Animal shelters pose increasing challenges to shelter staff, policymakers and community members.

With limited budgets and staffing shortages, local shelters are becoming increasingly overwhelmed. In the face of these pressures, animal caregivers throughout the area are working to adapt to these circumstances.

Trends on the ground

David Ceely is the executive director of Huntington-based Little Shelter Animal Rescue & Adoption Center, a nonprofit organization coordinating with and rescuing from municipal shelters throughout Long Island.

In an interview, Ceely highlighted the fundamental differences between nonprofit and municipal shelters, noting variations in financial structure and rules. Based on recent experiences on the ground, Ceely indicated that the number of animals admitted to shelters has generally increased since the pandemic.

“When we go out to these other shelters on Long Island, [New York] City and even across the country, we’re definitely seeing an influx of animals turned into shelters,” he said.

John Di Leonardo is an anthrozoologist and executive director of Humane Long Island. This nonprofit animal advocacy organization also specializes in nontraditional shelter animals such as chickens, turkeys and ducks.

Di Leonardo reported that the general trends “have remained pretty similar” from prior years. However, there has been “immense progress” in some areas. 

He cited recent state legislation barring the sale of kittens, puppies and rabbits in pet stores, suggesting that these trends signal progress for animal rescuers.

“Once that bill does take effect, and stores will only be able to sell rescued animals, I think that a huge burden will be lifted off of shelters in our area,” he said. “But until then, I think all shelters are very overwhelmed.” 

Contrasts in shelters

“Our job is to go out to the municipalities,” Ceely said. “They’re funded by government, and they have a different set of rules than we do, where if they run out of space, they may have to euthanize.”

He added, “Little Shelter doesn’t do that. … We don’t euthanize for space, and some of the municipalities may have to.”

Along with these differences in financial and administrative structures, Ceely suggested that the municipal and nonprofit shelters often further depart in their hiring and training practices.

“Unfortunately, with the town shelters, they don’t necessarily have a full-on training program for the directors that go in place there,” Ceely said. “They have to try to figure it out as they go, which gets really demanding, so I see a lot of turnover there.”

He added that the lack of training and turnover at a municipal shelter can lead to “concerned citizens.”

Di Leonardo added to this sentiment, noting the differences in qualification for shelter management positions at municipal and nonprofit shelters.

“A lot of times in municipal shelters, the positions may be union-based, or they may be patronage positions mixed in with a lot of people who actually have the animals’ interests at heart,” he said.

Despite some of the perceived downsides to the municipal hiring structure, Di Leonardo maintained that privatization presents a host of new challenges, such as closed admissions policies.

“When these shelters are privatized, they often become closed admission, which is a problem,” he said. “When you’re closed admission, you have to pick and choose which animals you take, whereas municipal shelters are typically open, and they have to take whatever animal comes to their door.”

Possible solutions

Di Leonardo outlined some steps locals can take to reduce the burden upon local animal shelters. He said the process can start with reorienting thinking around the sanctity of animal life.

“Before surrendering an animal to a shelter, everyone should always make sure that they are exhausting every possible outcome to make sure they’re treating that animal like a family member and not just as a disposable birthday present,” he said. “Before anyone does get an animal for a holiday or a gift, they need to remember animals are not props.”

Ceely maintained that outreach initiatives could help alleviate pressures on both the municipal and nonprofit animal shelters on Long Island.

“Probably the best way [to enhance services] is to work on a lot of outreach to get the word out on social media and through word of mouth,” he said. “But also to have plenty of events at the facilities to try to promote adoptions.”

He added that lowering or eliminating the adoption fees for qualified adopters is “also a good idea.” In addition to these remedies, Ceely suggested a shift in focus among local officials and greater initiative by those directing the municipal shelters.

“There are a lot of other areas in the municipalities that are prioritized before the animals are,” the Little Shelter executive director said. “Oftentimes, if the animal shelter directors themselves are not speaking up, they might not get the attention or the funding that they deserve to run their shelters the right way.”

Ceely said residents can assist their local shelters by donating, volunteering, fostering and — above all — adopting.

“Most importantly, they can adopt — getting the animals into homes so that we can go out and rescue more,” he said.

For Di Leonardo, a community’s animal shelter system reflects its values. He recited a quote from Mahatma Gandhi, who once said, “The greatness of a nation and its moral progress can be judged by the way its animals are treated.”

“Our animal care as a whole and our sheltering system is definitely a reflection of the values in a community,” the Humane Long Island executive director noted. “How we treat them and care for those who have the least rights in our community is a reflection on ourselves.”

Freshman U.S. Congressman Nick LaLota (R-NY1) held the third telephone town hall event of his tenure Wednesday, July 26. 

During this event, he addressed the exorbitant utility costs shouldered by Suffolk County residents, opined on rising opioid overdose deaths in the county and around the nation, and condemned the federal government’s handling of immigration.

Utility rates

County residents, on average, pay $226 per month on electricity, 28% higher than the national average, according to EnergySage. Pressed by one caller about how he would help lower energy bills for 1st District residents, LaLota proposed an “all-of-the-above energy strategy.”

“There’s battery, there’s wind, there’s solar,” he said. “I think that we should explore it all, and we should take advantage of everything that is on the table.”

He tied energy development to national security. By promoting homegrown energy sources, LaLota maintained that utility costs would begin to decrease along with American dependence on foreign energy.

“I think that increasing American energy independence will not only increase the supply of energy, it will bring the prices down,” he said. “A correlated benefit of that is we have to buy less oil from Russia, from Venezuela and from the Middle East.”

The U.S. Environmental Protection Agency considers petroleum “a significant source of emissions of methane” while “drilling for oil may disturb land and marine ecosystems.” Despite these environmental risks, LaLota expressed support for expanding domestic drilling.

“Forty-something billion barrels of proven oil reserves are underneath our feet,” he said. “We can get those resources out of the ground safely. It will help bring energy prices down, both at the pump and what it costs to heat your home.”

SALT deductions

The congressman said he and members of a bipartisan caucus are working to repeal the $10,000 cap on state and local tax, or SALT, deductions created under the 2017 Trump-era Tax Cuts and Jobs Act.

“We used to be able to, as New Yorkers, deduct an unlimited amount from our federal taxes that we paid into our state and local taxes,” LaLota said. “Right now, it’s capped at $10,000.”

LaLota said he had prepared legislation to increase the maximum federal SALT deduction to $60,000 for individuals and $120,000 for families. He pledged to oppose any tax package proposed by the Republican majority in the U.S. House which does not include “a reasonable accommodation” on SALT.

“I’m going to say ‘No SALT, no deal for real,’” he added. “I’m in it until the end.”

Immigration

LaLota denounced President Joe Biden’s (D) handling of the U.S.-Mexico border and New York City’s “sanctuary city” designation.

He said he supported two recently passed resolutions barring public schools and colleges from housing migrants, legislation that comes on the heels of a proposal to house asylum seekers at Stony Brook University. “I don’t think that we ought to be mixing unvetted migrants with our school-aged children,” LaLota said.

He also suggested that migrants receive disproportionate government assistance to other vulnerable groups. 

“Right now, the homeless shelters in New York have more migrants in them than they have American citizens,” the congressman said. “Veterans, the mentally ill, drug addicts, they’re not getting the government resources they need because they’re being diverted to folks who are not in this country legally or are manipulating the asylum process.”

He added, “I think that needs to change.”

The congressman proposed reinstituting Title 42, a pandemic-era immigration policy allowing swift expulsion of asylum seekers over public health concerns.

“I support increasing funding for [U.S.] Customs and Border Protection, building more physical barriers, investing in technology and vehicles, and hiring more asylum judges,” he said, adding, “But what’s absent is we need leadership from the executive branch.”

Opioid epidemic

The most recent data from the New York State Department of Health indicate overdose deaths and those involving synthetic opioids had “significantly worsened” in Suffolk County between 2019 and 2020 — deaths in 2020 totaling 363, up 88 from the previous year.

Fentanyl “is coming in at ports of entry, it’s coming in between ports of entry,” the congressman said, advocating for beefier border security measures to reduce opioid deaths.

LaLota said the House-passed Stop Chinese Fentanyl Act would sanction Chinese companies “who are putting this poison into our system and killing our young folks,” adding, “We should exercise all other options on this.”

Cries for liberty and demands for clean water were heard outside the William H. Rogers Legislature Building in Hauppauge Tuesday, July 25.

For the second straight month, the Republican-led Suffolk County Legislature shot down a proposed 1/8 penny sales tax creating a local match program for state and federal subsidization for wastewater infrastructure. 

The 10-7 vote to recess was along party lines, effectively dooming the measure from reaching the November ballot.

According to environmentalists and county officials, individually operated cesspools have grown increasingly problematic, with leakage from septic tanks contributing to brown tides, rust tides, algal blooms and fish kills.

In a rally, dozens of environmental advocates and community members joined Democratic candidates Tuesday morning, who collectively condemned the course taken by the majority.

“Today, the most fundamental need of water meets that most fundamental of American values — the right to vote,” said Dave Calone, Democratic nominee for Suffolk County executive. “The county Legislature needs to act. They need to give the people of Suffolk County the right to have a say about their own future.”

Joining Calone and others were several Democratic candidates running for county seats, including former New York State Assemblyman Steve Englebright of Setauket and pediatrician Eve Meltzer-Krief of Centerport.

Englebright, a geologist by training who had previously served as chair of the Assembly’s Committee on Environmental Conservation, tied clean water initiatives to regional economic development. 

“Our two largest industries on Long Island are tourism and agriculture,” he said. “Both of them require clean water.”

He added that Long Island’s sole-source aquifer is continually “in motion,” with contaminated groundwater “changing the chemistry and ecology” of the county’s harbors and bays.

“Do you think the tourists who visit us, who put the money into our restaurants, hotels and motels, will want to come out here if there are dead fish and putrid algae masses in the harbors?” Englebright said.

Meltzer-Krief maintained that the Legislature is depriving county residents of limited grant opportunities from the state and federal governments.

Skyler Johnson, chair of Suffolk County Young Democrats and former candidate for New York State Senate, referred to the Legislature’s posture as “willful apathy.”

“The Republican majority in the Legislature is throwing young people’s futures under the bus,” he said, adding, “We cannot afford to be using water that is polluted. It is not fair for our residents, our children or our future.”

Legislators quarrel

Inside the Legislature building, Republicans and Democrats went back and forth on the issue.

Majority leader Nick Caracappa (C-Selden) indicated that the “bill as it sits right now is not right.”

“We disagree on resolutions all the time,” he said. “Let’s get together and fix it, and we can.”

Legislator Sarah Anker (D-Mount Sinai) said the majority is passing up on “the opportunity of a lifetime.”

“If we keep waiting … the water will get worse,” she said. “It will cost us more to fix the water. People will be getting sick. We’ll be losing money on our economy.”

Legislator Rob Trotta (R-Fort Salonga) suggested there are surpluses within the county budget better suited for reallocation for sewers. He said he objected to introducing new taxes with alternatives on the table.

“Stop taxing the people and run the government more efficiently,” he said.

Legislator Kara Hahn (D-Setauket) said she was saddened by the decision, suggesting that as the body delays funding “our water gets dirtier.”

“If we wait to get it just right, the money gets allocated elsewhere,” she said. “Why should we wait for clean water?”

A second measure that would consolidate the county’s 27 sewer districts was also tabled.

As the Legislature recesses, wastewater infrastructure will likely remain central as campaign season ramps up.

Amid the summer heat wave, tensions were even hotter inside Village Hall Monday night, July 24.

Members of the recently reorganized Village of Port Jefferson Board of Trustees sparred publicly for the second time this month, the board at first opting not to approve Mayor Lauren Sheprow’s choice for village treasurer. 

A motion to appoint Donald Pearce over Denise Mordente, treasurer during the previous administration, was tabled 3-2. Deputy Mayor Rebecca Kassay joined trustees Stan Loucks and Bob Juliano to table the matter.

Loucks had left the reorganization meeting earlier this month over Sheprow’s decision denying him reappointment as trustee liaison to Port Jefferson Country Club. [See story, “Port Jeff village board cans code changes for Maryhaven, tensions flare amid reorganization,” July 13, The Port Times Record, also TBR News Media website.] He continued to critique Sheprow’s pattern of appointments.

“You have gotten rid of three and maybe more of the most loyal, hardworking and knowledgeable people” within the village government, Loucks told the mayor. “Now again, you’ve made a motion to get rid of Denise Mordente — this after telling her not more than five hours earlier that she was good as a treasurer and was safe.”

“It just seems to me that a person’s word no longer means anything,” he added.

Sheprow suggested that Pearce’s professional background and experience within PJV would facilitate his transition into the role. She added that the choice is a matter of staffing the government “with people who I know and trust to do a great job for the residents of the Village of Port Jefferson.”

Juliano, who had worked alongside Pearce during a prior administration, maintained his support for Mordente’s reappointment despite Pearce’s qualifications.

“I’m opposed to this not because I’m opposed to Don but because I am approving Denise,” he said.

Only trustee Drew Biondo joined Sheprow in the initial vote to appoint Pearce. Biondo likened a mayor staffing the government to a captain picking a team.

“I’ve been in politics my entire life, and that’s the way cookie crumbles,” he said. “The mayor gets to choose her team, and I’m inclined to give the mayor her team.”

Later in the night, following an executive session, Donald Pearce was confirmed 3-2 as village treasurer, effective Aug. 7. Kassay joined Sheprow and Biondo in approving the appointment.

Other business

The envisioned Six Acre Park along Highlands Boulevard advanced several procedural hurdles on the path toward grant funding. 

The board unanimously approved a resolution establishing Port Jeff Village as the lead agency in developing the parkland and adopting a determination of nonsignificance under the State Environmental Quality Review Act.

Kassay said these steps were necessary for applying for the New York State Environmental Protection Fund’s Grant Program for Parks, Preservation and Heritage. The board expects a decision on its grant application by December.

With the Recreation Department at the height of camp season, Loucks urged his colleagues to begin conversations about expanding racket sports opportunities.

“It seems that tennis and pickleball are two of the most important activities, the most popular activities, through the Rec Department,” he said, adding that “250-plus youngsters [are] enrolled in each one of these sports. That’s over 500 on limited facilities.”

Loucks suggested redeveloping the racket sports area at Port Jefferson Country Club to accommodate more tennis and pickleball athletes. 

“I fear that there have to be some decisions made shortly about the redevelopment of our racket complex up at that country club,” he added.

The board will reconvene Monday, Aug. 7, at 5 p.m.

On a hot summer evening, with others outside listening to live music, roughly three dozen Village of Port Jefferson residents filled the third floor of the Village Center on Wednesday, July 12, tackling a range of local matters at the Port Jefferson Civic Association meeting.

Members of the Village of Port Jefferson Board of Trustees also made their presence felt, with Mayor Lauren Sheprow and trustees Bob Juliano and Drew Biondo in attendance. During the meeting, residents touched upon ongoing work within the village’s Election Committee, discussed water reuse opportunities at Port Jefferson Country Club and addressed possible uses for the Maryhaven Center of Hope property on Myrtle Avenue.

Election Committee

Kathleen McLane, PJCA outreach coordinator, updated the body on the ongoing work coming out of the village’s Election Committee. This advisory committee, McLane indicated, was formed after the village board approved — and subsequently rescinded — term extensions for village offices earlier this year.

Members of the Election Committee are exploring whether village offices require term extensions and limits and whether to alter the month the election is held. To provide input for ongoing Election Committee deliberations, email [email protected].

Maryhaven Center of Hope

Members weighed in on the Maryhaven Center of Hope property on Myrtle Avenue after the village board denied code changes for that property proposed during the spring. [See TBR News Media website for recent stories.] 

Civic president Ana Hozyainova suggested that the civic work “to develop a vision.”

“We, as a larger community, need to come up with a plan, develop a budget and draw up these plans at the local level and the higher levels” of government, she added.

Steve Velazquez proposed that the Maryhaven property could serve a variety of municipal functions, accommodating both relocated emergency service headquarters and a new Village Hall.

“There’s a lot of land,” he said. “And that type of land just doesn’t come available” very often. He added, “It would save the taxpayers a lot of money by using one facility for multiple uses.”

Water reuse 

Guest speaker John Turner, conservation chair of the Four Harbors Audubon Society, returned to the civic body to inform them of an initiative for water reuse.

Reusing treated wastewater, according to him, could have several environmental benefits. He said reusing treated effluent water would help reduce nitrogen levels in local water bodies and ease the strain upon the area’s limited water supply. [See last week’s story, “SCWA ‘pleading with the public’ to conserve water.”]

“We have to begin to meaningfully reduce the amount of nitrogen we’re allowing into … the environment,” Turner said. “Places like Port Jeff, where there are sewers, there’s an additional opportunity to try to reduce the nitrogen going into Port Jeff Harbor.”

He encouraged the village officials in the room to write to Gov. Kathy Hochul (D) to set aside funds from the recently approved $4.2 billion Environmental Bond Act for water reuse purposes.

PJCA will not meet in August. The civic body will reconvene Wednesday, Sept. 13, at 7 p.m. in the Port Jefferson Free Library.

Local officials blast MTA over 'shocking neglect' of Long Island

A dilapidated bridge and longtime public safety hazard on Sheep Pasture Road in Port Jeff will come down.

Local and state officials held a press conference Tuesday, July 25, at Brookhaven Town Hall in Farmingville, celebrating a $15.8 million grant through the state Department of Transportation’s BridgeNY Program to replace the bridge. 

The new bridge will be owned and maintained by the town.

The Sheep Pasture Road railroad bridge has facilitated vehicle traffic since 1906. The Town of Brookhaven and the Metropolitan Transportation Authority had split the tasks for maintaining the structure — the town supervising the vehicle roadbed and the MTA responsible for the physical structure and its replacement.

“The bridge that’s there did belong to the MTA,” said Brookhaven Superintendent of Highways Dan Losquadro (R). NYSDOT “still gave the Town of Brookhaven $15.8 million to build our own bridge. That tells you how serious the concern with the existing structure was and the unwillingness on the part of the MTA to address the concern.”

Town Supervisor Ed Romaine (R) underscored the troubles surrounding the bridge’s structural integrity. “Our fear was that this bridge would collapse,” he said.

The supervisor noted that none of the town’s three train lines are fully electrified, suggesting a lack of public attention or investment.

“I’m concerned that the MTA has forgotten about this section of Long Island,” he added.

Village of Port Jefferson Mayor Lauren Sheprow attended the press event, expressing her support for the project under town supervision.

“On the north side of Sheep Pasture Road, those folks have been anxious for this development for a very long time, as have most of the residents utilizing that bridge,” she said. “The Village of Port Jefferson could not be more excited by the development that there will be a new bridge.”

Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), whose 1st Council District includes Port Jefferson and Port Jefferson Station, thanked Gov. Kathy Hochul’s (D) office for “answering the call” of the state delegation. 

Kornreich nonetheless acknowledged the need for greater attention by the MTA.

“I’ll echo my colleagues who have pointed out the seeming disregard the MTA has had for our plight and the safety of our residents,” he said. “It’s really been a case of shocking neglect.”

Continuing this theme, Deputy Supervisor Dan Panico (R-Manorville) condemned MTA’s position toward Long Island.

“I’ll quote a congressman from New Jersey, who said the best way to understand the MTA is looking at the MTA backward,” Panico said. “MTA spelled backward stands for ATM.”

New York State Assemblyman Ed Flood (R-Port Jefferson) referred to MTA’s inaction on the public safety hazard as “egregious,” decrying the perceived lack of investment by the public railroad into the local area.

“The MTA has no problem increasing taxes on us, our payroll taxes,” the assemblyman said. “Every time they seem to need to go to the well, it’s communities like ours that seem to foot the bill, and we don’t get the proper services.”

Referring to the bridge replacement, he added, “This is just a win for the citizens up here.”

With funding secured, Losquadro said his office is moving toward the planning phase for the project. He maintained that coordinating with emergency services is already underway.

“We will make sure that this process moves as expeditiously as it possibly can,” he said. “We have already spoken with emergency services and first responders to make sure that we have a plan that when this bridge does come down, it will be for the minimum amount of time before the new structure is in place.”

Tucked away on 5th Avenue in Bay Shore, just south of Sunrise Highway, lies the heart of the Suffolk County Water Authority’s operations.

Data streams into this control center around the clock, funneling information from each of the water authority’s myriad wells and pumps from Melville to Montauk. Amid these summer months, that data indicates Suffolk residents are overloading the system through excessive water consumption.

SCWA officials held a press conference at this site Thursday, July 13, sending a singular message to Suffolk County residents: Conserve water.

“We’re pleading to the public at this point to conserve,” said Charles Lefkowitz, chair of the SCWA Board. “We need all the residents to participate in these conservation efforts.”

Lefkowitz attributes the problems with overpumping primarily to irresponsible irrigation practices. “It starts with the irrigation systems,” he said. “Lawns do not need to be watered every single day.”

Joe Pokorny, deputy CEO for operations at SCWA, indicated that county residents are pumping 500,000 gallons per minute during peak irrigation periods during this summer season. By contrast, peak levels are around 100,000 gallons per minute during non-irrigation months.

“This time of year, people are using about five times as much water during the peak as they would in the off period,” he said.

He added that if residents en masse do not begin to curtail their water consumption, they may begin to experience issues with water pressure. This phenomenon impacts those on the East End most markedly.

“When demand outstrips supply, our tank levels fall,” the deputy CEO noted. “When our tank levels fall, the pressures in our system go down. And if the pressure in your water system goes down, the people that are irrigating are not going to get much irrigation on their lawns at all.”

To counteract these challenges, SCWA is encouraging residents to adopt an odd-even watering pattern, that is, irrigating their lawns every other day. 

“This will theoretically divide up the water usage by half,” Pokorny indicated. “That will then allow more people to water during those periods … and they will have green lawns as a result.”

But the problems associated with overconsumption continue beyond the front lawn. With too much stress on the tanks and diminished water pressure, there could be public safety repercussions as well.

“If firefighters need to fight a fire and a water tank is low, that means there’s less water available for fighting fires,” he added.

Along with the odd-even irrigation schedule, Lefkowitz implored residents to avoid watering during the peak hours between 10 a.m. and 4 p.m. The SCWA Board chair also announced that it has instituted up to $250 per year in “water credits” for residents who use rain sensors, irrigation timers, leak detection and compliant faucet heads.

An ongoing public debate on an amendment to Huntington’s accessory apartment dwelling code, sponsored by Councilwoman Joan Cergol (D), continued Tuesday afternoon, July 11, during a meeting of the town board. 

The American Planning Association defines an accessory dwelling unit, or ADU, as “a smaller, independent residential dwelling unit located on the same lot as a stand-alone.” As municipalities in New York state and Long Island continue to wrestle over zoning controls, public officials and residents alike are working through the complexities on both sides of the issue.

Residents offered competing perspectives on ADUs, some decrying the perceived threat of elevated density. In contrast, others emphasized the need to offer more affordable housing opportunities.

Bob Sarducci, a Huntington Station resident, condemned the perceived lack of governmental initiative for revitalizing his hamlet, suggesting that the expansion of ADUs into Huntington Station would further deter the area’s growth.

“I’m tired of all the board members claiming they want to revitalize Huntington Station,” he said. “If you truly want to revitalize Huntington Station, [then] no more apartments.”

Eleanor D’Amico suggested additional ADUs would compound existing density pressures throughout the town. She indicated that the ADU proposal would work against the area’s historical character.

“Huntington was built on people coming from the urban, more densely populated areas — people looking for quality of life, individual homes, clean air, fresh water and open spaces,” she said. “Every board we’ve had has succinctly chipped away at all of those things.”

“This ADU proposal should be shot out of the water. It would add such density [that] our quality of life would just be gone,” she added.

But not everyone in attendance opposed the measure. Christina Tabacco, a local realtor, expressed her support for the ADU initiative noting the exorbitant rental rates throughout the town and the new rental opportunities afforded to seniors.

“As a realtor, my experience has been again and again, ‘Please find me an apartment $2,500 or under somewhere in Huntington,’” she said. “Overwhelmingly, there’s just a shortage of apartments and overwhelmingly — as the demographic is aging — there is a need for supplemental income.” She added, “I do believe the lack of clear facts is driving the misinformation and the fear.”

The board will meet again Tuesday, Aug. 8, at 2 p.m. when conversations surrounding ADUs will likely continue.

What on the surface may have seemed a minor name change has struck a nerve with several longtime anti-bias advocates in the Town of Smithtown.

During a general meeting Tuesday afternoon, July 11, the Smithtown Town Board voted unanimously to rename the town’s Anti-Bias Task Force as Town of Smithtown Unity Council, a maneuver garnering the ire of task force members and prompting the resignation of at least one of its founding members.

Assistant town attorney Janice Hansen outlined the purpose of the proposed name change during a June 6 public hearing on the matter, stating that the Unity Council would expand upon the objectives of its predecessor organization.

“In addition to the name change, the codified purpose of the group would be expanded to also give the Unity Council the authority to plan and implement programs to promote intergroup harmony and foster respect and tolerance within the town, as well as to make recommendations to the Town Board to ensure that the rights of all Smithtown residents are protected and respected,” she said.

Despite this aspirational rationale, the name change drew considerable opposition from within ABTF ranks.

The Town Board created ABTF in 1994 as a nonpartisan agency “to identify and respond to all forms of discrimination through a program of education, conversation and support,” ABTF member Maria LaMalfa told the board during the June 6 public hearing.

LaMalfa, a resident of St. James, noted that the task force formed following an incident of “horrific graffiti-invoking bias” at Commack High School, maintaining that “this history should not be erased.”

Kings Park resident Richard Palker, a founding ABTF member, had told the board during the June 6 public hearing that bias lingers within the township.

“We do have a problem here in Smithtown,” he said. “The Smithtown Anti-Bias Task Force has as its mission proactive responses as well as educational programs to unify all the people of Smithtown,” adding, “Our program and efforts are directly related to educating and eliminating bias in Smithtown.”

Although he did not object to the proposed goals of the Unity Council, Palker suggested the change in terminology undermines the primary objectives of the task force.

“I believe that it obfuscates the main mission of eliminating bias, hate and intolerance,” he said.

In the face of resident objections, the board voted unanimously to approve the name change Tuesday afternoon. LaMalfa returned to the boardroom, conveying the sentiments of two ABTF members, Chaplain Sanaa Nadim and founding member Ben Piskorz. 

LaMalfa also announced Piskorz’s decision to resign due to the name change.

As the community approaches the 30th anniversary since the inception of ABTF, LaMalfa encouraged the board to celebrate the occasion.

“I would personally like to see the town honor the 30th anniversary of the Anti-Bias Task Force, regardless of the name, next year by hosting a community event,” she said.

Kornreich: 90% of customers ‘paying well more than double’ the rate for natural gas

The Town of Brookhaven’s Community Choice Aggregation program has drawn opposition within the Town Board.

Brookhaven launched the CCA program in May, pitching the initiative as a way to stabilize energy rates on natural gas and help residents save money. 

Through a two-year partnership with Manhattan-based CCA administrator Good Energy, all natural gas customers were automatically opted into the CCA, receiving natural gas at the fixed rate of $0.695 per therm.  

The partnership allows residents to opt-out free of charge at any time, choosing the default energy supply from National Grid, which fluctuates monthly. This month, National Grid is offering natural gas at $0.278 per them, according to its website.

Now the promise of cheaper gas has met with scrutiny from Councilmember Jonathan Kornreich (D-Stony Brook), who is urging customers to opt out of the program.

“The [National Grid] price has been going down every single month and, of course, the CCA rate continues to hold steady for two years,” Kornreich told TBR News Media. “You’re paying well more than double [the rate] at this point if you’re still opted in.”

National Grid’s “recent supply rates” have been $0.32 per therm or less since the CCA’s launch in May, according to a chart on the town’s website. Meanwhile, 90% of Brookhaven’s natural gas customers remain opted in, according to Doug Donaldson, media representative for Good Energy.

Despite the higher costs, Donaldson maintained that CCA offers a discount when assessed over a 12-month interval.

“The customer would have to study each month’s rate and know the billing cycle, and then change according to the rates to be able to get the lowest rates,” he said in a phone interview.

“But if they stick within the CCA program, they’ll know that over a 12-month period they’ll get a historically lower rate.”

The town’s CCA landing page — brookhavencommunityenergy.com — enables residents to opt in or out of the program. The page mentions “competitive pricing” as one of the program’s goals. 

“Brookhaven Community Energy aims to produce savings for customers compared to basic utility rates,” the webpage reads.

Kornreich indicates that his proposed rate-switching method — opting into the cheapest energy supplier for a given month — better accords with the program’s stated aims.

“I think the way to really create savings is to opt out of [the CCA] for now and to opt in when it makes sense to do so,” he said.

Donaldson noted that natural gas rates tend to be lower in the summer and higher in the winter. For this reason, he suggested there is a certain degree of accountability on ratepayers to monitor their energy bills and choose accordingly.

“The program offers a very easy way through the website to opt in or out,” he said. “It offers that flexibility, but it is on the customer to keep track of the rates.”

Asked whether he would advise customers to opt out during these summer months, during which the National Grid price is lower, Donaldson referred to the CCA as a “no worry” option for ratepayers.

“I sort of think it’s like a no-worry situation if you stay in it,” the Good Energy media representative said. “When the winter months come, you don’t have to worry whether you’ve switched over or about getting a super-large energy bill.”

“I think the convenience of it is worth the price difference, easily,” he added.

Given the gradual changes in National Grid’s supply rates month to month, Kornreich said customers would likely be switching just a few times a year.

“This is not something that you need to be opting in and out of every month,” the councilmember said. The price “doesn’t change that fast.”

While the National Grid rate remains lower than that of Good Energy, Deputy Supervisor Dan Panico (R-Manorville) concurred with Kornreich’s assessment of the situation.

“We encourage residents to check the price and opt in and out to their maximum benefit … to get the best rates that they can,” he said. “That’s the beauty of the program, that you can opt in and out. And I’m working with Jonathan to make sure that we get that message out.”

Kornreich stressed the matter of choice in consuming utility power, maintaining that residents must stay educated on the cost differences between National Grid and Good Energy and choose the lower rate.

“Ninety percent of people are currently paying more than they need to,” he said. “The question is: Do they not care and maybe have confidence that over the long run [CCA] will work for them? Or do they simply not know?”

He concluded, “I don’t know what that mix is, but we have to make sure that our consumers and residents are informed.”
