Northport-East Northport Superintendent Robert Banzer updated the school board and audience members about the changes in Common Core Learning Standards at a meeting last week.

The Oct. 22 presentation covered upcoming state assessment changes and teacher and principal annual professional performance reviews (APPR) shifts.

According to Banzer’s presentation, as far as learning standards go, the English language arts and math common core standards have been adopted and implemented, the social studies standards have been adopted but not implemented and the science standards are only under review and have not yet been adopted or implemented.   

Several shifts are happening in the ELA and literacy, social studies and mathematic standards. The shifts in ELA and literacy are mostly focused on having students engage with the text more.

Students will have a “true balance of informational and literary texts,” according to the presentation and students will build knowledge about the world “through text rather than the teacher.”

The math changes include striking a balance between practicing and understanding math skills in the classroom.

“Both are occurring with intensity,” according to the presentation. There is also an emphasis on students “deeply understanding” math concepts. “They learn more than the trick to get the answer right. They learn the math.”

New social studies standards mirror those in ELA and literacy.

These include using informational text to support an argument to help students “develop the skills necessary for 21st century college, career and citizenship standards.”

In June 2018, a new global history and geography exam will be administered based on the new framework, and in June 2019 a new US history and government exam will follow.

For science standards, a steering committee was formed in August 2014 and a public survey is currently being developed to gather feedback on a new set of science learning standards for grades pre-kindergarten to 12. Adoption of a five-year strategic plan is anticipated in 2016.

Gov. Andrew Cuomo has created a Common Core task force amid growing boycotts of standardized tests.

According to the governor’s website, the task force is a diverse and highly qualified group of education officials, teachers, parents and state representatives from across New York. The group will complete a review and deliver its final recommendations by the end of this year.

There are also changes to assessments, including a greater input from teachers in the test development process.

In grades three through eight, ELA tests will have fewer questions in 2015-2016. Computer based testing will also be field-tested.

Changes to APPR are also on the way.

A new education law requires districts to negotiate new annual professional performance review criteria by Nov. 15, unless the district applies for and receives a hardship waiver, which would extend its deadline.

Banzer said that Northport-East Northport has applied for and received its hardship waiver just last week. The waiver is for four months and a district can apply again for another extension, according to the presentation.

“Knowing from May to November, for many districts, to negotiate would be impossible or impractical to try,” Banzer said. “We bought ourselves some much needed time with this process.”

The Northport-East Northport school board mulled adding American Sign Language to the district’s curriculum at a meeting on Thursday.

Currently no such course is offered in Northport-East Northport schools.

“ASL is something I find really interesting, and many other students do too,” Emily Faltings, a student at Northport High School, said. “I think it’s very important we involve it in our district. Why don’t we have it?”

Many audience members agreed that it’s important for the district to add a sign language course.

“It’s not just for special needs kids who have hearing loss,” Cathy Josephson, a Northport resident said. “It’s also for people who want to communicate with them.”

Josephson said she has brought the issue to the board’s attention for the last six years, and she hopes members actually follow through this time.

Matthew Nelson, assistant superintendent for instruction and administration, said the reason the course hasn’t been offered is because the district can never get enough students to fill a full class. Trustee Jennifer Thompson wondered if this was because students aren’t getting enough exposure to the different language choices at a young age.

“I don’t know if there is a chance for students to recognize what other languages they could take,” Thompson said. “Maybe there could be more of a discussion about what other languages students could take and are interested in.”

Board President Andrew Rapiejko said that it sounds like no one on the board is opposed to the idea, and that the real challenge is figuring out how to publicize the course.

Superintendent Robert Banzer wondered where school officials would begin.

“Do we start this at the high school level?” Banzer said. “What would be the entry point? These are questions we can definitely look into.” Banzer also said the district could look into offering an ASL course at the middle school instead.

Trustee Regina Pisacani said language teachers in the district inform potential students of their course. She said the teachers from the middle school visit fifth grade classes and give presentations to the students about the language classes they teach.

“I think a lot of the students’ choices are influenced by the exposure of the teachers coming into their classroom,” Pisacani said. She said she thought that would be a good approach in publicizing an ASL course.

Trustee Lori McCue said that maybe ASL could be added to the elementary schools’ after-school programs, and many audience members cheered for the idea.

“That’s an obvious solution,” Rachel Friedman, a Northport resident said. “This is not something that should wait until high school. I think the best suggestion is to start it as an after-school program and then they can make that choice to continue in seventh or eighth grade.”

The board agreed that it would look into these options. No other decisions were made.

School committee to pitch 5-year plan for facilites

Northport-East Northport school district’s Athletic Citizens Advisory Committee is exploring turf fields and other upgrades to school facilities.

The group plans to present formal recommendations to the school board in coming weeks, according to Trustee Regina Pisacani, who spearheaded the creation of the group.

Pisacani delivered an update at the Sept. 24 school board meeting, and said that the committee had made much progress over the summer. She said members of the group had toured nearly every building in the district, and had been able to create a list of all the improvements they deemed necessary.

“We were joined by Anthony Resca, superintendent of [buildings] and grounds, and Bernard Krueger, [supervisor] of buildings and grounds, who were able to add their insight and answer all the questions we had,” Pisacani said in a phone interview.

The committee also looked different options to add to the district, likes synthetic turf and natural turf, sod repairs and more. The group also reached out the coaches within the district to get their input.

“No one knows the athletes and what they need better than the coaches,” Pisacani said. “Many coaches in the district feel that Northport athletes are not offered a level playing field compared to other schools right now because of the state of the facilities at Northport.”

The committee has also met with Ed Parrish, a civil engineer for Huntington Town. “We wanted to hear the community feedback that he’s received for the jobs he’s done,” Pisacani said.

SPRINTURF and LANDTECH also spoke with the committee to give their insight on how their businesses would work with the district, according to Piscani.

And finally, the committee also toured other school districts, to see their athletic facilities and the upgrades they’ve made that worked out well for their schools.

Pisacani said they viewed fields at Bethpage school district and Manhasset school district. At Manhasset they were able to tour with Jim Amen, Manhasset’s director of physical education and athletics, who also answered many questions they had.

The committee is currently discussing recommendations to present to the board. Each school has its own list of needs. Pisacani said committee members still need to tally up the monetary value of their recommendations.

“After we put costs to everything, we will present the board with our recommended five-year plan,” Pisacani said. “Then it is up to the will of the board to decide if they want to go forward.”

Although the committee expects to deliver recommendations to the board in December, Pisacani is hopeful they will be able to present much sooner than then.

The Northport-East Northport school district’s Athletic Citizens Advisory Committee was born out of a number of parents who urged school board members to consider funding upgrades to the district facilities in the school’s budget back in January. Twenty-seven parents emailed the school board saying that the current state of the schools facilities were “embarrassing” and could be a “safety hazard.”

The school board approved the formation of the committee in March, made up of 15 district residents and spearheaded by Pisacani. Aside from inspections and evaluations of the athletic facilities in the district, the committee was also charged with determining the costs of their recommended repairs and analyzing outside funding opportunities to pay for the upgrades.

The soil at Norwood Avenue Elementary School is safe for children, an environmental engineer told the Northport-East Northport school board last week.

“I would expect concentrations in my own backyard would be very similar to what we found on the school property,” said Paul Lageraaen, the environmental services department manager for H2M architects + engineers.

Last month, the school board tasked Lageraaen’s firm with analyzing the school grounds to determine if the area had been contaminated with hazardous chemicals out of “an abundance of caution, and in response to low levels of contaminants found in the soil of a neighboring farming property proposed to be developed into a winery,” according to a statement from Superintendent Robert Banzer. Dust from a property that is proposed to be developed into a vineyard next to the school may have fallen on school grounds while the land was being cleared out, officials said. Lageraaen presented the firm’s findings at Wednesday night’s school board meeting.

Of the dozens of herbicides, metals and pesticides tested, only one was discovered at noteworthy concentrations. Arsenic, a common ingredient in pesticides before it was banned in 1991, was found at moderate levels in the northwest corner of the school. The proposed vineyard property is along the school’s eastern border.

This was not a great concern to Lageraaen.

H2M tested its soil samples against New York State’s Department of Environmental Conservation Regulations Part 375. According to these regulations, residential areas should have a maximum arsenic concentration of 16 parts per million (PPM). The sample from that corner of the school was analyzed at 17 PPM. This was one of 16 samples taken from across the school grounds. The rest all tested below this level.

Lageraaen pointed out that regulations are not an actual limit.

“It’s defined as an objective,” he said. “It’s not a hard and fast action level.” This is because there isn’t a definitive consensus for what that level should be. For example, New Jersey regulations say that 19 PPM should be the maximum concentration for residential areas.

But the key finding Lageraaen cited was that were was no sign that soil around the school had been moved, disturbed or contaminated by a dangerous chemical.

“The soils that are at Norwood school are the same soils that have been there for 60 years,” he said. “If I found an area where suddenly arsenic or some other compound was at 100 PPM and everything else was at 15 PPM, then you have to be concerned.”

Once the presentation was finished, David Badanes, vice president of the school board, asked the central question for the board.

“I guess the bottom line question is this: Are the children that are going to play at Norwood safe?”

“Yes,” said Lageraaen, who also coaches community soccer at the Northport fields. “I have no qualms about returning there to coach or my kids playing on those fields.”

In closing out the discussion, board President Andrew Rapiejko said that the board has been in contact with the town about the proposed vineyard, and encouraged concerned community members to do the same.

In a phone interview on Thursday, Fred Giachetti, who owns the property and wants to develop it into a vineyard, stressed that he has contacted local officials and experts to ensure the property is managed responsibly.

“I have never been irresponsible and reckless in my whole life,” he said. “I’m a graduate of Northport High School. My wife and I have been trying to do something that is bringing back the agrarian traditions of our community because we have a great interest in it and a family history. We think it’s a wonderful idea — instead of building more McMansions or condos or townhomes, we could try and bring something back to the community that we’ve lost.”

A former Northport-East Northport school board trustee is calling the group’s decision to shell out $935 a day for an interim assistant superintendent for human resources “absurd.”

The board voted on June 15 to appoint Lou Curra as its interim assistant superintendent for human resources from June 17 through Dec. 23, replacing former assistant superintendent Rosemarie Coletti, who resigned on June 30 to take another job. Curra didn’t immediately return a call seeking comment on Monday, but Joe Sabia, who served on the school board from 2011 to 2014, took to the microphone at a meeting on July 1 to tell board members he and others in the community felt that $935 a day was too high, and that the district should have hired someone from within.

“They think that you’re pushing the envelope too far against the homeowners — the taxpayers of this district — to bring in an interim,” he said.

School board members, however, countered that the appointment is not long-term and that the board needed to find someone with the right skill set to assist new Superintendent Robert Banzer.

“That is a per diem appointment with no vacation time, no sick time, no benefits,” Trustee Julia Binger told Sabia. “… And also we needed somebody who was very experienced, because we have a new superintendent on board, and we need to have somebody very solid who really understands human resources and collective bargaining and so on.”

Board President Andrew Rapiejko said that for human resources, this is the busiest time of the year.

“We are in the process of soliciting resumes for permanent person to take over that and hopefully we’ll have someone on board in relatively short order,” he said.

With costs rising all over, Sabia said taxpayers are struggling.

“You’re pushing people to the limit,” he said.

Change is in the air at Northport-East Northport schools.

School board Trustee Andrew Rapiejko, a five-year incumbent who served as vice president, was sworn in as the board’s president at its reorganizational meeting on Wednesday, following a nomination by President Julia Binger and an 8-1 vote. Trustee Regina Pisacani was the lone vote against the appointment.

Newly re-elected Trustee David Badanes was nominated and voted vice president of the board — but not without an unsuccessful attempt by Pisacani to nominate newcomer Trustee David Stein to the slot. Her motion to do so failed to gain support, and Badanes was unanimously appointed.

The July 1 meeting was the district’s first with new Superintendent Robert Banzer at the helm. Banzer, along with Stein, recently re-elected Trustee Tammie Topel, Badanes, District Clerk Beth Nystrom and new audit committee member Edward Kevorkian were all officially sworn in.

In his remarks to the community, Rapiejko called it a “critical year” for the district, and pointedly addressed what he called a divide on the board.

“The elephant in the room is this split on the board,” he said

While the board typically votes unanimously on most items, Rapiejko said in a Thursday phone interview that the community perceives a divide on the school board. Those differences among board members have given rise to tensions that began under the administration of former Superintendent Marylou McDermott, he said.

“The former superintendent is out of the equation now,” he said in his speech on Wednesday. “And I’m looking forward and to move on. I think we have to move forward and it’s critical we do that.”

He urged the school community to respect each other and said it is the board’s responsibility to set that tone of respect. In a phone interview, he said he was heartened that his appointment earned almost unanimous support, which hasn’t been the norm at reorganizational meetings in recent years past.

“We can disagree, we can have very strong opinions, but there’s a way to do it and a way to do it respectfully.”

Group files petition, board size reduction up for vote next year

Next year, Northport-East Northport school district voters will weigh in on whether to downsize its school board from nine trustees to seven.

On Monday, June 15, the United Taxpayers of Northport-East Northport presented a petition at a school board meeting with nearly 300 signatures in support of the reduction. Beth Nystrom, the district clerk of the Northport-East Northport school district, confirmed in a phone interview that the petition is legitimate and a proposition to downsize the board should be up for a vote in next year’s election.

Armand D’Accordo, a member of the United Taxpayers of Northport-East Northport who presented the petition, said he’s seen a number of issues with the current size of the nine-member board and the length of time board members are in office.

“I have gotten the sense at board meetings, both through watching and interacting, that it seems a bit dysfunctional, due to the makeup of how many members and how long they’ve been around,” D’Accordo said.

Nine members is the largest number permitted on a school board, and three the fewest, according to New York State education law.

“If such a petition is brought forward to the district it will be included in the annual budget vote and decided by the community,” board President Julia Binger said in a statement.

D’Accordo said the group got interested in pursuing this issue after Nina Dorata’s research in “School District Boards, Audit Committees, and Budget Oversight: Seeking a Formula for Good Governance,” published in the March 2013 issue of the CPA Journal, exposed the correlation between school district budget increases and tenure of board members.

In the article, Dorata surveyed Long Island school districts, and 83 percent responded that the average number of members on a school board is approximately six, with the average tenure of five and a half years.

In Northport-East Northport, with the exception of outgoing Trustee Stephen Waldenburg, Jr., who has served for 15 years on the board, all other members each tout tenures of five years or fewer.

The members of the United Taxpayers of Northport-East Northport believe that “statistical and anecdotal evidence strongly suggests that school districts operate in a more effective and efficient manner when the composition of the board is limited to no more than seven board members.”

Dorata is a member of the United Taxpayers of Northport-East Northport and a previous member of the school board’s audit committee, along with D’Accordo. She is a professor at St. Johns University, as well as the assistant chairperson of the school’s department of accounting and taxation.

She discovered in her data that “the bigger the board, the bigger the budget,” and that “after years of reading corporate literature, I found that the entrenchment theory was due to longevity.”

Objectivity becomes lost with board members who have been on the board for many years, Dorata said.

But that’s not a view with which some school board members agree. Waldenburg said he believes the opposite —  the longer a board member stays on the board, the better the budget is. He said the knowledge he has gained over the years is more beneficial to the community. In his 15 years, the budget is much better now then when he started, he said.

“I don’t know why it’s necessary, I think that there is a good symmetry on the board with nine members, there is an even amount up for re-election every year,” he said.

Waldenburg also believes that a smaller board would be less representational, and that with a larger board, there’s room for more diversity in opinions. “It always leads to a better decision.”

Recently re-elected Trustee David Badanes echoed those sentiments. Badanes is currently not in favor of a reduction to the size of the board, “the statistics are speculative and so far the arguments do not convince me,” he said in a statement.

“We have a large and diverse community, with a lot of different areas to represent. The more people that participate gives you more eyes for each issue,” he said.

If the school board fails to give notice at the annual board meeting that a proposition vote on this matter will take place, then the notice will be given by Mary Ellen Elia, the education commissioner of New York.

D’Accordo believes that the public will be in favor of the reduction.

“I do feel confident, in the public there is a general sense I have been getting while collecting signatures for this petition that the public wants a smaller school board.”

School building handicap accessibility, communication between parents and staff at top of list of concerns

Parents and teachers of disabled students have called on the Northport-East Northport school board to address issues ranging from communication to handicap accessibility in the district.

The members of the district’s special education parent teacher association, known as SEPTA, presented a letter of requests to the board at its meeting on June 15 on behalf of the more than 900 Northport-East Northport students classified as having a disability.

Stacey Riccardi, SEPTA vice president, presented the letter and urged the board to “ensure that the needs of our most vulnerable students be met.”

The group plans to submit the letter to the board again on July 1, once incoming superintendent Robert Banzer is present.

The letter requests the district conduct an internal audit of the special education department, with the investigation going back to 2010, when the last assistant superintendent of pupil services, John Lynch, retired and the position was eliminated.

Members of SEPTA say that since then, the lines of communication between parents and the administration have been compromised.

“We’re being held at arms-length as parents; there seems to be a disconnect between the parents and the special ed department,” Cathy Josephson, SEPTA recording secretary, said in a phone interview.

Outgoing longtime school board Trustee Stephen Waldenburg Jr. said another employee absorbed Lynch’s duties, adding that just because a position is eliminated, does not mean those responsibilities are eliminated as well.

“Once Lynch retired, those needs were not ignored; the tasks were taken on under a new title.”

The letter also highlighted other needs, like the elementary and middle school playgrounds becoming compliant with the federal Americans with Disabilities Act — for example, being outfitted with special swing sets — as well as school building entrances. SEPTA members pointed out that entrances to multiple schools in the district are not handicap-accessible, or some that are accessible are only open during school hours and are locked after school hours, when clubs are meeting.

Waldenburg countered, however, that, “There is no intent from the board to be out of compliance,” Waldenburg Jr. said.

“Our buildings and grounds team consistently analyze school facilities and completes upgrades through capitol improvement projects, which are reviewed and approved by the State Education Department,” Thomas Caramore,  interim superintendent of Northport-East Northport said in a statement.

Aside from making facilities more accessible for students with special needs, SEPTA is eager for a more inclusive learning environment. Josephson has a daughter in a wheelchair who was enrolled in the Northport-East Northport school district from second grade to eighth grade. However, she attends high school outside the district, at a facility that has the resources to meet her special needs.

“These students live in this community,” Josephson said. “Why can’t they get an education here as well?”

Caramore said that no student in the district has ever been denied services due to accessibility, and that students have remained educated in their home schools.

“Our schools should be as inclusive as possible to ensure the special education student has access to the least restrictive environment,” according to the letter presented to the board. It refers to the fact that many disabled students who live in the Northport-East Northport district, like Josephson’s daughter, do not attend school in the district because the schools do not always have the facilities, programs or educators to ensure a proper education for the them. Disable students are frequently enrolled in BOCES instead.

SEPTA wants special needs students to be able to “access the same school their siblings and neighbors attend.”

Caramore said that the community’s concerns are being heard.

“The board and administration will continue to carefully review the concerns raised by the members of the community.”

A group of Northport-East Northport school district residents will be bringing their A-game to a new committee tasked with brainstorming ways to upgrade its athletic facilities.

The school board voted unanimously on Monday to appoint a group of 15 district residents who will roll up their sleeves and get to work on recommending repairs and projects.

Trustee Regina Pisacani spearheaded the creation of the Athletic Facilities Citizens Advisory Committee back in March in an effort she said was born out of community desire to do something about the district’s sports facilities.

“I hope to meet the needs the community wants for the district for the athletic fields and facilities,” Pisacani said in an interview with reporters at Monday night’s school board meeting. “There’s been a lot of disappointment in the state that things have gotten to and I hope to turn that around.”

The school board first approved the creation of the committee in March and tasked it with focusing on the inspection and evaluation of the present state of athletic facilities and grounds and deciding whether to rehabilitate or replace fields, equipment and facilities. It is also charged with reviewing, analyzing and summarizing the state of the district’s athletic facilities in a written report to the school board and creating a list in order of safety and importance of recommended repairs and/or replacements.

Other tasks of the group include determining the costs of the recommended repairs and analyzing outside funding opportunities to help pay for upgrades.

The resolution authorizing the group said the committee must present a five-year plan to identify priorities for the board by Dec. 14, 2015. It must also prepare a presentation for the 2016 budget meeting before the committee expires on June 30, 2016.

Earlier this year, parents lobbied the school board to seriously consider funding upgrades to the district’s facilities in the school’s budget. In January, 27 people emailed the school board on the issue with many saying they felt the current state of athletic facilities is “embarrassing” and in some cases “a safety hazard.”

Steve Kils, who wrote one of the letters, said at the time he was disappointed with the sports facilities, particularly at the high school.

“For example, lighted football/soccer/lacrosse/field hockey fields with either well-groomed grass or, preferably, artificial turf is the standard,” he said. “Our children are competing with others throughout the country with these basics, and I believe strongly that we need to make these upgrades a priority for our community and school district.”

Some parents echoed the desire to bring turf to the district.

“The children playing on these fields are putting themselves at risk of being injured due to lack of upkeep, and quite frankly, after visiting many high schools with gorgeous turf fields, it is quite an embarrassment to show off our overgrown, bumpy and lumpy, grass fields,” Michele Bica wrote at the time. “Please put this in your budget immediately… How many years do we have to sit by and wait (for something that would benefit many teams as well as the high school image) for you to make room for something as important as this in our budget.”

Pisacani said the first meeting of the committee is on June 8 at 6:30 p.m. in the school board conference room at the William J. Brosnan School building. The meeting is open to the public.
