Beneath the sunny rays in Smithtown’s Blydenburgh County Park June 29, Suffolk County Legislator and Presiding Officer DuWayne Gregory (D-Amityville) announced a new program to celebrate Suffolk’s youth community.

The Distinguished Youth Award program is meant to promote and recognize the achievements and initiatives in service of Suffolk County’s youngest contributing members.

The program is open to county residents between the ages of 13 and 18, and registrants will work with local officials throughout the course of a year to lay out plans and goals that touch on volunteerism, personal development, exploration of Suffolk County, and physical fitness.

Gregory announced the program alongside young residents who have already registered, and with colleague, Suffolk County Legislator Leslie Kennedy (R-Nesconset).

“The goal in establishing this program is to encourage young people to become well-rounded and engaged in local issues and initiatives,” Gregory said at the press event. “Our young people are our future. This program is one way to build a foundation on which these young adults can continue to develop a connection to their communities, to understand their needs, and to explore solutions. We are encouraging them to be leaders whose roots are firmly planted in Suffolk County.”

According to Gregory’s office, the program is modeled after the Congressional Youth Leadership Council, and challenges participants to take part in two or more program categories: volunteer service, personal development, exploration of Suffolk County parks, and physical fitness. Medals will be awarded to participants based on the number of categories in which they engage  as part of their individual challenge. The bronze medal will be awarded to teens that successfully complete two of the four program areas. The silver medal will be awarded to participants who complete three of the four program areas. The gold medal, which signifies the highest achievement, will recognize participants who complete their established goals in all four program areas.

“Suffolk County is lucky to be the home to so many wonderful young people who have distinguished themselves in many ways,” Spencer said in a statement. “It will be a great honor to recognize them individually.”

Kennedy echoed the sentiments.

“In Suffolk County we have many accomplished young men and women,” she said at the event. “The Distinguished Youth Award will foster an environment where our youth will continue to accomplish great things, and grow into civically minded adults.”

Old Field Village residents may have input in official matters of the Setauket Fire District in the near future depending on the outcome of a July 20 public hearing in Brookhaven Town.

Village Mayor Michael Levine said Old Field currently receives contractual services from the Setauket Fire District and is now looking to become an official part of it. The inclusion of Old Field will require the district to expand its boundaries, which needs town approval.

While nothing would change regarding fire and emergency medical services for the village, Old Field residents would have an official say in what goes on in the district if the motion passes — including voting on budgets, referendums, fire commissioners or running themselves. Village residents currently receive fire services and can volunteer as a firefighter, though they cannot vote in fire district elections.

The mayor said for approximately 30 years Old Field has received emergency services on a contractual basis from the Setauket Fire District. In September, when the five-year contract was up for renewal, the village board members unanimously decided to become part of the fire district and received a one-year extension of their contract to start the process.

The first step of the possible expansion of the fire district was New York Gov. Andrew Cuomo (D) signing a bill Sept. 29, 2016 that permitted the Brookhaven Town board to proceed with the process.

The mayor said if the village had simply renewed the contract this year, it would have been significantly more than in previous years — from $385,000 to more than $500,000. Fire services currently make up 40 percent of the village’s budget.

If the town approves the expansion of the fire district, Levine said the current amount for contractual services will come off the village’s $1,115,500 budget, and residents will see a 40 percent reduction in their village taxes. The taxes for the fire district will then be line listed in residents’ Brookhaven tax bills as it is for all residents of the Three Village area.

Levine said he hopes the upcoming town resolution will be approved.

“[The Setauket Fire District has] always provided wonderful fire services to the village,” Levine said. “Nothing will change in that respect.”

Dave Sterne, district manager of the Setauket Fire District, said the district is happy to continue their relationship with Old Field and looks forward to village members becoming more involved.

Sterne said for the fire department there isn’t much of a difference between serving a community within the district or one that happens to have a contract with them.

“We respond exactly the same way,” Sterne said.

Brookhaven Councilwoman Valerie Cartright (D-Port Jefferson Station) said in an email that the proposed expansion would have no fiscal impact on the town.

“The Setauket Fire District is not a town-wide fire district,” she said. “Therefore any potential impact will be limited to the geographic boundaries covered by the Setauket Fire District.”

Cartright also said after discussions with the town’s law department there will be no impact to current fire district residents if the expansion is approved.

However, she said there is a possibility that Old Field residents may see a slight increase to their fire taxes compared to what they are paying the village now.

“If the Village of Old Field residents are included in the Setauket Fire District boundaries, village property owners will pay the exact same tax rate for fire protection services that existing fire district property owners pay,” she said.

Sterne said the change will not affect the fire district’s budget as it’s based on needs, and they already serve Old Field.   

A map, plan and report of the proposed extension prepared by Farrell Fritz, P.C. will be available for review in the town clerk’s office Monday through Friday, 9 a.m. to 4:30 p.m. at least 10 days before the public hearing.

The hearing will be held July 20 at 6 p.m. at Brookhaven Town Hall. Anyone with an interest in the proposal will be given the opportunity to speak on the record.

The fight against substance abuse among young people on the North Shore and around Suffolk County is set to enter the 21st century.

Suffolk County Legislator and Presiding Officer DuWayne Gregory (D-Amityville) launched efforts for the county to develop a smartphone application at the June 20 legislative meeting that will provide users with quick and easy access to drug addiction services. It will also provide information on how to recognize and prevent opioid overdoses for families who are struggling with how to protect their loved ones.

“This mobile app will literally put life-saving information directly into the hands of those who need it most,” Gregory said at a press conference in Hauppauge last week. “There is a desperate need for instant access to addiction resources. Just a few weeks ago, 22 people over a two-day span overdosed on opioids in Suffolk. There are so many valuable resources and programs in our county, and we must do all we can to make it easier for those battling substance abuse to reach out for help.”

The app will provide locations of nearby hospitals and treatment centers, links to organizations and support hotlines and information on training to administer Narcan, an overdose reversal medication.

Gregory said he believes the app will be a worthwhile endeavor given the recent launch of New York City’s mobile app, Stop OD NYC, which provides overdose prevention education and connects individuals with local programs. According to his office, Suffolk officials are considering modeling Suffolk’s own app after the city’s version and have been in touch with city health officials as they look to develop the proposal request.

Suffolk County Health Commissioner James Tomarken said the addition of the app is another powerful weapon to use in the ongoing battle against drug addiction.

“Substance abuse affects everyone in the community,” he said at the event. “An application that consolidates information that can be accessed from anywhere on a mobile device offers one more tool in our toolkit for dealing with this public health crisis.”

Suffolk County Community Mental Hygiene Services Director Ann Marie Csorny agreed, saying this idea makes the most sense for the younger generation.

“Today’s youth have come to rely heavily on their smartphones, so putting substance abuse information into a format that is easily accessible to them makes sense,” she said.

Suffolk County is no stranger to the nation’s growing opioid problem. In 2014 Suffolk had the highest number of overdose deaths involving heroin of all New York counties and had the most overdose deaths where prescription opioids were a factor, according to a 2016 New York State Comptroller’s report.

Donna DiBiase, founder and executive director of A2R Magazine, a publication related to journeys in addiction and recovery said branching out to new platforms like cellphones are crucial to winning the fight.

“A mobile app of this nature could be a vital resource at a time when we are losing our next generation to this epidemic,” she said in a statement. “There isn’t a person that I meet who doesn’t know someone — a neighbor, a family member, a friend — who has been touched by this disease. Empowerment and education is so important, and we need to continue to find ways to get information to those who are struggling with addiction, whether it be through an app, a hotline or a magazine.”

The resolution was filed by Gregory at the June 20 meeting and will go before the Health Committee July 20.

Community Medicaid covers care at home, such as a home health aide to assist with daily activities.

For most of us, if a time ever comes when we need assistance, the preferred option would be to remain at home and receive whatever care services we need in our familiar setting surrounded by family. For many, the Community-Based Long-Term Care Program, commonly referred to as Community Medicaid makes that an affordable and viable option.

Often we meet with families who are under the impression that they will not qualify for these services through the Medicaid program due to their income and assets. In most instances, that is not the case.

Although an applicant for Community Medicaid must meet the necessary income and assets levels, often with planning we are able to assist in making an individual eligible with little wait. An individual who is applying for home care Medicaid may have no more than $14,850 in nonretirement liquid assets. Retirement assets will not be counted as a resource so long as the applicant is receiving monthly distributions from the account. An irrevocable prepaid burial fund is also an exempt resource.

The primary residence is an exempt asset during the lifetime of the Medicaid recipient. However, if the applicant owns a home, it is advisable to consider additional estate planning to ensure that the home will be protected once the Medicaid recipient passes away.

With respect to income, an applicant for Medicaid is permitted to keep $825 per month in income plus a $20 disregard. However, if the applicant has income that exceeds that $845 threshold, a pooled income trust can be established to preserve the applicant’s excess income and direct it to a fund that can be used to pay his or her household bills.

It is important to note that there is no “look-back” for Community Medicaid. These pooled trusts are created by not-for-profit agencies and are a terrific way for persons to take advantage of the many services available through Community Medicaid while still preserving their income for use in meeting their monthly expenses.

Functionally, the way that these trusts work is that the applicant sends a check to the fund monthly for the amount that exceeds the allowable limit. Together with the check, the applicant submits household bills equal to the amount sent to the trust fund. The trust deducts a small monthly fee for servicing these payments and then, on behalf of the applicant, pays those household bills.

This process allows the applicant to continue relying on his or her monthly income to pay his or her bills and, at the same time, reduce the countable income amount to the amount permitted under the Medicaid rules. Once an individual is financially approved by the local Department of Social Services for Community Medicaid, he or she must enroll with a Managed Long-Term Care agency. This is the agency that will coordinate care services for the Medicaid recipient.

The MLTC will send a nurse to the Medicaid recipient in order to evaluate and create a care plan. The evaluation will result in an award of hours to the Medicaid recipient for a home health aide to come to the home and assist the recipient with activities of daily of living.

The amount of hours can vary from a few hours per day where the needs are less all the way to live-in care. This award of hours depends solely on the needs of the Medicaid recipient. If the Medicaid recipient is satisfied with the care plan, he or she may choose to enroll with the MLTC. Otherwise, he or she can request another evaluation with a different MLTC. What this means is that for most people, with minimal planning, both the income and asset requirements can be met with a minimal waiting period, allowing families to mitigate the cost of caring for their loved ones at home.

The Town of Huntington released a video this week reminding residents to keep safety in mind while enjoying summer boating.

The video highlights the danger of boat wakes and urges boaters to practice safe boating summer-long — especially during the weekend leading up to Independence Day.

The four-minute video is narrated by Councilwoman Tracey Edwards (D) and was jointly produced with the Greater Huntington Council of Yacht and Boating Clubs.

“It’s your responsibility to be a safe boater,” Edwards said in the video. “For many of us, being on a boat is the highlight of the summer. Let’s do all we can to make sure that boating is enjoyable for all of us.”

The video features a demonstration of the effects of a boat’s wake at different speeds on kayakers, shore erosion, wildlife and other boats and reminds boaters to heed markings, speed limits and be aware of other boaters on the water.

In the first few moments of the video, Edwards is on a dock talking about the power the wake off a boat can create, and then the wake of a passing boat soaks her.

“Wow, look at the wake of that boat, and look what it did to me,” Edwards said, shaking off the water from her clothes. “If you’re on that boat, creating that wake may be a lot of fun for you, but not for the people that are out of the water.”

For increased boat safety, the town is establishing a 5 mph speed limit from 8:30 to 11 p.m. in all of Northport Bay and Huntington Bay south from the line extending from Target Rock to Buoy One in Coast Guard Cove, as well as Long Island Sound from the easternmost section of the Northport Power Plant to the westernmost end of the causeway on Asharoken Avenue. This restriction began in response to the 2012 tragedy, when three children died off Oyster Bay Cove when the boat in which they were watching a fireworks show capsized as it was returning to Huntington.

“As July 4 approaches, we again ask all residents to follow the rules and celebrate the holiday in a way that is safe to themselves, their families and guests and respects the rights of others,” Supervisor Frank Petrone (D) said in a statement.

This year there are two scheduled fireworks events including one sponsored by Asharoken Village and the other presented by the Dolan family off Cove Neck.

In addition to speed restrictions, some town facilities — Crab Meadow Beach, West Neck/Quentin Sammis Beach, Hobart Beach and the Soundview Boat Ramp — will remain open past sunset, after 5 p.m., but entry will be limited to town residents on a space available basis. Once the parking lot at a particular beach is full, no additional entry will be allowed and police may restrict access on roads leading to the facilities.

The town has been working with the U.S. Coast Guard, the Coast Guard Auxiliary, the Suffolk County Police Department Marine Bureau and multiple incorporated villages on measures aimed at allowing people to safely get to and get home from fireworks shows. These measures include coordinating patrols and establishing a security zone around the firework barge shooting in the Asharoken area.

Brookhaven Town Highway Superintendent Daniel Losquadro (R) and Councilwoman Valerie Cartright (D-Port Jefferson Station) recently announced the completion of the resurfacing of Quaker Path in Stony Brook, from Route 25A to the Old Field Village Line, just south of West Meadow Road.

“Quaker Path is a main arterial roadway, leading to both Stony Brook University and the Long Island Rail Road Stony Brook train station,” said Losquadro. “I am glad that we were able to provide relief for residents, motorists and pedestrians in this area, while removing this roadway from our high priority list.”

The total cost for this extensive paving project, along a nearly two-mile stretch of roadway, was $413,000. Crews replaced 240 square feet of aprons, nearly 300 linear feet of curbing, 1,350 square feet of sidewalk, and installed three, new ADA-compliant handicap ramps.

“Numerous residents have contacted my office requesting that Quaker Path be paved,” said Cartright. “I am happy that Superintendent Losquadro and I can announce the completion of this paving project, which alleviates major quality of life concerns in this neighborhood. I look forward to continuing to work with the community and the Highway Department to improve roadways in our town.”

U.S. Rep. Tom Suozzi (D-Glen Cove) made his way to the dugout to play in the congressional bipartisan baseball game last Thursday, June 15. The game came one day after House Majority Whip Steve Scalise (R-Louisiana) was shot by a gunman, along with four others, during a practice just outside of Washington D.C.

Suozzi said the experience was very unique.

“To be one of only 20 players, and a freshman, on the Democrats congressional baseball team was an awesome experience,” he said in a statement. “After the shootings last Wednesday, the game took on a more important meaning, and the experience was truly humbling. Since day one I have talked about bipartisan cooperation and civility. It’s a shame it took a tragedy, but now it’s a part of the national conversation.”

Suozzi said he and his teammates first learned of the shootings at the Republican practice in Arlington, Virginia, around 7:30 a.m. Wednesday morning while the Democrats were practicing at Gallaudet University in Washington, D.C.

“After the initial shock, confirmation of the events and being instructed by police to shelter in place at the dugout, the entire Democratic team circled together and prayed for our Republican colleagues and the other victims,” he said.

Before Thursday night’s game, both teams kneeled at second base at Nationals Park, where Scalise was supposed to have played, in a show of bipartisan unity. Democrats and Republicans prayed for the victims and their families as well as to come together as one united Congress.

The game raised a record $1.5 million for charity and was attended by nearly 25,000 fans. This was the 80th game of a tradition dating back to 1909. Capitol Police officer David Bailey, who was injured in the attack, threw out the first pitch.

Suozzi said the show of unity was very important.

“I sincerely hope we use this unique opportunity to show the American people that we’re here to try and get things done — together as Americans,” he said.

Suozzi had a hard-hit line drive to the shortstop and a ground ball to the third baseman, leaving him 0 for 2.

“It was still a fantastic experience and I hope I get to play again next year,” he said.

The Democrats won the game 11-2, and following their victory gave this year’s trophy to the Republicans to place in Scalise’s office until he recovers.

“I will continue to pray for Steve, the injured officers and other victims, and for our country,” Suozzi said. “We have important work to do. The people are sick of politics and politicians, and we need to work together on these life and death issues and actually get things done — together.”

Group created Facebook link using Brookhaven server with anti-Trump message

A pro-ISIS group successfully hacked the Brookhaven Town web servers for at least three hours Sunday, June 25.

Brookhaven was one of 76 municipalities affected by the hack, according to Deputy Supervisor Daniel Panico (R-Manorville). The anti-American group created a page with hateful propaganda against the USA and the President of the United States.

Panico and Supervisor Ed Romaine (R) addressed the incident during a press conference at Town Hall June 26. The group, called Team System DZ created a link using the Brookhaven Town servers to a static, “look-alike” webpage at the address www.https://www.brookhavenny.gov/index.html, and posted it on their Facebook page with the message “Government sites continue to be fondled,” in Arabic, according to Google Translate. The standard brookhavenny.gov website was not impacted and the propaganda page was not visible anywhere on the site, though “out of an abundance of caution,” the town server has been quarantined and the town webpage was taken down.

At the time of this posting the town website remains down, though Romaine said he expected it to be restored within 24 hours of the press conference. The propaganda page has been taken down and currently lists an error message.

“You will be held accountable Trump, you and all your people for every drop of blood flowing in Muslim countries,” the message read in part.

Panico said he was alerted about the issue after a town employee notified the town’s information technology department about the breach after reading a New York Post story posted at about 1:30 p.m. with information about the Facebook post by the group.

Panico was asked if it was concerning the town was alerted thanks to media reports rather than its own security defenses.

“It was a Sunday, and I don’t know anyone in our IT department that checks ISIS-related Facebook pages,” he said. “We’re pretty thorough here at the town, but I don’t know that our IT department combs the pages of those people who hate America.”

Romaine said officials from a Suffolk County cybercrimes unit were speaking with the town’s IT director while the press conference was going on, and the FBI and Homeland Security would assist in investigating the breach. Romaine added U.S. Rep. Lee Zeldin (R-Shirley) offered full assistance of federal investigative personnel to get to the bottom of the incident, and he had also been in contact with U.S. Sen. Chuck Schumer’s (D) office Monday.

“It’s disconcerting and we don’t write it off as a prank,” Romaine said during the press conference. “We take threats like this, cyber threats, seriously.”

Panico said no information was extracted from the website or servers, and possible actions to prevent future breaches are part of the investigation. He also said it is unclear how long the servers were infiltrated by the hackers. Panico disputed claims the message was posted on the town website’s homepage. Romaine said this was the first time the town had suffered a breach like this.

“None of our records that we know of were breached,” Panico said, adding that the town’s financial information is stored on the cloud offsite on different servers.

Zeldin addressed the hack in an emailed statement through spokeswoman Jennifer DiSiena.

“I will continue to do anything in my power to improve cyber security and protect against other threats facing our nation at home and abroad,” he said.

Marisa Kaufman, a spokeswoman from Schumer’s office, said in an email they have been in contact with Brookhaven about the issue and are looking into the matter. Schumer sent a letter to Department of Homeland Security Secretary John Kelly urging him to launch an immediate investigation into the incident.

“The possibility that these breaches were done by an ISIS or terror-affiliated organization is especially troublesome; citizens deserve to feel like their everyday critical infrastructure, especial their local government’s website are safe and usable,” the letter said.

Smithtown Councilman Ed Wehrheim (R) is leading the charge in an effort to shake up the town’s current government leaders.

The councilman has served since April 2003, when Supervisor Pat Vecchio (R) appointed him to fill the seat left by now- NYS Assemblyman Mike Fitzpatrick (R-St. James.) In November, he’ll try to unseat the man who appointed him.

Wehrheim said he believes the town board needs some major changes.

Last month at the Smithtown Republican Convention, a surprise shocked many members when chairman Bill Ellis led the way for three new challengers — including Wehrheim — to get support from the party instead of Vecchio, and councilpeople Lynne Nowick (R) and Tom McCarthy (R.)

Wehrheim said the existing town board has a lack of transparency between members, which he would no longer tolerate if he were at the helm.

“If you leave board members out of discussions, the plans are doomed for failure,” Wehrheim said in a phone interview. “In my administration that wouldn’t happen. Teamwork is what gets it done.”

Of course, Wehrheim faces an uphill battle, as he’s running against a man who just recently had town hall named after him and has held the position for more than 30 years.

But Wehrheim said he is the candidate with the most government experience, serving since 1971 as director of parks, buildings and grounds. Within his tenure there, he managed an $8 million budget and worked with the other departments in Smithtown frequently.

“I thoroughly enjoyed helping people,” he said. “I gained a vast amount of experience in how the other government departments operate, and I put that knowledge to work when I joined the town board.”

During his four terms on the board, Wehrheim said he’s proud of the many projects he accomplished, including business development for the villages and hamlets.

The councilman worked to renovate the Smith Haven Mall, negotiated deals to develop stores on Crooked Hill Road in Commack, helped Whisper Vineyards set up shop in Smithtown and more to help increase tax revenues for the town.

“I have a good track record of making empty properties into something valuable and profitable for Smithtown,” he said.

With his parks background, Wehrheim said he has also worked hard to keep the beaches, parks and baseball fields of Smithtown up to par.

One major plan Wehrheim and his running mates, councilman candidates Bob Doyle and Tom Lohmann, hope to implement if elected is a business advisory council.

“We would bring members from the chambers, civic groups and local development businesses to the table when we want to make new development plans,” he said. The plan would foster distinctive and attractive communities with a strong sense of place, according to Wehrheim.

Ellis is an advocate for Wehrheim and said he has a lot of support within the Smithtown Republican Committee.

“He is the best man for the position,” he said in a phone interview.

The sun seems set to rise on a new assisted living facility in Huntington Station.

Last week the Huntington town board unanimously approved a zone change for a 5.7 acre property on Jericho Turnpike and West Hills Road owned by Sunrise Development, Inc.

The land, located at 300 West Hills Road, is currently in a residential zone, and will be changed to a residential health services district to allow for the developer to create a two-story, 90-unit structure with 136 beds. After meetings with the town planning board, the developer has agreed to changes including staff shift changes timed to avoid peak traffic with the nearby Walt Whitman High School, “significant” landscape buffers between the facility and residences, and more.

At the May town board meeting, at least 10 residents that will neighbor the facility came to speak in support of the plan, though other residents came to oppose it.

According to the applicant, they held three community meetings as well as individual meetings with residents to hear their concerns and ideas to help make the facility the best it could be for the entire neighborhood.

Priscilla Jahir, a 34-year South Huntington resident was one of those speaking in opposition.

“I have no personal vendetta against seniors as I am one,” she said at the meeting. “I oppose the increase in traffic on West Hills Road, both during the 14-month-plus construction time and afterword as any increase in traffic will be a hardship to anyone traveling along that route. I feel that this facility is better suited for a larger access road.”

Diane Tanko presented a petition asking for a reduction in the size of the plan before granting them a zoning change.

Councilman Mark Cuthbertson (D) said the main traffic contributors are expected to be the employees, not the residents who will live at the facility.

“If you reduce units you’re not really reducing traffic generation,” Cuthbertson said. “The people living there are generally not driving.”

Tanko responded that visitors also increase traffic, but Councilwoman Tracey Edwards (D) said “sadly,” there were not many visitors at the other locations during the several times of the day she went to track the traffic and fullness of the parking lots.

Kevin McKenna, a South Huntington resident said he was in favor of the plan.

“I have two kids that attend Walt Whitman High School and I pass this location at least twice a day,” he said at the meeting. “I attended an informational meeting for the project set up by Sunrise and I walked away very impressed with the plan and the measures they’re taking with bringing the project to the neighborhood.”

He said he appreciated specifically how Sunrise intends to exceed setback measures for houses and fund landscape dividers at houses near the property.

Thomas Newman, a third-generation Peach Tree Lane resident said he’s seen the area change throughout the years and supports this change.

“After 25 years of being in the business of architecture and seeing their [Sunrise] designs, I think it would be an asset to our community,” he said. “I’d be happy to have my kids live fourth-generation on that street with this.”

Arthur Gibson, president of Plumbers Local Union 200, spoke in support of the plan.

“They’ve built I believe 15 similar units on Long Island, and they’ve consistently used a contractor…meaning local jobs for local people,” Gibson said at the meeting. “There’s so many times, I could tell you horror story after horror story where our contractors don’t get paid. Sunrise Senior Living, they pay their bills, and that’s very important for a construction man or woman on Long Island.”

The company said they are “negotiating in good faith” with the union currently for the job.
