New York State Sen. Jim Gaughran (D-Northport) and the Senate Democratic majority passed a package of legislation that will expand veterans’ benefits and ease transition back to civilian life. These bills propose to provide veterans with a toll-free hotline on services and benefits, broaden property tax exemptions, make voting more accessible for military voters and implement additional employment benefits and academic credits. Passage of these bills comes in honor of the annual Fort Drum Day, which welcomes service members to the state Senate chamber. 

 “These bills affirm our commitment to providing military service members full resources and opportunities that they have earned,” Gaughran said. “It is our duty to support our active duty personnel during their time of service, and continue to support our veterans when they return home and transition back to civilian life.” 

The legislation advanced by the Senate Majority includes: 

● Active Duty Property Tax Exemptions: This bill, S.2930A, sponsored by the chair of the Committee on Veterans, Homeland Security and Military Affairs, Sen. John Brooks (D-Massapequa), will provide qualified active duty personnel a property tax exemption. 

● Expanding Licensed Veterans Employment: This bill, S.2113, sponsored by Sen. James Sanders Jr. (D-Jamaica), will permit veterans who are licensed to practice a profession in another jurisdiction to practice their profession in New York State while their application to practice their profession in New York State is being processed. 

● Veterans Help and Crisis Line: This bill, S.2283A, sponsored by Sen. Sanders, will provide a toll-free telephone number for use as a help and crisis line to assist veterans. 

● Increase of Real Property Tax Exemption for Dual Veteran Households: This bill, S.2570, introduced by Sen. Jamaal Bailey (D-Bronx), will increase the Alternative Veterans Real Property tax exemption when two qualifying veterans reside in the same household. 

● Veteran Academic Credit: This bill, S.2741A, sponsored by Sen. Joseph Addabbo (D-Howard Beach), will allow full-time undergraduate students enrolled at state-operated institutions to receive academic credit for their military service or training.       

● Expanding Veteran Credits on Civil Service Appointments: This bill, S.3647, sponsored by Sen. Andrew Gounardes (D-Bay Ridge), will amend Section 6 of Article 5 of the New York State constitution to eliminate the requirement that a veteran must have served in time of war, and allow for all individuals who have served in the armed forces to receive credits for civil service appointments and promotions.

● Military Voters in School District Elections: This bill, S.5184, sponsored by Sen. Shelley Mayer (D-Port Chester), will provide military voters the opportunity to vote in school district elections by allowing them to return their absentee ballot by postal mail.

Birds chirping, kids playing, barbecues firing up are just the typical sounds of summer in suburbia. 

Though with summer season close by, many residents living along the North Shore will once again have to contend with increased helicopter traffic and noise due to a known helicopter route that flies directly over the heads of many residential communities.

Despite the FAA Reauthorization Act of 2018 signed into law by President Donald Trump six months ago, which would require the Federal Aviation Administration to reassess the North Shore Helicopter Route, many residents and elected officials feel that the FAA hasn’t taken enough action on the issue and argue that the public workshops held in November 2018 on Long Island were inadequate. 

U.S. Rep. Lee Zeldin (R-Shirley) sent a letter to the acting regional director of the FAA, Maria Stanco, on May 10 stating the agency should take immediate action to address the aircraft noise on the North Fork. This is Zeldin’s second letter to the FAA calling for them to comply with the legislation’s requirement to hold real public hearings in the communities impacted by the North Shore route. 

“The ‘workshops’ held on Long Island last year did not meet the clear mandates of the law and insulted my constituents,” Zeldin stated in the letter. “The use of the questionable, insufficient format not only silenced the voices of the public but was perceived as a clear attempt by the FAA to diminish the serious impact of the NSR and the negative quality of life impacts that resulted to the North Fork.” 

In preparation of the workshops held in November, the FAA accepted public comments from residents, where 337 people responded. 

John Cullen of Riverhead left a comment in February asking what the FAA thinks of the 336 comments and will there ever be a public hearing held by them.  

“Not a single aircraft lands on the North Shore, yet the commercial helicopters need to fly over 18 miles above homes which includes northeast Queens and northwest Nassau County,” he said.

Tim Sinclair said the current practice of helicopter traffic across the Southold area is terrible. 

“An all-water route that avoids crossing Southold and the bay that separates the North and South Forks is needed,” he said in a comment online. “Helicopter traffic is constant and especially noted on Fridays en route to the South Shore and then again on Sunday leaving the South Shore headed north. In between there is constant traffic and low-flying helicopters as well as private jets.”

Sinclair has complained many times about the helicopters but said the FAA requires tail number identification “which is nearly impossible for most civilians to observe and record,” he said in a comment. “Moreover, aircraft comes through at low altitudes below 500 feet creating a terrible noise upsetting people, animal and wildlife in the area. This disregard for quality of life and the peaceful enjoyment of the residents of Southold is a crime. An alternate all-water route is needed for both peace and quiet as well as public safety.” 

The North Shore Helicopter Route was created in 2012 and originally had a two-year duration set to end in August 2014. It was again extended for another two years, and in the summer of 2016,  it was extended for four years. Zeldin said the FAA used questionable “emergency authority” to extend the timeline of the route. The latest extension is set to expire on August 6, 2020. 

Zeldin’s office said the congressman has requested other U.S. representatives assist in addressing the issue. He has maintained the FAA needs to consider an all-water route over the Atlantic Ocean, and has not yet received a response from the federal agency.

Jim Peters, FAA spokesperson, said in a statement that they will review Zeldin’s letter, which they received on May 14, and then respond to him directly. 

Earlier this month, the FAA extended the use of alternative noise relief routes that shifted traffic away from neighborhoods in northeast Queens. Zeldin said this is great news for suffering residents in those areas but a slap in the face to the North Fork, which has sought similar relief for years. 

“Actions by your agency to provide relief to select communities impacted by the deeply flawed North Shore Route while ignoring the pleas of others is unfair and inequitable,” the congressman said in his letter. “The residents of the North Fork do not live near any helipads or airports and receive only the negative impact of noise and none of the economic benefits associated with the air traffic that greatly increases over their homes during the summer high season. If the FAA is willing and able to provide noise relief to New York City communities suffering from the NSR through regulatory action, it must swiftly and immediately take the same action for North Fork residents.”

Similarly, on Long Island, there are plans for a new luxury helicopter shuttle to the Hamptons where residents on the East End have also been trying to reduce helicopter noise in the area. 

Wheels Up, a membership-based private aviation company, announced earlier this month that the summer shuttles will run from mid-June through August.

The Mad Dogs girls lacrosse team got off to a sluggish start against the visiting Bay Shore Marauders falling behind by three early in the quarterfinal round of the Class A playoffs May 20. But Middle Country, the No. 1 seed, got down to business, scoring six unanswered goals to tie the game at 7 to close out the opening half. The Mad Dogs let their sticks do the talking in the second half, scoring seven more goals than their opponent to win the game, 16-9.

Senior midfielder Sophie Alois found the back of the net four times along with an assist. Seniors Jennifer Barry and Sydney Juvelier both had three goals each. Eighth-grader Kate Timarky topped the chart with three goals and three assists. Senior Sydney Corley scored as did sophomores Alexa Cordingley and Alyssa Oddo. Senior goalie Elizabeth Pomaro had four saves on the day.

In victory, Middle Country, 14-2 in the league, advances to the semifinal round where they’ll host Riverhead May 23. Game time is 4 p.m.

Suffolk County Police arrested a Centereach man May 22 following a narcotics investigation. Police said the man was trying to sell drugs at a playground with his daughter beside him.

During the course of the investigation, detectives apprehended Chaleek Williams for possession and intent to sell crack cocaine on the playground at the Oxhead Road Elementary School, located at 144 Oxhead Road, allegedly with his two-year-old daughter present. Williams was also allegedly in possession of a quantity of MDMA. As he was being placed under arrest, police said Williams became combative and had to be restrained by officers.

Williams, 25, of Centereach, was charged with multiple counts of possessing a controlled substance with intent to sell, as well as dndangering the welfare of a child and resisting arrest.

Williams was overnight at the 3rd Precinct and is scheduled to be arraigned at First District Court in Central Islip May 23.

The child was released into the custody of family.

Legislators are asking high school athletic coaches to help combat substance abuse in Suffolk County and are looking to give them the training needed to do so.

On May 21, at a press conference held at Ward Melville High School in East Setauket, Suffolk County Executive Steve Bellone (D) and Legislator Kara Hahn (D-Setauket) announced a partnership with the nonprofit Long Island Council on Alcoholism and Drug Dependence. Bellone said a new, county-funded program will provide athletic coaches and trainers in middle and high schools with a 75-minute training course designed to combat substance abuse among student-athletes. Ward Melville coaches have already been through the awareness training that now will be offered to all county secondary schools.

“This program will help save lives,” Bellone said. “I have no doubt about that.”

Krista Bertschi, who lost her son Anthony Mazzella to drug addiction, attended the press conference, holding a photo of her son, to show support for the training.

Mazzella passed away Jan. 22, 2017, from an overdose of heroin and fentanyl. Bertschi said her son was a boxer who was clean for two years when he dislocated his shoulder before Thanksgiving of 2016. While he refused pain medication at first, as the pain lingered, he decided to take them.

The program, developed with LICADD and Stony Brook University, will look to provide coaches with the knowledge of the warning signs of drug and alcohol abuse in student-athletes and how to engage and intervene with team members suspected of abusing addictive substances. Bellone said a coach’s knowledge of an injury may be especially critical in that they may be able to link subtle changes in a player’s behavior to the treatment they are receiving as many times opioids are prescribed for pain.

Hahn had piloted the program with several local school districts, working alongside LICADD and SBU to develop the training. The county will be providing $100,000 to LICADD to aid in developing the program.

Hahn, a graduate of Ward Melville High School, said she was pleased to launch the program at her alma mater. As a former student-athlete and the mother of a recent Ward Melville cheerleader and current Three Village athlete, Hahn said she recognizes how influential a coach’s role can be in a student’s life both on and off the field. She added that the training course was customized to address the various scenarios coaches may encounter, from an injured teenager being prescribed opioids to a marijuana bag falling out of a backpack to team members talking about a big party coming up.

Hahn said social workers are still needed when a problem is identified but coaches can be the first line of defense.

“They can play an important role in the fight against student drug abuse, and through this training, we have invited them to be among the traditional stakeholders working to save lives,” she said.

Steve Chassman, executive director of LICADD, said the seeds of drug disorders usually start in high school, and he thanked the legislators and coaches for their help in solving what he called a public health crisis.

“We are encouraging the coaches to create a culture where people can work together and come forward not just from a disciplinary standpoint but from a public health standpoint,” he said.

Peter Melore, executive director of health, physical education, recreation and athletics for the Three Village Central School District, said during training the district coaches had numerous questions, including how to approach a student, and what to say if they were approached first.

“It’s been a privilege and an honor to be the first to do this,” he said. “I would be remiss if I did not thank our coaches for their engagement in the workshops.”

Bertschi said she believes the program will foster essential communication between coaches and parents if an issue is identified. She will continue to support awareness and prevention programs such as the coach training course, she said, “In memory of my beautiful son and all of the other angels gone too soon to this horrific disease so that no other parent has to walk in the ugly shoes that I walk in every day.”

Centereach High School

Middle Country Central School District residents passed the district’s $257,435,446 budget, 1,513 to 545.

The 2019-20 budget stays under the tax levy and is a more than $7 million increase from last year’s budget.

The tax levy increase is 2.47 percent, and according to the board, there will be no reduction of programs or services and includes a multiyear contract for transportation.

Part of the proposed budget includes $189,419,536 for salaries and benefits, $19,514,657 for BOCES, $18,377,310 for debt service and $24,446,737 for contractual items, tuition and transfers.

In an uncontested board of education trustee election, Robert Feeney, Kristopher Oliva and Dawn Sharrock won their seats back, with 1,501, 1,424 and 1,463 votes, respectively.

Superintendent of Schools Roberta Gerold commented on the results in an email.

“Thank you to the entire Middle Country community for supporting the district’s 2019-2020 budget and the ever-expanding opportunities we are able to offer our students,” Gerold said. “The district’s board, central administration, teachers and staff members will continue to provide students with an educational experience — based on the principle of empowering the problem solvers of tomorrow — from the moment they enter pre-K to the day of their high school graduation.

“This is all made possible by the community’s continued support and years of thoughtful financial planning and sound decision making — allowing for a budget that was below the district’s tax levy cap while still offering our expansive programs and services. The district looks forward to many more years of playing a role in helping your children reach their goals and preparing them for a promising future,” she added.

It’s official — the boating season starts on Memorial Day, May 27. Here’s some tips for you before taking your vessel crashing over
the waves.

You get the family in the car and go to the marina, but being a responsible boater, first of all you check the weather forecast and make sure that you won’t face any surprises out on the water. You get to the boat and go through the required check-off items: the fuel level, check oil, Nav-lights in order, see that the personal flotation devices are in the right place — at least one per person and easily accessible in an emergency, set up the anchor for easy deployment, flares and other emergency items in order and handheld VHF radio charged and readily available. You will have an up-to-date first aid kit on board. Of course, this is not an exhaustive list.

Assuming you are a responsible boater, the final thing to do before you cast off is to inform the passengers and crew as to where the emergency items are and where and how to don the PFDs. And if you are a diligent boater, you file a float plan with friends, so that in the eventuality you aren’t where you’re supposed to be in the coming days, they can inform the Coast Guard of a potential problem.

All of the above seems like a lot of hard work to go out for a day trip to the local anchorage, but with some experience and perhaps some nasty events you will tend to do these things automatically. Better yet, have an actual check-off list so you forget nothing. Then you’ll have a fine day to go boating.

Added to the above list should be what the Coast Guard teaches — rather preaches — to its boat crews and to the Coast Guard Auxiliary as well:

Situational awareness, that is, what’s going on around you. In the parlance of the local guru, it’s called mindfulness, or the state of knowing the environment in which your boat plows. These include water state, weather — both now and what’s coming — wind, other boats and buoys, and all the impediments that exist on local waters. It’s important to have a designated lookout in case someone falls overboard. 

Above all, know the rules of the road, or the elements that dictate, mainly through common sense, what to do when boats approach one another. This covers a myriad of circumstances in which both professionals and amateurs alike find themselves. These regulations, also known as COLREGS, are devised to avoid collisions at sea. The main elements should be learned either by way of courses given by various authorities, such as the U.S. Coast Guard Auxiliary, or through a variety of books and videos. The Port Jefferson auxiliary gives a Safe Boating Course as well as a course entitled Suddenly in Command, conveying essential know-how when the second-in-command must take over the running of the boat.

You will, of course, have a nautical chart available for the waters in which you wish to sail. The chart, unlike a land road map, gives you broad swaths of safe passages and also tells you which regions to avoid due to shallow depths, rocks and a wide range of impediments. One can navigate using charts — themselves marvels of information collected over years of careful observations by mainly government vessels — your key to safety and enjoyment on the water, whether you’re out for a day or on a longer passage. 

If you’re a power boater or a sailor with an accessory motor, you should know something about the innards of the beast. Have you enough fuel for your planned voyage (boats frequently have notoriously inaccurate fuel gauges). Will you check the oil dip-stick, or do you assume that the marina personnel does that for you? Note they won’t unless you ask them to. Are all your oil, water, fuel and water filters clean and can you change-out a clogged filter? Water cooling sea cocks open? Can you troubleshoot easy problems and do you have the essential tools for such work? Most aspects of inboard and outboard motors can be handled by a layman with a little study. A quick course on troubleshooting your power plant by the marina mechanic can really payoff. Don’t forget that emergency “road side” help from Sea Tow or Boat US can save the day.

Paddle craft safety is of growing concern to the Coast Guard, with over 20 million Americans enjoying the sport. According to industry figures, some 100,000 canoes, 350,000 kayaks and an increasingly large number of stand-up paddlers are sold annually. A tragic consequence of these large numbers is that as of 2015, 29 percent of boating deaths were related to paddle craft. In response, the USCG has generated a Paddle Craft Vessel Safety Check, which is administered free by a USCG-approved vessel examiner, such as Coast Guard auxiliary personnel. Paddle crafters should wear PFDs and have a sound producing device, such as a whistle.

Suffolk County District Attorney Tim Sini (D) and Homeland Security Investigations of New York announced May 14 the indictment of three 18th Street gang members for allegedly conspiring to murder two individuals they believed were MS-13 gang members.

 “This is one of many cases where my office and Homeland Security worked together to not only bring bad actors to justice, but to actually prevent violence,” Sini said. “We are no longer responding or waiting for tragedy to strike; we are taking a proactive approach, and due to excellent law enforcement work, we are preventing murders.”

 Wilber Campos Chicas, know as “Troya,” 25, of Port Jefferson Station; Guillermo Linares Alvarez, known as “Extrano,” 19, of Huntington Station; and Isidro Aguirre Canelas, known as “Chino,” 26, of Centereach, are each charged with one count of conspiracy in the second degree, a felony.

 Chicas and Canelas have been identified by law enforcement as members of the Tiny Locos clique of the 18th Street gang, which is based in Port Jefferson Station; and Linares Alvarez has been identified as a member of the Shatto Park Locos clique, located in Huntington Station.

 An investigation by the district attorney’s office and Homeland Security that began in March revealed intelligence that Chicas, Alvarez and Canelas allegedly conspired to murder two victims who they believed were members of MS-13, which is 18th Street’s rival gang.

Between March 15 and April 24, the defendants allegedly took several steps in furtherance of the murder conspiracy, including sharing photos and descriptions of the two targets and their whereabouts. The defendants were allegedly going to use two machetes, which were owned by Alvarez, to murder the two victims. They also allegedly discussed obtaining a car to use while carrying out their attacks.

The three defendants, all of whom entered the United States illegally, were apprehended by Homeland Security agents in April.

“Working quickly, agents were able to take all three defendants into custody before they were able to execute their plan,” Sini said. “But for the dedication and professionalism of Homeland Security, these murders likely would have occurred.”

 “Homeland Security and Suffolk County will not stand for violence at the hand of any gang member,” said Gerald Handley, assistant special agent in charge of Homeland Security New York. “Whether the intended victim is innocent or a known member of a gang, we pay the same attention to the details and remain as proactive as possible to stay in front of the violence. We will stand united with our law enforcement partners and continue to arrest and seek prosecution of gang members.”

 The three defendants were arraigned on the indictment on March 13 by Suffolk County Acting County Court Judge Karen M. Wilutis and were remanded without bail.

 If convicted of the top count, the defendants each face a maximum sentence of eight to 25 years in prison. Chicas, Alvarez and Canelas are due back in court respectively on May 29, 30 and 31. 

 “Today is the latest example of Suffolk County law enforcement using the conspiracy statutes under New York State law to prevent violence,” Sini said. “We are collecting intelligence, analyzing that intelligence and disseminating it in a way that is allowing us to prevent violence and hold dangerous gang members accountable. None of this would be possible without the partnership between my office and Homeland Security as well as other law enforcement agencies.”

The Ward Melville girls lacrosse team kept pace with Middle Country for the first 25 minutes of play, but the Mad Dogs went on a scoring tear outscoring the Patriots 10 goals to 4, to put the game away, 16-9, in a Division I matchup May 10.

Jennifer Barry and Sophie Alois topped the scoring chart for the Mad Dogs with Barry’s two goals and four assists along with Alois’ assist and five goals. 

With the win, Middle Country wins the division with a record of 13-1, 14-2 overall. The Patriot loss is only their second of the season. They finished third with a 12-2 record one game behind Northport.

Both teams earned a bye in the opening round of the playoffs and are back in action May 20 where Middle Country will host the winner of the May 17 Sachem East vs. Bay Shore game, and the Patriots will be at home to take on either Sachem North or Smithtown West. Game times have yet to be determined.
