New York Gov. Andrew Cuomo (D) made some waves that could be seen from the shore in Port Jefferson during his State of the State address earlier this month, specifically regarding plans for infrastructure spanning the Long Island Sound.

During his Jan. 3 speech, Cuomo revived the decades-old idea of building a bridge or tunnel that would connect Long Island to New England.

“We should continue to pursue a tunnel from Long Island to Westchester or Connecticut,” he said. “New York State Department of Transportation has determined it’s feasible, it would be under water, it would be invisible, it would reduce traffic on the impossibly congested Long Island Expressway and would offer significant potential private investment.”

In December 2017, the DOT released a final draft of a Long Island Sound Crossing Feasibility Study that examined the potential of building a bridge or bridge-tunnel combination at five different sites. The 87-page study concluded that it could be economically feasible at three different locations: Oyster Bay to Port Chester/Rye; Kings Park to Bridgeport, Connecticut; and Kings Park to Devon, Connecticut.

State Assemblyman Mike Fitzpatrick (R-St. James) and Suffolk County Legislator Rob Trotta (R-Fort Salonga), whose jurisdictions each include Kings Park, voiced vehement opposition to the plan.

Stakeholders in Port Jefferson are also unsure if the governor’s grand plan would be a good idea.

“In the back of every ferry operator’s brain is the possibility that a bridge or tunnel could replace a ferry route,” said Fred Hall, vice president and general manager of the Bridgeport & Port Jefferson Steamboat Company. “Given the complexity of a project such as the governor envisions, I think there will be some environmental concerns and some ‘not in my back yard concerns.’”

Hall stopped short of saying the hypothetical tunnel or bridge would harm ferry business, though he said he’d like to know where exactly the infrastructure would go before being completely for or against it. It’s far from the first time projects like this have been floated in the past, a point reiterated by state Assemblyman Steve Englebright (D-Setauket) whose district includes Port Jeff.

“I’m not sure about a bridge or tunnel, but an enhanced ferry service — invest in it, make it more efficient,” he said. He also said he would be concerned by the possible impact a massive infrastructure project like this would have on the ecosystem of the Sound.

The DOT feasibility study concluded the department should move forward with the next step: A five-year environmental evaluation process looking at the impact construction and the bridge would have.

“Gov. Cuomo has directed DOT to conduct additional engineering, environmental and financial analysis to determine the best path forward for this transformative project,” DOT spokesman Joseph Morrissey said in a statement. “DOT will closely examine any potential impacts as well as benefits to the local communities as part of the process.”

To accommodate the sale of a Brookhaven Town-owned building within Port Jefferson Village jurisdiction, the entities reached an intermunicipal agreement in 2015 to swap parking spaces. An informal opinion from the attorney general’s office dated Dec. 13, 2017 has left the deal in limbo.

Brookhaven sold the property on the corner of Main and East Main streets to private developer Agrino Holdings LLC. The developer has since turned the space into first floor retail with apartments above. The change of use of the building triggered a requirement within village code for additional parking, but downtown Port Jeff has a perennial parking problem, with a constant space shortage that can make it difficult for new developments to meet village code requirements. To offset the lack of spaces, the town reached an agreement with the village on a parking space swap — giving the village control of spots at the town-owned marina lot overlooking Port Jefferson Harbor in exchange for spots behind what was previously First National Bank of Port Jefferson and the town tax receiver’s office.

Upon hearing of the agreement at a village board meeting, Michael Mart, a longtime village resident and former member of Port Jeff’s parking committee, said he had some questions. Mart said he believed the deal created an alienation of parkland, as the town-owned spots were meant for boat trailer parking at the marina and boat launch. He took the issue to other interested Brookhaven Town residents who joined up for his cause, and after some back-and-forth in a series of letters to the editor in The Port Times Record by both Mart and Village Mayor Margot Garant, in April 2016, the town attorney’s office requested an informal legal opinion from New York Attorney General Eric Schneiderman asking, “Must the Town of Brookhaven seek legislative approval for the alienation of parkland for an intermunicipal agreement with the Village of Port Jefferson to maintain and control 30 vehicular stalls at a Town marina?”

In Kathryn Sheingold’s response for Scheniderman in December, the New York state assistant solicitor general in charge of opinions vindicated Mart’s contention.

“We are of the opinion that because land currently dedicated to park purposes — parking for the marina — would be made available for parking for other than park purposes, that is, general municipal parking, the change would constitute a diversion of park property that must be authorized by the Legislature before it can occur,” she wrote.

Englebright said in an interview last week he would not support legislation that results in the alienation of parkland.

“I’m open to a conversation if someone can persuade me that the precedent being set is good, but at the moment, from what I see, this is [not a good outcome], despite everyone being of good intent,” he said if he were to receive legislation for the swap as initially crafted. “My door is always open, but I’m very cautious about messing around with parkland.”

Port Jeff Village Attorney Brian Egan said the village has been in touch with the town attorney’s office and the sides are evaluating options, though he does expect an agreement will be reached to rectify the situation, and the sale of the building will not be voided.

““The fact of  the matter is that this informal opinion is only an opinion,” Egan said. “The town attorney and village attorney respectfully disagree with this non-binding opinion on the attorney general’s opinion of the facts and the law. [The document] is not the pinnacle of clarity if this transfer of parking for parking constitutes alienation … I’m confident with the creativity of the town and the village we will come up with a solution.”

Village Deputy Mayor Larry LaPointe said in a statement Egan is reviewing the opinion and the village will decide if any further action is necessary. Brookhaven Town Attorney Annette Eaderesto offered a statement on the matter through a town spokesperson.

“The town will not be seeking alienation,” she said.

A legal battle could ensue should the municipalities fail to reach an agreement.

Suffolk County Police 2nd Squad detectives are investigating a two-vehicle crash that killed a man in Commack early Monday morning.

A man was driving a 2002 Subaru Impreza northbound on Commack Road, 300 feet north of Vanderbilt Motor Parkway, when the vehicle veered into the southbound lanes and struck the rear wheels of a southbound tractor trailer at approximately 3:25 a.m. Jan. 29, police said.

The driver of the Subaru was pronounced dead at the scene by a physician assistant from the Office of the Suffolk County Medical Examiner. The man’s name is being withheld pending notification of next of kin. The male driver of the tractor trailer was not injured.

The Subaru was impounded for a safety check.

Four people were arrested in the Town of Huntington during the evening Jan. 27 for allegedly selling liquid nicotine for electronic cigarettes to minors, according to Suffolk County Police.

In response to community complaints, 2nd Precinct Crime Section officers and representatives from the Suffolk County Department of Health Services Tobacco Regulation Enforcement Unit conducted an investigation into the sale of e-liquid nicotine to minors at 10 businesses between 6 p.m. and 9:30 p.m. Saturday.

The following people were arrested and charged with Unlawfully Dealing with a Child 2nd Degree:

  • Sandipkumar Bhatiya, 42, of Ronkonkoma, employed at Mr. Tobacco Shop II, 2031 East Jericho Turnpike, East Northport
  • Joanna Oh, 25, of Malverne, employed at Whatever Vape Shop, 675 East Jericho Turnpike, Huntington Station
  • Diville Moss, 20, of Smithtown, employed at East Coast Psychedelics, 6124 East Jericho Turnpike, Commack
  • Dean Papas, 34, of South Huntington, employed at Huntington Village Vapes, 4 Elm Street, Huntington

The owners of the above businesses were issued a notice of violation by the Suffolk County Department of Health.

The following businesses complied, and refused the sale of e-liquid nicotine to minors:

  • FMS Vapes, 825 Walt Whitman Road, Melville
  • Long Island Vape, 469A East Jericho Turnpike, Huntington Station
  • Gotham Smoke & Novelty Shop, 681 East Jericho Turnpike, Huntington Station

The four people arrested were issued field appearance tickets and are scheduled to be arraigned at First District Court in Central Islip at a later date.

In Port Jefferson, the stacks are impossible to miss. They stick up in the sky, visible from Setauket and Port Jefferson Station when not in use. However, when electricity demand spikes, the billowing, white steam coming from the red-and-white, candy-striped stacks of the Port Jefferson Power Station is a sight to behold.

With the emergence of energy-efficient appliances and a general societal shift toward being “green conscious,” the power station is only activated in times of peak electricity demand these days, like when temperatures and wind chills start flirting with zero. From late December into early January, the New York office of the National Weather Service reported that for 13 straight days, ending Jan. 9, the maximum temperature at Long Island MacArthur Airport in Islip failed to exceed 32 F. It was the second longest period of below-freezing temperatures reported at the airport since 1963.

As a result of an Island-wide rush to crank up thermostats everyday from Dec. 27 through Jan. 10, the steam-powered electrical generation station was ready to go, serving as an addendum to the Island’s regularly used energy production. In 2017, the Port Jeff plant was operated for 1,698 hours through November, with an additional 260 hours of run time needed in December, according to Sid Nathan, director of public information for the Long Island Power Authority, which oversees operation of the station.

When running, its two steam units produce the white clouds or water vapor, which is a byproduct of burning oil or gas. As the vapor exits the stacks, contact with colder air causes condensation of the water vapor, producing the cloudlike white color. The two steam units ran for 1,958 hours in 2017, the equivalent of running for 41 days, or 11 percent of the year, Nathan said. The power station has the ability to generate about 400 megawatts of power.

The historic stretch of cold temperatures definitely generated an unusually high energy demand at the station, according to Nathan.

“Generally, on a typical 35 degree day, PSEG Long Island would not expect to dispatch the Port Jefferson plant,” he said.

For those concerned about the white steam yielded by the energy generation process, Nathan said the station is not producing more or different steam than normal and that the byproduct is more visible at extremely low ambient temperatures.

“There is no cause for concern,” Nathan said.

State Assemblyman Steve Englebright (D-Setauket) said the white smoke is mostly steam that could potentially contain particulates other than steam, and he reiterated residents shouldn’t be overly concerned. Although Englebright did say it would be “prudent to try to separate yourself from the atmospherics of the plant.”

As a North Shore resident and chair of the Assembly Committee on Environmental Conservation, Englebright said he was thankful the plant was ready to roll when needed most.

“Yes, during most of the year they are not in use,” Englebright said, of the stacks. “But when we really need it, it’s there. And we really needed it just in this cold spell and it went into high operation. Thank God it was there.”

Like a tidal wave slamming into the shore the #MeToo and #TimesUp movements, born of high-profile sexual assault and sexual harassment cases becoming public, are decimating decades-old culturally accepted standards regarding behavior in the workplace and otherwise. In an effort to keep up with rapidly shifting societal norms, lawmakers from local town governments all the way up through the federal level are examining existing laws pertaining to workplace sexual misconduct while also crafting new ones to cover potential lapses — in government and the private sector.

Laura Ahearn, an attorney and the executive director of The Crime Victims Center, a nonprofit dedicated to the prevention of sexual abuse and rape, as well as providing support for victims of violent crimes, said she views the #MeToo movement as a valuable opportunity.

“The #MeToo movement has created an ideal climate for us to call upon legislators to help us change a culture which has minimized sexual harassment and a society or environment whose prevailing social attitudes have the effect of normalizing or trivializing sexual assault and sexual harassment,” she said, adding her organization, which runs the Parents for Megan’s Law website, has many state-level legislative priorities currently in the works.

While cases of harassment, assault and general sexual misconduct involving prominent men in government and the entertainment industry are resulting in serious consequences, through loss of employment or social pariah status, low-profile offenders, especially from the private sector, are likely avoiding them. Creating concrete ways to punish offenders operating out of the public eye will be a challenge for lawmakers going forward.

According to Suffolk County Legislator Sarah Anker (D-Mount Sinai), the county passed legislation in December mandating all elected officials and department heads be trained on sexual harassment and assault by the Office of Labor Relations.

The law mandates elected officials and department heads be trained starting 2018, and again every two years. Anker said she’s hoping to amend the law to make it mandated that every new hire be educated once taking a position.

Marjorie Mesidor, a partner at New York City’s Phillips & Associates law firm, which specializes in employment discrimination and sexual harassment cases, said she was floored to hear the law was only just put in place.

“Great progress,” she said. “I’m not mocking it, but my stomach is churning.”

Mesidor pointed at state and federal laws that require a complaint to be filed in order for businesses with management-level employees accused of harassment to be legally held liable as a deterrent in justice being achieved for victims. She said when formal complaints are made by employees, cross examination follows that takes on the tone of “slut shaming.” She said that in itself is enough to prevent many women from filing initial complaints, thus harming their harassment cases in the future.

“I’ve seen a trend of cases come into our office of women who are in forced sexual relationships with their bosses over time,” she said. “They’ve been taught to believe that performing sexual favors for their bosses is part of the job.”

Employees and employers in the private sector are often unaware of their rights and what constitutes harassment that would hold up in court, according to Mesidor. She said New York City Human Rights Law doesn’t require formal complaints, and should be looked to as an example for writing harassment laws.

Bills are currently in committee in the U.S. Senate and House of Representatives that would amend the Congressional Accountability Act of 1995, a law passed to require Congress to follow employment and workplace safety laws applied to the business world. The Senate version of the bill, sponsored by Sen. Kirsten Gillibrand (D-New York), if passed, would reform procedures for investigating harassment complaints in Congress and require public announcement of the offender and the dollar amount in the cases where settlements are reached. This week, Newsday reported more than $10 million of taxpayer money has been used to settle 88 sexual harassment, discrimination and other related cases in state government over the last nine years.

Brookhaven Town Councilwoman Valerie Cartright (D-Port Jefferson Station) said she would like to see laws put in place requiring businesses to adopt best practices when it comes to sexual harassment, rather than simply providing legal cover for the ones that do.

In October 2015, New York Gov. Andrew Cuomo (D) signed legislation to prevent harassment in the workplace. The legislation directed the state Department of Labor and Division of Human Rights to make training available to employers to help them develop policies, procedures and their own training to address and eliminate discrimination and harassment in the workplace. Cuomo signed legislation “Enough is Enough” that year, which requires all colleges to adopt a set of comprehensive procedures and guidelines, including a uniform definition of affirmative consent, a statewide amnesty policy and expanded access to law enforcement.

The 112-unit, three-story apartment complex prominently perched at the west entrance to Port Jefferson Village, with a bird’s-eye view of Port Jefferson Harbor, got its last, most important feature Jan. 18: tenants.

Tritec Real Estate Company broke ground on the former site of the Heritage Inn motel in June 2016, and last week a  small group of renters began moving into their new homes. Five apartments were fully moved in by the end of the day Jan. 18, and more tenants have been moving in incrementally every day. Onsite Community Manager Phil Chiovitti, whose permanent office will be on the first floor of The Shipyard, said the incremental strategy is to avoid elevator gridlock. Chiovitti said so far, about 46 percent of the units have been preleased, and Tritec’s goal is to have the remaining units inhabited by summer.

“It’s nice to have the building start to come alive a little bit,” said Chris Kelly, Tritec’s director of marketing, who has been a regular fixture at the formerly under-construction building.

As part of Tritec’s financial assistance agreement reached with the Suffolk County Industrial Development Agency, an organization tasked with helping to fund projects that will attract business and improve economic conditions within its area, smaller payments in lieu of property taxes will be made to the village by Tritec for 15 years. The agreement has created tension with some longtime homeowners in the village concerned about more neighbors using village streets and services without contributing to the tax base. Others have expressed varying levels of outrage over the sheer size of the building.

“The natural beauty of its harbor and surrounding hills make it one of the loveliest spots on the North Shore of Long Island,” village resident Karleen Erhardt wrote in one 2017 letter to the editor of  The Port Times Record. “It is no wonder that visitors come here year-round to escape the blur of boxy, vinyl-sided suburbia that now characterizes much of Long Island. The Shipyard has done irreparable damage to the character of Port Jefferson Village. All that we residents can do now is wait for the inevitable traffic congestion in and around our town that can only make life here worse.”

Jordan and Alejandra Kaplan were the first tenants to officially move into the building. The couple owned a home in Ridge for 40 years, and after spending about six months living in the basement at one of their children’s homes, waiting for their new dream apartment to be ready to move in, were excited to be at the front of the line last week.

“We had a very large house and for the two of us — it was three floors — it was enormous,” Alejandra Kaplan said. “We said we need to change our lifestyle, and this is definitely what we wanted to do. Everything is right here, you just have to go downstairs and you have everything at your fingertips, and we’re very happy about that.”

She and her husband cited relief from yard work and snow shoveling; proximity to the ferry, which allows them a convenient option to visit casinos in Connecticut or one of their children who lives in Vermont; and the long list of amenities and attractions both inside the building and within the village, as major factors in their decision to downsize. The couple said they’ve long been fans of the goings-on at Theatre Three and the Village Center, and have more than a couple of favorite restaurants in the village.

Port Jefferson code officers James Murdocco and Brent Broere are quick thinkers and a dynamic team, and thanks to their efforts, a young man who suffered a drug overdose is alive today.

Despite being delayed by a passing train in late December, when the constables arrived at the scene of a parked car on Belle Terre Road, they sprung into action. Broere had prepared a Narcan dose, the drug used to reverse the effects of an opioid-related overdose, on the way. When the pair arrived at the parking lot of Fairfield at Port Jefferson apartment complex, Murdocco took the syringe and raced to the car.

“He’s pretty much done,” Murdocco recalled thinking that Dec. 22 night when he saw the victim behind the already opened driver’s seat door, whose head was leaning back against the headrest. He said the female passenger was “worked up,” and even tried hitting the victim’s chest in an effort to spark a sign of life. Murdocco climbed in the car, straddling the unresponsive victim next to the girl who was letting out harrowing screams at the comatose man, hoping for a response.

“He was actually purple,” a witness said of the victim. “The situation heightened when no pulse was noted for some time. This incident brought fear to my family — especially during the holiday season. My young ones were in shock.”

Murdocco administered the first dose of Narcan in the victim’s nostril, but it had little effect. Broere loaded up a second, stronger dose and his partner tried the other nostril, completely emptying the syringe in one shot. The victim responded so well he was able to exit the car and put on his own jacket.

“This young man regained his life directly in front of everyone,” the witness wrote in a letter to Port Jefferson Village, discussing the buzz it stirred and pleading for proclamations to recognize the officers’ heroic efforts. “This truly was a holiday blessing. Although a tragedy, these officers saved a tragedy from becoming a parent’s worse nightmare.”

The constables were honored by Port Jefferson Village during a Jan. 3 board meeting for their actions that night. Code officers Michael Hanley and John Vinicombe, who arrived on the scene after Murdocco and Broere, were also recognized.

According to Murdocco, the officers are able to hear 911 calls made in the Port Jeff area, and are encouraged to respond to calls requiring immediate aid, oftentimes faster than Suffolk County police officers. He and his partner were in their patrol car when they heard the call, and planned to make their way to the scene, briefly waiting on the south side of the Long Island Rail Road tracks on Main Street as a train went through. While they waited, they encountered a  county police officer who was also headed to the scene, but who did not have the equipment or training to administer Narcan. Village constables are not required to undergo Narcan training, but they are encouraged to do so, and luckily, Murdocco and Broere voluntarily took the course on their own time.

“These two officers were absolutely incredible,” the eyewitness said. “The officer that jumped into the car acted so fast that he had no protective gloves, and was exposed with the young man’s blood. Several neighbors asked to assist, yet he declined, and was able to clean out all of the areas exposed.”

According to accounts from both officers and an eyewitness, the scene was emotional and tense. Murdocco, who works in a state detention center in addition to his duties in Port Jeff, used the word “gruesome” to describe what he saw.

Broere, a Northport High School graduate and Marine Corps veteran in a scout sniper platoon, had been deployed on multiple combat tours and was awarded a Purple Heart after being shot through both of his legs. He returned to Long Island about six months ago after spending eight years in North Carolina working in various law enforcement capacities.

“The chief and the deputy chief and the mayor did a really good job by pairing me and Jimmy up together,” Broere said. “We’re a good match. As partners, we kind of know what the other one is thinking before he has to say it. In a situation like that seconds count.”

Political gridlock is nothing new in Washington, but if an agreement on a federal funding bill isn’t reached by Jan. 19, this time children’s health will be at risk.

In September, the Children’s Health Insurance Program expired, and Congress passed a short-term funding bill just before Christmas to keep the federal government funded through this Friday. The program, also known as CHIP, is a service that provides low-cost health coverage to children in families that earn too much money to qualify for Medicaid. Originally enacted in 1997, CHIP provides matching funds to states for health insurance to families with children. It was slated to run for 10 years, but has since been reauthorized on several occasions since 2007. In 2016, almost 9 million children were enrolled in the program, according to Medicaid.gov. The program covers routine check-ups; immunizations; doctor visits; prescriptions; dental and vision care; and emergency services for enrollees. In November, the House passed a five-year reauthorization bill to keep the program running, but it never reached the Senate floor.

U.S. Rep. Lee Zeldin (R-Shirley) urged lawmakers to pass a bill reauthorizing funding for the program, which also provides funding for community health centers, during a press conference Jan. 12 at Elsie Owens Health Center in Coram. A long-term bill will need to be passed to keep services like CHIP running for the remainder of 2018.

“These essential programs provide millions of children, veterans and individuals with the healthcare services they need,” Zeldin said. “In New York alone, CHIP provides health insurance for 300,000 New York children, while nearly 2 million New Yorkers rely on Community Health Centers for their health care services. On behalf of the millions of New Yorkers who rely on CHIP and Community Health Centers, we must reach across the aisle and work together to preserve these vital programs.”

Although more political debates will likely ensue on other issues pursuant to funding the government through the end of the year, Zeldin said he doesn’t expect reauthorization of CHIP to be used for bargaining by either political party.

“I do not expect to see a partial shutdown after next Friday, so everyone anticipates the funding to continue, but this also presents an opportunity to add the reauthorization language into the next funding bill,” Zeldin said in an interview after the event. “It’s two parts that have been running on different tracks. However, I believe that there is an opportunity here to add the reauthorization language to get it through the House, through the Senate, signed by the President — and reauthorization done.”

New York’s U.S. Sens. Chuck Schumer (D) and Kirsten Gillibrand (D) have each stressed the importance of renewing CHIP as part of larger federal funding discussions.

“We have two weeks to negotiate a budget deal that must also address a host of other items, #ExtendCHIP, community health centers, disaster aid, and of course, the #Dreamers,” Schumer said in a Jan. 3 tweet.

HRH Care Community Health President and Chief Executive Officer Anne Kauffman Nolon, Elsie Owens Health Center Medical Director Nadia Arif and Brookhaven Memorial Hospital Medical Center President and CEO Richard Margulis were among the healthcare professionals in attendance who applauded Zeldin’s calls for funding.

“Not extending the funding for these vital programs could have a devastating effect on both our population, and BMHMC, which also faces potential cuts as a Disproportionate Share Hospital,” Margulis said.

According to the Congressional Budget Office, five-year reauthorization of CHIP would cost $800 million over a 10-year period.

When Port Jefferson Village code officers James Murdocco, Michael Hanley, Brent Broere and John Vinicombe arrived for their shifts Dec. 22, little did they know they would each play a vital role in saving a life.

The four constables were honored by the Port Jefferson Village mayor and board of trustees during a public meeting Jan. 3 for the roles they played in resuscitating with Narcan an unresponsive victim. Narcan is used to block the effects of opioid drugs and to reverse overdoses.

“On Dec. 22, 2017, officer James Murdocco responded to a call at the Fairfield Apartment complex and upon arrival, officers found an unconscious man in a vehicle,” the proclamation honoring Murdocco read in part. Hanley, Broere and Vinicombe were also each given matching proclamations. “All four officers, while working together, cleared the scene and administered two doses of Narcan to the patient which resulted in bringing him back to life. The actions of these officers are well deserving of an official recognition and are positive role models in the community as these officers are not merely giving out tickets, but are there to save lives also. Therefore as the Mayor of Port Jefferson Village, I do hereby recognize James Murdocco, on this 3rd day of January, 2018 for your act of heroism and many years of public service. You are truly a valuable asset to our community and we appreciate and applaud you.”

According to code Chief Wally Tomaszewski, when the officers arrived on the scene the victim’s skin was a shade of purple, and as far as he was concerned he thought the man was dead. He said the actions of the officers were heroic and saved a life.

Mayor Margot Garant was visibly moved emotionally while presenting the officers with the proclamations. She thanked them for their service and dedication to the community.

Tomaszewski indicated this was not the first time members of his constabulary were called into action to save a life using Narcan, and that Port Jeff code officers are encouraged to undergo Narcan training on their own time should it be needed in the line of duty.

Murdocco and Vinicombe were honored by the board in 2016 after they responded to an opioid overdose at the Islandwide Taxi stand near the Port Jefferson Long Island Rail Road station. Garant said when honoring them during a February 2016 meeting that the officers were told the young victim was dead, and they found no pulse or respiration. Murdocco and Vinicombe each administered the anti-overdose medication Narcan and Murdocco performed CPR.

Tomaszewski also indicated the importance in code officers receiving Narcan training because in situations involving overdoses time is of the essence, and they are able to be on the scene of an incident faster in most cases than Suffolk County police. Tomazewski encouraged all members of the public to undergo Narcan training to be ready in the case of an emergency.
