Concluding a hotly contested election season in the Village of Port Jefferson, Rebecca Kassay and Lauren Sheprow were sworn into office for two-year terms on Monday, July 4.

Immediately after dozens of groups and community organizations paraded through the streets for the Fourth of July celebration, community members gathered on the front lawn of Village Hall for the formal swearing-in ceremony. 

Members of Cub Scout Pack 41 performed the ceremonial raising of the flag, which featured a historic 46-star flag that was donated by the Squires family. For more on this flag, see The Port Times Record’s April 28 story, “Squires family heirloom returns to Port Jefferson.”

Following the flag ceremony, Mayor Margot Garant, Deputy Mayor Kathianne Snaden and Trustee Stan Loucks gathered on the steps of Village Hall to join their incoming colleagues. Barbara Sakovich, the Village clerk, administered the oath of office to Kassay and Sheprow, who each took the oath while surrounded by family and friends. 

Upon taking office for a second term, Kassay thanked members of the Port Jeff community for entrusting her to continue her work on the Village Board. 

“Thank you everyone for being here today, for being a part of this village and for entrusting part of it with me,” she said. “It’s truly humbling to be entering my second term, and I am so very much looking forward to continuing to add strength to this already strong community.”

Sheprow, a first-time public officeholder, was surrounded by a sizable party of family members, including children, grandchildren and her father, former Mayor Hal Sheprow. 

On a similar note as Kassay, Sheprow thanked the community members for their support. “I can’t express how grateful I am that the Village of Port Jefferson has put their faith and trust in me to represent them for these next two years,” the new trustee said, adding, “I hope that I can live up to that faith and trust.”

The Port Jefferson Village Board of Trustees will undergo a major shakeup next week as Bruce Miller leaves the board.

Miller, who has served since 2014, was unseated in last week’s village election after an unsuccessful bid for a fifth term. His seat will be filled by Lauren Sheprow.

As Miller transitions out of village government, his colleagues weighed in on his legacy of service to the village. In a series of emailed statements, Mayor Margot Garant and trustees took the opportunity to describe their many takeaways from Miller’s time in office. 

The mayor, under whose administration Miller served during the entirety of his tenure as a trustee, highlighted several initiatives Miller had championed through the village government.

“Bruce’s vision for a better Port Jefferson brought us to the table on many big issues, including the repowering of our power plant, getting a better ride on the Long Island Rail Road, and reducing energy costs for those who live both in Port Jefferson and beyond,” Garant said. “He should be commended on every level for his selfless contribution, and I wish him all the best in his retirement years ahead, spending many more days visiting his daughter and doing the things he loves.”

Deputy Mayor Kathianne Snaden praised Miller for the innovative ideas and problem-solving skills that he brought to the village board. According to her, his creative approach is best illustrated by his taste in architecture.

“My first memory of Bruce was with his work on the Architectural Review Committee and his ideas on Victorian-style exterior design,” she said. “He always brought an interesting perspective to issues and it’s been a pleasure working with him. I wish him all the best in his future endeavors.”

Trustee Stan Loucks, who has also served alongside Miller for eight years, emphasized that Miller’s service to the community long predates his time as trustee.

“It should be obvious to everyone that Bruce Miller has been, and still is, dedicated to servicing the village of Port Jefferson,” Loucks said. “His many years on the school board and the eight years he served as a trustee are proof of that.” He added, “There is a saying, ‘All good things come to an end.’ I feel that Bruce was one of those good things. I wish him the best going forward — good health and happiness.”

Trustee Rebecca Kassay, who will remain on the board for another term, also acknowledged Miller’s contributions to the school district. She added that she hopes to continue to tap into Miller’s wealth of experience moving forward.

“Trustee Miller has garnered invaluable institutional knowledge from his years of service, not only on the Board of Trustees, but also from his years on the board of education,” she said. “I appreciate his perspectives and look forward to continuing a dialogue with him to help inform future village decisions.”

Sheprow commented on the lessons she takes away from her predecessor’s decades of public service in and around the village. 

“Bruce Miller has been contributing time and talent to the Village of Port Jefferson — and before that to the Port Jefferson School District — for close to two decades,” the trustee-elect said, adding, “He deserves a great deal of respect for all he has contributed and I applaud him for his dedication. He is a role model for public service to be emulated in the Village of Port Jefferson and I hope others will follow in his footsteps and get involved as he has for the betterment of this community.”

Sheprow will be seated officially after a formal swearing-in ceremony held on Monday, July 4, at Village Hall. This will conclude Miller’s eight-year tenure on the village board.

The Village of Port Jeff Board of Trustees held its monthly public meeting on Monday, June 6, addressing a number of issues.

Public safety

Chief of Code Enforcement Fred Leute reported that while the village has not noticed a recent spike in automobile break-ins, this is a crime trend occurring in other nearby areas. He reminded villagers of the importance of locking their cars and not leaving key fobs inside the car when they are away.

“If you lock your car, there’s no incidents of anyone breaking into the cars,” he said. “It’s not worth it to them … If you lock your stuff, lock your windows and lock your cars, you’ll be safe.”

Suffolk County police will conduct training programs for village constables, “and that includes an active shooter certification for all of our employees,” Leute said.

He also highlighted his office’s ongoing efforts to monitor speeding through radar enforcement and officers posted near stop signs. Through these activities, he noticed a startling phenomenon.

“The interesting thing that came from that is that once they did that for the past week and a half, they’re finding that it’s mostly village residents that are speeding,” he said. 

Leute stressed the importance of calling his office rather than reporting incidents on social media. “If you’re of good heart and you want to help this village, call us,” he said. “Don’t go on Facebook, call my guys. We will listen, we will figure out what the problem is and we will fix it.” He added, “Going on Facebook and demeaning either the village or the constables or the highway department … whoever, it’s not productive.”

Trustee reports

Trustee Rebecca Kassay announced she had a productive meeting last weekend with the Beach Street Community Garden, a group of gardeners and community volunteers. She said that she also hopes to have a meeting with Elizabeth Hornstein, of the Long Island Sound Study, to explore ways in which the village can secure possible funding for certain projects.

Kassay said Hornstein specializes in assisting “villages like ours, municipalities who have goals concerning flooding and other environmental issues, to connect us with grant money that is available on the state and federal levels.”

Trustee Stan Loucks said there are still available job openings within the recreations department. 

“We’re looking for junior counselors, senior counselors, lifeguards — these positions are still open, so you can apply through the Village Center,” he said. 

Loucks also reported positive news on the country club, whose membership this season has exceeded 600 members. “This certainly indicates that we have an exceptional facility,” the trustee said. “However, golf courses can only handle so many golfers. We may be having discussions in the very near future about putting a cap on our membership.”

Loucks concluded his report by reminding residents that the restaurants at the country club are open to the public, not requiring a membership to eat at them. “The eating facilities up at the country club, they’re not private,” he said. “They’re public places — The Turn as well as The Waterview. These are public restaurants and many people are not aware that they can go up there and go to these places.”

Trustee Bruce Miller provided an update on his recent deliberations with the executive staff of planning and training at Long Island Rail Road. Miller said there was “a lot of movement, but I don’t know if you would call it in a positive direction.”

During the conference, the LIRR presented several alternatives to the village. The parties discussed the idea of having two tracks, that is, a second track between Port Jefferson and Huntington stations. LIRR also proposed fixing the bridges. When the idea was pitched for electrification of the line, LIRR responded with the need to purchase more land to accommodate the two tracks. 

Miller questioned if LIRR’s numerous alternatives may overcomplicate the planning of this project, dooming it to failure from the start.

“I’m just thinking to myself, have they put so many bells and whistles onto this project that they then can say, ‘Well, we’d like to do all of this but we just can’t. It’s just not economically feasible,’” Miller said. “Part of my issue is the fact that we have a lot of residents who live in Port Jefferson … but commute to the Ronkonkoma line. That to me is very ‘ungreen.’”

Deputy Mayor Kathianne Snaden announced a number of upcoming events in the village, including the upcoming Maker Faire on Saturday, June 11, at the Village Center.

“I’ve been working with the museum about coordinating with our code department for security, for road closures, for parking,” she said. “That’s shaping up to be a great event, as it always is. We’re glad to have it back after the COVID years and get back to the fun with the kids.”

Mayor report

Mayor Margot Garant reported that a fireworks display will be held on Sunday, July 3, at East Beach with a rain date of July 8. 

The mayor also congratulated the high school baseball team and girls lacrosse team on their successful seasons.

On Monday, May 2, the Village of Port Jefferson Board of Trustees held a public meeting, updating residents on a number of issues facing the village.

Public safety 

Chief of Code Enforcement Fred Leute reported an alleged physical altercation involving a knife attack on Main Street, prompting Suffolk County police to make an arrest. “The victim and the aggressor became involved in a verbal dispute,” the chief said. “The dispute turned physical. The aggressor slashed the victim on the upper left arm with a knife and Suffolk County P.D. responded.” He added, “The victim was taken by ambulance to Stony Brook [University Hospital], treated and released.”

The suspect was arrested by Suffolk police without incident and the background check revealed no gang affiliation or other motivating factors.

Leute announced that he has been coordinating with Suffolk police with regards to the upcoming busy season in downtown Port Jefferson. The village will receive the Whiskey Unit, a two-person police team which will be dedicated to the four busiest nights. A uniformed patrol officer will be assigned to monitor activity on Main Street. There will also be bike patrol officers and other services to promote public safety.

In response to resident complaints of speeding on California Avenue near the East Setauket boundary, village constables had conducted a two-week survey using a speed trailer which monitored traffic speeds along the street. Leute believed that with the introduction of stop signs in the area, speeding has largely been alleviated. 

“While I completely understand there was likely a speed problem previously, I think the stop signs have fixed that problem,” he said. “In short, I don’t think we have a speeding problem there now.”

Resident Ana Hozyainova questioned the efficacy of such a speeding survey to accurately diagnose the problem on California Avenue: “Me going down California with my two children and then turning onto [Route] 25A becomes an issue,” she said. “It’s a lot less of an issue now with the stop signs, but it is still part of the issue.” She later asked that the board consider a plan to reconfigure the street to make it more walkable.

Mayor Margot Garant, replying to this suggestion, said such a measure would not be feasible, at least in the immediate future.

“It took eight years with [the state Department of Transportation] to get the sidewalk on 25A,” the mayor said.

The discussion concluded as Hozyainova and Leute agreed to compare notes and investigate the matter further in private.

Trustee reports

Trustee Rebecca Kassay reported that the Six Acre Park Committee will present its proposal to the board on Monday, May 16, at Village Hall. 

“The overall aim is to have a tree park or arboretum densely planted that replaces a significant portion, or all, of the species that are currently there, which are invasive species with little to no ecological value to native or migratory fauna,” the trustee said. She added, “It’s a rare opportunity to give back to nature in a meaningful way.”

Trustee Stan Loucks began his report with a brief remark about the state of golf throughout the village. “At our country club, our membership is very healthy,” he said. “We have exceeded 550 members this year. It’s down a little bit from last year, but last year was an exceptional year.” He added, “More people are playing golf today than ever before.”

In an email statement, village resident Michael Mart countered Loucks’ opinion. According to Mart, “The figures stated last night regarding his up-to-date number as being just over 550 … changes nothing in regard to the fact that considerably less than 10% of village residents are dues-paying golfers at our village golf course.”

In a phone interview, Loucks responded to Mart’s comments: “He’s absolutely correct,” the trustee said. “It would be a little bit over the top to expect to have 8,000 residents as members of our country club.” He added, “I was only quoting the number of golfers at our club in comparison to previous years and our membership is healthy.”

Loucks also reported that two pickleball courts have been created at Texaco Park.

Deputy Mayor Kathianne Snaden reported a delay in the bathroom project at Rocketship Park. “It’s going to be a little bit longer for some of the equipment, the fixtures to come in,” the deputy mayor said. “We discussed looking into some porta potties in the meantime, so the kids and the families will have bathrooms down there.”

Mayor’s report 

The mayor reported she had a successful meeting with the Six Acre Park Committee: “I want to thank those volunteers for working over the last eight months and pulling together what I think is a fantastic vision for the 6 acres up on Highlands Boulevard,” she said. “I’m looking forward to having them do their presentation to the Board of Trustees.”

Garant also announced that the Upper Port building which formerly housed the PJ Lobster House before its move will soon be demolished. Approval of the demolition permits will be granted “any minute and you will see that building start to come down,” she said. 

On Sunday, June 5, Drowned Meadow Cottage will host a ribbon-cutting ceremony to celebrate Plundering Day, reopening the building as a permanent Culper Spy Ring museum, the mayor said.

Pickleball, a nationwide recreational phenomenon, has made its way to Port Jefferson village.

On Tuesday, May 10, village residents will be offered the opportunity to learn about pickleball and try it out for themselves. Trustee Stan Loucks said the pickleball village initiative is finally materializing. 

“Pickleball has been on my agenda for about four years,” he said in a phone interview. “We have a clinic planned for May 10 at 6 o’clock that we’re advertising, and registration is through the village recreation department.” 

Loucks described pickleball as a combination of several racket sports in one. Unlike tennis, pickleball is played within a much smaller area, which has a lower impact on the body. “It’s also a sport that the elderly can play,” he said.

Loucks was first introduced to pickleball in Florida, where he said he spends a good portion of his time. There, he noticed a surge in pickleball’s popularity and sought to bring this activity to the village. 

 “The reason I picked pickleball is because if we use the area that we have left over at the country club, those upper [tennis] courts, I can put six pickleball courts there,” the trustee said. “We don’t have room for tennis up there right now and we thought we could put a pickleball complex up there.” He added, “It is a sport that has exploded nationwide. It’s a matter of popularity, expense, room, and it’s an advantage that all ages can play.”

History of pickleball

TBR News Media contacted Stu Upson, CEO of USA Pickleball, for an exclusive interview. He shared the history of the sport dating back nearly six decades.

“Pickleball started in 1965 on Bainbridge Island, Washington [state] — just across from Seattle — by three families who were there for the summer,” Upson said in a phone interview. “The kids were antsy and bored, so they created the game of pickleball on their driveway.”

From there, the sport grew throughout the Pacific Northwest, becoming more popular over time. Upson noted it was particularly popular throughout warmer climates.

“Over time, it really grew in the Sun Belt,” he said. “It’s huge in Florida, California and Arizona.” Addressing the demographics that gravitated to the sport initially, Upson added, “It was a more popular sport among seniors who wanted to remain active and probably had played tennis a lot. Tennis was a little difficult for them to continue to play because it’s harder on the body.”

Within the last five years, Upson observed a boom in the number of picklers throughout the country. “It was growing 20% per year before the pandemic, but when COVID shut the world down, the sport really took off because it was so easy to play.” He added, “Even since the pandemic, the sport has continued to skyrocket and is now the country’s fastest growing sport with now 4.8 million people playing it.”

When asked to explain the rise of pickleball, Upson said it was the sport’s relative simplicity that made the difference.

“It’s easy to play, but it’s also easy to learn,” he said. “You can get out on the court and if you have any basic hand-eye coordination, especially if you have experience playing another racket sport, you can go out on a pickleball court and, within an hour or so, be confident and not embarrass yourself.”

Rules and regulations

While pickleball may look similar to other racket sports, it is governed by its own unique set of rules and scoring procedures. “The scoring is different from tennis,” Upson said. “It’s a much smaller court which is about the same size as a paddle-tennis court,” adding, “In fact, you can fit four pickleball courts in the area of one tennis court.”

Also distinguishing pickleball from its racket sport counterparts is the style in which it is played. Unlike tennis, a pickleball is served underhand. Additionally, the game follows a service-scoring format, meaning points can only be earned while one is serving the pickleball. Games are usually played to 11 points, according to Upson.

The mission of USA Pickleball is to grow the sport,” he said. “As the national governing body, we also sanction tournaments, set the rules of the game, approve all the equipment — the paddles and balls — and we hold tournaments around the country.”

Future of the sport

Part of Pickleball USA’s efforts include appealing to the International Olympic Committee for formal recognition at the Olympics. Realistically, pickleball will not be recognized for at least another 12 years.

“We want to help grow the sport internationally and would love for it to be recognized by the IOC and be a part of the Olympic Games at some point, but that’s quite a few years down the road,” Upson said. 

At the local level, there is a growing demand for the sport throughout Port Jeff. “We now have a waiting list,” Loucks said. “We have so many people that have enrolled that we can’t accommodate all of them.” He added, “The demand is there. I think we’re going to have more people that want to play than we’re going to have room for.”

Loucks said programs such as the May 10 clinic are designed to introduce prospective picklers. He emphasized the importance of the upcoming clinic, saying, “I’d like to see the local readers show up at our May 10 pickleball clinic at Texaco Park. It’s free and we will have rackets available. For anyone who shows up, we will try to get them on the court. If we can’t accommodate that many people on the courts, they certainly will see the game being played and receive an awful lot of information about the sport.”

On Monday, April 18, the Board of Trustees of the Village of Port Jefferson gathered for an afternoon business meeting.

Mayor Margot Garant announced the withdrawal of a scheduled public hearing regarding the revocation of the operating license of the Curry Club at SaGhar. The mayor cited a recent development between the village and the proprietor, mentioning that the two parties have come to terms.

“The Curry Club at SaGhar is coming into compliance,” the mayor said. “They complied with all of our requests not to apply for nightclub status and … pretty much everything we asked for.”

In her report, Deputy Mayor Kathianne Snaden said the Earl L. Vandermeulen High School Class of 1982 has applied to use the Village Center for its upcoming class reunion, requesting a reduced rate. The board moved to accept this request, contending that the measure will promote greater use of the facility and will set a precedent for future classes to book their reunions locally. A graduate of the Class of ’82, Garant recused herself from this vote.

The board also announced that both Texaco Park and the village basketball courts will now accommodate pickleball instruction. Garant considered this a “wildly popular program” throughout the village. Snaden concurred, and also reported that the Texaco program will provide a free clinic for incoming picklers that is designed to introduce village residents to the sport. 

Trustee Stan Loucks announced that lines will soon be put down at Texaco Park to support the planned pickleball campus. He added, “Hopefully, down the road, pickleball will be someplace else,” leaving open the possibility that pickleball at Texaco Park will be only a temporary measure.

Trustee Bruce Miller shared his notes from two guest presentations delivered during an April 13 meeting of the Port Jefferson Harbor Commission. 

During Trustee Rebecca Kassay’s report, a robust debate ensued on the future of short-term versus long-term rental property codes. The subject was tabled for a later time as more information will be necessary for the board to settle the matter.

Correction: On April 21, The Port Times Record stated, “Trustee Rebecca Kassay reported that the village’s Arbor Day festivities are scheduled for Friday, April 29, when free saplings from the Saratoga Tree Nursery will be made available.” In an email, Kassay clarified this: “We indeed confirmed that Arbor Day is April 29th, but I stated that the saplings are not yet ready from the DEC nursery. I reported that as soon as I have a pick-up date for the saplings, I’d let everyone know … Additionally, the saplings will only be free to the first grade class; we will be selling them for $1 at the Farmer’s Market, date TBA.”

This week, TBR News Media sat down for an exclusive interview with Stan Loucks, trustee of the Village of Port Jefferson. In the interview, Loucks addressed the relative inactivity at the club, the looming $10 million effort to save it, and the controversy around bluff stabilization.

You are the trustee liaison to the Port Jefferson Country Club. What does that role entail?

The liaison to the country club means pretty much that I’m in charge of everything up here: the golf across the road; the tennis, which we will not have this year because of the erosion of the bluff; and I coordinate with the tenant upstairs. 

Could you inform the readers on how this building was acquired by the village?

In 1978 the mayor of the village was Harold Sheprow. I’m pretty sure the land was owned by [the Estate of Norman K.] Winston. He had a large building corporation up here in Harbor Hills. In 1978 the village voted to purchase not only the country club, but both East and West beaches were involved in that sale for about $2 million. 

Since its acquisition by the village over four decades ago, has this country club been a profitable investment for the village?

The country club has been deemed a self-sustaining, separate entity from the village in that we have our own budget. We have to pay our bills. We had a tennis membership last year of over 300 members and a golf membership of around 500 members. 

The revenue that we take in has to meet our expenses. The village taxpayer, after the purchase of the property and the payoff of the bond, contributes no tax money to the country club whatsoever. Everything up here is basically coming off the backs of the membership.

As a follow-up, is there any kind of rent that the country club pays to the village treasury?

No, we are not renting the property. We are an attraction, I believe, for the village. I believe the village benefits even if you’re not a member. I think they benefit from the fact that we have a country club that’s available to residents at a very, very reasonable rate. 

We have the two beaches that are kind of semi-private. There are nonresidents that can use our beaches because they are members of the country club. The only rent that’s collected is from the tenant upstairs and that rent money goes directly to the village, not to the country club. 

And that tenant upstairs, is that the concession?

That’s the concession. They own Danfords downtown. It has just recently changed hands [to TPG Hotels, Resorts & Marinas]. The Crest [Group] had this for a couple of years and when they sold Danfords, [TPG] took over the tenancy of this building not downstairs, but the upstairs restaurant and catering end of it [known as The Waterview at Port Jefferson Country Club]. 

The downstairs here is pretty much all country club. We have two locker rooms. We have a large meeting room. We have a fitness center and a membership office. That’s pretty much what we have downstairs. Everything else upstairs belongs to the tenant. 

What has been the return on investment over the several decades since the village purchased the country club?

In terms of dollars and cents, really nothing other than the fact that we have in our possession two beautiful beaches, a beautiful golf course — we did have beautiful tennis courts, eight of them. Other than that, the village has received considerable rent over the years. The only thing the village has gained financially is from the rent of this building. All of the money that is made by the golf course stays with the golf course. 

That’s pretty much all the village has gained from this country club, which is a lot. I think property values are certainly affected by what’s going on here. People want to move into this village and I think one of the reasons they want to be here is for the opportunities coming out of the country club. 

Right now, those opportunities have diminished a little because of what’s going on out there with Mother Nature. With all of the upcoming anticipated construction, we decided that we will not have any tennis membership this year. We can’t put people out there and put them in danger on those courts because at any given moment, a massive landslide can just let loose. There’s a huge ravine over there now. The gazebo that they used for their wedding receptions went over the bluff. The bluff is moving in on us. 

To backtrack a little, you said before that it’s kind of a private country club. What does that mean exactly? You’re a public official, so what is the connection between the country club and village? Is this a private or a public entity?

Well, it’s private in that you have to be a member to be on the facility and to play golf or tennis, but it’s public in that there is a public restaurant upstairs. I think very few people realize that, so in my mind it’s kind of a semi-private area even though we own it. 

By we, do you mean the village?

The village. The village owns it. Anyone from the public can come in here and go to the restaurant, but you cannot come in here to play golf unless you’re a guest of a member. The golf course is private just like any other club, but the property itself is not private. You don’t have to be a member to go to the beaches and, as I said, you don’t have to be a member to go to the restaurant upstairs. 

At the time when this property was purchased by the village, bluff stabilization must have been an unforeseen expense. In your view, is this property a depreciating asset?

That’s a tough one to answer. Since I started my term, I have walked that beach down there since 2015 with the Army Corps [of Engineers], with DEC, with other engineers. At that point in time, it was very obvious to me that this bluff was rapidly eroding. 

A lot of it was caused by global warming, storms and the Town of Brookhaven ignoring the repair of the two jetties in Mount Sinai Harbor. It took us from 2015 to just this past year to get the first permits, which are for the lower wall, that have already been approved. We finally got the permits from DEC. We waited a few more months for the Army Corps to approve. Once they approved, we put it out for bid. We got bids ranging from $4.8 million to $6.8 million. The bid was awarded and construction will begin shortly to do the lower wall, which runs from the bottom of the East Beach Road 450 linear feet along the bluff from east to west. 

That’s not going to save our tennis courts. The engineers have told us that the bluff is so steep now that it’s got to eventually level out to about 30 degrees before plantings can really go on there. A lot of our bluff is almost straight down and when it goes, it collapses. Right now the bluff is in a situation where, in my opinion, I don’t think plantings are going to hold on there. There are plans for another wall, what they call the upper wall, that’s supposed to go behind this building. There is an engineering plan in place to put a steel wall all around this facility. I’m not 100 percent sold on the idea that a wall is going to permanently protect the building because, if the bluff keeps on going, it may come in from the sides. 

The plans are in place and the drawings have been made. It has not been voted upon by the board yet to move forward with it or not. The $4.8 million bond for the wall has been awarded. I think the treasurer has figured out that it will cost the taxpayer about $170 a year. However, we are actively applying for help from FEMA. I don’t know how the taxpayers are going to react to it. We’re looking at a total of $10-to-$12 million to save this building, basically. I’m not sure how the rest of the board feels about this, but it’s scary. 

Just to go back to the original question, given all of these expenses, is this property a depreciating asset for the village?

Well, it depends on what you mean by depreciate. If it’s going to cost us $10 million to save it, that to me is a depreciation. It’s a burden that’s going to be put on the taxpayers. I guess, yes. If we lose this building, that’s a depreciation. One the other side of it, $10 million is also a big fiscal responsibility to put back on the village residents. It’s a tough one to answer. The village is receiving rent from the restaurant. I am not sure that the amount of rent that we’re getting is enough to offset a $10-to-$12 million bond. 

Although fewer than 10% of village residents are members here, the other 90% of village residents that are nonmembers will be included in that bond. What would you say to those 90% of resident nonmembers who are being asked to foot the bill to preserve an area that they do not use themselves?

I can only speak for myself here.

I thought we should have had a referendum to vote on the remainder of the repair work. I totally agree with the lower wall because I think the lower wall is going to help protect our beaches. The beaches are used by the entire village.

In terms of the clubhouse, my wife and I come up here every Friday and we enjoy it, but the village residents and the membership do not use the building the way it should be used. I can’t comprehend it. We come up here and always have a good meal and get good service. I sit there every Friday night and wonder why the place is not filled with people. 

We have 8,000 residents in this village. We have 500 golf members this year. The place should be frequented and it’s not. I don’t know the answer to that. I’m not so sure that if it were put to a vote it would be approved. We didn’t think it would be approved when the referendum went out to buy it, but it was. 

Yeah, I think it would be unfair to ask the village residents to pay for something that they do not use. However, I totally approved of the lower wall. I think that’s going to protect our beaches. 

In your view, is it a worthy undertaking by the village to save the clubhouse?

The mayor understands it too. She’s baffled by the same question that I have: Why do the residents not use the facility that’s available to them? They don’t take advantage of the programs that are run up here. Yeah, there’s a charge, but it’s something that you can’t get anywhere else.

I’m biased. I love this club and I’ve been here for a lot of years and I know the club pretty much inside and out. The one question I can’t answer is why people don’t use it. The other question that’s difficult for me to answer is, is it worth it to the rest of the residents who do not belong here? I guess the obvious answer is “no.” I want to save it, but it’s not a decision that one person can make. There hasn’t been a movement one way or the other. 

You would think that at a board meeting, if this was a major concern, that that boardroom would be filled with residents — and it’s not. The residents that were there at the last board meeting, they’re concerned about the park; they’re concerned about my taking over Texaco Park so that we could play pickleball once a week. They’re not concerned about the big, huge, major issue facing this village and that bothers me and it bothers the rest of the board. Where’s the interest? You’ve got a bluff that’s going to take away not only our country club, but residents along this bluff too. And they don’t seem to be concerned. 

Is there a possible incentive to bring more people into the club? Could the village make the course open to the public, like Bethpage State Park?

The possibility is there that you could open it up and make it a public course. I would not like to see that. I see five public courses at Bethpage — I’ve played a lot of them down there. Yes, the Black is gorgeous, the Red is not too bad, but the other courses down there are pretty beat up. I don’t think making this a public golf course will change the feelings of the community at all. They voted to buy the place, but now they don’t want to save it. To me, that doesn’t make any sense at all.

Another big question is: “Can it be saved?” Nobody gives us a guarantee. I am not the engineer, but I’m thinking there’s a potential that when you start driving steel into those areas that it’s going to fracture that bluff. The upper wall design is a very long line that’s being cut into that bluff and I’m not sure they can possibly do it without taking the back deck off of here and I’m not sure, if they can do it, that it’s not going to fracture that bluff. 

Is it possible for this to be more of a collaborative effort between the taxpayers and the village government?

I would love to hear from the taxpayers, the residents — and we haven’t. We believe that we’ve publicized it enough and I know there’s a constant stream of traffic going down East Beach Road [in Belle Terre]. People are looking at the bluff, but they’re not coming to the board meetings. They’re not telling us their feelings one way or the other. To me, it’s frustrating to see that. 

Boy, if I were a taxpayer, I’d be at that board meeting and say, “What’s going on here? We want to know. Where are we at? What are we doing? How much money is it going to cost us? When is it going to happen? Is it going to happen?”

I’d like nothing better than to see that board room filled with people, negative or positive. I want to know why the interest is not there. 

Is there anything else you like to say to the local readers of Port Jefferson? 

I love this village and I love this country club. I want to see the best result that we can possibly get. I don’t have the answers. I just don’t understand why the village and the membership do not use this building. It’s frustrating to me.

Port Jefferson Village trustee Stan Loucks puts his all into everything he does. 

A resident of Belle Terre for more than 40 years, he has been involved with different aspects of the village for nearly a quarter of a century. 

Retired after decades in education as the athletic director of the Plainview-Old Bethpage school district, he has now devoted his life now to serving his community in the village as liaison to the country club and village recreation. 

But along with his constant community service, he also took on the role as trustee six years ago and was reelected this past summer for another term.

“I’m proud of my accomplishments up at the country club,” he told TBR News Media in May as he began campaigning. “I introduced the bond to build a new maintenance facility up at the country club, we put in a new irrigation system, we created a new fitness center, renovated the locker rooms, increased our membership twofold. Over the years, I just want to continue to improve. I’ve got ideas about going forward with pickleball up at the country club and many more ideas to come down the road.”

With the country club, he has been on the tennis board, the board of governors, as well as on the management advisory committee.

Longtime friend and former employee Ron Carlson said that Loucks’ service to the village covers over two decades. 

“His service began as a volunteer for the country club management advisory committee,” he said. “He initially served as greens chairman, and several years later was appointed president of the CCMAC.”

Carlson added that after 12 years as a volunteer, he decided to further his commitment to the village, run for trustee, was elected and became appointed as deputy mayor. 

In his role as trustee, he is responsible for overseeing the operations of both the recreation department and the country club, including management of all programs, beaches, parks and the operation of the Village Center. 

As country club liaison, he oversaw the construction of the new maintenance facility, renovations to the golf pro shop and snack bar, fitness center, card room, golf scoreboard and patio area.

Carlson said that during those builds, he would not give commands — he’d be in the trenches with the contractors doing work. 

“It’s not something he takes lightly,” Carlson said. “Nobody has ever gotten involved like he does.”

He added that over the past 20 years, Loucks “has given thousands of hours to the benefit of all village residents. He is well liked and respected by all who know him and is a true leader and gentleman.”

Carlson, who has worked in the village for 50 years, said that he has “never witnessed a trustee more involved and more personally engaged in projects involving the village.”

“He dives right in and does it himself,” he added. “He gets involved personally.”

Mayor Margot Garant, who named him deputy mayor last term, said that he’s personable and an advocate for his community. 

“You cannot help but like him,” she said. “He’s a perfect fit for public service.”

Peggy Loucks, his wife, said that since he worked so long in education, he always loved kids and sports — which eventually led him to become involved with the village’s recreation department and its activities. 

“When he’s elected or asked to do something, he’s extremely dedicated,” she said. “He’s a really hard worker.”

She joked that although he’s been retired, he works so much for his community that she still barely sees him. 

“He cannot sit still,” she said with a laugh. “You just can’t stop him from working.”

Peggy Loucks thinks that to him, getting involved is not just a job — it’s a passion that he lives for. 

“He feels that people should be giving back to the community,” she said. “We love it here, and he’d give you the shirt off his back.”

Carlson agreed.

“Recognition of his 20-plus years of outstanding community service is long overdue,” he said.

For two hours on Tuesday night, dozens of people sat inside the Port Jefferson Village Center to watch the highly anticipated election debate, hosted by the League of Women Voters. 

Incumbents trustee Kathianne Snaden, trustee Stan Loucks and Mayor Margot Garant sat alongside Barbara Ransome and Suzanne Velazquez to answer questions from the audience surrounding village issues and how they will work toward them if elected.

Two trustee seats are up, with the two incumbents and Velazquez vying for the spots. Ransome, the director of operations with the Port Jefferson Chamber of Commerce and a past village trustee, is looking to take over Garant’s seat as mayor.

After opening remarks, the first question up was regarding uptown revitalization. Garant said, “Everyone knows uptown is a very challenged business improvement district.” With a master plan in place, she and her team have helped initiate the start of building mixed-use spaces as of three months ago — bulldozing the vacant Bada Bing location to start construction with the Conifer Realty apartments. More plans are being implemented to continue the growth and revitalization of Upper Port, which will continue to take time and planning.

Ransome added that during her tenure with the chamber, membership has increased by 50%. By working with landowners, landlords and closely with Stony Brook University, she said the village is a vital place to conduct business.

“There has always been a line of communication to try to encourage businesses to come down into the village as well in Upper Port,” she said. 

The topic of cannabis became heated when all five participants had different views on smoking or ingesting the plant within the village. Garant noted that under Gov. Andrew Cuomo’s (D) legislation, cannabis can be ingested or smoked and for dispensaries to operate, but the village has until the end of the year to opt out. As of right now, Garant has not made a decision because she said it is a “tough decision.”

“Cannabis dispensaries are clean and safe,” she said. “People will want to go to other places and purchase it and come back, but I think it might be an incentive for uptown redevelopment. So, I’ve not closed the door on this. I’d like to hear from my community before I make that kind of decision.”

The village currently has a code which prohibits the use or smoking of tobacco or cannabis products on any village-owned property, which includes village parks but excludes the golf course at the country club. 

“We know when we’re on a golf course in the open space, some of the ladies and gentlemen like to enjoy a smoke,” she said. “If we cannot enforce one type of tobacco, it’s difficult to enforce another type of tobacco. So, we’re looking to make it the policy of membership — when you join the country club to prohibit the use of cannabis as a policy when you become a member.”

Ransome said that is called “privilege.” 

“It should be an even-lane regulation,” she added. 

Loucks believes there should be absolutely no use of cannabis anywhere within the village, while Snaden looked at the issue from both a financial and public safety point of view. 

“It could be an opportunity for our town,” she said. “There are tax implications there where we would receive tax revenue but, as the commissioner of public safety, I have a lot of concerns.”

Velazquez, too, was concerned about the close vicinity of the middle and high schools, but also as a health care professional who acknowledges the positives medicinal marijuana could have on a person. 

Things got heated again when the discussion of bus shelters and the future of transportation came up. Garant said previously there were issues with graffiti and homeless people using the shelters as a home, along with the loss of the Stony Brook shuttle during COVID. However, she said the shuttle is coming back with the university sporting 50 percent of the bill. 

Snaden, who is also the liaison to the village parking and transportation departments, said that the bus will help continue to bring business back.

“I think it’s very important for businesses to have students and staff and anybody else on that shuttle route come into the village to patronize the businesses and the restaurants without their vehicles,” she said. 

Velazquez agreed, but was upset by the lack of places for people to sit while they waited for their buses, and that Port Jefferson is the only train station on Long Island that has removed its benches.

“I think that we should make sure that we have places for people to sit,” she said. “Seniors, the disabled or just people wanting to enjoy. I think we should have bus shelters and benches at the train station for everybody to use — not just select who should be allowed to rest.”

Snaden rebutted, noting the reason benches were removed at the train station was because of the multitude of complaints that they received of criminal activity going on around the benches. 

“It’s not about selectivity,” she argued. “We do not discriminate as to who can sit and who can rest. We welcome everyone to this village, and we help them in any way that we can. We cannot have crime, we cannot have drug deals, we cannot have what was going on at the train station.”

For public safety concerns, Loucks started off with how proud he was that the Suffolk County Police Department Whiskey Tour would be patrolling the village at night, afterhours. 

“They have a little bit more clout than our code officers,” he said. “Our code officers are somewhat restricted with what they can do but are always the first ones there.”

Snaden, who throughout her two years as trustee has implemented several different policies for public safety including the “See Something — Say Something” campaign, as well as a new kiosk for code enforcement to be readily available during their tour. 

Ransome argued that when the officers are off duty is when trouble arrives, especially when the bars are let out. She said she would prefer officers to be touring during later hours. 

“I think that we need to change our shifts on our codes so that they are working in conjunction with Suffolk County,” she said. 

Snaden responded that she is working on making the now part-time officers full time. 

“So that would help with those hours, and for them to work closer with Suffolk County later hours into the evening,” she said.

The LIPA power plant and water quality in the harbor were also discussed, with everyone equally acknowledging the importance fiscally of the plant and of renewable green energy. Loud music was asked about, and what the village can do to better control noise after dark, as well as political signs outside of businesses in the village.

When the conversation about the Port Jefferson Country Club came up again, Loucks noted that as of that day, the club had 700 new members. 

“I believe the country club is the crown jewel,” he said. “If you’ve not gone up to the country club and walked around the facilities, you really don’t know what you’re missing.”

Ransome agreed, but argued about the senior citizen discount that was taken away, as well as allowing more walkers on the property.

“I think we need to do a better job with our contract we have with our current vendor there, which is The Crest Group, because right now we’re only getting $20,000 a month from the rental of that facility, which is extraordinarily less than what happened when Lombardi’s was there,” she said. 

Loucks argued back that when the Lombardi Group left, the space was empty. 

“No one wanted to go up there,” he said. “$20,000 per month goes directly to the village — the village residents pay absolutely no tax money to support the club. Zero. It is a self-sustaining country club.”

Other topics included the marrying of Upper Port and downtown, planning committee critiques, the Gap store vacancy and its parking, also the continuous Lawrence Aviation impact and its future.

A character who ended up in the public domain is now being resurrected, given a new life.

Peggy Loucks, of Port Jefferson, received a call last month from a co-host with NPR’s “Planet Money” podcast — a show that tries to find creative and entertaining ways to make sense of big, complicated economical processes — asking for her blessing regarding her late father, a comic book artist.

One time, the podcast made a T-shirt, tracing the supply chain from the cotton source to the factory. It purchased and followed the travel of 100 barrels of crude oil from ground to gas, and even launched a satellite. 

In February, the podcast decided it wanted to purchase a superhero. 

Kenny Malone, a co-host with the show, said that “Planet Money” wanted to investigate the superhero entertainment economy. He was joined by fellow host Robert Smith.

“Superhero movies had become the highest grossing movies — the merchandising around superheroes was also incredibly large,” Malone said. “So, we wanted to understand this.”

Malone noticed that characters who were making tons of money were not new — they were all characters that were between 40 to even 70 years old — and they are part of the two major superhero conglomerates, Marvel Comics and DC Comics.

“We had this idea,” he said. “What if we tried to buy a superhero off one of those companies? What if we tried to buy one of their older characters that is just not very well known? And then we could try to figure out how to build a mini-superhero empire.”

In need of a hero

The three-part series, which aired on Feb. 12, 19 and 26, dove into the team’s attempt to buy a superhero off Marvel — originally asking to bid for Doorman, whose superpower is to turn into a door. He never had his own movie for obvious reasons. 

After several attempts to contact Marvel for interviews and to purchase the unhinged superhero, they declined and eventually stopped responding. 

“We think they declined for an interesting economic reason,” Malone said. “Even the silliest unknown character has the potential to become a $10 million, $100 million piece of intellectual property.”

In its first episode of the series, “We Buy a Superhero: Origins,” the duo mentioned “Guardians of the Galaxy” character Groot who was once deemed undesirable, but who is now a pop-culture icon. 

The guys behind “Planet Money” had to find a new tactic. They were on a mission. They began looking into copyright law and what happens to a creative entity when it gets moved to the public domain. 

“Every piece of copyright eventually falls out of copyright and gets put into the public domain where it is fair game for anybody to do something with,” Malone said.

Part of it is to incentivize creativity, he added, where the creator can get exclusive rights to it, and make a profit. But the other part of it, is as a country when copyright law was established, was that if people hold onto that copyright forever, it could stifle creativity. 

“A second phase of creativity can be spawned, and people can do things with those characters, songs, books,” Malone said. “And much to our delight, we learned characters fall into the public domain. Superheroes will eventually fall into the public domain.”

Malone and Smith began delving into the world of public domain superheroes, going through hundreds upon hundreds of characters who once graced the pages of books. 

“We stumbled across this character that we could not believe was real,” he said. “We couldn’t believe it was not custom made for us.”

That character was from the golden age of superheroes, created in the 1940s featuring a mask and giant microphone upon his face as his power. His name was Micro-Face, who appeared in Clue Comics from Hillman publishing. 

A podcaster of the past

“This is basically like a 1940s podcaster, even though they didn’t know what a podcast was yet,” Malone said. “We loved it.”

Micro-Face was in the public domain — so he was fair game to do anything with — but the guys at “Planet Money” wanted to find out more about this lost superhero. That’s when they found out that the artist who created him, Allen Ulmer, had a daughter who was still alive and living right here in Port Jefferson. 

According to Loucks, Ulmer, who passed away in 1984 at age 64, was an artist back in the golden age of comic books. Born in Lancaster, Pennsylvania, he studied at the Pennsylvania School of the Fine Arts in Philadelphia, but always loved creating his own comic characters. 

“So, he moved to New York City and joined the art league there,” Loucks said. 

Ulmer began working for several different comic book companies, including Marvel, DC and Hillman. He took a break from drawing when he served in World War II, but then came back from the war and continued his artistry until the 1950s. 

But during that time, there was an attack on the superhero industry that no one could help save. Between the McCarthy era, plus the backlash among parents who blamed comic books for their children’s delinquency, comic books became censored and hundreds of artists and publishers lost their jobs. 

“My father was on that blacklist,” she said.

Now 83, and a retired librarian from the Middle Country Public Library, Loucks was just 5 when her father initially created the superhero now getting a facelift.

“Micro-Face was one of his favorite characters [who] never had the chance to take off,” Loucks said. 

When Ulmer lost his job, he moved his family to Long Island where he was a founder of the Port Jefferson Arts Festival and a member of the Art League of Long Island of Dix Hills. He began focusing on fine art and educational film, never doing comics again.

For whatever reason, the publisher decided decades ago not to renew the copyright for Micro-Face, leaving the character to fall into the public domain. 

Malone and Smith knew they didn’t necessarily have to ask Loucks for her permission to use the character, but they felt it was right to talk to her, find out more about his creator and keep that legacy alive. 

“My father would have loved this,” Loucks said. “You know, who would have thought that after all these years? Here comes this character back into the public eye again.”

The future of Micro-Face

Malone said that now that the three-part series is completed — and available for streaming online now — they will continue working toward actually creating a comic book based on Micro-Face. 

Working alongside comic book industry leaders, the team plans on writing a book based on the grandson Tom Wood — the alter ego of Micro-Face originally drawn by Ulmer in the ’40s.

“This person is our new character and he works in radio like us,” Malone said. “So, this is going to allow us to write in some plot points about business and economics and have a little bit of learning … but this is fundamentally still a comic book and is inspired by the direct heritage to the character Peggy’s father created.”

Malone said he does not know the exact release date of the comic book, but it is currently being worked on by the new Micro-Face team at “Planet Money.” Joining the podcasters are Alex Segura, co-president of Archie Comics and friend of Malone, Jerry Ordway, Peter Krause, Taylor Esposito and Ellie Wright — “all of who know what they’re doing when it comes to building a comic empire,” Malone said. 

He added that to continue with the “Planet Money” way of immersing themselves into the actual process, they will be updating listeners every step of the way.

“We’re very excited about it,” Malone said. “You start these things, and you don’t know where they’re going to take you, but Peggy is just amazing and her father really was prolific. It makes me very sad to think that he clearly was very good and very creative, and the industry just was rocked in a way that knocked a lot of people out of it.”

While listeners and comic book lovers wait for the revival of Micro-Face, T-shirts are currently available on NPR’s website featuring Ulmer’s original design. Proceeds from the sales go back to the nonprofit National Public Radio to support radio shows and reporting.  

“Peggy told us that she was very excited about this,” Malone said. “Her father would have liked this project, so that made us very happy and made it make us feel good going forward with this.”
