In a departure from its normal meeting format, the Three Village Central School District held a town hall last Wednesday, Jan. 26, that gave the public an opportunity to ask administrators a broad spectrum of questions that included the budget and enrollment, COVID protocols, mental health support, DEI (diversity, equity and inclusion) and school start times. 

The town hall, which was held in-person at the Ward Melville High School auditorium, also offered a virtual component. More than 100 viewers tuned into the two-hour-long YouTube livestream. District administrators answered questions that had been submitted ahead of time. 

Alan Baum, executive director for human resources and secondary curriculum, facilitated the town hall. While the district was open to various structures for future forums, Baum said the benefit of pre-submitted questions was that it ensured that answers given were “accurate, comprehensive and detailed.” Administrators, he said, had the benefit of being able to gather the necessary information. 

Concerns about the ongoing pandemic prompted an expected avalanche of questions about procedures, masking and vaccines and represented both the sentiments of parents who felt the district was being overly cautious, as well as those who believed it could do more. Questions about this dominant topic included whether the district had looked at studies related to the psychological and learning effects of masking and distancing on students, and whether the district would take legal action to end the mask mandate. Concerns were also raised about masking requirements not being enforced and why students and teachers were not mandated to take the vaccine.  

Executive director of student and community services Erin Connolly fielded many of these questions. She said the district would not take legal action against the mask mandate, and that due to the newness of masking and social distancing there have been no studies available about their long-term effects. She added that concern about possible effects is behind the district’s implementation of “extensive” SEL (social emotional learning) programs targeted at mitigating issues related to COVID-19.  

There has been no decision to mandate the vaccine for students, but if there were one, it would be made by New York State and not by the school district, administrators said. Teachers, on the other hand, are required to be either vaccinated or to test regularly, said Dawn Mason, executive director for pupil personnel services. She added that vaccination is a personal decision to be made with one’s doctor.  

Pandemic-related questions also included whether the district would go remote again or offer a remote learning option. Superintendent Cheryl Pedisich said the district would not offer a remote learning option, though it did offer livestreaming for secondary students and tutoring for elementary students during the omicron surge. The decision to go remote would be based on local infection rates and availability of teachers and staff. Such a decision would be made “with careful consultation with the board of education, with our administration and the department of health,” Pedisich said.  

“We view our schools to be the central pillar to the infrastructure of our community and, as such, schools are critical. They are essential to student learning, social and emotional and psychological growth, and so we feel very, very strongly about the importance of in-person learning, and we’ll do everything we can to keep our schools open, healthy and safe,” the superintendent said. 

Administrators also spoke about the district’s ongoing focus on student mental health, saying district programs focus on “the whole child” — academic, as well as their social, emotional and physical health and well-being.   

The district’s enrollment has seen a decline over the past 15 years. When asked to compare current enrollment and staffing — 5,651 students and 589 instructional staff members — to those of the 2012-13 school year — 7,307 students and a staff of 591 — it became clear that staffing levels, which include some “COVID hires,” are virtually the same at present, despite the almost-2,000 student decrease over the years.  

In addition to reduced class sizes and more electives, Jeff Carlson, deputy superintendent, said Three Village is providing more services to students and has added more social workers and psychologists to the staff over the years after having cut staffing down to 545 full time equivalents in 2013-14.

“Every school district has social workers and psychologists,” he said. “We have more than most. We’ve worked hard to build those numbers back up in staffing.”

Pedisich later said current enrollment numbers do not include the district’s prekindergarten students, which can range between 180 and 200 students. Though the district saw a decrease in the secondary populations, it is currently seeing a bump in elementary students by 105 students, which Pedisich attributed to changes in the housing market and families moving from the city because of the pandemic.  

Paul Gold, director of social studies and assistant principal of Ward Melville, answered questions about the district’s DEI committee, which he chairs. The district is not teaching critical race theory, widely known as CRT, which he said is taught in law schools and “has no place in K-12 schools.” Gold added that what the district does teach about race and racism is “through the lens of history” and that teaching “does not come with blame or shame. It comes with context and conversations about how over time so many Americans have worked to promote equity and equality for so many groups that have been historically marginalized.”

In addition to clarifying that equity and inclusion go beyond race to include gender, physical and intellectual ableism and sexuality, Gold responded to questions about funding for the district’s committee. The committee is populated by teacher, parent, staff and administrator volunteers who are not paid. He also explained that professional development is among the committee’s priorities and that one of its subcommittees is working on professional development opportunities for staff.

Questions were also asked about the district’s commitment to finding a way to implement a later start time for secondary students. Pedisich, who acknowledged the health benefits of a later start for students, said the board of education would have to discuss reinstatement of the late start time committee, which has been on hold since the pandemic.

North Shore school districts share what they’re doing to keep up with the new COVID variants. Stock photo

As students went back to school after the winter break, a spike in COVID-19 cases caused widespread absences fueled by the Omicron variant. 

As of Monday, Suffolk County has experienced a 24.1% positivity rate, according to the New York State Department of Health. 

These numbers come just one day before Gov. Kathy Hochul (D) announced that the state will be ending contact tracing for the virus. She said that keeping up with the number of cases is “nearly impossible” with the Omicron surge and the focus should rather be on vaccinations and testing. 

“We have 12,000 new cases a day. It is almost impossible to do contact tracing the way we have been in the past,” Hochul said at a news briefing in Manhattan Jan. 11.

The county has yet to announce if it will also stop contact tracing on the local level. 

But to continue keeping children safe in their schools, some North Shore districts have implemented new protocols, on top of mask wearing, social distancing and virtual learning.

Elwood

In a statement from Elwood school district, Superintendent Kenneth Bossert said that at the high point of the COVID surge, which was immediately following the holiday break, the district had approximately 200 students isolated or in quarantine.

“Any student who is directed to isolate or quarantine due to COVID-19 has the opportunity to work remotely in Elwood, K-12,” he said. 

Northport-East Northport

Residents in the Northport-East Northport community received a letter from Superintendent Robert Banzer last week providing an update on some changes that took place due to the surge. 

At the time of the notice, which was sent out Jan. 7, the quarantine and isolation expectations for students and staff reduced for positive cases from 10 days to five days as long as the conditions in the guidance are met. These changes to quarantine protocols are also outlined and are based on vaccination/booster status. 

For remote learning while quarantining, Banzer expressed his sympathy noting, “We understand that remote learning is not ideal,” but some changes were made for students to learn while at home. 

High school and middle school students were updated on the district’s virtual quarantine support schedule, which provides periodic access to a subject area teacher throughout the day. Elementary students were granted increased access to their quarantine support teacher. 

“A key difference between virtual quarantine support versus livestreaming a classroom (aka: turning the camera on in the classroom) is the ability for students to interact with a teacher and ask questions, which is not typically possible with a traditional livestreaming approach,” he wrote. “This creates conditions that allow for full attention on students; the large majority who are present in class, and those who are online seeking virtual assistance from the subject area teacher.”

The district, along with others on Long Island, was given testing kits for students and staff to conduct at home, as well as community testing to take place on Wednesdays from 9 a.m. until 5 p.m. at the Bellerose Avenue location. 

Smithtown

Smithtown schools are prioritizing in-person instruction, according to Superintendent Mark Secaur. 

“We strongly believe it to be superior to remote learning,” he stated. “That said, we do allow for remote learning via livestreaming for students who are unable to attend due to COVID-related quarantine and isolation requirements.”

He said he believes the district offers a safe in-person learning environment, so it has not allowed for students to “opt-in” to a remote environment unless they are forced to miss school due to a COVID quarantine or isolation period. 

Three Village

In a letter sent to residents, the Three Village School District has continued to keep students spaced at 3 feet and 6 feet when in the cafeteria. Plastic barriers can be put up if requested by the family, but none are being distributed to all at this time. 

The notice stated for secondary students, “Due to an increased number of COVID-19 cases after the post-winter recess, the following procedures will be enacted from Thursday, Jan. 6, until Friday, Jan. 21, at the high school, and until Friday, Jan. 28, at the junior high schools.”

These include livestreaming into classes if a student or family is in isolation. The livestream for Three Village occurs for the entire day, and not for individual periods of instruction. It is not interactive and will continue beyond the dates indicated for quarantined students only.

Comsewogue

Superintendent Jennifer Quinn said that some parents were concerned sending their children back to school after winter break, so the district implemented a 10-day virtual option for families, ending this week. Students always have the option to livestream into their classes.

“Virtual learning is good for the time being, but it’s not the best way to learn,” she said, noting that in-person learning is important for social and emotional growth. 

In conjunction with the virtual option, the district continues to follow the state’s mask mandate and 6-feet distancing. 

“When things calm down, we have written a letter to send to the governor asking that students sit at their desk with no masks,” Quinn said. “The spread is not happening in schools.”

But until the Omicron variant ceases, and things get back to some type of normalcy, Comsewogue will continue providing tests to students and staff. 

Quinn added that the day before school started, over 2,000 tests were given out. 

Middle Country 

Roberta Gerold, superintendent of Middle Country Central School District, is confident that things are looking up. She said on Tuesday, Jan. 11, that attendance in her schools is starting to get better. 

“I think we’re starting to plateau,” she said. “After reporting 10 days of absences after the breaks with family, today it’s finally slowing down.”

She added that the district is testing staff once a week, while students can get tested every Monday if the parent asks. 

“We want to make sure that if they have symptoms it’s not COVID,” she said. 

Middle Country has kept up with its mask mandates and physical distancing, as well. 

“Our positivity rate is still below the county and state rate,” she added. “We’re still as careful now as we were before.”

Students have the option to livestream into their classes if absent and are offered virtual instruction during quarantine. 

“Our staff is amazing,” Gerold said. “They are working double, triple duty to support the staff who aren’t there, and they are impacted at home, too, but are still here for our students relentlessly.”

Gerold commended the district as a whole: “We just want the students to be safe.”

Shoreham-Wading River

Superintendent Gerard Poole said that “luckily” things are better this week. 

“We are full in-person learning, but if someone is out, they can get a livestream,” he said. 

For grades K-5, students are spaced out at 6 feet and it’s the same for secondary students with activities like chorus, band and in the cafeteria. 

“The community parents continue to collaborate to help students,” he said. “And our nurses continue to be heroes … the flexibility of the staff is amazing. We are so thankful for them.”

Gov. Andrew Cuomo (D) announced beginning March 26, indoor family entertainment centers will be able to reopen at 25% capacity. 

Other facilities such as bowling alleys and escape rooms have been open since last August, but indoor family entertainment centers are among the industries that have been left behind during the reopening plan. As a result, they have taken a big hit since the start of the pandemic last March.  

A few Long Island entertainment centers such as Urban Air Adventure Park in Lake Grove and Sky Zone Trampoline Park in Mount Sinai are “excited, eager, thrilled, delighted” to make a comeback this year.

“We tried as a business to get engagement from New York State about the reopen plan for family entertainment,” said David Wolmetz, co-owner of Urban Air. “Meanwhile these other businesses like bowling alleys, gymnastics, casinos, gyms and other indoor recreation centers were able to reopen and we were questioning why the data was not allowing for our business to open.”

Unable to receive the data from the state to support the lack of focus on indoor family entertainment centers, he was able to obtain his own data from other Urban Air parks that were allowed to reopen around the country. 

Observing approximately 140 different Urban Air parks, Wolmetz found that out of the 4 million guests who have been served, no cases of COVID-19 were traced back to their parks. 

“It was very tough for us to understand why we couldn’t reopen, but we remained patient,” he said. “We are doing everything possible to remain safe, and are pleased we will be able to open March 26 and serve the community again.” 

Despite how tough the year has been for such companies and keeping in mind that only 25% capacity will be permitted on reopening shortly, Dominick Crafa, Sky Zone general manager, said he is still looking forward to welcoming back families into the park again. 

“We want to allow people to have fun again, and try to get back to somewhat of a normal,” he said, “We’ll probably be running in the red for a little bit and losing some money, but just the fact that we’re able to get back to some sort of normal life and provide a place of happiness is something we’re excited for.”
