Snaden is a vote for stability

On Monday, June 5, I ran my last public meeting as mayor of Port Jefferson Village. Over my 14-year tenure, I have run and attended well over 6,700 meetings and spent countless hours serving and representing this great village.

It has truly been my great honor to serve, protect and build our community, stabilizing the tax base, building our reserves now to well over $2 million, while improving our parks, paving our streets and reducing crime (as Suffolk County police reported at our last meeting).

It is hard work, committed work and work that doesn’t result from a crash course. It is work that comes from spending lots of time sitting in the seat, getting to know your partners, revenue streams, who to call and when to call. It takes thick skin, the ability to listen and most of all — the ability to know when it’s time.

I am endorsing Deputy Mayor Kathianne Snaden to be our next mayor — to be my mayor. Why? Because she is ready – she has trained for five years, is more than capable and she cares and has passion for this community.

I made the decision to retire because I knew my successor was ready, willing and able. You can’t learn this job in under a year — it’s not possible. And for goodness sake, why would we want a neophyte mayor when we can elect Kathianne and keep our trustees in place so they can continue to learn and serve? 

Doing otherwise would be so detrimental to the trajectory of this village — it would wreak havoc and result in a devastating, unstable and inexperienced board creating damage that might be irreparable for years to come. 

A vote for Deputy Mayor Snaden is a vote for stability and to keep your board intact so we can move onward and upward together. Please be responsible and get out to vote on June 20 at the Village Center. After our 14 years together, please help me in this one last request: To vote for Katharine Snaden to protect our beloved Port Jefferson and ensure it remains our very own beautiful destination — for a lifetime or a day.

Sheprow will shake up status quo

As a lifelong resident and former trustee of Port Jeff, I am enthusiastically supporting Lauren Sheprow for village mayor. 

A vote for the opponent will maintain the status quo at Village Hall. We cannot afford to continue the fiscal and land-use policies of the current administration. 

In 2008, when I was a trustee, a significant and illegal situation in a residential area was brought to the board’s attention. Shockingly, 14 years later, the problem persists. We need a mayor who will be proactive, respond quickly to problems and represent all of us. That person is Lauren Sheprow. 

Sheprow will ensure land-use decisions are made with the advice of village professionals, taking into account the need to preserve the character of our cherished village while revitalizing certain areas. We can and must do better.

Please join me by writing in “Lauren Sheprow” in the write-in space for mayor on the ballot.

Snaden’s commitment to public safety

As someone with a career in law enforcement, I admit to being very impressed by Kathianne Snaden. 

Deputy Mayor Snaden’s ongoing dedication to public safety has truly been something to behold. Even as a new trustee, I often remember seeing her at the Suffolk County Police Department 6th Precinct monthly meetings, engaging with the department, taking notes and advocating for more involvement by SCPD within the village. This was going on since day one of her being an elected official.

 Her involvement with SCPD over the years — both at Village Hall and at the 6th Precinct — still continues to this very day. There have been ever evolving improvements with our own code officers, her many different initiatives such as having code officers on bicycles, code officers meeting every inbound train uptown and working with the schools to allow code officers to be a presence there, again to name a few. 

She is always interacting with the 6th Precinct Whiskey Unit every summer, always being on call and present whenever necessary at any time of day or night. She has even gone on a few ride-alongs to really dig deep and be involved in every aspect of public safety. It’s so refreshing to see.

It is true, the flowers in the village are beautiful. However, what is more beautiful is an elected official who has worked on improving the safety of our village for years since day one. I am confident Kathianne will use this experience and institutional knowledge as our mayor to continue making Port Jeff the best it can be.

Sheprow will bring change

Experience counts, but wisdom counts more. Networks, contacts and vision count more.

Lauren Sheprow brings to our village a wide range of professional management experience, an extensive network of contacts in the village — including myself, Stony Brook University and beyond, and a tradition of resident enfranchisement. She will also bring integrity.

You will need to write in Lauren’s name on June 20, and you will need to write in exactly as prescribed. This, because your current establishment continues its tradition of unfair dealing; this, because your current establishment throws out petitions on technicalities — instead of saying, “Take this back, you forgot something.”

The opposition response? Getting a little scared? Eliminate the competition. We are seeing character assassination in the form of unsigned attacks.

Do you know your village history? Seems a lot like what happened to Mark Lyon when he was trustee. (Mark had made a negative comment on the Lombardi’s renovation to Port Jefferson Country Club, a last-minute leak that cost him his seat.)

I have a lot to say about Port Jefferson, but I say it in signed letters or in an open public forum.

There is much that is not being done and much that needs to change.

Remember our recent code enforcement scandal? It didn’t have to happen. I warned the board of trustees of this. 

We need to look to our future. We are losing 50% of our power plant revenue but we could lose the other 50% starting in 2027.

Decommissioning

It is time to attend to this. Lauren will reach out and bring in people with the networks to address these issues. Conversations with LIPA, PSEG, National Grid and the new public LIPA. Conversations about future technologies — here in Port Jefferson.

LIPA, LIRR, Lawrence Aviation, revenue from solar installation battery storage — here in Port Jefferson. We need to start attending to all of these big issues.

Lauren will bring in the people of Port Jefferson who can make it happen. Lauren will lead.

Is this your village?

It is changing. Is it changing for the better? Behemoth apartments. A code enforcement group that seems out of control.

I put in much time and effort working with the Grassroots Committee to Repower Port Jefferson. The whole community was involved. What happened to that community effort? It seems like little is happening. It seems like it has all been pulled inside the village. All is secret.

The school district and the community are no longer involved. No efforts are being made for a positive economic future. Are we just awaiting taxes doubling? There are alternative sources of tax revenue but they are not being pursued. Ms. Snaden suggests “experience” in her campaign. Experience in what? Our planning department is just a rubber stamp for developers. Code enforcement?

Brookhaven Industrial Development Agency

This committee is giving your tax dollars and services away to multimillionaire developers. Apartment buildings are not “industrial.” Where are the long-term jobs the IDA was designed to create? The first village development on Texaco Avenue was well through the planning process as a private sector investment. The IDA board was scrambling to throw money at this development and win favor with this developer — and future developers — before time ran out and the plans approved.

Uptown is a mess. But why? We have ordinances to ensure decent commercial housing. Were these ordinances ever enforced? Or were these four blocks allowed to deteriorate to give developers greater leverage for more dense development through more dense zoning? (Speaking of dense zoning: Maryhaven? Really?)

Above-ground parking garages? We are looking more like Queens every year.

What’s your comfort level with our current Village Hall? Let us not be intimidated by one joker with an iPhone. Let’s reopen Village Hall to our villagers.

 Remember, Lauren is for the residents.

AHEPA upholds American ideals

Almost exactly 100 years ago, in the summer of 1922, the American Hellenic Educational Progressive Association was established.

The organization was formed in response to attacks on Greek immigrants by the Ku Klux Klan and other racist and anti-immigrant groups operating across the country. Although now, several generations later, Greeks are successful and well established in American society, to this day AHEPA remains active and continues to promote the best qualities of Ancient Greek society, including philanthropy, education, civic responsibility, integrity, family and individual excellence through community service and volunteerism. 

Always faithful to its history, AHEPA was instrumental in the restoration of Ellis Island and the Statue of Liberty, through which millions of immigrants flowed, often with little more than one or two pieces of hand luggage and a dream.

This past weekend, I was invited by AHEPA and the local Greek-American community to be recognized for public service. To receive an award from an organization of this quality was truly humbling, and I am very thankful to the community for its kindness. 

Reflecting on the history of AHEPA, I was reminded that although Greek immigrants ultimately overcame their challenges, successive groups of immigrants continue to face the same fears, the same attacks and the same bigotry.

People rarely leave their native countries and immigrate to the United States because things are going great for them at home. The choice to leave behind their food, language and culture is a painful decision, never taken lightly, and very often in desperation. 

But Lady Liberty doesn’t just open her arms to the wealthy, the gainfully employed and the highly educated. Her invitation extends to “your tired, your poor, your huddled masses yearning to breathe free, the wretched refuse of your teeming shore. Send these, the homeless, tempest tossed to me” [Emma Lazarus’ famous 1883 sonnet, “The New Colossus”].

Fortunately, throughout history there have been those with compassion and courage who have stood up to defend true American ideals. Our nation is a nation of immigrants, and although immigrants sometimes arrive with empty pockets, they have that hustle which helped build America into the amazing land of opportunity it is today. 

I am so proud to know the good people of AHEPA and my many friends within the Greek community who have been a beacon of moral courage, compassionate leadership and democracy not just for 100 years, but for thousands.

Carlton “Hub” Edwards: an uplifting story

Congratulations to Rita J. Egan and The Village Times Herald for a wonderfully uplifting story on Carlton “Hub” Edwards [“Veteran Stories” series in Arts & Lifestyles section, also TBR News Media website, May 25]. 

A Korean War veteran, he’s been a knowledgeable, affable, active and patriotic fixture in our community for many, many decades.

One of Ms. Egan’s many interesting highlights features Hub unquestioningly trading his baseball glove and local team jersey for the uniform of our United States Army. What people may not know is he made that switch after being drafted by the Brooklyn Dodgers, who happened to be one of the top three or four Major League teams in 1951.

The pitcher of three no-hitters simply said, “Uncle Sam took first precedence,” feeling even today that the military can provide much-needed discipline for young people.

Whether it’s been Hub’s work at the American Legion Irving Hart Post 1766, his Bethel AME Church or our Three Village Historical Society, the post’s community liaison Joe Bova summed up things perfectly: “He really felt strongly about what his commitment to people should be and that just transferred over to the community he belongs to.”

Talking to Hub or his lovely wife, Nellie, whether it be at the Memorial Day ceremony or during a Frank Melville Memorial Park concert, is both a treat and an enriching experience. Here’s hoping those who haven’t read the article will now take the opportunity to do so.

Yes, words do matter

I found the title to Shoshana Hershkowitz’s recent letter on the immigration debacle taking place quite ironic [“Words matter in immigration dialogue,” May 25]. Let’s examine “words matter” for a moment, shall we? 

I wonder if anyone remembers when people were caught entering our country illegally, they were referred to as illegal aliens. That term was legally accurate, yet deemed offensive to progressives. The acceptable words to describe a person in our country illegally then became undocumented immigrant. 

Now, the words (that matter) have become “asylum seeker.” Asylum is defined as protection granted to a political refugee. It was not intended to bypass the legal immigration process for people that want to enjoy all of the benefits of living in the United States. I think honest people can agree that not everyone coming over our border illegally is a political refugee. 

I fully support legal immigration. No one is above the law in the U.S. Once again, the compassion and goodness of the people of this country is being taken advantage of by progressives that created this unprecedented and unsustainable surge. 

I read that Vice President Kamala Harris [D] was supposed to be figuring out the “root cause” of the surge at our border. I have not seen her give an explanation yet. Could it be progressive policies? For example, in New York, politicians declared a sanctuary state and gave out over $2 billion of taxpayer money to noncitizens through the Excluded Workers Fund. Is that an incentive to come here illegally?

Ms. Hershkowitz quoted Kevin McCaffrey [R-Lindenhurst], presiding officer of the county Legislature, stating, “We don’t know who’s coming over.” Is that not a true and fair statement? Ms. Hershkowitz says asking that question implies that asylum seekers are a danger to us. How extremely disingenuous of her. 

Our leaders cannot ask simple, reasonable questions about who enters our country now? Can Ms. Hershkowitz personally vouch for all of these people? In New York City, the mayor was housing some of these people in public school facilities. Our governor is considering using our taxpayer-funded universities to house these people in our neighborhoods, and our elected officials cannot ask any questions without being labeled xenophobic or accused of demonization? 

Seems like Ms. Hershkowitz’s rhetoric is a bit extreme to me. Does constantly labeling people who you don’t agree with politically as evil or dangerous, just for asking questions, bring us together or divide us?

Words matter … indeed.

Open letter to Assemblyman Ed Flood

Dear Assemblyman,

I urge you to vote for the Birds and Bees Protection Act when it comes before you this week. The bill (A7640/S1856A) will protect honey bees and other pollinators from neurotoxic pesticides known as neonicotinoids which are having a devastating impact on bees.

You might not be aware, but the original bill was worked on by Maria Hoffman, my wife and longtime state Assembly staffer and local Setauket beekeeper, in response to the massive die-off of bees caused by these new genetically manufactured nerve agents that are coated on corn and soybean seeds and then spread by contact with bees as they forage for nectar and pollen.

You should also know that the bill is very specific and bans only neonic-coated corn and soy seeds and does allow farmers to use locally applied pesticides if their crops are threatened.

Beyond the partisan wrangling of our elected officials that seem to take up so much of government lately, you should know that your Assembly district has a strong environmental leaning by both Democrat and Republican residents of the district. The Birds and Bees Protection Act has strong support districtwide and your constituents will appreciate your leadership on this important bill.

Another Birds and Bees plea to Assemblyman Flood 

How disheartening to think the state environmental bill A7640/S1856A, the Birds and Bees Protection Act, that has the bipartisan support of Town of Brookhaven Supervisor Ed Romaine [R] and other local legislators, may not be supported by our new state legislator Assemblyman Ed Flood [R-Port Jefferson]. 

Maria Hoffman, a local Setauket beekeeper who originally helped formulate this bill, was a steadfast advocate for environmental protection and a dear friend who passed away last year. Many in the community knew and respected Maria.

We are very dedicated to protecting our waterways in this district and wholeheartedly support this bill. Its intent is to protect honey bees as well as all other pollinators from neurotoxic pesticides known as neonicotinoids. 

These nerve agents are coated on corn, soy and other seeds prophylactically to avoid agricultural pests. They are now widely used by large nurseries as well to avoid pests during transport of stock to local stores. 

There is significant opportunity for misapplication by both farmers and homeowners which leads to residue of these toxins in field margins, local waterways and potentially the produce we eat. Integrated pest management, regulated by the EPA, would still permit farmers to treat threatened crops. 

I urge Mr. Flood to respect the strong environmental leaning of both Democrat and Republican residents of his district. These constituents will value leadership in passing this important bill.

Boating safety is necessary

Thanks to TBR News Media for their timely editorial on boating safety [“Safety key to a successful summer,” May 25].

The sobering facts about boating safety should be of concern to everyone who enjoys the water this year. There is little doubt that the use of a personal flotation device, or life jacket, would have contributed to saving a number of lives lost due to drowning.

There are a number of organizations which offer short courses that provide a New York State boating safety certificate or its equivalent, including the U.S. Coast Guard Auxiliary and the United States Power Squadrons — America’s Boating Club.

Just this past spring, the Mount Sinai Yacht Club, in association with the Suffolk County Police Department, ran a boating certificate course for the general public. These courses give you an opportunity to talk to instructors and get all your questions and concerns answered.

The requirement for all operators of a motorized vessel to have a boating safety certificate is being phased in by age. As of Jan. 1, 2025, every operator of a motorized vessel in New York state waters will be required to have a boating safety certificate or its equivalent.

MTA’s continued staffing, safety failures

The Metropolitan Transportation Authority inspector general’s report on excess employee overtime and safety issues is nothing new for Port Jefferson Branch riders.

Every generation of MTA chairmen, agency presidents, board members, finance officers and executive management who manage agency budgets has made the wrong choice. They believed it would be cheaper to pay overtime than hire additional employees, whose critical specialized skills were necessary for maintaining functioning safe and reliable transportation operations.

They thought it would be less expensive by avoiding the costs of training, full-time salary plus fringe benefits, medical insurance and pensions by not increasing the headcounts of various departments. This has contributed to excessive overtime and potential safety issues.

The LIRR should have the ability to hire more full-time and part-time employees to deal with routine and emergency workloads. This would provide a larger pool of employees resulting in less overtime, excessive and unsafe work hours for employees.

Another option is upon reaching retirement eligibility, allow employees to collect 50% of their pensions while still being able to work part time. MTA Chairman Janno Lieber and LIRR President Catherine Rinaldi should include both in the next round of contract negotiations with SMART Transportation Division 505 Union General Chairman Anthony Simon.

Severe lead poisoning of local swan

We live in Port Jefferson, close to Mount Sinai Harbor. Last Sunday, a swan came to visit us, which was most unusual because they never come up from the harbor. This juvenile looked really sick. We called Lisa Jaeger, who rescues animals, and she trapped the swan and brought him out to the Evelyn Alexander Wildlife Rescue Center in Hampton Bays, where he was diagnosed with severe lead poisoning. The swan may not survive. He will be at the wildlife rescue center for a long time.

Severe lead poisoning? How did this happen? We have learned that duck hunters often use lead shot — even though it’s illegal — and it falls to the bottom of the harbor and gets ingested by swans.

How much lead is sitting at the bottom of the harbor? Are the clams, mussels and oysters that fishermen dig up from the harbor contaminated, too? People kayak and swim here and walk their dogs, and we worry that the dogs could also ingest the lead.

We want Port Jefferson residents to be aware of how our harbor is being polluted. Perhaps we can work together to ensure that no other swans suffer as this juvenile is suffering.

A sad episode for Smithtown

How ironic it is that those who ran Martine Francois-DePass out of town with their bigoted and hateful social media campaign are themselves Exhibit A for exactly that which they so passionately deny: Namely, that racist discrimination against Black people, far from being a thing of the past, is still very much with us. [See June 1 story, The Times of Smithtown.]

It’s yet another reminder that America in general and Smithtown in particular continue to be far from the ideal of a color-blind society to which we all aspire.

What a missed opportunity. An opportunity to expose Smithtown children to a positive authority figure from a minority background. An opportunity to move the needle on the perception of Smithtown as a community hostile to non-whites. An opportunity to stand up and defeat fear and bigotry. The decision of Ms. Francois-DePass to withdraw from consideration as principal of Smithtown Elementary in the face of a campaign of vilification and hate against her is our loss, not hers.

Does anybody seriously believe that if Ms. Francois-DePass was white, her every word on social media would have been subjected to the same kind of aggressive and invidious scrutiny? Not that there was anything troubling about her social media posts. She supports Black Lives Matter and racial justice. What a surprise. Is that the litmus test? If it is, it amounts to a frankly racist refusal to countenance the hiring of just about any Black person.

One Smithtown parent stood up at a school board meeting and proclaimed that Ms. Francois-DePass was unqualified. What nonsense. She has degrees from Boston University, SUNY Stony Brook and an advanced degree from Fordham. She also has an advanced certificate in educational leadership and administration from Long Island University, experience as a New York City school teacher for 18 years and as an assistant principal here in Suffolk in the Longwood school district for four years.

Another parent posted that he was going to tell his child not to recognize this “piece of trash” and to “disregard any guidance/direction given by this person.” What a great example for his child.

Is this how some parents want to be “involved” in their children’s education? Racism is still very much with us largely because it’s passed down from generation to generation. What a sad, sad episode this is for our Smithtown community.

Decades-old fears over a possible Long Island “brain drain,” or people in their 20s and 30s leaving the region, have not been quelled. Instead, some are worried that the brain drain has spread to other age demographics as well.

Martin Cantor, director at the Long Island Center for Socio-Economic Policy, suggests every age demographic is looking to escape the Island. 

“The young don’t come and stay,” he said. “Most kids, if they go away to college, don’t come back. The middle class is leaving because it’s too expensive.”

While some suggest that this may be due to a lack of housing options, Cantor is not entirely on board with this diagnosis. “There is a general feeling out there that they want to blame people leaving [on the] housing options and, to an extent, yeah,” but this doesn’t paint the complete picture, he said. “It’s because we’re just too darned expensive to live here, plain and simple.”

Sal Pitti, former vice president of the Port Jefferson Station/Terryville Civic Association, is moving to Florida. His case exemplifies how even prominent local leaders feel the squeeze of high costs, fleeing the communities they helped build and grow due to financial pressures.

“I’m retired from the NYPD, so I’m pretty much on a fixed income,” he said in a phone interview. “My wife’s been working, and her salary has gotten better over the last few years … but with the rising amount of taxes and everything else that’s going on on Long Island, it’s pretty much going to be unsustainable.”

Instead of waiting a few more years, Pitti and his wife decided to take advantage of the recent high spot in the housing market and were able to sell their home relatively quickly.

Problems also arise with Long Island’s minimum wage, which currently stands at $15 — the same as for New York City and Westchester, with the rest of the state at $14.20. Even though the Long Island rate is more than double the $7.25 national minimum wage, it is still not nearly enough to afford a two-bedroom apartment at fair market rent. 

According to the National Low Income Housing Coalition’s 2021 Out of Reach report, the minimum hourly wage necessary to afford a two-bedroom apartment in the Nassau-Suffolk HUD Metro Fair Market Rents Area is $39.13. This means that two local adults working full time on minimum wage could still not afford an apartment.

In an interview, Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) described his conversation with one homeowner who, along with her husband, works a minimum wage job. To afford the mortgage, she had to work two shifts.

The simultaneous problems of low wages and high rents represent a conundrum for policymakers. The interplay of local and societal factors can make this puzzle even more problematic.

“I don’t know what the answer is,” Kornreich said. “I don’t know how we value work in a way that allows people to do important work that’s societally vital” while also paying workers “enough that they can afford just to live a basic existence.”

While Long Island’s minimum wage will continue to increase — set to reach $17 an hour by 2026 — that would still not be enough to afford a two-bedroom apartment.

Village of Port Jefferson Mayor Margot Garant described her administration’s efforts to cater for affordable housing options.

“There is nothing that we’re going to do to stop building more workforce housing as long as I’m involved,” Garant said.

The village mayor described the heavy demand for affordable housing, with roughly 1,300 applications being submitted for Conifer Realty’s Port Jefferson Crossing project in Upper Port that offers 45 apartments based on the median income in the area.

“It just shows the need for clean, affordable workforce housing,” Garant said.

While new affordable housing units may partially help alleviate some of the housing shortages throughout the region, it is not a solution to the overarching problem of high expenses. 

To ease economic pressures on Long Island, Cantor urged policymakers to worry about costs and cut spending where possible. 

“Nobody is worrying about costs,” he said, suggesting regional income taxes replace property taxes. “This way, people pay based upon what they earn, not the value of their assets.”

Margot Garant, a seven-term incumbent, is stepping down as mayor of the Village of Port Jefferson to head the Democratic ticket for Town of Brookhaven supervisor. In an open contest, trustee Lauren Sheprow and Deputy Mayor Kathianne Snaden are vying to fill Garant’s seat.

Less than a year into her first term on the village’s Board of Trustees, Sheprow, who is running as a write-in candidate as of now, has her sights set on the office once occupied by her father, Hal, who served as mayor from 1977-91 with a one-term break. 

In an exclusive interview, Sheprow offered her plans for communications, East Beach, parking and more.

What would be your top priority for the coming term, if elected?

There are several priorities. Fiscal responsibility is number one.

My first step will be to establish a finance and audit committee. In this village, the mayor has decided to be the finance commissioner, but there is no committee assisting the finance commissioner. The finance commissioner is working with the treasurer, and [they are] doing it themselves. 

I support creating a committee of CPAs and people who work in finance who can inform our process, coming in with ideas, suggestions and opportunities to shape our budget a little bit differently — a little healthier and more disciplined. 

Job two is establishing a board of ethics. It’s something that is highly recommended by New York Village Law.

Another aspect is being resident centric, having two-way communication with the residents. Right now, the two-way communication with the residents is once a month at a [general] meeting [of the village board].

We need a brand-new, professional municipal website. When you use it now, it’s so difficult. If you go to the Town of Brookhaven’s website, it’s so easy to navigate. That’s what I want to see for Port Jeff.

We can also do well to start listening to our chamber [of commerce] members and the Business Improvement District, hearing their feedback. There’s a lot of opportunity for success in how we do business with the merchants.

If elected, how do you intend to help guide East Beach bluff stabilization efforts and maximize the use of the village-owned Port Jefferson Country Club?

When I became a trustee, I was appointed liaison to the food and beverage licensee at the county club. I was interested in improving the relationship with the licensee and the member experience up there.

I started a task force made up of some members and a nonmember resident. We started meeting with management and came up with some real opportunities for improvement. 

They changed the menu to be more community and family oriented. We discussed having socials and other events for members, and they ended up implementing that. There are still a lot of challenges that exist with that relationship, but it’s improving because of the task force.

Right now, we’re waiting to hear whether or not we’re getting that federal money [$3.75 million]. There’s some back-and-forth, I think, between FEMA and us.

I’d like to see the tennis program come back — and not just with two courts. I’d like to see six courts, at least, so we can welcome our tennis membership back. I’d also like to see the pickleball program come together and thrive.

What would be the best way to design that? We have engineers draw drawings, but shouldn’t we be relying on a real designer that has worked on country club designs before? 

Let’s get someone in there who knows what they’re doing, looking critically at the space they have to work with and making the best recommendations based on their experience with other facilities.

What is the role of the village board in overseeing new developments and redevelopment projects?

The first thing we should do is hire a planner. We need a senior planner who can advise, direct and inquire. I’m not an engineer, architect or planner. But there are some very good engineers, architects and planners out there, and we need them on staff. It is our role to hire those positions.

I think we can commission a study to look at open space. How would you treat green space? You first have to understand what green space actually exists, and then get our planner and engineer to take a look at how to address these things. 

The opportunities are there. We need to understand what they are and then get the advice of a senior planner to figure out how to move this village forward.

How can the village alleviate its parking capacity challenges, balancing the competing interests of residents, businesses and tourists?

I’ve been speaking with business owners, restaurant owners and residents, and there is a strong need for a parking committee. We need to understand what the business owners are seeing, hear their feedback and try to act upon it.

The parking committee should be made up primarily of business owners, but you also need residents who can weigh in on aesthetics and real-world experiences.

We also have to look at building a parking structure. They have parking structures that are architecturally appealing and can adhere to the architectural integrity of the community. That’s a design element, but the question of where comes into play.

If a big decision is to be made about a parking garage, then residents need to be heard on that.

What is your preferred method for public engagement?

I’m enjoying the face-to-face connections with people. I’m learning so much about the village, and people are so open to speaking with me right now. That’s my favorite way to communicate with people and engage.

If we have messages that we need to communicate in a broader sense, an upgrade to our website is essential. Sharing information through The [Port] eReport is good — it’s a good resource. But, again, it’s talking at people, not listening to people.

I feel we need to start suggestion boxes, surveys and phone banking. We need a community relations effort that hasn’t existed since I’ve been around. 

All these things — code enforcement, parking, engagement with the school district — are all community relations functions that, if we do well, we’ll have residents feel they’re listened to and have a responsive government. That’s the goal.

What is your professional background, and how does it apply to the role of a village mayor?

I have been a public relations professional for pretty much my whole career. My most recent position was as the chief media relations officer at Stony Brook University, where I worked for 16 years. Prior to that, I was the public relations director at Mather Hospital for four years.

I consider my experience at Stony Brook the most illuminating. Stony Brook is a campus of about 44,000 people between students, staff and hospital employees. They have all of the infrastructure that a municipality has. 

As I was working at Stony Brook, I was responsible for communicating a lot of the things that were going on at campus to the media. Everything that I was involved with there and helped communicate is very similar to what is happening in the Village of Port Jefferson. It’s similar in scope — Stony Brook was just much greater in size.

While at Stony Brook, I interacted with representatives from the federal, state, Suffolk County and town governments, building a lot of relationships with people in those jurisdictions. I was privy to how they did business and operated, so I feel very prepared.

The mayoral race in the Village of Port Jefferson just took a shocking twist. 

In the upcoming village election on June 20, trustee Lauren Sheprow and Deputy Mayor Kathianne Snaden are vying to succeed incumbent Mayor Margot Garant, who is running for Town of Brookhaven supervisor. Following a meeting of the Suffolk County Board of Elections on Tuesday, May 30, Sheprow’s petitions were ruled invalid. This ruling removes Sheprow’s name from the ballot. 

In a statement, Sheprow said her opponent challenged her petitions due to an error on her cover sheet. In the face of the decision, she pledged to continue her mayoral campaign, now running as a write-in candidate.

“My opponent’s campaign and its lawyers challenged my petitions, and due to an issue with the cover sheet, the Suffolk County Board of Elections on May 30 determined that my name cannot be placed on the ballot,” Sheprow said in a statement.

She added, “I am committed to continuing my campaign for mayor even if it means I’ll be a ‘write-in’ candidate. It may be an uphill battle, but I will not quit the people of Port Jefferson.”

A statement issued by The Unity Party, the ticket under which Snaden is running alongside trustee Stan Loucks, clarifies how the challenges to Sheprow’s petitions first came about.

“The Unity Party requested, through the Freedom of Information Act, all documents related to Ms. Sheprow’s petition filing,” the statement said. “Upon discovering several defects, including the lack of a cover page, resident signatures on blank petition forms and other inconsistencies, a challenge to Ms. Sheprow’s election documents was filed. The SCBOE reviewed the challenge and found the deficiencies identified to not only be fatal, but also incurable.”

In the same statement, Snaden commented on the outcome: “While this decision will be disappointing to some, we should take pride that the law and process were followed. I have the utmost respect for the integrity of the bipartisan SCBOE and the decisions they make. Following the rules with transparency and integrity are the hallmarks of good government.”

The Suffolk County Board of Elections declined to comment for this story, referring inquiries to the Village of Port Jefferson clerk’s office. 

In a phone interview, Village clerk Barbara Sakovich said she was not involved in the decisions leading up to the ruling, maintaining that her position is strictly administrative.

“A mayoral challenge was submitted, and it then was brought to the Board of Elections,” she said. “The commissioners met, and the determination was made by them, not at the village level.”

Sakovich said the appeals process will be open until the end of business on Friday, saying, “I’m assuming if there is any change, the Board of Elections will notify me.”

If reelected, what would be your top priority during the coming term?

I want to go forward successfully with a plan to capture water — not only to give us more water at the golf course but to protect the environment.

The water now that’s running rampant, a lot of it is dumping right into the Long Island Sound. We have a large spillway that goes right alongside our golf course. All that water we’re going to try to collect, putting it in ponds on the golf course. 

The water we collect will be purified before we put it on the golf course. We’re going to have a system to sanitize the water. 

The one pond we have now is filled with turtles, fish and wildlife. I’d like nothing better than to see more water on our golf course.

How do you intend to help guide ongoing bluff stabilization efforts at East Beach and maximize the potential of the village-owned Port Jefferson Country Club?

The lower wall is basically complete. The bluff itself — except directly underneath the clubhouse — has been stabilized.

It’s all been raked out, leveled out and covered with a heavy-duty burlap. And both the east and west portions of the bluff project are fairly complete. Now we’re waiting for [the Federal Emergency Management Administration] to come through with the money to begin phase II of the bluff project — an upper wall.

Our goal at this point in time is to save that structure, our clubhouse up there now. Prior to FEMA, maybe my thoughts would be different. But that [$3.75] million we’re getting from FEMA is a game changer for the taxpayers and the village.

What is the proper role of the Board of Trustees in overseeing new developments and redevelopment of village parcels?

We’re running out of space for further development, barring, for example, uptown. Many developers have come in there and bought out a lot of the businesses.

Beyond the master plan, a lot of that development came in as a way to replace revenue lost from [the Long Island Power Authority glide path settlement]. Unfortunately, the Town of Brookhaven controls the [Industrial Development Agency] tax situation. 

When those developers come in and get a tax break, that’s not on us. That’s very unfortunate because, in the first two or three years, they pay a very small percentage of what they should be paying.

The village has probably reached its max in development. Maryhaven is kind of a foggy area for me right now. I was not involved in any of the discussions leading up to the [May 1] public hearing. I think some of the board members were a little surprised.

I have some great ideas, but I’m not so sure that, moneywise, the village can afford my great ideas. We have some major [flooding] problems with the fire department, Village Hall and all of Theatre Three. The village is built in a bowl, and as we keep developing more buildings and more blacktops, water has nowhere to go. Things are going to deteriorate and get worse downtown.

If I had a magic wand, Maryhaven would be a village possession. Village Hall, the parks department, the fire department — everything can go on that property. But I don’t think that’s going to happen. I definitely would not want and would not vote for any kind of apartment complex to go in there — we have enough of that.

Would I like to see more homes in the village and more green space? Absolutely. But I think we’ve reached the point of density that we want to be at in terms of building in the village.

How can the village alleviate its parking capacity challenges while balancing the competing parking interests of residents, businesses and tourists?

The only solution I see is a parking facility — a parking garage.

It would not be a subsurface parking garage because of the water table in Port Jefferson. Where I would put it, I don’t know, but that’s the only solution I can see — a two-story, maybe three-story parking garage somewhere in the village.

We do have some vacant land that the village owns. It’s the location, the acceptance or rejection of that location and the concept. Some people don’t like parking garages, but I can’t see a solution beyond that.

Would you support resurrecting the parking committee? 

I think a parking committee should be in place. The more people you can get ideas from, the better off you are.

What is your preferred method for engaging the public?

It’s about time that we’ve got a [civic] organization that’s going to take an interest in what’s going on in our village.

I have spent eight years as a trustee, and it was always amazing to me — I’d go to a board meeting and see eight people sitting in the audience. Yet you have all these major problems — parking, flooding, code enforcement.

I come from a small village upstate where their civic association was half the village’s population. It’s a valuable organization — to get information from the people who live there.

I was very pleased the other night with that whole scenario [during the May 1 public hearing]. People were sincere, they were civil and they gave a lot of good feedback. I hope the [Port Jefferson] Civic Association stays active, and I hope they stay in the direction that they’re going in.

When they talk about zoning, I don’t think that’s negative. That’s a sincere concern. The board can listen to the public more, and it’d be nice if even the Planning Board exposed themselves more to the public. I like hearing from the public, and I think that’s important. 

What is your professional background, and how does it apply to the duties of a trustee?

My professional background is in education. A graduate of [SUNY] Cortland, I started as a phys ed teacher. At that time, I immediately started my education at Hofstra University, receiving a master’s degree in secondary school administration, then continued my education and got a master’s degree in districtwide administration.

I moved from a physical education teacher to the local athletic director. Throughout my career, I coached girls tennis, boys golf, boys basketball and varsity football. After 34 years in Plainview, I retired in 1995.

One year after the village purchased the [Port Jefferson] Country Club, I got involved in tennis, belonging to the tennis membership up at the country club. I got involved on the tennis board and became chairman, then moved over to the golf side when it became reasonably priced. I got involved with the board of governors, became president and was later appointed to the [Country Club Management Advisory Committee].

In 2013, [Mayor] Margot [Garant] asked me to run for trustee. At that point in time, I was not interested. In 2015, I did relent and ran for trustee and was elected. I was elected again in 2017, 2019 and 2021, and I’m running again now.

I am involved in the recreation and parks in the village. And, of course, the country club is my main goal. Right now, we have a lot of projects going on up there.

My entire career, my goal has been to work for people and work with students of all ages and backgrounds. My main interest right now is to continue working in pretty much the same direction I have been going in. I’m interested in serving the public, continuing what I did for 34 years [in education].

New proposed EPA regulations may affect the Northport Power Station, pictured above. File photo

The Biden administration and the U.S. Environmental Protection Agency announced new proposed regulations on May 11 that would require most power plants fired by fossil fuels to cut their greenhouse gas emissions by 90 percent between 2035 and 2040. Plants that do not meet these requirements may have to close down entirely, according to the new plan.

Starting in 2030, the EPA guidelines would generally require more CO2 emissions controls for power plants that operate more frequently, phasing increasingly stringent CO2 requirements over time, an EPA statement said.

If passed, the new requirements would likely impact the Port Jefferson and Northport power stations, both fired by natural gas.

The EPA projects the carbon reductions under the new guidelines would help avoid over 600 million metric tons of CO2 released into the atmosphere from 2028 to 2042, “along with tens of thousands of tons of nitrogen oxides, sulfur dioxide, and fine particulate matter,” the statement reads.

This new proposal comes over four years after the Long Island Power Authority, which buys all of the Port Jefferson Power Station’s power, settled its tax lawsuit with the Town of Brookhaven and the Village of Port Jefferson. 

“The terms of settlement shelter us from having to pay back taxes (taxes collected during the 6-year-long court battle) while also providing a glide path moving forward over the next 8 years, during which the 50% reduction of tax revenue can be absorbed,” Village of Port Jefferson Mayor Margot Garant said in a 2019 statement.

The new EPA standards represent a step toward alleviating the climate crisis, according to the Biden administration. Their impact, however, will likely be felt locally given that a sizable portion of PJV’s budget is subsidized by the plant. This applies to other local institutions, such as the Port Jefferson Fire Department and school district.

Bruce Miller, former Port Jefferson Village trustee, said in an interview that it is technologically feasible to remove carbon dioxide and other polluting gasses from the smoke stacks. He also maintains that the possibility of using hydrogen, a clean fuel source, remains an option. 

“The thing that I’m talking to National Grid [the owner of the plant] about is hydrogen,” Miller said. “Will they be thinking in terms of possibly a combined cycle plant in Port Jefferson? That would be our hope.”

These talks are still preliminary as the proposed regulations are still subject to a public comment period. “Whether National Grid and LIPA would want to make the investment to put some hydrogen-powered combined cycle plants — redo the Port Jefferson plant — is a huge question mark,” Miller indicated. “I don’t have an answer for that or even a projection.”

The former trustee added that the impact to local budgets could be “substantial,” noting, “It’s going to be a major adjustment if that plant goes offline.”

While the long-term plans for the plant remain unknown, Garant maintained that the village’s finances would not be hit all at once if the plant were to shutter.

“The community wouldn’t be on a cliff,” she said in a phone interview. “The norm is like another 10-year glide path to give you a chance to settle into another loss of revenue.”

While the potential loss of public revenue remains a critical policy concern for local officials, the impact that climate change has had on the village cannot be ignored either. The past few years have brought both droughts and flooding, likely the consequence of intensifying storms and rising tides due to climate change.

“Projections for sea-level rise over the coming decades are nothing short of staggering,” said trustee Rebecca Kassay, Port Jeff’s sustainability commissioner, in a statement. “If the global community does not work together — from individuals to villages to states to nations and every agency in between — and climate change is not slowed from its current projections, [the National Oceanic and Atmospheric Administration] confidently forecasts that Port Jefferson Harbor will engulf Port Jefferson Village’s downtown Main Street within a century’s time.”

The EPA will host virtual trainings on June 6 and 7 to provide information about the proposed regulations.

Residents of the Port Jefferson School District narrowly rejected yet another proposed capital bond during the Tuesday, May 16, school elections. Just 34 votes decided the outcome as the community voted down the district’s proposed $15.9 million capital bond by a 708 to 674 margin. 

The “no” vote comes just over six months after the community rejected a pair of capital bonds totaling nearly $25 million. The deferred investments in school infrastructure now raise questions about the school district’s long-term future.

“It’s disappointing that a small bond with critical updates failed by a small margin,” PJSD Superintendent Jessica Schmettan said in a statement. “Our community is clearly divided on how to move forward.”

Village of Port Jefferson Mayor Margot Garant has been an ardent supporter of these proposed school infrastructure improvements. In an exclusive interview, she expressed her displeasure with the outcome.

“I would have hoped that the members of the community would have a little bit more vision and understanding of the consequences of not investing in our district and our facilities,” she said. “Nevertheless, the schools remain a major selling point in this community.”

The mayor added, “We want to remain positive, support our district and all the programs, making sure the facilities remain safe for our kids. I’m sure the Board of Ed will continue to do that, although they are working with less and less resources every year.”

In preparing this year’s capital bond proposal, the school board had scaled down its financial request to the voters by about a third, eliminating the proposed artificial turf field at the high school that was part of the December proposal. 

Given the challenges of getting these bond projects approved, Garant expressed uncertainty about how the voters can ultimately pass these infrastructure projects.

“I’m not real sure,” she said. “Maybe they put it up with each budget in the years to come, one small bond initiative at a time. But then you’re not doing a long-term project plan.” 

She added, “I’m not really sure if it’s the messaging or just the community’s misunderstanding of the impacts. People [are] making large, generic statements instead of looking at this very carefully.”

The bond’s rejection resurrects long-standing questions over declining student enrollment and public revenue, with some community members beginning to advocate for a possible merger with a neighboring school district.

Garant rejected this thinking, noting the substantial costs associated with such a plan. “I think that would be this community’s gravest mistake,” the mayor said. “Their school tax dollars would immediately almost double.”

She added that there are other unsettled questions over a potential merge, including what to do with the PJSD’s existing properties and whether a neighboring district would even accept its students. “It’s a very long process, and it’s not a solution when you have the opportunity to make a long-term investment to making things better.”

Despite the outcome, Garant said the community should closely assess its priorities and begin to chart a path forward. 

“I think the [school] board is resilient, and the community is resilient,” she concluded. “We’re going to encourage them because they were very, very close, and we just have to keep trying.”

Ten minutes before 6 p.m., every chair in the house was already taken. Behind the gallery, some sat on tables, others on desks. A standing crowd began to form. Younger attendees yielded their seats to their elder counterparts. All were in for a long night.

The board room at Village Hall could not contain the audience gathered on Monday night, May 1, for the Village of Port Jefferson Board of Trustees public hearing on the Maryhaven Center of Hope property on Myrtle Avenue.

“It’s great to see a full room,” said Mayor Margot Garant. “That means this community is engaged.”

The village board is considering modifying the zoning code and proposing an incentives package to encourage the historic preservation and adaptive reuse of historic buildings and structures.

The Maryhaven property is currently zoned as a Professional Office P-O District. Under the existing zoning code, an applicant within the P-O District can request a special-use permit for Moderate-Density Residence R-M District development.

Village attorney Brian Egan explained the motivations guiding these potential code changes.

The Maryhaven “building is certainly worth keeping,” he told the sea of residents in attendance. 

Convincing the owners of that building to preserve it, however, represents a quandary for village officials. The existing zoning code lacks a mechanism to sway developers toward historic preservation.

“There is no obligation to save that building,” Egan said.

The proposed code amendment would create such a mechanism — a special permit application. Egan referred to this application process as “another layer of control” for the village board, enabling it to designate specific parcels that contribute to the village’s architectural or aesthetic character.

If a parcel meets these criteria, determined by the Board of Trustees, then the applicant would qualify for “slightly relaxed standards” under the R-M code, Egan stated. 

In the previous week’s work session, they agreed those relaxed standards would be allowances for additional height and stories but no additional clearing — a tradeoff of density for historical preservation and conservation.

Developers from the Jericho-based Beechwood Organization, the firm negotiating with Catholic Health to acquire the Maryhaven property, attended the public hearing. Michael Dubb, principal at Beechwood, stated his intention to preserve the historic building on-site.

“It would be easier for me as the developer to knock that building down … but that wouldn’t be the right thing to do,” he said.

Richard Rosenberg, an attorney for Beechwood, expanded upon the firm’s vision for the site.

“The intention is to keep the original part of the structure, which is around 40-45,000 square feet, demolish the rest,” he said. “There is asbestos, there is lead-based paint. We have to clean it up according to regulations.” He added, “It’s a big ticket item.”

Public input

Following the presentations by Egan and Beechwood, the board took comments from the public. During that period, community members expressed a recurring message:

“I think the big problem that many of us have is density,” resident Eric Sackstein told board members. This general sentiment echoed throughout the evening.

Former village trustee Virginia Capon, who had chaired the Comprehensive Plan Committee, expressed her appreciation for the board in its willingness to preserve the historic structure.

But she objected to the board’s proposed remedy to the problem, suggesting that the board consider the village in its entirety before changing the zoning code.

“That building is beautiful, but I don’t think this is the way to preserve it,” she said.

The former trustee added that numerous other factors weigh into the Maryhaven calculation, such as its nearby steep slopes, which can cause issues with flooding. Capon advised the board to explore options that do not incentivize greater density.

“If you can come up with a way of preserving this building that maybe doesn’t overdevelop the parcel, that would be my recommendation,” she said.

Several other differing proposals were offered for the adaptive reuse of the site. Michael Mart, citing the flooding concerns over the Port Jefferson Fire Department building on Maple Place, proposed relocating the fire station to the higher elevation at the Maryhaven property. 

Another resident, Steve Velazquez, proposed selling Village Hall and headquartering the village’s municipal operations at Maryhaven.

Discussions over Maryhaven remain ongoing as the board left the public comment period open for 21 days following Monday’s meeting.

Sunrise Wind projections questionable

The Sunrise Wind project, as we were told in a March 23 TBR News Media article, “will use windmills to provide power to about 600,000 homes.” But what does this mean, exactly? It appears that 600,000 may have been selected as an arbitrary number, which may represent the number of homes that will derive 100% of their power requirements when all of the windmills are generating power at their maximum capacity, although this is not specifically stated in the article. But this raises the obvious question: For what percentage of the time will this be the case? We can only guess.

A much more helpful and meaningful terminology, in my opinion, would be to present these concepts in terms of energy, rather than power. Power is the rate at which energy is produced, or expended. To state that a windmill farm can produce a certain amount of power under ideal conditions, but neglect to mention the percentage of time this may be in effect, is to provide a very limited ability to understand the issue. A much more useful characterization would be to specify the total amount of energy generated in a fixed time, such as a year, compared to the total amount of energy required. For example, we might say something like, “The Sunrise Wind project will provide 45,000 MWh per year, which is 22% of the total energy required by Suffolk County.” (These are, of course, made-up numbers.) In this way, the complex variability of the wind strength becomes included in the energy notation, making the whole issue considerably easier to understand and evaluate.

Surely this issue is well understood by Sunrise Wind, and why they would choose to muddy the waters, as they have, is a matter for speculation. As Honest Abe Lincoln would have told us, a windmill farm can provide some of the power some of the time, or possibly all of the power some of the time, but it can provide none of the power most of the time.

More Maryhaven discussions needed

We may be missing the forest for the trees in the process by which the Village of Port Jefferson is approaching this initiative to make an amendment to a long-standing village code for the Professional Office (PO)-zoned Maryhaven property. Residents had their first opportunity to hear and provide feedback as to what was being proposed at the standing-room-only public hearing during Monday’s Board of Trustees meeting, May 1. 

Comments and concerns ranged from: Do what it takes to preserve the Maryhaven building; and, we need to know exactly what the plan is prior to a zoning change; to, have the Architectural Review Committee and Conservation Advisory Council been involved? Because we’ve known about the sale and vacancy for a very long time as a village; and, questions and concerns over the potential density as permitted via the draft code amendment (192+ units/~19 units per acre), coupled with the lack of a full environmental review (SEQRA) and sewage treatment related to the project. Other questions? Why didn’t we work with the owner of the property to secure an historic landmark designation and has water runoff into the neighborhoods below been considered? 

The bottom line is that these questions are just the tip of the iceberg. Engagement with the developer by a select group of village officials had been ongoing, but the announcement of the pending sale (March 6, Deputy Mayor Snaden) followed by the public hearing request (April 3, Mayor Garant) ostensibly came from out of the blue for the rest of us and now we are playing catch up and the residents are as well. 

There should have been more discussion about this building in the public sphere — years if not months ago; i.e., the ARC, CAC, Port Jefferson Historical Society, all could have been engaged. 

Is it too late? We will see. But because the developer is working within a “timeline” as described by the mayor, this has suddenly become an urgent, time-sensitive matter. The public hearing remains open for three weeks.

Maryhaven: a potential spot zoning case

I was surprised to learn at the May 1 standing-room-only public hearing that the mayor, deputy mayor and village attorney have been in discussions with the developer for the proposed Maryhaven project for well over a year. Yet the first time the residents were made aware of this proposal was at a March 6 Port Jefferson Village Board of Trustees meeting.

 While I applaud the Board of Trustees for their interest in preserving the historic Maryhaven building, their solution — changing the village code to achieve this goal — seems like the classic definition of spot zoning. This is the practice of singling out a specific property for a special zoning designation that differs from surrounding properties — an approach that is controversial and subject to challenge. During the hearing, the village attorney and mayor repeatedly said the purpose of the zone change was to preserve this historic building.

 Significant concerns were raised about the scope and scale of the Maryhaven redevelopment that would be facilitated by the “relaxing” of existing limits in our code. Many good alternatives to the proposed code change were offered both by residents and trustees Lauren Sheprow and Rebecca Kassay. But there was near universal opposition to changing the village code to accommodate this project because of its potential for adverse impacts to this property and for other parts of the village.

If the village is serious about historic preservation, we need to explore code changes that would apply to more than just a single property. Also, funding opportunities for historic preservation should be vigorously researched and a report issued so that the village can make fully informed land use decisions.

Character assassination in PJ mayoral race

I came home from the May 1 Village of Port Jefferson public hearing elated. Village Hall was packed with residents who were there to weigh in on a code change that would affect the development of the Maryhaven building, encompassing people from all political stripes. Yet, here we were engaging in civil discourse and united in the goal of trying to find the best solutions for our community.

So I was stunned when I received a letter, the very next day, which can only be described as a character assassination on one of our mayoral candidates. The unsigned letter, which had no return address, purported to be from a “concerned villager,” and proceeded to attack trustee Lauren Sheprow in a vile manner.

I have the pleasure of knowing both candidates and refuse to believe either of them would ever condone such ugly politicking.

Last year, when we had an unusually competitive trustee campaign, the candidates remained civil. I trust Deputy Mayor Kathianne Snaden to maintain an even higher level of courtesy and respect, and am confident she will publicly condemn this offensive attack on her colleague.

Going forward, I hope all candidates will urge over-ardent supporters to refrain from personal assaults and focus on issues villagers care about.

Snaden: a seasoned leader

It has recently come to my attention that we have an open mayor’s seat in the Village of Port Jefferson’s election taking place this June. Deputy Mayor Kathianne Snaden is running for the open seat, as well as newly elected trustee Lauren Sheprow.

We need to be mindful that the mayor’s office is no longer a place where a neophyte can just step in. The village is a small city, with two major hospitals, a train station, deep water harbor, school district, two business districts, large federal FEMA grants and major redevelopment projects underway uptown. It takes a seasoned, experienced person to be able to run this village and the $11.37 million budget in place.

Having been a trustee for less than one year, Sheprow does not bring experience to the table. She is rather in the middle of a very large learning curve, seeing to the day-to-day “ins and outs” of village policies, New York State law and municipal government — never mind the obligations of the mayor’s office. She has in fact, confessed herself on many occasions in public meetings that she hasn’t done a budget before and hasn’t run a public hearing.

On the other hand, you have Deputy Mayor Snaden, who has been working for years under the tutelage of Mayor Margot Garant. Snaden is a seasoned, experienced proven leader, with her own perspective and innovative ideas who is ready to take control.

In this election cycle, Sheprow would keep her seat if she loses her bid for mayor and would remain a trustee. If, on the other hand, Sheprow is elected we will have in office a neophyte mayor, and we will lose Snaden as she gives up her trustee position to run for mayor. 

So, I ask you: Why would we vote for a rookie and lose the lead pitcher, when we can have them both on our team? Don’t forget, the last time a Garant [Jeanne] left office to an inexperienced mayor, our taxes went up. Let’s not let history repeat itself.

Vote ‘no’ on the May 16 school bond vote

My name is Teri Powers. I’m 63 years old, widowed, a resident and homeowner for 37 years.

Currently, we are on the LIPA tax burden (glide path), in which we have experienced increases in our tax bill, but the lion’s share of this burden is a result of that settlement, which will increase our current taxes by over 35% by the year 2027.

The Port Jefferson School District Board of Education is proposing a $15.9 million capital bond vote on Tuesday, May 16, at the high school between 6 a.m. and 9 p.m. A similar bond vote was defeated in December 2022. Please renew your enthusiasm and defeat this bond again.

Last week’s special election for the Town of Brookhaven’s 3rd Council District has both major political parties finding silver linings.

Former Brookhaven Councilman Kevin LaValle (R-Selden) vacated his seat in February following a January special election for town clerk. To fill the vacancy and complete LaValle’s unexpired term ending in December, Republican Neil Manzella — also of Selden — defeated Democrat Alyson Bass from Centereach on Tuesday, April 25, by a 57-43% margin, according to an unofficial tally by the Suffolk County Board of Elections.

Manzella’s win reinforces his party’s stronghold on the town government. Republicans again hold a 6-1 majority on the Town Board and occupy nine of the 10 elected offices townwide. Councilmember Jonathan Kornreich (Stony Brook) is the lone Democrat.

“While I wish that there were more people that did vote,” Manzella said, “I am very happy with the decent size turnout for a special election,” which was just over 2,800 ballots cast. “I think both sides did a great job of getting that vote out.”

To Bass, he added, “I think that she should be very proud. They held an incredibly respectable campaign.”

Since the establishment of councilmanic districts in 2002, a Democrat has never held the 3rd District. Despite their historical struggles, there are some positive takeaways for the losing side. 

LaValle won CD3 in 2019 by more than 30 points. Bass cut that margin by more than half.

“Given the fact that my campaign was more of a grassroots campaign, I feel very proud for the level of fundraising that we did and with the outcome,” Bass told TBR News Media. “We were way outspent, we were outmanned. And I think that our numbers were very strong.”

Two-part election

Manzella’s victory celebration will be short-lived as both CD3 candidates are already back on the campaign trail for the general election.

“While I did win now, I will be the acting councilman but only through [December],” Manzella said. “This doesn’t stop. This campaigning continues straight through November.”

Bass also had this understanding, indicating that when she accepted the nomination for the special election, she committed to running in November regardless of its outcome.

“The four-year term was always the goal,” she said, adding that her campaign will continue through November.

Heads of the ticket

The CD3 race provides an early measure of public moods ahead of the townwide elections later this year. As the focus shifts away from the 3rd District, all eyes are on the top of the ticket, where there is an open contest.

Incumbent Brookhaven Town Supervisor Ed Romaine (R) will not headline the ticket for the first time in over a decade, instead pursuing the county’s top office in the race to succeed Suffolk County Executive Steve Bellone (D), who is term-limited. Romaine’s opponent will be Democratic nominee, Dave Calone.

Brookhaven Deputy Supervisor Dan Panico (R-Manorville) and Village of Port Jefferson Mayor Margot Garant, a Democrat, have each secured their party’s nod for town supervisor.

In separate interviews, both candidates reflected upon the outcome in Middle Country and its implications for their respective quests to succeed Romaine.

“I think Ms. Bass should be extremely proud of herself,” Garant said, referring to the 14% margin of victory. “That’s a pretty significant gain, especially in a special election where you only had about 3 percent voter turnout overall in that district.”

Despite her favored candidate coming up short, Garant said she and her party are “encouraged by that result, and we’re going to continue to work on the messaging and the issues as they exist and continue to make sure we’re knocking on doors, making people aware of what the existing conditions are.”

Panico sang a slightly different tune than his opponent, though also optimistic for November. The deputy supervisor referred to the outcome as “a very strong message for our team” as the party pivots to the general election.

Manzella’s win, Panico said, reflected the strength of the Republican committee’s efforts and the resonance of its platform with Brookhaven voters. He further regarded the outcome as a vote of confidence for the current Town Board.

“When you’re doing the right thing by the residents — and the residents are very aware — they take notice,” Panico said. “The members of the Town Board on my team, I expect, will be reelected as well” in November.

Six months out of the general election, Panico said he has already begun campaigning townwide, expressing confidence that his campaign is registering with Brookhaven residents and forecasting a favorable outcome.

“I expect to be victorious in November and plan on running a vigorous campaign on the issues that matter to the residents of Brookhaven Town,” he said.

Based on recent electoral history, Garant’s campaign faces certain obstacles this election cycle. Her party has not held the supervisor’s chair since 2012 when Mark Lesko resigned mid-term, to be replaced by Romaine. 

The Port Jeff mayor nonetheless remained hopeful about her prospects, viewing her platform as appealing to the centrist wing of the town — a faction she believes will determine the victor.

“We think that we have a good platform,” she said. “We’re going to do our best to make sure that it resonates with the people not on the extremes, but with the majority of people who live here, which are the more moderate voters.”

Assessing political strategies

Anthony Portesy is chair of the Brookhaven Town Democratic Committee. Like Garant and Bass, he regarded the election result in CD3 as promising for the Democratic slate come November. The Brookhaven Town Republican Committee did not respond to requests for comment.

“I’m very, very encouraged” by last week’s outcome, Portesy said. “When you take out the conservative line, their margin of victory was a mere 73 votes. That is incredible for that district, and it shows the quality of the candidate that we put up in Alyson Bass.”

Panico viewed Manzella’s elevation to the Town Board as favorable for Republicans. Citing his party’s sizable majority in town government, he added why he believes Republicans are registering with the electorate.

“There’s no secret recipe,” the Republican supervisor candidate said. “There’s not one thing that I would point to with regard to the electoral edge. With regard to the political composition of the town representatives, it’s simply that the people who are elected do the job they were elected to do.”

He criticized the opposition party’s messaging, stating its recent electoral track record reflects an unpopular platform with voters.

“I think the state of the local Democratic Party is part and parcel of their platform,” he said. “As they embrace a platform that has been rejected by the vast majority of residents — regardless of political affiliation — in the Town of Brookhaven, I think that is going to continue to be a problem for their party, and it shows in their elections.”

Garant rejected this notion entirely, pointing to Bass’ narrowing of the gap in CD3 as a testament to her party’s upward trajectory. The mayor suggested that the current board has not adequately addressed Brookhaven’s multiplying quality-of-life concerns, which may begin cutting into its majority.

“I think there are a lot of people who are very concerned with the declining lifestyle and the declining quality of life and the conditions in their neighborhoods,” she said.

Portesy centered his focus around the town landfill, which constitutes a significant chunk of the town’s overall public revenue and is set to close in the coming years. 

The party leader contended that the current board is ill-prepared for the looming budgetary shortfall precipitating from the facility’s eventual closure.

“The town dropped the ball on replacing the revenue for the landfill,” the Democratic committee chair said. “They love to tell you about the AAA bond rating, but the AAA bond rating doesn’t go into discussing the fact that that’s based on their present finances, not after the landfill closes and we’re losing millions and millions of dollars.”

Still, Portesy committed to recalibrating his party’s messaging over the coming weeks, working on expanding the Democratic get-out-the-vote initiative through additional door-knocking volunteers and other measures to generate voter interest and boost turnout.

“We’re going to be retooling our message over the next couple of months, making sure that we’re hitting the doors that we have to hit and making sure we’re convincing voters that our path is the path forward for Brookhaven Town,” he said.

Though beaten in round one, Bass kept an upbeat attitude for round two. “There are enough Democrats in this district and in this town to make us victorious,” she said. “We need to come across with messaging that resonates, and I think there are some strategic things we need to work on as far as unity and approach.”

She added that the small sample size last week was unreflective of the public will overall, suggesting a larger turnout in November could work in her favor.

Manzella, a former member of the town Republican committee, attributes much of his success to the party operation.

“Getting out there and spreading the word about an election, and then spreading the word of the candidate, is the most crucial part of any campaign,” the councilman-elect said. “Our committee has a lot of volunteers, a lot of people who are passionate about this. It’s that strength, as a unified whole, that is able to get this message out to the voters.”

Portesy viewed Romaine’s run for county executive as a unique opening for town Democrats. Given the scope of the town supervisor’s powers, the party chair maintained that filling that seat with a Democrat would be the committee’s primary objective.

“The vision for the town always comes from the executive,” he said. “Making sure that we get Margot Garant elected in November is going to go a long way,” adding, “Our number one goal is to take back the town supervisor.”

Both parties have just over six months before voters hit the polls on Nov. 7.
