Current fire district leader is seeking fourth five-year term

The heat is on at the Miller Place Fire District this month, as retired firefighter Guy Schneider challenges incumbent Carol Hawat in an upcoming commissioner vote.

Hawat, recognized in April as EMT of the year by Suffolk County Legislator Sarah Anker (D-Mount Sinai), has held her position as one of five on the Board of Fire Commissioners since 2001. As her third five-year term comes to a close, she said she hopes to continue serving as commissioner and bring to the job her experience as a full-time EMT supervisor at Rocky Point Fire Department — a perspective that’s proven to be especially beneficial in Miller Place as 60 percent of the emergency calls to the fire district require medical care. Motor vehicle accidents and home injuries make up most of the calls to which volunteers respond.

Having been born and raised on Long Island in a family of police officers, Hawat said that helping people and working for the community has always been part of her life.

In 2008, she helped initiate an Advanced Life Support program in the community, which has provided people with a set of life-saving protocols that extends support until a victim receives full medical treatment at a hospital. Hawat feels she’s made a difference by bringing EMS to the table at the district and takes pride in the fact that the budget has been handled well and taxes haven’t been raised in years.

“I just love what I do … I want to continue providing quality care and safety to the people of Miller Place,” Hawat said. “This is where my children were raised and grew up. I have strong ties here and I like helping others. I feel like I have a purpose … giving back to the community. It’s what I was raised to do.”

She also stressed her urgency to put a stop to the rise in heroin overdoses on the North Shore. She said while Narcan, the opiate antidote used to treat overdoses, is supplied in the ambulances, she hopes to provide more awareness and training to schools in the future.

Schneider has been in fire and rescue service for more than four decades, and at 64 years old he’s still responding and volunteering every day. He volunteered for 12 years as a firefighter at the Babylon Village Fire Department starting in 1970, served as a hull maintenance technician in the U.S. Navy during the Vietnam War between 1971 and 1975, and was at the Holtsville Fire Department briefly before working at FDNY Firehouse Engine 60 and Ladder 17 between 1984 and 2004.

He said he sustained some disabling breathing problems in the aftermath of the World Trade Center collapse on Sept. 11, 2001, and so he decided to slow down and move to Miller Place from Sound Beach. He’s been a volunteer at the Miller Place Fire Department ever since, mostly as “chauffeur,” driving the fire apparatus and getting the volunteers where they need to be.

He said what pulls him out of bed — sometimes at 3 a.m. to a call — is that he wants to help people.

“I’m still on the first engine to a fire,” Schneider said. “I’ve been to just about every fire in Miller Place since I’ve been here. Always first too. That’s me.”

Schneider ran against and lost to Hawat in 2011 but said he’s running for commissioner this year because “it’s time for a change.” He believes strict term limits should be implemented to commissioners because after a while complacency has a tendency to kick in.

“I want to try to get in there and spice things up,” Schneider said. “Right now we’re working with 27-year-old pumpers, which should’ve been taken out of service a long time ago. It’s gotten to the point where [the current commissioners] are holding on to all the old stuff, because they’ve been around for 15 or 20 years. We need someone with a little more finesse, to try to get in there and work things out.”

He said he has great respect for Hawat and considers her a great EMT but wants to be more active within the district.

“I love Carol, she’s great to work with, but it’s time to move on,” Schneider said.

Hawat said that she doesn’t understand why Schneider has run against her twice when there were two open spots on the five-person board in the previous five years for which he didn’t run.

“I feel like I’m more qualified because of my experience in what I do in the fire department and I’d like to continue doing that … it’s a service for the community,” Hawat said. “I know there’s equipment he feels the firemen aren’t getting and things like that, but it’s not true.”

Josh Hagermann, Miller Place department chief, had good things to say about each candidate.

“I think [Carol] has done a very good job … she’s fair, helpful and has made sure the community is getting the best care,” Hagermann said. “And Guy is very active and he’s a very reliable apparatus driver for us. He’s got a very good firefighting background as well. So, we have two good candidates running for one position.”

Community members can cast their votes Dec. 13 from 4 to 9 p.m. at the Miller Place firehouse, located at 12 Miller Place Road.

The Wading River community bid farewell Friday to an impactful, friendly and unforgettable first responder.

Many gathered at St. John the Baptist R. C. Church in Wading River Friday morning to attend the funeral of Thomas Lateulere, the director of training and education for Suffolk County’s Regional Emergency Medical Services Council, and former commissioner of the Wading River Fire District.

Lateulere, 52, who by many was referred to as a “true gentleman” and “professional man,” died of an illness on June 27. A wake was held on June 30, at the Wading Fire Department headquarters.

“He was a selfless guy,” said Kevin McQueeney, first assistant chief of the Wading River Fire Department, who had known Lateulere for 35 years. “When he was sick, he didn’t tell anybody how sick he was. He’s just a selfless, selfless individual.”

Lateulere, who worked up until days before his death, joined the fire department right after high school, as a volunteer, in 1981, and by the following year, was a trained firefighter and emergency medical technician. He spent time as one of the first flight paramedics to fly with Suffolk County police’s emergency aviation unit, and according to Tony Bitalvo, second assistant chief of the Wading River Fire Department, Lateulere was an advocate for the pilot program, among other pilot programs. He served as an advocate at the state level.

Lateulere also convinced the department to get involved with cutting-edge technologies and ways to save lives, such as narcan, an anti-overdose treatment, which he pushed for as leader of Suffolk REMSCO.

“The things he brought to our department was unprecedented,” Bitalvo said. “He’s just somebody we always relied and counted on. It’s a tremendous loss for the Wading River Fire Department and the community in general.”

The Huntington Community First Aid Squad showed respect to Lateulere by thanking him “for all his service to our organization and the entire EMS community” on its official Facebook page.

Bitalvo said that Lateulere had influenced Emergency Medical Technicians across Long Island.

“His training and patience touched every aspect of the EMS field,” he said.

Bernice Bien-Aime, the Chief of Operations Wyandanch-Wheatley Heights Ambulance Corp., had one such experience with Lateulere. When the two first met in 1995, Bien-Aime was a rookie EMT. She remembers Lateulere as a humble, caring and passionate person.

“I’ve always heard of paramedics having the ‘Paragod’ complex,” Bien-Aime said, but immediately got the vibe from Lateulere that with him, it was quite the opposite. “Now here comes Tom, literally coming from the sky, and he was the kindest paramedic.”

She recalled Latuelere’s reassurance and help following taking the Suffolk County protocol exam to become a credentialed EMT. Although her Advanced Emergency Medical Technician -Critical Care certification was completed in Nassau County, she wanted to work in Suffolk.

After taking the test, Lauteulere, seeing she was nervous, called Bien-Aime to the side.

“Relax, you got this,” she recalls Lauteulere telling her.

“Oh, I passed?” she asked in response.

“No,” she remembers him answering, with a smile. “If this was Nassau County, yes. But this is Suffolk. Our protocols are different. You know this stuff. Now relax and remember you’re in Suffolk. Now, retake your test.”

Thousands of first responders went through Lauteulere directly, learning how to save lives from a man who demanded perfection and knew how to bring it out in his fellow emergency medical teams.

“[He was] patient with this rookie EMT,” Bien-Aime said. “That is a feeling I’ve never forgotten.”

Sharing a similar feeling was Branden Heller, who is now the third assistant chief of Wading River Fire Department. Fifteen years ago when he first came to the department, Lateulere was the chief.

“[He’s] a major inspiration and a natural leader,” Heller said.

Many at the funeral looked to Lateulere as not only an influential figure in the EMS community, but the community itself.

“He saved countless lives,” McQueeney said of Lateulere. “He’s irreplaceable, and I firmly believe that.”

Squad says it services highest call volume in town

A report shows that Huntington Community First Aid Squad is requesting more help from neighboring fire departments than any other ambulance service in Huntington.

According to the report, commissioned by Huntington Town, five volunteer fire departments in the town approached town officials about an increase in requests from the Huntington ambulance squad to respond to calls in the squad’s service area.

HCFAS made more requests for ambulance support than those five departments combined, according to the report.

In a phone interview this week, Alyssa Axelrod, vice president of HCFAS, said that the study is misleading because it does not mention that the squad receives more calls than the five other departments combined.

HCFAS was formed in 1967 as a nonprofit and is the only exclusive volunteer ambulance program in the town. The taxpayers and Huntington Town fund the squad’s operations.

The chiefs at the respective fire departments started noticing an increase in requests starting in 2013, according to the study.

Huntington Town responded to those concerns by hiring Medic Health to assess the operational practices of HCFAS and provide recommendations to reduce the number of requests to neighboring fire departments and ambulance squads.

The study began in June 2014. Consultants worked with the Huntington ambulance squad, representatives of Suffolk County Fire Rescue and Emergency Services and Huntington Town to gather and analyze information.

The study found instances where HCFAS was understaffed during certain shifts.

In one graph, the study shows times of the day and days of the week where current staffing levels, which is a minimum of two staffed ambulances, may not be sufficient to cover the community’s demand. The study states that 1 and 5 p.m. are the two times of the day where resources are lacking the most, during six out of the seven days of the week, according to the study. Saturday from 1 to 7 p.m. is the busiest.

Currently the HCFAS services Huntington Town with a minimum of two on-duty ambulance crews based at the station for daytime shifts, and one crew for overnight shifts, according to Axelrod.

The study also highlighted a problem caused by the staff being made up entirely of volunteers.

Commitments from volunteers varied considerably for overnight and daytime coverage, according to the study. The report stated that 17 percent of the planned shifts had an insufficient number of members to staff the desired two ambulances. A chart showed the number of ambulances the HCFAS can field during different shifts based on member commitment. Friday, Saturday and Sunday overnight shifts only have enough member commitments to staff one or fewer ambulances, according to the chart. This is the same for 7 to 11:00 a.m. shifts on Friday and 3 to 7 p.m. shifts on Friday and Saturday.

Although there is no official time for how quickly an ambulance should respond to a call, organizations have given time limits to respond to life-threatening calls.

The Commission on Accreditation of Ambulance Services said a total response time standard of eight minutes and fifty-nine seconds is expected for life-threatening calls.

In 2014, the HCFAS was able to be on the scene to 62 percent of their calls within eight minutes of the call receipt, 76 percent within 10 minutes and 89 percent within 15 minutes. According to the study, 11 percent of the calls required more than 15 minutes for an ambulance to arrive on the scene.

If an ambulance can’t respond to the scene, mutual aid requests come into play.

Mutual aid requests were designed to allow surrounding departments to assist each other during times of unusual demand for services, like mass casualty situations or disasters. Volunteer-based organizations like HCFAS also resort to mutual aid requests when they are unable to muster sufficient resources to staff an ambulance and respond to a call.

During the first five months of 2015, HCFAS requested mutual aid 41 times compared to 23 times by all the adjacent departments.

The study concludes with eight recommendations for the HCFAS to reduce its mutual aid requests. They include employing dedicated staff to provide coverage for shifts that are too difficult to staff with current volunteer squad members, restructuring the recruitment and orientation process to reduce time investment for prospective members, and more.

It also states Huntington Town should mandate the submission of monthly performance measurements, including response time performance reports and establishing response time expectations.

Axelrod said she believes that there is a misunderstanding about what this study is about.

“We are a busy department,” Axelrod said. “This year we will do 60,000 calls. We’re stripped of our percentage of calls we get in this report. The report doesn’t show that we respond to more calls than the five other departments combined.”

She said this makes the report confusing, but there were helpful discoveries and some recommendations that HCFAS wants to integrate moving forward, according to Axelrod.

She said the squad is changing how it brings in members as it’s currently a lengthy process.

“The process is steeped in caution,” Axelrod said. “We are very careful when we vet people before we let them ride in an ambulance.”

She also said the squad has considered non-volunteers, and has added a line item to their budget for 2016 to add paid personnel. According to Axelrod, the squad’s budget for this year will be cut by 15 percent, so they will have to look into other funds if they want to hire employees.

“The bottom line is we do a great job and these other departments do a great job,” Axelrod said. “But when you take out the number of calls we respond to, it makes us look deficient.”
