Sills Gully Beach, Shoreham:

Sills Gully Beach in Shoreham is a prime example of erosion due to storm events, according to Brookhaven Councilwoman Jane Bonner (C-Rocky Point). “When you harden the shoreline by constructing hundreds of linear feet of vertical retaining walls or bulkheads, you create a condition where the energy stored in the waves caused by tidal surge and storm events hits up against the hardening structure and reflects back to the Sound,” Bonner said. “These reflected waves cause scour at the base of the bulkhead and a loss of sand from the beach. To minimize this impact, both the New York State Department of Environmental Conservation and the town require armor stone, big rocks, in front of any bulkhead to dissipate the reflected wave surge, reducing the impact that bulkheads have on the beaches.” According to the councilwoman, bulkheads that were constructed in the past “increased the rate of erosion but also separated the beach from its natural sand source.” The practice led to either a narrow or non-existing beach during high tide. With recent changes of bulkheads being moved landward or reducing their elevations, plus the installation of armor stones, erosive impacts have been reduced, and “the beaches tend to be wider and more resilient to storm events.”

Port Jefferson Village:

Port Jefferson was originally known as Drowned Meadow because the area that now comprises most of the commercial district was a marsh that flooded every high tide, according to the book “Images of America: Port Jefferson,” written by Port Jefferson library staffers Robert Maggio and Earlene O’Hare. They wrote, “That flooding, and the steep hills and deep ravines that surrounded the marsh, made farming difficult, and the village grew slowly. In fact, by 1800, there were only a handful of houses.”

Setauket Harbor:

In the last decade, Shore Road along Setauket Harbor has flooded approximately a half a dozen times a year, which is more than in the past due to astronomical tides. “All coastal communities will be increasingly impacted by rising sea level, and sea level rise goes hand in hand with climate change,” George Hoffman of the Setauket Harbor Task Force said. “One way to identify the areas that will be impacted is to look at the areas that are now impacted by storms and astronomical tides. All the low-level shore areas in the Three Village community are the most vulnerable. And, they tend to be the areas that we like to go down to, along the shore, such as beaches and docks and harbor areas. It is projected that in the next hundred years as sea level continues to rise that we will see portions of Route 25A flooding during storm events that we haven’t seen before.”

Nissequogue River, Smithtown:

According to Jan Porinchak, educator and naturalist, the Nissequogue River watershed would be threatened by rising sea levels due to climate change. The river consists of two main branches that start near the southern boundaries of the town in Hauppauge, and then the water flows into the Sound. “Rising sea levels will drown out the native marsh grasses which dissipate wave action and anchor the sediments comprising the shoreline,” Porinchak said. “With the marsh grasses such as Spartina removed, areas further inland would be threatened with shoreline loss from erosion.” Erosion can also have a negative impact on marine species. “With rising sea levels compromising marsh land vegetation, salt water can reach the roots of non-salt-tolerant woody plants further inland, which kills those plant species,” he said. “This creates a domino effect, resulting in yet more erosion when the roots of those plants are eliminated. Increased sediment from these eroded areas will wash into the Nissequogue and similar ecosystems. This sediment can negatively impact shellfish and other marine species, and fuel algae blooms to the widespread detriment of the marine food web.”

Long Beach, Smithtown:

Visitors to Smithtown’s Long Beach, a narrow land spit, will find an artificial berm to keep stormwater out during the winter. Many of the private roads slightly east of the town beach experience flooding when it’s high tide. Larry Swanson, interim dean of the School of Marine and Atmospheric Sciences at Stony Brook University, said the cause of the problem is the disruption of sediment due to a combination of rising sea levels and homeowners building sea walls to protect their property. “Long Beach is a spit that needs sediment supplied from the erosion of the bluffs of Nissequogue,” he said. “There are places where the supply is somewhat diminished to maintain sufficient elevation, perhaps where currents are stronger than elsewhere water can overflow.”

Asharoken, Huntington:

The incorporated village of Asharoken in the Town of Huntington provides the only essential land access way contacting the Eaton’s Neck peninsula to Northport, with its Asharoken Avenue. Due to hurricanes and nor’easters, the Long Island Sound side of the peninsula has experienced moderate to severe beach erosion. In 2015 the Asharoken village board took into consideration a U.S. Army Corps of Engineers-backed proposal to replenish the community’s eroding beaches. The plan consisted of creating a berm and dune system with groins on the northwestern end of the project area. The area includes properties on the Long Island Sound side of Asharoken Avenue. However, in January Asharoken officials voted to bring an end to the restoration project after many residents rejected part of the plan that included creating public access points at certain private properties, which would leave residents liable for any injuries or mishaps that happened when the public was on the shoreline of the property.

As a waterfront village, a group of more than 120 community members think Port Jefferson is missing one major and logical element: a place to swim. Led by Todd Pittinsky, a four-year village resident and Stony Brook University professor, a group interested in bringing a public pool to Port Jefferson is mobilizing, gaining support and preparing to present ideas and data to the village board.

The where, when and how are still up in the air, according to Pittinsky, but one thing that is unquestionable is the public interest in the project. Pittinsky created a Facebook page called Port + Pool as a way to gauge support for his vision. At the time of print the page has 123 followers.

“When we moved here it was the one thing we couldn’t find,” Pittinsky said in an interview. He said he has a 3-year-old son he’d like to have the opportunity to teach how to swim, though creating a place where the community can gather and enjoy together is also one of his goals. In a Dec. 17 post on the page, Pittinsky spelled out some of the major benefits he believes a public pool would bring to the community. He cited health benefits of swimming for exercise, the importance of teaching kids how to swim especially on Long Island, a possible boost in property values, additional revenue for the village and a place for kids to spend their time productively as some of the possible positive outcomes of his vision.

The group hasn’t decided if an outdoor or indoor pool would be best, but Pittinsky said several members would like to be able to use it year-round. He added he has seen designs that incorporate both lanes, for people who want to swim laps for health reasons with areas designated for play for kids, all incorporated into one. Currently Edna Louise Spear Elementary School has an indoor pool though it is only open to the public twice per week.

Pittinsky said it is too early in the process to start discussing possible costs, but his goal is for the Facebook group to eventually be involved in fundraising for the project to offset some of the potential cost for the village, should the ball truly get rolling. The group has brainstormed five potential locations, though they haven’t gained permission from any of the necessary parties just yet. He suggested the Port Jefferson Country Club as a possible spot because it is already open to the public and they are trying to increase membership. Other possibilities include a floating pool within Port Jefferson Harbor; somewhere uptown where revitalization projects are beginning and apartment buildings are being constructed; Roosevelt Park, which the village is in the process of repurposing; or  even Danfords Hotel and Marina.

At least one member of the board of trustees is willing to explore the idea along with the community. Stanley Loucks sits on the board, and is also the liaison for the country club.

“This is a marvelous idea — a swimming pool at the country club would be a major plus for the club members as well as the Village,” Loucks said in an email. “A pool facility is probably the only missing attraction in Port Jefferson. I personally retired from a school district that had two competition-sized swimming pools that were used 24/7. The potential for programs for all age groups is endless not to mention the free swim fitness aspect. It would seem the country club would be the natural location if this were to become a reality. I can tell you from my experience, this endeavor would be extremely expensive; however, would certainly pay for itself over time.”

Julia Bear, a Poquott resident and a member of Pittinsky’s group, said she would be in favor of a public pool in Port Jefferson.

“There are few pool options close by to the Three Village/Port Jeff area,” she said in an email. “A community pool is a great family alternative that meets the needs of kids and adults of all ages. In particular, it provides older children with a nice alternative to the mall. Overall, I am very supportive of this endeavor, and my hope is that it will bring the community together and perhaps we’ll even get into better shape in the process.”

Another group member, a Port Jefferson resident and Stony Brook ecology professor, pointed out the potential environmental dangers if everyone in a community had their own pool at their home.

“If each homeowner builds their own outdoor pool, it is a waste of water, energy, and resources, and we are all more isolated from each other,” Joshua Rest said in an email. “If a village builds a pool, then we all share in the cost, the environmental impact is reduced, and we build a community of strong swimmers.”

The Port Jefferson school district recently installed a bed of vegetation on the roof of the high school as a way to curb its impact on Port Jefferson Harbor and the Long Island Sound by reducing and filtering stormwater, and now other municipalities and districts are taking notice.

The district’s facilities administrator Fred Koelbel spearheaded the mission to obtain a grant from the state’s Environmental Protection Fund as a part of the Department of Environmental Conservation’s Water Quality Improvement Projects program in 2016. As a result, the district received money to cover all but $68,000 of the $275,000 total cost to install a 3,400-square-foot bed of pre-grown sedum, a large perennial plant, on a portion of the school’s roof. The district also has an educational element planned for the new roof, to allow students to take a hands-on approach to tracking how much stormwater the roof helped to treat and prevent from entering the harbor and Sound.

The project was overseen by Siplast, a commercial roofing manufacturer who specializes in installing green roofs in New York and across the country. John A. Grillo Architects of Port Jefferson installed the roof. Siplast’s district manager for New York Michael Balaban and field sales representative Colby Devereux were at Port Jefferson high school Jan. 26, to host an informational workshop for administrators from other school districts, members of the public, a representative from Port Jefferson’s board of trustees and building department, among others who might be interested in installing a green roof on their school, home or municipal building. Balaban said most of the company’s work has been done in New York City, and he isn’t aware of any other school district on Long Island with a green roof, currently.

The representatives from the company presented the many public and private benefits to the attendees, and held up the district as an example for what is possible if others were to follow Koelbel’s lead.

“For our kids, now this is something that we do — we made it normal,” Koelbel said to the workshop attendees.

The concept of installing green roofs in the United States began in 2005, according to Balaban, and there are numerous environmental benefits. The vegetation catches rainwater, filters it and slows down its progression through municipal drains, and thus reduces the dangerous impact stormwater can have on Long Island’s water supply. According to the presentation, green roofs also increase a building’s energy efficiency and work as insulation for noise from within a building.

With green roofs, according to the presentation, water is stored at the surface and taken by the plants, where it is returned to the atmosphere through transpiration and evaporation. Green roofs not only retain rainwater, but moderate the temperature of the water and act as natural filters for any of the water that happens to run off.

Devereux praised Koelbel’s vision and the multifaceted benefits of installing a green roof on a school. Balaban had kind words about the actual execution of the project at Port Jefferson.

“We look at a lot of roofing every day … this is just really, really, really well done,” he said. “The roofer deserves a little applause here as well.”

Bruce D’Abramo, a member of the village board of trustees and liaison to the building and planning department, attended the workshop on behalf of the village.

“The reason we brought the planning board here is so that we can encourage, especially with our redevelopment, the use of this kind of roof,” he said. He added that the village will encourage business owners to venture to the school to take a look at the roof and gain an understanding of its benefits, to possibly add vegetation when they are in need of a new roof.

Advocates for the health of the Setauket Harbor were given an essential resource to aid in efforts to improve water quality in the North Shore port this week.

State Sen. John Flanagan (R-East Northport) announced he secured a $1 million grant from New York State for Brookhaven Town at a press conference Sept. 20 to be used to improve water quality in the harbor.

The announcement came on the heels of a recent water quality study of Setauket Harbor done by Cornell Cooperative Extension and commissioned by Brookhaven, which turned up troubling results. Setauket Harbor is part of the larger Port Jefferson Harbor complex.

“The recent water quality report commissioned by Brookhaven pointed out that Setauket Harbor has significant water quality issues caused mainly by road runoff from rain water flooding into the harbor after storms,” Laurie Vetere, chairwoman for Setauket Harbor Task Force, a volunteer group, said during the press conference.

The grant will fund three projects relating to the harbor.

Half of the $1 million will go toward improvements to the dock. Forty percent will be used on storm water infrastructure improvements and the remaining $100,000 will be used to remove silt that has accumulated in the harbor and its water sources.

Nitrogen pollution and coliform bacteria have plagued Setauket Harbor in recent years.

“I don’t think we were surprised — the harbor has been struggling for years,” George Hoffman of the Setauket Harbor Task Force said in an email. “It has been closed to shell fishing for more than a decade and the main creek leading to the harbor is filled with sediment and not stopping contaminants in storm water from flowing into the harbor … it’s clear that the harbor has some serious challenges.”

Restrictions were placed on shell fishing in other Long Island waterways by the New York State Department of Environmental Conservation in 2015 because of water quality concerns.

Flanagan said the grant should be a step in the right direction to improve the harbor’s waters.

“Long Islanders are blessed with access to magnificent waterways like Setauket Harbor,” he said during the press conference. “That’s why it is important that all levels of government work together to preserve and protect these fragile ecosystems. This state funding will help support critical improvement projects to restore and revitalize this beautiful natural resource and it is my pleasure to partner with [Brookhaven Town Supervisor] Ed Romaine, the Town of Brookhaven and Setauket Harbor Task Force to help bring this project to reality.”

Flanagan, who is up for reelection in November, said in an interview following the press conference that environmental issues are an “A-1 priority” to his constituents.

“They deeply care about the environment,” he said. “I have a lot of coastal property in the district I’m fortunate enough to represent … it’s all important stuff.”

Romaine (R) has been an advocate for legislation to improve Long Island’s water quality for decades. In June, the town approved a law proposed by Romaine that prohibits structures being built within 500 feet of any Long Island waters from having cesspools or septic systems.

“I thank Sen. Flanagan for his strong advocacy on behalf of the Town to help us get started on improving the water quality in Setauket Harbor and the watershed that surrounds it,” Romaine said. “By acting now, I believe we can prevent further contamination, reverse the damage that has already been done and begin to restore this beautiful natural resource back to a healthy and environmentally sound waterway.”

The third annual Port Jefferson Dragon Boat Race Festival took place Sept. 17 in Harborfront Park and Port Jefferson Harbor. FDNY United won the competition, though more than 300 total medals were awarded to various participants according to the Port Jefferson Chamber of Commerce, who organized the event. Hundreds came out to enjoy the races and festivities, which included performances, food vendors, music and more.

Port Jefferson Village snatched ownership of the Village Cup back from John T. Mather Memorial Hospital at the 7th annual Village Cup Regatta boat race on Sept. 10 in Port Jefferson Harbor.

The race, which is presented by the Port Jefferson Yacht Club, features about a dozen competing boats representing either the village or Mather Hospital, and is held for a good cause.

The event has raised more than $300,000 since its inception for Mather’s Palliative Medicine Program and the Lustgarten Foundation, which funds pancreatic cancer research.

The hospital held the cup entering the 2016 race, though the village has now won four of the last six years.

Long Island’s economic prosperity and quality of life are at risk from an unlikely source, but both the Suffolk County and Town of Brookhaven governments are taking steps to combat the issue.

Bodies of water in the county face nitrogen pollution, which leads to harmful algae blooms and a decrease in shellfish population, among other environmental defects. Critically, nitrogen seeps into the Island’s groundwater, which is the region’s only source of drinking water.

Fishing, tourism and boating are billion-dollar industries in Suffolk County — approximately 60 percent of the Island’s economy is reliant on clean water. County property values are also tied to water clarity, according to a Stony Brook University report.

Nitrogen enters ground and surface water from various sources of runoff, such as landscaping, agriculture and pet waste. But the largest contributor of nitrogen pollution is failing septic systems, which County Executive Steve Bellone (D) designated as “public water enemy No. 1.”

Which is why Bellone signed into law last month a resolution that amended Suffolk County’s sanitary code to help protect the county’s aquifer and surface water by improving wastewater treatment technologies to combat nitrogen pollution as part of the county’s Reclaim Our Water initiative.

“It doesn’t help our tourism industry, our quality of life or our ecosystems,” county Legislator Kara Hahn (D-Setauket) said of issues with the Island’s water. “Tackling the nitrogen problem, while not a sexy issue, is a very important one.” Hahn is chairwoman of the county’s Environment, Planning & Agriculture Committee.

Town and county officials are tackling the problem by utilizing what Hahn called a “multipronged approach.” Brookhaven is working to track any issues with outfalls, where drains and sewers empty into local waters, and Suffolk County is employing alternative septic systems.

Municipalities like Brookhaven are required by New York State to inspect each point where waste systems empty into a body of water and create a map of their location. It is part of a Municipal Separate Storm Sewer System (MS4) permit because, according to the state Department of Environmental Conservation, storm sewers collect pollutants like bacteria, motor oil, fertilizer, heavy metals and litter, and deposit them directly into bodies of water.

In addition to conducting the inspections of outfalls necessary to comply with the MS4 permit, the Town of Brookhaven conducts a DNA analysis of any outfall that has indications of impacting water quality. Since 2007, Brookhaven has spent more than $880,000 on this state requirement, Veronica King, the town’s stormwater manager, said.

“You want to put your resources where it makes the most sense,” she said. “Instead of dumping millions of dollars into structural retrofits that don’t address the true problem, the DNA analysis helps us to prioritize and make educated and cost-effective decisions.”

Town Councilwoman Jane Bonner (C-Rocky Point) said Brookhaven contracts with Cornell Cooperative Extension because it maintains a DNA “library” of Long Island wildlife, which it uses to identify the source of any pathogens in collected stormwater. For instance, if the DNA tests conclude they came from pets, Brookhaven might conduct an educational campaign to remind residents to clean up after their furry friends. If the pathogens come from a human source, there might be an issue with a septic system.

“This type of analysis could prove of great importance because any patterns identified as a result of this study can help determine what next steps can be taken to improve water quality where necessary,” Councilwoman Valerie Cartright (D-Port Jefferson Station) said.

Brookhaven has applied for a state grant to help pay for these DNA tests and outfall inspections for the first time this year, because, King said, this is the first time New York State has offered a grant to cover the work.

The DNA tests are important, Brookhaven Supervisor Ed Romaine (R) said, because they help to identify ways to decrease the amount of nitrogen seeping into groundwater.

“The amount of nitrogen in the Magothy aquifer layer has increased over 200 percent in 13 years,” he said of one of the sub-layers that is most commonly tapped into in Suffolk, although not the deepest in the aquifer. “Cleaning up our waterways is not going to be done overnight — this is going to take a long time — but the waterways did not become polluted overnight.”

Suffolk County launched its Septic Demonstration Program to install cesspool alternative systems in 2014, called Innovative and Alternative Onsite Wastewater Treatment Systems (known as I/A OWTS), on the property of participants. Manufacturers of the technology donated the systems and installed them at no cost to the homeowner.

The county’s goal in testing these alternative systems is to lower the levels of nitrogen seeping into groundwater. According to a June 2016 Stony Brook University report, “the approximately 360,000 septic tank/leaching systems and cesspools that serve 74 percent of homes across Suffolk County have caused the concentrations of nitrogen in groundwater to rise by 50 percent since 1985.”

More than 10,000 of the nitrogen-reducing systems are installed in New Jersey, Maryland, Massachusetts and Rhode Island — all areas with similar environmental concerns to Suffolk County — according to the county executive’s office. County employees met with officials from these states to help shape its program.

The I/A OWTS installations worked out so well during a demonstration program that on July 26, the county passed a resolution to allow the Department of Health Services to regulate their use.

Typical cesspools are estimated to cost between $5,000 and $7,000 to install. The low nitrogen systems cost between $12,000 and $20,000, Hahn said. She added that as more areas facing similar environmental concerns require lower nitrogen standards and, as the technology improves, the cost of cesspool alternatives will go down.

Until then, Hahn said county officials have been discussing the possibility of subsidizing the cost of installing the I/A OWTS. It might begin requiring new homes to install low-nitrogen systems instead of traditional cesspools. Or, upon an old system’s failure, it might require an I/A OWTS be installed.

“We hope to eventually be able to help in some way,” she said.

County Legislator Sarah Anker (D-Mount Sinai) said she hopes local businesses begin producing the alternative systems that the county determines best work for the area since it would “keep the economic dollar here” and provide jobs.

In January, Brookhaven will be the first town, Romaine said, that will begin mandating new constructions within 500 feet of any waterway to install an alternative wastewater treatment system.

“I think alternative systems work,” he said. “In many ways, even though we’re a local government, we are on the cutting edge of clean water technologies.”

Both the initiatives by Brookhaven and Suffolk County “go hand and glove,” George Hoffman, of the Setauket Harbor Task Force, said. Many of Suffolk’s harbors and bays are struggling due to stormwater and nitrogen pollution, including Great South Bay, Lake Ronkonkoma, Northport Harbor, Forge River, Port Jefferson Harbor, Mount Sinai Harbor and Peconic River/Peconic Bay.

“Living on an island on top of our water supply and with thousands of homes along the shores of our harbors and bays, it never made sense to allow cesspools to proliferate,” he said.

The success of the initiatives, though, depends on residents.

“The public needs to be always recognizing that whatever we do on land here on Long Island and in Suffolk County affects not only the drinking water beneath us but the quality of our bays and waterways, streams and rivers all around us,” Hahn said. “It’s critically important that folks have that understanding. Everything we do on land affects our water here on the Island.”

 

The Long Island Seaport and Eco Center in Port Jefferson held its sixth annual “Quick ‘n’ Dirty” boat build on Aug. 13 and Aug. 14 at the Village Center. The competition allows four hours for teams of two to build boats out of wood on Saturday, which are then painted and raced around Port Jefferson Harbor on Sunday. John and Stephanie Marino came out on top in the field of eight boats, and raced their “Popeye” themed boat to victory.
