students to always make appropriate decisions,” Pugliese said in an email. “With that being said, we have great students. The vast majority make smart choices regardless of the policies in place, and we trust that they will continue to do so on prom night.”

Smithtown High School West participates in the county District Attorney’s Office new Choices and Consequences program that shows the dangers of reckless and drunk driving. Members of the DA’s office will be in the high school June 18.

In a letter to students, Smithtown West High School Principal John Coady said anyone caught drinking during prom will be suspended and kicked out. Prom tickets will not be refunded, and the student may be barred from the graduation ceremony.

Fifty alcohol and 25 drug testing kits were sent out to numerous schools to kick off the program. The kits are also available free at each Suffolk County legislator’s office and will remain offered through the North Shore Youth Council.

Each alcohol testing kit costs .74 cents while drug testing kits are $1.50. The $5,000 program is being paid for with asset forfeiture funds.

“I would like for all of them to enjoy the moment,” Toulon said of seniors attending prom and graduation. “This is a once-in-a-lifetime moment, but please be responsible in your actions so you do not harm yourself or anyone else.”

With graduation approaching comes a new outreach program to keep kids safe.

Suffolk County District Attorney Tim Sini (D) announced an initiative aimed at educating high school students and their parents on the dangers of impaired and reckless driving May 14. The program, Choices and Consequences, is described as a dynamic, engaging presentation that is provided by assistant district attorneys and detectives assigned to the Suffolk County District Attorney’s Office’s Vehicular Crime Bureau.

“Whether it’s texting and driving, drinking or doing drugs and driving, these decisions can be fatal,” Sini said. “The Choices and Consequences program drives that message home to teens and their parents by using real-life examples that unfortunately have changed lives forever, have taken lives from us prematurely and have devastated victims’ families and friends here in Suffolk County.”

According to the Centers for Disease Control and Prevention, the leading cause of death for people in the United States between 15 and 24 years old is motor vehicle crashes. In Suffolk County, the leading causes of motor vehicle crashes are impaired driving and reckless or distracted driving.

During Sini’s tenure as Suffolk County police commissioner, motor vehicle crashes within the police district were reduced by more than 30 percent as a result of a multi-pronged enforcement effort to increase traffic safety.

“I’m proud to say that the Suffolk County Police Department and its partners have been successful in reducing motor vehicle crashes that result in serious physical injuries or fatalities, but enforcement is just one piece of our approach,” Sini said. “We need to educate — we need to raise awareness of making bad decisions behind the wheel.”

The Choices and Consequences program is based on a presentation created in the Kings County District Attorney’s Office and later adopted by the Nassau County District Attorney’s Office. It comprises facts and statistics on impaired and reckless driving; interactive skits that show how police officers respond to motor vehicle crash scenes and detect impairment; and demonstrations of the impacts of alcohol and drugs on motor skills.

In partnership with the Long Island Council on Alcoholism & Drug Dependence, the scope of the effort has been expanded to educate participants about the dangers of substance use in an effort to combat the opioid epidemic.

LICADD, in conjunction with the Christopher D. Smithers Foundation, a family charitable foundation concentrated on alcohol use disorder and addiction, and on educating the public that addiction is a medical illness, recently released a public service announcement, titled “Hey Charlie,” that highlights the progression of drug addiction and encourages those struggling with substance abuse to seek treatment.

“LICADD is proud to partner with the district attorney’s office as it takes the lead in making sure that this life-saving education is provided to every student and every parent in Suffolk County,” said Steve Chassman, executive director of LICADD. “It’s so important when dealing with a disease that is potentially preventable to get this message out in every Long Island school. This is how we are going to turn the corner on this epidemic.”

Sini invited school districts and community groups across Suffolk County to participate in the program by emailing [email protected] or calling 631-853-5602.

“We have proms, graduations and the summer months coming up, so it’s the perfect time for schools to invite us in to provide this presentation,” Sini said. “It’s a terrific opportunity for schools to be on the cutting edge of education and prevention. There are a lot of presentations out there, but I guarantee that if you sit through this presentation, it will impact your life and the way you make decisions. It is that powerful.”

When they come to him, they need something desperately. He empowers people, either to help themselves or others, in life and death situations or to prevent the kinds of traumatic injuries that would cause a crisis cascade.

Dr. James Vosswinkel, an assistant professor of surgery and the chief of trauma, emergency surgery and surgical critical care, as well as the medical director of the Stony Brook Trauma Center, is driven to help people through, or around, life-threatening injuries.

Vosswinkel speaks to people in traffic court about the dangers of distracted driving and speeding, encourages efforts to help seniors avoid dangerous falls and teaches people how to control the bleeding during significant injuries, which occur during mass casualty crisis.

For his tireless efforts on behalf of the community, Vosswinkel is a Times Beacon Record News Media Person of the Year.

Vosswinkel is the “quarterback for developing all the resources and making sure the quality of those individuals is up to very, very high standards,” said Dr. Kenneth Kaushansky, the dean of the Stony Brook University School of Medicine. “He’s a very fine trauma surgeon, who has assembled a team of additional fine surgeons. If he’s ever needed, he’s always available, whether he’s on call or not.”

Vosswinkel has earned recognition from several groups over the last few years. He was named the Physician for Excellence in 2016 by the EMS community.

In 2016, Lillian Schneider was involved in a traumatic car accident for which she needed to be airlifted to Stony Brook Hospital. Despite the severe nature of her injuries, Schneider gradually recovered.

In September Vosswinkel was honored as the first Lillian and Leonard Schneider Endowed Professor in Trauma Surgery at Stony Brook University.

“What’s different about Vosswinkel,” or “Voss” as Jane McCormack, a resident nurse and the trauma program manager at Stony Brook calls him, is that “a lot of people talk about working harder, but he does it. He’s an intense guy who is very passionate about what he does.”

Dr. Mark Talamini, the chair of the Department of Surgery and the chief of Surgical Services at Stony Brook Hospital who is also Vosswinkel’s supervisor, said Vosswinkel will come to the hospital to help a member of his team at any hour of the night.

“When his people need help, he’s there,” Talamini said.

Vosswinkel was recently promoted to chief consulting police surgeon by the Suffolk County Police Department.

Dr. Scott Coyne, the chief surgeon for the Suffolk County Police Department said he’s come to rely on Vosswinkel repeatedly over the years.

Coyne said Vosswinkel is frequently on the scene at the hospital, where he shares critical information about police officers and their families with Coyne.

“He’s a very valuable adjunct to our police department,” Coyne said. “If you are transferred because of the seriousness of your trauma or the location of your trauma and you end up at Stony Brook, you can be well assured that you’ll receive state-of-the-art care. Vosswinkel is one of the leaders in the delivery of that surgical care.”

The trauma surgeon is also involved in helping train members of the community with a system called B-Con, for bleeding control.

Amid the alarming increase in mass casualty events that have occurred throughout the country, the first provider of care is often a civilian.

“Even before the EMS gets there, civilians can take action,” McCormack said. Vosswinkel has been directly involved in helping civilians to recognize life-threatening hemorrhaging, how to place a tourniquet and how to pack wounds.

“He’s been the energizer bunny for that [effort] all throughout Suffolk County and on Long Island,” Talamini said. “It’s been an incredible effort.”

Talamini said he is impressed by the work Vosswinkel has also done at Brookhaven Memorial Hospital Medical Center to help prepare for its Level 3 certification.

“He has begun doing his magic at another significant Suffolk County hospital,” Talamini said. Talamini called his work on blood control at Brookhaven “superhuman.”

Talamini said he is impressed with his colleague’s ability to connect with people from various walks of life, which is an asset to the trauma surgeon.

“He’s that kind of person, which is why he’s been so successful with all these outreach events,” Talamini said. “His patients adore him.”

Working with the Setauket Fire Department, Stony Brook’s Trauma Center offers tai chi for arthritis and fall prevention, which uses the movements of tai chi to help seniors improve their balance and increase their confidence in performing everyday acts.

Discussions about Vosswinkel often include references to a conspicuous passion: the New York Jets.

Kaushansky called Vosswinkel the most die-hard Jets fan he has ever seen. His office is decorated with Jets paraphernalia, leaving it resembling a green shrine.

In December 2016, the Jets honored Vosswinkel for his lifesaving care of two Suffolk County police officers. He participated in the coin toss to kick off a Monday Night Football game.

Vosswinkel credited the trauma group for the favorable outcomes for the two officers.

“This is not about me,” he said at the time. “This is about Stony Brook. It is a true team that truly cares about patients.”

To be sure, the successful and effective doctor does have his challenging moments.

“He gets tired and cranky once in a while, like everyone else does,” McCormack said. “Most people in this building would be, like, ‘I want to be on his team. I know we’ll probably win with him.’”

A win for Vosswinkel and the Stony Brook trauma team is a win for the patient and for the community, which benefits from some of the best trauma care in the country, Talamini said.

“There’s nobody that’s more deserving and done so much and continues to do so much for the people of Suffolk County than Dr. Vosswinkel,” Coyne said

“We are now safer than we have ever been before in Suffolk County and that’s because of the hard work of the men and women of the Suffolk County Police Department,” Police Commissioner Tim Sini announced recently.

Sini reported on the final 2016 crime statistics at SCPD Headquarters Jan. 6, which showed the county ended the year with the lowest levels of crime ever recorded in the history of the department — with the exception of homicides.

Suffolk County Executive Steve Bellone (D) joined the commissioner in presenting the historic crime drop.

“Public safety is my top priority,” Bellone said. “I know I speak for everyone in Suffolk County when I say we are proud of the police, proud of the work they do every day for us, proud of the courage and bravery they demonstrate and proud that they’ve clearly made the county one of the safest places to live anywhere in our country. These statistics speak very clearly about the work they’ve been doing.”

According to Sini, who just wrapped up his first year as the youngest SCPD commissioner ever appointed, compared to crime stats in 2015, violent crime (rape, robbery and aggravated assault) decreased by 10.9 percent and property crime went down 5.2 percent, with an overall 5.7 percent reduction of total crime.
“We see the crime going down and enforcement going up and that’s, obviously, not an accident,” Sini said. “We are a problem-solving police department. When [we] came into office here, my leadership team and I made it clear we’re going to be focused on opiate addiction, firearms and gang violence, as well as traffic fatalities.”

Under Sini’s leadership, the SCPD launched several initiatives and utilized 21st century policing methodologies that gave way to precision policing, intelligence-led policing and community-based policing.
In tackling the opiate epidemic sweeping Suffolk the last few years, Sini re-engaged a partnership with federal law enforcement officers, including five detectives, to target high-level drug dealers active in the communities.

He also loaded up on staff in the department’s narcotics section to roll out a hotline (631-852-NARC) where residents can anonymously report drug dealings going in areas where they live and even get cash rewards for any tips that lead to arrests. So far, since launching the hotline, the department has received more than 1,300 tips from anonymous civilians.

In a previous interview with TBR News Media, Sini said the hotline has led to a 140 percent increase in the amount of search warrants issued by August; 400 drug dealers have been arrested; the police department has seized more than $1 million in drug money; and is on pace to confiscate more illegal firearms than ever before.

Additionally, SCPD has saved approximately 779 individuals using Narcan, the anti-opiate overdose antidote.
Narcotics search warrants alone have increased by 118.2 percent — 192 in 2016 compared to 88 in 2015.
Sini said there’s been an initiative in partnership with the Highway Patrol Unit to help reduce distracted driving, aggressive driving and speeding, educate the public about the dangers of distracted and impaired driving and reach out to municipalities in relation to improving conditions on the road.

This has also proved effective.

Suffolk has seen a decrease in motor vehicle crashes by 2.5 percent, motor vehicle crashes resulting in fatalities by 29.9 percent and pedestrian fatalities by 29.4 percent.

SCPD Chief Stuart Cameron said the reality of Suffolk today in regards to safety has long been dreamed about.

“Throughout my 33 years with SCPD, I’ve heard people wistfully referring to the olden days of yore where you could leave your doors unlocked and things were much safer … as statistics bear out, we’re living in those times right now,” the chief said. “Not that I’m encouraging anybody to leave their doors unlocked, but crime stats have truly never been better. And without the public, we wouldn’t have been able to achieve these results.”

While homicides have risen, with 34 recorded in 2016 compared to 25 in 2015, Sini said that number can be largely attributed to heavy MS13 gang activity in areas like Brentwood, for which aggressive strategies have been enforced by Sini to “decimate MS13 and these other gangs.”
“We collect intelligence of known gang members in the county, assign gang officers and gang enforcers to particular [communities], and we’ve seen a dramatic decline in crime and gang violence since the initiative,” he said.

Through Sini’s creation of what he calls the Firearms Suppression Team — a mix of officers and detectives who have worked to prevent gun-related violence — SCPD has had a 50.9 percent increase in illegal firearms seizures, 507 recovered in 2016 compared to 336 in 2015, as well as a 4.4 percent decrease in shooting incident and trigger pulls.

By taking away a criminal’s tool of the trade — firearms — the commissioner said “you can make a significant dent in violent crime.”

Despite the uptick in homicides, he said preventing them is a top priority.
“If you look at all the hamlets and overall crime reduction, we’re very proud of what we’ve accomplished but we’re not complacent,” Sini said. “One homicide is one too many and we’re going to keep doing what we have to do to ensure the safety of Suffolk County residents.”

Huntington Town joined communities across the nation on Tuesday, Aug. 2, to celebrate the 34th annual National Night Out, an event that promotes police-community partnerships to help make neighborhoods a safer place to live.

This is Huntington’s 14th consecutive year celebrating the event, starting in 2002.

Residents flocked to Manor Field Park in Huntington Station, where the Suffolk County Police Department, the Huntington Station Business Improvement District and corporate sponsors Target and 7-Eleven got together to show a sense of unity for the community.

This event is designed to heighten crime and drug prevention awareness and to generate support for participation in local anti-crime efforts.

Vice President of Huntington Station BID Dolores Thompson spoke on why this event is meaningful for the community.

“We have forged relationships among law enforcement, government and the community that keeps lines of communication open so when problems arise, we can work together on solutions,” she said at the event.

Suffolk County police ran a crime scene investigation clinic and had a demonstration of police dogs in action, demonstrated the department’s GPS tracker, let residents try a distracted driving simulator and explore a Humvee.

Police Explorer Tim Beck described what the National Night Out meant to him.

“[It’s] a nationwide law enforcement day which connects the community to the police department to teach both the police department and the community about everything that’s going on, inform the community on what the police are up to … and to let the community tell the police what they feel should be done,” Beck said.

There were multiple nonprofit groups at the event, each distributing brochures and information on how they are helping create a more comfortable community, including Long Island Cares, Huntington Public Library, Fidelis Care, Northwell Health and others.

Carolyn Macata was at the Northwell Health stand and said the medical group was trying to bring fun activities to kids that also helped them learn how to stay healthy.

“One of the things we’re focusing on today is healthy nutrition for the kids, plus we work with controlling asthma, so we have asthma-related coloring books specially geared toward young children, as to help identify their triggers, learn their medications and work with their doctors,” she said.

In light of the recent police shootings in Austin and Dallas this year — among other shootings throughout the country — Supervisor Frank Petrone (D) spoke on how this year’s National Night Out is an opportunity to heal the connection between police and civilians.

“This year — especially at a time when the relationship between police and the community is strained in some places elsewhere in the country — it is gratifying to know that here in Huntington, everybody is working together toward the common goals of reduced crime, increased security and better quality of life,” he said.

Last year, 38.5 million people from 15,728 communities in states, U.S. territories and military bases worldwide participated in this event.

Deputy Inspector Matthew McCormack spoke on what his takeaway was of National Night Out.

“It’s a get-together where you can come out and meet everybody and celebrate a night out against violence,” he said. “[National Night Out] puts a face on the police department, and a face on the community.”

The Legislature may not be behind them, but Suffolk County residents are still calling the red light camera program a money grab and a safety hazard.

People cried out in support of county Legislator Rob Trotta’s (R-Fort Salonga) bill to suspend the county’s program during a Public Safety Committee meeting on May 26, but the Suffolk legislative committee stopped it from coming to fruition. The vote was 5 to 3 against a motion to move the bill to the full county Legislature for voting after nearly 20 residents spoke up against the use of the cameras.

Stephen Ruth Jr., pleaded not guilty at his arraignment on June 3 to 17 counts of criminal mischief after allegedly tampering with 16 red light cameras at intersections along Route 25 in Coram. He also spoke at the Legislature meeting late last month.

“Red light cameras are a detriment to Suffolk County,” he said. “The risks and damages to the well-being of Suffolk County residents far outweigh the benefits. We all know now that red lights cameras are a systematic form of extortion and nothing more. … Traffic signals were manipulated for revenue and it was only made possible by Suffolk County’s reckless willingness to do anything for money.”

Residents cited statistics to try to back up their issues with the program, using a 42 percent increase in rear-end collisions in 2014 as evidence of the program’s shortcomings, and said nearly half of the locations where cameras were installed showed an increase in personal injury.

“You’re not here working for the middle class people, you’re actually hurting them,” Hector Gavilla said. “The program is not working at all. We were promised that these red light cameras would stop these incidents.”

But overall, crashes have decreased by 3.1 percent, while T-bone crashes have decreased by 21.6 percent. The data also reflects an overall decrease in crashes involved injury by 4.2 percent, based upon data from the New York State Department of Transportation’s most current data available as of December 2014.

Rachel Lugo, who has worked in highway safety for over 20 years, was the only person to speak in support of the cameras. She said that although crashes have increased, she believes it’s not because of the cameras, but as a result of more new drivers on the road, and “increasingly dangerous” issues like texting and being distracted while driving, drinking while driving and being under the influence of drugs.

“You can’t say that these crashes are increasing because of red light cameras,” she said. “What about stop signs? Let’s take them away also. Why won’t we just take away traffic lights? Red light cameras are not the problem. Teaching the motorists to change their behavior behind the wheel is where we need to start. If everyone stopped at the red lights we wouldn’t have to worry about what’s going on with fines and who is making money.”

There are statistics to back her up.

Paul Margiotta, executive director of Suffolk County’s Traffic and Parking Violations Agency, said that between 2012 and 2013, the county saw a 34,000 increase is licensed drivers, where prior to 2012 the average was trending down. He said citations for texting and driving and distracted driving doubled since 2011, which tends to cause rear-end crashes.

Legislature William “Doc” Spencer (D-Centerport) joined Leslie Kennedy (R-Nesconset) and Tom Cilmi (R-Bay Shore) in voting to pass the bill.

Spencer asked to put the program under a microscope.

“We have to do something,” he said. “It’s hard for me to discount the public outcry. There’s a lot of smoke here. I want to make sure I’m doing my oversight job to make sure I have looked at this with a very detailed eyed.”

County Legislator Kara Hahn (D-Setauket) agreed, although she stated that there was always an expectation that there would be an increase in rear-end crashes.

“Many things we deal with here are not black and white,” she said. “The policy decision was to institute an enforcement mechanism that will decrease the right-angle crashes which cause the more serious injuries and death, with the chance of and the expectation that there will be some uptick in rear-end crashes.”

She said she would like to see a report done on the intersections where there were a large number of rear-end crashes, to see if a majority of them were a result of the cameras, or other things like texting and driving.

According to William Hillman, Suffolk’s chief engineer, that investigation is ongoing. The county is in the process of reviewing crash data at the 42 intersections it controls. The state controls the other 58 intersections with cameras.

“These intersections where there’s been that high uptick, all-due haste is needed in reviewing what is going on so that we have a real answer,” Hahn said. “There’s a huge increase in crashes just in general because of distracted driving. This is happening more and more and red light cameras are not going to stop that. What red light cameras were designed to do was for the folks who were choosing to put their foot on the gas when the light turns yellow, to rethink that. They will actually stop at a red light, and that will save lives when people know that there could be consequences for running a red light. And that probably already has, because we’ve seen a decrease in T-bone crashes, which are more serious and life-threatening, and that is the purpose of the program.”

When it comes to Suffolk County’s red light camera program, Legislator Rob Trotta (R-Fort Salonga) said he’s seen enough.

Trotta took to the intersection of Indian Head Road and Jericho Turnpike in Commack on Monday to call on the county to pull the emergency brake on its red light camera initiative and reevaluate, citing an increase in traffic crashes with injuries at that location.

The legislator picked the Indian Head Road red light camera location because the county’s 2014 Red Light Safety Program report showed crashes with injuries had gone up more than 100 percent there, making it a prime spot to prove Trotta’s point. The annual report said the yearly average of reported crashes with injury went from 8.7 before the camera’s installation to 19.3 after. The camera at that intersection was installed in January 2014, giving the 2014 report 11 months of traffic data to work with while comparing it to traffic patterns recorded over three years between 2007 and 2009.

Back in October, Trotta joined with other Republican lawmakers from Suffolk County to solicit input from the public about the red light camera program. At the time, he said residents alerted him about an increase in rear-end crashes since people were stopping abruptly at yellow lights to avoid being ticketed. The 2014 annual report on the red light program proved that notion.

According to the report, rear-end crashes increased by 42 percent since the cameras were installed.

“Suffolk County Executive Steve Bellone has turned the residents of Smithtown into crash test dummies,” Trotta said on Monday. “This is just another example of [the Bellone administration’s] attempt to raise revenues through ‘taxation by citation.’”

However, the county’s Red Light Safety Program was enacted in 2009 — years before Bellone assumed the county executive position in 2012.

The annual report said the county collected $27.5 million in citation payments in 2014 and paid $9.5 million to the vendor to operate the program. The net proceeds were credited to the county’s general fund.

Backing up Trotta was Lawrence Zacarese, assistant chief of police and director of the Office of Emergency Management at Stony Brook University. In his remarks, speaking as a paramedic who has served Suffolk for decades, Zacarese said the Indian Head Road and Jericho Turnpike intersection was a dangerous spot in Commack and red light cameras only made it worse by forcing drivers to jam on their brakes at yellow lights in order to avoid tickets.

“People are confused,” he said. “The data shows that clearly.”

Paul Margiotta, executive director of the county’s Traffic and Parking Violations Agency, defended the county’s program while citing the report’s evidence of decreasing crash figures coupled with increasing trends of distracted drivers.

“The Suffolk County red light camera program has reduced crashes involving injuries at intersections with cameras and dramatically reduced right-angle crashes, which have the highest potential for serious injuries or even fatalities, by more than 20 percent,” he said. “Intersections with red light cameras on average are safer than intersections without cameras. Unfortunately, crashes throughout all of Suffolk County have increased, primarily because of distracted driving which has more than doubled since just 2012. It is clear that Suffolk County needs to do more, not less, to address traffic safety.”

At intersections where cameras were installed, overall crashes decreased by 3 percent, right-angle crashes went down by 21 percent and crashes involving injury decreased 4 percent, according to the county report.

Trotta’s pleas came on the same day repeat offender Stephen Ruth, of Centereach, was arrested for allegedly tampering with 19 of the cameras throughout the county.

Ruth was first cuffed in August for allegedly using a pole to reach several red light cameras in Ronkonkoma and turn their lenses away from the road and toward the sky. He was charged with criminal tampering and obstructing governmental administration.

Police said Ruth “cut wires and manipulated equipment” on 18 of those cameras between April 9 and 10. The 19th camera incident in question dates back to Jan. 18, police said, when Ruth allegedly cut down a camera pole at the intersection of County Road 83 and Old Town Road in Coram.

According to a police estimate, the incidents caused at least $25,000 of damage.

Ruth, 43, has been charged with two felony counts of second-degree criminal mischief. Hauppauge-based attorneys William J. Keahon and Craig Fleischer are representing him on those charges but are not commenting on the case, according to their law office.

Ruth’s arrest comes about a week after another man was arrested for allegedly tampering with red light cameras. Bryan Valentine, of St. James, has been charged with two counts of second-degree criminal tampering after police said the 26-year-old placed plastic bags over red light cameras at the signal in the Main Street and Landing Avenue intersection in Smithtown.

Attorney information for Valentine was not available.

In interviews Ruth — whom his supporters have dubbed the “Red Light Robin Hood” — has stood behind his actions. He has received praise from people who oppose the county’s red light camera program and say it is simply a money grab, as the county receives much revenue from the tickets generated.

Suffolk County Executive Steve Bellone and Suffolk County Police Commissioner Rodney K. Harrison have announced increased enforcement efforts to keep Suffolk County residents safe during Labor Day weekend.

The department will be utilizing Safe Driving Enforcement and Stop DWI grant funds to increase patrols, both on land and on the water, to target drivers operating a motor vehicle or vessel under the influence of drugs or alcohol. Officers will also be enforcing traffic laws through high-visibility patrols to help keep motorists safe and will target aggressive and distracted drivers.

Patrol officers will also perform directed patrols in areas of high foot-traffic, such as strip malls and shopping centers, to deter criminal activity and enhance public safety.

“We do not want a weekend of fun to turn into a tragic one,” said Suffolk County Executive Steve Bellone. “If you plan to drink during the upcoming holiday weekend, use common sense and plan a way home because if you get behind the wheel after you’ve been drinking, you will be caught and you will be held accountable.”

“The SCPD will be out in full force keeping our roadways and waterways safe during the busy holiday weekend. The department has a zero-tolerance policy when it comes to driving under the influence and will be utilizing sobriety checkpoints and increased patrols to hold individuals accountable. It is important for members of the community to play their part in keeping Suffolk’s roadways and waterways a safe place for all. I encourage everyone who is celebrating this weekend to do so responsibly by planning ahead to use public transportation, identifying a designated driver or utilizing a taxi-cab or one of the many ride sharing options that are available to all.” Suffolk County Police Commissioner Rodney K. Village officials have moved to curb reckless biking around Port Jeff by impounding bikes of people they find breaking the code.

At the Nov. 4 board meeting, Port Jefferson officials amended the village code to allow Suffolk County police and code enforcement officers to impound bicycles from reckless riders, including juveniles.

“As an era of common sense is not really operating anymore regarding bicycles, we have heard and seen kids running in front of cars, playing games where they’re hooking onto cars — incredibly dangerous activities out there,” village attorney Brian Egan said. “Vehicles are taking incredibly dangerous maneuvers to avoid these bikes.”

The code’s language forbids persons from trick riding, which usually comes in the form of wheelies, weaving back and forth in traffic or hanging onto automobiles driving on the road. It also forbids people from riding distracted, such as while using a phone or camera, though using a GoPro camera or similar devices while biking is permissible, according to the village attorney. 

Acting Chief of Code Enforcement Fred Leute Jr. could not be reached for comment.

Egan said at the Nov. 4 meeting that the law was being “narrowly tailored” to still allow bike riding in the village.

Bikes seized by either code enforcement or Suffolk police are kept in Port Jeff at the Department of Public Works building, with a record of impounding kept by the head of Code Enforcement. A parent or guardian can retrieve the impounded bike on behalf of a minor. 

Some residents at the meeting questioned if there were any issues with taking and impounding a minor’s bike, but Egan said it has worked for villages like Babylon.

“In practice, we see from other villages that these bikes never get retrieved,” he said. 

Mayor Margot Garant said after they reach a certain number of bikes that are not recovered after a time, they would hold an auction like they have done for kayaks left on village racks after the season is complete. She said the village would likely decrease the price of impounded bikes based on age.

“We have to review the impounding fee, because I think with the kayaks, we didn’t take into consideration an aging timeline, it was one set fee and here we were with all these kayaks,” she said.

In August of this year, the Village of Babylon passed a similar measure to curb the number of reckless bicyclists. That village fined riders over 16 years of age $250 when charged with violating the village code. 

The village has yet to set any fines from breaking this new section of the code or for retrieving the bike. Village officials said that decision would come at a future date after discussion, likely the next board meeting Nov. 18.
