With a June 23 date for the New York State primary fast approaching, TBR News Media hosted an online debate to hear directly from those Democrats running for the District 1 State Senate seat. 

The position has been held for the past 40 years by Sen. Ken LaValle (R-Port Jefferson). At the beginning of the year, LaValle announced this year would be his last in the Senate.

Yet even before the venerable senator made his announcement, Democratic contenders were lining up for the seat. By late January, five Dems were in the race. Meanwhile, the Republicans have already settled on their front-runner, state Assemblyman Anthony Palumbo (R-New Suffolk). 

Candidates 19-year-old activist Skyler Johnson, Southampton Town Councilman Tommy John Schiavoni, founder of Parents for Megan’s Law Laura Ahearn and Brookhaven Town Councilwoman Valerie Cartright (D-Port Jefferson Station) all responded to TBR’s requests for a debate. Nora Higgins, a Ridge resident and the regional coordinator of the Public Employees Federation, did not respond to multiple requests for her availability in the debate.

With the number of cases of COVID-19 in New York dropping, and with the reopening process happening, how would you like to see Long Island continue to reopen, while still putting in safeguards to prevent a resurgence?

Many candidates called the fact the state allowed big-box stores to stay open was unfair while small businesses were forced to close and lose out on several months of business. 

Cartright said she and her fellow members of the town board have decried the state’s unequal practices of forcing small businesses to remain closed for months while stores like Walmart or Target stayed open. She touted the town’s small business reopening task force made up of local business leaders to look at this issue.

“As we move forward [in reopening], we find gaps, we find things that are not necessarily equitable,” Cartright said. “We have been on calls for the past four months each day talking about how we can best service our constituency — we cannot stop that process now.”

Johnson said the virus spread because of people not being able to call in sick for work or leave their jobs, especially if they might lose health insurance. He called for the passage of the New York Health Act, which would allow universal health coverage for residents.

“We need more places where business owners can reach out to, to keep themselves, their employees and their customers safe,” he said.

Ahearn said the state needs to ensure it’s not limiting small businesses, and called for further tax incentives beyond the federal stimulus money given to small shops to ensure they can continue. 

“Small businesses are really struggling out there,” Ahearn said. “If Walmart is open, and people are buying tchotchke, why couldn’t they go to local stores and buy that tchotchke?”

Schiavoni, a former teacher for almost 30 years, also said New York needs to “unify” the health care systems, including hospitals and walk-in clinics, and said New York State will need to lobby the federal government for additional financial relief for local municipalities. With 34 school districts in Senate District 1, many could very well lose close to 20 percent of state aid, which means cuts that could be “absolutely staggering.”

“Which means we’re cutting jobs when we really shouldn’t,” he said.

With the ongoing protests, and with bills recently passed in the state Legislature with most already signed by the governor, what is your opinion of protester calls for reform, and what more should state and local governments do to bridge the divide of race relations on Long Island?

Johnson said he helped organize two separate protests, one in Port Jefferson Station and another in Stony Brook, which he said he was “very proud of.” 

He called for more police reform than the bills passed in the Legislature. As a proponent of what is called “defunding the police,” he said it is more about taking money given to departments and investing it into communities. He also called for demilitarizing departments, citing Los Angeles police just recently having been forced to get rid of their grenade launchers.

“We need to be passing reforms on every level to reform police departments,” Johnson said. “We need to pass reforms that combat if a black and a white man are arrested, the black man will likely receive a harsher sentence.”

Schiavoni said that Suffolk has “great police officers who need to be lauded,” and those people need to be leaders to get rid of racist elements in the ranks.

“Those officers that shouldn’t be in the ranks, let’s face it, they kill people,” Schiavoni said. 

He said the state needs to alter the way police are trained and led, and also enfranchise the people of the community to help police their own communities. 

Cartright said the killing of George Floyd was just the inciting incident that “helped open the eyes of people to what’s been happening to black and brown people for centuries.”

When looking at the bills that passed the state Legislature, she cited that many of the bills had been on the docket for years “with no traction.” Before she became a councilwoman, she had been working as one of those looking to “push the needle” toward reform.

Cartright added that it’s on the state and people to make sure local governments are not circumventing this newly passed legislation, and that this is “just the beginning.”

Ahearn said as the person who runs Suffolk’s Crime Victims Center, she deals with local police on a day-to-day basis and sees the “overwhelming majority of our law enforcement officers are great cops,” including public safety and police, but the state “needs to weed out the bad ones, because they are literally killing people in our community.” 

She said she supports the ongoing protests that will eventually lead to the end of structural racism not only in police but in health care, housing and much more.

She said the terminology of “defunding” police is wrong, but the state should restructure to allow for de-escalation training and community outreach.

Many young graduates may be looking at a job market similar to those graduating in 2008. What have we learned since then, and how do we make Long Island more affordable to help both young and old consider staying?

Ahearn said she is a strong proponent of transit-based housing, especially citing the county’s work on the Ronkonkoma Hub project, adding that a general need to make investments in infrastructure to help generate funds as both local governments and states have been severely impacted by the pandemic.

“Our young people, our millennials just can’t afford to live here because they don’t have the good, high-paying jobs that are going to give them the income they need,” Ahearn said. 

Cartright said it will take the revitalization of communities to create “additional options for housing.” She said it’s difficult to convince people to step past the initial NIMBYism thought to consider affordable housing options in their communities. She cited her work with the Port Jefferson Station/Terryville hub study for an example of looking at transit-based development, and how it will require sewers before revitalization occurs.

The state, she said, should shift the system that allows young people to buy homes, especially since student loan debt is taken into account when applying for a mortgage, and add more incentives to incorporate affordable components in new developments.

Schiavoni cited his work with Southampton Town creating affordable housing complexes. He said it will require new rezoning laws to allow for mixed-use structures. 

He also mentioned the five East End towns’ Community Preservation Fund, which creates a transfer of some money sales of new homes over $400,000 toward a pool of affordable housing funds.

“These are the kind of innovative ideas we need to employ to keep our people here,” he said. 

Johnson said that, as someone who just recently graduated from Suffolk County Community College, very few young people who when they graduate say they will buy a house and remain on Long Island, but instead say they will leave. 

“I’ve spoken to people in the district who have not only been here for years, but families have been for years, who are saying they need to leave Long Island as soon as possible,” he said.

He said his plan includes taking vacant or derelict homes that go through the demolition process in towns and instead remake and use them to house people. He said he would create a lottery system for these homes, where those would be responsible for certain costs based on their income.

Sen. LaValle has been a proponent of the electrification of the Long Island Rail Road. Where do you stand on electrification and how would you go forward with a plan for a study?

On June 8, the New York State Senate voted to clear several police reform bills in the wake of Minneapolis man George Floyd, who was killed in police custody, and the massive wave of protests that have swept across New York, the city and Long Island. 

The bills ranged from a repeal of 50-a, a civil rights law that protected the personnel records of cops, firefighters and correction officers from public scrutiny, to banning the police’ use of chokeholds to restrain alleged perps.

Some bills received universal bipartisan support, while others were divided on party lines. Some votes stick out. All Long Island senators voted yes to bills that police must report the discharge of a service weapon immediately, and all voted yes to banning the use of chokeholds by police. Still, Republicans came together against a special office for investigating incidents of death of people when in police custody and against 50-a.

Sen. John Flanagan (R-Northport),, the senate minority leader, said in a statement that while there is no excuse for police brutality, the repeal of 50-a “denies due process for our law enforcement officers whose records already were available under a court’s discretion,” and provides “false accusations” made against officers.

It is not a reason to vilify and punish every man and woman in law enforcement who serves to protect and serve our communities in New York, nor should it be a reason to sow division,” he said in a statement.

Gaughran, a Democrat, voted yes to all reform bills.

Our nation is at a pivotal moment in its history and people on Long Island have taken to the streets to peacefully demand change,” Gaughran said in a statement. “This package of justice reform legislation is important to ensuring trust between the brave men and women of law enforcement and the communities they work tirelessly to keep safe.”

State Sen. Ken LaValle was one of only two senators to vote no on a bill that confirms the police are required to see to the medical or mental health needs of a person in custody.

LaValle’s office did not return requests for comment about his votes.

Gov. Andrew Cuomo (D) has signed off on a majority of the bills so far, and has also signed an executive order mandating police all over the state come up with plans to overhaul their departments or face loss of state funding.

  • Senate Bill S.8496: repealing Civil Rights Law 50-a, which helped shield the records of law enforcement. With the repeal, citizens and groups can make Freedom of Information Law requests for those records, which will not reveal the private information of individuals.

Governor Andrew Cuomo (D) signed an executive order earlier today that will allow the state’s enforcement efforts to increase for businesses that aren’t following social distancing guidelines.

The state liquor authority can immediately suspend a business’s liquor license for violating rules. Bars and restaurants are not only responsible for ensuring these social distancing requirements inside their establishments, but are also required to enforce the area immediately outside their location, which includes the sidewalk and any expansion of their business into the street.

“Some of what we saw were people mingling and not seated,” County Executive Steve Bellone (D) said on his daily conference call with reporters. The county sent notifications from the Department of Health reminding the businesses of the guidance.

“We don’t want to be overly aggressive with businesses struggling to get back on their feet,” Bellone said, although he suggested that “egregious violations” have an appropriate mechanism in place to allow authorities to respond immediately.

Viral Numbers

The data from the county regarding the spread of the virus continues to be positive as Suffolk entered the second week of its Phase Two reopening.

An additional 40 people tested positive for the virus, bringing the total who have tested positive since the pandemic reached Long Island to 40,810. The rate of positive tests was 0.7 percent, which is well below the positive testing rate during the worst of the pandemic, which was above 30 percent.

Hospitalizations continue to hover around the same level, climbing one day and then falling the next. In the 24 hours ending June 16, the number of people hospitalized with COVID-19 was 125, which is a decline of four. That follows an increase from the day before of eight.

The number of people in the Intensive Care Unit with the virus remained the same, at 35.

An additional 15 people were discharged from the hospital in the last day.

The number of people who died from complications related to COVID-19 was three. Coronavirus has taken the lives of 1,961 residents of Suffolk County.

Hospital bed occupancy was at 66 percent, while the percent of ICU beds was at 62.

Earlier this week, the governor announced that hospital patients could receive visitors.

Stony Brook University Hospital received the updated guidelines to expand visitation with protocols for specific safety measures, health screenings and time limited visits, according to a Stony Brook Medicine official.

“We are currently reviewing these guidelines so that we can establish a safe process of visitation for our patients and their families while continuing to maintain a safe environment,” the SB official explained in an email. “We know visitors and loved ones play an essential role in the healing and recovery process of our patients and we look forward to welcoming them once again.”

The official didn’t indicate when the hospital might begin allowing visitors.

Summer Movies

At this point, the kick off to the summer film series at Smith Point County Park on Saturday, June 20 has sold out for the free showing of “Jaws” at 8:30 p.m. The date of the showing marks the 45th anniversary of the release of the film in which Richard Dreyfuss, playing Matt Hooper, proclaimed, “We’re gonna need a bigger boat,” when the shark attacked.

If those who have booked tickets do not arrive by 8:10 p.m., other residents can take their place, Bellone said.

The next movie in the summer film series is “Goonies,” which will be on June 24. Residents who would like to see the film can go to the web site suffolkcountyny.gov/driveinmovies to book their free tickets.

Other films on tap during the series include “Raiders of the Lost Ark,” “Elf”, and Harry Potter, although Bellone didn’t specify which of the eight films will be featured.

Plans for an affordable apartment complex planned in upper Port Jefferson continue to make progress with a public hearing set for July 9. If all goes well, the next step would be site plan approval. 

The apartment complex now being called Port Jefferson Crossing would be located directly adjacent to the Long Island Rail Road train station and would take over the property of a now-decrepit cafe.

During a Port Jefferson Village Planning Board work session on June 11, developers provided new details on the project. 

Joanna Cuevas, senior project director for Conifer Realty, said the apartment complex will be a part of upper Port Jefferson’s ongoing revitalization efforts. 

“We want to provide high quality affordable workforce housing,” she said. 

Current plans cite the three-story complex will have 45 units in total, 37 one-bedroom apartments and eight two-bedroom apartments. The complex will also offer over 3,100 square feet of retail space.

“The units are targeted at households earning between 30 percent and 95 percent area median income for Suffolk County, with an average income of $37,000 up to $111,000 for a family of four,” Cuevas said. 

Building amenities will include a covered parking garage, a community room, laundry facilities and a gym. 

The project will facilitate the creation of Station Street, a one-way road that provides entry to the adjacent parking lots just north of the train station parking lot and just before the initial footprint for the proposed development. 

Mark Owen, civil engineer for R&W Engineers in Hauppauge, said the road will also have an access driveway to the east of the building, where there will be a door for the complex’s underground parking. 

Cars will be entering Station Street from the west, then going into the Long Island Rail Road parking lot at the curb cut in and then exiting out onto Oakland Avenue. Developers said they want to get as many cars off Main Street and on their way. 

Members of the Planning Board expressed concern with the amount of cars that could be on Station Street. 

“[Route] 112 gets really backed up down to North Country Road and it seems like it will be a shortcut for the majority of the people who want to go east,” said board member Tom Vulpis. 

Alison LaPointe, special village attorney for Building & Planning Department, said they actually want people to use the new 20-foot-wide street. 

“That’s the village’s hope: As part of our comprehensive plan update, we are very excited that Station Street is going in because the goal is to get as many people off that very busy roadway and away from Sheep Pasture Road as quickly as possible,” she said. “Also [it will get] the Suffolk County bus routes off of that stop right by the tracks — it leads to a significant amount of backup into Port Jefferson Station.” 

A public hearing is set for July 9 during a 5 p.m. Planning Board meeting, which will likely be held remotely online and can be watched live via the village’s YouTube page.

In light of the George Floyd killing in Minneapolis and the subsequent protests locally and nationwide, Brookhaven Town Councilwoman Valerie Cartright (D-Port Jefferson Station) hosted a virtual forum June 11 to discuss race and policing on Long Island. Speakers included civil rights activists, law enforcement reform experts, NAACP and New York Civil Liberties Union leaders, also local attorneys. 

Exploring the Blue Line: A Real Discussion on the Reality of Race, a more than two-hour discussion touched on a number of topics including needed policy changes, police reform on Long Island and what must continue to be done in order to make meaningful change. 

Tracey Edwards, NAACP Long Island regional director, said systemic racism goes beyond the police system. 

“We have entrenched policies and practices that have been in place to either harm a group as a whole or in part, intentionally or not,” she said. “This is the structure that treats race differently.”

It is a real problem that is not going away, she added. 

“You have Larry Kudlow, who is the top economic person for the country who stood in front of a microphone and said we do not have any institutional or systemic issues,” she said. “If we first have to convince those that are in power that there is a problem — our issues are far broader than we thought.”

Despite New York State recently voting to institute several police reform policies, including the repeal of Civil Rights Law 50-a which prevented people from accessing service records of police, Edwards said there is more work to be done. 

“We’re just getting started, this is just one piece of the issue,” said the NAACP Long Island regional director. “It is going to take a lot to fix a lot of the issues we face — it’s going to take a lot to fix a lot of the issues we face. On Long Island it runs deep.”

The panelists discussed the demographics of Long Island police officers. 

Jose Perez, deputy general counsel for LatinoJustice PRLDEF, a New York-based national civil rights organization, said people of color including African Americans make up a small percentage of officers in both Nassau and Suffolk counties. 

A 2016 study done by the NYCLU, dubbed “Behind the Badge,” found that people of color in Suffolk accounted for 13 percent of the police department. Out of the 136 individuals in upper ranks, only five were people of color. In Nassau, people of color make up 18 percent of the department, a total of 70 officers “in addition to the 326 white sworn personnel.” Of the 47 personnel who held positions other than detective, only three were people of color.

“When we look at the police, we don’t see ourselves, we see others,” Perez said. “That contributes to the overall policing impact on people of color.”

Frederick Brewington, a civil rights attorney from Hempstead, said the structure in departments makes it difficult for people of color to move up the ladder as well. 

“Even though there may be a small percentage that make it into the ranks of a police department, those individuals are likely to never get to the ranks above sergeant,” he said. “Even those that get to that level or above, their longevity is usually not very long. Their culture is one that is not welcoming to individuals who may be people of color, particular African Americans.” 

The disparities have trickled down to other areas of the criminal justice system. 

Derrick Magwood and Larry Flowers, attorneys and members of the Amistad Long Island Black Bar Association, said there are very few attorneys of color in local courthouses. 

“In Nassau, there are maybe five or six [attorneys] in criminal defense and two at the district attorney’s office,’’ Flowers said. 

In Suffolk, there four of five attorneys but both Magwood and Flowers said they haven’t seen an attorney of color in the DA’s office. In district court, there are currently two African American judges but none in county court. 

Edwards also brought up how these disparities are seen in public education on the Island. 

“Long Island, out of 642 schools, 61 percent do not have a single black teacher,” she said. “That’s 212,000 children who will never interact with a black teacher from kindergarten to 12th grade. That’s not just an impact on black children, that’s an impact on all children.”

Perez spoke on overt police bias, which “can be formed by what they have experienced, or what they have been taught.” He added, “They feel like they could get away with it based on their privilege, uniform and color of their skin. It is important we understand this reality and we have to address it head on.” 

Brewington said it comes down to inadequate training. 

“The reason why police struggle with dealing with the systemic issues is because they don’t have the background education,” he said. 

The civil rights attorney said he believes they are asked to do a job they are not equipped to do. 

“Six months of training at the [Police] Academy, when someone goes to be a doctor, psychologist or social worker, it takes them a minimum of four years,” Brewington said. “Then they are given a gun and told to go out and enforce — not help, but enforce.”

Other panelists agreed that six months at the academy is not enough and called for a minimum of two years. 

In terms of additional police reform and policy changes, individuals mentioned increasing body-camera funding at the county, village and town levels. The need for some type of automatic penalty if an officer is found tampering with his or her body camera, yearly mental health evaluations for officers, an outside investigator to step in when it comes to cases of police brutality and misconduct, better cultural sensitivity and diversity training, and civilian review boards.

“We have to stay the course — we need to coalesce and act together,” Perez said. “This struggle will not be won individually. Every individual coming together becomes a force to be reckoned with.”

The Village of Port Jefferson approved a permit for protesters to march down Main Street June 18. 

Leaders of the protest filed an application for the protest earlier last week. Village officials said during their June 15 meeting that, originally, the protesters wished to organize by the basketball courts and make three laps of the downtown area. Considering the disruption this would cause, officials said they would allow the protesters to park in the Perry Street parking lot by the Port Jefferson train station, march down Main Street and eventually stop in front of Village Hall in order to make speeches. The protest is set to convene after 4 p.m, then start the march at 5 p.m. and end at 7 p.m.

Malachai Moloney, the speaker of the house for the Black Student Union at Stony Brook University, is at the head of facilitating and promoting the protest. He said the point of the march in PJ village is to give people more insight and perspective into how black communities feel on Long Island, especially in the wake of the deaths of black people nationwide before and after the killing of Minneapolis man George Floyd while in police custody May 26.

While village officials were concerned that those gathered wouldn’t leave the area after the time the application and flyers denoted, during the village’s live broadcasted meeting on YouTube, multiple people who claimed they were organizers for the protest said they intended it to remain peaceful, and that they would disband after holding speeches at Village Hall.

Along with the application, there is a fee attached that Mayor Margot Garant said helps to offset costs for additional village code presence. Village Clerk Barbara Sakovich confirmed protesters dropped off a check for that application fee the morning of June 15.

“It’s in our best interest to let this group organize peacefully rather than not organize peacefully,” Garant said. “At that point we would have another kind of organized protest of a different tonality.”

She added that the safety of the community “is of the utmost importance, only secondary to following the law.”

Moloney said the group originally planned to host the rally Friday, June 19, otherwise known as Juneteenth, the day in 1865 when a U.S. general finally read out orders in Texas that all slaves were free, two years after the Emancipation Proclamation was enacted. However, village officials emphasized to Moloney and other organizers it could not be hosted then. The airways have been abuzz due to the connotations of President Donald Trump (R) originally planning a rally on that date in Tulsa, Oklahoma, the site of the Tulsa race massacre that took place June 1, 1921. 

Otherwise, the protest organizer said he felt the village was only protecting village commerce and could do better to respect the opinions of the protesters.

“They want us to protest in a manner that’s convenient for them,” he said. “A protest is not supposed to not be disruptive.”

Other protests in neighboring communities have not necessarily filed permits, but village trustees said the fact organizers did file an application shows a degree of willingness to cooperate.

“We certainly appreciate reaching out and filing a permit for the event application — it is a very good thing — it’s appreciated by the village and we appreciate their goodwill,” said village attorney Brian Egan.

Moloney said the group used GoFundMe to fundraise for the $400 in fees to the village. He said the protesters were willing to do that but added that groups of counterprotesters who have already said online they likely will show up in response to the march are not filing an application or paying the village to convene. Moloney said its unfair how the onus is on marchers to follow the proper procedure, while those looking to decry their message will not go through that same process.

The village has not recieved any applications to convene from counterprotesters, and officials said the village has not given any other groups permission to assemble on that day.

Police and code enforcement have been notified, officials said. Main Street will be closed while the protesters make their way down Main Street, similar to how the roads are blocked during events like the Easter parade when it makes its way down to Harborfront Park. 

The village also stipulated in the permit that masks must be worn, and on the protests’ flyer it also states everyone is expected to wear masks. 

Garant said the question of social distancing was up to state mandates, which already stipulated that masks must be worn when people are unable to socially distance themselves. 

According to Suffolk County officials, the county has already played host to around 100 protests. So far, police have said, nearly all protests have remained peaceful.

All school districts passed their budgets this year, though all are anticipating potential changes in state aid later in the year.

Comsewogue School District:

Residents passed the 2020-21 budget, 2,486 to 863. This year’s budget is set at $96,635,581, an increase of 2.8 percent or $2,660,826. 

District officials are allocating an additional fund balance from operational savings from the closure of the buildings to this year’s budget, resulting in the no tax increase. Last year’s $57,279,755 tax levy, will be this year’s amount as well.

Proposition 2, which passed 2,673 to 680, will call for the district to take $1,500,000 from the capital fund. It will be used for high school improvements including two synthetic turf fields for baseball and softball, high school boiler room HVAC repairs and other classroom renovations. 

Trustees Alexandra Gordon and James Sanchez have been reelected to the board of education each for three-year terms, beginning July 1.

Port Jefferson School District: 

Residents passed the 2020-21 budget, 1003 to 384. This year’s budget is set at $44,739,855, a 1.83 percent increase from last year. This year’s tax levy is $37,356,454, a $457,630 or 1.24 percent increase from the 2019-20 figure. 

The district is expecting to receive $3,863,212 in state aid, an increase of 2.54 percent from last year, but the final amount is still unknown. 

Proposition 2, which passed 1,170 to 210, called for utilizing part of the district’s capital reserve account. The funds will be used to continue replacement of district roofs at approximately $2 million and partially fund replacement of the heating system at the middle school, at approximately $1 million. General fund appropriations are earmarked for the second phase of the security vestibule project at $186,000, replacement of the retaining wall at the Tech Ed building at $300,000 and completing the funding of the replacement of the heating system at the middle school at $500,000.

In the board of education election, trustee David Keegan was reelected with 1,132 votes. Newcomer Ravi Singh was elected to the board with 1,123 votes. Trustee Ryan Biedenkapp decided not to run this year to retain his seat.

As Suffolk County emerges from a public health crisis that claimed the lives of close to 2,000 residents and triggered an economic collapse, County Executive Steve Bellone (D) has renewed his request for financial aid from the federal government.

Following a municipal committee that laid out an economic shortfall for this year of over $800 million, the county’s nonpartisan Budget Review Office validated the enormous financial hole that threatens public health, public safety and social services.

“Our immediate need right now is for $1 billion in federal relief,” Bellone said on his daily conference call with reporters. “That won’t solve all our issues. We are still going to need to make some tough choices,” which  he said includes streamlining processes and potentially cuts in other areas.

Bellone urged the federal government, which originally urged the lockdown to save lives, to prevent essential employees from not only risking their lives and the lives of their families by working during the pandemic, but then also from having to help foot the bill for these unprecedented efforts.

“What we’re asking Washington to do is to give us back a fraction of what we send every year,” Bellone said. “It’s not only the right thing to do, it’s the smart thing to do.”

Bellone felt confident that a bipartisan group of federal government representatives recognized the need for financial help from the government.

The budget review office provided a list of mitigation measures that could include laying people off, lagging in payrolls, raising an energy or sales tax and amortizing pensions, all of which would cause additional suffering for first responders, essential employees and county residents.

Even putting all those items together, however, would only add up to $150 million, which is well short of the financial need the county has over the next three months when the next budget is due.

Bellone said the county was considering cuts in all areas, which could include the Suffolk County Police Department.

Viral Numbers

The viral numbers continue to remain stable and is a considerably better daily tally than many other counties and states which have seen a surge in new cases and hospitalizations.

In Suffolk County, the number of people who tested positive for COVID-19 was 32, which brings the total to 40,770. The positive tests continue to represent below 1 percent of the overall tests from the county each day.

These numbers remain low over a week after many of the 100 protests over the killing of Minneapolis resident George Floyd, whose death triggered sweeping requests around the world for reform of police tactics.

“I feel very comfortable saying that [the low number of positive tests] is evidence that the outdoor environment is a very safe environment with the caveat that I’m not a doctor,” Bellone said. “When you’ve had this many protestors wearing face coverings and not seeing a spike in cases is real strong evidence about how safe the outdoor environment is.”

The number of people hospitalized increased by eight to 129, which reflects a continuing holding pattern in that figure around 125.

The number of people in the Intensive Care Unit declined by two to 35.

Hospital occupancy remained well below health care metrics. The occupancy of hospital beds was at 64 percent, while the occupancy of ICU beds was at 60 percent.

The number of people discharged from the hospital in the last day was 10.

Meanwhile, one person died from complications related to COVID-19 in the last day. The total number of deaths for Suffolk County now stands at 1,958.

Governor Andrew Cuomo (D) today announced that residents in hospitals could have visitors starting today and those in group homes could have visitors starting on Friday.

County Executive Steve Bellone (D) applauded the decisions, which were based on the lower rates of positive test and the declining strain on the health care system.

“There has been a lot of anguish and turmoil and pain throughout this whole COVID-19 crisis,” Bellone said on his daily conference call with reporters. “One of the biggest areas we have seen this in is the inability to be with loved ones when they are ill or sick or to visit loved ones in group homes.”

Bellone called the decision a “big step forward” for numerous families.

Separately, the county executive said residents could reserve a spot at the Smith Point County Park this Saturday at 8:30 p.m. for a free showing of “Jaws” on the 45th anniversary of the classic horror film.

Interested residents can reserve a spot at suffolkcountyny.gov/driveinmovies. Space is limited and tickets are available on a first-come, first-serve basis.

As for the numbers, the number of new infections was 46, which is about a 1 percent positive rate among those tested. The total number of people who have had a positive COVID-19 test has reached 40,738.

The number of people hospitalized with the virus declined by six to 121, while the number of people in the Intensive Care Unit remained the same, at 38.

Meanwhile, an additional two people died from complications related to COVID-19. The total number of people in Suffolk County who have died from the virus is 1,957.

The number of people who have left the hospital in the last 24 hours was eight.

Since the start of Phase Two last Wednesday, the Suffolk County Police Department has received 122 complaints and found four violations of social distancing or face covering violations. The police did not issue any tickets.

The number of sworn officers who have tested positive for the virus is 88, which is an increase of one over the last six weeks. At this point, six officers are still out sick with the virus.

In the past 24 hours, the number of Suffolk County residents who have tested positive for COVID-19 was 33, which is well below the county’s goal of remaining below 100.

At the same time, the percentage of positive tests was below 1 percent, which is also an encouraging sign, particularly for a county that has had close to 100 protests in response to the killing of Minneapolis resident George Floyd.

The total number of positive tests in the county since the beginning of the pandemic is now 40,692.

Meanwhile, the number of people hospitalized with COVID-19 remained fairly stable. The number in the hospital increased by two to 127, while the number in Intensive Care Unit beds declined by two to 38 in the 24 hour period ending on June 13th.

Bed capacity also remained below the 70 percent metric, with overall hospital bed use at 64 percent and ICU bed occupancy at 56 percent.

An additional 12 people left the hospital in the last day.

The number of people who have died from complications related to COVID-19 climbed to seven, with the total number who have died now at 1,955.

The number who have died from the virus represents a “spike” compared to the last few days, said County Executive Steve Bellone (D) on his daily conference call with reporters. Indeed, on Friday, the county reported its first day without a death from COVID-19 since mid-March.

“We’ll see moving forward” whether the numbers of people felled by the virus stay low or climb from days when Bellone has reported deaths of 0, one and two people over the last week.

Gregson Pigottt, the Suffolk County Health Commissioner, said people who have been in the ICU on a ventilator sometimes struggle to pull through after a few weeks.

“It’s hard to predict when you’re in the hospital,” Pigott said on the call.

Separately, the county hopes to enter Phase Three of the reopening by next Wednesday, June 24, at the latest.

At that point, restaurants could reopen at 50 percent capacity. Such a reopening would help boost an economy residents hopes gets back on track after the shutdown caused by the virus.

“Many people are unemployed,” Bellone said. “Getting this industry back is an important thing. We need to do it safely.”

Amid concerns Gov. Andrew Cuomo (D) expressed yesterday about violations of social distancing and face coverings in Manhattan and the Hamptons, Bellone said the Suffolk County Police Department has remained in touch with law enforcement in the East End.

At the same time, the Health Department is sending a reminder about the guidelines with respect to the state order to restaurants so they are fully aware of the health restrictions in place.

The governor “spoke about the potential that violations could result in suspension or revocation of a business’s liquor license,” Bellone said. “Nobody wants to see that happen. We want to see all these businesses open up again and get them back on their feet.”
