Advocates for the health of the Setauket Harbor were given an essential resource to aid in efforts to improve water quality in the North Shore port this week.

State Sen. John Flanagan (R-East Northport) announced he secured a $1 million grant from New York State for Brookhaven Town at a press conference Sept. 20 to be used to improve water quality in the harbor.

The announcement came on the heels of a recent water quality study of Setauket Harbor done by Cornell Cooperative Extension and commissioned by Brookhaven, which turned up troubling results. Setauket Harbor is part of the larger Port Jefferson Harbor complex.

“The recent water quality report commissioned by Brookhaven pointed out that Setauket Harbor has significant water quality issues caused mainly by road runoff from rain water flooding into the harbor after storms,” Laurie Vetere, chairwoman for Setauket Harbor Task Force, a volunteer group, said during the press conference.

The grant will fund three projects relating to the harbor.

Half of the $1 million will go toward improvements to the dock. Forty percent will be used on storm water infrastructure improvements and the remaining $100,000 will be used to remove silt that has accumulated in the harbor and its water sources.

Nitrogen pollution and coliform bacteria have plagued Setauket Harbor in recent years.

“I don’t think we were surprised — the harbor has been struggling for years,” George Hoffman of the Setauket Harbor Task Force said in an email. “It has been closed to shell fishing for more than a decade and the main creek leading to the harbor is filled with sediment and not stopping contaminants in storm water from flowing into the harbor … it’s clear that the harbor has some serious challenges.”

Restrictions were placed on shell fishing in other Long Island waterways by the New York State Department of Environmental Conservation in 2015 because of water quality concerns.

Flanagan said the grant should be a step in the right direction to improve the harbor’s waters.

“Long Islanders are blessed with access to magnificent waterways like Setauket Harbor,” he said during the press conference. “That’s why it is important that all levels of government work together to preserve and protect these fragile ecosystems. This state funding will help support critical improvement projects to restore and revitalize this beautiful natural resource and it is my pleasure to partner with [Brookhaven Town Supervisor] Ed Romaine, the Town of Brookhaven and Setauket Harbor Task Force to help bring this project to reality.”

Flanagan, who is up for reelection in November, said in an interview following the press conference that environmental issues are an “A-1 priority” to his constituents.

“They deeply care about the environment,” he said. “I have a lot of coastal property in the district I’m fortunate enough to represent … it’s all important stuff.”

Romaine (R) has been an advocate for legislation to improve Long Island’s water quality for decades. In June, the town approved a law proposed by Romaine that prohibits structures being built within 500 feet of any Long Island waters from having cesspools or septic systems.

“I thank Sen. Flanagan for his strong advocacy on behalf of the Town to help us get started on improving the water quality in Setauket Harbor and the watershed that surrounds it,” Romaine said. “By acting now, I believe we can prevent further contamination, reverse the damage that has already been done and begin to restore this beautiful natural resource back to a healthy and environmentally sound waterway.”

The third annual Port Jefferson Dragon Boat Race Festival took place Sept. 17 in Harborfront Park and Port Jefferson Harbor. FDNY United won the competition, though more than 300 total medals were awarded to various participants according to the Port Jefferson Chamber of Commerce, who organized the event. Hundreds came out to enjoy the races and festivities, which included performances, food vendors, music and more.

A .45 caliber handgun, ammunition, $20,000 in cocaine and heroin, and more than $12,000 in cash were seized by Suffolk County Police Department detectives from a home on Champlain Street in Port Jefferson Station at about 2 a.m. Sept. 16, according to Suffolk County Police.

The owner of the home, Edison Cabrera, 33, was arrested and charged with fourth-degree criminal possession of a weapon, two counts of third-degree criminal possession of a controlled substance, criminal possession of drug paraphernalia and second-degree criminal contempt. Attorney information for Cabrera was not immediately available.

The seizure was the result of the execution of a search warrant following an investigation into an illegal weapon at the home.

“The Suffolk County Police Department will not waver in our commitment to take illegal guns and drugs off of Suffolk County streets,” Suffolk County Police Commissioner Timothy Sini said in a statement. “We are dedicated and determined to follow every credible lead, work with our law enforcement partners at every level of government and continue to create new innovative initiatives, such as our Firearm Suppression Team and narcotics hotline, to keep our residents safe.”

The new interim superintendent of the Port Jefferson School District will be attending a meet and greet Sept. 13 from 6:30 p.m. to 7:30 p.m. at Edna Louise Spear Elementary School hosted by the board of education.

Paul Casciano was hired to fill the position in June and will be available to meet parents and community members ahead of the district’s board of education meeting for September.

The school is located at 500 Scraggy Hill Road in Port Jefferson.

Port Jefferson Village snatched ownership of the Village Cup back from John T. Mather Memorial Hospital at the 7th annual Village Cup Regatta boat race on Sept. 10 in Port Jefferson Harbor.

The race, which is presented by the Port Jefferson Yacht Club, features about a dozen competing boats representing either the village or Mather Hospital, and is held for a good cause.

The event has raised more than $300,000 since its inception for Mather’s Palliative Medicine Program and the Lustgarten Foundation, which funds pancreatic cancer research.

The hospital held the cup entering the 2016 race, though the village has now won four of the last six years.

After the highly publicized discovery of lead in drinking water in Flint, Michigan, Port Jefferson School District decided not to leave the safety of its students and staff to chance.

The district employed Ronkonkoma-based environmental consulting firm Enviroscience Consultants Inc. to conduct a district-wide test for lead in drinking water this summer. The firm released results of the testing in a report dated June 28.

A total of 126 water fixtures were tested across Edna Louise Spear Elementary, Port Jefferson Middle School and Earl L. Vandermeulen High School. Traces of lead large enough to require action were found in nine locations, according to the report.

At the middle school, a first-floor water fountain, two sinks in science labs and a kitchen sink had lead levels exceeding 15 parts per billion. The Environmental Protection Agency’s “action level” threshold for lead in water is 20 parts per billion, as listed in in its 2006 guide entitled “3T’s for Reducing Lead in Drinking Water in Schools.” At the high school, sinks in the third-floor faculty bathroom, an athletic coaching office and a science lab, as well as a spigot in an athletic office and a water fountain in a wood shop, showed lead levels higher than 15 parts per billion. All nine fixtures have been removed and either replaced or will be replaced, according to District Facilities Administrator Fred Koelbel.

In water sources like sinks in science labs or bathrooms, school districts are permitted to note with a sign that the water shouldn’t be used for drinking, but Port Jefferson opted to remove such fixtures anyway.

“The district response here is at the top of the curve,” Enviroscience Consultants President Glenn Neuschwender said in an interview to the district’s choice to adhere to stricter standards than those laid out by the EPA, and their decision to opt for removal of the fixtures instead of signs. “This board has taken the highest level of conservatism when it comes to protecting the kids.”

Neuschwender stressed levels found in Port Jefferson are not remotely close to those found in places like Flint and fall below some action-required thresholds other than the EPA. Still, he suggested concerned parents take action.

“You have to have a discussion with your child,” he said. “Do you use that fountain? If they don’t, the discussion is kind of over. If they say ‘yeah, I use it from time to time,’ then the only sure way to find out if your child has been impacted is to have a blood-lead test.”

According to the report, lead can impact every organ of the human body, though it is most harmful for the central nervous system. Low levels can cause learning disabilities and behavioral problems, among other problems. High levels can result in neurological problems or even death.

Koelbel said a comprehensive test on this level had not been conducted in recent years though concerns in 1985 prompted the district to replace fixtures at the elementary school. None of the locations tested at Edna Louise Spear yielded results that required action.

Interim Superintendent of Schools Paul Casciano said he understands parents’ concerns, though the district plans to be upfront and forthright about its findings and subsequent action.

“We feel that we’re being more cautious, replacing sinks as opposed to putting up a sign,” he said. “Obviously all of the lead testing is a reaction so I won’t say we’re proactive. We wouldn’t be doing this if there wasn’t a reaction starting essentially with Flint, Michigan. But our response to it is going to be proactive. We have to make sure that there isn’t any danger while they’re at school.”

Casciano called the replacements an unanticipated but not prohibitive cost.

“Anything that protects the safety of students is worth the expense,” he said.

Koelbel said the district is planning to test the replaced fixtures in the coming weeks, though no plans currently exist for a second comprehensive, districtwide test.

He added that the district is in the process of replacing a few drinking fountains each year with filtered water stations that contain a reservoir to chill water and are designed to make filling bottles easier. Four of the stations already exist in the district.

Suffolk County Legislator Kara Hahn (D-Setauket) and New York Gov. Andrew Cuomo (D) are teaming up to help North Shore residents prepare for a natural or man-made disaster. The lawmakers will host a free NYS Citizen Preparedness Training event Sept. 10 from 10 a.m. to 11:30 a.m. at Port Jefferson Village Center, located at 101 East Broadway.

Participants will learn how to develop family emergency plans, how to stock up useful supplies and will receive a free disaster preparedness kit containing vital items if a disaster were to strike.

“The state training and kits will help New Yorkers be the most trained and best-prepared citizens in the country,” a release from Hahn’s office said.

Those interested in participating should visit www.prepare.ny.gov to register in advance of the event.

Frustrating dropped calls, undelivered text messages and slow loading web pages may soon be a thing of the past on Long Island if one U.S. Senator has anything to say about it.

U.S. Sen. Chuck Schumer (D-NY) submitted a list to wireless carriers of more than 200 ‘dead zones’ for cellular service on Long Island Aug. 25. The list was accumulated by Long Island residents identifying areas where frequent lapses in service occur to Schumer’s website over the course of several months. North Country Road in Port Jefferson and Setauket, Main Street in Northport, Route 25 in Smithtown, Shore Road in Mount Sinai and Hawkins Avenue in Stony Brook were among the North Shore locations residents pegged for spotty service according to a press release from Schumer’s office.

“When it comes to cell service on Long Island, these dead zones are proof carriers need to —quite frankly— raise the bar,” Schumer said in a statement. “A heavily populated region like Long Island shouldn’t be home to over 200 dead zones. Just a stone’s throw away from New York City and home to several universities, thousands of businesses and more, Long Island’s cell phone coverage must remain uninterrupted. Now that Long Islanders have submitted critical dead zones locations to my office, our wireless carries must make sure they are fixed. I will share these locations to carriers and am urging them to come up with a solution that meets the needs of both Nassau and Suffolk residents.”

Spokespeople from wireless carriers T-Mobile and AT&T did not respond to requests for comment regarding Schumer’s list. Andrew Testa, a public relations manager for Verizon Wireless’ northeast market, deferred questions regarding the Senator’s list of dead zones to international nonprofit CTIA — The Wireless Association, who has represented the wireless communications industry since 1984. CTIA spokeswoman Amy Storey declined to comment on behalf of any of their members, which include Verizon Wireless, AT&T, T-Mobile and Sprint.

One company addressed Schumer’s concerns.

“Sprint is committed to making sure Sprint customers have a great experience on our network and we’re investing to improve our coverage and reliability on Long Island,” company spokeswoman Adrienne Norton said in an email Aug. 26. “We share Senator Schumer’s goal of better service for Sprint customers and look forward to working with him to enact legislation that will reduce barriers to network deployment.”

Norton added that more Sprint cell sites, or towers should be expected on Long Island in the next nine months, which should improve service.

Schumer said lapses in cellphone coverage could create dangerous situations if GPS technology fails, and could deter business owners from setting up shop or tourists from visiting Long Island if problems persist. He called on wireless companies to come up with solutions to alleviate the issues.

North Shore residents in need of a surgical procedure will soon have a new, more convenient option that eliminates the need for extended hospital stays, long searches for parking and unnecessary treks through vast buildings.

The New York State Department of Health approved plans for the Port Jefferson Ambulatory Surgery Center to be located on Route 112 in Port Jefferson Station at a meeting of the State’s Public Health and Health Planning Council Aug. 4. The project, which is estimated to cost nearly $10.6 million, will establish a freestanding outpatient facility for surgical procedures with six operating rooms. John T. Mather Memorial Hospital will own about a quarter of the center, with 19 individual physicians making up 70 percent of the ownership structure.

Doctors involved in the plans, which go  as far back as five years, are excited for the possibilities the center will bring.

“There’s a massive need because it’s more comfortable for the patients, they’re less expensive to run [than full hospitals] and it’s less expensive for the hospital,” Port Jefferson-based orthopedic surgeon Dr. Michael Fracchia said in a phone interview. He called the center a “win-win-win” because of the benefits it will create for patients, insurance companies and Mather Hospital. Sending patients with ailments treatable at another site out of the hospital will also allow Mather more space for those who require a hospital stay.

Fracchia is serving as a treasurer for the project as well.

The Port Jefferson Station center will handle procedures in ophthalmology, orthopedics, pain management, general surgery, neurosurgery and otolaryngology.

“It’s a more comfortable, homey type of facility,” orthopedic surgeon Dr. Brian McGinley said in an interview. McGinley is the president of the Port Jefferson Station project. Both McGinley and Fracchia stressed the improvement the facility will make in convenience and cost savings for patients. McGinley added that the center will be held to the same high standards that are associated with Mather Hospital. He said the centers tend to be cleaner than hospitals with a far lower risk of infections like MRSA.

Pinnacle III, a company based in Colorado that specializes in establishing ambulatory surgery centers nationwide, has assisted in developing more than 40 centers across the United States and will play a role in creating the Port Jefferson Station site. It will be the first Pinnacle III center in New York, and according to Pinnacle III President and CEO Robert Carrera, New York is one of the states with the greatest need for more surgery centers. Lisa Austin, the company’s vice president, estimated that the cost of procedures at surgery centers is about 33 percent less than at traditional hospitals.

Carrera, Austin, Fracchia and McGinley all speculated that ambulatory surgery centers could be a wave of the future in health care, especially in New York.

“Things have changed — you don’t see anyone building new hospitals,” Fracchia said. New York currently has 116 ambulatory surgery centers, though plans for more are popping up in addition to the Port Jefferson Station location.

Fracchia said he anticipates ground being broken on the site within the next week or so, and the goal is for the doors to open by the winter of 2017.
