One of the strategies being widely discussed as a means of revitalizing the Long Island economy is the creation of transit-oriented developments, especially in downtowns served by the Long Island Rail Road. These developments are much needed and would serve multiple purposes — increasing housing options, enhancing downtown areas and providing places to live and work with easy access to and from New York City. But they are not new to Long Island. Greenport on the North Fork was a transit-oriented development in the mid-19th century and thus underscores the potential that this long-standing tradition still offers Long Island, if we can focus on mobility.

Ironically, when the LIRR’s track to Greenport was laid in 1844, it was not to provide transit access to New York City but to connect New York with Boston, because the technology did not yet exist to bridge Connecticut’s rivers. Greenport was, and still is, the terminus for the LIRR Main Line —aka the Ronkonkoma Branch — but its fundamental role at the time was to provide a transit connection to Boston by ferry. It was a two-way street for people and for commerce.

In the mid-19th century the only way to travel by train from New York City to Boston was by taking the LIRR from Brooklyn to Greenport, transferring there to a ferry to cross the Long Island Sound to Connecticut and then resuming train travel to Boston. Greenport, therefore, evolved naturally as a transit-oriented development with a thriving downtown that was created during this period with housing as well as jobs, commerce and robust population growth. That’s still a central appeal for the concept today, and it’s especially timely.

New York City is both the financial capital of the world and a powerful magnet for youth and talent. That makes it all the more important that Long Island build upon its proximity to the city by expanding transit access to its dynamic economy and the jobs it offers to Long Island residents and, as importantly, the talent pool it offers to support Long Island businesses. It’s also important to recognize that young people are much less inclined to drive cars than previous generations.

But there are two keys to maximizing that access. First, we need to make it easier to live and work near LIRR stations. The good news there is that the Long Island Index and the Regional Plan Association determined in 2010 that a total of 8,300 acres are available for infill development within a half-mile of LIRR stations and downtowns. That means that transit-oriented developments can enhance downtown areas while reducing pressure for development on Long Island’s iconic and treasured rural landscape.

Second, we must enhance the LIRR infrastructure to make reverse commuting — from New York City to Long Island — more available. On the 9.8-mile stretch of the LIRR Main Line between Floral Park and Hicksville, we’re still using the same system of two tracks that were laid in 1844 when the Island population was 50,000. Today, 171 years later, we have the same two tracks and a population of 3 million. Six LIRR branches now converge on this bottleneck, turning it into a one-way street during the peak morning rush, making reverse commuting impossible.

At present, we cannot compete successfully with other suburban areas in the metropolitan region where reverse commuting by transit is readily available. The jobs and young people that we want are, therefore, going elsewhere. It defies common sense to think that Long Island can thrive in the 21st century with this critical defect in our transit system left in place.

The solution is to expand the current LIRR system of tracks to support Long Island’s economy, just as we did in 1844 when the track to Greenport was laid. Only now, we need to add a third track — or, as some call it, a Fast Track — to relieve the bottleneck between Floral Park and Hicksville. It is strangling the Long Island economy and, according to a recent report by the Long Island Index, building the Fast Track would relieve the problem and generate 14,000 new jobs, $5.6 billion in additional gross regional product, and $3 billion in additional personal income by 2035, 10 years after its completion.

The Long Island Rail Road remains an extraordinary resource, but it needs to be thought of again as a two-way street. We also need to think beyond the auto-dependent suburban model to a future where young people, who are the workforce of that future, have the option to live on Long Island or in the city and have easy transit access to jobs in either place.

Greenport knows the value of transit-oriented development arguably as well as any community on Long Island, because ferry, bus and rail facilities continue to power its reputation as a walkable village where people can live, shop, be entertained and get to work without driving. If Long Island now seizes on this time-honored track to success, the concept may well become fundamental to the revitalization of the region’s economy as well.

As a high school principal for the past 17 years, I am deeply troubled by the Alcohol and Tobacco Tax and Trade Bureau’s recent decision approving the labeling of a new form of powdered alcohol called Palcohol. This substance can be easily mixed with water or any other beverage, making it a camouflaged cocktail drink that is as easy to make as lemonade or iced tea. On so many levels, I find this decision by the manufacturer, Lipsmark LLC, to market this product a truly disturbing one.

Schools across the nation are engaged in an ongoing struggle to address the rampant alcohol and substance abuse issues that plague our communities. Each year, educational leaders and support staff must be able to identify in our students the physiological symptoms caused by the latest “designer” drugs; each year, it seems some new pharmaceutical grade substance becomes popularized in mainstream teenage culture, and before you know it, you have an epidemic on your hands. Just look at the impact that misuse of opiates has had on young adults over the past few years. I know of far too many school districts that have seen current students or graduates succumb to this or other narcotics. I weary of attending more gut-wrenching funerals for children lost to this plague. Now we have the addition of a powdered alcohol mix, which can be added to any bottled beverage while hundreds of students occupy a cafeteria. There is just no level of adult supervision that could prevent the creation of such a cocktail in school. Adolescents being risk-takers by nature, one can only imagine the out-of-school “drinking game” opportunities this new substance would create as well.

For the last three years, I have served on the Board of Directors of the Long Island Council on Alcoholism and Drug Dependence (LICADD). This organization provides outreach and counseling services to thousands of individuals and families facing addiction issues on Long Island and in New York City. LICADD also works with dozens of school districts to provide training, counseling and program assistance to overwhelmed support staff employees (counselors, social workers, psychologists) who are valiantly attempting to address alcohol and drug dependence issues in students as young as 12 years old. We are appalled that such a product has the potential for sale in New York State. Since Palcohol has already been approved by the Food and Drug Administration, it is now solely in the hands of individual states to legislate this new product and keep it off the shelves of the convenience stores that no doubt would be a prime location for its marketing and sales campaign.

If there has been one constant that I have observed in my 33 years in public education, it is that our schools have always functioned as a laboratory for observing the impact of all that ails us as a society. Financial struggles, broken families, mental illness, domestic abuse, overuse and abuse of prescription medications, teenage and adult alcohol/drug dependence, the rapidly increasing use and public acceptance of marijuana — we see it all.

To be candid, the weight of these issues dwarfs our ongoing public debate regarding Common Core education and the use of standardized testing for student and professional evaluations. I have shared with parents for years that nothing, not even getting into the best colleges, is as important as the safety and well being of our children. We cannot sit by and allow the emergence of yet another product, FDA-sanctioned or not, to add to the growing list of destructive substances that are afflicting our students and their families.

This is my fourth year serving as a trustee of the Comsewogue Board of Education. I love every minute of it, because I love my community and I take very seriously the responsibility entrusted to me. The thoughts expressed here are my own. I do not speak for the Comsewogue School District or the Board of Education. We have been warned that a trustee who speaks out could be removed by the state education commissioner. But our schools and our children depend on those of us who were elected to represent the best interests of our community. I cannot stay quiet for fear of retribution from the New York State Education Department anymore.

There has been tremendous criticism of Gov. Andrew Cuomo’s recent decision to withhold state aid and extort legislators into passing his education reforms. Our state legislators are stuck between agreeing to terrible reforms or refusing, leading to a late state budget and a potential loss of millions of dollars for schools.

Cuomo’s proposals include measures such as increasing the time to earn tenure from three to five years and evaluating teachers more heavily based upon their students’ state test scores.

The reforms Cuomo is pushing are disingenuous and dangerous; he works out of the privatization handbook and uses inflammatory statistics. He cannot think of another way to move forward in education except through obsessive testing. Cuomo and the Board of Regents use a one-size-fits-all answer that will never work for every community, while an entire generation of students is being sacrificed for testing data.

Each of Cuomo’s education policies reflect a desire to remove local control. He insists that NYSED investigate the teacher evaluations procedures of Long Island school districts, thinking the system is skewed. Those local evaluation plans were approved by the very same entity, NYSED. Here is what Cuomo cannot fathom: Teachers on Long Island were rated highly effective or effective because they are. If Long Island was a state, we would rank near the top in high school graduation rates, Intel Science Talent Search semifinalists and Siemens Competition semifinalists. Cuomo prefers to ignore these statistics because they do not fit his narrative.

There are several ways to stop the destruction of public schools:

Cuomo must separate his education reforms from his executive budget proposal. If he believes in these reforms, he should let them stand alone as legislation, allow a healthy debate and not circumvent the separation of powers established by our Constitution.

The Legislature should ensure that new Board of Regents appointees have public education experience — they establish state education policies, and interviews are now being held for four appointees.

Parents must educate themselves and make a decision regarding testing in grades three through eight. This will be the third year my children have refused to take the state exams. This is the strongest weapon we have in the fight to save public education. As the number of test refusals grows, the reforms dependent upon those numbers will falter. We will starve the testing machine.

It is time to work together to elevate public education without destroying things that are already working. I cannot sit by quietly anymore and wait for someone else to stand up. I have a sworn duty to represent the interests of my community, including speaking out against policies that endanger the well-being of our students and faculty.
