Term limits could be the law of the future, as one Huntington town councilman is looking to the public for encouragement on drafting legislation for term limits for local offices.

Back in late June, Councilman Gene Cook (R) asked Huntington residents and business owners to let him know their thoughts on term limits for all elected officials in the town. The survey asked if people were in favor of term limits, supported them for all elected officials and if they supported two terms of four years each or three terms of four years each for officials.

By mid-July the results were in and Cook feels positive about moving forward to schedule a public hearing to hear more from the residents on the matter.

“For years I have wanted term limits,” Cook said in a phone interview. “So many people have come up to me on the street and said we should have term limits for everyone. I truly believe in it, and I think it makes for a healthier environment.”

According to Cook’s office, 98.07 percent of the people who responded are in favor of term limits, 86.54 percent supported that term limits include all elected officials, 63.46 percent supported two terms of four years compared to 17.31 percent for three terms of four years each.

Cook said he went to Supervisor Frank Petrone (D) after he got the results and said he plans to present a resolution for a public hearing for proposed legislation on term limits scheduled for the September town board meeting.

The proposed legislation would support term limits of two terms of four years each for all elected officials including town supervisor, town council, town clerk, receiver of taxes and superintendent of highways. This legislation also includes if the town board ever wishes to change term limits that it go before a public referendum.   

“I feel very strongly about this, that it’s the right thing to do,” Cook said. “In a business world it’s always good to have competition, it should be the same in politics. We can make government better by doing this.”

Petrone, who has served the town for more than 20 years, said he’s going into these discussions with an open mind.

“I objected in the past because drafts didn’t include all elected officials,” he said in a phone interview. “But I believe this may be different. In the past I’ve said if we had term limits it should be all the way up the line to Congress.”

The supervisor said he’ll see if a public hearing is a better vehicle to get information.

Cook said he hopes he can get bipartisan support for this bill and show that real leadership starts at the town level.

He will be sponsoring a resolution to schedule a public hearing in September on term limits at the Aug. 15 town board meeting.

“It is extremely vital for the future of  Huntington that the residents and business owners take the time out of their busy day to attend either the August … meeting at 2 p.m., the September … meeting at 7 p.m. or email Jo-Ann Raia, Huntington town clerk to ensure their voices are heard on term limits,” Cook said in a statement. “In the six years that I have served Huntington I have had many conversations with Huntington constituents regarding their thoughts on the need for term limits. This is why I have taken a stance to sponsor legislation this important topic.”

For residents of Huntington continuously discouraged with a lack of parking, help appears to be on the way.

At the last town board meeting officials took a step toward construction of a parking structure in the village by approving the second phase of a feasibility study looking into the physical and financial aspects of the project.

Level G Associates of Old Bethpage completed the first phase of the project, and the board voted to extend their contract to continue their work. In a May report, Level G concluded it was both physically and economically feasible to construct a 528-space parking deck above part of the current municipal parking lot between New and Green streets. In the second phase of the study, Level G will finalize the various models, estimates and projections used to draw its preliminary conclusions.

Phase two will include a functional plan for the proposed deck, financing models and revenue projections. The expanded final report is expected to be suitable for submission to financial institutions and other stakeholders involved in funding and financing the project.

Supervisor Frank Petrone (D) said he’s happy to see a plan residents have requested for years moving forward.

“This is an exciting next step in bringing the town closer to a long-term solution for the parking issues in Huntington village,” he said in a statement. “The question of whether to build a parking structure has been discussed for many years, and the fact that we are moving into a detailed study of how to make it happen represents significant progress.”

Moving forward with the second phase of this project is the latest measure undertaken by the town to address the shortage of parking in Huntington village. The measures have included forming the Huntington Village Parking Consortium, which includes the town, the Economic Development Corporation, the Huntington Township Chamber of Commerce, the Huntington Village Business Improvement District and the Paramount Theater.

Other measures recommended in a study the consortium commissioned a few years ago have included instituting tiered pricing for metered parking spots, improving signage to direct motorists to municipal parking lots and a pilot valet parking program. The consortium also evaluated requests for proposals that explored possible public partnerships and a mixed-use structure before opting to consider a public project for a parking-only structure.

When it comes to revitalization, Huntington Station is building a future as solid as steel.

Supervisor Frank Petrone (D) could barely contain his excitement June 8 as he, along with town board members and developers, kicked off Huntington Station’s long-planned revitalization phase with the signing of a steel beam to be installed over the entrance of a new, mixed-use building currently under construction at the intersection of Northridge Street and New York Avenue, a site on which the town has been trying to develop a property for decades.

“Finally, this is happening,” Petrone said to cheers and applause from at least 50 residents and local leaders standing in front of the construction site. “All of you who are here have been inspirational in his whole process and we know it’s taken a long time, but it’s happened…and thank goodness it’s happened.”

The mixed-use building, under construction since January and expected to be completed in October, will be made up of 6500 square feet of retail space on the first floor, with May’s Gourmet Delicatessen signed up as the first and only commercial tenant so far, and a total of 16 one-bedroom apartments, eight on the second floor and eight on the third, for a total cost of $5.5 million. According to the town, it’s projected to “generate $55,007 in tax revenue the first year, rising to $132,016 (at present rates) in 15 years.”

This will serve as the first concrete project in Huntington Station’s next phase of youth-friendly revitalization and was developed in partnership with Renaissance Downtowns, a nationally-renowned development group chosen by the town to be a master developer in 2011. Blue & Gold Holdings, a Huntington-based contracting business, is in charge of construction.

“We’re going to attract millennials to this facility, and that speaks highly because the station is a hub, the station is a nucleus of people that commute, especially, and that’s who we are looking to attract,” Petrone said. “There was considerable money put into this, and commitment, because that’s the commitment necessary to start the engine of economic development. The collective work with the communities, with Renaissance Downtowns and with the town has paid off.”

Town Councilman Mark Cuthbertson (D) and Councilwoman Susan Berland (D), both integral players in the town’s revitalization efforts, were equally excited about the progress being made on the site.

“Today is a great day for Huntington Station,” Cuthbertson said. “Anytime we can see brick, mortar and steel [in Huntington Station] with housing going up is a good sign. We have beautiful mixed-use buildings like this going up in Huntington Village that really, really add to the downtown area…but when we can have a building like this, when the economics are right, when government and the private sector come together and are able to do this in Huntington Station, we’re certainly on the right track.”

Berland assured the crowd that although it’s been long in the making, the project will be worth the wait.

“The businesses that are going to happen here and the people who are going to be able to move in to the heart of the station and live here and prosper here and shop here —it’s going to be fantastic,” Berland said. “It’s a beautiful design and it’s going to be a beautiful project when it’s done and we wish everybody who’s going to move in here lots and lots of happiness and years of shopping in Huntington and spending your money. They say the best things in life are worth waiting for and, well, this is absolutely worth waiting for.”

Don Monti, chairman of Renaissance Downtowns, referring to Petrone, said, “Huntington Station is something he’s wanted to see developed for many years and I’m happy and proud that prior to the supervisor departing that the dream has come true…and this is just a beginning… the first of many to come.”

Future projects proposed by Renaissance Downtowns, currently in the approval process, include a mixed-use building at the intersection of New York Avenue and Olive Street that will include 66 apartments and ground-level retail, a hotel and office building at New York Avenue and Railroad Street, and artists’ studios in what is currently a municipal parking lot at New York Avenue and Church Street.

Dolores Thompson, a community activist for more than 70 years and the mother of Town Councilwoman Tracey Edwards (D), said she’s been trying to bring back Huntington Station since it was “taken away in the 1950s.”

“This is one of the things that I wanted to see before I leave this world and to be here today and be able to witness the fact that we actually have started is like a blessing…I’m so pleased to be here,” Thompson said. In terms of what she hopes will come to Huntington Station, she laughed, “We need a hair salon, then a shoe store, we want a gathering place and a community room…we want everything, okay?”

Robert Rockelein, a member of the civic group Huntington Matters, called this “progress in the right direction.”

“The revitalization has been backsliding for decades, it’s long overdue and it’s going to help populate and reflourish the downtown area,” Rockelein said. “I’d like to see more neighborhood-established businesses rather than regional chains obviously, and give people that live and work here an opportunity to establish something here and build their American dream.”

Local leaders, developers and residents each took turns signing their names on the last piece of steel to be installed on the mixed-use building, which will be placed at the entrance.

Town board decides not to renew contract with current owner due to violating tax laws

Huntington residents rallied behind the Grateful Paw Cat Shelter, of East Northport, this week after the Huntington Town Board announced it was evicting the shelter for failing to notify the board it had lost its 501(c)(3) not-for-profit in 2015.

Town Attorney Cindy Mangano addressed the public before the speakers began at the board meeting Tuesday, June 13, summarizing how the shelter, run by the League for Animal Protection and served exclusively by volunteers had taken this turn. She said the shelter was notified April 20 by the town to evacuate their Deposit Road establishment within 90 days due to losing their nonprofit status and violating federal and state law.

“In April, everybody here knows it’s time to file your tax returns or seek an extension,” Mangano said. “Charitable not-for-profit organizations must do the same thing. Earlier this year my office sat with Debbie Larkin, the president of LAP, and we were in the process of drafting a new agreement when we learned that a resident had incurred a penalty from the IRS for claiming a tax deduction for a donation to LAP.”

Mangano said the shelter had actually lost its not-for-profit status in 2015, but never advised the town, which was a breach in their original contractual agreement with the town. According to the town attorney, the LAP lost its charitable status because they did not file paperwork in time with the IRS and the New York State Attorney General’s Charities Bureau office.

“When this came to my attention I scheduled a meeting with Ms. Larkin,” Mangano said. “She told us she knew but she failed to advise us of this fact. So I cannot in counsel to this board advise the board to enter into a new agreement with an organization that as we speak has violated its agreement with the town and is in violation of federal and state laws.”

Residents flocked to the podium to defend the shelter and its contribution to the Huntington community.

“I’m here today to appeal to the town’s decision,” Sharlene Turner, who has adopted many cats from the shelter, said. “Please give the league a renewed opportunity to prove itself.”

Turner suggested setting up strict guidelines and rules moving forward. She commended the dedication of the volunteer staff for providing a safe and warm environment for the animals.

“All volunteers know each cat by name,” she said. “They know their personalities and the relationship a cat has with every other friend in the shelter.

Donna Fitzhugh has been a volunteer at the shelter since 1989.

“I have volunteered over 3,000 hours,” she said. “As you can tell I love working with LAP and volunteering my time and energy to this very worthy organization that has been serving this community for over 43 years. Yes we screwed up, something happened, and we want to rectify this — we do not want to leave. We want to stay and serve the residents of the Town of Huntington.”

Haley Shore, an 11-year-old who donned cat ears at the meeting, said she’s been volunteering at the shelter for about seven years.

“When I heard the news Huntington was going to possibly close the shelter, I was devastated,” she said. “The shelter has become my second home. But this is not about me, it’s about the shelter and all the innocent cats. What are they supposed to do without all of their dedicated and loyal volunteers? For some of these cats this has been the only home they’ve ever known. The cats can’t talk, so we have to be their voices.”

Haley also brought a petition signed by many friends and neighbors.

Several of the volunteers asked the board what would happen to the cats if the shelter closed its doors. According to the town, two other shelters have offered to take over including The Little Shelter in Elwood. However volunteers argued they don’t offer the same amount of health services for animals as the Grateful Paw staff does.

Supervisor Frank Petrone (D) assured the audience that all of the cats living at the shelter now would continue to be cared for, and the shelter would continue with its no-kill policy. However despite the pleas of many residents, he said he had great concerns moving forward with LAP.

“Animals will not be harmed,” Petrone said at the meeting. “I’m a cat lover, but five years without a filing, and it was known and the town was not told. I personally don’t have confidence in the league anymore to go forward when they knew the situation existed.”

Petrone said it’s not as easy as the shelter just refiling for not-for-profit status.

“These laws were broken,” he said. “So you’re telling us just go forward and let’s make it nice. Well it’s not that simple.”

No further decision was reached by the board at the meeting.

Huntington’s future just got a little bit brighter, as the town was recently awarded $1 million from the New York Prize Community Microgrid competition.

The prize helps communities reduce costs, promote clean energy, and build reliability and resiliency into the electric grid. It’s part of a statewide endeavor to modernize New York’s electric grid, spurring innovation and community partnerships with utilities, local governments, and the private sector.

Huntington’s proposal would link Town Hall, the Village Green Senior Center, the Huntington YMCA, the Huntington Wastewater Treatment Plant and Huntington Hospital into an electric grid that would be able more quickly to resume full-power operations in the event of massive and long power outages such as occurred during Hurricane Sandy.

Huntington Supervisor Frank Petrone said major storms have helped push Huntington to address the power needs of the community.

“One of the lessons we learned from Superstorm Sandy was the importance of ensuring facilities providing vital services and emergency shelter continue to have power so they can address residents’ health and safety needs,” he said at the event. “This grant takes Huntington one step closer towards ensuring that if another storm like Sandy occurs, we can seamlessly transition into our emergency mode.”

As part of the competition, Huntington will receive $1 million through the New York State Energy Research and Development Authority, which administers NY Prize, to conduct detailed engineering designs and business plans for a microgrid to bring local clean energy generation and backup power to the community. More than 100 communities applied for the competition.

New York Lt. Gov. Kathy Hochul traveled to Town Hall March 23 to announce the achievement.

“New York has been a nexus for energy innovation since Thomas Edison flipped the switch at the Pearl St. Station 133 years ago,” Hochul said at the event. “Microgrids provide critical power backup while supporting the development of on-site cutting edge renewable energy technologies, which is why we are continuing to incentivize communities through NY Prize to invest in sustainable development.”

Ten other communities statewide have been awarded this prize, and N.Y. Gov. Andrew Cuomo (D) said providing funding for microgrids is crucial for survival in emergencies, and also supports the development of renewable energy technologies. Additionally, microgrids support New York State’s goal to reduce greenhouse gas emissions 40 percent by 2030.

“It’s critical that communities across New York have reliable power to provide vital services when they are needed the most,” Cuomo said in a statement. “These awards will help local government modernize and harden their power infrastructure, as well as join this administration’s fight against climate change, and create a cleaner, greener, Empire State for all.”

As incumbent bows out, potential challengers come out of the woodwork

After more than two decades at the helm, 72-year-old Huntington Town Supervisor Frank Petrone (D) announced last week he will not be seeking re-election this fall for another term as supervisor.

“It is with a considerable sense of accomplishment and satisfaction, as well as a little bit of sadness, that I am announcing today that I will not be a candidate for re-election this year,” Petrone wrote in an open letter last week. He said it was a difficult decision, but felt he had achieved what he wanted to when he first took office.

“Since becoming town supervisor … I have consistently pursued an agenda that mirrored my first campaign slogan: People before Politics,” he said. “My agenda was to run town government in a way that made quality of life for our residents my No. 1 priority. And now, looking back, I believe I have accomplished what I set out to do back in 1993. It is only when an elected official puts people first that politics can be used for the greater good.”

Since being elected supervisor almost 24 years ago, Petrone has worked on issues spanning from creating affordable housing, parking, revitalizing Huntington Station, improving local water quality and more. Petrone said he is proud of his fiscal management record, which includes reducing the debt service from 24 percent to about 7 percent in the operating budget and obtaining and maintaining an AAA bond rating. He also mentioned his environmental record, which includes spearheading the first open-space bond act on Long Island, protecting 1,000 acres of land from development, purchasing more than 300 acres for preservation, creating nine new parks and improving 73 others.

The supervisor credited his achievements to his ability to run a bipartisan government.

“We hired people based on their qualifications and not their party affiliation,” he said. “We worked together as professionals and, when necessary, we reached across party lines to move initiatives forward.”

He thanked the many people in government he’s worked with throughout the years, as well as his wife Pat Petrone “for understanding that the demands of this job are 24/7 and for allowing me to focus on my public responsibilities, sometimes at the expense of family ones.”

At the town board meeting Tuesday, April 4, residents thanked Petrone for his service, and those very people are exactly what he said he’ll miss most.

Town board members praised Petrone for his leadership.

“The supervisor has a great ability to bring people together toward a common goal,” Councilwoman Tracey Edwards (D) said in an email. “We will miss his guidance, leadership and passion for our great town.”

Councilman Mark Cuthbertson (D) echoed the sentiment.

“A little more than 23 years ago, Frank Petrone assumed the office of supervisor and inherited a town adrift in fiscal instability, laden with debt and countless quality of life issues needing immediate attention,” he said in an email. “Pledging to place the people above politics, Supervisor Petrone worked in a bipartisan manner to restore Huntington’s fiscal health, implemented numerous programs and enacted commonsense legislation to protect our fragile environment, expand housing opportunities for seniors and moderate income families. Throughout his distinguished tenure as supervisor, Frank Petrone never wavered from doing what was in the best interest of his residents. He demanded the best from his fellow town board members and staff, always stressing the importance of upholding our commitment to fair and just public service. It has been an honor and privilege to serve alongside a compassionate and caring gentleman. He has been a faithful and trusted mentor, and I wish him the absolute best in his impending new role as grandfather.”

Town Councilman Gene Cook (I) said he hopes Petrone’s future is as bright as possible.

“I wish him the very best,” Cook said in a phone interview. “I have the utmost respect for him and I hope his future is everything he wants it to be.”

As for his own future, as a challenger to Petrone’s seat just four years ago, Cook said he’s interested in hearing from residents to see if they would like him to run for supervisor again.

“It’s up to the people of Huntington to decide and I’d really like to hear from them,” he said. “If there’s support I’ll look into it and see how I feel about it.”

Cook encouraged residents to call or email him if they would like to see him represent them as town supervisor, or even “give me a thumbs-up when you see me in town.”

Darryl St. George, a Greenlawn resident who announced his bid for town supervisor last month also praised Petrone.

“Supervisor Petrone has committed over 20 years of his life to town government,” he said in an email. “I thank him for the positive contributions he has made to our town.”

St. George said he believes the timing is right for a new leader to bring change.

“I commend him on his decision as I know it was a difficult one,” he said. “Now is a time for new and energetic leadership to engage our community, and bring real and meaningful change to our neighborhoods. I am dedicated to doing what is right for the people of Huntington and listening to their ideas and concerns.”

Petrone’s announcement seems to have widened the pool of candidates for his soon-to-be vacant seat, as Huntington Station resident Brian Muellers said soon after Petrone announced he is “very seriously,” considering a run.

Muellers is a former Nassau County Legislator. He served in the 18th District from 2000 to 2003, and is looking to enter the public arena again after leaving his leadership role at Pall Corporation, a global supplier of filtration, separation and purification products. He recently volunteered for the congressional campaign of U.S. Rep. Tom Suozzi (D-Glen Cove) which Muellers said reinvigorated his desire to give back.

“I am determining for myself if there’s enough interest in the background, experience and leadership I bring for a run for office,” he said in a phone interview. “I have the ability to win tough elections, and I have a strong desire to serve my community.”

Petrone said he feels comfortable leaving office now, as many of the projects he set out to work on when he first campaigned are completed and successful.

“It was a good breaking time for me personally and a good breaking time for the town,” he said at the town board meeting. “Some new blood will come in and sit in this seat and will maybe have some new ideas that I didn’t have. And that’s what the town needs. It needs to keep moving forward and it needs to keep new ideas floating. So I think it’s time to give someone else an opportunity to do that.”

Huntington’s future just got a little greener, as the town recently earned the state’s Clean Energy Community designation.

The label is part of a New York State Energy Research and Development Authority initiative to encourage towns to implement clean energy actions, save energy costs, create jobs and improve the environment. In addition to providing tools, resources and technical assistance, the program recognizes and rewards leadership for the completion of clean energy projects. The designation also means Huntington is eligible to apply for $250,000 in state funding that can be applied to future energy projects.

“Huntington has long been committed to leading by example in undertaking energy conservation measures and promoting clean energy initiatives,” Town Supervisor Frank Petrone (D) said in a statement. “We appreciate this recognition from NYSERDA and look forward to implementing other projects that would be made possible by the state funding.”

The initiative involves a partnership between NYSERDA and PSEG Long Island. Huntington is the second municipality on Long Island following Smithtown and the sixth statewide to receive the designation, which requires a municipality to complete four of 10 clean energy actions, at least two of them after Aug. 1, 2016.

John Rhodes, NYSERDA’s president and CEO, praised Huntington on its efforts.

“Congratulations to the Town of Huntington on this important achievement and for helping to galvanize the local community to reduce energy use and improve the environment,” he said in a statement. “Communities are central to the state’s clean energy efforts under Gov. [Andrew] Cuomo’s [D] Reforming the Energy strategy, which is building a cleaner, more resilient and affordable energy future for all New Yorkers.”

In order to qualify, Huntington established a solar program, set up training protocol for energy code enforcement, and started including electric vehicles in the town’s fleet of cars.

The Solarize Huntington program helps homeowners utilize solar energy to save on utility costs, and is supported by the United States Department of Energy’s Sunshot Rooftop Solar Challenge. It includes a group purchasing and community education program that provides guidance on the process of installing solar residentially and features a discounted quote for town residents from Direct Energy Solar, a Ronkonkoma-based solar energy supplier. Huntington has utilized solar energy at town hall with the installation of solar panels, and has installed a net-zero solar-powered electric vehicle charging station at the Huntington Station Long Island Rail Road station parking garage.

The town board also amended town code to fast track approval of solar installation permits and to adopt the New York State Unified Solar Permit to reduce costs and delays for solar projects.

As for energy code enforcement, town code compliance officers and other town officials were trained in the best practices in energy code enforcement, including collaborative plans, reviews and joint on-site inspections of local construction projects.

The town also leased a 2017 Chevy Volt plug-in hybrid electric vehicle, and purchased a Level 2 electric charging station double pedestal for charging cars. One of the two pedestals in the charging station, which will be installed at town hall, will be used for the town-owned vehicle, and the other will be available to the public.

Huntington is also the first municipality on Long Island to adopt the Climate Action Plan, a road map to improve energy efficiency, reduce greenhouse gas emissions and to mitigate and adapt to the negative effects of climate change. Former President Barack Obama (D) introduced a Climate Action Plan for the United States as from June 2015.

Huntington Town board members approved a cap-piercing $191 million budget that was strongly supported by residents when it was first proposed in September.

The 2017 budget maintains town services at current levels and calls for a 2.85 percent tax levy increase, which will net the town about $2.2 million more in revenue than the 0.68 percent state-mandated tax levy cap set this year.

According to the town, the tax levy is projected to increase by $3.2 million to $117.7 million, which would cost residents approximately $18 to $30 more per household this year.

The cap limits tax levy increases to the rate of inflation or 2 percent. However, it can be overridden by a  60 percent super majority vote by the town board.

Town board members voted unanimously to approve the budget Sept. 27, after listening to many community members urge the town to pierce the cap in order to continue funding for social, youth and art programs.

Jolena Smith, a Huntington High School student and member of the Tri Community Youth Agency — a not-for-profit organization that offers educational, recreational, social, cultural, athletics, counseling and advocacy programs for the town’s youth — became emotional when speaking about why it’s so important to her that the board pierces the cap this year and maintains Tri CYA funding.

“The Tri CYA provides all types of programs, services and activities to the youth that don’t have other choices or places to go,” she said at the meeting. “I’ve been coming to the Tri CYA for as long as I can remember, and it means a lot to me. The staff is an extended family. The Tri CYA helps kids stay off the streets. It helped me be the person I am today.”

Ken Katz, a Huntington resident and member of the board of directors at the Cinema Arts Centre, also talked about how crucial funding from the town is for the survival of the CAC, a nonprofit organization that helps provide programs for students and seniors, as well as supporting local businesses.

“It’s not just a couple of bucks less for culture and arts,” he said. “If we cut [funding] down, Huntington suffers, not the Cinema Arts Centre. It’s not just going to a museum and seeing one less painting. It’s millions of dollars out of the pockets of local residents.”

In order to stay within the state-mandated tax levy increase cap, not only would Huntington have to cut youth and arts programs, Town Supervisor Frank Petrone (D) also said they would have to lay off employees — a move he said residents would feel the effects of in the form of reduced service, maintenance and hours at town facilities and longer waits at Town Hall.

“While I concur with the fundamental concept behind the cap … I do believe there needs to be modification of the language in the current legislation, so that the unintended consequence of limiting growth and new initiatives is eliminated,” Petrone said in a statement.

The supervisor also talked about the challenge with requirements to fund federal and state-mandated expenses that the board has no control over.

“I wish to thank my fellow board members, who continue to work with me by taking the prudent, fiscally responsible steps that have enabled me to submit this budget,” he said. “[It’s] a budget that serves residents well by maintaining the current level of services and increasing the tax levy only by that amount required to fund federal and state-mandated expenses, which are wholly outside the control of the town board.”

The Suffolk County Police Department wants to help small businesses thrive and stay safe.

On Wednesday, Nov. 2, the Suffolk County Legislature brought its business forum “Charting the Course” to LaunchPad Huntington, where local business owners engaged with elected officials, key government agencies and neighboring business professionals in order to gain valuable information and address any challenges they might be facing.

Among the panel of speakers was SCPD Commissioner Timothy D. Sini, who said he hopes to establish a partnership between law enforcement and the private sector through a series of new programs and services. For businesses to do well in the community, he said, the community needs to be safe and people need to feel safe.

The department recently rolled out a program called SCPD Shield, which serves as a partnership between the police department and local businesses, community organizations, houses of worship and schools.

SCPD Shield is an information-sharing and civilian training program that narrows in on particular locations or individuals that might be causing issues in the community, in terms of crime or quality of life. For example, if there’s a specific location that’s been a hotbed for violence, the police department will then partner with the town and county to take an all-comprehensive approach to fix the problem directly.

An extension of NYPD Shield, this localized program trains businesses on how to reduce the likelihood of being victimized by street crime, terrorism and active shooter scenarios. It offers innovative training opportunities and information regarding crime patterns and trends in the area, with a large focus on what is undoubtedly a business’s worst nightmare: burglaries.

Sini encouraged all business owners in the room to go to the website, sign up and join the partnership. He said businesses are key when it comes to increasing public safety and enhancing quality of life.

“Businesses are the best partners for the police department because we all have a true stake in the safety of our community,” Sini said at the event. “We need to make sure that we’re constantly putting facts out there so that people are educated about what’s happening. If everyone has a stake in succeeding, everyone’s working towards a common goal.”

The police department will also be offering a variety of video surveillance services, one of which will plug a business’s security camera feed directly into their headquarters, so if there is an emergency situation, the department’s communications staff will be able to press a button and see exactly what’s happening at a given location, or in the vicinity of that location.

The police commissioner said sharing video surveillance will be critical when it comes to giving intelligence to officers responding to a scene and, of course, solving crimes quickly.

When it comes to video surveillance in general, Sini said that it’s important to have a setup that’s of good quality, a point that might seem obvious, but one that a lot of business owners overlook.

“Oftentimes, businesses will get very excited and say ‘I have video’ and we’ll look at the video, and the only thing we can tell is that, ‘yes, someone was in the store,’” he said. “We can’t tell what the person is doing, can’t tell the identity of the person or their race or gender because the video is so poor. So we can give tips as to what kinds of video surveillance to buy, and where to place it in your location.”

Robert Anthony Moore, director of security at Astoria Bank in Huntington and former police officer, expanded on the importance of practical security strategies.

“I want to talk about support activities because that’s really where you have the greatest personal impact and the greatest responsibility in what you can do and choose to do,” Moore said. “As business people, we have to ask … What is the problem that we’re facing?”

Moore said all criminals have three needs when it comes to committing their crimes; they need to be invisible, they need to be anonymous, and they need to see an opportunity to strike at a location.

Lighting inside a store is a simple and cost-effective way to reduce invisibility, in the daytime and especially at night. If a business owner can’t see into his or her business, they are increasing the invisibility of the bad guys and the risk that something could happen, said Moore.

When it comes to anonymity, he explained that if a criminal walks into a store and sees themselves on a big monitor upon entering, it considerably reduces the likelihood that they will try anything. According to Moore, it doesn’t even need to have a recording system attached to it to be effective. Just the fact that they see themselves has a deterring effect.

Sini ended by saying that he wants local businesses to be successful and safe.

“We think, at Suffolk County Police Department, the police should play a vital role in that process and objective.”

Crime in Huntington Station is officially on the decline — and the Suffolk County Police Department has the numbers to prove it.

Law enforcement and town officials gathered at the 2nd Precinct Nov. 14 to update the community about decreasing crime in the area and efforts to help improve the quality of life for residents.

According to Sini, in the last 28-day period compared to the same 28-day period in 2015, violent crime decreased by 71.4 percent, and year-to-date, violent crime is down by 12.9 percent. Property crime is also down 11 percent year-to-date.

Suffolk County Police Commissioner Tim Sini said intelligence-led policing and community policing are critical to their success in Huntington Station. He has focused on using crime and intelligence data to drive how the department allocates resources and develops strategies to make Huntington Station a safer place to live.

“It is impossible to achieve the results we’ve achieved without the true partnership of community members, local governments, county and state government,” Sini said at the press conference. “It’s very important we continue to collaborate to reduce crime and increase the overall quality of life for Huntington Station. We’re going to continue to be vigilant and fine-tune our community-led policing model.”

Sini said the statistics illustrate strides the department has made in the area.

“Those are significant numbers in isolation, but when you consider the fact that 2015 was a record low police districtwide, it’s very impressive,” Sini said.

Sini also stressed the importance of deploying enough county and state resources to Huntington Station to help curb crime.

“Me and my leadership team made a commitment to ensure that significant assets are deployed in the 2nd Precinct,” he said.

Assets include members of the Firearm Suppression Team, a mix of officers and detectives, who have worked to decrease gun-related violence, assets from the Highway Patrol Unit to increase traffic enforcement, members of the SAFE-T Team, which handles drunk driving enforcement, as well as additional foot and bike patrols in the area.

“This is a tremendous amount of work and a tremendous amount of resources put into this area,” Sini said. “It involved a lot of cooperation with our local officials, particularly at county, town and state level and of course engagement with the community.”

Sini said as a result of these additional assets from Aug. 8 to Nov. 12, there were 276 individuals arrested in Huntington Station, for a total of 398 charges. Greenlawn also has seen an impact from these efforts, with 25 arrests and 29 total charges. Nearly 1,500 tickets have been given out, 46 high-visibility checkpoints have been established — which helped lead to 10 arrests and 407 tickets. Ten targeted New York State liquor association inspections were carried out, which resulted in four arrests. The SAFE-T team alone responded on 41 occasions to the Huntington Station area for a total of 33 DWI arrests and five arrests for other charges.

Huntington Supervisor Frank Petrone (D) said community members played a crucial role in the department’s success.

“Nothing would get done unless you collaborate,” Petrone said. “I think part of the reason that this is being done so well is because there is a community concern. There is community input. They are the eyes and the ears. They brought forth much information to us and the county. This is the only way we will really solve these problems.”

New York State Assemblyman Chad Luppinacci (R-Huntington Station) echoed Petrone’s statements.

“This is a very personal issue to myself, having been born and raised in Huntington Station,” he said. “I feel gratified that all the levels of government are working together. We also want to thank our businesses and civic associations who have been working along with us. We know Huntington Station is a great place to raise a family, for businesses to be welcome, and we want people to continue to feel safe.”
