Miller Place Superintendent Marianne Higuera presented her proposed budget for the 2016-17 school year. The proposed budget of $70,602,887 would be $596,007 higher than the budget for the current school year. All instructional and non-instructional programs from the current school year would remain intact.

“We expect some things might look a little bit different, but we’re not looking to eliminate any programs,” Higuera said following the presentation, which was made by school business official Colleen Card. “We’re not looking to eliminate any teams, any clubs; and we’re going to be able to maintain all of our programs from this year to next year.”

Though the budget would increase by a small amount, the school board unanimously approved a tax levy decrease of 0.14 percent on Feb. 24. That means that the district will have about $62,000 less revenue from tax dollars in 2016-17 compared to the current school year.

Despite less tax revenue, the proposed budget would be balanced by a $3.5 million fund balance and additional state aid thanks to a partial restoration of money lost to the Gap Elimination Adjustment, which deducted about $13 million from funding to Miller Place since its inception several years ago. The adjustment deducted money from districts across New York State as a means to eliminate a deficit. Higuera’s proposed budget accounts for about $20.5 million in state aid.

The district will also benefit from a small amount of required retirement payments this year, Higuera said.

Johanna Testa, president of the board of education, heaped praise on the district’s administration after the presentation.

“Keeping all programs and being able to propose a budget that keeps all of our academic programs and increases our capital project funding when we’re in a negative tax levy cap, that’s really amazing,” Testa said.

The school board and administration will convene again on Mar. 2 for a budget workshop meeting at Miller Place High School. Budget adoption will take place on Mar. 30.

Comsewogue High School has completed its search for a new assistant principal.

The board of education approved Brigit DiPrimo for a four-year probationary period during a business meeting on Monday night, filling a gap caused by recent shifts in the administration.

“I’m thrilled; this feels like a home away from home,” DiPrimo said in an interview after the meeting. “I’m very excited to get started.”

The Three Village resident previously worked as a principal in Amagansett and before that was an assistant principal at W.S. Mount Elementary School in Stony Brook.

The Comsewogue school district has undergone several administrative changes this year, with the two part-time deans at the middle and high schools being replaced with full-time assistant principals, and DiPrimo’s arrival completes the shift in staff.

Board members had already chosen social studies teacher and former dean James Hilbert to become the new assistant principal at John F. Kennedy Middle School, joining the other assistant principal there, Theresa Etts. At the high school, DiPrimo will work alongside fellow assistant principal Jinu Mathews — the pair of them replacing longtime dean Bill Bodkin, who has retired, and Robert Pearl, an assistant principal and special education teacher who recently left to become principal at Norwood Elementary School.

The Mount Sinai school board has a new vice president this year.

At the district’s annual reorganization meeting on July 1, Peter Van Middelem, who just finished his first year on the board, was elected to the position in a 4-1 vote. Van Middelem, a retired New York City firefighter, succeeds former Vice President Donna Compagnone, whose term was up this year and decided not to seek re-election.

Van Middelem said his main objectives for the new year include keeping positive communications and relations with the community and the district’s teachers, seeing how new programs, such as Columbia University’s Teachers College Writing Project, which provides writing curriculum and professional development for teachers, is implemented, and keeping taps on the new full-day kindergarten program.

“I know that our emphasis right now is to make sure kindergarten is running and up to speed,” he said in a phone interview.

Van Middelem commended his predecessor for all of her work and stated that he had big shoes to fill as vice president.

Trustee Lynn Capobianco, who was re-elected to her second three-year term in May, cast the lone dissenting vote at the meeting. She said she couldn’t support Van Middelem as he allegedly did some political campaigning in his role as president of the Mount Sinai Lacrosse program. According to the Internal Revenue Service, 501(c)(3) organizations are “prohibited from directly or indirectly participating in, or intervening in, any political campaign on behalf of (or in opposition to) any candidate for elective public office.”

Capobianco said that in doing so Van Middelem jeopardized the tax-exempt status of the organization. According to an IRS database, Mt. Sinai Lacrosse Inc’s status had been automatically revoked in February 2013 for failing to file a return for three consecutive years. Van Middelem declined to comment on Capobianco’s concerns.

“I respect him greatly for the work he has done for that organization, but based on those issues I think the leadership comes into question,” Capobianco said.

While the board saw a change in its vice president, Robert Sweeney, who was elected to his second three-year term in 2014, is staying put as president. Board newcomer Mike Riggio was unable to make the first meeting and was sworn into his position at an earlier time.

Sweeney thanked the board for its vote and seemed to set the tone for the 2015-16 school year. He pointed out how the trustees were all wearing pins that read, “Respect public education.”

“This is an important statement that we are making about our teachers. … We respect them,” he said.

Sweeney continued to speak about the importance and need for public education.

“I wouldn’t be here and in my career without it,” he said.

A former Northport-East Northport school board trustee is calling the group’s decision to shell out $935 a day for an interim assistant superintendent for human resources “absurd.”

The board voted on June 15 to appoint Lou Curra as its interim assistant superintendent for human resources from June 17 through Dec. 23, replacing former assistant superintendent Rosemarie Coletti, who resigned on June 30 to take another job. Curra didn’t immediately return a call seeking comment on Monday, but Joe Sabia, who served on the school board from 2011 to 2014, took to the microphone at a meeting on July 1 to tell board members he and others in the community felt that $935 a day was too high, and that the district should have hired someone from within.

“They think that you’re pushing the envelope too far against the homeowners — the taxpayers of this district — to bring in an interim,” he said.

School board members, however, countered that the appointment is not long-term and that the board needed to find someone with the right skill set to assist new Superintendent Robert Banzer.

“That is a per diem appointment with no vacation time, no sick time, no benefits,” Trustee Julia Binger told Sabia. “… And also we needed somebody who was very experienced, because we have a new superintendent on board, and we need to have somebody very solid who really understands human resources and collective bargaining and so on.”

Board President Andrew Rapiejko said that for human resources, this is the busiest time of the year.

“We are in the process of soliciting resumes for permanent person to take over that and hopefully we’ll have someone on board in relatively short order,” he said.

With costs rising all over, Sabia said taxpayers are struggling.

“You’re pushing people to the limit,” he said.

Change is in the air at Northport-East Northport schools.

School board Trustee Andrew Rapiejko, a five-year incumbent who served as vice president, was sworn in as the board’s president at its reorganizational meeting on Wednesday, following a nomination by President Julia Binger and an 8-1 vote. Trustee Regina Pisacani was the lone vote against the appointment.

Newly re-elected Trustee David Badanes was nominated and voted vice president of the board — but not without an unsuccessful attempt by Pisacani to nominate newcomer Trustee David Stein to the slot. Her motion to do so failed to gain support, and Badanes was unanimously appointed.

The July 1 meeting was the district’s first with new Superintendent Robert Banzer at the helm. Banzer, along with Stein, recently re-elected Trustee Tammie Topel, Badanes, District Clerk Beth Nystrom and new audit committee member Edward Kevorkian were all officially sworn in.

In his remarks to the community, Rapiejko called it a “critical year” for the district, and pointedly addressed what he called a divide on the board.

“The elephant in the room is this split on the board,” he said

While the board typically votes unanimously on most items, Rapiejko said in a Thursday phone interview that the community perceives a divide on the school board. Those differences among board members have given rise to tensions that began under the administration of former Superintendent Marylou McDermott, he said.

“The former superintendent is out of the equation now,” he said in his speech on Wednesday. “And I’m looking forward and to move on. I think we have to move forward and it’s critical we do that.”

He urged the school community to respect each other and said it is the board’s responsibility to set that tone of respect. In a phone interview, he said he was heartened that his appointment earned almost unanimous support, which hasn’t been the norm at reorganizational meetings in recent years past.

“We can disagree, we can have very strong opinions, but there’s a way to do it and a way to do it respectfully.”

Group files petition, board size reduction up for vote next year

Next year, Northport-East Northport school district voters will weigh in on whether to downsize its school board from nine trustees to seven.

On Monday, June 15, the United Taxpayers of Northport-East Northport presented a petition at a school board meeting with nearly 300 signatures in support of the reduction. Beth Nystrom, the district clerk of the Northport-East Northport school district, confirmed in a phone interview that the petition is legitimate and a proposition to downsize the board should be up for a vote in next year’s election.

Armand D’Accordo, a member of the United Taxpayers of Northport-East Northport who presented the petition, said he’s seen a number of issues with the current size of the nine-member board and the length of time board members are in office.

“I have gotten the sense at board meetings, both through watching and interacting, that it seems a bit dysfunctional, due to the makeup of how many members and how long they’ve been around,” D’Accordo said.

Nine members is the largest number permitted on a school board, and three the fewest, according to New York State education law.

“If such a petition is brought forward to the district it will be included in the annual budget vote and decided by the community,” board President Julia Binger said in a statement.

D’Accordo said the group got interested in pursuing this issue after Nina Dorata’s research in “School District Boards, Audit Committees, and Budget Oversight: Seeking a Formula for Good Governance,” published in the March 2013 issue of the CPA Journal, exposed the correlation between school district budget increases and tenure of board members.

In the article, Dorata surveyed Long Island school districts, and 83 percent responded that the average number of members on a school board is approximately six, with the average tenure of five and a half years.

In Northport-East Northport, with the exception of outgoing Trustee Stephen Waldenburg, Jr., who has served for 15 years on the board, all other members each tout tenures of five years or fewer.

The members of the United Taxpayers of Northport-East Northport believe that “statistical and anecdotal evidence strongly suggests that school districts operate in a more effective and efficient manner when the composition of the board is limited to no more than seven board members.”

Dorata is a member of the United Taxpayers of Northport-East Northport and a previous member of the school board’s audit committee, along with D’Accordo. She is a professor at St. Johns University, as well as the assistant chairperson of the school’s department of accounting and taxation.

She discovered in her data that “the bigger the board, the bigger the budget,” and that “after years of reading corporate literature, I found that the entrenchment theory was due to longevity.”

Objectivity becomes lost with board members who have been on the board for many years, Dorata said.

But that’s not a view with which some school board members agree. Waldenburg said he believes the opposite —  the longer a board member stays on the board, the better the budget is. He said the knowledge he has gained over the years is more beneficial to the community. In his 15 years, the budget is much better now then when he started, he said.

“I don’t know why it’s necessary, I think that there is a good symmetry on the board with nine members, there is an even amount up for re-election every year,” he said.

Waldenburg also believes that a smaller board would be less representational, and that with a larger board, there’s room for more diversity in opinions. “It always leads to a better decision.”

Recently re-elected Trustee David Badanes echoed those sentiments. Badanes is currently not in favor of a reduction to the size of the board, “the statistics are speculative and so far the arguments do not convince me,” he said in a statement.

“We have a large and diverse community, with a lot of different areas to represent. The more people that participate gives you more eyes for each issue,” he said.

If the school board fails to give notice at the annual board meeting that a proposition vote on this matter will take place, then the notice will be given by Mary Ellen Elia, the education commissioner of New York.

D’Accordo believes that the public will be in favor of the reduction.

“I do feel confident, in the public there is a general sense I have been getting while collecting signatures for this petition that the public wants a smaller school board.”

Port Jefferson’s school board approved district policy changes on Tuesday night that mostly regulate student behavior.

After having a first reading of the 14 new or updated policies at a meeting two weeks ago, the board of education finalized the new language regarding the dress code, substance abuse, and student conduct and discipline, among other areas, at their meeting this week.

With the adoption of the new policies, the board also deleted five old ones — the outdated versions of some of them.

One of the most significant changes is in the district’s policy on school building visitors. Previously, visitors had to report to the school office and get a visitor’s permit. And “whenever possible, entrance to the school buildings shall be restricted to entryways most effectively supervised by building staff.”

But under the new policy, visitors will be allowed inside during classes only “through the designated single point of entry, have a clear purpose and destination, and report to the designated visitor sign-in area.”

Those visitors will have to surrender their photo identification while they are in the building and wear a school-issued badge at all times.

The student dress code policy has been changed from the original to specifically list inappropriate types of clothing, leaving the language less open to individual interpretation.

“Extremely brief garments such as tube tops, net tops, halter tops, spaghetti straps, plunging necklines … and see-through garments are not appropriate,” the policy now reads. “Underwear [must be] completely covered with outer clothing.”

Previously, the policy said only that clothing could not be too revealing, a health hazard or obscene in any way.

The restriction on obscenity will remain, as the updated policy bans vulgar or obscene items on the clothing, and things that denigrate others or promote illegal activities like drug use.

Much like the dress code policy added specific banned clothing, the updated policy on substance abuse adds language to the district’s list of prohibited substances.

The list already contained substances like alcohol, tobacco, marijuana, LSD, cocaine, PCP, heroin and steroids, and now it also lists synthetic versions of those substances, regardless of whether they are illegal.
