A 76-year-old veteran from Islip committed suicide Sunday, Aug. 21, in the parking lot of the Northport Veterans Affairs Medical Center, according to news sources.

Peter A. Kaisen was pronounced dead at the scene, and according to Northport VA Director Philip Moschitta, in a letter to U.S. Rep. Lee Zeldin (R-Shirley), the body was found next to his car in parking lot I on the campus. Moschitta said an employee of the VA found the body lying on the pavement, and the Northport Police Department, Suffolk County Police Department and FBI responded to the scene.

Moschitta also said there is no record of Kaisen entering the emergency room that day, and that during the 12 minutes he spent at the VA, he didn’t appear to leave the parking lot, as shown on video surveillance.

Multiple news sources have reported that Kaisen was denied service, but Veterans Affairs denies the veteran sought medical attention, although they said the investigation is ongoing.

“Our staff of medical professionals would never turn away an individual who required any level of health care,” Moschitta said in the letter. “We have not found any evidence that the veteran sought assistance from any of our staff, including visiting the emergency room that day. It appears the details of the tragic incident may have been misrepresented in the media coverage.”

Zeldin, a veteran himself, said the loss is heartbreaking.

The loss of even a single veteran in America due to suicide is one too much,” he said in a statement. “Unfortunately, throughout our country, every day 22 veterans take their own life. It is so important to have the best possible understanding as to why these suicides keep happening. For me personally, I have lost more people I know due to suicide than in combat. Our veterans are returning home feeling isolated and alone and feeling like their family, friends and colleagues at work don’t understand what it is that they are going through. What is especially tragic, especially here in Suffolk County, is that a veteran will feel isolated and alone even though there are literally thousands of others throughout our county who would move heaven and Earth to shower a veteran in need with love, appreciation and support.”

Zeldin said that it’s important to note that even though Kaisen’s death was a result of suicide, there are many incidents of veterans whose deaths are incorrectly labeled suicide.

“PFC Joseph Dwyer’s last words when he passed away in 2008 were ‘I don’t want to die.’ He was looking for temporary relief to escape his pain, but he wasn’t looking to leave behind a young widow and 2-year-old daughter.”

Dwyer is known around the country for a famous photo of him carrying a young ailing Iraqi boy during combat. Dwyer’s legacy led to the creation the PFC Joseph Dwyer Veterans Peer Support Program, which provides a safe, confidential and educational platform where all veterans are welcome to meet with other veterans in support of each other’s successful transition to postservice life.

“This program should be in every county in the United States,” Zeldin said. “Losing one veteran as a result of suicide is unacceptable. As investigations into this suicide continue, I will continue to aggressively stay on top of this situation. What is so incredibly important to me and for others is to identify any specific ways at all that this veteran was underserved, so that it can be immediately and completely corrected in order for something very positive to result from this very tragic event. Every time a veteran takes his or her own life, the system has failed.”

An anti-gun advocacy group put a North Shore lawmaker in its crosshairs over the weekend when members protested outside his office.

Gays Against Guns — a nonprofit organization made up of lesbian, gay and transgender people and others who believe in a ban of high-capacity magazine guns and assault weapons, stricter background checks and online gun sales — held a protest in Smithtown over the weekend.

The group said they chose to rally in front of the office of U.S. Rep. Lee Zeldin (R-Shirley) because they believe he is a “puppet” for the NRA and hasn’t worked enough to create legislation that effectively limits the use of guns.

Zeldin said protestors are not focusing on the real issue, which is preventing terrorists from getting firearms without limiting Americans’ constitutional rights.

Duncan Osborne, a member of Gays Against Guns, said he believes Zeldin doesn’t have an interest in regulating firearms. He also criticized Zeldin’s Protect America Act of 2015. The bill would grant the attorney general authority to deny firearms and explosives to individuals who are engaged in terrorist activities or where there is a reasonable belief that an individual may use a firearm or explosive in connection with terrorism.

“His piece of legislation is little more than a Band-Aid,” Osborne said in a phone interview. “He has made no serious effort to get it passed. His bill was a joke to make Republicans look like they’re doing something on gun regulation when in fact it is nearly impossible to implement.”

Zeldin said the issue is being influenced by politics.

“It’s unfortunate that the Democratic Party and their most loyal supporters are politicizing this issue and [the] bill to keep firearms and explosives out of the hands of terrorists,” he said in an email, according to spokesperson Jennifer DiSiena.

When Zeldin first introduced the bill last year, he said the legislation would “help prevent terrorists from purchasing firearms or explosives, while putting in place safeguards to ensure that the rights of law abiding Americans are protected.”

According to Congress’ website, the bill was referred to the House Judiciary Committee in Dec. 2015, and then referred to the Subcommittee on Crime, Terrorism, Homeland Security, and Investigations in Jan. 2016. The bill currently has 14 Republican co-sponsors.

Gays Against Guns also criticized Zeldin’s connections to the NRA, calling him a puppet for the organization, and the NRA his puppet master.

“We don’t think he belongs in Congress,” Osborne said. “He has no interest in regulating firearms.”

New Yorkers Against Gun Violence, another nonprofit organization that participated in the protest, agreed Zeldin should leave office.

“They’ve got to go if we’re ever going to pass the kind of meaningful gun regulation,” Executive Director of NYAGV Leah Gunn Barrett said in a statement.

DiSiena said Zeldin is fighting to support and protect his constituents.

“His positions are not for sale to anyone,” DiSiena said in an email. “If these disrupters want to actually keep Americans safe, they would work with Congressman Zeldin as opposed to launching highly partisan protests against him. These groups should unite behind Congressman Zeldin’s efforts if their genuine intentions are to keep terrorists from being able to purchase firearms.”

According to GovTrack, Zeldin was among the highest 10 percent of House Republicans joining bipartisan bills in 2015 and supporting progressive ideology.

Every project has its perks, and in the case of one large North Shore endeavor, the possibilities are endless.

U.S. Rep. Lee Zeldin (R-Shirley), along with other local officials, recently announced a 2018 completion year for the Port Jefferson Station to Wading River Rails to Trails project  — that has been more than 30 years in the making. With the plan, which involves paving a bike path where old railways existed to be used for cyclists, potential is everywhere.

While the project will provide a safe space for biking enthusiasts, skateboarders, roller-bladers and even those just looking to take a scenic stroll, there is also a huge chance for economic growth, with the path connecting so many Town of Brookhaven hamlets. Bikers, hikers and anyone in-between could stop at kiosks along the path to grab a bottle of water or an ice cream cone, or groups may stop in any hamlet along their travels to grab dinner or go shopping. The trail could also be a way to connect locals, and tourists too, to local beaches, museums and other landmarks.

It’s also just a great opportunity to explore the wonders of the North Shore. The plan helps preserve even more open space while stringing together breathtaking views that tend to get lost in all of the development on Long Island.

Further, the trails should serve as inspiration for cars to be left at home occasionally, which can only have a positive impact on the environment around us.

This project is attractive on multiple levels and across multiple layers of government. We applaud officials for being able to work together and across party lines to achieve a common goal with so many benefits.

It has been more than 30 years in the making, but by 2018, cyclists in the Town of Brookhaven may finally have a new 10-mile route to ride from Port Jefferson to Wading River.

The Rails to Trails Conservancy, a 501(c)(3) nonprofit organization created to preserve land strictly for recreation and transportation, proposed to use old North Shore railroad track locations and pave the way, literally, for a bike path.

Marty Buchman, who lives in Stony Brook and opened the new Stony Brookside Bed & Bike Inn, has been a member of Rails to Trails for 20 years and cycling for over 40.

“It means everything for us cyclists,” Buchman said of the project. “There is no joy like riding on a bicycle trail. The trail will bring economic development, health, jobs — I can’t understand why it took so long to get this started, but I’m absolutely overjoyed. I can’t wait. I’ll be here the first day.”

He has frequently rode along the Greenway Trail, which connects Setauket and Port Jefferson Station, and said that the usage and the joy people get out of the trail is exciting to see. He added that he knows the new trail, which will connect Port Jefferson Station, Mount Sinai, Miller Place, Sound Beach, Rocky Point, Shoreham and Wading River, will have the same impact.

“If you build it, people will come,” he said. “I’ve been cycling since I was 16, and when I ride, I feel like I’m 16 again. I feel like I’m connected to the world around me. I sometimes ride 30 miles to work.”

Chuck Schumer (R-NY), Brookhaven Town Supervisor Ed Romaine (R) and Brookhaven Town Highway Superintendent Dan Losquadro (R) all helped give the proposal life, advocating for the project over the years in an effort to secure funding.

According to Zeldin, converting the rails into a bike trail had been discussed in 2001 when North Shore advocate Mike Cosel spoke to then-legislator Martin Healy about the idea, which has long been stalled since then. Though the projects roots date back much further than that. The previous allocated funding for the project sat for over five years, and was in danger of being cancelled and repurposed, so local officials worked over the past 19 months across party lines to restore the funding so the project could move forward.

“Living on Long Island we are blessed with so many natural treasures, including our renowned parks and beaches, many of which are connected through our scenic biking and hiking trails,” Zeldin said. “Long Island’s trails are an important part of our local community and economy, connecting our residents and visitors to our beaches, parks, local farms, festivals, wineries, restaurants and other destinations, while providing an option of healthy recreational activity and transportation. In addition to improving quality of life and livability, trails help to protect our environment through conservation and by reducing traffic and pollution on our roads.”

The $9.51 million project, according to the congressman, will be 80 percent federally funded, with Brookhaven Town covering the remaining 20 percent.

“We’re going to take this and make this something that people can enjoy,” Romaine said. “This will be a great addition to what we have to offer for recreation in the Town of Brookhaven.”

For experienced cyclists, skateboarders, walkers or even first-time riders, safety was a main concern for all parties involved in approving the trails.

“Unfortunately Suffolk has the very dubious honor of having the highest fatality rates of cyclists on the road,” said Robert DeVito, president of the Suffolk Bicycle Riders Association and director of the Nassau-Suffolk Bicycle Coalition. “We constantly go out riding, whether in a group or alone, always concerned [about safety]. With people today utilizing their phones more and more in their car, it’s really become an issue. We need safer areas to ride.”

The project will also provide an economic boost, as shops could set up along the trail. Anker said the goal is to create ecotourism where along the trail, community members and visitors can stop at the various hamlets, whether it be just to buy a bottle of water, to sit and eat dinner or even visit the Tesla Science Center.

According to Ashley Hunt-Martorano, director of marketing and events for Citizens’ Climate Lobby, a non-profit organization focused on national policies to address climate change, it will also help create a safer place for cyclists to travel during ozone days, when county or state officials determine it’s not safe for bike riders to be out on their bikes.

“The more people get outdoors and engage in their community, the more they’re paying attention to the changes we’re seeing in our planet,” she said. “I have really fallen in love with riding my bike, and I love riding my bike on Long Island. I visit places I’ve never went before in my car. There are certain areas where it’s just gorgeous.”

Although there’s still more time to wait and see if the plan will come to fruition, for now, many locals are excited to hear there may be a plan in place.

“This project has always had tremendous support from all of the surrounding communities,” said Rock Point resident Jeff Carlson, who is president of the Rocky Point Civic Association. “We’re really happy that this is finally getting somewhere.”

U.S. Rep. Lee Zeldin (R-Shirley) will host his next mobile office hours in Mount Sinai.

Constituents can sit down with the Congressman or a staff member for a one-on-one to discuss the issues or concerns important to them at the Rose Caracappa Senior Center on Aug. 12 from 11 a.m. to 2 p.m.

All members of the public are invited to attend, and walk-ins are welcome, as no appointment is necessary, but all attendees who arrive by noon will be guaranteed a meeting with  Zeldin or a staff member.

U.S. Rep urges to cease dumping waste into Long Island Sound

The Long Island Sound shouldn’t be used as a “dumping ground.”

That’s what U.S. Rep. Lee Zeldin (R-Shirley), a member of the House Transportation and Infrastructure Committee and Long Island Sound Caucus, had to say while overlooking the Long Island Sound at Cedar Beach in Mount Sinai on July 29. While there, he called on the Environmental Protection Agency to keep its commitment to permanently close the Eastern Long Island Sound disposal sites. The congressman also called on the EPA to expedite the process to phase out the Western and Central Long Island Sound disposal sites.

“The Long Island Sound shouldn’t be a dumping ground, especially when there are many viable alternatives to open-water dumping, including recycling and safe disposal on land,” he said.

On April 27, the EPA issued a proposed rule, the “Ocean Disposal; Designation of a Dredged Material Disposal Site in Eastern Region of Long Island Sound; Connecticut (81 FR 24748),” which would continue open water dumping of dredge waste in the Eastern Long Island Sound for up to 30 years, despite the agency previously committing to close both disposal sites, Cornfield Shoals and New London, by Dec. 23 of this year. Last month, on June 30, Zeldin sent a letter to the administrator of the EPA opposing the proposed rule. On July 7, the EPA announced a final rule that continues open water dumping at the Central and Western Long Island Sound dump sites, while phasing these sites out over the next 30 years.

“This proposal is unacceptable,” Zeldin said. “The EPA should immediately reverse this proposal and honor their previous commitment to permanently close the Eastern Long Island Sound disposal sites by the end of this year. We need a much more aggressive path to phasing out open water dumping at these sites in the Long Island Sound.”

When the Eastern Long Island Sound disposal sites were created by the EPA in 2012, it was explicitly for “short-term, limited use,” but now the agency is moving to keep one or more of these sites open for up to 30 years. Zeldin expressed his support for phasing out open water dumping at these sites in the Long Island Sound over a period of five to 10 years, and expressed major concerns with ecological impacts on the Long Island Sound.

“The Long Island Sound, an EPA designated Estuary of National Significance and one of the nation’s most populated watersheds, is a cultural and natural treasure that provides a diverse ecosystem with more than 170 species of fish, over 1,200 invertebrates and many different species of migratory birds,” he said. “The Sound is also essential to the everyday economy and livelihood of millions of Long Islanders. Over the years, water quality on Long Island has suffered severely from issues such as pollution and overdevelopment.”

Congressman Zeldin was joined by local elected officials and environmental groups who backed up his argument and supported his proposals.

“I stand with New York’s state and federal elected officials and administrators in condemning this poor excuse of a document in the strongest terms,” said Brookhaven Town Supervisor Ed Romaine. “Just in the last few years we have started to enjoy the benefits of a cleaner Long Island Sound. I cannot understand why the EPA would or should allow this plan to undo the hard and expensive work that has been done over the last two decades to restore the Long Island Sound. We simply must do better.”

Councilwoman Jane Bonner (C-Rocky Point) agreed.

“The Town of Brookhaven is doing so much to keep the Long Island Sound and our other waterways clean, and this disposal site expansion plan is a real threat to our progress,” she said.

Executive Director of Citizens Campaign for the Environment, Adrienne Esposito, said the Eastern Long Island Sound is the most biologically diverse portion of the nationally important estuary.

“Continuing the use of our Sound as a dump site stymies restoration efforts,” she said. “It prevents the advancement of a long-term program for beneficial reuse of dredged materials.”

Friendship Beach in Rocky Point is next on the list of local beaches receiving renovations.

The Brookhaven Town Board recently adopted a resolution approving a $1,215,000 bond to pay for erosion control and drainage improvements, which will limit pollutants in local ground and drinking water, while also helping to improve the water quality of the Long Island Sound.

Brookhaven Town Highway Superintendent Dan Losquadro (R) secured the Federal Emergency Management Agency funding through a State Hazard Mitigation Assistance Grant, which is given to help reduce or eliminate long-term risk from natural disasters. Friendship Beach, along with others on the North Shore, was heavily affected following Hurricane Irene in 2011 and Hurricane Sandy in 2012.

“This project will help us not only from an erosion standpoint, but also to prevent pollution,” Losquadro said. “The hazard mitigation program allows us to repair or replace, but replace with something much better and stronger. It hardens our infrastructure to leave us less vulnerable to damage from future storms.”

U.S. Rep. Lee Zeldin (R-Shirley) recently spoke about the significance of the Sound at press conference at Cedar Beach in Mount Sinai, where he called on the Environmental Protection Agency to keep its commitment to permanently close the Eastern Long Island Sound disposal sites.

Improving the local North Shore beaches will help eliminate some of the waste that makes it’s way into the Sound.

According to the highway superintendent, improvements at Friendship Beach include the addition of armoring stone, which are two to three-ton granite boulders that are used to strengthen and fortify the area; over 200 feet of bulkheading; replacing the drainage system with a filtration system that includes catch basins that separate sediments and solids rather than it being discharged into the water; along with replacing the stairs and planting native beach grass.

What Losquadro said is important about armoring stone is that unlike worn down Long Island boulders, the blasted granite the town will be installing is angular, helping the stones lock together to protect beaches. This is unlike the rounded edges of natural existing stone, which is easier for material like sand and debris to slide around the edges. The new uniform surface will stop the sand from migrating or getting sucked out by hydraulic action, to limit erosion. There will also be stone placed above the boulders, to disperse the energy of waves and help prevent water and sand from breaching the wall.

Councilwoman Jane Bonner (C-Rocky Point) said it has been a long time coming.

“I sat in on several meetings with FEMA and was at the beaches with FEMA representatives showing them the magnitude of the problem,” she said. “The areas along the North Shore have become severely compromised, especially because everything around here flows downhill.”

Sills Gully Beach in Shoreham and Amagansett Drive in Sound Beach are two areas that have already received upgrades, although the restoration part of the cleanup at Amagansett Drive will not be covered by FEMA. Currently, the highway department is working on completing Gully Landing improvements in Miller Place, and is close to getting approval to renovate Hallock Landing. Broadway is also on the town’s list.

Losquadro said dealing with FEMA, is unlike the normal process of getting help from the town’s environmental division or the state Department of Environmental Conservation. The Environmental Protection Agency and United States Army Corps of Engineers are involved, which make sure the undertakings are well vetted and that the completed project meets stringent guidelines.

“This is an instance where being persistent and consistence really pays off,” Bonner said. “As a resident of the community I know how vital these structures are to bluff stabilization and water quality. These projects will help the Long Island Sound for fisherman, users, the fish that live in the water — there’s a whole host of reasons why this is a good thing. This is another spoke in the wheel to assure water quality by reducing stormwater runoff and pollutants associated with it.”

Help is on the way, as President Barack Obama (D) signed a multibillion dollar bill into law this week that takes aim at the growing drug abuse problem facing many North Shore residents and families.

The Comprehensive Addiction and Recovery Act of 2016 is an $8.3 billion plan to fight drug addiction in the United States, with a significant amount of funding for prevention and treatment.

Obama said in a statement last Friday though, that he feels the bill could have gone further with funding for prevention.

“This legislation includes some modest steps to address the opioid epidemic,” he said. “Given the scope of this crisis, some action is better than none.” However, Obama was critical of the amount of money allotted for treatment options.

CARA funding includes $160 million for the expansion of medication-assisted treatment options, including grants that will be awarded to state, local and tribal governments to provide opioid abuse services. These grants will help fund programs that could expand treatment alternatives to incarcerations — with consent of attorneys and participants — for individuals who meet the program’s criteria.

Funding will also help develop, implement and expand prevention programs and training for first responders to administer opioid overdose reversal drugs, like Narcan. It will also fund investigations of unlawful opioid distribution activities.

Obama said he is committed to ensuring that support continues for individuals and families who are struggling with drug addiction.

“I have heard from too many families across the country whose lives have been shattered by this epidemic … I’m going to continue fighting to secure the funding families desperately need,” he said. “In recent days, the law enforcement community, advocates, physicians and elected officials from both sides of the aisle have also joined in this call.”

U.S. Rep. Lee Zeldin (R-Shirley), who is a co-sponsor of the bill, has been vocal about asking the Senate and the president to pass the bill, after it went through the House of Representatives with a bipartisan vote of 407 to 5 in mid-July. It was passed by the Senate with a bipartisan vote of 92 to 2 the following week.

“Our communities and families on Long Island have been severely impacted by the rise of prescription drug abuse and the growing epidemic of heroin, and I will continue working with local elected officials, law enforcement, health professionals, community groups, parents, concerned residents and those in recovery to discuss and develop a more localized solution to address this crisis by increasing treatment and recovery services, education, and stopping the influx of illegal substances,” he said in a statement on Monday.

Steve Chassman, executive director of the Long Island Council on Alcoholism and Drug Dependence, said the law is “arguably the most comprehensive bill” out there concerning the combat against drug abuse.

“It is heavy in education, prevention and treatment,” he said. “We are not just going to incarcerate our way out of this. [CARA] deals with this crisis as the crisis is.”

Chassman has attended multiple drug forums, prevention talks and community meetings on this growing problem, and said the new law is “the culmination of so many families that had to lose loved ones over the last several years.”

Major change may be coming to the North Shore, as a drug abuse bill is set to land on U.S. President Barack Obama’s (D) desk this week.

U.S. Rep. Lee Zeldin (R-Shirley) is a co-sponsor of the Comprehensive Addiction and Recovery Act of 2016, which plans to spend $8.3 billion to help combat widespread drug addiction, especially addiction to heroin, on Long Island.

CARA passed through the House of Representatives last week with a bipartisan vote of 407 to 5, and the Senate this week with a bipartisan vote 92 to 2.

Zeldin, who is a member of The Bipartisan Task Force to Combat the Heroin Epidemic, said he has been a proud supporter of this bill for more than a year now, and is happy to see Congress backing it.

“With both House and Senate passage of CARA, a bill that I proudly cosponsor, we are now only one step away from this bill being signed into law,” Zeldin said in a statement. “78 people [lose] their life every day as a result of an opioid or heroin overdose. Last year — on Long Island alone — 442 people died of a heroin or opiate overdose, up from 403 overdose deaths the year before. As addiction and overdose deaths continue to climb, tearing apart families and communities, it is essential that the President sign CARA into law to start delivering help to those suffering.”

The specifics of CARA include $80 million in funding to help prevent and treat addiction on a local level through community-based education, prevention, treatment and recovery programs; $160 million for the expansion of medication-assisted treatment options; and $103 million to establish a community-based competitive grant program to address and treat the problems of heroin and opioid addiction and abuse. Additional funding will help supply po lice forces and emergency medical responders with higher quantities of naloxone, known more commonly as Narcan, a medication that is proven to reverse an opioid overdose.

Another part of CARA’s funding focuses on pain management and prescription.

According to the bill, the Department of Health and Human Services is required to assemble a Pain Management Best Practices Inter-Agency Task Force, which will review, modify, and update the best practices for pain management and prescribing pain medication, and examine and identify the need for, development, and availability of medical alternatives to opioids.

The grant aspect of CARA is connected to the Omnibus Crime Control and Safe Streets Act of 1968. CARA is set to amend that bill to authorize the Department of Justice to award grants to state, local and tribal governments to provide opioid-abuse services, including enhancing collaboration between criminal justice and substance abuse agencies; developing, implementing and expanding programs to prevent, treat, or respond to opioid abuse; training first responders to administer opioid overdose reversal drugs; and investigating unlawful opioid distribution activities.

The North Shore is not immune to the heroin crisis. According to a New York State Opioid Poisoning, Overdose and Prevention Report from 2015, Suffolk County has the highest heroin-related overdose fatalities of any county in New York.

Zeldin has co-sponsored several other bills in the House on this issue.

“While there is not just one piece of legislation that will solve this crisis, we must always continue our fight to provide our local communities with the resources necessary to help stop and prevent drug abuse through treatment, enforcement, and education,” he said.

The future of Plum Island, a government-owned isle located in Southhold Town, east of Orient Point, is still unclear, but one North Shore legislator wants to ensure it remains in the government’s hands.

U.S. Rep. Lee Zeldin (R-Shirley) announced on July 7 that the House of Representatives passed another one of his legislative proposals to save Plum Island from being sold to private developers. It was his second piece of legislation passed on this issue since May.

Currently, the federal government owns Plum Island, but a 2008 law required that the government sell the property to the highest bidder.

Zeldin said he think this is the wrong path for the island, which has served as the site for the Plum Island Animal Disease Center for decades.

“It is time for the United States Senate to act and pass my proposals, so that we can pursue a better direction for Plum Island that would allow for continued research, public access and permanent preservation of the island,” Zeldin said in a statement

Zeldin’s amendment to the Financial Services and General Government Appropriations Act of 2017 prohibits any of the funding within the appropriations bill to be used to market or sell Plum Island.

Both of Zeldin’s proposals were passed with bipartisan support in the House. The May bill would reverse the 2008 federal law that mandated the public sale of Plum Island by the government to the highest bidder. Now, Zeldin is looking for support from the Senate.

“The Senate also must pass this legislation to ensure that Plum Island is not sold to the highest bidder, but rather is preserved for generations to come,” he said.

The congressman said he would work on providing alternative uses for the island, such as a transfer of ownership to another federal agency, the state or local government, a nonprofit, or a combination for the purpose of education, research and conservation.

According to the U.S. Department of Homeland Security’s website, Plum Island was “the nation’s premier defense against accidental or intentional introduction of transboundary animal diseases,” including foot-and-mouth disease, a viral illness most popular in children under the ages of five.

Homeland Security took over ownership of the island in 2003. Five years later, Congress passed Public Law 110-339, which allowed the General Services Administration to close the disease center and sell the island to the highest bidder in order to fund the building of the National Bio and Agro-Defense Facility in Manhattan, Kansas — the replacement for the existing center, due to the age and safety levels of the old facility.

Environment groups from both Long Island and Connecticut have been strongly opposing the law, saying that handing the island to private developers could bring damage to the natural environment and resources.

“Its location at the convergence of two major estuaries provides an essential habitat for a rich variety of resident and migrating wildlife,” said Kevin McAllister, founder and president of the Sag Harbor-based nonprofit Defend H2O, which protects and restores the environmental quality of groundwater, surface waters, wetlands and beaches on and around Long Island. “Selling the island to developers would open the gates to more water pollution. Giving it away would be a major blow to conservation efforts and be an unconscionable act by the government.”

Jason Garnett, program director of Soundkeeper, a nonprofit dedicated to protecting the Long Island Sound, agreed, saying that Plum Island is an important rest location for migrating birds and waterfowl.

“By preserving ecologically important, open coastal spaces such as Plum Island, we are doing the right thing for future generations of people and the creatures that depend on [the island’s] ecological services of clean air and water,” Garnett said.

Soundkeeper was among many organizations and individuals that filed a lawsuit in federal court on Long Island two weeks ago against the Department of Homeland Security and General Services Administration, that accused the department of violating federal laws and failing to protect endangered and threatened species by intending to sell Plum Island.

John Turner, spokesman for the Preserve Plum Island Coalition, is one of the plaintiffs in the suit.

“We think that the government needs to comply with the existing law,” he said.

Zeldin said he is supportive of the local groups’ efforts to prevent the sale of Plum Island.

Besides activist groups, Southold Town also took actions to save the island.

Three years ago, the town passed a zoning law that created two zoning districts on the island, making one a research district and the other a conservation district, where no housing nor any kind of development would be permitted. If the island is sold, a new buyer would have to follow those zoning laws. According to a 2016 Homeland Security report, Alternatives for Final Disposition of Plum Island, the new zoning “sets forth a limited number of allowed uses, restricting the development potential of the property.”

Southold Town Supervisor Scott Russell (R) said the town has been working well with local environment groups to prevent an uncertain future for the island.
