Projections could mean scaled back tax rate next year

Huntington school district taxpayers could see a little extra cash in their wallets next year, if tentative numbers projecting a greater tax base pan out, the district said this week.

School officials announced on Tuesday that the total value of all its assessed properties is expected to rise in 2015-16 by just under one percent — from about $44.8 million this year to $45.3 million in 2015-16. The district cited figures from an April 30 letter it received from Huntington Town Assessor Roger Ramme.

That projection is also significantly higher than an estimate officials used to craft next year’s proposed $120.3 million budget, which district residents will weigh in on in a vote on May 19. If that budget is approved and the hike in assessed valuation becomes a reality, then taxpayers could see an estimated tax increase of just .83 percent, instead of the 2.27 percent officials estimated.

“The tentative spike in assessed valuation translates into good news for taxpayers,” Superintendent Jim Polansky said in a statement on the district’s website. “It can be attributed to a number of factors, not the least of which is an increase in fully taxed properties within district boundaries. While we expect some downward adjustment between now and the fall board meeting during which the tax rate is set, we anticipate that it will be considerably lower than initially projected.”

The assessed valuation won’t be concluded until the fall, and it’s likely the assessed valuation will slip from now until then, when the tax rate is set, the district noted. But if the assessed valuation is finalized at an amount that’s greater than what was used to develop the 2015-16 budget, the school board, “would be in a position to reduce the earlier projected tax rate increase, appropriate less money from the district’s fund balance or some combination of the two,” according to the statement.

This wouldn’t be the first year Huntington school district enjoyed a greater-than-budgeted assessed valuation.

“Trustees have a long history of returning to residents, through a lower tax rate, any increased revenues the district derives from a late-breaking rise in assessed valuation,” according to the district. “That tradition is
expected to continue in the fall, should the tentative increase hold in
large part.”

Town officials could not immediately be reached for comment on Wednesday.

Unger makes a statement regarding pending lawsuit and superintendent's action

Miller Place school board President Mike Unger broke his silence four weeks after a student announced he would sue the school for allegedly violating his first amendment rights.

At the school board meeting on April 29, Unger took a minute to comment on the situation, which stemmed from the high school’s variety show back in March. During the show, Kyle Vetrano, senior class president, appeared in a skit poking fun at the high school’s bathroom policy, which allows one student at a time to use the facilities in an effort to combat drug use and sales. According to the senior, he improvised the line that later got him into trouble.

“Is this what our superintendent gets paid all that money for? To write bathroom policy,” Vetrano said in the act.

Vetrano was not allowed to participate in the next performance and was banned from school grounds during the second show, as the line was not included in the pre-approved script.

On April 2, the Vetrano family, his lawyer John Ray, of Miller Place-based Ray, Mitev and Associates, students and community members held a rally in support of Vetrano outside the high school and announced their plan to sue. The crowd also marched toward the district office where Ray and his associate served the district with a notice of claim, which must be filed before a municipality or municipal agency — like a school district — can be sued, according to state law.

While Superintendent Marianne Higuera sent out a letter to residents that addressed the incident, the school board has stayed mum.

At the April 29 meeting, Unger described the family as “seekers of 15 minutes of fame” and described Higuera as “the rock of this district.” He said he admired her strength and praised her and the rest of the high school administration for how they handled the situation.

“While I’m not supposed to comment on recent litigious events, I want to state that I support the actions of our high school administration and Dr. Higuera 100 percent,” Unger said to a round of applause from attendees.

The school district has 90 days after receiving the claim to conduct a 50-h hearing, which is similar to a deposition. After 30 days, the complainant has a right to proceed with the lawsuit.

As of Monday, the district had yet to request the hearing Ray said in a phone interview, adding that while he could proceed with the suit, he plans on waiting until the 90-day deadline.

Ray said that while the school can specify a wrong doing on Vetrano’s part all they want, there isn’t one. He said Vetrano is an American citizen and has a right to free speech.

“It’s an arbitrary rule by the district,” Ray said regarding the bathroom policy. “That person [Vetrano] has a duty, a high duty, to take the district to court and right the wrong.”

The Kings Park school district has reached an agreement with its civil service employees and signed a four-year contract that includes a 2 percent salary increase.

At Tuesday’s board of education meeting, the four board members present voted to authorize Superintendent Timothy Eagen to sign the new contract with the Civil Service Employees Association (CSEA).

“I’m happy to present this evening that we have come to an agreement, “ Eagen said.

In an interview after the meeting, Eagen said the current contract for the roughly 225 employees was set to expire June 30. This contract affects bus drivers, teacher aids, custodial staff, secretaries, nurses and more.

The contract also has no step movement, Eagen said.

School board Trustee Mark Doyle has launched a write-in campaign for re-election in Port Jefferson, two weeks after a deadline passed without enough residents filing to run for the board.

There are three seats up for election on May 19: Doyle’s and those of Trustee Vincent Ruggiero and Vice President Jim Laffey. Those who were interested in seats on the board of education had to turn in paperwork to run by April 20, but that day came and went with only Ruggiero handing in a petition.

District Clerk Janice Baisley said the district would rely on write-in candidates to fill the open seats for three-year terms.

Doyle, who works for the American Physical Society, a nonprofit organization working to better the understanding of physics, previously said he was not running for re-election because of a new job that required more responsibility and traveling, making him unsure if he could fully commit to being a school board trustee. But the six-year incumbent said Monday that he reflected further on the matter and has had time to adjust to his new professional role.

“I now believe that I will be able to serve effectively on the board despite my other commitments,” he said in an email.

He said his change of heart came after seeing others had not stepped up to serve, and that his original decision not to run had been a difficult one.

“I feel there is still much to be done to keep the district on a sound fiscal path while pursuing the goal of outstanding student achievement,” Doyle wrote.

He added that the community needs “experienced and knowledgeable board members” because it is contending with “turmoil caused by the actions of [Gov. Andrew] Cuomo and the state education department.”

Doyle, who has lived in the district for 18 years, plans to use word-of-mouth and signs to raise awareness of his campaign for the board.

Baisley said there will be instructions in the voting booths on the day of the election to guide community members through voting for candidates who are not on the ballot. Pens will be provided for the write-in votes.

Doyle said in his email Monday, “My goal has always been that Port Jefferson should continue to be a community that families favor for raising and educating their children.”

Recently appointed Northport-East Northport Superintendent Rob Banzer got a grand welcome to the district on Monday, as school officials showered the new leader with an evening full of music, speeches, cake and cheer.

Banzer walked into a decked-out cafeteria at the William Brosnan administration building on Laurel Avenue. The room was lined with posters created by students, which welcomed Banzer with phrases like, “Welcome to Northport, Come Visit Norwood” from the Norwood Avenue School, “We’re so happy to meet you!” from students at the Dickinson Avenue School and “Bellerose Welcomes Mr. Banzer.”

Members of the school board also attended. President Julia Binger and Vice President Andrew Rapiejko spoke before formally introducing Banzer. Binger thanked the district’s superintendent search committee and honored their work by handing one of its members, James Ruck, retired Sachem school district superintendent, a certificate of appreciation.

Rapiejko, who introduced Banzer, spoke about consensus. He noted that while the school board and district residents may not see eye-to-eye on everything, Banzer’s appointment came with a “degree of unanimity.” He described Banzer as “someone who will exercise firm, focused and compassionate leadership.”

When Banzer took the microphone, he spoke about the importance of seeing students not as where they are, but what they could be and gave a shout out to staff at Northport-East Northport who believed in him — people he said inspired him to become who he is today.

“In my role, my hope here is that every single child in the Northport-East Northport school district can tell that story that they are touched and they can be inspired by the staff — and it doesn’t just have to be teachers, it can be administrators — it can be anybody,” he said. “It can be food service workers, it can be custodians — anybody — that they, they feel inspired. And I see that as our role. My role as superintendent is to partner with our board of education, partner with the community, partner with the administration and the staff to make that a reality.”

Not since 2012 have three candidates vied for two seats on the Three Village school board. The last time that happened, incumbents William F. Connors, Jr. and Deanna Bavlnka were running for their current seats, which will expire at the end of June.

This year Connors and Bavlnka are joined in the at-large race for two three-year board positions by newcomer Jeffrey Mischler. Their order on the ballot, determined in a drawing required by law, will be Connors, Mischler, and then Bavlnka.

Last week, residents gathered at R.C. Murphy Junior High auditorium to listen to the candidates respond to a series of prepared questions from the audience.

Concerning the importance of the arts, extra-curricular activities, vocational training and concerns about high stakes testing and teachers’ evaluations, the trio were in agreement.

Connors, current president of the Three Village school board, referred to extra-curricular activities as “co-curricular,” explaining that for many students, those programs “are something that really makes all the difference in the world in their happiness and success in school.”

Connors, 70, has lived in the district since 1973. He retired as associate vice president of academic affairs for Suffolk County Community College and said he hopes to continue to use his professional and past board experience to shepherd the district through the fiscal challenges presented by the cap on the tax levy.

All three candidates agreed that high stakes testing is a problem for both students and teachers.

The emphasis should not be on the test, but on the materials being taught and on “teaching these kids the right way to study and the right way to learn,” responded Mischler, 44.

A high school business teacher in Center Moriches, where he also taught seventh and eighth grade math for eight years, Mischler and his wife have lived in Stony Brook for eight years. They have two — soon to be three — sons at Nassakeag Elementary School.

Mischler said he hopes to represent “the teachers, the parents, the working families” and to make sure that “financial decisions are made soundly.”

Bavlnka, the director of human resources at P.W. Grosser Consulting, an environmental engineering firm, spoke of the importance of advocacy and encouraged parents to write to government officials to protest high-stakes testing.

“We need to have our voices heard and stick together and work as a team,” the mother of two W.S. Mount Elementary students said.

A 1983 Ward Melville graduate, Bavlnka wants to continue the district’s momentum and emphasis on academic excellence and “inclusiveness to maximize each student’s chance to reach their own unique potential.”

When the discussion during the hour-long Meet the Candidates Night turned to finances, Mischler promised to examine some of the Common Core programs the district pays for, such as Go Math!, to make sure they are working.

“I’m still on the fence whether it’s effective or not,” he said of the math curriculum that was just recommended by the elementary math committee.

If funds remained, Mischler said he would use them for special needs programs in the elementary schools.
Bavlnka, 50, referred to the upcoming school district budget, which includes elementary STEM teachers, and the restoration of social workers and American Sign Language, as an example of the board’s sound financial decisions. The district’s move to natural gas heating and preparation to go solar also point to the board’s efforts to save money, she said.

“We are thinking business. We are thinking revenue and efficiency and conserving. And we’re doing a great job at it,” she told the audience.

Connors, father of four Ward Melville graduates, said he would like to do more to get secondary students out of study halls and into more electives.

“We have to work with employee groups and work with them within the fiscal realties we are now facing,” Connors said regarding the district’s long-term financial health.

“That involves a change in mindset of all of us.”

Asked about term limits, Connors, who was previously on the school board from 1994 to 2006, serving as president for the last 10 years, joked that he was definitely against them.

“The community certainly can decide if I’m representing them well,” he said.  “And if they feel that the Board of Education needs some new blood, new ideas that I don’t offer, they can elect another individual.”

Bavlnka said continuity and consistency are important for building relationships. It’s also important, she said, because educational law can be “overwhelming” and “one big chunk to take on.”

Mischler does believe in term limits. “I always look for a fresh look sometimes. You know yourselves if you keep doing the same thing over and over again, you may start to fall into the same pattern,” he said.

“I feel like it’s a chance for the public to make a decision.”

That decision will come on May 19. Voting for the board seats and 2015-16 school budget will take place from 6 a.m. to 9 p.m. at Three Village elementary schools.

After being closed for the winter, tours have resumed at the Noah Hallock Homestead in Rocky Point, on Hallock Landing Road.

The Rocky Point Historical Society acquired the property two years ago. Noah Hallock built the homestead in 1721 and eight generations of his descendants lived in the house until 1964, said Natalie Aurucci-Stiefel, president of the historical society.

Noah and his wife, Bethia, had three sons: Noah II, Josiah and William. All three sons were born in the house their father built and served in the military as Patriots during the Revolutionary War.

The elder Noah, who died in 1773 at age 77, was buried beside his wife, who died in 1766, in the family’s cemetery, located on a hill behind the homestead. Bethia’s grave is the oldest in the Hallock family cemetery.

In 1964, another local family purchased the home, and lived there for almost 50 years.

Today, the homestead operates as a showcase and a museum of Rocky Point’s history. The tours, which are offered at 172 Hallock Landing Road on Saturdays from April through December, 1 to 3 p.m., showcase 15 rooms with information from the 1700s through the 20th century. One of the rooms focuses on radio history, Aurucci-Stiefel said.

The famed RCA Corporation, headed by David Sarnoff and based in New York City, had a radio transmitting station in the hamlet.

“We’re proud to feature Rocky Point’s history in this house,” Aurucci-Stiefel said. “Each room features original artifacts and photograph collections.”

This year’s race for the Harborfields school board will be a contest.

With three openings, five people — including two incumbents — are hoping to snag a seat on the board come May 19.

Candidates Chris Kelly, Colleen Rappa, and Suzie Lustig are vying for one of the two seats. Incumbents Donald Mastroianni and board President Dr. Thomas McDonaugh are seeking re-election. Maggie Boba, a former school board member, resigned last year, leaving a vacant seat on the board.

Each term is for three years.

The father of three has lived in the area his entire life and has decided to make a run for one of the empty seats.

“I’m basically running because I want to help maximize Harborfields students’ entire experience, start to finish,” Kelly said. “I want to make sure we provide all the support parents and teachers need.”

If elected, Kelly said one of his biggest goals is to bring full-day kindergarten to the district, feeling that the district is in desperate need of a full-day program.

“I want to create the best education our children can get while being fiscally responsible,” Kelly said.

The 18-year resident and mother of five sons decided to run for the board after observing what has been going on in education. She said she feels people are buying into the commercialization of education, and they don’t understand the real issues at heart. She also feels local control of education has been taken away from districts.

“People drink the Kool-Aid and think one size fits all,” Rappa said. “I want to change the way people think about education.”

The former attorney said she has an understanding of educational law and would bring that to the table if elected. She would also like to restore vocational programs and add classes relating to media to help students prepare for the future.

“I can connect the dots and I understand the stakeholders and I can come up with the methodology needed,” she said.

Mastroianni, a nine-year incumbent is seeking a fourth term in an effort to finish many of the things started while serving the community.

“I’m not running on any specific agenda,” Mastroianni said. “I believe in volunteerism.”

The father of three said he would like to finish what he started. He said he would like to see the issue of full-day kindergarten through and wants to help with the capital improvement bond referendum the community will be voting on in the fall, which, if approved, would allow the district to make
capital improvements and upgrades. He wants to continue to work on getting the full Gap Elimination Adjustment money — school aid money taken by the state in order to fill the state’s revenue gap — restored for the district.

“I’m very proud to be a member of this community,” Mastroianni said.

McDonagh is finishing up his second term and is currently the board’s president. The father of four announced he would be seeking re-election, as there are ongoing projects he’d like to see through.

“The board has done a good job at providing the educational experience that the district children deserve while recognizing the financial constraints,” McDonagh said.

Two projects McDonagh would like to continue to work on is the capital improvement bond referendum project and the full-day kindergarten evaluation study that the district will start working on next school year.

If re-elected, McDonagh said he would like to continue to find ways to enhance the experience of the children in the district.

A mother of three and 22-year district resident has decided to make a run for the board after many years volunteering within the community.

“I’ve seen the highs and struggles with the district over the last 15 years and I want to make sure our district stays as strong as possible,” Lustig said on why she is running.

If elected, Lustig said she would like to create a three- to five-year plan that will help the district stay on task if there are funding cuts in the future. She would also like to create an education committee to share ideas on curriculum, events and more and analyze what is going on in the district and community. She said she would also research ways to bring the district more revenue.

Three candidates are running for two separate trustee positions on the Smithtown Central School District’s Board of Education, including one incumbent and two newcomers.

The president of the board is seeking another term and will not be contested in this year’s election, while another member of the board will not seek re-election, opening up the race to two potential candidates to fill the remaining seat on the seven-member board.

Christopher Alcure, president of the Board of Education, is seeking another as a trustee after his current term expires July 1. Alcure first joined the board three years ago, and if elected, will remain in his position until June 2018.

At the helm, Alcure has been a mouthpiece for parents and their kids throughout the district, and his service to the board was not challenged, as no other candidate stepped up to run for his seat.

Board of Education member Matthew Morton, however, did not submit an application to run for another term once his three-year term ends July 1. Two candidates threw their names into the race for his seat, including Jeremy Thode of Nesconset and MaryRose Rafferty of Smithtown.

Thode, a proud husband and father of four girls who attend Smithtown schools, said he decided to run for the BOE because of his experience as an educator and administrator throughout his professional life.

One of Thode’s top issues, he said, was tackling how the district educates its children and making sure decisions are made in the best interests of Smithtown and not in the best interests of politics, big business or other communities. Looking ahead, he said it is important that the district refocuses its attention not on testing, but on finding ways to boost children’s feelings of acceptance and accomplishment.

If elected, I expect to assist the current BOE in advocating for children in an extremely political time,” he said. “We must focus on the children and what is best for them. I expect to put my efforts into making decisions that are best for children, [to] investigate ways to enhance the educational experience so that each child with their individual needs have the opportunity to succeed and belong in a challenging culture.”

Rafferty, an 11-year Smithtown resident, proud wife and mother of three, also submitted to run for Morton’s BOE seat and said she wanted a spot at the table to tackle declining enrollment, tax increases and quality education not being what it was before Common Core was implemented years ago. For the past 11 years, she said, she has been actively involved with the district, serving as Special Education PTA president, treasurer, and member representative to district’s Citizens Advisory Committee on Instruction and Housing. She was also on the planning committee for Smithtown Parent University.

“I want to work with our educators in resolving the conflict concerning the implementation of the Common Core Standards without appropriate written curriculum that is supported by Common Core-aligned text books, work books, computer programs, and to also continue to work with and support our teachers and support staff with professional developments which will serve as a basis for delivering the strong quality education that all of our students are entitled to,” she said. “If elected, I want to ensure that our teachers receive the fair and appropriate evaluations based on student academic achievement in the classroom, local administrative review, and not the majority evaluation based on high stakes testing results.”

Votes will be cast for BOE trustees and the 2015-2016 Smithtown Central School District budget, adopted at the April 14 Board of Education meeting, on May 19.

A new, $1.6 million, 4,000-square-foot facility for maintenance and operations is rising on the North Country Administration property on Suffolk Avenue in Stony Brook.

Money from the recent bond is being used to fund the building, which will provide relief for the administration building, which now houses ground crew supplies, carpentry facilities and a paint shop in one of its wings. The district’s auto shop is a separate building also located on the premises.

The new building will mean that there will be more space inside the administration center for career and technical classrooms for the Three Village Academy, said Jeff Carlson, assistant superintendent for business services. Being able to provide vocational courses will save the district the fees it pays to BOCES, he said.

“We want to make it nicer for the neighborhood,” Carlson said of the construction. “We want to be a good neighbor.”

Though some neighbors might be disappointed to see the baseball fields on the south side of the building sacrificed, Carlson said the administration plans to spruce up the fields on the other side of the building.
